A Year in review: Annual Report highlights W

hitehorse City Council is proud to present its Annual Report for the 2016-17 financial year.

The past year has been a rewarding one, filled with progress, achievement and growth.

Whitehorse Mayor Councillor Denise Massoud said the purpose of the report was to review Council’s strategic, operational and financial performance each financial year and to provide feedback to ensure Council remains accountable to its community.

“The report outlines how Council has performed against its strategic objectives, and how it is travelling when it comes to achieving the goals set out in the Council Plan 2013-2017. The report incorporates the Victorian Auditor General’s Report, financial statements and the performance statement,” Cr Massoud said.

The Annual Report 2016-17 also contains a summary of the Council Plan 2013-17, detailing the achievements which have taken place over the past four years and illustrating Council’s commitment to keeping the community well informed on its progress.

Here are some of the highlights:

Administered 13,242 vaccinations to 5634 children as part of Council's childhood immunisation program

Provided 64,950 garbage services and 74,169 recycling services

Maintained 370 buildings and facilities (including Early Childhood and Maternal Care, Leisure and Recreation, Community and Culture)

Maintained 75,000 trees

Provided approximately 94,441 meals to eligible Home and Community Care residents

Maintained 54 sports fields

Collected 163.71 tonnes of dumped rubbish

Determined 1352 planning applications

Maintained 605 kilometres of roads, 32 kilometres of laneways, 1182 kilometres of kerb and channel and 1776 kilometres of footpath

Maintained 177 playgrounds

Responded to 70,081 customer service requests

Maintained 631 hectares of open space

he concept design for the new Nunawading Community Hub, being built on the former Nunawading Primary School site, will be on display at an upcoming community information day.

The hub is set to become the new vibrant heart of Nunawading; a communal meeting place where people of all ages and backgrounds feel welcome and can come together to embrace new opportunities for learning, social interaction and getting active.

Architectural firm Francis-Jones Morehen Thorp has developed the concept design based on information gathered through extensive community consultations.

Become a Wiser Driver W

hitehorse City Council is hosting a Wiser Driver program to help older drivers stay safe on Whitehorse’s roads.

Councillor Andrew Munroe said that the four-week refresher course was for experienced drivers who wanted to improve their knowledge and maintain their independence as they get older.

CHRISTMAS TOY APPEAL

“The seminar is offered free of charge to drivers aged 50 years and older,” said Cr Munroe.

H

elp bring some joy to needy families this Christmas by taking part in Whitehorse City Council’s Christmas Toy Appeal.

“Some of the topics include changes to the road rules, building confidence and awareness, handling difficult situations and planning for the future.”

Council passes on the toys and gifts to the Eastern Emergency Relief Network (EERN), which distributes them to needy families.

ouncil's Planning and Building Department is responsible for ensuring that development in Whitehorse complies with relevant planning legislation, such as the Whitehorse Planning Scheme, the Municipal Strategic Statement and the State Government’s Plan Melbourne.

Whitehorse City Council conducts studies and can decide to amend the planning scheme to achieve a desirable planning outcome or to support a new policy direction from Council or the State Government.

Approved by the Minister for Planning and gazetted on 1 July 2017 with changes. The extent of the Heritage Overlay was reduced to cover the former television studios’ three main buildings: the administrative block, studio block and scenery store.

217 and 219-223 Burwood Highway, Burwood East

Rezoned the land from Residential Growth Zone to Mixed Use Zone to allow the site to be developed for commercial and retail uses.

Approved by the Minister for Planning and gazetted on 22 June 2017.

Amendment C194 (combined permit application and amendment)

517 and 519-521 Station Street and 2-8 Oxford Street, Box Hill

Proposes to rezone the Station Street and Oxford Street sites to Mixed Use Zone and add an incorporated document for the Station Street site. The incorporated document will be the main tool to guide how the Station Street site will be developed. The permit application for the Station Street site is for a construction of buildings up to 18 storeys with a mix of uses.

A panel hearing was held in October for submissions received during the exhibition of the amendment in April/May 2017.

Heritage Assistance Fund

Municipality-wide

The fund provides grants of up to $2000 to eligible home owners and occupiers to assist with the maintenance of their heritage properties.

Applications closed on 8 September 2017 and successful applicants will be notified in November.

Amendment GC72

Municipality-wide

In November 2015, the Minister for Planning approved the ESD Local Planning Policy on an interim basis to 31 December 2017. In July 2017 the Minister advised that the ESD policy will be extended by 18 months. The ESD policy provides a framework for the consideration of environmental sustainability at the planning permit stage.

Approved by the Minister for Planning and gazetted on 31 August 2017, extending the expiry date of the ESD policy to 30 June 2019.

Box Hill Metropolitan Activity Centre

Proposes to implement the draft Box Hill Metropolitan Activity Centre Built Form Guidelines through the application of a Design and Development Overlay. The amendment also proposes to rezone land as recommended in the 2007 Box Hill Transit City Activity Centre Structure Plan and to update the local planning policy.

A panel hearing was held at the end of July 2017 for submissions received during the exhibition of the amendment in February/March 2017. The planning panel report has been received and will be considered by Council at a future meeting.

any Whitehorse play spaces have undergone exciting refurbishments in the last year. Here are some of the best.

Council runs free public immunisation sessions for infants, toddlers, pre-school children and teenagers (up to and including 19 years of age) and offers a limited range of vaccines for eligible adults.

Appointments are not required. If your child has been vaccinated overseas you will need to give Council a copy of the vaccination record before attending.

Meningococcal ACWY Vaccine Until 31 December 2017, Meningococcal ACWY vaccine will be provided free of charge to students in years 10, 11 and 12, and those young people aged 15-19 years not in secondary school.

This vaccine is available at our monthly immunisation sessions, as well as being administered at schools by Council’s immunisation team.

EXAM DISTRESS AND HOW TO DE-STRESS

T

here are three little words that can cause an elevated heart rate, nervous sweating, and panicked butterflies in the stomachs of students everywhere: "Exams are coming".

Nowadays, the completely relaxed, unstressed student is a rare creature indeed. But as the saying goes, all things in moderation are beneficial – even stress. It’s been shown that moderate stress allows for peak performance; it’s your body’s way of encouraging itself to work its hardest.

However when exam stress seeps into everyday life, rather than being a phenomenon confined to the short hours of an adrenaline-inducing test, it becomes not an encouragement, but rather an impediment.

The good news is that steps can be taken to avoid and minimise pre-exam stress. A calmer state of mind will result in less panic-driven mistakes, more effective study, and (hopefully) ideal results. Best of all, there are multiple avenues to pursue.

For many students, it’s the sheer enormity of the exams’ cumulative demands that terrifies them. Actively writing out every subject’s topics, and organising them into a checklist may help, as once it’s all down on paper the task is much less daunting. Creating a rough schedule and splitting work up across days can lessen the amount of work that you feel must be done right now, lowering stress levels.

Taking short breaks is crucial, clearing away mental fatigue, and activating diffused thinking, allowing your subconscious to work on any remaining questions with heightened creativity and enhanced problem solving abilities.

Brief bouts of exercise, stretching, going outside, or drinking a glass of water are all fast ways of having a break.

Your diet also drastically affects your mood, and hence your productivity. Salty, sugary foods give you a temporary kick, but the subsequent mood and energy dip isn’t helpful. Tasty foods without the pitfalls do exist though – for instance, foods rich in vitamin B (ie. banana chips) replenish energy, whilst blueberries and dark chocolate trigger serotonin and endorphin increases, respectively.

If stress is bothering you enough that it affects your sleep, diet or general happiness, meditation may be the way to go. Meditation can be thought of as a power nap without the grogginess of waking up, and with the added benefit of ‘waking’ in a quiet, undistracted state, primed for study or sleep.

Research has shown that meditation strengthens memory recall and weakens the neural pathways that transmit your stress response.

Consistently heightened, unmanageable levels of stress may be indicative of anxiety or other mental health conditions. If you’re feeling unwell, much like with a physical illness, it’s best to get a professional’s opinion and help.

School counsellors can help and online alternatives and helplines also exist, such as Headspace and Beyond Blue.

Exam season will always be challenging – it’s actively designed to stretch and refine students – but with the right knowledge, mindset and support, the process doesn’t have to be painful, but rather, just another learning experience and opportunity for growth.

YOUNG PERSON OF THE MONTH Congratulations to Lucinda Bennie, Council’s Young Person of the Month for November.

Lucinda, a year 12 student at Koonung Secondary College, is a keen sportsperson and community worker who also holds down a part-time job while completing her VCE. Through her work with the Rotary Interact Club, Lucinda helps fundraising efforts and motivates youth to take part in community projects.

Hockey and cricket are Lucinda’s chosen sports, and she has made regional teams in both arenas. A sport coordinator at Koonung Secondary College praised Lucinda as a dedicated sportsperson who strives to excel but at the same time encourages others to participate and try their best.

In the classroom, Lucinda has taken part in school musicals and concerts, and was last year’s dux in year 11 health and human development and year 10 food technology.

Lucinda took part in a trek in Nepal during her 2016/17 school break and a five day community project there. She is interested in a career in nursing and midwifery and her experiences in Nepal have inspired her to consider taking her future career skills to developing countries.

100 Years of Mate

This year, local government is celebrating 100 years of the Maternal and Child Health Service in Victoria.

Whitehorse News spoke with Maternal and Child Health Team Leader Pam Heselev about how the service has changed over the years. Pam started her career in MCH in 1986, after completing training as a general nurse, midwife and maternal and child health nurse.

How have things changed over the years?

A BRIEF HISTORY

I

n June 1917, in response to community disquiet at the unacceptably high infant mortality rates, the first Baby Health Centre opened in Richmond.

Its success quickly led to the opening of two more centres in Carlton and Melbourne, and within a few months, Richmond City Council was funding the salaries of two nurses employed in the Baby Health Centres.

An official report on the health of Nunawading from 1916 noted a high rate of infant mortality, particularly deaths from gastric diseases, often due to the unsanitary processing and storing of milk.

In January 1923, Whitehorse's first baby health centre was opened in Box Hill.

A local news report noted that the health centre was “not a charity, but a national movement, supported by the local council, with government help, its aim being to educate the young mothers of Australia to intelligently look after their babies and so decrease infant mortality.�

In 1925 another baby health centre was built on the reserve in the middle of White Horse Road, and a third centre was established in Blackburn soon after. The new Shire of Blackburn and Mitcham opened its first infant welfare centre in 1929.

By 1950 state and local government were contributing to 398 baby health centres and fifteen mobile circuits.

This year, as we celebrate the 100th year of what’s now known as the Maternal and Child Health (MCH) Service, there are around 1200 maternal and child health nurses making sure Victorian communities get the best start in life.

The MCH service is free for all Victorian children and their families, from birth to school age. This service is delivered by councils and supports families and their children in order to promote healthy outcomes. Funding and policy development for the Maternal and Child Health Service is shared by state and local government.

When I first began, mothers and babies stayed in hospital for seven to 10 days which enabled a large proportion of mothers to establish a level of confidence in handling and caring for their babies.

Mothers today are discharged in one to three days, hence we find some mothers are still establishing confidence with their ability to feed and care for their young infants. Supporting mothers and their children at this very early stage has been a great challenge that the MCH service has risen to over the years.

The other key changes I would highlight are a number of progressive improvements to the service. Evidence based practice concepts have led to improved assessment and development tools used by our MCH nurses. Developmental assessments are now performed at key ages and stages of growth and development to ensure children are meeting expected milestones. This means that families receive the same information across the State.

The introduction of the enhanced MCH service in the early 2000s provided a specialised outreach service for those families who require more support to assist them in times of major need. Improvements in referral support and intervention services, improvements in professional development training for nurses, the use of a state-wide database system, the encouragement of fathers to attend consultations with their partners and the introduction of modern multi nurse family centres all represent positive improvements to the service over the years.

Any standout memories?

I supported a mother of twins who then became a MCH nurse herself because of the great service I provided her.

But the main highlight is being involved with families at such an exciting time in their lives, and to watch the babies become children.

What are you most proud of?

I am extremely proud of the quality service provided by the MCH team in Whitehorse, who are held in very high regard by the community and other MCH services as well.

Whitehorse Maternal & Child Health Centres today The arrival of a new baby brings joy as well as new challenges and significant changes to a family. Whitehorse Council's Maternal and Child Health Service provides essential health and development assessment and care for all families living in Whitehorse with young children aged from birth to four years.

The future Today, there is ongoing recognition of the importance of the Maternal and Child Health Service for the wellbeing of infants and children and their families. As part of Budget 2017/18, the Victorian Government will invest $81.1 million for MCH and parenting support reforms.

MCH nurses with additional professional development opportunities, including training to help MCH nurses deal with increasingly complex family needs and issues such as trauma

Additional resources to address the needs of women and children at risk of family violence

The expansion on the Enhanced MCH Service to support children up until they are three years of age (currently it is till 12 months).

Increased resources to address the need for reliable and evidenced-based information made available to parents through the MCH 24 hour line

ore than 200 students have honed their business skills through the Whitehorse Tertiary Business Skills Program over the nine years it has been running.

The competitive 16 week program matches second year, third year and Masters students from Deakin Business School with local Whitehorse businesses in order to complete an interactive internship program.

With 100 hours of onsite work, as well as four professional development workshops on leadership and success, it’s an exceptional opportunity for both businesses and students.

For business owners and operators, the program offers the skills and time of talented students, while students have the opportunity to apply their university level knowledge to real life projects in a professional working environment.

The Festive Window Dressing Competition will run from Monday 20 November – Friday 15 December.

By Cr Andrew Munroe 42 Years’ Service At the recent Eastern Football League Grand Final I was pleased to catch up with Senior Sergeant Mick Jones who, after 42 years’ service in the Victorian Police Force, will be retiring in December. Mick has spent the past 17 years serving the Whitehorse community and is currently based at the new Forest Hill Police Station. I am sure you will all join me in thanking him for his valuable service and wishing him and his family well in retirement.

Eastern Football League (EFL) Finals While my beloved Richmond had success this year I am sorry to say, in the EFL Division 1 the 2017 cup has gone over the border, to Maroondah, with the South Croydon Bulldogs beating the Vermont Eagles 10.12.72 to 7.12.54.

Congratulations to South Croydon.

Blackburn lost to South Croydon in the previous week’s final by 16 points. In the other grand finals, U19s Vermont 12.7.79 defeated Blackburn 6.12.48 and in the Reserves, Vermont 16.12.108 thrashed Rowville 1.7.13.

Women in Sport Participation of girls and women in sport is growing at an astounding rate and, of course, presenting Council with a great challenge to keep up with the provision of suitable facilities at our grounds.

At the EFL Grand Final lunch the Chairman advised that the EFL fielded 77 women’s teams in 2017 and its netball teams had gone from 0 to 70 in just a few years.

Locally Blackburn Football Club announced this year that it will field a senior women’s team for the first time next season in the Eastern Region Women’s Football League.

Blackburn has been investing heavily in developing girls' football for the past six years and now has more than 100 girls playing in five teams from under 12s to under 18s. In advance of next year the club will be running a special pre-season program, so whether a beginner or experienced player, Blackburn would love for you to make contact.

Trees don’t last forever and one of the important aspects of our infill planting is to make sure we have well-established mature trees near others when they reach end of life.

Yarra Valley Water Recycled Water Project

I am always impressed with the volunteers that support our community. Everywhere I visit I find energetic people willing to give their time to the community, from the volunteers at the Louise Multicultural Centre that teach new migrants English, to local sports clubs, to the Model Boat Club, Miniature Railway to Carrington Community Health, thank you for all you do every day.

A special thanks to Leigh Bennett, the retiring President of the Whitehorse Colts. Leigh has been tireless in building a wonderful club that provides opportunities for hundreds of boys, girls and women to play AFL.

Many will be aware, Yarra Valley Water has been consulting residents about what they are describing as a ‘Recycled Water Project’ (to provide water to Manningham residents), which will potentially be built on our valued parkland near the freeway.

Moon Mid Festival

I share the significant concerns many residents have expressed to me about what most would call a sewerage treatment plant.

An independent panel is currently assessing feedback, and a report is due in early November 2017 and an announcement regarding the proposed site location towards the end of November 2017.

The Moon Mid Festival coincided with Grand Final Day and it proved to be very popular again this year, with the excited footy fans making their way to the train, adding even more colour and excitement to the event.

My congratulations to the Taiwanese Business Association on the excellent event.

YES Inc. in conjunction with Box Hill Secondary College held their Fashion Event on 10 October. What an electrifying display of talent from our future leaders in fashion.

The opening of the Box Hill Skate Park was sensational. Well over 50 people were having the time of their lives. I believe 10 minutes after the fence was pulled down, the park was full of young people enjoying themselves. This is just what we like to see.

The display they put on for us was very exciting, to say the least.

The end of the year is near!

I’m not sure if you agree with me, but I think every year seems to go by much quicker than the last. Christmas is almost upon us and I’m not sure I’m ready for it.

As this will be my last column for the year, I wish you and your loved ones a safe and happy Christmas and New Year.

Oak Street Neighbourhood Park

By Cr Sharon Ellis Two exciting events occurred in Riversdale Ward in the last few weeks – the official opening of the Oak Street Park and the launch of the expanded and upgraded Box Hill Skate Park.

It was great to see this local community asset officially opened by the Mayor in front of a large crowd, which included local residents and the officers who had overseen the design and implementation.

When we think of parks we usually associate them with children. However, with the current trend of downsizing to smaller dwellings, these parks will also be attractive to older residents who wish to relax in a beautiful garden environment.

The official opening was a packed event with skaters showing their enthusiasm for the park and demonstrating their impressive skills.

These two attractions are a small example of Council responding to the diverse needs of our community. If you have the time I encourage you to visit these venues. If you see me, please say hello but it is more likely to be at Oak Street than the Skate Park!

For me, I believe I have achieved good results and have already made a difference. It feels like that, but of course, there is much more to be achieved! North East Link Proposal Community consultation is being sought by the state government on the options for this project. All options indicate that tunnelling will be used to protect sensitive environmental and heritage areas north of Eastlink. At this stage, the routes are indicative only and are subject to further technical, engineering and environmental analysis. Options B and C will connect Eastlink directly to the M80 Ring Road in Greensborough. Bushfire Management Overlays in areas of Mitcham Bushfire Management Overlays now cover 273 properties in Mitcham. The BMOs were put in place by the state government in

October in response to the 2009 Victorian Bushfires Royal Commission. All affected landowners and occupiers have been notified and two community drop-in sessions were held in mid-October.

We have eight participants currently taking part in this environmental project in Mitcham. They are doing a wonderful job in weeding and planting. Protect yourself from thunderstorm asthma A

new thunderstorm asthma alert system is now up and running, giving Victorians an early warning of possible epidemic thunderstorm asthma events.

People with asthma or hayfever are particularly at risk of thunderstorm asthma, and for many it can be sudden, serious and life threatening. Last year’s thunderstorm asthma event was the largest ever recorded in the world, leading to nine deaths and 8500 people seeking hospital treatment.

What causes thunderstorm asthma?

How to prepare

Grass pollen grains can get swept up in the wind and carried for long distances. Some can burst open and release tiny particles (allergens) that are thought to be concentrated in the wind gusts that come just before a thunderstorm. These small particles can be breathed deep into the lungs and can trigger asthma symptoms.

This can become very severe, very quickly and many people may require medical help at the same time.

where possible, avoid being outside during thunderstorms from October through December – especially in the wind gusts that come before the storm. Go inside and close your doors and windows, and if you have your air-conditioner on, turn it to recirculate

if you have asthma, have an updated asthma action plan

have reliever medication appropriately available in grass pollen season and be aware of how to use it (ideally with a spacer)

COMMUNITY BRIEFS 1st Heatherdale Scout Group 60 year celebrations Saturday 2 December will officially mark the 1st Heatherdale Scout Group's 60 year contribution to the scouting movement and the community.

Mitcham Senior Citizens Centre

What made you interested in volunteering?

Whitehorse’s seniors are invited to visit the Mitcham Senior Citizens Centre at 16 Station Street, Mitcham.

The centre caters for gentle exercises every Tuesday morning, carpet bowls every Tuesday afternoon, country dancing the 1st and 3rd Wednesdays of the month and a social with very good entertainment every second Thursday afternoon. The group is constantly looking for new members, particularly for the bowls group.

I have been doing volunteer work with both Maroondah Youth Services and the various programs they run, and now Whitehorse Freeza committee for a few years now! I have also volunteered at multiple pop culture and gaming conventions (including Supanova, Oz Comic-Con and Pax Australia). I just love the whole process from the organising to the setting up and then running the actual event. I just feel in my element and really work well in that environment.

I am part of a committee of volunteers who organise music/arts/culture events for young people aged 12-25.

We do everything from planning, putting the plan into action and organising the logistics, and finally running the event itself.

What do you get out of your volunteering?

It's an experience in itself! I love the whole process of organising and running the events, but I also love the connections I get to make, be that more professional contacts or making new friends from running the events. I love interacting with people and I find volunteering in events organising is a perfect way to work with and meet new people. It's also an amazing way to give back to the community, give them something enjoyable!

What would you say to people who are thinking about volunteering?

I would say definitely go for it! If you love working with other people, meeting new people, giving back to the community and having fun, it's something I think is worth doing. In volunteering, if you put in hard work and dedicate yourself to the volunteer work, you will get rewarded in return by all the experience and enjoyment you can get from organising and running events.

Edwina works with many mediums, including watercolour, oil, pen and textiles. Her work has been displayed in galleries in New York, Los Angeles and Melbourne, as well as being sold at local markets. The artist also recently illustrated a children’s book, My Backyard Circus.

The evening is hosted by resident badminton guru Boris Ma (pictured below) who has represented Australia at the Youth Olympic Games.

Teagan (who is a Tuesday evening regular) said that she comes to the Tuesday Social Badminton program primarily to get more active, but also to play a sport with people other than her family.

Edwina spent her BHCAC residency exploring the themes of femininity, nature and beauty, and the connections made between them. She explored a range of mediums but worked primarily in watercolours, pencil and textiles, and on large scale portraiture.

“Even though I don’t see the other people every other day of the week, we still joke around and have a good conversation,” said Teagan.

Another regular player, Josh, said that he looks forward to smashing shuttles every Tuesday.

Her work will be on show from 8-12 November at BHCAC, with the community invited to the official opening on Thursday 9 November, from 6pm-8pm.

The spring golf season at Morack Golf Course has got off to a great start with a combination of winter rain and warm spring days conditioning the course to perfection.

The driving range is also in stellar condition, just in time for the golfing season.

The advent of daylight saving means afternoon golf is a popular pursuit at the course. Afternoon sessions begin at 2pm, with the “pay for 9 holes, play 18” deal the perfect way to hit the course. The deal includes a shared cart for your convenience!

Twilight golf sessions begin at 5pm, and are an ideal way to wind down from a day’s work or simply to enjoy the leafy surrounds of Morack during dusk. Play nine holes of twilight golf through the week for only $14.90.

Beginner clinics on Saturdays and Sundays throughout November cost $120 for three weeks and are great for those wanting to develop some of the basic skills of the game. Over the three weeks you will get an introduction to the fundamentals of the game, instruction on golf swing, and on-course guidance and coaching.

Council has an office available for lease at the Whitehorse Community Resource Centre, perfect for a not-for-profit organisation.

The Whitehorse Community Resource Centre is located at Level 1, 79 Mahoneys Road, Forest Hill, and consists of individual office spaces, conference and meeting rooms.

Currently, 11 community groups call the centre home. The space for lease would suit two to three staff.

Council is seeking Expressions of Interest from community groups with salaried staff who can ensure that the office is staffed a minimum of three days a week.

“It’s a great sport that offers tremendous exercise and benefits to your body,” said Josh. “It’s fun and I’ve made good friends.”

Get involved Registration is not required and we cater for players of all skill levels.

Simply come down on a Tuesday evening between 7pm and 10pm and get started. There is also no commitment (play as often or as little as you want).

We can cater for individual players and groups of 2, 4 or 10!

Cost $14 per player per night. Racquets can be hired at reception for $3.

Reflection: An Australian Quilts in Public Places exhibition 16 November – 21 December Quilters throughout Australia have created original textile works representing the theme ‘Reflection’ for the 2017 Australian Quilts in Public Places (AQIPP) show at Artspace.
