The event will take place on Wednesday, July 10 from 5 to 8 p.m. at the Whittwood Town Center. All are invited to stroll through this free outdoor table-top expo and network with businesses from both the Chamber and the Whittwood Town Center.

Summer has finally arrived, and if you’re anything like me, you’re probably looking forward to some fun in the sun!

It’s no secret that business often takes a backseat during the summer as many of us are focused on upcoming vacations, camping trips or lounging by the pool with the grandkids. Yet it’s also a good time to take a pulse on your business and check in with your mid year goals.

At this time of year, when the business pace slows down a bit, I also like to take time to nurture my business relationships. Extra phone calls to check in with clients, a marketing campaign to prospects and thank you letters to recent customers all get extra attention.

However, the most effective tool I use to build and maintain my business

relationships is the Whittier Chamber.

Participating in events like the 2nd Annual Shop Local Showcase on July 10, or attending the Chamber’s regular monthly events like Tasty Tuesday or Wake Up Whittier, are all excellent ways to stay connected during the summer months.

Thanks to our partners from the City of Whittier and the Gas Company, the popular Shop Local Showcase community and business expo will once again be free to attend and hosted by the Whittwood Town Center (near Sears & 24 Hr. Fitness). I hope you all took advantage of the opportunity to purchase a table and promote your business. If not, please come to the event and enjoy networking with fellow business owners, as well as the children’s activities available, local entertainment and, of course, lots of tasty food from local restaurants. I look forward to seeing all of you at this great community event!

Speaking of great events, our last Wake Up Whittier, hosted by the friendly staff at Harmony Center for Spiritual Living, was once again a packed room of quality business networking and helpful resources. As a benefit of your membership, Wake Up Whittier is free for you and your team members to attend

Businesses score a “hole-in-one” at Chamber’s Hathaway Golf Classic On Monday, September 9, over 150 business owners and community members will convene at Friendly Hills Country Club for the Whittier Chamber’s popular Hathaway Golf Classic. As one of Whittier’s ier s only business-focused tournaments, the event will feature great tournament gifts, a full day of business networking on and off the course, delicious food and exciting prizes.

F I N A N C I A L U P DAT E Inflation Rates Keep Falling: How Long Can It Last?

Economists and market watchers have been warning investors about the prospect of increased inflation since the housing bubble burst in 2007. But the inflation rate keeps going lower, not higher. How much longer can it last?

As of April 30, 2013, the Consumer Price Index (CPI) stood at a paltry 1.1%, under the Federal Reserve’s target of 2% annually.1 Why is this troubling? For a number of reasons: • When companies don’t have any leeway to raise prices, they’re more apt to cut costs, which could mean a cutback in hiring.

• When inflation is low, it doesn’t offer a large buffer against deflation if an economic shock occurs. Deflation – when prices fall – often freezes up spending. Why would you buy an item now if you expect it to be cheaper in a few months?

And it’s not just the United States that is dealing with lower inflation -- or even deflation -- rates. Many of the world’s top industrialized nations are in the same boat.

Stay Diversified For investors, whether inflation continues to remain low or starts to rise, a well-rounded portfolio may be your best weapon. The key is to consider your time frame, your anticipated income needs, and how much volatility you are willing to accept, and then construct a portfolio with the mix of investments with which you are comfortable.

• CDs and Other Cash Instruments – The Fed is still keeping a tight lid on interest rates although they’ve risen in the last several weeks, forcing investors who hope to keep pace with inflation by investing in cash instruments face a harsh reality.

Average rates on a 1-year CD are hovering around 0.25%, while a 5-year CD is yielding an average of 0.78% nationwide, according to Bankrate. com. Money market accounts are averaging a microscopic 0.11%.3 • Bonds – Historically, investors have turned to shorter-term corporate and high-yield bonds for protection in rising-rate environments.4 There are two types of bonds that receive a lot of investor interest when inflation starts to rise: Treasury Inflation-Protected Securities (TIPS) and I Savings Bonds.

Both TIPS and I bonds are types of fixed-interest rate bonds whose value rises as inflation rates rise.

• Domestic Stocks – Although past performance is no guarantee of future returns, historically, stocks have provided the best potential for longterm returns that exceed inflation.5 An analysis of holding periods between 1926 and December 31, 2012, found that the annualized return for a portfolio composed exclusively of stocks in the S&P 500® index was 9.90% -well above the average inflation rate of 2.98% for the same period. The

results are almost as good over the short term as well. For the 10 years ended December 31, 2012, the S&P 500 returned an average of 7.10%, compared with an average inflation rate of 2.41%.6 • International Stocks 7 -- During the same 10-year span that ended December 31, 2012, the Morgan Stanley Capital International (MSCI) EAFE, which is composed of established economies such as Germany and Japan, outpaced the S&P 500 with an average return of 8.70%. The MSCI Emerging Markets index -- which tracks developing world economies such as Brazil and China, and is even more risky than MSCI EAFE -- was even more stellar, returning an average of 16.89%.8 Remember, diversification does not ensure a profit or protect against a loss.

The City Council would like to thank the Whittier Chamber of Commerce for coordinating a successful State of the City address last month. We would also like to thank the Whittier Area Community Church for hosting the event and allowing us to use their facilities for the meeting.

The annual meeting is an opportunity to review the accomplishments from the past year and highlight projects moving forward in the coming year. As City Manager Jeff Collier reported, the challenges of the recession, combined with the state elimination of redevelopment and increased costs in the General Fund, present a continued challenging time for the city. While economic recovery has been slow, there are some definite signs of improvement and some exciting projects ahead. If you were unable to attend, you can watch the entire presentation on the government access cable Channel 3 and on our website at www.cityofwhittier.org.

Here are some highlights from the State of the City address: • The city is actively working on a potential Greenway Trail Extension.

• Earlier this year, the Council approved a Dog Park conceptual plan.

• An environmental impact report will begin shortly for a mixed use project at the Fred C. Nelles site.

• A new smart phone mobile application to report graffiti, potholes, etc., will be implemented later this year.

• Updates on upcoming projects such as a drive-thru Starbucks at Whittier Boulevard and Colima and a new LA Fitness were also provided at the event.

With summer upon us, remember there are many free and affordable local activities for the entire family.

You can begin by attending the City’s July 4th Patriotic Ceremony at the Palm Park Greenway Trailhead in honor of Independence Day. The event will begin with a flag-raising ceremony at 8 a.m. and feature patriotic entertainment and light refreshments. Following the flag-raising will be a community procession along the Greenway Trail.

The community is invited to attend this free patriotic event, and we especially encourage local veterans to attend so you may be honored for your service.

Don’t forget about Summer Concerts in the Park, another popular and free program! Co-sponsored by the Whittier’s Cultural Arts and Park, Recreation and Community Services Commissions, the L.A. County Arts Commission and County Supervisor Don Knabe, the concerts are held from 7 to 8:30 p.m. on Mondays at Central Park and Thursdays at Parnell Park beginning July 8th through August 15th.

The live bands will play music from classic rock to modern country. As parking is limited at both locations, the City encourages you to carpool with your friends and neighbors or, better yet, walk to the park if you live nearby; and don’t forget to bring a lawn chair or blanket. Food, beverage and snack vendors will be on hand, so you won’t have to worry about cooking dinner on concert nights. Summer concerts offer music under the stars Whittier’s ever-popular Summer Concerts in the Park series will begin Monday, July 8, 2013, featuring a wonderful variety of musical entertainment designed to appeal to all ages and musical tastes.

Concerts will be held from 7 to 8:30 p.m. Mondays, July 8 through August 12 at Central Park, corner of Washington Avenue and Bailey Street in Uptown Whittier, and from 7 to 8:30 p.m. Thursdays, July 11 through August 15 at Parnell Park, 15390 Lambert Road.

The free concerts are sponsored by the City of Whittier, Los Angeles County Supervisor Don Knabe and the Los Angeles County Arts Commission. Seating is festival-style and concertgoers may bring lawn chairs or blankets for comfort while they enjoy music under the stars. Those attending the concerts are reminded that pets, barbeques, alcoholic beverages and smoking are not allowed.

The concerts truly offer something for everyone’s tastes. Residents may spend an evening picnicking in the park with family and friends while listening to quality musical entertainment. Even better, don’t worry about dinner. Enjoy the variety of freshly-cooked food, including desserts, on sale by food vendors at the park.

MESSAGE FROM THE WHITTIER POLICE DEPARTMENT City of Whittier’s new alarm ordinance to save time It’s no secret that responding to false alarm calls places an undue burden on police resources and affects an agencies’ response to more serious calls. Whittier is no different. In 2012, the Whittier Police Department responded to over 2,100 alarms calls; only half of one-percent were actual break-ins.

These false alarms were the fifth highest category of calls in 2012 that the Whittier Police Department responded to.

After reviewing the data, the Whittier Police Department determined that alarm user error and system malfunction were the most common causes for false alarms. Other factors contributing to false alarms were: the alarm system was improperly installed, the alarm system was not properly maintained and tested, and the responsible party information was not on file with the Police Department. The Whittier team met with representatives from alarm companies to review current City ordinance and those ordinances of other cities to determine methods for reducing false alarms.

They determined the alarm ordinance was outdated and not consistent with current alarm equipment standards. As a result, the Police Department worked in collaboration with members from the

California Alarm Association to amend the current ordinance pertaining to false alarms.

This revised alarm ordinance is aimed at the reduction of false alarms through the issuance of permits, improved dispatch procedures, and alarm user education.

One of the important changes to Whittier’s current ordinance is the allotment of false alarm responses prior to being charged for an officer’s response.

Under the new ordinance, an alarm owner may receive a fine for each false alarm call in excess of one in any twelve month period. This fine is determined by resolution of the City Council. The Police Department may provide an educational program for the prevention of false alarms. Each alarm user who attends a false alarm prevention program will be responsible for paying all provider fees associated with the program. However, if the alarm user successfully completes the false

alarm prevention program, the Police Department will issue the user a certificate which may be used in lieu of one payment for one assessed fine, provided the certificate is submitted within one-year of its issuance.

The alarm prevention program would be a sixty (60) minute educational course that would explain the alarm ordinance, parts and functions of an alarm system, and how to use the alarm system properly. The goal of this course will be to educate alarm users and to ultimately reduce false alarms calls.

$ TAX TIPS Key Tax Developments During the First Quarter of 2013 - Part 1

Richard Scrivanich The following is part one of a two part summary of the most important tax developments that have occurred in the first three months of 2013 that may affect you, your family, your investments, and your livelihood. You may want to review these developments to determine the steps you should implement to take advantage of the favorable ones and to minimize the impact of those that are unfavorable.

American Taxpayer Relief Act of 2012. In early January, Congress passed, and the President signed into law, the American Taxpayer Relief Act of 2012. On the individual side of things, the Act extended the “Bush-era” tax rates for most taxpayers, but also added a new top 39.6% rate that applies to taxable income in excess of certain thresholds. It also raised the top rate on capital gains and qualified dividends to 20%, permanently “patched” the alternative minimum tax, and reinstated and extended many other tax breaks.

With respect to businesses, the Act retroactively reinstated and extended a host of business tax breaks, including the research credit, increased business

property expensing amounts, and bonus first-year depreciation. It also extended many energy-related tax provisions.

New Health FSA limit for 2013.

An IRS publication discusses how the new $2,500 health flexible spending arrangement (health FSA) contribution limitation affects both employers and employees. Health FSAs are benefit plans established by employers to reimburse employees for health care expenses, such as deductibles and co-payments. They are usually funded by employees through salary reduction agreements, although employers may contribute as well. Qualifying contributions to and withdrawals from FSAs are tax-exempt.

In discussing the new limit, the IRS points out that, as in the past, an employer may establish its own plan limitation, as long as the plan limit doesn’t exceed this statutory limit. For plan years beginning after 2013, the $2,500 limitation will be indexed for inflation. The IRS notes that the $2,500 limit isn’t applicable to dependent care FSAs, health savings accounts, Archer medical savings accounts, or any contributions an employee makes toward health insurance premiums.

The IRS also stresses that limit applies on an employee-by-employee basis.

That is, $2,500 is the maximum amount that an employee may contribute in 2013, regardless of the number of individuals (e.g., spouse or dependents) whose medical expenses may be reimbursed under the plan. However, if two people are married, and each has the opportunity to participate in a health FSA, whether through the same employer or through different employers, each may contribute up to $2,500.

Guidance on tax treatment of participants in HUD’s Home Affordable Modification Program.

The IRS has provided guidance to borrowers, mortgage loan holders and loan servicers on the tax consequences of participating in the Principal Reduction Alternative offered in the Home Affordable Modification Program (HAMP-PRA) sponsored by the Department of the Treasury and the Department of Housing and Urban Development (HUD). Under HAMPPRA, the principal of the borrower’s mortgage may be reduced over three years by a predetermined amount called the “PRA Forbearance Amount” if the borrower satisfies certain conditions during a trial period.

The IRS explains that, at the time of the modification, the borrower realizes discharge of indebtedness income equal to any excess of

the adjusted issue price of the old mortgage loan (which was satisfied in the deemed exchange) over the issue price of the new (post-modification) mortgage loan. Unless an exclusion applies—for example, the principal residence indebtedness exclusion or the insolvency exclusion—the borrower includes in gross income the discharge of indebtedness income for the tax year in which the permanent modification occurs. However, the guidance allows a borrower to choose to report the discharge of indebtedness income over a three-year period in certain situations.

WHAT’S COOL IN YOUR SCHOOL Tri-Cities ROP offers job training classes for adults this fall Adult job training classes will be offered this fall in the following career areas: Automotive Brakes & Wheel Alignment, Digital Printing & Design, Emergency Medical Technician, Medical Assisting Administrative (Front Office), Medical Assisting Clinical (Back Office), Nurse Assistant Pre-Certification (CNA) and Registered Dental Assisting.

An orientation is required for all adults interested in enrolling in classes. Orientations will be held every Tuesday beginning June 18 until August 13. As a business owner, Digital Printing and Design can help you create your own marketing materials. This class, held at Pioneer High School, will run from August 19 to December 17 on Mondays and Tuesdays from 4 to 7 p.m. with a cost of $350. Students taking this class have the opportunity to work on iMac computers and a Konica Minolta Digital Press.

Emergency Medical Technician (EMT) training begins Tuesday, September 3 and ends Thursday, January 24, 2014 and is held at the El Rancho Education Center in Pico Rivera across from El Rancho High School.

EMT meets Tuesday, Wednesday and Thursday evenings from 5 to 9 p.m. with a course fee of $1,150. Payment plans are available. Successful completion of this course prepares the student to take the EMT National Registry Examination.

This course is also articulated with Rio Hondo College EMT 093 and can provide 8 units of college credit upon successful completion of an articulation application to Rio Hondo College.

Medical Assistant Administrative (Front Office) will be offered from September 3 to February 7, 2014 Monday thru Fridays from 8 a.m. until noon. The course fee is $1,350 which compares to approximately $7,000 charged at private technical schools and includes an internship component.

Medical Assisting Clinical (Back Office) will also begin September 3 and end January 10. The class runs Monday thru

Friday from 8 a.m. to 2:30 p.m. with a course fee of $1,400.

A nine-week Nurse Assistant PreCertification (Pre-CNA) class will run from September 3 to October 31 and again from November 5 to January 23. Each class will meet from 8 a.m. to 4:30 p.m. Tuesday, Wednesday and Thursdays. Clinical training will occur between 7 a.m. and 3:30 p.m.

An 18-week Nurse Assistant PreCertification class will run from August 20 until December 19 from 4 to 8 p.m. and four Saturdays from 7 a.m. until 3:30 p.m. for high school students. The fee for all Nurse Assistant Pre-Certification classes is $1,300. These classes are held at the El Rancho Education Center across from El Rancho High School in Pico Rivera.

Registered Dental Assisting will begin August 26 and end June 4.

Students will meet in the Dental Clinic at Pioneer High School daily from 8 a.m. to 12:30 p.m. The fee for this class is $2,900 compared to approximately $17,000 at a private technical school.

Students completing the course will receive a State of California Radiation Safety (X-ray) Certificate, State of California Infection Control Certificate, CPR Card, Pit & Fissure Sealant Certificate and Coronal Polishing Certificate. Students will participate in a 160 hour internship in a local dental office. All of the above classes require attendance at an orientation. Payment plans are available.

Automotive Brakes and Wheel Alignment will be offered at Whittier High School beginning Thursday, August 15 and ending December 19.

The class will be offered on Tuesday and Thursday evenings from 6 until 9 p.m. The course fee of $300 must be paid at the time of registration. This class does not require an orientation or reading comprehension assessment.

Local symphony sets dates for upcoming 81st season of free concerts The Rio Hondo Symphony Association has set the dates and programs for its 81 st season of performing four admission-free concerts for the benefit of everyone in the community. They are: A Big Beethoven Bash on September 22, 2013; Will and Romance on November 3, 2013; Mozart’s Women on February 9, 2014, and The Final Frontier on May 4, 2014.

July 31 is the deadline for artists to submit their application for a juried show which will take place on Saturday and Sunday, October 19 and 20, 2013 at Harmony Center in Uptown Whittier. Harmony Center is looking for men and women to join the elite team of outstanding artists and crafters for this very special event. Works, which must be original and hand crafted by the artist, will be juried by committee. Applications have been flowing in already, but the deadline is quickly approaching. Space is very limited for this show, which last year saw nearly 800 shoppers in attendance.

The Fine Art & Craft Fair is a fundraising event hosted by Harmony Center for Spiritual Living. This year they are partnering with the Interfaith Food Center of Whittier, and a portion of the proceeds raised will be shared with them. In conjunction with the Fair, Harmony Center is also proud to host the High School Student Art Contest. Open to all high school students, the contest will be judged by acclaimed local artist, Dennis McGonagle.

My wife, Judy, and I are first time business owners after 30 years in law enforcement (for me) and 30 years on staff for a local ophthalmologist (for my wife). Needless to say, we had a lot to learn, and quickly, about starting this venture in our lives! We immediately realized the importance of joining the Whittier Chamber of Commerce and the enormous resources they could offer us. However, Judy and I have never just been “joiners.” We believe in getting involved, as we have in the past, whether it be coaching local youth sports teams, organizing church activities or serving on the Board of Directors for Whittier Christian High School.

Jumping right in with the Chamber allowed us to get to know them, and them us. The Chamber staff was very helpful and involved in helping us plan our soft opening and ribbon cutting events. They

introduced us to the right people and helped walk us through the various local and county government processes to not only open our business, but to open early with an already aggressive schedule.

They made us feel very confident that we were making the right decisions at the right time, taking all of the uncertainties out of the process.

Working with the City of Whittier could not have been any better as well, due in part to the supportive partnership they have with the Whittier Chamber.

We received our construction permits and business license in quick order, with minimal changes to our plans. The inspectors were very responsive to our contractor and every inspection was completed thoroughly and quickly. It gave us great confidence that our store was not only being built quickly, but correctly.

The weekend before our ribbon cutting, my wife Judy had a medical emergency which put her in the ICU for a few days.

The PIH Health staff was fantastic.

However, even more fantastic was the support we received from the Chamber.

Jessica not only made sure all the bases were covered, but the turnout for our ribbon cutting was overwhelming!
