Organizations and service clubs to be featured at networking breakfast 14th Annual “Salute To Service” honors volunteerism and service Each year the Whittier Area Chamber of Commerce dedicates one Wake Up Whittier program solely to the local nonprofit community. The city of Whittier is well known for its many non-profit organizations, service clubs, churches, foundations and other philanthropic groups, making it one of the best places to live and work! The Whittier Chamber is proud to recognize such service and volunteerism by dedicating the May 16th Wake Up Whittier to the annual “Salute to Service” program. The event will be hosted once again by Whittier Hospital Medical Center, located at 9080 Colima Rd. in Whittier, with breakfast beginning at 7:30 a.m.

The Salute to Service program, which features a mini expo and a brief overview of each organization, gives non-profits and service clubs a chance to display their materials

and market their group to over 200 chamber members at the monthly Wake Up Whittier networking breakfast. Participants also gain additional marketing with their photo and mission overview highlighted in a special section of the June Business Focus newspaper.

This event will give you a chance to explore the many outstanding organizations that the Whittier community has to offer.

Hello friends and Whittier Chamber members! As I write my message, I can’t help but make note of how many wonderful Easter sunrise services took place throughout our community last month.

Personally, I find it a great blessing to live and work in a community with such a strong group of church congregations. Regardless of our personal faith, we all benefit from their great work in our community.

It was with such joy that I, along with a great many others in our community and chamber, attended the annual Mayor’s Prayer Breakfast on Good Friday at the Radisson. Our outgoing mayor, Cathy Warner, hosted a terrific morning breakfast that featured former Blue Angels Pilot Jim Horsley. I remember many years of Sue Dean, Notary Signing the thrill of watching the Blue Angels perform their magic and awe Network at the El Toro Marine Base. As the keynote speaker, his message was exciting and inspirational. In addition to his message, we were moved by the beautiful voices of Mayor Warner’s husband and three sons. It was a performance that will not soon be forgotten. At the breakfast, which has taken place for over 40 years and was chaired by our own David Krake, we, as a city, got the opportunity to pray for our local and national leaders. I find this an appropriate time to also thank Cathy Warner for her year of excellent leadership and service to our city as mayor, who has since passed on the baton to Owen Newcomer.

The beauty of each day reminds us that spring is upon us and it is time to prepare for Mother’s Day. As we make our plans, let’s remember to SHOP WHITTIER and support members of the Whittier Chamber. Whether it’s flowers, dining out, cards, day spas, salons or gifts, our retailers are prepared. This is a “can’t miss” event and don’t forget to wear orange to show your Whittier Chamber connection. My hat is off to Carolyn Reggio, Executive Director of CAPC, for once again hosting this event.

This month we are set for our annual “Salute to Service” program where we honor our local non-profit organizations. There are many exciting things happening around the City! First, I would like to invite the community to join the City at the annual Founders’ Day celebration on Saturday, May 12th from 10 a.m. to 3 p.m.

Founders’ Day has a special meaning this year, as 2012 also marks the 125th birthday of Whittier’s founding and settlement. The free celebration will be held at Central Park, located at the corner of Washington Avenue and Bailey Street in Uptown Whittier. A special feature of the day will be a community birthday cake that all may enjoy for 125 years of Whittier’s Owen Newcomer, history, a time period also known as “quasquicentennial.”

Whittier City Mayor A wide array of activities will add color and excitement to the celebration of Whittier’s history and rich cultural heritage. Park celebrations will begin at 10 a.m. with entertainment in the gazebo, featuring local dance groups and musicians including the Whittier High School Band, the East Whittier Middle School Jazz Band, “Claylee’s Dance Studio”, as well as other local bands. Throughout the day, there will be exhibits, demonstrations and crafts from the era of Whittier’s founding. There will also be food booths, with such offerings as candy apples, fresh honey, old-fashioned Kettle Korn and more tasty treats suitable to a big birthday. Founders’ Day is co-sponsored by the Whittier Conservancy, Bailey House Docents, Whittier Historical Society, Friends of the Hills and the City of Whittier Parks, Recreation and Community Services Department. Another reason to celebrate is that business continues to pick up around the city. Last month, the Whittier City Council joined Sprouts and the development team at an official groundbreaking on Thursday, April 5th. This groundbreaking is significant because it reflects the commitment and investment from Whittier folks working together to improve the community. We look forward to Sprouts joining the Whittier business community within the next year! Two of the new restaurants at the Whittwood Town Center will also open this month. Panda Express is scheduled to open on May 1st and Chipotle Mexican Grill is scheduled to open on May 16th. The Habit, which will be joining the two restaurants, is expected to open in the coming months. LINC’s Mosaic Gardens, located at the SWC of Philadelphia & Pickering, is moving quickly. The 21-unit affordable housing development will be great for the area since the site sat vacant for many years. Whittier Branch Library expansion is also making progress. The library is being expanded from 9,735 square feet to 15,733 square feet. Both the LINC and Branch Library projects are expected to be completed by the end of the year.

It is a new time in city government as it relates to economic development. Over the past few months, the City of Whittier, like many cities throughout California, has been faced with finding replacement economic development incentives and programs lost by the elimination of redevelopment on February 1st, 2012. The Whittier City Council remains dedicated to projects such as the development of the Fred C. Nelles site. Additionally, City staff is working diligently to find replacement incentives to stimulate development and assist businesses. Look for updates in this monthly message or visit the city website at www.cityofwhittier.org for the latest news on economic development.

Finally, with this gorgeous weather we’ve been having, I encourage you to head outdoors and visit one of the many beautiful parks in the City or take a bike ride on the Greenway Trail.

LABOR LAW CORNER Property owners/employers may restrict smoking to designated areas

By Sunny Lee, HR Adviser Employees are complaining about other employees smoking on break and are fearful of possible exposure to secondary smoke. Can I prohibit employees from smoking?

No, you may not prohibit employees from smoking outside of your office on their own time.

You may, however, restrict employees from smoking in the office and limit smoking to designated outdoor smoking areas. In addition, you may implement a smoking policy to make employees aware of fellow employees’ concerns about secondary smoke and other hygiene issues.

Public Laws By state law, smoking is prohibited in any enclosed workspace, including restrooms and stairways. When that law went into effect in 1995, employers sought to accommodate smokers by designating areas outside the building where smokers could smoke on breaks and meal periods.

If smoking areas were not designated, often employees smoked outside the front door, which resulted in customer complaints.

Complaints from members of the public about being exposed to secondary smoke have caused a number of cities to adopt local ordinances that restrict smoking around entrances to public buildings (i.e. 20 feet), on city streets and sidewalks, beaches, parks and outdoor areas, in public transit stations, shopping centers, outdoor restaurants, etc. Employers should be aware of restrictions that have been adopted in the cities where they do business.

Employer Property An employer that owns its property can designate whether smoking is permitted on the property, including in the parking lot and on sidewalks. Employers that choose to permit smoking outdoors often designate an outdoor break area. If the area is shared by non-smokers and smokers, nonsmokers may be exposed to secondary smoke even though the area is outdoors and well ventilated.

Employees have a legitimate complaint about secondary smoke as it is a recognized health hazard. Therefore, if an employer has established an outdoor break area, separate break areas should be designated for smokers and non-smokers.

Personal Hygiene In addressing an employee’s concerns about being exposed to secondary smoke when he/ she smells smoke on a smoker’s breath, the employee should be assured that there is no risk of exposure since there is no smoke that is airborne.

Often, however, an employee’s hygiene can be of concern to other employees who have to work in close proximity to the smoker.

That issue can be addressed directly with the smoker by bringing it to his/her attention and asking the employee to use a mouthwash, breath spray or breath mint and wash his/her hands after a smoke break before returning to work.

The issue of other employees objecting to a strong smoke smell on the employee’s clothing and hair is more difficult to address if the employee smokes in his/her home. The employer may ask employees to be mindful of the smell and not come to work if they have a strong smoke odor on their clothing or hair.

Lastly, you might consider moving employees who are very sensitive to these issues or moving the smoker to another location. Because smoking is a lawful activity protected under Labor Code Section 96(k), you may not discipline an employee or terminate him/her for smoking off your premises.

FINANCIAL UPDATE Are recent stock market advances sustainable?

U.S. investors are riding a wave of mostly good news, but many risks remain The S&P 500 Index closed at 1402 on March 15th, 2012, the first time the index closed above 1400 since June 5th, 2008.1 The latest upward progression began in October 2011 when the debt crisis in Europe showed signs of receding and economic reports in the United States began displaying a more positive outlook. Between October 3rd, 2011, and March 23rd, 2012, the Douglas M. Rowan, CFP®, CMFC, AIF® S&P 500 gained 27%, and U.S. investors have been riding a wave of mostly good news. One bit of bad news that perhaps has worked to the S&P 500’s favor is money market savings rates have a negative yield (after taxes and inflation).

• Economic activity in the manufacturing sector, including new orders and production, expanded in February 2012 for the 31st consecutive month.2 • Real gross domestic product, a gauge of economic growth, accelerated 3.0% during the fourth quarter of 2011, compared with 1.8% during the third quarter of the year.3 • Although the unemployment rate remained high at 8.3% for February 2012, the rate declined from 9.0% in February 2011, creating optimism that the worst period of high unemployment may be over.

• Dividends are at their highest level since Q2 2009, net repurchases are at their highest level since Q1 2008, debt is still being reduced on a net basis, making total shareholder payments near record levels. (With record cash on hand by companies, they can use cash in several ways, including: 1. Paying dividends; 2. Repurchasing shares; 3. Paying down debt; 4. Making acquisitions; 5. Investing in the company 6. Investing in workers; 7. Keeping the cash. Risks associated to dividends include a potential dividend tax hike for top income brackets from 15% to 43.4%, a 289% increase!

The question on the minds of many investors is: Will this momentum last, or is another crisis waiting in the wings? Risks remain, both within the United States as well as abroad. The European sovereign debt crisis appears to have stabilized, at least temporarily, thanks in part to the recent agreement among Greek private debt holders to accept a proposed restructuring of Greek sovereign bonds. If Europe is plunged into another crisis, Standard & Poor's believes the fallout would affect U.S. business spending and equity prices.4 Domestically, the recent escalation in oil prices has the potential to curtail consumer spending, especially if prices rise further. Standard & Poor's estimated that each $10 increase in the price of a barrel of oil subtracts 20 basis points (.20%) from growth in gross domestic product in each of the subsequent two years following the price hike, assuming the cost remains elevated.4 What Investors Can Do Given questions that remain about the long-term health of the global economy, investors may want to consider the following: • Consider overweighting equity holdings to U.S. stocks and emerging markets.5 This strategy could potentially avoid problems related to the euro zone. When analyzing potential holdings, review a company's revenue sources to avoid significant exposure to Greece, Portugal, Italy, and other crisis-prone countries. In the United States, recent strong returns may create a scenario where the potential for future short-term gains is likely to be more muted.

Tax treatment of scholarships Scholarships (and fellowships) are generally tax-free, whether for elementary or high school students, for college or graduate students, or for students at accredited vocational schools. It makes no difference whether the scholarship takes the form of a direct payment to the individual or a tuition reduction.

However, for the scholarship to be tax-free, certain conditions must be satisfied. The most important are that the award must be used for tuition and related expenses (and not for room and board) and that it must not Richard Scrivanich, Harvey & Parmelee be compensation for services.

Tuition and related expenses. A scholarship is tax-free only to the LLP extent it is used to pay for (1) tuition and fees required to attend the school or (2) fees, books, supplies, and equipment required of all students in a particular course. For example, if a computer is recommended but not required, buying one wouldn't qualify. Other expenses that don't qualify include the cost of room and board, travel, research, and clerical help.

To the extent a scholarship award isn't used for qualifying items, it is taxable. The recipient is responsible for establishing how much of the award was used for qualified tuition and related expenses so as to be tax-free. You should maintain records (e.g., copies of bills, receipts, cancelled checks) that reflect the use of the scholarship money.

Scholarship award can't be payment for services. A scholarship isn't tax-free if the payments are linked to services that your child performs as a condition for receiving the award, even if those services are required of all degree candidates. Thus, a stipend your child receives for required teaching, research, or other services is taxable, even if the child uses the money for tuition or related expenses.

Returns and records. If the scholarship is tax-free and your child has no other income, the award doesn't have to be reported on a return. However, any portion of the award that is taxable as payment for services is treated as wages, and the payor should withhold accordingly.

Estimated tax payments may have to be made if the payor doesn't withhold enough tax. Your child should receive a Form W-2 showing the amount of these “wages” and the amount of tax withheld, but any portion of the award that is taxable must be reported, even if no Form W-2 is received.

Your child's award can have the following impact on these related tax issues: (1) The dependency exemption that you claim for your child shouldn't be threatened by the scholarship. To claim an individual as your dependent, you must meet a support test.

Although education is a support item, a special rule provides that educational costs covered by a scholarship (or fellowship) for a dependent who is a child of the taxpayer (but not for other dependents) aren't included in the calculation of total support.

(2) Any taxable scholarship amounts should increase your child's standard deduction. As noted above, to the extent scholarship funds are spent on room, board, or other nonqualifying expenses, the award is taxable. So even though part of a scholarship is taxable, it may be “covered” by the standard deduction.

WHAT’S COOL IN YOUR SCHOOL Contributions sought for chamber’s educational scholarship fund The Whittier Chamber’s Education Committee is still seeking donations from the Whittier business community for its Educational Scholarship Fund, named in memory of Randy Basurto.

Each year the Whittier Chamber recognizes deserving high school seniors from the Whittier Union High School District for their academic achievements and service to the community with a $500 academic scholarship. Each scholarship goes toward books, room & board or tuition for their first year of college. Last year, the Whittier Chamber was able to award five outstanding students and would like to maintain that number this year. The only way to continue is with your business donations. “These students are the future of our community. Many have indicated their desire to return to the Whittier area as business owners, teachers and public servants. It is our responsibility to invest in these kids now for the future of our great city,” stated Jeannie McHatton, Education Committee chair.

The Educational Scholarship Fund is named after Board member and volunteer Randy Keith Basurto who died in 1998 of a heart attack at the age of 46. Basurto worked for HealthFirst Medical Group as Medical Operations Manager and had been employed there for seven years.

Chamber members and friends of Randy are encouraged to donate to the cause. “The purpose of this scholarship is to remember Randy with a program that he was passionate about, and to support the youth of Whittier as they continue on with their education,” stated McHatton.

Rio Hondo College Superintendent/President Ted Martinez, Jr., Ph.D. to retire June 30th Accomplishments during his five-year helm include management and near completion of the $245 million Measure A facilities construction program that transformed the aging campus As he concludes 41 years of service in community college education, Rio Hondo College Superintendent/President Ted Martinez, Jr., Ph.D. has informed the Board of Trustees of his intent to retire effective June 30th, 2012. Martinez, who is completing his fifth year as the eighth president of the college, said he is very proud of the progress the college has made during his tenure.

Major accomplishments include management and near completion of the $245 million Measure A facilities construction program which has revitalized and transformed the aging hilltop campus, and which also provides for the development of educational centers in underserved areas of the District; implementation of an integrated and effective planning process; receipt of full accreditation from the Accrediting Commission for Community and Junior Colleges of the Western Association of Schools and Colleges; restoration of the Rio Hondo College Police Academy program; implementation of a sound operational structure for college management; development of new academic support programs to invigorate and increase pathways to transfer; formation of essential partnerships and pathways for students from school districts in the college’s service area; extension of college outreach programs and services into local communities; and establishing new vital linkages with area business and governmental officials.

According to Martinez, “The Rio Hondo College community is comprised of talented and dedicated professionals, at all levels of service. “Dancing with the Whittier Stars” is sponsored by the Whittier Community Foundation which is a local non-profit organization whose mission is to support activities and programs for the education, enrichment and enjoyment of the Whittier Community. Currently, the Foundation is spearheading the fundraising for the Greenway Trail Fitness Project, an effort to raise funds to place fitness equipment at four stations along the Whittier Greenway Trail.

By Barbara Wold Customers are the lifeblood of any business, so it is crucial to maximize customer satisfaction. Some degree of customer turnover is inevitable, but successful businesses will retain repeat customers.

Is customer turnover at a minimum? Below are questions to help evaluate your success in keeping customers satisfied.

1. Do you realize the value of your current customers? These are your best customers. They are quicker to buy and require fewer “special deals.” Never take your customers for granted!

2. Do you communicate to all your customers that they are important?

3. Do you encourage customers to return to your business?

4. Do you tailor your services to your customers’ particular needs?

5. Do your customers call you when they have a tough problem?

Building a successful, positive image with your customers enhances your overall credibility. Living up to that image creates valuable word-of-mouth publicity. Customers most often base purchasing decisions on the advice of people they know and what they read.

Chorale Bel Canto wraps up 30th season with final concert The final concert of Chorale Bel Canto's 30th season will take place at First United Methodist Church on May 19th at 4 p.m., located at 500 East Colorado Ave. in Pasadena. KUSC personality Kimberlea Daggy will present a pre-concert discussion of the piece at 3:15 p.m. in the Sanctuary.

Chorale Bel Canto, under the direction of Stephen Gothold, will be performing Brahms’ German Requiem. Joining the Chorale for this concert are the Chamber singers of Rio Hondo College (Linda Brown, conductor) and the Chancel Choir of First United Methodist Church. Featured soloists are soprano Melissa McIntosh-Landis and baritone Joseph Lim. Tri-Cities Regional Occupational Program to honor students at special event Over 60 Tri-Cities Regional Occupational Program (TCROP) students will be honored at the annual Evening of Excellence to be held Tuesday, May 22nd at 5 p.m. at the Clarke Estate in Santa Fe Springs. Each student honored will receive a Certificate of Recognition, a $50 scholarship and the opportunity to participate in further scholarship competition.

The Olympic Chapter of the California Association of Regional Occupational Centers & Programs will offer scholarships to six students whose essays are selected by Tri-Cities ROP. Students will address the essay theme which is "How ROP Has Influenced My Goals & Aspirations." The Olympic Chapter consists of 10 ROPs located within Los Angeles County.

Presbyterian Intercommunity Hospital & Bright Health Physicians of PIH are once again offering a $1,000 scholarship to a high school senior who will be continuing his or her education in the medical field. For more than 22 years, PIH and TCROP have shared a common goal in providing a strong, mutually collaborative relationship in the training and employment of healthcare workers from Tri-Cities ROP. “We are appreciative of the relationship between Tri-Cities ROP and PIH and thank them for their ongoing support of our programs. Hospital to showcase cancer survivors’ and caregivers’ art exhibit Cancer survivors and caregivers of all ages, both amateurs and seasoned artists, are invited to submit original works of art for the Expressions of Hope group exhibit sponsored by the American Cancer Society and Presbyterian Intercommunity Hospital. L.A. CADA Hosts First Annual Mother’s Day Luncheon with Children’s Fashion Show

Pio Pico State Historic is one of 70 California state parks slated for closure on or before July 1st, 2012. These closures were mandated after a $33M cut to the state park budget, resulting in the closure of 25% of the state’s 278 state parks. California’s State Historic Parks are the hardest hit with nearly half of them on the closure list, and the Friends of Pio Pico are determined to raise the estimated $80,000 needed to keep the local gem up and running.

The community is encouraged to get involved via the “Pesos for Pio Pico” recycling drive (every other Saturday at the park) where residents or business are urged to donate their items for recycling at the park to help the fundraising efforts. Whittier police department to host open house; fair and children’s run to promote health and safety

A flurry of happy children recently flocked to a new playground installed at Rio Hondo Community College Child Development Center in Whittier, California. The Center welcomed guests to a ribbon cutting last month to reveal the dynamic play space designed and installed by BCI Burke’s local professional representative, Innovative Playgrounds Company.

“We are honored to collaborate on this engaging playground project for the children of the students and employees of Rio Hondo College,” said Alvino Larios, Innovative President. “In addition to providing unlimited fun play for the kids, these play areas will provide learning opportunities for the students of the college who study children from other programs such as child development, nursing and social science,” he added.

The playground was funded by the Child Development Division of the California Department of Education.
