A ceremony that takes place the first of every year is scheduled to take place at 9 a. m. Thursday, January 1, 2015, at the Courthouse Annex in Des Arc. This is the time for a swearing in ceremony for elected and re-elected county officials, according to Judge

It is reported to and compiled each month by the Arkansas Department of Finance and Administration. The cities of DeValls Bluff and Hazen in Prairie County collect two cents on the dollar; Des Arc ‘s sales tax is one cent on each dollar you spend locally. Sales Tax revenue was up in several cities from the month of November. The sales tax revenue as shown here reflects the buying volume from local merchants which is reflected in sales tax reports. For the same period in 2013, Des Arc’s tax revenue was $18,855.72, DeValls Bluff, $12,116.03 and Hazen, $52,058.51. The new county tax approved by the voters in Prairie County went into effect in April, 2014. The new tax will add .5% to the current 8.5 % in the local area. The local tax rate is 9%. Des Arc collects 1 Percent; DeValls Bluff, 3 Percent, and Hazen collects 3 Percent.

The first local political event of 2015, a bi-annual one occurring each New Year’s Day following a general election year, is the required swearing-in of all county officials. Sixteen Prairie County officials were sworn in a little extra early New Year’s Day, shortly after 9:00 am, to accommodate attending out-of-state family members who had planes to catch following the ceremony. Judge Mike Skarda began by first swearing in newlyelected County/Circuit Clerk Vanessa Peters, who in turn swore in as a group the other 15 other county officials present, including Judge Skarda. Unable to be present, and absent from photo below, was JP from Hazen, Buddy Sims. Immediately following that, Judge Skarda called a meeting of the new Quorum Court, the official January meeting - with a primary purpose of passing the following two ordinances: D Ordinance #2015-1, which repeals Ordinance #2014-11 (2015-1 was requested by BancorpSouth, Hazen to correct an incorrect amount stated in the 2014-11 ordinance for the county’s leasing of two gravel-hauling dump trucks). Appropriation Ordinance No. 1, Amendment #5, establishes the annual operating budget for calendar year 2015. Both ordinances appear on Pg 13 of this Journal issue.

Brown is appointed Des Arc postmaster Nancy (Weems) Brown of Hazen is the new Postmaster at the Des Arc Post Office effective December 13, 2014. Nancy, a Hazen High School graduate, is married to Buddy Brown and they have two sons, Anthony and Aaron and one grandson, Gabriel. She has been with the Postal Service 26 years with 11 of those years as postmaster at DeValls Bluff. Postmaster Brown has served as OIC at the office here since August 22, 2014, She also has jurisdiction over the Hickory Plains Post Office where Tammy Bruce is PMRelief. She said, “I am enjoying being at Des Arc and have a great staff, Dee McMillen, Millie Horn, Kirk Berry, and Diana Raper, to work with.” She is the daughter of Rita Weems of Hazen and the late James Weems. Her husband, Buddy, is son of the late O. J. and Frances Brown of Des Arc. Nancy

Des Arc Elementary School one of two chosen to attend National Title 1 Conference

Nancy Brown enjoys scrapbooking, reading and spending time with family, her grandson especially. The local post office has been served by OIC’s since the last postmaster, Dan Davis, left for special details two years ago.

The Des Arc Elementary School has been recognized by the Arkansas Department of Education as a National Title 1 Distinguished School for the state of Arkansas. Des Arc and one other school was selected for this honor. Arkansas selection was done by schools submitting an applicaton and it being reviewed. Applications were viewed from two categories: Category One: A school that has exceeded Annual Measurable Objectives (AMO’s) for two or more years with ESEA flexibility state standards set under Title 1 of the Elementary and Secondary Act (ESEA).

Category Two: A school that has significantly closed the achievement gap between subgroups of students with ESEA flexibility state standards set under Title 1 of the ESEA. Des Arc Elementary received the award based on Category 1. Applications included Demographic Information, School Curriculum and Instruction and information on School and Community Leadership and support. Principal Cheryl Holland and Title 1 Coordinator Judy Denton will attend the National Title 1 Conference in Salt Lake City, Utah February 5-8. The Conference will

begin with a parade of Distinguished School recipients from each state. Exhibits, workshops, receptions, panel discussions and presentations will be the agenda for the Conference which has been titled “Leading with Wonder.” Mrs. Holland and Mrs. Denton will present information, slide show, materials, etc., about successful strategies and programs that have helped to bring about high achievement levels for the students at Des Arc Elementary. “We are so proud of our students and are so grateful for the dedication and hard work of the faculty,

staff and administration at Des Arc Elementary School,” said Des Arc School Superintendent Rick Burns.
