Winch House Going Strong

Winchelsea Community House held its AGM on Tuesday 11th October, celebrating another year of achievements and growth. Winch House has again finished the financial year with a small surplus, a significant turn-around from just a few years ago. The staff and volunteers at Winch House are doing amazing things with scarce resources.

Outgoing and subsequently incoming President, Helen Verity, provided a roundup not just of the year's successes and developments, but also a picture of how Winch House is a vital element in an overall community structure. There have been connections and partnerships across a range of government and NGO (non-government organisation) programs. Helen also noted that while

we see increasingly pervasive technology in all things, the human face is still important – “the need for human contact and interaction remains front and centre in what we do” said Helen.

Although the positions at Winch House are part time, manager Wendy Greaves and book-keeper Madeline Pearce have once again been the backbone of the operation, working above and beyond the job descriptions. Ably supported by volunteers and staff and its Committee, Winch House continues to build and grow – supporting an inclusive community, open to all.

Winchelsea Community House is a non-profit organisation operating via State government funding, Surf Coast Shire grant, Adult Education subsidies, and internal fundraising. The principal activities are Occasional Child Care, adult education and lifestyle courses, room and facilities hire, plus public computer and internet access.

One of the other major functions of the House is to provide “auspice” arrangements. These days, red tape is everywhere, and often a noncommercial group is required to prove that it has a formal structure including insurance, audited accounts, an ABN (eg. for grants) – Winch House is able to provide these on their behalf. An auspice agreement is required to be put in place between Winch House and the group, with binding requirements. The Winchelsea Refugee Support Group is an example of a recent auspice arrangement.

Volunteers are very welcome – come along for friendship, work experience (eg. reception) and to help build the Winchelsea community. Winch House is open Monday to Friday 9am to 2pm, during school terms. Opportunities include the Toy Library, Occasional Care, Front Desk Reception, and joining the Committee of Management. Winchelsea Recycled Water Release Barwon Water began a “wet weather” release of recycled water into the Barwon River at Winchelsea on Monday, October 17, as the town’s storage lagoon nears capacity after recent heavy rain.

The Class C recycled water holding lagoon at the Winchelsea water reclamation plant is designed to store winter inflows for a 90th percentile rainfall year (708mm annual rainfall).

Rainfall this year has already exceeded the 95th percentile (750mm).

Barwon Water General Manager Infrastructure Services Paul Northey said all avenues to contain the recycled water in the lagoon, including installing stop boards to raise the embankment height, had been exhausted.

“The need to release to the river is a result of extremely wet weather. This time last year, flows into the plant averaged between 150,000 to 200,000

“Releasing water to the river is the only viable option and will be carried out under strict EPA licence conditions,” he said.

“The near-saturated soil means that re-use of the recycled water for irrigation is not possible at this stage and transporting the excess recycled water by road to the Geelong system would require an exceptionally high number of heavy vehicle movements from the plant, through town and the region.”

The water is classified Class C recycled water under EPA guidelines and is suitable for irrigating sporting fields, including golf courses, public open space and certain crops.

It is usually used to irrigate an 11-hectare tree lot, the Winchelsea golf course and football ground.

In his welcome speech Tony spoke of the importance of St Thomas Church in this community and we really appreciated the support of all who came to help us revitalize, restore and continue the ministry of St Thomas church in Winchelsea.

Relevant agencies and nearby residents have been consulted.

It is expected recycled water will be released to the river periodically until the weather improves and the water can start being used for irrigation again.

Barwon Water will monitor river quality upstream and downstream during the discharge.

Mr Northey said Barwon Water’s future planning included spending approximately $6 million on system improvements and capacity upgrades at the Winchelsea water reclamation plant to meet expected growth. Projects were forecast to be carried out between 2018 and 2023.

Barwon Water would also continue to investigate opportunities for recycled water re-use to support the Victorian Government’s focus on water for agriculture in the upcoming Water for Victoria plan, he said.

Winchelsea Refugee Empowering Youth Round 2 Support Group now open

The next meeting of the group will be our AGM next Tuesday, October 25th in the Uniting Church hall at 7.30pm.

We will hear the annual report summarising our wide ranging list of activities in our short history.

Election of office bearers is a given, but we can look forward to branching out from our current projects through more contact with other similar groups.

It is encouraging to see more people wanting to join the group on this the biggest Social Issue of the current generation world-wide.

We can also do some forward planning on a farm visit in the warmer weather for an Iraqi family. Louise Brown can give us an update on organisation of the Freedom Songs concert she is preparing.

It is great to see the group Facebook page up and running. More avenues are opening from Geelong and Melbourne to assist young refugees and families as we become aware of the needs expressed, and we close the book on the current teenagers we have helped so far. There are still plenty of “Yes to Refugees” bumper stickers available for purchase at a cost of $1.

All who wish to attend are welcome, those who have a passion to see a fairer deal for those struggling to make this country their new home.

The Government is inviting not-for-profit community organisations to put forward innovative ways to help young people at risk of welfare dependency move into work.

The Coalition recognises that the best form of welfare that government can provide is to fund initiatives that help people to find and keep a job.

The Government’s $50 million investment in Empowering Youth Initiatives is a reflection of our steadfast commitment to getting our young people work-ready.

Local community knowledge can be crucial to identifying ideas and initiatives that will assist young people in the community obtain gainful employment.

Applicants in round two of Empowering Youth Initiatives will be able to apply for grant funding of up to $5 million. The eligibility status of applicants has also been expanded.

Workforce Plus in Colac is one of 19 innovative organisations selected from Round One and has done a terrific job in helping young people to acquire a skill and to better understand the many benefits that come from having a job.

Workforce Plus’s initiative, 20Squared, is a prototype multimedia game which allows young people to experience working with virtual clients and customers and to resolve work issues in

the healthcare sector.

The Government will adopt a more targeted approach to sourcing provider initiatives in round two of Empowering Youth Initiatives. It will: •

favourably look upon initiatives that focus on young Indigenous people and young people in regions of high unemployment expand an organisation’s eligibility status to allow for all not-for-profit or non-government service providers to apply for funding. The NBN and Winchelsea

NBN Co held a Drop-in Session last week, at the Eastern Reserve. A raft of information was available, together with several members of staff who could answer any queries and take people through what is happening.

While the event was aimed at raising awareness around the planning application for a new telecom tower at Eastern Reserve, there was plenty of information on how the NBN is going to affect all residents in and around Winchelsea.

The new telecom tower is necessary to offer “fixed wireless” internet – a dish is mounted on the house roof and aimed line-of-sight at the tower, and this provides fast internet to locations within

However, first preference for NBN internet connections is going to be via the normal underground wiring. The current rollout map shows the areas in Winchelsea that will be served via the existing copper (ie. telephone) wires which run from each house to a nearby NBN distribution box.

For Winchelsea residents not included in the fixed-line-NBN area, the second preference is then fixed wireless. A line-of-sight is required from the home’s dish to the top of the telecom tower so no trees or other obstacles. It is worth noting that the existing Optus tower at Eastern Reserve is 25m high, and NBN Co expect to soon apply for planning permission for a 40m tower (similar to the planning application for one at Deans Marsh, as seen in The Star a couple of weeks ago) The final option for all those that are not within range or sight of the telecom tower, and which is also the option for the truly rural and remote, is a satellite service. NBN launched their first satellite last year, called Sky Muster, with a second satellite just joining it. Sky Muster plans are already available to

some.

One thing to be aware of is that NBN themselves do not offer internet plans – NBN Co is a wholesaler, responsible for the “backbone”. They operate and maintain the high-capacity communications links between towns, exchanges and distribution points. They sell to ‘retail’ businesses such as Telstra, Optus, Activ8me, Southern Phone and many more.

Winchelsea can apparently expect a large number of businesses to start offering internet and phone plans. As always, it is best to consider carefully when choosing a plan, especially if it requires a multi-year commitment. If the sales pitch requires an immediate sign-up, best advice is to walk away.

So when can Winchelsea residents turn to these high-speed services? “Soon”….

Farmers Urge Consultation To Protect Right To Farm VICTORIA’S peak farmer organisation has vowed to make sure the State Government makes good on its promise to cut red tape across the agriculture sector and protect a primary producer’s right to farm.

“We already have clear land use terms in place for industries – like pigs, eggs, chickens and feedlots – so there’s no need for these ambiguous definitions of intensive or extensive farming to continue,” he said.

“This is a prime example of where the Government can slash red tape to benefit the farming sector and we urge them to do so.”

The Victorian Farmers Federation is calling for a seat at the table before the Government makes any moves to shake up the State’s planning regulations following the Intensive Animal Advisory Committee report released today.

“The planning system affects the whole farming sector, yet there is still much to be considered before implementing any recommendations in this report,” VFF President David Jochinke said.

“Primary producers are the foremost stakeholders of this process. It is vital that the main focus on amending the system is removing ambiguity and protecting a farmer’s right to farm”.

In responding to the report, the Government supported, either fully or in principle, 31 of the Committee’s 37 recommendations, including a permit requirement for all pig, egg and poultry production, and additional support for local councils in making planning decisions.

Mr Jochinke said the farmer group had concerns that some of the Committee’s recommendations could place unnecessary red tape on farm production.

“We need the Government to recognise that farming zones are, by nature, areas used for production purposes and we have concerns that the report’s recommendations could make the system more complicated,” he said.

Farmers Call For Serious Pest Control Funding VICTORIA’S peak farmer organisation is calling on the State Government to get serious about controlling harmful pests.

The Victorian Farmers Federation, appearing before the Parliamentary Inquiry into the control of invasive species today, stressed the need for more government funding to not only stop the spread of wild pests but also reduce their impact on farmers and biodiversity.

“Wild dogs, foxes, rabbits and other pests continue to have a devastating impact on farmer livelihoods all over Victoria,” VFF Land Management Committee Chairman Gerald Leach said.

“It’s important that the Government devotes more resources to this issue so that a full range of tools can be used to controlling this pest.”

“Right now we don’t even have enough money to contain the problem, let alone think about stopping the problem from spreading.”

Submissions to the Inquiry indicated the Government has allocated roughly $10 million in this financial year to manage invasive animals, down from approximately $13 million six years ago.

Dealing With Bees Beautiful Spring days have a problem!

They are the days bees love to swarm.

Before leaving the hive they stock up with honey. A bee full of honey is very benign and normally won’t sting. When a swarm comes out of a hive there is normally a lot of buzz and not much action.

Usually they will settle on a tree, fence or side of a house fairly close to the hive and clump around the queen. Scouts are then sent out to look for a permanent home.

Once a home is found the bees will move off very quickly leaving only a few strays that will clump up and die.

What do I do if a bee swarm lands in your back yard?

If it is just out of a hive the best idea is do nothing. Under normal circumstances it will move on fairly quickly.

If you know a friendly bee keeper they will sometimes come and get them if they need bees. Pest exterminators are very expensive and usually not needed as the bees will remove themselves.

If you want to keep them yourself the best time to collect them is shortly after settling. Work after dark and use a torch with a red cloth over it. Bees won’t fly to a red light.

The easiest swarms are those on small tree branches. Simply place a bee box complete with frames etc under the

branch and shake the branch, The bees will fall into the box.

Put the lid on the box and walk away for an hour or so and then move the box to where you want it to live permanently.

Remember, once a hive is established you either move the hive less than 30 centimetres or more than 3 kilometres.

What do I do if a bee swarm sets up a permanent hive in my chimney or wall?

Panic! It is very rare that a bee keeper will be interested in collecting bees from this situation.

I have heard that if you see/ hear the swarm coming you can spray the swarm with a hose whilst it is still flying and they will go elsewhere but I have never tried it.

If you fill your chimney with smoke before they enter it you can persuade them to go elsewhere but once they have settled that idea doesn’t work.

is to kill them. You can do it yourself or use a registered pest exterminator. Best killing method is to use a Flea Bomb obtainable from Winch Trading or IGA. For chimneys seal the fire place off with cardboard or an old blanket, activate the Flea Bomb and drop it into the fire place and then go out for a while.

For hives in walls work at night. Get a container with a sealing lid that will hold the Flea Bomb. Obtain some plastic hosing. Drill a hole into the container same size as the hose and connect the hose into it. Activate the Bomb and drop it into the container. Push the free end of the hose into the hive entrance. After killing the hive expect bees to gather around the dead hive while they rob it out.

allows the fence to fall flat with the pressure of water and doesnâ&#x20AC;&#x2122;t catch as much debris. Ringlock is best avoided on flood plains. After the flood subsides you usually only need to stand the dropper up again alongside the post and re-attach the tie wire. Wear leather gloves!

GINGER NUT BITES 90g Butter 2 Tablespoons Golden Syrup 1/2 cup Condensed Milk 1 teaspoon Vanilla Essence 1 x 250g packet Ginger Nut biscuits, crushed 1 cup Sultanas 1 cup desiccated Coconut, to coat Melt butter in a large saucepan. Add golden syrup and condensed milk. Over a low heat, stir in the vanilla, biscuits and sultanas and mix till combined.

Roll the mixture into balls the size of a walnut, then toss in the coconut and refrigerate until firm. Keep covered in the refrigerator.

Makes about 50.

Victorians Top National Hay Quality Awards Two Victorians have been recognised for making the best hay crops in Australia in the 2016 Feed Central National Hay Quality competition.

One of the national winners, Josh Lanyon, of Lanyon Hay Making Boort, has followed up his twin Australian successes from 2015 by growing the vetch crop with the best visual appearance in the country. Mr Lanyon also won the Victorian title for the vetch feed analysis test.

Travis Lukies from Naring won the Victorian title for the best feed analysis test for a lucerne crop.

Kyabram’s Frank Fanning of FKF Pty Ltd had the best Victorian visual appearance score for a lucerne crop and Brett Thompson of Cantor Productions Pty Ltd and M Stapleton of Wycheproof won the title for his cereal crop.

There were more than 650 lots competing nationally for the 2016 Feed Central National Hay Quality competition, including more than 200 from Victoria. In total, 188,258 tonnes were inspected with an average lot size of 289 tonne. Cereal crops accounted for more than half the entries.

The Victorian Farmers Federation’s Chicken Meat Group has formally requested that the poultry giant renew both farmers’ contracts after they were dumped without warning, despite assurances from Ingham’s management that all contractual conditions were being met.

“These two growers reinvested in their farms at Ingham’s request, they

upgraded their facilities at personal expense, and now they’ve had the rug pulled out from under them,” VFF Chicken Meat President Allan Bullen said.

“They were given no warning they would be terminated and this action undermines the confidence growers have in their processor. It’s unprofessional and bad for the whole industry, and unless we get clarification on the situation from Ingham’s, we will be taking further action.”

Ingham’s, which was bought for $880 million by private equity firm TPG Capital in 2013, is gearing up for a public listing on the ASX in November.

Winchelsea Bowls Club

On Tuesday October the 11th Division 1 played at home while Division 2 travelled to Derrinallum in cold and blustery conditions for bowling. Division 1 def Colac Central winning 2/3 rinks, 69 shots to 63 shots. Division 2 def Derrinallum winning 2/3 rinks, 80 shots to 74 shots.

Saturday saw Divisions 1&4 at home while Division 2 travelled to Apollo Bay. It was once again a windy difficult day especially down at the Bay where the conditions were very testing on their faster green. Division 1 def Apollo Bay winning all rinks, 106 shots to 67 shots.

A fantastic effort by all involved!

Division 2 were def by Apollo Bay 2 winning 2/4 rinks, 86 shots to 87 shots a very close result. Division 4 were def by Colac 5, 31 shots to 57 shots.

The semi-finals and final of the Ladies Consistency Singles were played on Thursday 13th in good conditions.

Congratulations to the winner Julie Johnson and Runner Up Lyn Davis.

COMING UP Thursday 20th October Ladies Roving Kitty commences 9-30 a.m.

Men’s 100 Up continuing some games still to be played.
