primarily involves a new destination playground and picnic shelter. Phase one, which was completed last summer, included an updated skate park, skating pond, expanded plaza and sidewalk to the library. According to city documents, the second phase is expected to cost $2.8 million, which will come from the community investment fund. Though the capital improvement program had initially allocated $2 million for the project, the allocation was made before designs were completed or cost estimates were made. Bids are expected to be accepted this spring, after which construction will start, said City Manager Terry Schwerm. “It will take the majority of the

summer to construct it, maybe opening, I'd say, either late fall or early next spring,” Schwerm added. Mayor Sandy Martin expressed her desire for the playground to be fi nished as soon as possible. “One of my disappointments was we fi nished the skate park in the fall (of 2019) but we really couldn't open it until the following spring, which is sort of anticlimactic,” Martin said. “I want the developer and staff to take that into consideration. If there's any way, especially in COVID, that we can open an outdoor facility … I would really love to see it open in early fall if at all possible, so that our community can enjoy it and not have to wait all winter.”

Middle and high school students in the Mounds View district can soon return to the classroom. The district plans to reopen its secondary schools for blended learning next week. Superintendent Chris Lennox announced the change in an email to students and families Feb. 4. “After meeting with the Regional Support Team, we have been approved to welcome back middle school and high school students to blended (hybrid) learning on Monday, Feb. 22,” Lennox said. Secondary students will have Feb. 18 and 19 off, as staff will use that Thursday and Friday as planning days. Blended learning will begin Monday, Feb. 22. Families can opt to have their students continue with full-time distance learning if they do not feel comfortable sending them back to school. Per state guidelines, schools must implement strict social distancing and capacity limits under blended learning. Schools should not exceed 50% capacity and must ensure that social distancing of at least 6 feet is maintained at all times. Schools must also limit buses and other transportation vehicles to 50% capacity and include plans for contactless meal pickup and/or delivery. Elementary school students have already returned to the classroom full time: the district opened schools for kindergarten through third grade students Jan. 25 and to fourth and fifth grade students Feb. 8.

De-escalation techniques are heavily utilized in all aspects of our training. We conduct training scenarios that include a person incrisis where our deputies respond and de-escalate the situation. Austin Dircks has loved biking since he was a kid. This summer, he turned his dream of biking across the country into reality. Reaching top speeds of 41 mph, 27 year old Dircks, of Shoreview, biked 94 miles a day for 19 days on a solo trip through the states of Washington, Oregon and California. “I have watched the Tour de France since I was 7 or 8, and I learned about long-distance bike riding. I found this specific route from Canada to Mexico along the Pacific coast many years ago. As I got in more shape over the years, I thought, ‘I could do this,’” Dircks said. “I set my schedule to do it last summer, but with COVID and nothing open, I delayed it for this summer, and it worked out perfectly.” He started his trek in Blaine, Washington at the Canadian border on his titanium Lite Speed bike. He rode south through the states of Washington, Oregon and California and ended up in Tijuana at the Mexican border. “I wanted to go solo because I didn’t want anyone to wait for me or for me to wait for anyone else,” he said. If all goes according to schedule, the city's renovation and expansion of the Shoreview Commons could be fi nished this fall. The City Council approved plans and specifications and authorized the taking of bids for the second phase of the Shoreview Commons improvements. Plans were previously reviewed by both the Council and the Parks and Recreation Commission at their respective December meetings. The city worked with LHB Corporation, a Minneapolis-based architecture and engineering fi rm, to develop plans for the Shoreview Commons project. Phase two

Tim Pratt, longtime chair of the Shoreview Environmental Quality Committee, recognized residents and businesses who enhance the environment for the city of Shoreview with an awards presentation at the Shoreview City Council meeting. “It's just wonderful to see the work that these people came up with,” Pratt said. “We have to recognize all the hard work of all the committee members over the years and the generous support that you, the council, has provided, because that's what makes this program resonate.” Pratt said residents can plant native plants, replace turf grass, put in shoreline buffers, use pure resources, put in solar panels or use enhanced recycling programs. The winners this year are: • Marsha Kurka: Worked with partners to create a rain garden in a low area that continually flooded, solved a drainage issue, improved aesthetics of the landscape and created a beautiful and usable space. She also increased habitat for pollinators and other wildlife. • Thomas Reynen and Stephen Gryzan: Worked with the county to solve a water quality issue at their property on Lake

The choir program was phenomenal, and really helped me hone my singing and sight-reading skills,” she said. “I was also mentored and inspired by the choir director, Mr. Espe, who accepted me into concert choir as one of the only sophomores that year. He really believed in me, and I’m so thankful for that.” Growing up, Lauren said she always knew she loved to sing and create music. She had big dreams of being on “American Idol” or something like that. “I always had lots of people telling me I should try out for singing competitions, and I think that helped motivate me to believe in myself,” Lauren said. “Music has always been my heart’s calling. I feel so fulfi lled when I create and perform music, and I want to be able to inspire and empower others with my music as well.” After high school, Lauren attended Arizona State University thinking about a business, music or theater degree. Local woman receives Teacher of the Year award BY NOELLE OLSON STAFF WRITER

Ju-Chang Wang, of North Oaks, has been named Minnesota Teacher of the Year by the Minnesota Council on the Teaching of Languages and Cultures. Wang teaches Mandarin to high school students at DeLaSalle High School in Minneapolis. “Since 2007, my passion and mission has been

to make learning Chinese fun and easy,” Wang said. “I have been passionate about developing my students into lifelong learners and culturally competent global citizens. I believe every student can learn Chinese, and learning a new language develops young people’s brains and boosts their confidence.” Wang and her husband, Raymond, came to the U.S. as immigrants from Taiwan in 1985 when he was a student at the University of Minnesota. They

have been residents of North Oaks since 2008. “I was surrounded by so much love when I came to Minnesota, the only place I call home since I left Taiwan, my beloved homeland,” Wang said. “ Now, it’s time to do my part to serve the community.” Wang said she understands how hard it is to learn a new language because she failed her English classes in Taiwan and when she came to the U.S., she didn’t know a lot of English.
