WINCHESTER COUNTRY CLUB Rules and Regulations For the benefit of all Members and guests, the following rules and regulations govern the use of the facilities of Winchester Country Club (the “Club”). These rules are subject to change at any time and without prior notice.

The hours of operation at the Club will be established considering the season of year and other circumstances. The hours of operation will be posted at the clubhouse in both the Men’s and Ladies locker room and on the Club’s website.

All state and local laws concerning the sale of alcoholic beverages will be strictly enforced. No alcohol may be brought onto Club premises, including the golf course.

Uncorked wine may be brought to the club for consumption in the dining rooms subject to applicable corkage fees.

The clubhouse at the Club is a smoke-free environment, including outside areas where smoke can enter doors, windows or food service environments. Designated smoking areas around the Club will be identified.

Members and guests are not permitted in the kitchen, store room, back bars, delivery receiving areas, back counter of the golf shop, maintenance facility or cart and bag storage areas unless accompanied by a member of the Management staff.

Vehicles must be parked properly in the designated areas in the parking areas of the Club only. Unloading zones, no-parking areas and the entrances to the Club and the clubhouse may not be used for parking at any time. Overnight parking is not permitted without permission of the Management staff. Parking of vehicles is at the sole risk of Members and their guests. The Club shall not be responsible for damage caused by or to Member’s or their guest’s vehicles or for lost or stolen items.

The Club facilities may only be used for their designated purposes. Activities such as bicycling, skateboarding and rollerblading are not permitted. No person shall be permitted to enter any of the water features within the golf course or elsewhere on the Club facilities unless otherwise approved by the Management staff. Walking or jogging may be permitted on the golf paths when the golf course is closed for business.

Cell phones are permitted on the Club property. Please silence all portable devices when in the clubhouse or on the golf course limiting use as to not interfere with other members.

Cell phone conversations are not permitted in the main dining room.

Club events that must limit reservations or require a certain attendance may impose a cancellation fee on no-shows or cancellations with less than 24 hours of notice. adequate notice or failing to attend regardless of circumstance. Our cost and cancellation policy per event will show on Winchester Country Club’s Foretees dining web site.

DRESS CODE The Management Staff, along with the supervisory staff members, have been authorized to notify members or their guests when their attire is not deemed consistent with our dress code policies.

Members should not confront other members or their guests over dress code violations. Such violations should be reported to the Management Staff, club professionals or representatives on duty. In keeping with our tradition and sense of pride, we maintain the following dress code: DRESS CODE - GENERAL Dress code policies apply to all adults, children and guests. Members are responsible for the attire of their children and guests. Members should inform their guests of the dress code requirements prior to their arrival at the Club. Dress codes will be specified for all Club functions, which may include deviations from these policies. However, if ever in doubt about suitable attire for any specific event, or in any particular area of the Club, please feel free to call the Management Staff.

Members shall dress in a fashion befitting the surroundings and atmosphere provided by the setting of the Club. Guests shall also comply with the Club’s dress requirements.

Shoes are required inside at all times.

Denim apparel is permitted in all areas of the clubhouse. Baggy jeans, jeans with holes and cut offs are not permitted anywhere on property. Denim apparel is not permitted on the golf course, driving range or practice areas.

Hats must be worn as designed and persons wearing caps shall keep the bill forward. All members and guests shall remove their caps, visors or other sports headgear when anywhere on the main floor of the dining room. Hats may be worn in the fitness facility and lower level of the clubhouse.

Main Dining Room: Collared shirts with sleeves, turtlenecks, slacks or Bermuda-length golf shorts are considered appropriate attire and encouraged. Attire for special events may vary in these areas and will be specified in the event information.

Lower Dining Room: Golf attire is encouraged; however, hats and non-collared shirts are permitted.

DRESS CODE - GOLF COURSE •

Men’s golf attire shall consist of tailored slacks, knickers or appropriate shorts and a collared short with sleeves, a turtleneck or mock turtleneck. All shirts shall be kept tucked in on the golf course. Tommy Bahama style shirts may be worn un-tucked in the clubhouse only. golf course or practice areas.

Women’s golf attire shall consist of appropriate shirts and tops, pants and slacks, shorts, “skorts”, skirts knickers and golf dresses. Leggings are allowed under appropriate attire.

Appropriate two-piece golf suits are permitted.

Only shoes designed for golf or flat soles athletic shoes may be worn on the course and practice areas. Golf shoes require alternative (soft) spikes.

DRESS CODE – FITNESS •

Proper athletic attire must be worn at all times including shoes, shirts and shorts or warmups. Open toed shoes are not permitted in the fitness facility.

The Management Staff, golf professionals and golf course employees shall enforce the course rules.

USGA rules of golf, as augmented by the local rules, shall govern all play.

All members must call the golf shop to reserve tee times. Golf Members may make tee times up to fourteen (14) days in advance by contacting the golf shop during regular business hours. Tee times must be cancelled 24 hours in advance. Failure to cancel unused tee times or failure to use a tee time in its entirety may result in disciplinary action as determined by the club. Social members may make tee times up to ten (10) days in advance by contacting the golf shop during regular business hours.

All players must register at the golf shop. All fees must be paid in advance. Players must start play from the first tee or as authorized by golf shop personnel. “Cutting-in” and starting on any other hole is not permitted without prior authorization. Failure to check in and register fifteen minutes prior to a reserved starting time may result in cancellation or setback.

Each player must have their own set of clubs.

No more than four players are permitted in a group unless authorized by the golf shop.

Singles and twosomes will be paired together when tee times are limited.

Golf bags must be kept off the green at all times.

All golf carts must be kept at least 30 yards from any green or on designated paths.

Children under the age of fourteen (14) will not be allowed on the golf course unless properly equipped and accompanied by a responsible adult. Exceptions may be made and approved by the golf professional staff.

No children under the age of fourteen (14) may be left at the Club or on the golf course without the supervision of a responsible adult at all times.

Members and guests are prohibited from playing or practicing golf on the course when the course is closed. This applies to all holidays and Tuesday’s when the golf course is closed for maintenance. Tuesday’s when not interfering with scheduled maintenance.

Smoking is not permitted on the golf course from May 1st through October 31st or when the fire department declares the area to be in extreme fire danger as designated by posted signage.

COURSE ETIQUETTE Each player is expected to observe the rules and etiquette of golf while on the course. These are listed in the USGA Rules of Golf. Please show consideration to your fellow golfers while playing at the Club • • •

All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times. This is the spirit of the game of golf.

Players should not play until the players in front are out-of-range.

Players should play at a good pace. It is a group’s responsibility to keep up with the group in front. If a group loses its position by a hole and is delaying the group behind, please invite the group behind to play through.

When entering and leaving bunkers, avoid climbing the steepest parts of the bunker.

Before leaving a bunker, a player should carefully fill up and smooth over all holes and footprints. The rake should be left in the bunker with the handle over the grass edge.

Players should repair ball marks and replace or sand divots. Fully intact divots with root mass may be replaced, otherwise it is preferred that a sand & seed mixture be used to fill the divot.

Maintenance employees/staff will make every effort to be courteous to guests, stay out of their way and remain at a safe distance. However if the staff is in play, please give them the right of way as to avoid injury.

GOLF CART RULES

Golf carts shall not be used without proper assignment and registration in the golf shop.

Each operator of a golf cart must be sixteen (16) years of age or older and have a valid drivers license.

Only two people and two sets of clubs are permitted per cart.

Operation of a golf cart is at the risk of the operator. The operator will be held fully responsible for any and all damages resulting from use. The Club shall not be responsible for damages caused by any golf cart being operated on Club premises. The cart operator shall be solely responsible for any damages he or she may cause themselves or their equipment, to any other person or equipment, or to any part of the premises.

When the course is wet, do not drive carts through bare spots, wet or soft areas, or fairway drainage ditches. Please abide by any and all cart restrictions for the day as posted on the course or as described by the golf staff prior to the round.

Golf cart operators shall observe all pavement markings, traffic signs and other basic rules of the road.

Violations of golf cart rules may result in loss of cart and/or playing privileges.

AUTHORIZED LOW SPEED VEHICLES In addition to the authorized golf carts, Members who live within the Winchester Community Association may purchase and maintain at their residences “low speed vehicles” as that term is defined below: “Golf Carts-Authorized Low-Speed Vehicles (Privately-owned Golf Carts” shall mean those authorized low-speed vehicles which Owners of Lots may purchase, maintain, and operate in Winchester, as defined by California Vehicle Code Section 385.5 and Federal Safety Standard 571.500, as set forth in Section 4.18.2.

Restrictions Relating to Golf Carts and Use of Cart Paths.

1.1.1 Authorized Golf Carts. The only “Authorized Golf Carts,” as defined in California Vehicle Code Section 345, which shall be permitted to be operated within Winchester shall be Authorized Golf Carts that are owned and maintained by the Winchester Country Club and made available to members and other players for use during play at the Club.

1.1.2 Authorized Low-Speed Vehicles. In addition to Authorized Golf Carts, Owners of Lots may purchase, operate and keep at their residences “Authorized Low-Speed Vehicles” (privately-owned golf carts), defined in Vehicle Code Section 385.5 as “a motor vehicle with four wheels that can attain a speed of 20 miles per hour and not more than 25 miles per hour on a paved level surface,” so long as such Authorized Low-Speed Vehicle meets all of the following requirements: (a) it is of a type and specification which is permitted to be operated on public streets by applicable state and local laws and regulations; (b) it meets the requirements of Federal Motor Vehicle Safety Standards, Section 571.000 (equipped with headlamps; front and rear turn signal lamps; tail lamps; stop lamps; reflex reflectors; interior mirror; parking brake and seatbelts); (c) it is manufactured by Club Car Inc. or other similar manufacturer of low-speed vehicles of similar appearance and specifications approved by the Association Board, and the Club if it is intended to be operated on cart paths within the Winchester Country Club; and (d) it is the same color of green as the Club's Authorized Golf Carts. If all of the foregoing conditions are met, the vehicle shall be an Authorized Low-Speed Vehicle.

1.1.3 Operation of Golf Carts and Low-Speed Vehicles on Streets Within Winchester. The County of Placer established, as a condition for the approval of the Development of Winchester, that no golf carts shall be permitted to operate on public roadways within Winchester. to put all Owners and potential Owners on notice of the County's golf cart operating restrictions, no golf cart shall be operated, parked or stored at any Lots within Winchester, or operated on any public streets within the Development. This restriction shall not prevent, however, Authorized Golf Carts from crossing streets at designated intersections of streets and golf cart paths, as necessary to use the Golf Course. Residents of Winchester may maintain Authorized Low-Speed Vehicles (privately-owned golf carts) at their residences and operate such vehicles on public streets within the Development to the full extent permitted by law.

1.1.4 Operation of Golf Carts and Low-Speed Vehicles (Privately-Owned Golf Carts) on Country Club Golf Cart Paths. Only Authorized Golf Carts and Authorized Low-Speed Vehicles, as defined in this Section 4.18, may be operated on Golf Course cart paths, and then only in accordance with the Club rules, which, among other things, restrict such use and operation to Golf Club members and guests who are playing the course.

1.1.5 Maintenance of Authorized Low-Speed Vehicles (Privately-Owned Golf Carts).

Privately-owned Authorized Low-Speed Vehicles must be maintained in a first class condition, consistent with the maintenance standards observed by the Winchester Country Club for its Authorized Golf Carts. This requirement may be enforced by either the Community Association or the Club.

All authorized low-speed vehicles must be registered and approved by the Club, and owner must complete a Winchester “Annual Cart Agreement” and remit applicable trail fees prior to being operated on the Club premises. As a condition of Club approval, the Member must show proof of liability insurance naming the Club as an “additional insured” on the low-speed vehicle.

An annual trail fee to be established by the Club will be charged for the privilege of utilizing a private low-speed vehicle on the Club premises.

The low-speed vehicles are subject to the Golf Cart Rules as listed above.

Private authorized low-speed vehicles are for the use of the owner, their spouse and immediate family with a valid driver’s license. Under no conditions shall the vehicles be operated by non-licensed persons or lent to others for use on Club premises.

GRATUITIES

A gratuity, as determined from time to time by the Club, will be added to all food and beverage sales for the convenience of Members and will be distributed to the service personnel. Currently, an eighteen percent (18%) gratuity will be added to all food and beverage sales.

The Club follows a no tipping policy. As such, Members are prohibited from tipping the [Winchester Country Club Rules and Regulations] [January 25, 2015 ]

staff. At the end of each calendar year Club Management will provide the opportunity for Members to contribute to a “Recognition Fund” which is to be fully distributed to the Club staff.

CHILDREN • • • •

Those parents desiring their children to have the authority to sign charge slips must file written authorization with the Club.

Children under 14 years of age must be at all times under the immediate supervision of their parents or adult guardian (18 years or older).

No person under 14 years of age shall be unattended by a parent in or about the clubhouse, locker rooms, golf course or parking areas.

No person under 14 years of age shall be permitted use of the driving range, practice areas, golf course, or fitness room without a parent or other adult 18 years or older present during such usage unless authorized by the Management Staff.

Any child who damages Club property or violates Club rules may be denied use of the Club facilities and any such damages shall be charged to the member through whom the child had use privileges.

Compliance with the rules of conduct by minors is the responsibility of member parents.

GUESTS

Guests of a Member in good standing may play the golf course by paying a guest fee.

A guest is limited to six (6) rounds of golf per calendar year, whether that person is a guest of one of more members. It is the member’s responsibility to be aware of how many times an individual has been a guest. This limit excludes guest play in Club member/guest tournaments. The Club reserves the right to require identification from each guest. Immediate family members who are not included in the family membership may play additional rounds based on the approval of the Management Staff, not to exceed twelve (12) rounds of golf per calendar year.

A former member who is not in good standing or who owes the Club any past due amount of money cannot be a guest in any Club facility and cannot play the golf course as a guest nor a tournament participant until he or she is restored to good standing with the Club and has paid all outstanding debts in full to the Club.

All guest fees will be charged against the sponsoring member’s Club account or by major credit card. The sponsoring member is responsible for all charges incurred by the guest.

The sponsoring member is also responsible for the conduct of his or her guest while at the Club. If the manner, conduct or appearance of any guest is deemed to be unsatisfactory, the sponsoring member, at the request of the Management Staff, shall cause the guest to leave the premises of the Club. If the sponsoring member is not on-site, Management Staff has the right to remove their guest from the premises.

FITNESS •

Unaccompanied children are not permitted in the fitness room. Children under the age of 14 are not permitted to use or play on or near the Fitness Room equipment without prior approval by the Management Staff.

All members with guests must register by signing the sheet provided upon entering the fitness facility.

All members and guests are required to wipe down the equipment after each use.

Use of equipment is at the risk of the individual. The Club assumes no responsibility for the use or misuse of the fitness equipment.

Members are permitted to bring up to one guest per visit subject to the fitness guest fee of $15 per day.
