Yes, residents and business owners in Centerville and Lino Lakes have concerns about the biggest project to hit Centerville in the past 20 years.

But what has really drawn collective ire is the feeling that news about such an enormous project was being kept from them. (coincidentally, ( i id t ll the th same hospital where his father, Ryan, was born in 1995). Harley was extremely happy with having Anderson as her doctor.

“He’s phenomenal,” she said. “He is the most calm doctor. I was trying for a vaginal birth after cesarean, and he was super supportive of me. He took really good care and lots of precautions to make sure that baby and I were both fi ne.

After a 30-hour labor, Benjamin’s heart rate started to do crazy things and it ended up a C-section. But I felt completely safe. He’s unlike normal doctors.

He comes into the office the moment you go into labor and doesn’t leave until the baby is born.

He’s so aware of the situation. I could not rave about him more.”

Hugo residents Josh and Nicole Korus plan to open an ice cream shop called Booms, located at 14869 Forest Blvd N. in Hugo.

“We knew we wanted to start our own businesses during the pandemic,” Nicole explained. Nicole is a stay-at-home mother of their five children, who range in age from 2-13. Josh is a certified public accountant (CPA) who was tired of

Danielle Harley thought it was a funny coincidence that the White Bear Lake doctor she’d chosen to deliver her third child happened to be from the same town where she was born in Iowa.

“I looked up his bio, and it said he practiced in Burlington, Iowa,” Harley said. “I thought, small world, that’s where I’m from, and I texted my mom. She texted me up a little later and said wait a minute, is that Dr. Anderson?”

It turned out that Dr. Matthew Anderson was the same doctor who delivered Harley in 1994.

Dr. Anderson practiced in Burlington for 22 years before he moved to Minnesota. He joined AALFA Family Clinic in White Bear Lake in 2010, which is where Harley found his profi le.

Anderson also delivered Harley’s older brother, and her mother liked him so much that she scheduled an induction to make sure he could deliver Harley as well. If not for a 48-hour shift change, he would also have delivered Harley’s sister.

“My mom was like, you have to have him be your doctor,” Harley said.

REHBEIN PROPERTY: Actions tabled FROM PAGE 1

As discussed at the April 28 Centerville City Council meeting, R & R Leasing Inc. (Rehbein Commercial) requested to plat two parcels of land it owns into six lots and a new street. The plat involves 23.73 acres of vacant property on the north side of Main Street between 20th and 21st avenues. Developers have bought three of the six lots; the remaining three will remain vacant for the near future. A Kwik Trip is proposed for a 4.47-acre lot; the NorBella Senior Living facility is proposed for a 4.3-acre lot and the Belleville Apartments are proposed for a 5.3-acre lot.

Kwik Trip Inc. has proposed a gas station, convenience store and car wash for the middle lot on Main Street. Concerns named in the stopcenterville.com petition started by Lino Lake residents located just to the north in the Watermark Development include the risk of putting longstanding local business owners out of business, increased traffic, and noise and safety concerns due to the traffic increase.

Rachel Development has proposed a 40-unit senior assisted living facility, to be called NorBella Senior Living, on a 2.4-acre lot on 21st Avenue and the new street, which for working purposes is called “New Street A.” A concern stated in the petition noted that the city already has a senior facility, Atlas Villas Memory Care, slated for development off Main Street.

Apollo Development has proposed a 103-unit market rate, four-story luxury apartment building to be called Belleville Landing on a 5.3-acre lot on the northeast corner of the Rehbein property on 21st Avenue. Concerns outlined in the petition call attention to the risk of more road traffic that would diminish safety for children crossing the street, an unnecessarily large, towering structure and the blight of too many empty units.

“I want to talk about the non-transparency with this (project),” said Jeff Allman, owner of Lakes 1 Stop on 21st Avenue N. “There are a ton of city residents that have no idea what is even going on. The city started by sending out packets to a select group (property owners living within 350 feet of the proposed development).”

Allman said that the city held two Zoom meetings, the second of which had a substantially higher turnout than the first, because people knew about it. Only that second meeting was posted in the newspaper, and the second meeting also had a special login code that some people had trouble with, he said.

After the April 6 Planning and Zoning Commission Zoom public hearing was infiltrated by porn artists, another meeting was scheduled for April 26 that required a code for access to prevent hackers from disrupting it. Allman said that although the city promised to post information about the project on its website, he couldn’t find it.

The Quad Community Press published one official notice of the April 6 public hearing about the proposed development on March 23.

“I believe the residents of Centerville and some of

our neighbors in the Lino Lakes Watermark Development were unaware that the Planning and Zoning Commission meeting was the only meeting for input from the public ... as I was!” said Todd Steffen, owner of the Corner Express on Main Street. “This, along with the meeting ID and password changes from the one listed on the Centerville website, made many people assume that the meeting was closed to the public and they didn’t know what to do.”

“Although committee meetings are public, with agendas and notices available, residents do not take notice if they do not know they need to,” said Lino Lakes resident Andria Mattlin. “The entire city and surrounding cities that this will impact should have been notified and given time to voice their opinions.”

“We are required to notify any resident within 350 feet of the proposed development, regardless of city boundaries,” City Administrator Mark Statz said. “We must take input from anyone, regardless of where they are from.”

Council Member Steve King suggested council table all action pertaining to the four Rehbein property items until more people had a chance to be heard.

“How many people know about it?” he wondered. “We followed legalities for notification, but this is so much.”

The city had the option of tabling the items for discussion for another 60 days, or the actions would have been deemed accepted by default, said Statz. The first deadline was due to expire on May 5, and the extension will expire at the end of June.

The council unanimously tabled site plan reviews for all three developments; rezoning action for both NorBella and Belleville; a conditional use permit application for Norbella; and a Comprehensive Plan Amendment for Belleville Landing.

However, the council did conduct the first reading of Ordinance 113, Second Series Amendments to City Code Chapter 156 and Table 156.A-1, which allows the Kwik Trip to have a car wash. Otherwise, the car wash would not have been allowed. The city can put conditions on its use, but cannot deny the use, Statz said. A second reading is due in two weeks.

The council also unanimously approved, with eight conditions, the preliminary plat for Rehbein Commercial to subdivide its lot.

Mayor D Love said that citizens did have a chance to speak out, as shown by the robust crowd that attended the April 26 Planning and Zoning Commission meeting — a meeting that lasted until 1 a.m. Tuesday, April 27.

Love also noted that the land at the center of the discussion is not owned by the city, but by a local businessman. The city did not pursue the development, he said. In fact, it would be illegal for the city to forbid a landowner to sell his or her own land, he said.

“The city and citizens are not separate. If we say we’re doing something good for the city – for the population as a whole – we owe commercial enterprise the same swift response and service as someone purchasing a home,” he said.

REAL ID REAL ID deadline extended to 2023 The U.S. Department of Homeland Security is extending the REAL ID full enforcement deadline to May 3, 2023. The deadline was previously set for later this year.

“Protecting the health, safety, and security of our communities is our top priority,” said DHS Secretary Alejandro Mayorkas. “As out country continues to recover from the COVID-19 pandemic, extending the REAL ID full enforcement deadline will give states needed time to reopen their driver's licensing operations and ensure their resident can obtain a REAL ID-compliant license or identification card.”

Beginning May 3, 2023, Minnesotans will not be able to use their standard driver's license to board domestic flights or enter federal facilities. Instead, they will need a REAL ID, enhanced driver's license or ID card, passport or passport card or another acceptable form of identification for federal purposes.

CITY BRIEFS City looking to fill council vacancy Following 22 years of dedicated public service on the Hugo City Council, Council Member Chuck Haas, who represents Ward 3, has announced his retirement effective May 31. Haas’ last meeting as council member will begin at 7 p.m. Monday, May 17. He will be recognized for his years of service to the citizens of Hugo, and there will be a reception in the Oneka Room at Hugo City Hall immediately following the meeting. The public is invited to attend. Refreshments will be served. COVID-19 restrictions will be followed.

With Haas’ resignation, the Hugo City Council has declared a vacancy of the Ward 3 council seat. Due to the timing of the resignation, state statute allows this position to be fi lled by appointment for the remainder of Haas’ term (through December 2022). Sprinkling bans right around corner As lawns begin to green and temperatures begin to rise, residents will likely want to start sprinkling their lawns.

Keep in mind, many cities have sprinkling restrictions in place during the summer.

Hugo residents and property owners who use the municipal water supply are required to help conserve water and protect the environment by restricting their watering of lawns, trees or other vegetation. If your address ends in an odd number, you may water only on odd-numbered calendar days; if your address ends in an even number, you may water only on even-numbered calendar days.

Centerville residents are also asked to abide by an odd/even rule for sprinkling from May 1 to Sept. 1. In addition, residents are not allowed to water their lawns and gardens between the hours of 10 a.m. and 6 p.m.

Last year, the city of Lino Lakes adopted a watering/ sprinkling ban, which prohibits lawn watering yearround from 6 a.m. to 6 p.m. An odd/even rule is also in place from May 15 through Sept. 15.

Seasons of life

W

E’RE CONSIDERED SNOWBIRDS like a lot of other Midwest people who travel south for part or all of the winter. We arrived home this past week using three nights and four days covering the 1,500 miles from Fort Myers to White Bear Lake.

It was a good winter in Florida by temperature and the fact that the state was very open despite the Covid epidemic. Living on a boat gave us a lot of open air and no crowds. Dining out was easy and we preferred outdoor restaurants. We visited with our neighbors on the dock early evenings and kept our distance. Now as the temperatures climb along with humidity, it’s good to be back home.

It takes a lot of preparation to leave our floating home for the summer. Vendor lists for maintenance, making sure that the appropriate systems are turned off and also that all bilge pumps and battery charging units are on.

We didn’t travel very far this About the winter due to Covid. However, the Town short trips to marinas on Sanibel Fort Myers Beach provided Gene Johnson and lots of enjoyment for family and friends to be on board with us.

We arrived home Monday afternoon and found our condo comfortable and as we left it. Our second car had low tires and a dead battery. Apparently, a fuse in the trickle charger gave out. Thanks to our two sons it was put in order very quickly.

I FOUND THE recent story in the Press newspapers by Debra Neutkens on the Kohler ice cream history to be very fascinating. I remember from high school days we would go there at lunchtime and have a cone, or if I had enough money I would buy a fudgy-wudgy, which was soft ice cream with hot fudge on top. The murals around the parlor provided a special ice cream treat suggestion for every day of the week. The soft ice cream concept has now been marketed around the world and I think some historic recognition for all of this should be established in our community.

The parlor was a great place to take a friend or a family. Thanks, Debra, for doing this story.

MOST BUSINESSES ARE coming to life after the long virus lockdown and that’s very encouraging. Almost every business has a sign looking for employees and that’s disheartening.

Maybe we have been paying too much in unemployment or bonus benefits to keep people home and not allowing them to go back to work.

Small business can’t recover unless they have good employees and enough of them who are able to service customers. Perhaps our governor has been too restrictive as well in closing down so many businesses in the hospitality industry.

VACCINATIONS CONTINUE TO be important.

Some incentives are being offered, like a $100 savings bond for everyone getting a vaccination in West Virginia. Some companies are providing bonus stipends to those who get vaccinated. The CDC now suggests 80% to have an effective herd immunity. We have a way to go, and there are a lot of people who are still apprehensive.

MOTHER’S DAY IS Sunday, May 9. It’s a good time for fathers and children to toast the best mother in the world - your mother. It was in 1914 that President Woodrow Wilson signed a bill designating the second Sunday in May as a legal holiday to be called Mother’s Day. THIS WINTER HAS been particularly hard on our small newspaper company employees with Covid and other medical issues among themselves or their families that caused a lot of interruptions. We are pleased and thankful that most of them are coming through with successful recoveries. We are very thankful and fortunate to have wonderful doctors, nurses, EMTs and other medical personnel and facilities in Minnesota and Wisconsin.

Kids are 1st priority

uring the last year, Minnesota’s education system was put under great stress. Children, parents, and educators were put in incredibly difficult situations they had never before experienced. We learned school shutdowns had a devasting impact on both learning and the mental health of children.

As chair of the Senate’s Education Finance and Policy Committee, we had to set priorities that not only addressed long-ignored issues but also the consequences of a year-long Legislator struggle with COVID-19 and Lingo school shutdowns. Our Roger priorities started Chamberlain with kids first, second, third, and We d always. l W have always been absolutely committed to listening to parents and local school districts. We had a plan designed around the idea of SIMPLE: student-focused, innovation, mandate-free, parent-involved, literacy-driven, and efficiency.

In total, six priorities: All kids back in school full-time, literacy, mental health, teachers of color, fair funding, and empowering parents and local educators.

First, state funding increases by about $800 million, or four percent. For 2022–2023, total

local, state and federal funding will increase to about $31 billion – over $15 billion a year.

New federal Covid aid to our schools totaled $2.6 billion, or 25% of annual state funding!

That funding includes money for summer school, technology, learning loss, mental health, special education, and numerous other educational needs.

On April 22, the Senate approved an education budget focused on those six priorities.

We are putting $3 million a year to provide grants to make proven LETRS training available to educators to address literacy.

We invested in new initiatives for mental health, including grants to LiveMore ScreenLess to address digital health and issues around social media, suicide prevention training for educators, other funds for addressing mental health. We doubled the funding for teachers of color, added money for teacher bonuses, provided a grant to the Black Men Teach program, and addressed the teacher shortage gap by protecting pathways for qualified teachers to secure teaching licenses.

Our bill addresses on-ongoing funding disparities by providing property tax relief for propertypoor districts. The bill includes significant new funding for transportation, safe schools, and community education. We are also providing $60 million in one-time classroom aid, fairly distributed to schools based on the number

of pupils, to address the huge disparity in the distribution of federal Covid-19 relief.

Education Savings Accounts (ESA) will empower parents and fund children, not systems.

ESA’s have 65% overall support, including 74% of African American parents and 71% of Hispanic parents. It is equal opportunity for all kids — ESAs improve outcomes for all kids and schools.

Finally, we focus a lot of attention on allowing more local control and flexibility for education leaders to be innovative and to limit mandates – our proposal includes only 10 “soft” mandates. We worked closely with school organizations to ensure these mandates focused only on high-priority areas such as suicide prevention, seizures, teacher safety, student discipline, and lunch shaming.

The proposal is highly focused, targeted, and a result of listening to parents and local school districts. We cannot solve all problems overnight, but our bill makes serious progress by addressing core issues to leverage greater success for kids and educators.

COUNTY BRIEFS Washington County offers free CPT training Washington County is offering free training to anyone interested in obtaining a certified production technician (CPT) manufacturing certification. The free eight-week online training and independent learning classes begin June 7 and go through Aug. 6.

This program is specifically designed for those looking to develop foundational knowledge of manufacturing processes and production; and gain skill development and hands-on experience on safety, maintenance, logistics, blueprint reading and lean manufacturing principles. Participants will have the opportunity to test for nationally recognized CPT certification and pursue employment with manufacturing companies such as Intek Plastics, Renewal by Andersen and more.

Assistance available to help renters, landlords pay their bills A new rental assistance program, RentHelpMN, has opened for applications, making it possible for low- and moderate-income renters to get caught up on overdue rent and utilities dating back to March 13, 2020. Washington County renters may apply directly or learn more about the application process by seeing renthelpmn.org or calling 651-430-6570, which includes multilingual assistance. Those outside of Washington County may call 211 for questions or assistance. The 211 helpline has dedicated multilingual staff available to answer questions about RentHelpMN COVID-19 Emergency Rental Assistance from 8 a.m. to 8 p.m. Monday through Saturday.

The programs also make provisions for those at risk of falling behind on rent payments due to the COVID-19 pandemic. Federal funding was provided through the federal stimulus bill passed in December 2020. Minnesota received about $375 million for emergency rental assistance; $289 million went to the state and approximately $85 million was allocated to localities in the Twin Cities metro area. The funds are available to help prevent eviction and homelessness and to maintain housing stability for low- to moderate-income renters.

The state is coordinating with participating local governments to distribute the rental assistance, including Washington County. Property managers and landlords are encouraged to let their tenants know about RentHelpMN and help them be prepared to apply.

November 20, 1949 ~ April 21, 2021 (age 71) Harlan John LaValle passed away peacefully on April 21, 2021. He grew up on the LaValle Farm in Hugo, Minnesota and for many years he worked on the farm helping his family. He served in the Army during the Vietnam War as a Corporal Convoy Driver, from 1969 to 1975. Harlan worked at Rehbein Construction for 29 years ending with a career as a Bulldozer Operator in 2007. He was a talented woodworker, avid newspaper reader, and a devoted fan of old western shows.

Preceded in death by his mother, Dolores; father, Alex; and sister-in-law, Mary. He is survived by his true love, wife, Mary; siblings, Thomas, Marvin (Judie), David (Toni), Grace (Jay), Denise, and Dennis; children, Donny (Faith), Shannon (Dennis), and Heather (Dustin); grandchildren, Daniel (Meghan), Savannah, and Alex; and many nieces and nephews.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A Minnesota motorist was cited at 10:32 a.m.

March 30 on eastbound 122nd Street N. and Jody Avenue N. for speeding 72 mph in a 50 mph zone by westbound Washington County Sheriff’s Office deputies, who clocked her on radar.

The motorist said she was distracted.

• A check was reported stolen at 11:27 a.m. March 30 from a mailbox in the 7000 block of 177th Street N. • A driver who gave deputies a false name was arrested at 2:17 a.m. March 31 in the 4000 block of Frenchman Road for numerous offenses, including possession of drugs and paraphernalia in a motor vehicle, following a traffic stop for stop sign violation.

• A resident in the 4000 block of Emmit Drive N. at 10:04 a.m. March 31 reported theft.

• A resident in the 12000 block of Ethan Avenue N. at 10:15 a.m. March 31 reported attempted unemployment fraud.

Deputies advised the complainant to stay in touch with the state investigator and gave her a case number.

• A motor vehicle was reported stolen at 3:25 p.m.

A resident in the 15000 block of Europa Avenue N. at 3:38 p.m. March 31 reported a male in a white pickup truck driving by slowly to take a picture of his 9-year-old daughter with his cell phone and laughing.

Less than an hour later, a male with a backpack was seen walking into the nearby woods. Deputies could locate neither the male nor the truck.

• A motorist was cited at 6:05 p.m. March 31 in the 7000 block of 170th Street N. for displaying tabs that expired in June 2020 and for failure to provide proof of insurance after they were pulled over for the tabs.

• A suspicious male was reported at 6:03 p.m. April 1 in the 4000 block of 149th Street N. after he approached a woman, claimed to be from Xfinity, and wanted to know about moving and migrating services. Deputies couldn’t find the male but asked the complainant to report back if she saw anyone matching the male’s description.

• A driver was cited at 12:12 a.m. April 2 on Elmcrest Avenue N. and Frenchman Road for driving after revocation, failure to provide proof of insurance, equipment violations and other moving violations. He was allowed to park his vehicle in a nearby lot overnight.

• A motorist was cited at 3:03 p.m. April 2 on 170th Street N. and Jeffrey Avenue N. for speeding 76 mph in a 55 mph zone.

• An unidentified driver was arrested at 11:01 p.m.

April 2 on Forest Blvd. N. and 150th Street N. for third-degree DWI and Ted Foss move-over violation after deputies conducted a traffic stop for failure to move over for an emergency vehicle at the side of the road. They found the driver to be impaired.

Deputies conducted field sobriety tests, on which the driver registered a 0.17 blood alcohol content before being transported to jail.

Two occupied suspicious vehicles reported at 1:52 a.m. April 3 parked in The Blacksmith’s lot in the 17000 block of Forest Blvd. N. turned out to be people out stargazing.

Deputies advised both occupants of the complaint, and both left, lest they be suspected of perpetrating thefts reported recently in the area.

• A resident in the 15000 block of Ethan Avenue N. reported his yard toilet-papered by unknown suspects overnight April 2-3. The complainant said the incident may have occurred between 8:00 and 9:00 p.m., as that’s when his dogs were barking. The neighbor’s house across the street was also papered over.

• A suspicious vehicle in the parking lot of Paragon Paving in the 5000 block of 165th Street N. with its lights on at 12:02 a.m. April 5 turned out to belong to a sleeping male who contracts with the business and has a standing agreement to be allowed to sleep there overnight in his vehicle. The arrangement allows the Wisconsin resident to be at work in a timely manner on Monday mornings.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police reported the following incidents: • Police were dispatched to the 2000 block of Willow Circle in Centerville April 14 on a report a group of juveniles fighting in the area. Police spoke with the involved parties and learned that the altercation was mutual.

• An officer responded to a phone call identity theft report from a resident in the 7200 block of Clear Ridge in Centerville April 14. The caller advised an unknown suspect attempted to file an unemployment claim in her name. The officer advised the caller of security and prevention options.

• Officers received a theft report in the 4200 block of Woodland Road in Circle Pines April 14.

• Police received a narcotics complaint in the 0 block of Village Parkway in Circle Pines April 14.

• Officers were dispatched to a delayed burglary and fraud report in the 0 block of Crossway Drive in Circle Pines April 14. There are no suspects at this time.

• An officer conducted a traffic stop near Lake Drive and Restwood Road in Lexington April 15.

A passenger was subsequently arrested on an outstanding warrant.

• An officer received an animal complaint in the 100 block of Indian hills Lane in Circle Pines April 18. The case was referred to a CSO. • Police were dispatched to the 1900 block of Eagle Trail in Centerville April 19 on report of an injured duck. The duck was relocated to a county park.

• Officers responded to the 9100 block of South Highway Drive in Lexington April 20 on a theft report. The suspect(s) were not located.

• Police responded to a phone call identity theft report from a resident in the 200 block of Galaxy Drive in Circle Pines April 21. The caller advised that an unknown suspect attempted to file an unemployment claim in her name, but the claim was denied.

• Officers were dispatched to a suspicious activity report in the 3900 block of Restwood Road in Lexington April 21.

• An officer observed items dumped in the 400 block of Keith Road in Circle Pines April 22. The public works department was notified.

• Officers issued a trespass notice after responding to the 7000 block of 21st Avenue S. in Centerville April 23 on a suspicious activity report.

• An officer conducted a traffic stop near the intersection of Naples Street and Flowerfield Road in Lexington April 24. A male passenger was subsequently arrested.

• A resident in the 9000 block of Griggs Avenue in Lexington called police to report stolen license plates April 25. The reporting party did not know the plate number, and officers advised the caller to call back when that was determined.

• Police were dispatched to the 2100 block of Willow Circle in Centerville April 25 for a public assist. The Centennial Fire District also responded to the scene to help a juvenile who was stuck in a tree.

• An officer conducted a traffic stop near the intersection of Lake Drive and Restwood Road in Lexington April 25. The driver was subsequently arrested for DWI. • Police conducted a traffic stop in the 1700 block of Main Street in Centerville April 26. The driver was subsequently arrested for DWI. Another traffic stop near the intersection of Restwood Road and Naples Street in Lexington that same day also resulted in a driver arrest for DWI.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to a theft at a business in the 700 block of Apollo Drive April 13. Officers did not locate the individuals and are investigating the incident.

• A school administer at Centennial Middle School found drug paraphernalia in the hallway and gave it to the school resource officer.

The investigation is ongoing.

• Officers responded to a residence in the 700 block of Fox Road for a strange odor April 15. Officers were assisted by fi re staff and determined there was a faulty appliance in the home causing the odor.

• Officers responded to a burglary at a business in the 700 block of Apollo Drive April 15. During the investigation, it was discovered there was another unreported burglary at a neighboring business.

The investigation continues.

• An officer stopped a vehicle in the 2100 block of Main Street April 15 for no front license plate and for displaying expired registration on the rear plate. An adult male was cited for driving after revocation and other offenses.

• Officers received several reports of identity thefts from residents throughout the city.

• Officers responded to a personal injury accident involving a vehicle

and bicycle in the area of Sunset Avenue and Century Trail April 15. The bicyclist was transported to the hospital to be evaluated.

• An officer responded to a theft report at a residential construction site in the 200 block of Diamond Lane April 15. The investigation is ongoing. Another theft from a construction site was reported in the 7200 block of Crane Drive April 16.

• An officer took a delayed report of shots being fi red near the park in the 7700 block of Main Street April 16. The officer responded to the location and found no problems.

• An officer stopped a vehicle in the area of Main Street and Lake Drive April 17 because the driver didn’t have a driver’s license. The adult male driver was subsequently arrested for receiving stolen property and driving after revocation. The male was booked into the Anoka County Jail.

• An officer was requested to assist State Patrol on an accident with injuries in the 900 block of I-35W April 17. The State Patrol is handling the investigation.

• Officers responded to a noise complaint involving an ATV in the 1100 block of Birch Street April 17.

Officers located the ATV and the adult male operator was arrested for third-degree DWI and later booked into jail.

• An officer stopped a vehicle for not displaying license plates in the 6300 block of Hodgson Road April 18. The adult male driver was arrested and booked into jail for illegal possession of a fi rearm and possession of a controlled substance.

• A community service officer (CSO) responded to a phone call request regarding feral cats and walking dogs off leash in the 600 block of Town Center Parkway April 19. The CSO called the complainant and advised them of city ordinances and options for live-trapping feral cats.

• Officers responded to assist the Blaine Police Department with a personal injury crash at the intersection of 125th Avenue NE and Sunset Avenue April 20.

• A school resource officer (SRO) worked with administration at the middle school regarding a report of a student committing a weapons violation. The charges are pending for the juvenile male.

• Officers were requested to assist a neighboring agency in locating and stopping a stolen vehicle that had fled April 20. Officers successfully stopped the vehicle in the 7000 block of Lake Drive and the two occupants were arrested. The originating agency is handling the investigation.

• An officer took a report of unemployment fraud from a resident in the 7100 block of Snow

Owl Lane April 20. The incident was documented and is under investigation. Another case was reported from a resident in the 6800 block of Lacasse Drive April 21.

• Officers were dispatched to a grass fi re in the 6400 block of I-35E April 20. The fi re was extinguished.

• An officer responded to a theft from a business in the 700 block of Apollo Drive April 21. The incident is under investigation.

• An officer took a damage to property report from a resident in the 100 block of Morgan Lane April 22.

There are no suspects at this time.

• An officer conducted a traffic stop for a moving violation in the area of 44th Avenue NE and University Avenue NE April 22. An adult male driver was subsequently arrested for a gross misdemeanor violation and booked into the Anoka County Jail.

• An officer conducted a traffic stop for multiple violations on I-35W near Sunset Avenue NE April 23.

The male driver was subsequently arrested on a felony warrant and transported to the Anoka County Jail.

• An officer took a traffic complaint near the area of Main Street and Aenon Place April 23. The report was forwarded on to the Traffic Safety Committee for review.

Sheriff presents 2020 highlights to Hugo council Trends

The Washington County Sheriff’s Office (WCSO) remained busy in Hugo in 2020, a trend that will likely continue in 2021.

Sheriff Dan Starry recently visited the Hugo City Council to present the city’s 2020 annual law enforcement report.

The city of Hugo is served by six deputies, one detective and one sergeant. The city of Hugo paid $1.2 million for WCSO to provide services in 2020, which equates to around $80 per capita. Hugo is second to lowest on the list of costs per capita for Washington County cities, just above Mahtomedi, at $67 per capita, and right below Lake Elmo, at $100 per capita. Oak Park Heights pays the most, at $312 per capita.

Starry said 2020 brought on many new challenges for WCSO, mainly related to the pandemic and civil unrest. Due to COVID-19, the WCSO had to shift to an emergency schedule made up of 12-hour shifts and a team concept to limit deputyto-deputy contact. Deputies also stayed busy responding to civil unrest, both within the city of Hugo and in neighboring communities such as Oakdale, Stillwater, Woodbury and St. Paul.

“Hiring has (also) been a challenge, as we maintain our high standards for hiring,” Starry said.

“We are competing for a smaller pool of candidates and staying competitive is a priority for the sheriff’s office.” Starry added that WCSO began to offer more lateral opportunities within the department in hopes to increase the candidate pool.

Starry said calls about persons in crisis have doubled. In 2020, WCSO responded to 337 (73 in Hugo) such calls countywide, compared to 168 calls countywide (68 in Hugo) in 2019.

Speeding violations also increased countywide by 82%. In 2020, WCSO gave out 1,721 speeding violations countywide, compared to 941 in 2019.

Such violations in Hugo went up slightly from 369 in 2019 to 384 last year.

Theft of vehicles saw a 49% increase. There were 85 thefts of vehicles countywide (13 in Hugo) in 2020 compared to 63 (8 in Hugo) in 2019.

Driving while impaired (DWI) incidents saw an 11% increase. There were 257 DWIs countywide (19 in Hugo) in 2020, compared to 238 in 2019 (20 in Hugo).

Overdoses remained flat from 2019, with a total of 39 countywide.

There were six overdoses in the city of Hugo for 2020 compared to five in 2019.

The WCSO responded to 8,421 calls for service and 5,433 incidents in the city of Hugo in 2020. (A call for service means any call that comes into dispatch, City Hall or is initiated by a deputy; incidents require more time, such as a ticket, arrest or a formality of a report.) Starry said the highest call load for the city of Hugo was in between 3 and 9 p.m.

In 2020, the city of Hugo had one robbery, eight simple assaults, 28 domestic assaults, 30 burglaries, 72 incidents of criminal damage to property, 100 fraud incidents, 133 drug incidents and 123 thefts. “Fraud scams continue to be out there, and are occurring daily,” Starry explained. “We are starting to see them target all ages. It used to be that they would target vulnerable

adults, but we are seeing people of all ages be scammed.”

For quality-of-life incidents, Starry said there were 548 medicals, 409 citizen assists, 314 alarms, 239 suspicious activity, 168 animal, 67 disturbance/noise, 24 harassments, 13 threats and six disorderly conducts in Hugo in 2020.

Traffic incidents were also high in Hugo in 2020. WCSO issued 847 citations and responded to 545 moving violations, 254 traffic (nonmoving) violations, 133 parking incidents, 123 motor vehicle accidents and 19 DWIs. Council Member Phil Klein wanted to know if a majority of traffic incidents violations were committed

by Hugo residents or people who were just passing through. Starry said it depends on the location.

Some violations that happen along Highway 61 are motorists who are just passing through, whereas the majority of violations that happen on neighborhood roads are Hugo residents.

Hugo’s full-time detective remains busy too. In 2020, the detective investigated and cleared 100 cases.

Council Member Mike Miron wanted to know if WCSO is seeing any trends now that some COVID-19 restrictions are being dialed back.

Starry said, “We are starting to see people getting out and enjoying daily life again,” he said. “We are also seeing people at restaurants more and out later than they used to be.”

In response to these trends, Starry said the WCSO created a Coordinated

Response Unit and Special Enforcement Team. The WCSO also applied for and received several grants for both speeding and DWI enforcement. All WCSO deputies now carry Naloxone, a medication that is designed to rapidly reverse an opioid overdose.

The prescription Drug Take-Back program continues to be heavily used. In 2020, the WCSO collected 179 barrels of drugs (5.15 tons) compared to 250 barrels (4.9 tons) in 2019. In 2020, the city of Hugo’s bin, located at City Hall, collected 10 barrels.

Starry said the one thing WCSO is looking forward to for 2021 is being able to attend community engagement events. Before the pandemic, the WCSO was averaging about 150 events a year.

Starry ended his presentation with a request: “Please slow down, watch out for pedestrians, kids chasing a ball into the street … If you do see anyone suspicious, please call. We are out there 24/7. We would rather take that report (even) if it is nothing more than getting there in the a.m. to fi nd a car broken into.”

Starry said residents should feel free to call 911, even when it is not an emergency, as all the calls come into the same dispatch center and the dispatcher will ask if it is an emergency. Residents can also call the nonemergency number at 651-4399381.

Hugo properties see up to 10% increase in market value

HUGO — Home sales and market values are continuing to trend upward year after year.

Dan Squyres, a residential property appraiser with Washington County, recently shared some of the key fi ndings for assessment year (AY) 2021 (based on property values in calendar year 2020) with the City Council.

Although each property in the county is reassessed every year based on market conditions, individual properties are viewed by the assessor every five years.

The reviews begin in March and have to be completed by Oct. 30.

In the past five years, 129,769 properties have been reviewed in Washington County, and more than 30,0000 reviews were completed as part of AY 2021.

Squyres said he will review 1,800-plus properties within the city of Hugo this year.

New construction reviews continue to trend upward in the county. A total of 4,740 reviews

were completed for AY 2021, compared to 3,666 reviews back in AY 2017 (calendar year 2016).

1,247 single-family homes were reviewed compared to 1,144 in AY 2020 (calendar year 2019). The number of townhomes reviewed increased by 61 reviews, apartment reviews decreased by six and commercial/industrial reviews remained the same.

In Washington County, there were about 4,000 sales in AY 2021. The number of townhome/ condo sales more than doubled when compared to the sales of single-family homes. Hugo saw 325 sales, not including new construction.

According to the Minneapolis Area Realtors, the number of homes available in the metro for sale was 39% lower in 2020 than the previous year.

“The record-low supply and the high demand drove sale prices up almost 9%,” he said.

“There are more buyers on the market now than there have been in the past, and that leads to quickly increasing prices and that trend is continuing for AY

2022 (calendar year 2021).”

Countywide, there were 54 lender-mediated sales, and only two of those were in Hugo.

Squyres said the most frequently asked question he receives is, “What was the average increase for properties?” An average can be hard to give, he noted, because properties change at different rates. He said a majority of properties in Hugo saw an increase in value of 5-10% for AY 2021. The median home value in Washington County was around $317,000, and $309,000 for Hugo.

The apartment market has remained resilient. The value of apartment buildings/complexes an investor may purchase in Washington County went up 5.5% for AY 2021 compared to 4.7% in AY 2020, whereas those in Hugo dramatically increased by 13% compared to 2.10% in AY 2020.

working in the corporate world. He wanted to have the opportunity to build relationships with clients, rather than doing behind the scenes work for large businesses.

The couple saw the Country Video Barn building listed for sale and thought it would be a perfect spot, not only because of the lot size, but also for its prime location right off of Highway 61. “It’s right in the heart of the community, and that was super appealing to us,” Nicole said.

They purchased the building in September 2020.

Following a big renovation, Josh officially opened JAK Tax & Accounting, a full-service tax accounting firm in December 2020.

“The building was bigger than what we needed, so we wanted to do some kind of a secondary business,” Nicole explained. “We were thinking about what we could do in the off season and thought, ‘What about ice cream?’ Everyone loves ice cream.”

It didn’t take them long to figure out a name for the ice cream business. Even though the Korus family has only lived in Hugo for about a year, they quickly figured out that Hugo is the land of 10,000 booms.

Shortly after moving to Hugo, they were told they needed to join the Hugo Hangout group on Facebook.

“I kept hearing people talk about the booms,” Nicole said. Then they stopped by the Argyle Moose, where they saw more boom references. “We thought that was pretty iconic,” she said. “We knew right away that was what we wanted to name it.”

Booms will offer over 50 rotating flavors of hardserve ice cream purchased from the Big Dipper Creamery, which has locations in Blaine and North Oaks. It will be operated in a similar style to Cup and Cone in White Bear Lake, where customers approach a window, place an order, and then enjoy their ice cream on the go or outdoors.

“We want people to hang out and gather, something we haven’t been able to do in a while,” Nicole said.

“We will have outdoor seating, games, photo ops and a tree swing. It will be a fun atmosphere.” Josh added, “I’m looking forward to connecting with people and getting to know our regulars.”

Perhaps it is fitting that the old video store building will once again be home to ice cream. The building was originally built in 1961 as one of the first drive-in restaurants in the state.

Nicole said, “We want to be your local, hometown ice cream shop.”

WEEKLY WAG Arthur is a handsome, scruffy dude who recently made his way to Minnesota in search of his forever family. He is a 1-year-old, 35-pound Airedale terrier/ schnauzer mix. Arthur is still getting used to things and is pretty timid but responds well to attention and love. Arthur’s nickname is “Pancake,” because he often lays flat when approached.

His new forever family will need to be understanding and take things slow.

Arthur interacts well with his foster family and likes to sneak up and cover them with kisses and snuggles, but on his terms. He also interacts well with his foster’s resident dog and follows his lead.

His foster brother is helping him trust and understand that the people in the house are pretty great.

Going to a home with another confident resident dog may be best for Arthur. Since he is so timid, a house with small children may not be the best situation.

Arthur continues to learn his basic commands and would enjoy a fenced and secure backyard.

CENTERVILLE TIDBITS • Look for a new water accent within the city after council approved an encroachment agreement April 28 for two aeration fountains in the stormwater retention pond on the property at 1953 Eagle Trail. Aeration fountains keep ponds from getting stagnant by introducing diffused oxygen into the water, which improves the aquatic ecosystem. The fountains will be located within a drainage and utility easement.

• The city has approved a contract for a new electrical inspector, after the city's current electrical inspector, Peter Tokle, handed off some of his duties to Andrew Nykanen of Lino Lakes effective June 1. Kristina Hunt will continue to handle the city's permit work and scheduling from the same website.

• For $530, the city will become a member of the Minnesota Cities Stormwater Coalition (MCSC), a group of cities networking to help promote reasonable stormwater regulations and face together the challenges of MS4 permit compliance through the Minnesota Pollution Control Agency (MPCA). Funds for membership dues will come from the stormwater utility fund.

• The city will pay $495 every year from the annual debt service levy until 2029 to Northland Securities, which will provide paying agent services for all the city's outstanding bond issues. As part of the city's bond refunding issue that closed on March 31, the city must have a designed agent to pay bondholders when their principal and interest payments are due to them.

• Public works employees have been given the OK to hang decorative banners purchased by the EDA on city-owned light poles along Main Street. The EDA will pay for any needed equipment rental. The blue and gold banners will depict recreational scenes and read: “Centerville Welcomes You.” The council next meets at 6:30 p.m. Wednesday, May 12, at City Hall, 1880 Main St. or via videoconference.

• The city officially has a new fire chief and assistant fire chief. Fire Chief Jim Compton Jr. and Assistant Fire Chief Colin Emans were sworn into office at the April 19 City Council meeting.

• Good Neighbor Days is planned for June 11-13 at Lions Park. Lions Club Member Jason Schwieger said, “Despite the COVID monster out there right now, we still feel like we will be able to hold this event in some shape or form, whether that means scaling back on things or eliminating items.”

The Hugo Lions will not operate a concession stand; however, the Centerville Lions will be there with their trailer serving food.

Council Member Phil Klein said, “I’m glad our guys are moving forward with this. I think our community really needs something uplifting It’s exciting to get back to some normalization.”

Council Member Chuck Haas said, “I think our community could use a party and have some fun.”

The City Council agreed to waive the special permit process, with the exception of a COVID plan, and also agreed to donate the public safety services provided by the Washington County Sheriff’s Office.

The Lions were also granted a temporary on-sale liquor license.

• New Life Church Lutheran has been granted

permission to hold events Sunday, June 13, and Sunday, Oct. 3. The June event will be an outdoor service at 9 a.m. followed by a picnic. The October event will be an outdoor gathering from noon to 5 p.m. with a small band, hayrides and outdoor games.

• Sal’s Angus Grill has renewed its 2 a.m. license, which allows the establishment to remain open until 2 a.m.

• A site plan has been approved for Lions Park. The improvements will include a $2.8 million pavilion, inclusive playground, trails, green space, gas fire pit and more.

• Council Member Chuck Haas will retire from the council effective May 31 after more than 20 years of service to the city. The council has elected to fill the remainder of Haas’ term (through Dec. 31, 2022) via appointment. Applicants must live in Ward 3.

Residents interested in the position need to submit a letter of interest along with an application by Friday, May 21. Interviews will be held the week of May 24.

The Hugo City Council’s next meeting will be at 7 p.m. Monday, May 17, via Zoom or at City Hall.

BEST OF CONTEST

The city of Hugo namesake controversy We really do have a hoax in Hugo.

We have two different theories of who is the namesake.

For the descendants of the original settlers, the namesake is the famous French author, Victor Hugo. The book, “Minnesota Geographical Names,” published by the Minnesota Historical Society, says the namesake is Trevanion Hugo, a mechanical engineer and one-time Duluth mayor.

They both can't be right. One of these theories is a century-old hoax.

To uncover the hoax, we must look at two separate events separated in time by 25 years. First is the establishment of the post office in 1882 and second, the incorporation of the city in 1906.

The post office application is signed by the first Postmaster Mitchel Houle. Two of his descendants, from two different branches of the Houle family tree, tell us he chose the name Hugo to honor Victor Hugo who was just regaled as a national treasure in France, Houle's hereditary fatherland. Newspaper stories and classified ads identify the growing village of Hugo surrounding the post office long before

incorporation.

On the other hand, the book “Minnesota Geographic Names” by Warren Upham, published in 1920, claims Trevanion Hugo is the namesake. Upham used five different sources for his chapter on Washington County.

The sources for the Town of Hugo can be narrowed down to interviews with an auditor and a judge from Stillwater. No connection with these two men and the city of Hugo can be found.

What is found is that Trevanion was in line to become the Sovereign Grand Commander of the Scottish Rite in Freemasonry. Also, it was found that the judge and auditor were masons.

No one disputes that Hugo was settled

by French Canadians and their religion was largely Catholic.

In-person prom, graduation feels like a small victory for class of 2021

From distance learning to canceled activities to social distance in the classroom, the class of 2021 has endured a lot in their final year of high school. In light of the isolation of COVID-19, the fact that students will be able to celebrate prom and graduation in person this year is more meaningful than ever.

Last year, most of the major milestones for seniors weren’t able to happen in person at all. This year’s seniors are fully aware of how lucky they are to be able to take part in these important senior milestones, even if those events look a little different.

“Each and every one of us had already settled on that we were not going to get it, so it’s like a nice little end of the year goodbye that we at least get to have something,” said Centennial High School senior Elizabeth Timothy.

“I feel like a lot of people in quarantine were struggling with depression because of all the things that we lost, and I think getting them back is going to really help put a smile on people’s face.”

The Centennial, Mounds View and White Bear Lake school districts will all have modified in-person events to allow seniors to have these important experiences.

Centennial will hold prom and graduation outdoors in the school stadium. This year, tickets are free, and students must arrange to attend in “pods” of six. These pods are encouraged to stick together during the dance, and the dance floor will be marked off into several separate areas to allow for social distancing. Before they get their tickets, students are also required to go through a health screening to ensure they have no fever or other COVID-19 symptoms. Students will wear masks during the dance, and there will be no food served, only water.

“We had kind of a virtual prom last year, which was better than having nothing,” Centennial High School Principal Tom Breuning said. “These seniors have missed out on a lot, so it’s very important for them to have a prom.”

Spectators will be allowed in the bleachers for the grand march, with appropriate social distancing. Breuning anticipates fine weather, but there is a contingency plan to move into indoor recreation areas in the case of inclement weather.

Graduation will be held in two shorter sessions to reduce the number of people present at one time. Usually the event is held at Roy Wilkins Auditorium, but Centennial has opted to use the school stadium instead.

Mounds View and White Bear Lake are taking similar precautions to ensure that students get the quintessential high school experience without endangering their health and safety. Mounds View will hold a modified prom, which will include a day of fun activities and a virtual grand march before an evening at the Mall of America where the Nickelodeon Universe theme park will be closed to the public and students can ride unlimited rides.

“Being able to participate in rites of passage not only allows us students to participate in a hard-earned ceremony, but it also provides us with a sense of normalcy, especially after a year of anxiousness and irregularity,” said Mounds View senior Christopher Wikstrom.

Mounds View will hold its graduation ceremony at Mariucci Arena, with two tickets per student.

“I think it means the world to these students that they get to celebrate prom and graduation,” said Mounds View principal Stephanie Bruggers. “There has been much isolation over the past year, and they are very much looking forward to celebrating safely with friends and family.”

White Bear Lake seniors will also be able to attend inperson prom, with multiple grand marches and dance sessions to ensure adequate distancing is maintained.

“The year has been challenging for all students but especially the seniors,” said South Campus High School principal Don Bosch. “The changes in learning formats has not been easy for our seniors, but they are a resilient and great group of students.”

Students and parents are also getting creative in planning senior parties. In the past, many schools have had an all-night, lock-in-style party, but Centennial has chosen to modify it into a drivethrough experience instead.

Although most schools in the region are back to in-person learning, there are still hundreds of students who have opted to continue their schooling from home. chance to spend time with peers before everyone embarks their post-graduation path.

“I like being able to come back to something that feels somewhat normal,” Reynolds-Lillibridge said.

Breuning noted that students in all grades have shown incredible strength and adaptability in managing the vagaries of this unusual school year.

“I’m incredibly proud of the senior class,” Breuning said. “They have been through adversity, they’ve developed a lot of wisdom going through what they’ve had to endure with different learning modes, with living through a pandemic. I’m excited we can do something to give them an experience and honor them.”

School district scores first permit approval

Staff said there has been a deliberate effort to disperse traffic at the campus so no one neighborhood bears the brunt.

WHITE BEAR LAKE — Official approval was granted to-the school district last week to double the size of North Campus. The large expansion unites a now divided high school into one campus for grades 9 through 12.

City Council voted April 13 to allow the district a conditional use permit to add 398,000 square feet to the campus for a total of 670,000 square feet upon completion.

Community Development Director Anne Kane provided council an overview of the huge integrated project that is part of the $326 million bond referendum approved by voters in 2019.

“The project is not without its challenges and impact to surrounding neighborhoods,” Kane noted. Off-site improvements are planned to mitigate impacts, but they are not yet fi nalized.

There is time to “iron out details” and how costs

will be shared, she said.

Councilman Bill Walsh said he supports the project but there are “a lot of moving parts; a lot of issues and concerns. Let the project come into play. We will remain flexible so changes can be easily made. It’s a good plan but a big plan.”

The school is looking to occupy the campus in the ’24-’25 school year.

The 2019 referendum also approved moving district offices from Central Middle School to the Sunrise Park building and converting South Campus to a middle school for the southern portion of the district.

North Campus was originally constructed in 1963 to serve as White Bear High School. It was expanded in 1994.

design process, a guiding principle has been the inclusion of feedback from the Core Planning Team, a group of parents, teachers, students and administrators intimately familiar with White Bear Lake and the high school itself.

The 90-acre campus (including Central) will have capacity for up to 3,200 students, a 20% anticipated enrollment increase.
