WHITE BEAR LAKE — Plans to close Hwy. 61 access into a strip mall and redesign a nearby intersection attracted a council chambers full of Rush Line opponents to a public hearing last week.

The Minnesota Department of Transportation (MnDOT) is asking City Council's consent to close Lakeside Shops' driveway for several reasons: it's too close to a new stoplight at the Whitaker Street/ Hwy. 61 intersection and it's in the way of a new bus station on the northeast corner.

Advocacy groups turn tide on literacy in schools ST. PAUL — October is Dyslexia Awareness Month, and a grassroots group largely responsible for pushing significant legislation through the Capitol reflects on its progress over the last nine years.

COMMUNITY BRIEF Library launches TeenTober Throughout the month of October, Wildwood Library is celebrating teens with a new TeenTober program.

TeenTober encourages middle school and high school-aged patrons to try new things that interest them for a chance to win free books and prizes.

To participate, teens can try any type of media – like reading books, watching movies, playing games, and listening to music – then submit a review telling the library what they loved or hated about it. Reviews can be submitted in person at their local library or electronically on the library’s website. First reviews automatically earn a prize, and every review is entered into a grand prize drawing at the end of the month.

Throughout October, library staff are also planning several teen-focused programs with weekly themes like art, gaming, literacy, and crafting.

This will include a variety of options, including take and make activities, virtual gatherings, and in-person hangouts. Each program a teen attends will also earn them an entry into the library’s grand prize drawings.

Middle school students are in the midst of taking the fall NWEA assessment in both math and reading. Also, the district has a new gifted and

talented coordinator who is surveying elementary students and teachers and working on enrichment activities.

• At Mahtomedi Middle School, counselors conducted “minute meetings” with each student on their team to welcome and connect with students. “We also have a lot of team

building and onboarding activities going on through Zephyr time,” Duffrin said at the Sept. 23 school board meeting. Since everyone is wearing masks in schools, the district is notifying families of positive cases in their child’s classroom(s) or bus routes. There are no classroomwide quarantines. Families are asked to watch for

symptoms; students and staff who test positive for COVID-19 will be quarantined following the Minnesota Department of Health (MDA) decision tree guidelines. Duffrin said they do not ask the staff or student who tested positive if they were vaccinated or not.

“That’s irrelevant to us when it comes to the quarantine, because the quarantine is the same regardless.” she said.

Duffrin said the leadership team will continue to update the school board about health and safety protocols.

• The school board unanimously approved the 2022-23 preliminary property tax levy, which includes all voter-approved levies previously authorized and all discretionary levies with legislative-authorized amounts. Director of Finance and Operations Jeff Priess said, “We’re really not doing a specific dollar amount tonight. That will happen in December and will be subsequent to our truth in taxation hearing, which we have scheduled for Dec. 9. Tonight you’re approving the amount the district is authorized.” The total proposed property tax levy is approximately $15 million, with a levy increase of 1.37% from 2021.

The next Mahtomedi School Board meeting is at 7 p.m. Oct. 28 at the Mahtomedi District Education Center, 1520 Mahtomedi Ave. in Mahtomedi.

Why we need a community forum

I

am not sure what I expected our country to look like in 2021, but I certainly did not expect it to be so fractured and so bogged down in hate.

My oldest son was a year old on September 11, 2001. The wave of patriotism following that day gave me hope for the America that my kids would inherit.

Fast forward twenty years, and that hope has been overtaken by fear. Fear that our country has become so polarized on every issue Movers & that it may not survive. In Shakers 1858, Abraham Brian J. Allfrey Lincoln said, “A house divided against itself cannot stand”. Never in America’s history has this quote been truer. In 1858, Lincoln spoke about the divide between free states and slave states. In 2021, America is divided on a multitude of issues, and most of our society is determined to expand that divide rather than close the gap. We have technology and media platforms that not only created this divide but continue to drive a wedge between us. These concerns are a driving force behind the theme of National Newspaper

Week — the Community Forum, newspapers as the foundation of our communities. Let me explain the problem and then offer a solution.

We are polarized on every issue because of the information that we consume every day. We have completely lost our ability to see another point of view. We no longer accept differences of opinion, debate, disagreement, or dissent. Any division in thought is met with anger and hatred. This is in complete violation of the concepts that created America.

America was founded on the ideals of freedom, tolerance, and acceptance. All men were created equal with fundamental rights. People of diverse backgrounds and beliefs worked together to frame these ideas into a new country with liberty and justice for all. They compromised for the betterment of everyone. Now, we all know our country is not perfect. It never has been and never will be. These ideals have not always applied to everyone, but the beauty of our country is that it should continue to evolve. America is a concept, a target for which we are striving.

Unfortunately, it feels like we are as far away from the target, as far from a perfect system, as we have ever been.

The question for all of us is, how did we get here, and how we evolve.

The 1980’s gave birth to the 24-hour news networks. These “news” networks have become Entertainment TV Programming with multiple networks now fighting for viewers, ratings, and advertising dollars.

They each appeal to a subset of viewers with a distinct political leaning. Their programming has little reporting of the actual news, focused mostly on commentary, feeding their viewers what they want to see and hear.

These networks have become 100% entertainment losing all their journalistic integrity. They feed us the information that they want us to have, and most of us are unaware that we are consuming propaganda rather than facts.

The 2000’s saw the advent of social media networks, heralded as a breakthrough in human interaction and communication.

With a mouse click, or swipe, you can connect with anyone, or any group, anywhere in the world.

This modern technology has changed how we live and communicate. Unfortunately, it is being used to further the divide of the American public. Social networks work on algorithms designed to show you things in which you are interested, which explains why they are so entertaining and addicting. However, many entities are exploiting these platforms to divide us.

LETTERS TO THE EDITOR PAID LETTER Withdrawing candidacy I am writing to clear up any confusion regarding my candidacy for the Mahtomedi School Board. While it is too late to take my name off the ballot, I am withdrawing from the race and fully endorsing Paul Donna.

With three candidates named on the ballot for one open seat on the school board, it is important not to “split the vote for change” and lose this opportunity to help our schools return to their former excellence. Since we share similar educational goals and family values, I am giving Paul Donna my full endorsement for the Mahtomedi School Board. I am supporting Paul Donna because he is a proven leader, he will listen to the concerns of Mahtomedi families and he will prioritize restoring academic and educational excellence to our Mahtomedi Schools.

In a recent letter to the editor by Mr. Phil Williams, my character and judgment were attacked for participating in the recent League of Women Voter’s Forum. In his opinion, I showed “extremely poor judgment” and lacked ethics for not informing the LWV of my intentions to withdraw from the race. The fact is that I did discuss my situation and intentions with the LWV ahead of the forum. It was their recommendation that I should participate because my name is on the November ballot and that I could use the forum to inform potential Mahtomedi voters of my withdrawal. Since there were no formal introductory statements in the forum, I incorporated my withdrawal into my answers to their questions on multiple occasions for the sake of clarity and transparency.

While Williams mentions in his letter that Tony Vosooney has “served as a replacement” on the school board for 11 months, he fails to mention that Vosooney was appointed — not elected — to the school board. In fact, voter chose not to elect Vosooney when he ran in 2020. Mr. Williams’ lack of transparency and his attack on my character and on Paul Donna’s character is a prime example of someone spreading false information for political gain. Just one more reason to vote for Paul Donna.

Bill has also been a member of the Merrick board of trustees for eight years, serving as president for two years. Top cop talks trends in city WHITE BEAR LAKE — Most people probably wouldn't guess the No. 1 complaint received by the Police Department is traffic.

"Citizens want more traffic enforcement," said Chief Julie Swanson.

She added that the city's officers didn't write a lot of tickets in 2020 since people were already stressed by the pandemic. Plus, there weren't as many people on the roads last year.

Typically, White Bear cops respond to 28,000 calls for service annually.

Last year, it was 24,000. That's still a lot of calls for a small town department with 31 officers. As the chief put it, there weren't as many people on the street doing crime.

"I think even the criminals were nervous about the pandemic," she surmised.

The police chief has served in many roles during her 21 years with the department. She spoke to the White Bear Lake Rotary Club last month about crime in the city and included some personal info, as well. Like the fact she moved to White Bear from St. Paul when she was 14, has a degree in social work and has been married 32 years. She and her husband raised three sons through the White Bear school district, two of whom are also cops.

As for crime trends, Swanson said they received 175 domestic calls in 2020, down from 2019. "I don't know why it's down, because more people were home," she noted. "It's amping up a little, so maybe they're sick of each other by now." Domestics involve assault and fear for one's life as opposed to disturbances, which numbered 400 last year.

Another "big one" is thefts from auto, of which there were 200 last

year. "The unfortunate thing is what they're stealing is minimal," added the chief. "It's a crime of opportunity.

People go through a neighborhood. If they see $5 in change, they'll break a window to get it."

Swanson said deterrents are locked cars, well-lit areas and not leaving items in a car. Ring doorbell cams are helping, but people wearing masks are hard to identify.

Catalytic converters continue to be a hot item. In 2020, 23 were reported stolen. There have been 40 reported already this year. The most popular targets are the Toyota Prius and Mitsubishi Outlander. The latter has an optional cage to protect the converter from theft. It's a couple hundred bucks, according to the chief, but that's better than waiting three months for a new converter.

Other trends in 2020: • 150 calls involved persons in crisis.

White Bear uses forfeiture money to pay for a part-time mental health case worker. The person is shared by several communities through Northeast Youth & Family Services.

• 11 drug overdose deaths and 36 involving Narcan. "We work hard at preventing overdose deaths," the chief said. Officers started carrying Narcan a year ago. The antidote to overdose is used at least four times a month, sometimes several times a week. As for drug dealing in White Bear, Swanson said it's not getting worse.

"We have a lot of challenges in law enforcement, especially the last three years," Swanson told Rotarians.

"There are people who do wrong in law enforcement, and that's not acceptable. The state has 11,000 police officers, so you're only hearing about

a couple involved in drastic events."

She blames the media for the shift to anti-law enforcement sentiments and wants people to remember they're seeing a minority of issues.

During the riots that followed the death of George Floyd, Swanson said she remembers thinking, "I've never lived through this in law enforcement. There was chaos and fear. I'm glad we've come through that and I think a lot of good change has come through as a result. It's opened up discussion that needed to be opened."

Her department attracts some diversity, but "not a ton," added Swanson, who meets potential recruits through a teaching position at Century College. "There is more opportunity in bigger cities and counties. We do tend to recruit White Bear people, which is good for our community."

PUBLIC SAFETY BRIEFS White Bear Lake man acquitted on sexual conduct charges Howard William Dunleap, 19, of White Bear Lake, has been acquitted of multiple charges in connection to an incident on Dec. 13, 2020. Dunleap was acquitted of first-degree criminal sexual conduct with a dangerous weapon, second-degree criminal sexual conduct with a dangerous weapon and first-degree aggravated robbery. He was convicted of misdemeanor theft.

The public defender’s office has filed an appeal, which is pending.

Nonfatal drug overdoses increased during pandemic According to the Minnesota Department of Health, hospitals in the state have reported an upward trend in nonfatal overdoses, mirroring fatal overdose data.

More than 14,000 Minnesotans were treated at a hospital for an overdose in 2020. Additionally, for every overdose death of a Minnesota resident in 2020, there were 14 nonfatal overdoses reported.

The Minnesota Department of Health (MDH) reported an 18% increase in nonfatal, emergency department-treated drug overdoses, from 6,196 in 2019 to 7,290 in 2020. Opioids and stimulants drove much of the increase, as they were involved in 57% of emergency department visits for nonfatal overdoses.

“The report on nonfatal overdoses in Minnesota is a reminder that so many lives are tragically impacted by substance use,” said Minnesota Commissioner of Health Jan Malcolm.

“The COVID-19 pandemic has been the biggest public health issue in the world for almost two years now, but the other pressing public health issues have not gone away. The opioid epidemic continues to be pervasive and requires continuing, comprehensive drug overdose prevention and response efforts.”

Proposed tax levy gets last-minute bump WHITE BEAR LAKE — September is preliminary tax levy time. The amount approved by cities this month can be lowered but not increased when the levy is finalized in December.

That rule induced City Council to amend the levy proposed at last week's meeting by $200,000, thus raising property taxes collected in 2022.

At the end of the night, the preliminary levy adopted by council was $8,080,000. Last year's property tax levy was $7,370,000. The 2021 levy includes a 4.7% increase for operating expenditures and 2.2% for new debt service.

Of that proposed amount, $7,000,000 supports the general operating fund and $855,000 services debt, most of which comes from bonding to fix the city's streets over the last four years.

The financial hit on the owner of a median value home, $260,300 for the 2022 tax year, is $548 in city property taxes. Last year, a median value home was $256,000 and taxed $467.

City taxes would be $15 less under the original proposed levy amount of $7,880,000.

The reasoning behind the added $200,000 has to do with fund transfers that support the engineering department. In a memo to council, City Manager Ellen Hiniker explained that the department needs financial help.

Currently the proposed budget reflects a $725,000 transfer out of the construction fund into the

$750,000 from the construction fund to the general fund to avoid increasing the tax levy. When we had interest earnings, there was no harm to that," Edberg said. "Those days are long gone, and we are forced to reacclimate ourselves to a different reality.

"This diminishes our resources for doing projects," he continued.

"Some we can still bond for but some are not bondable and depend on the construction fund.

"It's time to unwind what may have been a temporary solution 15 years ago," Edberg said. "Now is the right time to add to the levy. It's like a mortgage down payment."

reminded that council that "if something catastrophic happens between now and December, we don't have to do this." He's referring to the fact the levy can be lowered before final council approval.

Despite the increase, White Bear Lake’s tax levy remains second-lowest per capita among communities in the state with a population between 20,000 and 30,000, when combined with local government aid.

The preliminary levy now goes to the county to calculate property tax statements that are mailed midNovember. The truth in taxation hearing is scheduled for 7 p.m.

general fund to support engineering operations. In the past, when higher interest rates provided more revenue to the construction fund, it was able to support the department. A reduction in those earnings plus lower License Bureau income has resulted in significant revenue losses.

The construction fund, according to the memo, supports pavement rehabilitation and miscellaneous sidewalk and street maintenance projects.

To achieve a healthy long-range fund balance, staff recommended reducing the general fund's dependence on the construction fund by boosting the levy another $200,000.

Hiniker noted at the Sept. 28 council meeting that the increased levy also helps support the following: • Fire department staffing. The city eventually hopes to hire six firefighter/paramedics for one more full-time response crew. The new budget allows for two hires.

• Salary and benefit adjustments.

Included are 3.25% employee raises.

The new city manager's salary was adjusted to market rate. Personnel costs account for almost 80% of an $814,000 increase in expenditures.

Council Member Kevin Edberg supported the amended levy amount, noting that long-term, paying for infrastructure is the city's most important issue.

John C. Basch, age 73, loving husband and father of White Bear Lake and Eveleth died Saturday, January 16, 2021 at a Essentia Health-St. Mary’s Medical Center in Duluth from complications of COVID 19.

John graduated from White Bear Lake High School, Class of 65. He enjoyed a successful profession in the communications field and retired following a lengthy career at BIWorldwide.

John was a veteran of the Vietnam War. He served in the Infantry honorably as an NCO, Infantry Squad Leader, in the U.S. Army, 82nd Airborne Division from 1967-1969. John received several medals including the Bronze Star. His experience in the Army taught him the value of discipline and teamwork and, most of all, the fragility of life.

John had many interests, passions and pastimes.

Among them, John was a golf enthusiast, diehard baseball fan, fervent historian, voracious reader, movie buff, passionate art & design devotee, lover of a wide range of music, enthusiastic traveller, and Pleasant Lake pontoonist.

John was a gentleman of grace, dignity, kindness and integrity with a wonderful sense of humor. He left us too soon and will be forever missed by those who knew him. Peace to all who mourn his passing.

Preceded in death by father, Anton Basch; mother, Frances (Miller) Basch; brother Edward Basch; sister Judith Christensen. Survived by wife of 37 years, Jean Peterson Basch; daughter, Adrianne Basch; son, Timothy (Michelle) Basch; siblings Margaret Zellmer; Kenneth (Dixie) Basch; and Joanne (David) Kost; and many nieces, nephews, relatives and friends.

Interment with military honors will be held at Ft. Snelling, October 15, 12:45 pm.

Beatrice was born at St. Paul Hospital on June 24, 1915 to Nellie and Paul McLagan, one of seven children. She attended Douglas Elementary School and graduated from Humboldt High School in 1933. She was confirmed at St. Stephen’s Lutheran Church in 1929.

She is predeceased by her husband John Willard Kellgren, whom she married in 1937. They joined South Shore Trinity Lutheran Church in White Bear Lake in 1947, and Bee was an active member until her death, including teaching Sunday School, serving in many church organizations, and traveling to the church’s mission in Mexico several times in her 70s and 80s to help build schools. She loved to travel, and visited Israel, France, England and almost every state in the U.S. She was an inventive cook and was known (especially by her grandchildren) for her cookies and, of course, her bars. She held jobs in a nursing home, department store and drug store and volunteered widely.

She was proud of her children and grandchildren and delighted in their educational and career choices, which include teaching, philosophy, nursing, psychology, art, international aid, social work, real estate brokerage and the Lutheran ministry.

Bee is survived by her children Jeffrey (Nancy Connors); Timothy (Patricia); and Laurel Nelson (Jim); by her grandchildren Liv, Erin, Benjamin, Leah, Philip, Kelly, Alice and Jackson, and by her great-grandchildren Elizabeth, Lua, Finn, Cole, Essie, Katherine, Sophia, Alaina, Brielle, Brinley and Riley.

Memorials preferred to South Shore Trinity Missions or Hospice.

Age 86, of White Bear Lake, Minnesota, went peacefully to be with the Lord on Sunday, September 26th, 2021.

Charlene was born in Denmark, Arkansas on 1/27/1935 to her parents Mary and Roy Fritts.

Charlene is survived by her twin brother, Charles Fritts, of Tucson, Arizona, and by her children Janet Onderick (Paul) of White Bear Lake, Minnesota, Linda Smaligo (Rick) of Park City, Utah, and James Meredith, of Melbourne, Arkansas. She will be remembered with fondness by her grandchildren, Chris, Steve, Nick, Andrew, Leah and Paige, and many nieces and nephews. Charlene was preceded in death by her husband Victor and daughter Vickie, as well as her four other siblings and her beloved grandson Corey.

Charlene enjoyed many activities and was a great lover of books and music. She also became a selfappointed and knowledgeable genealogist for her extended family. She kept many albums of photos documented with detailed captions for the historic records of the Fritts and Meredith families.

She was also very interested in poetry, and wrote poems for her own enjoyment and to print on her Christmas cards. Some of her poems were published in the local and regional newspapers in Arkansas.

We would like to give our special thanks to all of the wonderful people who knew Charlene and assisted her at the Lodge at White Bear Lake, including the staff of Recover Care, and at Encore Memory Care in Hugo, Minnesota, where she lived for a short time in the few weeks before her death.

We also greatly appreciate all of the assistance and loving care given by Heartland Hospice Services.

We would also like to give our thanks to Chaplain John Curran, who will preside over Charlene’s memorial service.

A memorial service for Charlene will be held on Friday, October 8th, 2021 at 10:30 am at the Lodge at White Bear Lake, 3666 E County Line N, White Bear Lake MN, 55110. All friends are welcome.

Loving Mother, Grandmother and Great Grandmother It’s with great sadness that the six children of Hazel Hennessey announce her passing at the age of 91, on August 31, 2021. A 1948 graduate of Mahtomedi High School, Hazel was fourth of eight children, and the last to survive. She was preceded in death by her parents, Clinton & Amanda Caulkins (Mullenax); siblings Elvin, Velma, Vernon, Dorthy, Betty, Clinton Jr., Edward & former husband Richard Hennessey. She is survived by children, Richard, Barbra (Tom) Clark, Deborah (Bill) Ramsey, Michael (Xiomara), John (Claire), Glenn (Stephen Kogut); nine grandchildren; sixteen great grandchildren; & countless friends & relatives. Hazel married at seventeen & worked her entire life (much of it at Sperry Univac/Unisys), only to continue helping others upon retirement, never moving far from her childhood home in Willernie. She was a 60-year member of Lake Drive (later Silver Lake) United Methodist church. Hazel gave selflessly, smiled tirelessly, and will be missed by all who knew her. A Celebration of Her Life will take place Saturday, October 16, 2021 at Sandberg Funeral Home, 2593 E 7th Ave., North St. Paul 11:00 AM with Visitation starting at 10:00 AM. Private Interment to follow at Union Cemetery, St. Paul.

I was surprised to learn from a posting at the beach area regarding the Ramsey County Parks Ordinance Project of proposed changes to the current ordinance. This was the first I was made aware of it as I walked by the beach sign earlier this week. I was taken aback when I saw this.

My questions are: 1) Why is/was this not communicated locally in the White Bear Press or Pioneer Press to make residents of Ramsey County more aware that this is happening?

Not all people are even aware this is happening behind the scenes. Not every Ramsey County resident has access to various communication platforms on the internet where this has been communicated on the project site.

2) Why is it necessary to change the verbiage of the current ordinance? My understanding is that the intention is not to change the ordinance per se, but by changing the verbiage, it would certainly change the interpretation of it by individuals and create a whole new set of problems the community and Ramsey County does not need. Please do a better job of keeping the communication lines open to ALL 552,352 residents of Ramsey County (according to the 2020 Census), not just a select few. I think today’s interpretation of being “politically correct” has gone too far.

As I was reading the synopses of each of the school board candidates in the White Bear Press, I had to stop and ask myself whether the candidates acknowledge the parameters of their position as a school board member.

I have been a school board member in another state so I try to look at the statements through my past experiences.

The school board hires a superintendent to carry out the policies of the school board.

School board members are elected to listen to the community, faculty and staff and to work with the superintendent to develop policy for the district. They along with administration develop and approve a budget for the school district.

A school board or individual member is not directed to run the daily operations of the school district. They are not elected to micromanage the schools, the daily curriculum or staff (excluding the superintendent) in the district. The district administration is hired to complete this task based up policies established for the district.

School boards can develop policy to address achievement gaps, equity, fiscal responsibility and inclusion as well as many other issues.

In reviewing the answers the candidates provided to the questions asked by the White Bear Press, I feel some candidates answers suggest they would be likely to interfere with the implementation of the district policies.

I feel we have a number of good candidates for the school board who have the objectivity and knowledge to lead our district and provide support and a positive future for all of our faculty, staff and students.

In our current social climate, I think it’s especially important to say thank you to people who perform a service you value. Today I want to thank all the dedicated and talented employees who work tirelessly to bring us the White Bear Press every week. You provide our community with so much beneficial information in each issue. The writing is top notch, fair and impartial. I would like to give a special shoutout to Debra Neutkens for outstanding excellence in her coverage of the Rush Line BRT Project and the No Rush Line Coalition.

Citizen-led effort boosts safety on Mahtomedi streets Mahtomedi area residents and city and school district staff are teaming up to improve safety for walkers, bicyclists, wheelchair users and runners.

Members of the Mahtomedi Area Green Initiative are working with the Bicycle Alliance of Minnesota, the City of Mahtomedi and ISD 832 to identify opportunities to calm traffic, redesign infrastructure, improve visibility of nonmotorized traffic and otherwise make Mahtomedi streets safer and improve the quality of life in the community.

Washington County and the cities of Willernie and Pine Springs are providing additional support.

Progress to date includes: • The school zone was repainted around O.H. Anderson Elementary School.

• The speed limit has been reduced to 20 mph on residential streets and 25 mph on collector streets.

• A rapid rectangular flashing beacon (RRFB) is planned for the crossing at Quail Street.

• Sharrows have been painted and “Share the Road” signs installed to indicate

the presence of bicyclists and where they should ride for maximum safety on Briarwood Avenue, Old Wildwood Road, Highway 12 and Glenmar Avenue.

• Dahlia, S. Hallam and 72nd Street have been striped to calm traffic by narrowing vehicle lanes.

• The community’s Safe Routes to School map has been updated to reflect improvements.

• The vehicle lane has been narrowed, the pedestrian lane widened and signage improved on Old Wildwood Road.

• A flashing speed feedback sign has been purchased and deployed to aid in speed data gathering and enforcement.

• A Bike/Walk/Roll Facebook page has been developed.

Projects in the works or being discussed include: • Adding a sidewalk south of O.H. Anderson • Adding a sidewalk on 72nd Street from South Warner Road to Glenmar Avenue • Creating a safe Hilton Trail crossing from the Pheasant Run neighborhood • Adding a stoplight at Hwy 12/

Wedgewood Drive and pedestrian crossings with median refuges at View Road/Old Wildwood Road and Lincolntown Road • An asphalt path through Katherine Abbott from the parking area to Bichner Lane • A pedestrian link through back of Four Seasons Restaurant to the Forest Avenue Trail • Redesigning the intersection of Maple Street and Hwy. 244 • Installing an RRFB at Wildridge Road on Lincolntown Road • Paving the Briarwood Trail • Adding a new connector trail linking Hallam Avenue N. at Juniper Street to Hallam Avenue • Adding pavement marking on Wildwood Beach Road, Birchwood Road and Park Avenue.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — City Council took the following action at its Sept. 28 meeting: • Adopted assessment roll for 2021 mill and overlay project. No one spoke during a public hearing.

• Considered access change and right of way acquisition off northbound Hwy. 61 at Whitaker Street in preparation for the Rush Line Bus Rapid Transit station. No action was taken (see front page story).

• Ordered feasibility report for 2022 South Shore Boulevard project.

Proposed is a sanitary sewer extension to 12 properties on South Shore between White Bear Avenue and East County Line Road.

The project will coincide with the joint street rehabilitation project planned by the county, city and township that includes a multiuse trail.

City Engineer Paul Kauppi said it is the last concentrated area not on city sewer.

• Granted a one-year time extension for a setback variance at 2687 County Road D. The applicant,

Paul Bruggeman with Bruggeman Builders, wants to build a triplex townhouse on the parcel. He cited material shortage and lack of labor due to COVID as reasons for the request.

• Approved special assessment in amount of $21,700 on taxable property within the Birch Lake Improvement District.

Property owners pay equal amounts of the self-imposed annual levy, which is $350 per property, to help maintain water quality in the small lake.

• Authorized auditing services contract with Abdo, Eick and Meyers. Seven firms sent proposals.

The three-year contract with the city's current firm will cost $92,250.

• Approved acquisition of tax forfeit property for flood control and storm water management.

Washington County offered three tax forfeit properties to the city for a total purchase price of $695. The parcels are located in the northeast quadrant of East County

Line Road and Riviera Drive North and represent an area where water ponding for the city's adjacent roadways is already occurring. City control of the parcels allows for easier storm water management in the future.

• Heard a presentation by Trane Technologies representative Thomas Huberty on results of an extensive Sports Center energy audit and citywide lighting analysis.

The White Bear Lake company started the project in 2019 after it was determined Sports Center energy use was greater than anticipated following the 2018 renovation project.

Preliminary findings were presented pre-pandemic last year and in December, council authorized an investment grade audit, as well as potential solar opportunities within the city.

Proposed energy improvements, including a new racquetball court roof and HVAC replacements at the Sports Center, and lighting upgrades in city buildings and parks, would

cost about $713,700. About half the cost has already been identified in the capital improvement budget.

Improvements at the sports facility, confirmed by the audit as the city's largest energy user, could save $43K a year, Huberty said. Citywide lighting improvements would save $35K per year.

To do everything recommended, the project would cost $1.68 million, which includes solar, for an annual savings of $118,000. Payback would take 10.5 years.

Asked about performance outcome guarantees, the Trane representative said the energy savings noted in the audit are guaranteed.

Trane conducted the audit at no cost due to its partnership in the city's Climate Smart initiative.

The council will take action on the recommendations at its Oct. 12 meeting.

Birchwood Village turns 100 all residents had to pay taxes to a school district if the village was unincorporated. Only two or three students were attending school from Birchwood, which was still a summer community, and residents felt they didn't need to do that."

So the village incorporated, formed its own school district, No. 78, and designated the land now known as Bloomquist Park for a school. They had a school board but a school was never built. In 1951, the land was turned over to the village for a park.

Birchwood became part of the White Bear school district but students had to provide their own transportation.

By the end of 1932, Twin City Rapid Transit Lines had vacated streetcar service into White Bear and Stillwater, despite opposition from upset residents who had come to the area because of the access. Headlines in the White Bear Press announced meetings on the "street car case" that was expected to wind up in court, which it did. A district judge signed a temporary order stopping abandonment of the line, but it did not hold and streetcars left Birchwood.

Not long after, a shortcut from East County Line to Willernie was proposed and a new road was built, shaving two miles off the former route. Hall Avenue is the old streetcar bed. Lee Hall was the first village council president or mayor.

In the late ’20s, village leaders began to levy for a city hall. Architect Magnus Jemne was hired to design the building, which has served not only as a government meeting place but as a community gathering space.

Still in use today, the village hall has lived up to its name, Hanson said.

In 1974, the state required villages to become cities. Birchwood wanted to keep its quaint name, so it is now called the city of Birchwood Village.

In her wrap-up of village history last week, Hanson added that one of the things that makes her smile is Birchwood's statement, "We are social," "It makes me chuckle because it's an understatement for Birchwood," Hanson said. "They have more clubs per capita than any other community I know.”

Nestled in the southwest corner of White Bear Lake is a tiny village that one historian describes as "creative and social, with more clubs per capita than any place I've ever seen."

Sara Markoe Hanson, executive director of the White Bear Lake Area Historical Society, talked about Birchwood's past at a special Sept. 27 online presentation celebrating its centennial.

The small suburban city "with a passion for green space and community involvement" started as a cluster of summer cottages on the lake, Hanson said. A company known as Lakewood Park was mainly responsible for Birchwood's development.

The company platted an area around Wildwood Park in 1906 and started selling shaded lakeside lots that varied from 140 to 300 feet of shoreline. "The land is beautifully wooded with a magnificent view of the lake," read marketing materials from the company. They were selling lots for $650 on the lake and $200 to $400 across the street.

A new streetcar line that passed along the length of development also added enticement for St. Paulites seeking lake property accessible by public transportation.

When cottages started to spring up in the area, which was part of Grant Township at the time, everyone agreed having water was important.

According to Hanson, a water company held by Lakewood Park was sold to George Roberts, a plumber and pipefitter, who charged owners $8 per season for one faucet. Additional faucets were $1 each and a water closet, or toilet, was $2. Water was pumped from the lake, Hanson said, and of debatable quality.

In 1918, the western part of Grant Township where Birchwood was located was renamed Lincoln and three years later, the village incorporated. The date was Sept. 10, 1921.

It's her understanding, Hanson continued, that school taxes prompted the incorporation. "At that time,

A popular figure, Al Bloomquist was a school bus driver and Birchwood’s first constable.

He was known for returning misbehaving teens to their parents. Bloomquist Park is named for Al.

Mrs. Durand Churchill bought the house at 5 Birchwood Ave. in 1929. John “Jack” and Polly Shank became owners of the house, considered a landmark, in 1951. The couple started the Fourth of July parade from their backyard in 1952.

The last photo in the historical society’s presentation showed two side-by-side shots of children racing in gunny sacks at the Fourth of July parade. One photo was taken in 1967 and the second, more recently. As Hanson put it, 100 years may have passed for Birchwood, but some things never change.

Sister city all about green space GERMANY — Two White Bear Lake City Council members spent a week in the sister city of Ludenscheid recently as part of the Climate-Smart Municipalities

program. The German city was one of the country's first to define carbon dioxide targets and commit to climate protection.

during the trip, Council Member Doug Biehn said, "The greenery. It's just unbelievably green." Biehn particularly liked the 750-year-old city's walkability, the interactive activities along its trails and the many parks.

Ludenscheid is surrounded by large forests and stands of conifers, added Council Member Kevin Edberg. "Pensioners own small acreages that are planted to these pines and periodically harvested, being managed for long-term asset growth.

Climate change has warmed the winters, and a form of bark beetle that affects these species of pine have survived in numbers not seen in hundreds of years," he noted. "The result is massive deforestation. The same thing is happening to pine species in northern Minnesota, Montana and throughout the northern Rockies."

Tree planting programs like the one the delegates participated in help reduce carbon dioxide in the atmosphere and restore landscapes, among other benefits.

Ludenscheid partnered with the city of White Bear Lake in an exchange program two years ago to assist with implementation of environmental projects. Its goal is to accelerate progress toward a cleaner and more efficient energy footprint.

The grant-funded initiative is exploring projects such as solar panels on White Bear's municipal buildings, placement of electric vehicle charging stations and procurement of electric vehicles for its municipal fleet.

This was the second trip for Biehn and Council Member Kevin Edberg. The two city leaders visited Germany in 2019 as well, as part of the exchange program.

During that first trip, the delegation, which included Mayor Jo Emerson, were amazed at Germany's waste reduction culture. Styrofoam cups, paper plates and plastic forks were absent at meetings. Coffee and water came in glass. There are no plastic bags for purchases when you shop or plastic water bottles. And recyclables have specific sorting containers to keep them pure and marketable.

In dispatches written by Madeline Lydon, a University of Minnesota Humphrey School of Public Affairs grad student who accompanied the Climate Smart delegation, Ludenscheid Mayor Sebastian Wagemeyer noted his country's challenges with climate change, beetle infestations and recent flooding.

Asked what he liked about working with Americans and Minnesotans, in particular, the mayor said, their "positive outlook on the world." He also liked the delegates’ "huge amount of curiosity."

The progressive German city drastically increased its climate protection goals with a 2019 "Climate Protection Action Program" and in 2020 developed the "Municipal Sustainability Budget". Sustainability goals are now part of all municipal budgeting decisions.

Loon Chronicles VI: Autumn has arrived!

The chick continues to keep us guessing about its whereabouts.

Fortunately, we have enjoyed the hunt. As of late, the chick can be found fishing in the slot, Ordway Bay, and in the middle of the lake, just east of the Peninsula. The drop-in chicks, from other lakes, are starting to gather and appear to have welcomed the chick to their expanding group. We have wondered about the chick’s social skills, because it has had such a solitary summer. We have spotted the chick fishing and preening with an emerging adult, that is starting

to molt and lose the bright red in its eyes. The two have spent hours together and manage to find their way to the chick clique at sunset on most evenings. The chick stands out from the other chicks, because its coloring is more brown, with a hint of tan. The Eagles have been keeping a low profile and focusing most of their energy on the large flocks of Coots that tend to gather in the War Zone and along Lake Avenue. It does not take much to scare the flocks into taking off in all directions. The sound of their flapping wings is worth re-

cording. We are looking forward to the arrival of the migratory fowl, including Buffleheads, Mergansers, Canvasbacks, and Northern shovelers. So far, we have only spotted a few Pied-billed grebe. The boat traffic has notably decreased during the last two weeks, a welcome respite for the chick and its entourage. The chicks and gulls now have free rein to fish and gather wherever they may choose.

Fall colors are starting to dazzle and it is only going to get better.

DECODING DYSLEXIA: Local advocates help secure funds for literacy instruction FROM PAGE 1

nonprofit. Moms in the White Bear Area School District — Erin Florin, Vadnais Heights; Heather Smythe, White Bear Lake; and Lyn Haselmann, White Bear Township — have been an integral part of that work, she said. All have dyslexic children, three of whom attend White Bear Lake area schools.

Dyslexia is a specific learning disability often characterized by struggles with reading, spelling or writing. It is not an intelligence or other cognitive abilities issue, but is neurological. An estimated 20% of the population struggles with dyslexia but only about 10% of individuals are identified and supported. The disability is heritable.

Dyslexia cannot be cured, but difficulties can be mitigated with proper reading instruction, explained Berger.

Funds for the special training will be administered through the Department of Education. “They’re still ironing out how educators will access the grant,” noted Berger. “They will be partnering with Voyager/Sopris to deliver the training, which is open to all districts with a priority on K-3.”

Berger got involved in dyslexia

advocacy in 2013 after seeing her father, brothers and son struggle with reading.

She founded the nonprofit DDMN and was quickly joined by other mothers searching for educational interventions to their children’s learning disabilities.

What they found is the type of training necessary for dyslexic students was not available in schools, forcing families to shoulder the financial burden of private tutors.

She credits the longevity of her volunteer board of directors and area representatives like Sen. Chamberlain who share the group’s passion. “The wonderful thing about our organization is parents who are steadfast in ensuring their child’s educational needs are met,” Berger maintained.

Last week, the DDMN group saw a report card on how well school districts are adhering to new legal requirements.

A bill passed in 2019 requires schools screen students for signs of dyslexia in grades K-2 who are not reading at grade level. Elementary teachers are also required to learn signs of dyslexia and receive instruction in evidence-based reading methods.

are below acceptable reading/literacy standards. Dyslexia is the main driver behind the low rates. Only 5% of school children are diagnosed with a “specific learning disability,” a category that includes dyslexia and other learning disabilities. Most of the children not reading proficiently by third grade remain below the standard by the time they finish high school.

Left untreated, dyslexic, illiterate youth are at greater risk of truancy and failing, according to the organization.

Many do not attend college. Addiction rates are higher. Statistics show 80% of youth in the juvenile justice system are functionally illiterate.

They still have a long way to go, however. “There isn’t any one school district that has it entirely figured out,” according to Berger. “But there are districts making solid efforts and strides. This bill helps enable them

to move in the right direction for all students when it comes to literacy.”

The tide will begin to turn on literacy in Minnesota, added the dyslexia advocate. “In 2001, the national reading panel appointed by the U.S. Congress recommended reading instruction based upon the science of reading. Like Mississippi, Tennessee and a handful of other states, Minnesota is placing a priority on evidence-based literacy instruction,” Berger said. “Finally, 21 years later, we are starting to train our educators in how students best learn to read.”

Social Media has moved beyond connecting people to the single most polarizing platform in this country. Think about the negativity, hate, fear and bullying in your feed. No matter the subject, people are attacking each other in the most vile, evil ways. There is no discussion or civil discord, just polarized ideas of right and wrong. We say things to each other that we would never say to someone’s face. We treat each other without dignity or class. The technology and platforms that we entertain ourselves with are destroying the fabric of our society.

The very nature of social media is to connect people with shared interests, and on the surface, seems great. However, it connects people with like interests regardless of whether those interests are positive

or negative. Social media platforms become an echo chamber of people sharing the same beliefs and same fears, regardless of what those are.

Ted Kaczynski (The Unabomber) was one man, working alone. In 2021, he would be part of an extremist social media group, spreading his thoughts and feeding off the radicalism of others in a virtual mob effect.

We need to get back to being civil with one another, treating each other with dignity. We need to listen to others viewpoint. We will not always agree, but we do not have to. Differences of opinion are not bad. There can be truth on both sides of an argument. For example, masks are a huge argument across our communities right now. Is it possible that both sides could be correct in parts

of their argument? Could it be that masks may help slow the spread of disease, but at the same be detrimental to students learning? The issue is very rarely black and white but usually in the grey area between. We need to understand that both sides of an argument can be correct and stop fighting, hating, and bullying those that disagree with us.

The first step is in our own mind. We must look at the media and propaganda we are consuming. Our minds are consuming these ideas of hatred and polarization.

We need to move towards civil discussion and treating everyone with respect. To do this, we must regulate our media intake. We must turn away from the ideological echo chamber of “news” entertainment and social

media around us. Open minded people are bad for business for media outlets or social media groups pushing a certain agenda.

We need a new COMMUNITY FORUM for news, entertainment, and connection with our community. Every night, Walter Cronkite told you what had happened that day.

He did not give you his opinion, he gave you facts. We need the facts about what is going on in our community, and we can only get that in our local newspaper. Newspapers are embedded in the community.

Local news has a much bigger impact in your day-to-day life than national/regional news.

City Council, Zoning, School Board, Local Elections all have profound effect on our daily life. Engaging with our local newspaper makes our community better. Attend town

halls and community events.

Help hold our local elected officials accountable.

HYDRANT FLUSHING TO BEGIN – Within the next few weeks White Bear Township’s Public Works Department will begin to flush hydrants & watermains throughout the Township.

Improvements to the intersection, cited as needed safety measures in preparation for Rush Line buses, also necessitates the state acquire land for stormwater management.

Municipal consent is required by statute when a project alters access or requires acquisition of right of way, MnDOT Principal Engineer Sara Pflaum explained to council.

The drainage ponds in MnDOT's design include one sited on city-owned land between Hwy. 61 and Hoffman Road to manage stormwater running into an impaired Goose Lake. There is no stormwater management there now. A second pond is located near a green sliver of land that holds a large pylon sign listing Lakeside Shops tenants. The sign is on city right of way needed for the bus station.

Mall owner Richard Eitel isn't happy about the proposal. He is frustrated with the city and finds the state's proposed layout too confusing to understand.

The mall owner questions why the intersection isn't moved 100 feet to the south on public property, which Eitel said would make more sense.

He believes one reason is the city wants his pylon sign listing the mall shops to go away.

"They've (the city) never liked my sign," he maintained. "Replacing it with a small monument sign wouldn't be seen behind a bus station and wouldn't be fair to my tenants. Signage plus people's ability to get in and out of my property impact success. Tenants want that access." Another issue: The plan will take parking spaces from the businesses, he added.

The mall owner said he expects to settle the issue through the legal process.

"I know I'll have to battle condemnation in court," Eitel stated.

Eitel did not appear before council at a Sept. 28 public hearing on the issue. He is recovering from heart surgery "and didn't need the stress." Maplewood attorney Diana Longrie said she was

speaking on his behalf when she stepped to the podium.

She told council the mall owner is not against safety measures, jut the impacts on his tenants.

"The proposal before you is premature. It impacts seven local businesses. You've heard the expression three strikes and you're out?" Longrie asked. "For a small business, access is strike one; parking is strike two and signage is strike three."

Council did not take action approving or disapproving the plan last week but will take the matter up again Oct. 12. The city must pass a resolution either giving municipal consent or not within 90 days of the public hearing. If the city does not pass a resolution disapproving the layout, the layout is deemed approved.

There is an appeal process.

Rush Line supporters outnumbered Most of the people who came forward at last week's public hearing were opposed to the $500 million Bus Rapid Transit (BRT) project.

Some thought the line should at least end at Whitaker and not enter downtown. Many believe the buses coming to White Bear will be empty.

Spokesmen like Tim David with the anti-Rush Line Coalition iterated that his group is not against public transportation, just the number of buses driving through the city. "Ridership numbers should be reevaluated in a post-COVID world," he said.

Lisa Brock, a 26-year resident, feels it's premature to predict the impact of COVID on ridership. A bus commuter for years, Brock supports the improvements at Whitaker and the BRT. "Public transit in White Bear Lake has been infrequent and inadequate. Eighty-plus buses a day are a drop in the bucket compared to the number of vehicles using 61," she said.

wasn't opposed to public transportation, just the number of buses; Vicki Ford, who feels ridership numbers must be reassessed postCOVID; and Kit Artig, a Boatworks Commons resident who believes the "massive opposition" to the project is being ignored.

"This stoplight is just the first of the drip, drip, drip that leads under the radar to the Rush Line BRT, " said Artig, who pointed out that the Whitaker signal is the third stoplight within a half mile. She warned that the green corridor that is the Bruce Vento Trail will become a "cement corridor" and wondered how the "unneeded" project got this far along.

Catherine Nicholson, who gave her address as the Dellwood peninsula, questioned why the bus line was using a congested Hwy. 61 instead of I-35E. "It frightens me how much money the federal government can throw at this," she said, and asked council to "pause" the project for reevaluation.

Greg Lees is another longtime resident from the south side who helped start the anti-Rush Line Coalition.

by the passion displayed to us. People stood four deep to sign our petition." Lees encouraged council to "get rid of the Rush Line."

Paul Bolstad is a Fourth Street homeowner who commutes by bicycle to St. Paul along the Bruce Vento and supports the bus line.

"You have to think about public safety," said the resident. "I have no issue with the number of buses. We have to plan for the future."

For years, at least as far back as 1986 according to council minutes, city leaders have attempted to address what it considers a dangerous pedestrian crossing at Hwy. 61 and Whitaker, noted City Engineer Paul Kauppi.

"These long-desired intersection improvements are finally being triggered as part of the Rush Line Bus BRT project, as well as the planned future extension of the Bruce Vento Trail through White Bear Lake,"

Kauppi said. "The signalized intersection will improve safety for both buses and pedestrians and improve access to the Marina Triangle commercial area."

MnDOT's Pflaum indicated there were 10 crashes at the intersection between 2017 and 2019; four of which were pedestrian-related. The crash rate is higher than state average but not critical, she said.

The next steps, the MnDOT engineer told council, include design refinement, stormwater source modeling, right of way acquisition agreements, advanced station area planning and ongoing public engagement.

At the conclusion of the hearing, Mayor Jo Emerson reminded council they would not be acting on the resolution that night since there were so many questions. Council Member Bill Walsh felt the council could save its comments until Oct. 12.

Mahtomedi sailor heads for high school nationals

Owen Harrod set his sails toward a specific goal as a ninth grader, and trained his body and mind resolutely ever since.

Recently, the Mahtomedi senior reached his destination, earning a trip to the national high school sailing championships — after first capturing the state singles crown.

“Qualifying for high school nationals was a goal of mine since I was a freshman,” said Harrod, the first Mahtomedi sailor to do so.

“I was willing to put in the work every day at practice to achieve this. I worked on my

boat handling all summer and also on my dry land fitness.”

Harrod won the Single Handed High School State Championship regatta at Wayzata Yacht Club on Sept. 11, placing first in all eight races.

He competed in the same event as a sophomore and placed second. Last year, the state and regional races were canceled due to the pandemic.

Harrod then placed third in a regional regatta Sept. 18-19 on Lake Michigan, at Lake Forest, Illinois, finishing as high as first and as low as fourth in 12 races over two days. The sailors battled winds of 12 to 15 knots and swells up to 4 feet the first day, he said. The winds were lighter, 7 to 9 knots, the second day.

The regional performance made him one of just 20 qualifiers for the national meet.

“Owen is super selfsufficient, self-motivated and super hard-working,” said Kate Cox, his longtime coach with White Bear Yacht Club sailing school.

Along with honing his sailing skills, Harrod hones his body, too.

“His boat is super physical. He has to control a really big sail by himself,” Cox said.

“The races he competes in are quite long. It’s a very physical sport, and he works hard in the gym to be ready.”

“It’s the same one used in the Olympics and in college sailing,” said Harrod, who intends to sail in college, either at Hobart William Smith in New York State, or Jacksonville University in Florida.

The state and regional regattas were under the jurisdiction of Midwest Interscholastic Sailing Association (MISSA), representing the Great Lakes Area, one of seven regionals. The nationals, under the Interscholastic Sailing Association, will be held in Miami in late December or January. The date has not been set.

Back to (art imitating) life for performing theaters

Theaters have finally reopened after a long slumber, to the joy of both entertainers and the entertained.

Mahtomedi High School seniors Jordan Rollinger and Jay Kray, along with two of their teachers, Julie Conzemius and Chad Garrels, wasted no time auditioning for “Mamma Mia,” an Ashland Productions hit that recently finished its run at the Maplewood YMCA. Conzemius is a Mahtomedi Middle School (MHS) choir teacher and the theater director, and Garrels is an MHS choir

teacher and serves as the theater director.

When rehearsals for “Mamma Mia” began on June 1, the cast included students and teachers from Mahtomedi schools.

“Ashland offers summer camps for students where there have been up to 10 Mahtomedi students in a show,” said Mahtomedi School Board Chair Lucy Payne. “This is the first time that teachers have been in a show with their students that I know of.

“In the past, Mahtomedi students have been in the high school through adult age show, but usually it was only two or three,” Payne said. “Chad and

Julie have both done behind-the-scenes work at Ashland.”

Kray and Rollinger have both been involved in theater at Mahtomedi middle and high schools under the direction of their two teachers in “Mamma Mia.” Music and theater experience came in handy during auditions that yielded places in “Mamma Mia.” Rollinger and Kray danced and sang tenor in the ensemble; Garrels is also a member of the ensemble as well as understudy for “Bill” and “Harry”; and Conzemius won the major role of “Donna.”

“Mamma Mia” is a musical set to hits by the Swedish group ABBA. It tells the hilarious story of a young woman’s search for her birth father. The sunny and funny tale unfolds on the Greek island of Kalokairi. On the eve of her wedding, a daughter’s quest to discover the identity of her father brings three men from her mother’s past back to the island they last visited 20 years before.

Football: Stillwater fends off furious rally by Bears, 35-28

Hopelessly behind — or so it seemed — the White Bear Lake Bears uncorked three touchdown passes in the last eight minutes Friday night against unbeaten, No. 5 ranked Stillwater.

The huge rally generated by Connor Gerrell made things interesting but the Ponies still prevailed 35-28, largely because they interrupted that late surge by scoring on a Bear fumble.

“We just went to our hurry-up game and made some plays,” coach Ryan Bartlett said. “These kids have trailed in games (and come back) before so it doesn’t rattle them.”

The Bears (3-2) trailed 28-7 before Gerrell fired to Rayshawn Brakes for a 37-yard touchdown with 7:27 left.

The Bears got the ball back on an onside kick recovered by Mike Delaney but Stillwater sacked Gerrell and shook loose a fumble, which linebacker Chance Swenson

scooped up and raced 50 yards for a touchdown. That turn of events seemed to put the game away with Stillwater ahead 35-14 with 6:53 left.

Not so fast. Gerrell hit Alex Lockwood for a 30-yard score with 4:54 left. The Bears defense got ball back with a three-and-out.

Gerrell and Lockwood connected again for a five-yard TD with 2:27 to go. Michael McCormack’s fourth conversion made it 35-28.

The Bears almost recovered another onside kick but Stillwater managed to cover the ball, then ran out the clock, picking up two first downs.

The Bears have erased 14-point deficits twice this year, in a game they lost to Blaine 23-21 on the last play and another where they beat Mounds View 26-20. Even down by 21, the Bears can’t be counted out.

The Bears opened the scoring when fullback Anthony Lewis-Royal carried tacklers into the end zone for an eight-yard touchdown in the first period.

After that, it was all Eddie O’Keefe and Stillwater, until early in the fourth period. O’Keefe dashed 65 yards through a huge hole just two plays after the Bear touchdown, tying it 7-7. Football: Panthers jolt previously-unbeaten Zephyrs 35-7 Mahtomedi was an unbeaten team playing their Homecoming game Friday evening, but visiting Spring Lake Park stole the show and pummeled the Zephyrs 35-7.

The Panthers (4-1) rushed 335 yards and led 35-0 before giving up a lastminute touchdown. Nate Litke scored on 77- and 17-yard runs and totaled 139 yards in just five totes. Quarterback Brayden Talso ran 17 times for 117 yards.

The Board Member Calendar was reviewed. B) Health and Safety Measures 20212022 School Year Superintendent Barbara Duffrin thanked the board for this portion of the meeting. Superintendent Duffrin explained how she wanted to explain the recommendation, how they came to the recommendation and have an opportunity to ask questions, follow-up and have action in the resolution. Superintendent Duffrin spoke about the priorities, the plan, data, health and safety protocols and updates to the school board. Superintendent Duffrin explained that a lot that is shared they may have heard already the past 18 months and some things that are different in terms of recommendations. As a community, we want our students safe and learning in person and that is the priority of the district when they developed these recommendations. Superintendent Duffrin reviewed the school schedule and explained that there will be QR UHPRWH OHDUQLQJ GXH WR VWDIÀQJ DQG WKH VL]H RI WKH GLVWULFW 6XSHULQWHQGHQW Duffrin explained how the data and guidance from Washington Public Health, MDPH along with CDC is where they received their information for planning.

On July 29, the 2021-2022 Health and Safety protocols were released and then re-released again on August 18, 2021 based on data regarding transmission in the community. Superintendent Duffrin showed a graphic on layered mitigation strategies, where they use all mitigations together to create a stronger and safer in-person atmosphere. Strategies used will be physical distancLQJ LQFOXGLQJ VPDOOHU FODVV VL]HV PRUH OXQFK RSWLRQV DORQJ ZLWK FRQWUDFWHG cleaning. HVAC systems have gone through testing. Superintendent Duffrin then spoke about Washington County transmission data showing levels are high. Face covering recommendations are based on vaccination rate and transmission rate in indoor spaces. Superintendent Duffrin explained what we want is to keep the students in school as much as possible and explained that what she received what was offered by the Public Health as guidance.

Priess asked the school board that the proposed maximum be approved for the next board meeting September 23, 2021. Priess noted that the increase was .83% increase and that Capital Projects preliminary levy does exist in Pay 22, projects such as parking lots were paid with abatement funds. Priess also explained that operating per pupil is down and Pay 22 will adjust FY 20 because we now know that the exact pupil count. Priess reiterated that the Renewal is not a tax increase.
