WINSTON CALVERT ST. LOUIS,MO Winston Calvert served as St. Louis City Counselor between 2014 and 2015. During his term, he was charged with handling a number of reforms to the city’s laws and policies. Chief among those changes was overhauling the business legislation to make it easier for businesses to thrive.

The St. Louis Post-Dispatch termed the overhaul as “massive” and applauded city leaders for reducing the complexity of the business code.

The owners were concerned that absent review of the business laws, many entrepreneurs would seek favorable cities to launch their businesses. Among the conveners of the forum was Jack Dorsey, himself a native of St. Louis who founded Twitter and Square.

LOUIS,MO In leading the efforts, Calvert was guided by the reality that laws governing the City of St. Louis should reflect the city as a diverse, vibrant and forward-thinking place to work and live. He wanted to see legislation that empowered businesses to flourish. While he acknowledged that many of the existing laws were necessary, he also many that held companies back, making it harder for them to grow and reflected priorities of a previous era.

LOUIS,MO One of the features of the overhaul was a plan to remove laws that weren’t being enforced, such as those governing the operating hours of barber shops, in addition to laws considered antiquated. The overhaul also targeted legislation that overlapped with federal or state law.

“It made us evaluate everything,” Calvert said. He hoped that entrepreneurs would consider St. Louis (MO) as an attractive city for doing businesses once the overhaul was complete.
