Winter sports to open with masks, discipline, empty seats

The winter sports season, twice delayed

by COVID-19 restrictions, will launch next week, albeit with most participants wearing masks, few spectators allowed and shorter seasons.

“We are looking forward to the upcoming season,” said Tim Sager, White Bear Lake boys hockey coach. “It is going to take a lot of discipline and responsibility from everyone to create a safe and healthy environment so we can play this year.”

Season previews for White Bear Lake and Centennial teams appear in a special section in this edition of The Citizen.

White Bear Lake will have three openers on Thursday — boys hockey at Roseville Area, boys swimming hosting Woodbury, and wrestling at Mahtomedi in a triangular including Stillwater.

The Bear basketball squads start Friday with the boys hosting Irondale and the girls at Irondale, while the Nordic ski team opens at Battle Creek Regional Park against Stillwater and Roseville.

On Saturday, the Bear girls hockey team opens at Mounds View. Next week, the Alpine skiers open Tuesday in a five-team meet at Afton Alps, and the gymnasts open Thursday at Park of Cottage Grove.

Cougar teams opening Thursday will be girls basketball at home against Spring Lake Park, boys basketball at

Spring Lake Park, girls hockey hosting Elk River, boys hockey at Anoka, and swimming at home against Champlin Park. The wrestlers will host Totino-Grace on Friday evening. A man is facing multiple charges after shooting at a squad car that was parked in the Centennial Lakes Police Department (CLPD) employee parking lot.

The incident happened around 7:12 p.m.

Sunday, Jan. 10. An officer who was in the building at the time of the incident reported hearing a muffled boom and went to check the area. The officer found a window of one of the squad cars smashed as well as the glass door that employees use to enter the building.

CLPD Chief Jim Mork explained at first it was believed that someone had fired two shots; upon examining the scene, however, it was determined that that the bullet likely ricocheted off of the squad car and hit the glass door.

Thanks to a recently installed camera system, video footage revealed a white Chevy pickup truck that stopped in front of the station on North Road. “You see the truck sitting there, and all of a sudden the window on the squad car is blasted out and the truck leaves,” Mork recalled.

Mork said CLPD received assistance from the Lino Lakes Police Department as well as the Anoka County Sheriff’s Office. While law enforcement was canvassing the scene, officers noticed a vehicle pass by a couple of times.

Mork said they double-checked the video footage and confirmed the vehicle officers witnessed passing by the scene was the same vehicle that was captured on video earlier.

Officers tried to flag down the driver of the pickup, but he fled the scene. A short pursuit ensued, and the man was taken into custody a short time later.

The man is facing multiple charges, including murder in the second degree, dangerous weapon-discharge firearm at a municipality, first-degree damage to property and second-degree DUI. Mork said in addition to damage sustained by the employee glass door and the window of the squad, a laptop may have been damaged as well as the seatbelt mechanism on the squad car.

“If an officer had been in the squad at the time, we would probably be planning a funeral right now versus getting a car repaired,” Mork said. “It was an absolute kill-type of shot.”

More than 400 votes were cast in Press Publications' first holiday lights contest, and only three votes separated the first-place winner from the second-place winner.

Those three votes made a big difference for 14-year-old Wes Strub, who took first place in the contest. As he does every year, the Mahtomedi Middle School student took it upon himself to decorate his family's home and yard with colorful lights that have added a lot of much-needed cheer to the surrounding neighborhood.

Start to finish, the entire display took Wes about a week to set up, though his mom, Katy, said that he added several new pieces as he went along. The result was a bright and beautiful display to shine a bit of light into the darkness.

Wes said that his favorite part of the process is making new DIY items to add to the display each year—and, of course, turning the whole thing on for the first time. To those looking to go above and beyond with their own holiday lights next year, Wes recommended having plenty of patience and a lot of extra zip ties on hand.

Washington County opens next round of COVID-19 relief funding

Washington County began taking applications from small businesses and nonprofits for COVID-19 relief funding last week. The first round of applications will be accepted through 4:30 p.m. Feb. 4. Businesses must be in Washington County, have no tax lien and be able to show how they have been impacted by an executive order related to the COVID-19 pandemic.

The county has received $5 million in county relief grants for local businesses. Priority for grant funding will be given to businesses most directly impacted by the governor’s most recent executive order. Washington County will first provide grants to impacted businesses holding a food, pool or lodging license for 2021, with grants equal to the 2021 license fee.

Funds must be used for business operating expenses incurred during the COVID-19

pandemic. Those expenses may include payroll, rent payments, mortgage payments, payments to suppliers, insurance, utility expenses or other critical business expenses, including expenses related to closing and/or reopening.

If funding remains, and eligible applications are received after Feb. 5, those applications can be reviewed and processed on a rolling basis to ensure grant dollars are awarded prior to the March 15 deadline. Washington County begins distribution of COVID-19 vaccination

Washington County Public Health and Environment received its fi rst shipment of the Moderna COVID-19 vaccine and began vaccinating certified Emergency Medical Services (EMS) staff and community vaccinators last month.

Vaccines are being distributed following the priority groups set forth by Minnesota Department of Health (MDH) and the Centers for Disease Control and Prevention. During this initial phase, Washington County is providing vaccinations to individuals who will administer vaccines. The county is working closely with 14 local police and fi re departments to offer vaccinations to certified EMS providers in the county. On the fi rst three days of clinics, 381 individuals were vaccinated; additional clinic days are planned. Additional plans include administration of the second Moderna dose 28 days following the fi rst dose.

Washington County will receive additional allocations of vaccine from MDH each week. Until vaccines are universally available, Washington County urges residents to continue to wear a mask,

stay at least 6 feet away from others, wash hands often, and stay home when sick.

County will continue to provide housing support during pandemic

Commissioners have approved programs to assist those who are experiencing homelessness and those who need rental assistance to fi nd housing during the COVID-19 pandemic. Since the beginning of the pandemic, the county has provided housing assistance to 20-50 families each month. The county has received more than 1,100 applications for rental assistance and provided more than $2.7 million in rental assistance through the end of November 2020 using federal coronavirus relief funding (CRF).

The need to provide shelter for those facing homelessness and assistance to those impacted by the pandemic who are unable to make consistent and steady rent payments because of the pandemic has continued, but CRF funds are no longer available. The county board decided to continue funding the programs using the county’s fund balance to pay for them.

The county will provide: • up to $360,000 for sheltering costs for those experiencing homelessness. These funds are available through June 30; and • up to $350,000 per month for three months beginning Jan. 1 to provide rental and damage deposit assistance and help fund unpaid utilities for individuals impacted by the COVID-19 pandemic so individuals may avoid eviction.

The city of Lino Lakes officially opened some new trails, which are located south of the new water tower on the city-owned parcel on the southeastern corner of the Centerville Road and Birch Street intersection.

As a result of the pandemic, people are itching to get out of their homes and explore parks and trails. Parks Supervisor Mike Hoffman explained that the city has had a desire to utilize the cityowned property. As a short-term solution, city staff created a walking loop on the property. City staff used a Fecon forestry cutter to mow (brush cut) approximately one mile of very “primitive trail,” which ranges from 20-30 feet wide.

Hoffman explained the area had become a dumping ground. While clearing the property, city staff found and removed a box spring and mattress, five appliances, a pool liner and two truckloads of old tires.

Walkers should use caution when using the trail, as some stumps remain along the trail. However, the snowpack should help to level the trail out.

Light at the end of the tunnel

J

an. 21 marks one year since COVID-19 arrived in the United States, and the Centers for Disease Control and Prevention (CDC) announced that the fi rst case of the 2019 novel coronavirus had been confi rmed in the state of Washington. Here in Minnesota, it was late February when concerns about the virus’s spread started to feel serious and mid-March we fi rst went into lockdown. Then, I assumed, like many of us did, that it would only last a few weeks, maybe a month or so at the most. That assumption seems laughable now, but of course, hindsight is 20/20.

Fast forward to today, when almost a full year has passed, and our individual and Between collective lives have changed dramatically. COVID-19 has the Lines impacted nearly every aspect our world. Zoom is now Elizabeth Callen of a permanent fi xture on my laptop. Laundering my face masks is a part of my weekly routine. I have not seen my family since last Christmas and just celebrated the holiday by FaceTiming them from my apartment rather than gathering with all of them at my parents’ home in Michigan. The last year has proven to be extremely challenging for all of us, at least on some level, especially as the pandemic has dragged on and on with no clear end in sight. It feels especially cruel and ironic that in a crisis like this, when we need each other more than ever, the safest thing is to stay Finally, though, the end feels as if it might actually be near, or at least not so impossibly far off.

The fi rst shipments of COVID-19 vaccines were sent out to states last month, and initial doses have already been given to healthcare workers and residents of long-term care facilities. My cousin, an ER nurse, received her vaccine last week and texted a selfie to our extended family group chat shortly after. I teared up as I looked at it, feeling overwhelmed both by the suffering the coronavirus has brought and the lives that a vaccine will save. After nearly a year of isolation and uncertainty, as the vaccine rolls out to more and more people, it feels like there is finally light at the end of the COVID-19 tunnel.

However, we are not there yet. Most of us will need to wait several months before we can expect to get vaccinated, and the next few months in the U.S. are set to be devastating.

Thousands of people are dying each week, and thousands more are getting sick with a terrible disease that takes a simple bodily function like breathing and turns it into a nearly insurmountable task. The devastation the virus has wrought has been immense. The consequences if we fail to get it under control will be even worse.

All things must pass, and I have hope that eventually the COVID-19 pandemic will too.

Surely, the vaccine will help bring about that long-awaited end, especially as more and more people get the opportunity to receive it. But in the meantime, we have to stay cautious, continuing to abide by public health guidance and take precautions to limit the virus’s spread, like hand washing, mask wearing and social distancing. There are brighter days ahead. Here’s to helping each other get there.

ven in the midst of the COVID-19 shutdown, the White Bear Lake Area Schools Community Services and Recreation Department has continued to serve and offer safe programming options for learners of all ages.

When Gov. Walz closed schools last spring, the Community Services and Recreation staff provided essential childcare for children of critical workers.

Additionally, staff members created takehome enrichment options for students, developed virtual programming Movers & and continued to operate Shakers important programs such as Tim Maurer Meals on Wheels for our senior community.

We have been able to safely operate by implementing important safety measures across all programs in accordance with state guidelines. As we continue to learn more about the virus and receive updated guidance from the state, we continue to adapt as needed to provide the safest environments possible.

We have learned many lessons as we navigated through the spring, summer and fall. We

learned our team is resilient, passionate and dedicated to do what is necessary to provide quality programming in safe environments district-wide for our community. We have also learned that our community continues to rely on our efforts to serve.

Our Early Childhood Program has continued to provide in-person and distance learning options for three and four year-old preschool students, Early Childhood Family Education classes for our birth to two year-olds and parents, and screening opportunities.

No matter the learning model, our students have had access to programs such as school-age care and Tier 1 childcare for eligible families. Delivered in person or virtually as appropriate, youth enrichment classes, sports and other school activities have also provided the necessary support for families and students as well as healthy outlets for our students’ mental health and socialemotional well being.

Adult Enrichment programs have continued to offer online and in-person enrichment programs in areas of fitness, finance, arts, health and wellness, and more.

The Senior Center provides vital services such as Meals on Wheels, in-person foot care and safe driving classes. The Craft Corner remains open, and as it is safe to do so, we look forward to bringing our senior wood carving, coloring, sewing,

card clubs, and other groups back in person.

We are thankful for the community’s continued support, and we are proud of the programs and services we are able to provide to help district residents learn and explore their interests. In this new year, we look forward to seeing you in our programs as we work hard to provide safe programming options to meet your interests.

Believe it or not, summer programs are right around the corner and we’ll have more details to share in March.

Pandemic gives unexpected boost for ‘safe place’ golf courses

Golf courses during the pandemic year of 2020 lost most of their tournaments and other money-making events, but still stayed solidly on the fairway financially.

That is because golf, an outdoor sport where participants don’t have to mash together, is considered a relatively safe activity. A huge number of men and women otherwise cooped up much of the year eagerly took advantage.

“We almost doubled the number of rounds from our best previous year,” said Dellwood Country Club general manager Dennis Countryman. “The golf course was a great place for members to get away from the stress of dealing with COVID.” Several revenue streams declined steeply — such as hosting weddings, swimming pool use and special golf events — but the amount of golf being played exploded. Countryman predicted next year will also be very good.

“With golf being such a safe place, a lot of people were introduced to golf, or reintroduced, this year. We expect this to be the biggest increase in people playing golf since the Tiger Boom, second-only to that,” he said, referring to the surge in popularity of the sport after Tiger Woods became its biggest star in the late 1990’s.

Chomonix Golf Course in Lino Lakes had a “record year for revenue,” said Mark Johnson, golf operations manager.

Johnson reported that rounds played rose 42% over 2019, club membership

increased and everything in the pro shop was sold out. Chomonix and many other clubs could not keep up with the demand for golf balls.

One member who works at Golf Galaxy told him that sales for starter sets were “unbelievable.”

“A lot of new people got into paying golf this year,” he said. “We hope that momentum carries into 2021. There are a lot of other activities people could not do this year. I hope things will open up again next year so they can start back up, which could hurt us a little.”

On the downside: “A number of our big events did not happen, and we did not get a lot of inquiries about events.”

Another feature gone most of the summer was Men’s Club, which normally has 120 participants every Thursday evening with shotgun starts.

They were not able to start Men’s Club until August, and then with limited numbers. There was no revenue from after-golf socializing and dinner.

Jon Hatcher, head golf professional at Oneka Ridge Golf Club in Hugo, reports that close to 40,000 rounds were played.

“It did go up,” Hatcher said.

Oneka held eight tournaments, but on a “very limited basis, on a very scaleddown version,” he said. Asked how they fared financially overall, he said only that “it was a good year.”

After being closed since midNovember, bars and restaurants can open for indoor service this week, as can movie theaters and other entertainment venues, following a loosening of COVID-19 restrictions by Gov. Tim Walz.

Walz announced the changes in a Jan. 6 press conference, and the new order took effect Monday, Jan. 11, after the previous executive order expired. The new order allows bars and restaurants to open at 50% capacity with no more than six people to a table or parties of two at the bar. Reservations are required, and dine-in service must end by 10 p.m.

Indoor entertainment venues like movie theaters, bowling alleys and museums can open at 25% capacity. Face masks are required, and food service must likewise end by 10 p.m.

Walz said that his decision to ease restrictions is primarily due to falling coronavirus cases in Minnesota and the rollout of vaccines statewide.

“The situation in Minnesota is undeniably better than it was last month,” he said. “We have reasons to be optimistic, and Minnesotans' sacrifice

and commitment to their communities helped change the pandemic's trajectory and saved lives.”

However, Walz also insisted that “we can't let our guard down.” He urged the public to continue exercising caution and abiding by public health guidelines, especially mask wearing and social distancing.

“As we cautiously adjust the dials to help Minnesotans return to important elements of their daily lives, we continue to monitor where we stand,” he said. “Two months ago, the pandemic quickly snowballed from manageable to out of control. For our students, our small businesses and public health, we cannot allow that to happen again.”

Walz said that the COVID-19 variant that experts believe makes the virus more contagious is not currently circulating in Minnesota.

“That is something that we're tracking. It will have an impact, but it will only have an impact if we allow it to get in,” he said. “One of the ways we don't allow it to get in: wear the mask, social distancing, wash your hands, stay home if you're sick, get a test.”

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • The driver of a black SUV was cited at 9:58 p.m. Nov. 27 on Elmcrest Avenue and 165th Street for violating nearly all the possible paperwork infractions he could, after being pulled over for displaying registration from April 2020. The driver, who did not have his driver’s license with him, claimed to have purchased the vehicle from the registered owner two months earlier. Although he produced the title, he had not had it transferred to his name. He was also unable to produce proof of insurance for the vehicle.

• A Minnesota motorist was cited at 11:12 a.m. Nov. 28 at eastbound Egg Lake Road N. and Geneva Avenue N. for speeding 52 mph in a 35 mph zone.

The motorist advised Washington County Sheriff’s Office deputies that the speed limit in the zone was 40 mph.

• A westbound motorist was cited at 1:07 p.m. Nov. 28 in the 9000 block of 170th Street N. for speeding 69 mph in a 55 mph zone by eastbound deputies on patrol, who clocked him on radar. The driver said he didn’t realize how fast he was going because he was trying to find an address in Hugo.

• A resident in the 14000 block of Irish Avenue N. at 5:45 p.m. Nov. 28 reported being a victim of a possible scam after he purchased a vehicle in July that he never received. The complainant had sent money to the seller in July, and even contacted law enforcement in Canada, where the seller was located.

• The driver of a white sedan was cited at 9:30 p.m.

• A resident in the 5000 block of 141st Circle N. at 6:37 p.m. Dec. 5 reported three juvenile males for egging his residence before leaving the area on scooters.

When deputies located the juveniles on their scooters two blocks away from the scene, they admitted to egging the residence. The youths apologized to the complainant and offered to clean up the mess and make things right. The complainant declined to pursue charges. The parents of the juveniles were notified of the incident, while the juveniles were advised of the severity of their crimes.

• The driver of a truck was cited at 9:29 p.m. Dec. 6 in the 14000 block of Victor Hugo Blvd. N. for driving after suspension after she was pulled over for view-hindering objects hanging from her rearview mirror.

During the stop, deputies smelled a strong odor of raw marijuana coming from the cab and found a small amount of it in the center console.

• A resident in the 6000 block of 152nd Street N. at 4:16 p.m. Dec. 7 reported the catalytic converter cut off her older model sedan as it was parked in the driveway.

• A resident in the 12000 block of Exhall Avenue N. at 10:45 a.m. Dec. 8 reported sending a package containing a check for $150 to his son that never reached him.

Furthermore, the complainant’s bank reported that the check had been cashed.

• A resident in the 9000 block of 180th Street N. at 4:51 p.m.

Dec. 8 reported his ex-spouse so that she could be arrested.

When deputies pointed out that the complainant could not use the Washington County Sheriff’s Office to arrest his wife for no reason, he hung up on them.

• A resident in the 7000 block of Oneka Lake Blvd. N. at 5:45 p.m. Nov. 29 reported an attempt to break into his garage and named his grandson as the prime suspect.

After showing Washington County Sheriff’s Office deputies the damaged garage service door and lock, the complainant said his grandson bragged about trying to break in the door. The grandson admitted to attempting to pry the door open. Deputies advised the complainant that the case had become a civil issue.

• A port-a-potty and its heater in the 13000 block of Fenway Blvd. N. were reported vandalized at 8:49 a.m.

• A wallet was reported lost in the neighborhood of the 5000 block of 159th Court N. at 9:36 a.m. Nov. 30.

• A Minnesota motorist was cited at 12:58 a.m. Dec. 9 at the intersection of Frenchman Road and Victor Hugo Blvd. N. for driving after revocation and failure to provide proof of insurance after deputies observed a person leaving the Kwik Trip who they knew to be revoked.

• An unidentified driver was arrested at 2:42 a.m.

• A Minnesota motorist was cited at 12:24 a.m. Dec. 3 in the 14000 block of Forest Blvd. N. for using his cell phone while driving after being pulled over for having the front passenger headlight out. During the traffic stop, deputies observed the driver’s cell phone between his legs with the screen still illuminated and showing a page from the Tinder online dating app.

• Burglary was reported at 11:29 a.m. Dec. 3 within an unattached shed in the 5000 block of 140th Street N. suspected of containing pull tabs.

• A westbound motorist was cited at 10:01 a.m. Dec. 4 on 170th Street N. and Jeffrey Avenue for speeding 69

• The driver of a dark-colored pickup truck was cited at 5:15 p.m. Dec. 9 on Forest Blvd. N. and 120th Street N. for driving after revocation after deputies conducted a random license plate check.

• A Minnesota motorist was cited at 11:04 a.m. Dec. 12 on westbound 170th Street N. and Henna Avenue N. for speeding 85 mph in a 55 mph zone by eastbound deputies, who clocked him on radar and observed him driving in the wrong lane. The driver admitted to speeding and stated that he was passing another vehicle.

• A resident in the 6000 block of Egg Lake Road N. at 4:16 p.m. Dec. 15 reported that their friend had work done on their vehicle and that the mechanic refused to release the vehicle. The mechanic told deputies he had yet to receive payment for the work done. Deputies advised both parties about the civil nature of the case and worked out payment options that both parties agreed to.

• Copper and aluminum were reported stolen at 7:20 a.m. Dec. 16 from a business in the 13000 block of Fenway Blvd. N. • A resident in the 6000 block of Egg Lake Road N. at 10:00 a.m. Dec. 16 reported her mechanic for refusing to return her vehicle after it was paid for. Deputies then spoke to the mechanic, who advised them the vehicle was fixed and ready for pickup. The complainant asked deputies to stand by and supervise while she picked up the vehicle.

• The driver of a white sedan was cited at 6:54 p.m.

N. for stop sign violation, failure to provide proof of insurance and various registration violations after deputies on patrol observed her “completely disregard the stop sign” at Flay Avenue N. and 140th Street N. The driver told deputies her vehicle wasn’t functioning property when she attempted to stop. She also told deputies she purchased the vehicle from the current registered owner on Nov. 1 and has the title somewhere, but she had yet to transfer the title into her name. She did, however, admit that the vehicle had not been added to her insurance policy since the day of purchase.

• The driver of a gray pickup truck was cited at 3:37 p.m. Dec. 17 on Victor Hugo Blvd. N. and Mercantile Drive N. for displaying tabs that expired in September. The driver and registered owner admitted to knowing the tabs had expired but was trying to get to the DMV to update the vehicle’s registration.

Later, he admitted to not even trying to make an appointment at the DMV. • The driver of a dark minivan was cited at 5:08 p.m.

Dec. 17 on Farnham Avenue N. and Oneka Parkway N. for failure to stop at a stop sign after deputies observed him appear to slow for the intersection, but continue to just roll through it.

• The driver of a vehicle with “significantly dark window tint” and no front license plate was cited at 6:33 p.m. Dec. 17 on Elmcrest Avenue N. and Frenchman Road for those offenses. During the stop, deputies detected a strong odor of raw marijuana coming from inside the cab of the vehicle. Deputies searched the vehicle, with negative results. Deputies later pulled over another driver for window tint and for failing to signal a turn at a stop sign. They smelled a strong odor of marijuana from within that vehicle as well and found a small amount after a search.

• Two unidentified individuals were arrested at 11:53 p.m. Dec. 19 on Elmcrest Avenue N. for being in possession of a vehicle stolen out of North Dakota and possessing narcotics and paraphernalia in a motor vehicle after deputies pulled them over for displaying a plate that didn’t match the vehicle. The passenger also had a felony warrant out for his arrest.

The license plate was found to have been altered and displayed a different number combination. When the occupants were taken out of the vehicle and searched, drugs and paraphernalia were found on the driver and later in the vehicle.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police Department reported the following incidents: • An officer noticed a city street sign down near the intersection of Commerce Drive and 20th Avenue in Centerville Dec. 23. The public works department was notified.

• Officers were dispatched to a business in the 1900 block of Main Street in Centerville Dec. 23 for a gas drive off report. Officers are still trying to reach the vehicle owner involved.

• Police responded to a domestic assault in Circle Pines Dec. 23. A male was subsequently transported to jail.

• Officers responded to a business in the 9200 block of South Highway Drive in Lexington Dec. 26 on a shoplifting report.

Officers were unable to locate the suspect.

• Police conducted attempted a traffic stop near the intersection of Lovell Road and Lexington Avenue in Lexington Dec. 26. The vehicle fled the scene but the suspects were located a short time later and arrested.

• Officers responded to the area of 20th Avenue and Cedar Street in Centerville Dec. 27 for a motor vehicle crash involving injuries. Upon arrival, police located the vehicle, which had gone off the roadway and collided with a mailbox. Paramedics checked out the vehicle occupants.

• A cat was reported in a storm sewer in the area of Edgewood Road and Austin Street NE in Lexington Dec. 27. Police searched the area but were unable to locate the cat.

• Police were dispatched to a report of a car driving recklessly in the 30 block of Central Street in Circle Pines Dec. 27.

Officers checked the area but were unable to locate the vehicle.

• An officer responded to check the welfare of a female in a vehicle parked in a no parking zone near Hamline Avenue and Lovell Road in Lexington Dec. 30. The female was upset over a breakup.

• A personal injury accident was reported in the 7200 block of Brian Drive in Centerville Jan. 1. Information was collected.

• Officers were dispatched to Lexington Jan. 1 on a suspicious person report. The suspicious male was sent to the hospital.

• Officers were dispatched to a suspicious activity report in the 2000 block of Willow Circle in Centerville Jan. 1. Officers subsequently located a vehicle that had been damaged. Evidence was collected.

• A dog bite was reported in the 1800 block of Old Mill Court in Centerville Jan. 3.

• An officer conducted a traffic stop in the area of Centerville Road and Heritage Street in Centerville Jan. 3. The driver was cited for speeding, no proof of insurance and drug paraphernalia.

• An officer responded to the 7100 block of 20th Avenue in Centerville Jan. 4. A male was reported to be riding his bicycle in the middle of the roadway. The unidentified male was not found.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer is investigating a financial transaction card fraud that occurred after the victim’s wallet was taken from his vehicle in the 7300 block of Crane Drive Dec. 22. • Officers were dispatched to a gas driveoff report at a business in the 7000 block of 21st Avenue South Dec. 22. Officers attempted to contact the owner but were unsuccessful. The case is under investigation. • Officers responded to assist a neighboring agency with an armed robbery that occurred in the 5900 block of Hodgson Road Dec. 22. Officers assisted, but the suspect was not located. • Officers responded to a party with possible underage drinking in the 700 block of Main Street Dec. 22. Upon investigating, several juveniles were cited with underage drinking. • An officer and fire staff responded to a report of a downed power line in the 200 block of Lilac Street Dec. 23.

The road was blocked off and the fire division was able to remove the cable from the roadway after determining it wasn’t a power line. • An officer responded to a six-car property damage accident on I-35 near County Road J Dec. 23. Three of the involved vehicles had to be towed from the scene, and the other three were able to drive away. • Officers responded to a report of power lines down and sparking in the 2300 block of Main Street Dec. 23. Officers located the power line sparking and

Xcel Energy was advised. • An officer responded to a personal injury accident in the 300 block of I-35W to assist the State Patrol Dec. 24. Two parties needed to be transported to the hospital. • An officer responded to a theft and damage to property report in the 600 block of Apollo Drive Dec. 25. The investigation is ongoing. • Officers responded to a report of a structure fire involving a detached garage in the 200 block of Elm Street Dec. 26. Multiple fire agencies responded and extinguished the fire. • Officers were requested to assist with checking the area for a vehicle that fled from officers of a neighboring agency Dec. 26. Officers later located the vehicle near Lake Drive and Lexington and searched for the suspect. • A community service officer took a call about snowmobiles on walking paths in the area of Birch Street and Ware Road Dec. 28. Extra patrol will be provided in the area. • A stop sign was reported missing in the area of Lilac Street and Fourth Avenue Dec. 28. The public works department was notified. • Officers were dispatched to a dumping complaint in the 6700 block of Ivywood Avenue Dec. 29. Police made contact with the owner, who stated he would go back and pick up the dumped items. • Officers were dispatched to the 6300 block of Rolling Hills Drive on a theft report of a license plate Dec. 29. The vehicle owner reported the theft and has already received new vehicle plates.

Parents drove the juveniles home from the scene. • An officer responded to a report of a male in the caller’s backyard in the 6200 block of Otter Lake Road looking in the weeds and possibly trapping animals Jan. 3. The officer spoke to all of the parties involved and resolved the incident. • Officers took a criminal sexual conduct report Jan. 3. The incident was documented and is under investigation. • Officers conducted a traffic stop in the 7600 block of Main Street Jan. 3, which resulted in drug paraphernalia charges for multiple people.

WINTER SPORTS: Safety critical to start and finish seasons FROM PAGE 1

Winter sports, which normally start in November to early December, were cleared by the Minnesota State High School League to start practice Monday, Jan. 4, and competitions Thursday, Jan. 14, after Gov. Tim Walz lifted restrictions that had twice delayed the start of these activities.

“These experiences are so important to students, and they have been anxiously waiting to get these winter seasons started,” MSHSL Executive Director Erich Martens said in a statement released Dec. 28 when he announced the starting dates.

“By implementing these safety protocols recommended by the American Academy of Pediatrics and required by the Minnesota Department of Health, we have the best chance to provide safe seasons with reduced interruptions and also plan for full post-season experiences.”

Required to wear masks in practice and games will be

the hockey and basketball players, and the Alpine and Nordic skiers. Exceptions were made for wrestlers, gymnasts, swimmers and cheerleaders.

In the fall, with most sports outside, masks were not required. Some volleyball players wore them voluntarily.

Wrestling being such a close contact sport, they have a set practice and competition protocol, including intense daily cleaning, to ensure the safest environment possible for the wrestlers, coaches and personnel who help at matches.

“I don’t think our facilities have ever been so clean,” said Bear coach Craig Nasvik. About masks, he said, “I am glad that once on the mat, masks for wrestlers don’t have to be worn. But once off the mat, they are on.”

The wrestlers, he said, quickly adapted to safety guidelines.

“Everything is different, from practice, busing, sitting mat-side. This is what we have to do, to have the opportunity to compete.”

ketball teams will have a 18-game schedule rather than 26.

There will still be two games per week, due to the shorter time frame to play.

Whether section and state tournaments are held will depend on the COVID-19 situation and the judgment of the governor and the health agencies.

Spectators will be banned from practices. At games, spectators will be limited, based on the size of the venue. Concessions and entertainment are not allowed.

The health department recommends that coaches focus more on individual drills early, to limit contact as much as possible before moving to team-based drills.

The guidelines also stipulate that players should avoid locker rooms and showers, while carpooling should be discouraged as much as possible.

“We are excited for the opportunity to start both practices and contests in this winter season,” Martens said. “The commitment to safety by our more than 500 member schools is critical to not only start our seasons, but to finish them as well.”

Washington County Library celebrates Minnesota writers with Virtual Author Series

To kick off the New Year, Washington County Library will host a virtual series featuring Minnesota writers. The series, titled “Write in our Midst,� will take place from 7-8:30 p.m. on the following dates: Jan. 19, Kao Kalia Yang; Jan. 26, Marcie Rendon; Feb. 2, Gretchen Anthony; Feb. 9, Bill Green; Feb. 23, Shannon Gibney.

During each talk, the authors will discuss their work and answer audience questions. Registration is required to join this virtual program via Zoom.

COMMUNITY BRIEF Centerville Lions ice ďŹ shing contest canceled

The Centerville Lions Club has announced that it will not host the 39th annual Centerville Lions Ice Fishing Contest this year due to COVID-19 restrictions. The event usually occurs in February on Centerville Lake.

The Hugo City Council took the following action at its Jan. 4 meeting, held via videoconference: • Heard from City Administrator Bryan Bear, who provided a COVID-19 update. Bear mentioned that the Hugo Business Association (HBA) is offering free memberships in 2021.

The council also approved an extension of emergency paid sick leave for staff, which expired Dec. 31. Bear explained that the city is required by the Families First Coronavirus Response Act (FFCRA) to provide 80 hours of emergency sick leave related to COVID-19, should an employee get the virus or have to quarantine. “Staff is recommending an extension for as long as the impacts are here. It will likely remain in place until the vaccine is readily available to staff,� he said.

The council also approved protocols for hybrid meetings. • Approved a long list of annual appointments including: WSB as city engineer; Landform as city planner; Becky Petryk as acting mayor; Johnson & Turner as city attorney; Baker Tilly as financial advisor; Fire Chief Jim Compton Jr. as emergency management director; The Citizen as the official newspaper; Mayor Tom Weidt, Council Member Chuck Haas and Finance Director Ron Otkin as ex-officio members of the Hugo Fire Department Relief Association; Bronwen Kleissler as chair and Scott Arcand as the vice chair of the Planning Commission; Dave Strub as chair and Cathy Moore-Arcand as vice chair of the Parks and Recreation Commission; Cynthia Schoonover as chair of the Historical Commission; Weidt and Council Member Phil Klein as council representatives on the EDA; Weidt (chair) and Planning Commissioner

Developer CPDC Pratt-Oakwood LLC requested a reduction in the letter of credit to $174,368. • Approved the preliminary plat, final plat, conditional use permit (CUP), site plan, variance and easement vacation for property located at 130th Street N and Fenway Boulevard N. Victor Land Holdings LLC (JL Schwieters) requested approval of the various items for three one-story office/warehouse buildings totaling 38,800 square feet. The three buildings will have a total of 14 office/manufacturing/warehouse units. The applicant is also requesting a variance from the commercial and industrial construction standards to allow the building to be built with architectural metal panels. • Approved a site plan for Hugo Good Neighbors Food Shelf at 15106 Francesca Ave. N. The applicant, NAI Architects Inc., requested approval of a 400-square-foot addition. The existing building on site is 1,455 square feet and was approved in 2014. • Canceled the council’s Jan. 18 meeting. The council will meet for its goal-setting session at 6 p.m. Jan. 19. The council also scheduled interviews with applicants for vacancies on various city commissions for Jan. 25.

intends to vacate the facility in a couple months. “With your guidance and expertise, we conducted a thorough and careful review of available options and the Lino Lakes YMCA has determined it is unable to develop a sustainable operating model per the agreement with the city. According to our agreement with the city of Lino Lakes, if the facility is not operated as a YMCA recreational facility, the title reverts back to the city,� Novak wrote. “Today the YMCA officially shared its

intentions to vacate the facility by March 1. We will work closely with the city to facilitate a smooth transfer and sincerely hope to help set the stage for future successful operations of the facility within the community.�

The Lino Y announced it would not reopen its fitness and well-being center in July 2020 and has been going through the “reimagine� process with LES Architects and a steering committee to ultimately recommend programming and operating models.

The city of Lino Lakes is also currently

going through its own “reimagine� process.

The City Council has approved Isaac Sports Group (ISG) to complete a feasibility study for $24,000 (plus expenses) by the target date of March 21.

Lino Lakes Community Development Director Michael Grochala said the announcement was not a surprise to the city. “We were aware that this was a possibility. We are continuing to work through our feasibility study to determine our next steps, and we hope to continue working with the YMCA as we evaluate

future operations of the facility,� he said.

Novak ended the Jan. 4 email in part, “We will work closely with the city to facilitate a smooth transfer and sincerely hope to help set the stage for future successful operations of the facility within the community ‌ Going forward, we await the city’s response and will take part in future discussions regarding this facility’s transition.â€?

Brewery owners find it difficult to see the future

If it wasn’t for government funding, customer support and the innovation of business owners, several more breweries would have closed their doors since the pandemic began.

Breweries are now weathering their second shutdown. The fi rst shutdown began last year on March 17 and lasted 2 1/2 months.

From June 10 until the second shutdown, which began Nov. 21, breweries were allowed to operate at 50% capacity indoors and had to adhere to a long list of guidelines. On Dec. 18 Gov. Walz revised the executive order to prohibit indoor dining but allow breweries to serve patrons outdoors.

As of Jan.10, bars and restaurants can now be open at 50% capacity (both indoors and outdoors) with a maximum of 150 people.

Press Publications spoke to the owners of HammerHeart Brewing Co. in Lino Lakes, Lakes & Legends Brewing Company in Minneapolis and Big Wood Brewery in White Bear Lake to learn more about how the pandemic has impacted the industry.

HammerHeart Brewing Co. HammerHeart Brewing Co. has been around since August 2013. Co-owner Nathaniel Chapman said that from the very beginning of the pandemic, his business chose to be cautious.

“If there was a recommendation to do something, even before it was mandated, we did it,” he explained. “Once the fi rst shutdown happened, that’s when we just settled into the new normal.”

Throughout the entire pandemic, Chapman said the guidance the business has received from the state has been “straightforward.”

“We always agreed with the guidance,” he noted. “At any point, we have never had qualms with it.

“The whole thing has been frustrating, but we agreed with it so we never had issues navigating what we could or couldn’t do, because we always erred on the side of caution,” he said. “We were never trying to push the boundaries of the gray areas.”

Out of all the different phases, Chapman said operating indoor service at 50% capacity was the toughest. Although a majority of customers were understanding of the protocols in place, it was evident that a select few customers

were frustrated with the guidelines.

“As a brewery, our number one goal is to make people feel welcome and comfortable, and by default we weren’t able to do that … It took a toll on our staff.”

Chapman said if it wasn’t for government funding — both a Paycheck Protection Program (PPP) loan and a grant from Anoka County — his business would not be open. The funding has allowed the brewery to keep its fulltime staff. He said it is crucial that his business receives a second round of support from the government.

“I absolutely have to get those. If I don’t, it really puts me at risk.

We are losing over 50% of our profit every week,” he said. “Over the course of the last nine months, that’s a ton of change that we have lost.”

Lakes & Legends Brewing Company Circle Pines resident Derrick Taylor celebrated his five-year business anniversary last month. Although he couldn’t stage a special event, the brewery made a special beer that’s available for purchase.

Immediately after the fi rst shutdown, the business saw a dramatic decline in revenue.

“Tuesday is usually our best day of the typical work week, and we have made probably 20% of what we typically make on a Tuesday. That was just a sharp decline in revenue, and then it just continued from there,”

Taylor recalled.

The business is down over 60% in taproom revenue and down 25% in distribution (to other bars, restaurants, liquor stores).

Taylor said it has been challenging to try to plan for 2021 and beyond. “It is difficult to try to predict what is going to come up ahead of us,” he explained. “It is tough to plan on what we can and cannot do, not only the fun stuff like marketing and releasing new beers and products, but the financial planning is so difficult … It is really difficult to see the future and make decisions.”

The other side Taylor needs to think about is the people, both his staff and his customers. “I use the term ‘space and grace’ around here quite a bit. I ask my team and customers to remember to give everybody space and grace and to know that we are not fi ring on all cylinders right now and that’s okay, it is OK to not be OK,” he said.

“As Americans, and Minnesotans especially, it is in our DNA to work hard and to figure it out, and so the pandemic is extremely challenging.”

One thing that has helped the brewery weather the pandemic so far is innovation.

The Lakes & Legends business model changed several times in 2020 and will continue to evolve in 2021. It’s had to change staffi ng and rethink purchases. The business added delivery options and installed a new point of sale system for a more digital experience. “It is adapt or die. You really don’t have another choice,” Taylor said.

A few key things have helped the taproom stay alive. Lakes & Legends was able to work with its landlord to restructure its lease and defer rent payments; it received PPP funding and was able to restructure

its Small Business Association (SBA) loans and also received a grant from Hennepin County.

“Those things give me a lot of positivity and hope that we are going to be able to make through the next six months,” he said. “I think it is going to be a long six months ahead.

We are going to have to innovate, stay hungry and be careful with our spending, but I am positive we’ll be able to get through it.”

Taylor said he is grateful for the support his business has received, especially from his Blaine and Circle Pines neighbors who regularly put in very large orders for him to deliver to them.

Taylor encourages everyone to continue supporting small businesses. “The major corporations, the big box stores, they are going to be just fi ne; they are thriving right now, but it’s the small businesses … Those are the places that may not be around this spring or summer,” he said.

“Support the places that you like going to.

A meal once a week or even once a month, is likely the difference of them making it through this or not.”

Big Wood Brewery is doing its best to stay afloat throughout the coronavirus crisis, but restrictions have made for a challenge unlike any other the team has faced in its decade-plus long history.

The pandemic has led to a series of unforeseen problems for the beer industry, said Sales Manager Jamey Worley, an aluminum can shortage being among the biggest.

The COVID-19 pandemic has dramatically decreased draught beer sales, as breweries cannot sell kegs to restaurants or pints to taproom patrons at the same rates as prepandemic. As lockdowns and social distancing guidelines confine people to their homes, more and more consumers have been purchasing cans of beer to drink at home.

With a finite amount of aluminum to manufacture those cans, the supply chain has proven unable to handle the increased demand, and so the industry is bracing for a shortage.

Local craft breweries like Big Wood have been hit the hardest by the can crisis, as they generally have fewer resources and less leverage with metal suppliers.

At the same time, Big Wood is facing a deficit due to an excess of beer that it has not been able to sell.

“Just think about how precious our

resources were when we were operating at 50% capacity outside and 25% inside. Then, we were forecasting to have beer going out into the marketplace,” Worley said. “It took all our resources to buy the stuff to put it into, and now it’s out there rotting …. You think about the waste there and you’re like, ‘You’re kidding me.’ It’s not like we have money to spare right now.”

Worley said that Big Wood will continue to comply with state restrictions, though she and the rest of the team worry about their future.

So far, the support of loyal customers has helped them weather the storm.

Big Wood offers free delivery to homes within a 10-mile radius of the brewery with a $20 minimum order and $10 delivery to homes outside of that radius with a $30 minimum. As the incoming chair of the Senate’s Education Committee, my agenda this year will be focused on improving the way we deliver education. Minnesota has long prided itself on having one of the best education systems in the country. But that system is not working for many Minnesotans -- especially low-income families and families of color. In fact, as of 2019 barely more

than 50% of students are meeting math standards and 58% are meeting reading standards. That’s a failure. We have a moral duty to do better.

Here is where we start: • Reopen schools immediately. We have to get kids back into the classrooms right away. The governor’s plan moves too slowly and doesn’t include all students. The evidence is overwhelming that schools are safe, kids will be safe, schools are not meaningful spreaders of the virus, and that distance learning is devastating to students.

• Focus on improving childhood literacy - achieve 90% proficiency in five years! We have to get these kids on the right track at an early age. That means re-committing ourselves to improving literacy by 3rd grade. We are ready to give educators what they need and want. We have a plan.

We have a daunting task to accomplish in 2021 at the legislature. We have a budget that must be balanced and a deficit that must be brought under control. Minnesota Legislators envisioned a situation where the lawful application of the need for an executive power is extended past the immediacy of an emergency to construct a governorship that usurps the oversight of our legislature.

Power, like taxes, is hard to wrest back once it is implemented.

We must not allow a crisis to be the reason we forgo our form of government.

We cannot allow a single executive to thwart the constitutional oversight of our legislature and the well and trusted process of allowing our citizens to have a say in their government.
