Clock Ticking for Farmers on Tax Reform

arming doesn’t come with a steady paycheck or a guaranteed salary.

Yet, America’s farmers and ranchers work hard every day to keep our nation’s food supply secure and affordable, all while bearing the brunt of the risks involved in our high-input, capital-intensive businesses.

A lot is at stake for farmers and ranchers, especially when it comes to tax reform. We need a tax code that gives us flexibility to keep our businesses running from one season to the next. We can’t predict the markets or the weather when we plan for a growing season, but the right tools can help us manage the risks we face through good times and bad. Our tax system should encourage entrepreneurship, not punish people for their success. Farm Bureau is calling on lawmakers to work together to revise our tax code in a way that treats all businesses fairly and boosts our local economies.

The clock is ticking for Congress and comprehensive tax reform. The seeds were planted and watered when several members of Congress introduced a Blueprint for Tax Reform a year ago this summer. Now the crop is ready for harvest. And if lawmakers don’t act this fall, tax reform could die on the vine. Your representatives and senators

All farmers and ranchers deserve fair treatment under the tax code. Ninety-nine percent of farms are family owned today, and more than 95 percent of farms and ranches are treated the same as individual taxpayers by the IRS. No matter its size, no farm should be shut out from the deductions and provisions that are designed to help businesses create jobs and boost the economy.

Lawmakers can’t change the markets and the weather, but they can enact policies to support and preserve agriculture.

As important as lower tax rates are, they shouldn’t come at the cost of other provisions

agriculture depends on. Farmers and ranchers can’t afford to lose deductions, credits and exemptions such as cash accounting, deductions for interest expense, stepped-up basis for capital gains, and like-kind exchanges.

Tax code provisions like these allow farmers to manage their cash flow, control the timing of their expenses, replace equipment and secure business loans. Cutting out any of these provisions from the tax code will mean higher taxes for farmers and ranchers.

Farmers and ranchers aren’t asking for a pass on taxes. We’re asking for lawmakers to write a fair and simple tax code that recognizes the unique needs of our businesses and the value of our work.

We know the importance of being good stewards of all our resources, and we know our farm dollars yield a greater harvest for all of us when we’re free to invest in growing the food, fuel and fiber our nation needs to be secure. )

Insect attack! West is battling crop-killing swarms

Rodeo queens: More than just pretty girls

SALEM, Ore. (AP) — At 4 a.m. on a Saturday morning in early June, three young women woke for an epic day.

Melanie Atchison, Morgan Spear and Britney Norby spent an hour applying makeup and getting their matching outfits looking perfect because thousands of eyes would be trained on them.

The three traveled to Portland with their horses to ride in the Portland Rose Festival’s Grand Floral Parade — smiles ever present and not a curl of hair out of place — then drove three hours to Sisters to ride in that night’s Grand Entrance of the Sisters Rodeo.

They were announced over and over as the Royal Court of the St. Paul Rodeo.

“I had a little kid come up to me and say, ‘She’s the queen of ponies,”’ said Atchison, better known as St. Paul’s queen of its Royal Court. “I’m like, ‘Oh my gosh, I guess I am.”’

There’s more to rodeo royalty than being a pretty girl who smiles so much it hurts, but that can be an occupational hazard.

Since March the Royal Court of the St. Paul Rodeo have been making appearances nearly every weekend, going to agricultural festivals, parades and rodeos.

The week prior to their rodeo they made appearances nearly every day — radio interviews, speaking at Kiwanis Clubs and appearing in person almost daily. They continue to make appearances after the rodeo ends.

And they don’t get paid for their time.

Norby credits her duties as a princess on the court with giving her more confidence in public speaking.

“It is just about a full-time job,” said Cindy Schonholtz, general manager of the St. Paul Rodeo. “They have to really love the sport of rodeo and really love the rodeo they’re representing.”

The roles that Atchison, Spear and Norby fill for the St. Paul Rodeo are the same that women have been filling for more than 75 years.

Royal courts may vary by rodeo, but they are all the face of the event they represent.

For some, being a member of a rodeo court is more than a commitment. It’s a legacy.

“I think that being queen all those years ago means more to me now than it did then,” said Shirley Ernst, St. Paul’s queen in 1944. “I am so proud of that.

“Even if we didn’t do near as much as they’re doing now, we did what we could, and we had a good time doing it.”

Some rodeos have no court, some have one, three or even five members.

Some are called ambassadors instead of royalty and all have varying require-

ments determined by tradition.

At St. Paul, women must be between the ages of 17 and 23 at the time of the rodeo, unmarried and pay all expenses for their horses, among other requirements.

St. Paul holds a one-day tryout each fall when the court is chosen.

Those selected make a huge commitment.

“The contestants that are involved in the rodeo are not always on hand, they’re travelling,” said 1991 St. Paul queen Karen Tuck. “But it is unique because we want the image of these girls to represent the St. Paul Rodeo.”

At St. Paul, equestrian abilities are highly valued for the royal court.

These women have to be able to ride horses through all types of conditions: a trot down an asphalt road in hot sunshine, at full gallop through a dirt arena under spotlights as well as being able to keep their horses perfectly still and quiet for the national anthem.

And they have to maintain an image while doing it.

“The first parade, we had to smile

through the whole thing,” said Atchison, a Cascade High School graduate.

“My lips were literally trembling. I would have to stop and act like I was talking to my horse to get them to stop and smile again.”

Possibly the most important skill for the rodeo court, and the one that they practice constantly, is public speaking.

Norby tells a story about when she was a child and her aunt gave her the belt buckle she earned from being a princess at the Washington County Rodeo.

Norby made a bet that she would win her own rodeo belt buckle one day and pass it on.

She admits that a year ago she would never have been able to tell that story.

“I probably would not even be able to talk to you,” said Norby, a princess.

“I probably wouldn’t be able to come up to you and shake your hand.”

If the royal court members chose, they can continue a path where they compete in the Miss Rodeo Oregon pageant and then continue on to the Miss Rodeo America pageant, which gives scholarships to the winner.

That takes a huge commitment that not everyone can make.

“It’s just one of those things where I’m going back and forth,” Atchison said. “Do I want to do that or do I want to continue on with college and a career? I go back and forth all the time.”

Everything is glitter and sequins for the women who can also be spotted painting walls or hanging up signs.

Each rodeo court member finds their own reason for taking on the commitment, but the universal reason is that they want to be someone people look up to.

“It’s pretty much filling that dream of being a role model,” said Spear.

“Running into an arena as they do grand entry as they announce St. Paul, as a representative of St. Paul, it’s eye opening.” )

Farmers Markets

From meeting the people who grow your food, to enjoying produce at the peak of freshness, there are countless reasons to support local farmers markets!

WINNEMUCCA — Why should you support a farmer’s market? You already have access to a wide variety of produce and meat at your local grocery store.

A farmer’s market is a recurring assembly of food producers selling food that they produce directly to consumers. These markets facilitate personal connections between producers, shoppers, and communities. By cutting out the middle man, producers receive more of our food dollars, and shoppers receive the freshest, most flavorful food available in their community.

Foods aren’t limited to just fruits and vegetables either. Fresh meat, poultry, artisanal cheeses, and honey are just a few of the local foods available to consumers.

The fruits and vegetables you buy at a farmer’s market are the freshest available. They are allowed to ripen fully in the field, and are brought directly to you. They are grown locally, so no long-distance transporting, gassing to simulate the ripening process, and no preservatives. This food doesn’t sit for weeks in storage like grocery store produce. It is harvested and brought straight to you. Produce from a farmer’s market is fresh and delicious, reflecting the truest flavors of the season. Offerings available at farmer’s markets are picked at the peak of ripeness, when the plants’ natural sugars are at their peak. Eating produce when it is ripe not only tastes better, but also provides the best nutrition possible.

Farmer’s market produce doesn’t have to travel far to get from the farm to your table.

Before produce hits supermarket shelves, it ships many miles in refrigerated trucks.

The food in the U.S. travels an average of 1,500 miles to get to your plate. All of this shipping uses large amounts of natural resources, contributes to pollution, and creates additional trash and waste. Food from farmers markets are transported shorter distances. In most cases, farmers market produce is picked just hours before you purchase it.

A trip to a farmer’s market is a great way to learn about how and where your food is produced and the people who work hard to bring you the most delicious and nutritious food available.

Much of the food found in grocery stores is highly processed. Processes such as irradiation, waxing, freezing, and gassing in transit are used to prolong the shelf life of foods.

Most foods found at farmers markets are min-

imally processed, and there is a wider selection of heirloom varieties of fruits and vegetables such as red carrots, purple cauliflower, fresh herbs, and a rainbow of colors of tomatoes.

The vivid colors in fruits and vegetables are a reflection of the nutrients they contain. Compared to produce at the grocery store, supermarket fruits and vegetables pale in comparison.

One of the best ways to connect with where your food comes from is by shopping at a farmer’s market. Meeting and talking to the people growing your food is a fantastic opportunity to learn more about how and where the food was produced. When you shop at a farmer’s market, you know exactly where your food has been.

Farmers and ranchers at a farmer’s market are passionate about the food they produce and are willing to offer plenty of free advice about how to cook the foods they are selling, how it was grown and harvested. Most grocery store clerks are unable to do that. Farmer’s markets provide the opportunity for social interaction and the opportunity for farmers and neighbors to educate each other in nutrition, cooking, and agriculture.

Farmer’s markets support local economies and local family farms.

Most farmer’s market produce is grown within 100 miles of the market.

According to the USDA, more than half of producers travel less than 10 miles to sell at a farmer’s market. This means local farms are a source of local jobs and likely to spend the money they make on their produce in the local economy. Locally owned farmer’s markets sellers return more than 3 times as much of their sales to the local economy compared to chain competitors (www.farmersmarketcoalition.org). A series of case studies by Civic Economics shows that for every dollar we spend at a large chain, about 15 cents stays in the local economy, while locally owned enterprises like farmer’s markets contribute about 30-45 cents to the local economy.

Family farms have decreased in numbers over the past 20 years, due to the rising cost of production and the challenge of competing with larger corporations who can grow extremely cheap produce. In 2017, American farmers receive only 15.6 cents of every dollar Americans spent on food (www.nfu.org). Purchasing fruits and vegetables from a farmer’s market supports local family farms, giving them the capital they need to continue operating. These markets help to preserve America’s rural livelihoods and farmland. Farmer’s markets provide one of the only

low-barrier entry points for beginning farmers, allowing them to start small and then grow their business.

Lincoln County Fair The Lincoln County Fair kicks off August 9th at the Lincoln County Fairgrounds in Panaca, Nevada and runs through the 12th of August.

4-H: Making the best better!

WINNEMUCCA — What do first lady Jacqueline Kennedy Onassis, vice president Al Gore, actress Julia Roberts, Pulitzer Prize winner John Updike, and Heisman trophy winner Herschel Walker all have in common?

While it may sound like a bad joke that leaves you waiting for an equally bad punchline, these people have several things in common.

In addition to being well versed, charismatic, wealthy, and famous, they were all members of 4-H in their youth. Attributes gained through 4-H helped to mold the character

and success of each of these past 4-H members.

Today, 1 in 7 adults have ties to 4-H. 4-H is the largest non-formal youth education organization in the United States, with more than 5.6 million youth between the ages of 9 and 19 involved each year.

4-H does not just appeal to farm and ranch kids or small-town kids.

Their members can be found in urban neighborhoods and suburban school yards across the nation as well.

4-H teaches youth life skills while they participate in the organization.

They learn responsibility, public speaking, decision making, healthy living, and service to their community. Mem-

by Tufts University, “4-H members are two times more likely to get better grades in school and two times more likely to plan to go to college.” While supporting and empowering members, and encouraging youth to be active in their communities, 4-H is an opportunity of a lifetime.

Growing up in agriculture, most of us are familiar with 4-H and the benefits of the program. The experiences we have had through 4-H helped to make us into the people we are today.

Leadership skills We learned how to run meetings, teamwork and how to cooperate with people we weren’t related to. Livestock judging reasons gave us public speaking skills and holding club or county offices gave us leadership skills.

Showing our livestock and completing other projects helped us gain self-confidence as well. Being able to speak in front of people and communicate is vital to success in the “real” world. )

Lacey Sproul-Tom, 4-H Program Coordinator of Logandale, Nevada shares “I grew up in 4-H. I am proud to say that I am 4-H Grown. Before 4-H and working with my 4-H staff person when I was young, I was a very shy child. I had a lot of friends however I did not go out of my comfort zone often.

“I was first introduced to 4-H in a horseless horse camp setting and it was what kicked off my love of 4-H. I quickly grew in 4-H by increasing my projects to horse 4-H, market goats, swine, and leadership.

“I became a state 4-H ambassador when I was in high school. I am very thankful for that opportunity. I have traveled this country many times including Washington DC, Mississippi, Tennessee and all over this great state.

“By being involved in 4-H on both the county and state levels, this

has opened so many doors for me.

It helped me to leap into FFA along with continuing in 4-H and then presently my Nevada Farm Bureau involvement.

“There are so many unknown possibilities in 4-H that I hope more youth and adults take advantage of, it is far more than just cows, plows and sows. 4-H made me a leader.”

Knowledge of Agriculture Identifying breeds of cattle/ sheep/pigs/goats or plant ID as well as explaining how plant systems work, or knowing why animals are given antibiotics helps to AgVocate Agriculture. The speaking skills and knowledge of different agriculture processes we gain in 4-H speech contests and demonstrations help us passionately tell our stories and to dispel myths about farming, ranching, and food safety. A very important skill today as people are farther and farther removed from agriculture. )

Healthy living Life skills were learned through cooking and sewing clubs. Being able to identify healthy food choices and having the resources to prepare them began in 4-H. Members have the opportunities to learn and practice life skills that will be used throughout their lives.

Sportsmanship Members learn competition. People learn more through losing than winning. People will be competing for internships, jobs, and so much more as adults. Respecting your competitors in and outside of the show ring, being a gracious winner and a dignified loser. Making ethical decisions, and competing with integrity all contribute to your character.

We learned more about sportsmanship showing our animals at the fair, than most of us learned playing organized sports.

A Texas Tech study in 2012 aimed at validating the benefits of competitive youth livestock exhibition discovered that livestock projects teach 4-Hers social relationships, character, family togetherness, exposure to competition, exposure to cultures, and knowledge and care of animals.

Work ethic 4-H contributes positively to work ethic. For most farm and ranch kids, work ethic is founded on family experiences on the farm or ranch. Finishing projects and project books provides a foundation for the importance of meeting deadlines later in life. 4-H projects require dedication, time management, and hard work, while teaching record keeping, and other valuable skills.

4-H members learn that hard work and responsibility go hand in hand.

Community service “4-H is about building better citizens, teaching values and developing the skills necessary to leading a good and profitable life. Show jitters

I

t’s that time of year when all the counties are getting ready for their County Fairs. There will 4-H & FFA, judging contests, Carnivals and wild rides and every county worth its salt will have a horse show. That subject brings up a story that goes something like this.

You had been coasting along, riding and schooling your horse a little; he’s happy, your happy, and then some fool said, “Mary, do you know it’s only 10 days to the show”????

Now you’re all nerved up, running an sliding, spinning like a top, your horse thinks you’re on about 1001 lead changes.

You call everyone but the secretary to find out the pattern — nobody knows. May as well practice all of them!!!

After the first day your faithful steed thinks you’re on Vodka and Prozac, maybe a little Domoso orally?

That night in bed you have combined the

You wake up in a cold sweat, feeling like the sheets are wrapped around you, strangling you.

Day two, you arise after the worst night in your life, your eyes look like red holes in the snow, and your nerves are RAW! You think your horse was hard to catch yesterday. He is at the end of the pasture an he has his track shoes on! After a 30-minute vigorous work-out, you’re on your

hands and knees gasping for air, a thought crosses your mind, maybe I’m dying? Ol’ Dobin hasn’t cracked a sweat. I’ve got an idea, I’ll call my trainer! “ Hello Dave, Yes I know the show is 9 days away, I know I should come take a lesson, but I can’t catch the SOB, Well I have tried a …few lead changes, Okay so I did some patterns, you think 12 spins each way is a little much? No, I have not been drinking! Thinking about it though! Will you please come catch my horse?”

“Yes, Mary I’ll come over tomorrow.”

Day three, Dobin recognizes the trainer and he trots up to the gate. We are going trail riding today, YEEEEEHAAAAAWWWW! Day Four, Mary calls, “What time do you want me to come practice?”

Your trainer calls back, “why don’t you go to town do some shopping, buy a new show shirt or something. Dobin gets the day off.”

Day five, Mary calls…no answer, leaves a lengthy message. Mary’s trainer calls back five hours later “Sorry I missed your call Dobin an I have been moving cattle up on the mountain.

Great, you can go shopping again!”

Day Six, Mary calls, frantic, “I’m nervous!”

Your trainer says, “Hey, just relax, your horse is doing great, no I’m not kidding. He’ll be fine.”

Day 7, Your trainer calls first today. “I think Dobin needs a day off to study the patterns, no I’m not kidding, he’s dead serious see you tomorrow.”

Day 8, Trainer again. “I know your nervous, but it is really bad luck to practice the day before the show, I’ll see you at the show, NO YOU DON’T NEED TO PRACTICE YOUR LEADS!” Day 9, Show Day! Mary, “WOW what a great show, I have never got a 70 on a dry pattern in my life, guess all that practicing paid off????”

It’s all in a Day’s Ride! )

We’ve all been there and done that! Show jitters have ruined more good horses than all the bad training in the world. So if you get a little anxious or are feeling insecure……don’t ride…….go shopping!

Ranching Scrapbook 4-H roots run deep in Humboldt County

PARADISE VALLEY, Nev. — 4-H teaches life skills by leading hands on projects in areas like science, health, agriculture, and citizenship, helping members to grow confidence, independence, resilience, and compassion. Mentors provide a positive environment where members learn by doing. While the demographics and projects offered have changed slightly over the past 100 years, one thing remains true with 4-H today: Members learn skills that will benefit them as they go through life. The determination to do a job and do it well, and the value of the work ethic learned is immeasurable.

This month, the Buckingham Family of Paradise Valley, Nevada shares with us priceless pictures from Frederick “Fritzie” Buckingham’s 4-H days in the late 1930’s and early 1940’s. A time when Prime Rib sold for 28 cents per pound and 3 pounds of ground beef cost a mere 25 cents. From the look of cattle to the price per pound, things have changed quite a bit since then! )

In 1938, Fritzie Buckingham of Paradise Valley, took part in a herd improvement incentive program through the Humboldt County 4-H Livestock Improvement Club. Starting with a loan of $450 from the Winnemucca Branch of the First National Bank of Nevada, Buckingham was able to purchase two purebred Hereford cows, each with a bull calf at her side. By purchase and breeding, he had increased his herd to 13 animals by January of 1941. Within a year, he had paid off his entire loan. A February 12,1941 article in the Nevada Farm Journal stated, “Such a deep realization by the youths of the business integrity involved in obtaining the loans, and such prompt repaying to the bank the sums borrowed, have brought to Fritzie high approval and praise from Charles Osborn, cashier and manager at the First National Bank of Nevada.” Here Fritzie shows off one of his replacement heifers.

After traveling over 1400 miles through Idaho, Oregon, and Washington to inspect prominent herds of Herefords, the first animals purchased through the Humboldt county 4-H Livestock Improvement club came from the nationally known herd of Herbert Chandler of Baker, Oregon. The Second year, breeding stock was purchased from Albert Mehlborn of Halfway, Oregon.

The lack of quality breeding bulls available to purchase by local cattlemen created an opportunity for 4-H youth to establish a purebred, registered Hereford breeding herd. Fritzie explained “To me and several other club members it looked as though here was an opportunity waiting for someone to come along and take it, so we decided to go into the purebred livestock business.” Fritzie showed his prize Herefords at fairs across the state and into California, and sold the bulls to local cattlemen.

A brief history of domestic cattle

Cattle and humans have had a very long history together; people have been raising cattle for meat and hides for thousands of years. There are two main sub-species of cattle today and some modern breeds are a mix of the two.

In prehistoric times there were actually three separate species: Bos taurus, the European or “taurine” cattle (including similar types from Africa and Asia); Bos indicus, the zebu (many of which have a hump over their shoulders); and the extinct Bos primigenius, the aurochs. The aurochs is an ancestor to both zebu and taurine cattle.

In recent times, scientists have reclassified cattle as one species, Bos taurus, with three subspecies: Bos taurus primigenius (now extinct), Bos taurus indicus, and Bos taurus taurus (the European cattle).

One reason for the wide diversity in our cattle breeds today, and in the various types of cattle around the world, is the ability of cattle to interbreed with other closely related species. Hybrid individuals and breeds exist, not only between taurine cattle and zebu (such as the sanga cattle, Bos taurus africanus), but also between one or both of these and some other members of the genus Bos such as the yak, banteng, and gaur. Hybrids such as the beefalo can occur between taurine cattle and either species of bison, leading some scientists to consider bison as part of the genus Bos, as well. Genetic testing of the Dwarf Lulu breed, the only taurine-type cattle in Nepal, found them

However, cattle cannot successfully be hybridized with more distantly related bovines such as the water buffalo or African buffalo.

The aurochs originally ranged throughout Europe, North Africa, and much of Asia but hunting pressure reduced their population. In historical times, these wild cattle were found only in Europe, and the last known individual died in Poland, in about 1627.

that were eventually brought to North America. In the hotter, more humid climates of Africa, Asia and India, the Zubu (Bos indicus) was better adapted to withstand heat and insects, although some of the mixed types in these tropical countries are also well adapted. One significant difference for the taurine cattle in Africa is a genetic tolerance to trypanosomosis, the disease spread by the tsetse fly which causes anemia and death.

and European breeds (such as the Beefmaster, Santa Gertrudis, Brangus, Braford, Charbray, etc. that thrive in the extreme heat of the Gulf States.

In prehistoric times there were several populations of wild cattle on several continents, and various tribes of people hunted them—and depended on them for food and clothing. Aurochs were important to Upper Paleolithic hunters in Europe, included in cave paintings such as those found in what is now France.

Aurochs were one of the largest herbivores in Europe, with the bulls reaching shoulder heights of 5.2 to 6 feet, with massive horns of up to 31 inches in length.

Cattle and sheep were domesticated first, probably because they were easier to catch, but cattle were next, as one of the earliest species of animals to be domesticated. Early tribes of people in Europe, Asia and Africa hunted their native herds of cattle for meat and hides; wild cattle were the main diet of Stone Age man. Eventually some ingenious hunters captured cattle and tamed them (about 10,500 years ago), to have a handy supply of meat and leather. These animals provided a multitude of useful products. Their meat, milk, blood, and fat were utilized as food. Secondary products included hide and hair for clothing, and tools manufactured from hair, hides, horns, hooves and bones. Their dung was used as fuel for fires in prairie regions that had no trees. As oxen, domesticated cattle were utilized as load-bearers and for pulling plows and carts. Culturally, cattle were important as wealth which could be used to purchase a bride or for trade, as well as rituals such as feasts and sacrifices.

Herders then found they could use cattle to pull loads that were too heavy for humans to carry, and pull plows for farming. After invention of the wheel, they hitched cattle to carts. Oxen were used for farming and for transportation long before horses were given these tasks.

In early historic records we find a very close relationship between humans and cattle. Persian hymns and proverbs from 8000 years ago give detailed

Columbus and other Spanish voyagers brought cattle to the Americas Continued from Page 27 World, but none of them survived to multiply at that time; they were probably all butchered for food. A few centuries later, Columbus brought cattle on his second voyage across the Atlantic, and subsequent Spanish voyages in the late 1400’s and early 1500’s (bringing explorers and settlers) brought enough cattle to start herds for the Spanish missions.

These were the ancestors of our Texas Longhorns, Corrientes and other Mexican and Central American breeds.

In the 1600’s and 1700’s the Pilgrims and other New England and east coast settlers brought cattle from the British Isles. These cattle were large and strong, used as oxen as well as beef.

It is from these (and later importations from Great Britain and Europe) that most of our American breeds have descended. Today there are more than 100 breeds in North America. Some are dairy cattle, but the vast majority are raised for beef. In the past 150 years cattle in North America have been raised mainly for beef and milk rather than as draft animals, though oxen were instrumental in pulling many of the covered wagons across the plains during the westward movement of settlers.

All through human history, cattle have been an efficient way to produce food for humans (meat and milk) and useful by-products such as leather, since they can graze land that won’t grow crops. Much of the

Of the 2.2 billion acres in the U.S. for instance, only about 15% is suitable for producing food crops. Yet nearly half of the 85% that’s noncrop land grows grass (the other half is desert, forest, cities, roads or some other grassless condition). Over 90% of the 810 million acres in the U.S. that is used for cattle pasture will not grow human food crops, so beef

cattle are an excellent way to use these lands to create food. Cattle can eat roughages that humans can’t eat. About 75% of the world’s plant material can’t be digested by humans, but cattle can convert some of these plants into meat.

Contrary to what some city folks think, cattle are eco-friendly. Their close relatives, the bison, roamed this continent in vast numbers up until 150 years ago and were an important part of the ecosystem for millions of years. Grazing received a bad repu-

tation in some circles in recent year because a few “environmentalists” equate grazing with overgrazing. The grasses in North America evolved being grazed, however; forage plants are part of a biological system than needs to be grazed.

Grasslands need a hoofed grazer for health and productivity--to knock off seeds and tromp them into the soil, graze the plants to stimulate healthy regrowth (a plant that is never grazed becomes stagnant, less productive and does not make as many seeds) and add natural fertilizer to the soil. Grass and grazer have a symbiotic relationship.

Our domestic cattle now fill this niche in the ecosystem that was vacated by bison, and are being used for good management of rangelands and wildlife habitat. They keep grass and brush in proper balance, mowing grass at proper seasons to keep it from getting too mature and unpalatable for fussier grazers such as deer and elk. Deer use grass for only a short time in early spring, eating the protein-rich tender new shoots.

Wildlife biologists learned the hard way (after excluding cattle from crucial wildlife habitat) that elk and deer do best when bovine grazers clear away tall, mature grasses and give wildlife access to more nutritious regrowth. Cattle are often used for judicious land management and grass harvest while providing us with meat, leather and other products. The cow is one of our most important domestic animals. )

Are hormones in our food a danger?

You already know this answer, but how do we explain it to people who don’t?

WINNEMUCCA — If you look down the length of a feedlot steer’s ear you may see a small bump near its base. More than likely, that bump is a growth promoting hormonal implant. Cattle receive implants at branding time, weaning, time, or when entering a feed yard. This is very common in cattle operations across the nation. According to Alberta, Canada beef cattle veterinarian Dr. Cody Creelman, “Each implant consists of 6 small yellow pellets. Each pellet contains 20 mg of trenbolone acetate and 4 mg of estradiol as active ingredients

and it also contains 6.25 mg of cholesterol, 0.5 mg of magnesium stearate and 1.25 mg of ethyl cellulose N200 as non-medical ingredients.

A prevalent practice Currently, over 90 percent of the cattle fed in the U.S. receive a hormone implant during their growth. This usually occurs as the animal enters the feedlot. Cattle have been receiving hormone injections for well over 50 years. It is a well-regulated practice. Cattle are monitored carefully, and the hormones used are proven to be safe. The effect of the hormone implant will have worn off well before the animal is shipped to market. Essentially, the effectiveness of the hormone implant will have terminated well before the animal is slaughtered. Therefore, residues and/or traces of this hormone implant is not an issue.

Hormone-free hype It is important to note that there is no such thing as hormone free beef. Hormones occur naturally in all animals, people, and plants. Hormones help cattle convert the food they eat into muscle quicker and easier. This means they will develop more lean meat. It also means these cattle can be raised using fewer resources, like feed and water, which produces less waste like manure. Without

The use of hormone implants in cattle helps us conserve resources, while producing more meat.

Beef that is implanted does have higher levels of hormones vs. non-implanted beef. A typical a six-ounce serving of implanted beef contains approximately 3.8 nanograms (ng) of estrogen, which is about 1 ng more than non-implanted beef.

By comparison, a normal adult human male produces 136,000 ng of estrogen every day (a pregnant human female 90,000,000 ng).

The vast majority of scientific literature has deemed implanted beef to have no ill effects on human health.

From a sustainability perspective, implants have been praised because less natural resources are needed to produce the same amount of end product, and thus is better for the environment.

What do they do?

Hormone implants essentially give naturally occurring hormones in cattle a boost. They help speed up the rate in which feed is converted to muscle. As you know, muscle is what we are eating when we eat meat. This means we are feeding them less, and they are producing more meat at a quicker pace. There is no reason to be concerned at all. The hormone levels in beef produced using

One serving of milk has 15 ng/ serving. The average adult man has 136,000 ng in his body. growth hormones are well within range of naturally occurring levels in the animals themselves. Since the 1950s, the Food and Drug Administration (FDA) has approved many steroid hormone drugs for use in beef cattle and sheep, including natural estrogen, progesterone, testosterone, and their synthetic versions. These drugs increase the animals’ growth rate and the efficiency by which they convert the feed they eat into meat.

The FDA approves these drugs only after information and/or studies have shown that the food from the treated animals is safe for people to eat, and that the drugs do not harm the treated animal or the environment. The drugs also must be effective, meaning that they work as intended.

Some perspective To put things into perspective, a single serving of beef from an implanted steer contains 2 nanograms of estrogen.

Making the argument: Depending on your audience, you have a few different options to argue your point of hormone implant safety in beef.

1 — Conservation of resources.

Using hormones helps beef to grow quicker, saving resources like food and water, while producing less waste, helping the environment.

2 — Safety.

Hormone use is strictly regulated by the USDA, and have been use for more than 50 years.

3 — Numbers.

There is a significantly larger amount of estrogen in a serving of raw cabbage, than there is in a serving of implanted beef. At the end of the day, there is no such thing as hormone free food!

Invasive Grasses The spread of invasive annual grasses, like cheatgrass and medusahead, are linked to unwanted wildfires. Invasive grasses are highly flammable and dry out earlier than native plants, leading to more frequent, hotter fires. Once sagebrush habitat burns in a megafire, it’s hard to restore, leaving noxious weeds that degrade rangelands and wildlife habitat.

Wet “mesic” habitat, or places where water meets land comprise less than 2% of the entire landscape in the West. Protecting and restoring these “emerald islands” in the desert benefits livestock ranching and wildlife, including sage grouse.

Easements protect large working lands from subdivision development in sage grouse core areas by using voluntary agreements that provide a financial boost for ranchers and preserve habitat.

We’ve all heard the saying: what’s good for the goose is good for the gander – meaning, what’s good for one is good for another. In the sagebrush country of the West, that sentiment has rung true for another feathered friend: the greater sage-grouse.

But this time we say, “what’s good for the bird is good for the herd.”

Sagebrush country is composed of large, intact and mostly treeless landscapes with sagebrush, native grasses and wildflowers. This working landscape is one of the most imperiled in the United States. At one time, it spread over 240,000 square miles, but today has shrunk to almost half.

Across the West, ranchers are stepping up to voluntarily conserve habitat for sage grouse while also benefiting sagebrush communities, local rural economies, working ranches, wildlife, soil and rangeland health.

USDA’s Natural Resources Conservation Service (NRCS), through its Sage Grouse Initiative (SGI), is there to empower ranchers to make well-balanced improvements on their ranching operations that are good for wildlife living in sagebrush country, as well as their businesses’ bottom lines.

To highlight the different ways ranchers can help, as well as the many benefits of conservation work, NRCS introduces a new “Healthy Sagebrush Communities” digital poster, available for download now. It’s also viewable as part of a multimedia story.

Ranchers play a crucial role in keeping sagebrush communities healthy and are making a real difference by working with partners to address threats to range health. Since 2010, nearly 1,500 ranchers have stepped forward to conserve 5.6 million acres.

This includes: Using prescribed grazing on 3.6 million acres to improve native rangelands and wildlife habitat; Fighting invasive grasses on 2.5 million acres, which helps prevent wildfire; Removing encroaching conifers from 555,000 acres; Protecting 552,000 acres of land from the risk of development and cultivation through conservation easements; Restoring and protecting 12,000 acres of mesic meadows, the wet habitats where sage grouse raise their chicks; and To learn more about the different topics highlighted on the poster visit www.sagegrouseinitiative.com )

Tips on how to protect yourself during a construction project have both the electrician and the contractor sign a lien waiver stating that he has been paid in full. This prevents the contractor from collecting from you and never paying the electrician.

Without lien waivers, the subcontractors can file a mechanics lien on your property for non-payment.

It’s finally time and that big — or little — construction project is on the horizon. You’ve received bids from several contractors and you think you are ready to get started. Then you start hearing horror stories from family and friends about their experiences with contractors. In turn, you start worrying about how to protect yourself.

Don’t let this happen to you.

As an agricultural lender that has financed quite a few construction projects in the past, I’ve compiled a list of tips that can help protect you:

Written contract No matter how well you know the contractor or how good their references are - get a written contract. At minimum, the contract should include the following: Legal names and addresses of both parties Detailed description of the work to be performed, type and grade of materials that will be used, and if material cost is included in the contract price Who will obtain necessary building permits and insurance

Insurance

List of any subcontractors that will be used and what they will be doing Total project price and agreed upon progress payments on completion of each stage Project begin date and expected completion date Who is authorized to make changes to the project on the behalf of both parties (This will prevent someone asking an employee for the authority to change something.)

Document that all changes must be in writing and approved by both parties Require that all workers, including employees of contractors and subcontractors, will be bonded and insured Clearly state how disputes will be handled

Be present and aware Being knowledgeable is one of your best defenses.

Know who is on your property and who they work for every day. This will ensure that if a new subcontractor shows up, you know about it.

Also, be cognizant of materials that are moved from your farm and taken elsewhere.

If possible, be around when building inspectors show up so you hear first-hand issues or problems that the inspector uncovers.

Lien Waivers This is a simple tool that can protect you in a big way. A lien waiver is a document that you have the contractor and subcontractors sign when payment is made to ensure nothing else is owed to them at that point. Example: Your contractor hires an electrician and he finishes installing the electric. The contractor then wants the money to pay the electrician. A this time, you would

Notify your hazard insurance carrier prior to starting construction to confirm that the building is insured during the construction period. You may have to purchase a different policy, or add it onto your existing policy, but you want to be sure you have coverage.

Once labor has begun, you will be liable for the work that has been performed and you will have assets at risk once you make the first payment.

Insure your investment from theft, fire, and weather related losses.

References Get a list of references and call them. If possible, go see the work done for those references. Often people will tell you more in person than they would on the phone.

There are a lot of good reputable builders out there, but by the time you find out that your contractor is not reputable, it is usually too late.

Reputable builders and contractors will recommend that you take steps to protect yourself. If they discourage you from taking these steps, there is probably a reason.

Duckworth to the dog show “I took Duckworth to the dog show up in the city last weekend,” Dud said.

Doc put it gently. “Dud, was this so he could get some inspiration on looking good?”

Duckworth was a medium-sized dog that found Dud while Dud was walking and thinking about the novel he’s writing. No one answered the ad he put in the Valley Weekly Miracle, so he was named Duckworth, for some reason Dud seemed to want to keep to himself. To be honest, Duckworth looked like he fell out of the ugly tree and hit every branch on the way down.

“No, I was going to enter him in the dog show,” Dud said. “Took him right up to the registration table and tried to get him in a class. The lady there looked at ol’ Duck and asked to see his papers.”

Dud grinned. “I told her they were back home on the floor of the laundry room. She didn’t think it was funny.”

Now Duckworth had been introduced to the other dogs in the group at the sale barn, as is the custom, and Dud’s pals had been hesitant to ask much about him. Duckworth looked like something put together by a committee with a sense of humor. Oh, he was a dog … no doubt about that.

But what kind of dog he was? It made for interesting coffee speculation, that’s for sure.

“You know,” Dud said, “Anita was against me getting any kind of dog until Duckworth came along. When I explained to her that Duckworth was a bird dog … a duck dog, actually, and that he’d help me bring more birds home, she finally gave in.”

“He’s a bird dog?” Steve said. “What kind?”

“Now that’s what that dog show lady asked me, you know? I had to explain to her about canardly terriers, because she wasn’t familiar with them.”

“Canar…”

“Canardly terriers, you betcha,” Dud said, grinning, “why, I’ll bet you canardly tell what kind of terrier he is!”

Rhubarb:

More than meets the pie

If you don’t have your own rhubarb plant, chances are you can find it at a local farmers market.

Rhubarb grows all summer long.

LAMOILLE — Rhubarb, also known as “pie plant” is a member of the polygonaceae family.

It is an herbaceous perennial that grows from rhizomes. It produces large poisonous leaves, but the long fleshy stalks are edible.

The plant is an enigma. The stalks are crisp like celery, but they are not related, and it has a sweet, tart flavor. And it is a vegetable, not a fruit.

Often used in pies, crumbles, and other desserts, Rhubarb is grown around the world, and can be available year-round in warmer climates.

It thrives in areas of direct sunlight, and can be grown in containers, if the containers are large enough, and is often the first edible plant harvested each spring. It will last well in your fridge for at least a week, and also freezes well.

Though grown primarily for food in present

times, the rhubarb root has been used for medical purposes for thousands of years and was several times more expensive than other valuable herbs and spices such as cinnamon, opium, and saffron. The root produces a rich brown dye similar to walnut husks and is used in northern regions where walnut trees do not survive. Rhubarb is now classified as a superfood for its ratio of health benefits to calories, only 7 calories per 100 grams. It is known to speed up metabolism and aid in weight loss as well as containing high levels of calcium.

Rhubarb first appeared in North America in the late 1700’s in Maine where a gardener obtained seeds from Europe. Within 25 years it had become so popular that it was a regular offering at produce markets, and eventually made its way across the

United States.

Chances are if you don’t have your own rhubarb plant, you know someone who does. Ask your neighbors if they have any to share. If you don’t have easy access to rhubarb, it can often be found in the produce section of your favorite grocery store, or hit up your local farmers market, you are bound to find some there!

This recipe comes from my great-grandmother Mabel Bieroth. She was well known in her community for the delicious meals she prepared for her family, friends, and work crews throughout northeastern Nevada. I would love to be able to talk to her about where this recipe originated. It is arguably the best rhubarb pie recipe in the world. If you know of a better one, I would love to see it! )

Show Off Rhubarb Pie Ingredients: Pie Crust (enough for top and bottom) 4 well-beaten eggs 1 ¾ c. sugar ¼ c. flour ¼ tsp. salt 4 c. sliced rhubarb

You can decorate your top crust anyway you would like, but this pie is gorgeous with a lattice top. It is well worth the extra time.

Directions:

Bake pie at 450* for 15 minutes, then lower temperature to 350* and bake for an additional 45 minutes. Watch your pie closely, and if the top is getting too dark, cover with foil to prevent burning while cooking. Pie is done when juices bubble.

Serve with cream and enjoy!

Preheat your oven to 450*.

Mix remaining ingredients in a large bowl, and pour into pie plate.

Prepare your favorite pie crust. (Or buy one from the grocery store if you are so inclined)! Be sure you have enough for both the top and bottom.

Place bottom crust in a 9” pie plate.

Brush top crust with cream and sprinkle with sugar if desired, or brush with an egg wash.

New Research Underscores Beef’s Role in a Heart-Healthy Diet A BeefWISE study shows lean beef can help people lose weight while maintaining lean muscle and supporting a healthy heart Last month, new research published in Obesity Science & Practice further demonstrated that as part of a healthy and higher-protein diet, lean beef can help people lose weight while maintaining muscle and supporting a healthy heart. The Beef WISE Study: Beef’s Role in Weight Improvement, Satisfaction, and Energy, conducted at the University of Colorado Anschutz Health and Wellness Center with a research grant from the Beef Checkoff, adds to the growing body of evidence demonstrating lean beef can contribute to a healthy weight loss diet.

While the popularity of higher-protein diets has grown considerably, there is often guidance telling people to limit red meat as a protein source. However, few studies have compared different high-quality protein sources to understand their effectiveness in a weight loss or maintenance diet. Dr. Drew Sayer, PhD and his colleagues at the University of Colorado Anschutz Health and Wellness Center sought to understand the effectiveness of lean beef, compared to other protein sources, on measures of health in a higher-protein diet, such as weight loss and muscle mass maintenance, as well as impact on cardiovascular disease risk factors.

Lean beef as effective as other proteins for weight loss potential The Beef WISE Study included 99 overweight or obese adults in a comprehensive weight management program called State of Slim for 16 weeks

that emphasized behavioral strategies to make lasting healthful changes in diet and physical activity to promote optimal health and wellness.

In addition to participating in regular moderate-intensity exercise, study participants were separated into two groups that followed the higher protein diet. One group consumed four or more servings of lean beef each week and the other group was restricted from eating red meat. Subjects in both groups lost equal amounts of body weight and fat mass while preserving muscle.

All study participants, including those who consumed lean beef four or more times a week, as part of the healthy, higher-protein diet in combination with exercise, showed improvements in their total and LDL cholesterol and blood pressure metrics, indicating the lean beef did not negatively affect their heart health.

“Losing weight is not easy. Neither is maintaining a healthy weight, particularly as we age. We know people succeed most often when they make small changes they can stick with,” said Shalene McNeill, PhD, RD, Executive Director of the Human Nutrition Research Program at National Cattlemen’s Beef Association, a contractor to the Beef Checkoff. “This study is great news for people who enjoy beef, but might have been told to avoid it while following weight loss diets. It underscores, once again, lean beef can be part of a healthy, higher-protein diet for weight loss.”

Hearty Steak and Bean Chili Ingredients: 3 pounds Shoulder Steaks, cut 3/4 inch thick 2 tablespoons vegetable oil 1/2 teaspoon salt 1 medium green bell pepper, chopped 1 medium onion, chopped 2-1/2 cups roasted tomato or regular salsa 1/4 cup chili powder 2 teaspoons ground cumin 2 cans (15 ounces each) black beans, rinsed, drained

Toppings: Guacamole, chopped fresh cilantro, chopped purple onion, chopped tomato and tortilla chips (optional) Instructions: Cut beef steaks into 3/4-inch pieces. Heat 1 tablespoon oil in stockpot over medium heat until hot. Brown beef in three batches; season with salt. Set aside.

Add remaining 1 tablespoon oil, bell pepper and onion to same stockpot. Cook and stir 6 to 8 minutes or until vegetables are tender.

Return beef and accumulated juices to stockpot. Add salsa, chili powder and cumin; bring to a boil. Reduce heat; cover tightly and simmer 1-3/4 to 2-1/4 hours or until beef is fork-tender. Stir in beans; cook, uncovered, 10 to 15 minutes or until beans are heated through, stirring occasionally.

ON A HISTORIC NOTE

A cure for everything

ecently traveling Highway 50, I passed a covered wagon being pulled by a team of four mules. On the side of the wagon was a very large “JESUS SAVES” sign.

After doing some research, I had found that the man who owned the wagon had been on the road since 2008 and was spreading the word of god while crisscrossing the country. He had no plans and no end destination, only a desire to talk to anyone who would listen about god.

The next day, I saw him again and decided to stop.

Unfortunately, I was met by a very rude man who was complaining about the arduous task of having to drive his mules, feed them, and suffer a sore back from riding 4 mph with cars whizzing by at 70 mph.

I asked a few questions but he shrugged me off so I quietly walked away and made my way home. For the rest of the drive home, all I could think about were the lyrics to the Big Audio Dynamite song Medicine Show:

“Covered wagon medicine show.

Take you to the place where the healing flows.

Weak in spirit, we got the juice.

Won’t save your soul it’ll shine your shoes.”

So true are these words of a traveling medicine show, promising solutions to every ailment and a cure all for anything that troubles you.

Medicine shows date as far back as the Dark Ages and were called mountebanks. Mountebanks were a combination of medical sales and mixed performance shows since circuses and theaters were banned, only

leaving marketplaces for street performers.

Cures for plagues, colds, and infections were often sold in bottles of whipped up concoctions, often times doing more harm than good. The mountebanks were often found traveling through small towns and eventually made their way to the American Colonists.

However, a ban on them in 1772 relegated

the shows to rural communities to avoid getting caught. Eventually, mountebanks developed into more refined forms of entertainment which was gladly accepted in rural 1800’s America.

Medicine shows were the early start to the patent medicine industry and about 1,500 medicine patents were recorded by 1858.

Unfortunately, these medicines still didn’t treat illnesses and usually gave the user a hangover or an addiction to opium or cocaine while lining the pockets of the salesmen who created many repeat customers. By the time of the westward land grab, medicine shows became a standard part of the landscape.

A typical show would start off with entertainment that would draw in a large crowd and since there was a captive audience, the salesman would step up and do his pitch. The salesman would often times be a self proclaimed “doctor”, as a bona fide physician with a reputable product. Shows would last one or two nights but even as long as 4-6 weeks, depending on the troupes behavior and income brought in. Performances were on the back of wagons, in dance halls and theaters while advertising was done with fliers, handbills and posters. A typical show would be free to watch and it would be a mixture of entertainment followed by the sales pitch. Entertainment could include a flea circus, magic tricks, storytelling, trick shots, dancers, musclemen, or ventriloquists. The entertainment wasn’t the main focal point but instead, a way to draw a crowd.

Shows could run for a few hours, eventually wearing down the audience into buying the “must have” elixir that would cure everything. Not only was it a cure for everything but the salesmen would create a fear in the audience that their product was the only one that would fix their ailment and if they didn’t purchase it, they would run the risk of disease, illness or even death. Word of mouth, jingles, and sensational testimonials seemed to be the best advertising. A show would often have a person in the audience who would profusely claim how well the product worked, convincing others around him to make a purchase. Unknowingly to the audience, that person worked for the show and was part of the scheme.

By the early 1900’s, the patent medicine industry was an $80 million a year business. Patent medicines, also known as nostrum (from the Latin nostrum remedium, or “our remedy”) are a commercial product heavily advertised as a purported over the counter medicine without regard to it’s effectiveness.

Because of this type of advertising, the advertising industry grew exponentially and many of the sales techniques were later used for many other products. In most cases, patent medicines had exotic or questionable ingredients and with their effectiveness unknown, the Food and Drug Administration by the early 20th century began to tighten regulations to prevent fraud, deceptive advertising or unintentional death due to ingestion of these medicines. The government was determined to regulate product safety and rid the medical field of unscrupulous pitch men. The term “Snake Oil Salesman” came from a person who sold liniments that claimed to contain snake oil, a wondrous healing ingredient. Other terms like, “Quack” was just a shortened form of quacksalver. In the Middle Ages, the term quack meant shouting and from Dutch origins, the word kwaksalver was a person who hawked salve. The quacks would sell their potions at local markets, shouting above the noise of the marketplace. No longer are these terms associated with an occupation but instead with a disdain towards anyone who falls under the category of a “shady character” not to be trusted.

Most medicine shows had all but died out in the 1930’s but a few managed to survive WWII and beyond. The advent of television put an end to an era and now modern day medicine shows can be seen every time we turn on the tube. Pharmaceutical companies are always advertising their products, telling us the many benefits and then scaring us with the adverse side

effects. The entertainment provided are the shows and movies we watch, every fifteen minutes interrupted by a must have cure all. Maybe it should be the other way around... instead of entertainment followed by medicinal ads, my doctor should perform a magic trick after treating me! )

CHEYENNE, Wyo. (AP) _ A federal report says gray wolves killed a record number of livestock in Wyoming last year, and wildlife managers responded by killing a record number of wolves that were responsible.

The report released by the U.S. Fish and Wildlife Service found that wolves killed 243 livestock, including one horse, in 2016 in Wyoming.

As a result, wildlife managers last year killed 113 wolves that were confirmed to be attacking livestock.

At least 377 wolves were counted in the state in 2016.

Unlike Wyoming, neighboring Montana and Idaho are no longer subject to federal monitoring and are not part of the FWS report this year.

Montana estimates its wolf population at 477 in 2016, while Idaho does not have a count for 2016.

Idaho’s last wolf count was 786 in 2015. )

Blue-green algae outbreak kills 32 cattle in Oregon LAKEVIEW, Ore. (AP) — A blue-green algae outbreak in an Oregon reservoir has killed 32 cattle.

The outbreak began about a month ago on KV Bar Ranch, the Capital Press reported. Concern rose when ranchers started seeing cattle with blue legs, ranch owner John Shine said.

“We had a reservoir that cattle have been drinking out of for 60 years, and never had a problem. Then this breeze comes from the north and carried this layer of scum 3 to 4 feet from the edge and that’s what they were drinking,’’ he said. “We thought it was poison at first. We didn’t know what it was.’’

Theo Dreher, a microbiology professor at Oregon State University, said it’s rather unusual to lose 32 cattle in “one hit.’’

“It’s probably not infrequent in cases of ranch land

cattle where a few stock die, but this is pretty exceptional, and points out the danger that does exist when you get one of these blooms,’’ Dreher said.

Blue-green algae are bacteria that occur naturally in many fresh and still waters. The toxin can affect both animals and people.

Officials suspect the bloom formed because of Oregon’s increased rainwater this winter and spring after several years of drought.

Losing 32 cattle “is relatively devastating’’ for producers, said Pete Schreder, an OSU Extension livestock agent.

Death can come up to 72 hours after initial exposure.

“There is no treatment available,’’ said Dr. Rod Ferry, a veterinarian at Lakeview Animal Hospital.

This is the first reported case of blue-green algae in Lake County, according to Schreder and Ferry. )

GOP targets Endangered Species Act as protections lifted

WASHINGTON (AP) — Congressional Republicans are moving forward with legislation to roll back the Endangered Species Act, amid complaints that the landmark 44-year-old law hinders drilling, logging and other activities.

At simultaneous hearings Wednesday, House and Senate committees considered bills to revise the law and limit lengthy and costly litigation associated with it.

The bills come as a federal court lifted federal protections for gray wolves in Wyoming and the Trump administration moved to lift protections for grizzly bears in and near Yellowstone National Park.

Interior Secretary Ryan Zinke also is reviewing federal efforts to conserve the imperiled sage grouse in 11 Western states.

House Natural Resources Committee Chairman Rob Bishop said the bills would curb excessive litigation and allow officials to focus on actual species conservation.

All too often, the endangered species law “has been misused to control land, block a host of economic activities important for jobs ... proliferate costly litigation that drains taxpayer resources away from actual conservation efforts,’’ said Bishop, a Utah Republican.

Arizona Rep. Raul Grijalva, the panel’s senior Democrat, said the law “does not need congressional meddling to work better. What it needs is congressional support.’’

Despite years of Republican efforts to pass bills weakening the species law and cut funding for agencies responsible for protecting and recovering imperiled American wildlife, “99 percent of listed species have continued to survive, and 90 percent

are on schedule to meet their recovery goals,’’ Grijalva said.

Five bills were being considered by the House panel, and a sixth bill was being heard in the Senate Environment and Public Works Committee. One of the bills would allow economic factors to be considered in some species-listing decisions, while another would cap attorneys’ fees in endangered species cases.

Both the House and Senate would “delist’’ the gray wolf as a protected species in the western Great Lakes and Wyoming, with management turned over to state officials in Wyoming, Minnesota, Wisconsin and Michigan.

The bills also block further judicial review of a 2011 decision by the Fish and Wildlife Service to remove federal protections for the wolves.

Gray wolves were once hunted to the brink of extinction in most of the country, but now number over 5,500 in the lower 48 states, including nearly 3,800 in Minnesota, Wisconsin and Michigan and nearly 400 in Wyoming.

Rep. Collin Peterson, D-Minn., said the current law prevents Midwest farmers from killing wolves even if they attack cattle or pets. “The states, not the federal government, are best equipped to manage their gray wolf populations by balancing safety, economic and species-management issues,’’ he said.

Sen. John. Barrasso, R-Wyo., chairman of the Senate environment panel, said the bipartisan Senate bill would enhance recreational hunting and sport fishing, ensure common-sense environmental regulation and protect wildlife and wildlife habitat. The bill reauthorizes several environmental programs, promotes public target ranges for recreational shooting and allows fishermen to continue using lead tackle, among other provisions. )

Utah gov says 50-year water plan marks new beginning SALT LAKE CITY (AP) — It took more than four years, but Utah Gov. Gary Herbert’s Water Strategy Advisory Team has completed the state’s new 50-year water management plan.

Herbert in a late July ceremony at the state Capitol accepted the “Recommended Water Strategy’’ report that maps out a plan for using water over the coming decades in Utah, the nation’s second-driest state.

Herbert offered high praise for the strategy’s authors, calling their effort unprecedented and holding it up as a “model of cooperation and collaboration for the rest of nation.’’

The 106-page plan stresses the importance of conservation and could herald an overhaul of the state’s water-pricing structure.

It still calls for two expensive water projects, however. The plan recommends the construction of both the Lake Powell Pipeline and the Bear River Project, each estimated to cost more than $1 billion.

“Utah is not running out of

water,’’ said Lynn de Freitas, a team member and executive director of Friends of Great Salt Lake. “I don’t see the need, and I don’t think the data justify the need, for those two projects.’’

The Recommended State Water Strategy does urge that the state make efforts to conserve water before building either project.

The report offers 93 recommendations in its executive summary, grouped around 11 key questions, including how weather and a changing climate will affect future water supply and demand, and how the state can sustain water use for agriculture in the face competing water demands.

Herbert said he initially called for the creation of a statewide water management strategy because he believed it was necessary for Utah to analyze its future water needs before they reached a crisis level. A changing and variable climate will make water more difficult to come by, he said, and demand will continue to increase as the state grows. )

Idaho, Utah team up to fight invasive mussels POCATELLO, Idaho (AP) — Idaho is teaming up with Utah to protect Bear Lake on the Utah-Idaho border from invasive mussels.

Idaho State Journal reports that the states have partnered with the Bear Lake Regional Commission to boost inspection capabilities at two inspection stations run by Utah around Bear Lake.

Idaho will contribute $135,000 to Utah’s efforts to combat the spread of the quagga mussel.

The inspection station run by Idaho on the lake will close as resources are shifted to two boat check stations on the Utah side of the lake.

Until now, boaters would be checked in Utah and again in Idaho when transporting their boats on the roadway. Now, a single check will cover boaters.

Quagga and zebra mussels are a concern because they can clog pipes and cover beaches and can travel by hitching rides on trailered boats and other watercraft. )
