It’s been another three months since our last issue and have they gone by fast! Since Wheelspin magazine came along, letters from readers and viewers of our TV programme have continued to increase yet we are even more pleased as it seems our magazine is reaching way beyond our local shores. Correspondence has been received from the UK and even from Australia and although we’ve had a couple of subscribers in these countries, it is very satisfying to hear that our magazine has found it’s way to other readers through other channels. It is also very satisfying to hear that viewers of the programme are not limited to Malta and many are watching us over the net too. In these last months we’ve heard about several important issues related to motoring both locally and abroad. Globally we’ve heard about the problems with some Toyota vehicles, and although it seems cars in Europe were not affected by the defects, we felt it was wise to include an article on this matter. Locally we’ve seen the increase in fines for motoring offences which on the whole is quite positive when it comes to safer driving but are all fines justifiable? And does the state of our roads reflect all the money motorists pay through registrations, circulation taxes and these same fines? Well now that the Pope has come to Malta, it seems that we have seen some improvements in particular roads especially in my hometown Rabat were the roads leading up to the seminary have been given a much deserved uplift. Yet as one of our readers rightly put it: ‘if we want to have decent roads on which to drive, we should ask for the Vatican to be transferred here!’ Imagine that. So here it is, another Wheelspin magazine, miles ahead… in quality and unbiased writing!

LETTERS TO THE EDITOR Hi Fleur, Thanks for taking the time to read my message. I’m sure you receive thousands of them but I just wanted to share something with you. My parents live in Marsalforn and have done so for 5 years. They came back to the UK this week and brought with them a copy of your magazine as I’m a car nut! I just wanted to say how much I enjoyed it. I love the way you write as it’s much more down to earth and accessible and doesn’t rely on extravagant metaphors so often seen in motoring journalism. You also add much more aesthetic appeal than Jeremy Clarkson, James May and Richard Hammond do in Top Gear! Thanks again and I will be making sure my parents send me the magazine in future! Dear Fleur, I have been getting your magazine since I first found issue 3 at my local petrol station. Now I make sure I get every magazine the minute it is out. It is one of the best and I must congratulate you on the stories written which are very different to other magazines. Regards, Michael Swieqi

Hello Wheelspin, I must send a big ‘proset’ to all the team for the magazine and also the TV programme. All the articles written are not only informative but very real and you hit the nail on the head on many issues. A special congrats goes for the article ‘Global warming and car emissions’ in issue 6. It is about time that someone stresses the gravity of having so many old cars on our roads. New cars should be cheaper and priced similar to what other Europeans pay in their countries, at least the small ones. If it were so, we could change our cars more often. Keep it up, Sarah Magri Floriana

Geneva Motor Show A sign of optimism for the motoring world. by Fleur Balzan

If the Motoring Industry has been going through one of the worst periods in History, the Geneva Motor Show is surely the place to make one think otherwise. This yearly motoring event held at the

would have to be the Porsche 918 Spyder. This is a hybrid vehicle which is definitely proof that Porsche have been doing their studies to stay loyal to the sporty brand whilst still coming up with cars that care for

amongst them the Zoe Z.E. Concept.

Geneva Palexpo is one of those events that everybody in the business does not like to miss out on.

the environment. Porsche presented 3 hybrid vehicles in Geneva, the Porsche Cayenne S, the Hybrid 911 GT3 R race car and the orgasmic 918 Plug-In Spyder. This car is powered by a V8 petrol engine producing 500bhp plus two electric motors, one on the front and the other on the rear axle which together produce another 218 bhp. Amazing or what?

eye catcher and what about the new Citroen Survolt Concept? This car may just be the 2nd car on my ‘most loved at the fair’ vehicles and the combination of style and colour has a lot to do with it! Built on the GT by Citroen Concept car presented by the brand last year, the Survolt is another sporty electric concept car which may just make it to the races. The car has batteries mounted all over to balance the weight and it just may be that this is a future production model for the brand. Another car worth looking at on this stand was the Citroen DS3 Racing, a stylish sporty car that makes you want to look at it then look at it again!

Although not the largest motoring fair in Europe, the Geneva Motor Show must be loved by one and all. The location is perfect, 2 minutes walk from the airport and the layout of the halls is also the best for all those visiting. Although the signs in Europe are showing some recovery from the recession, it is still too soon to say that we are past the worst. The motoring industry is being cautious, like any other industry for that matter, yet it is very clear that most brands are focusing their energy on cars which are cleaner and introducing even more new models which work with alternate fuel. Whereas in recent years we have seen the introduction of electric vehicles by many of the brands, the focus on this year’s vehicles must have been hybrid. And if anyone ever said that alternative energy couldn’t provide the performance required for a sport car, this year’s motor show is proof of the opposite. It is difficult to decide which brand to start with when so many attractive, electrifying, spectacular and breathtaking cars are present under one roof! The thrill and adrenaline high one gets when being so close to something so beautiful is only understood by other car lovers and it’s difficult to decide which vehicle tops the score at an event like this. Well, if I had to look at one car which actually is striking in both looks and technology, it

8

Peugeot is also a company which in these last years has been working on providing various new models, also in segments the brand was not so familiar with in the past. After the introduction of the 3008 and the 5008, Peugeot had a variety of cars on their stand. From the electric Ion BB1 to the beautiful Peugeot SR1 concept and the gorgeous RCZ. This is a sporty 2+2 that’s scheduled to hit the roads soon, hopefully by the summer. The brand also introduced the ‘5 by Peugeot’ as a World Premiere. This vehicle incorporates Peugeot’s Hybrid4 diesel Hybrid technology. It has four wheel drive and produces 200bhp with CO2 emissions of only 99g/km. Peugeot are certainly celebrating their 200th anniversary in style! Renault is never lacking in new models at this Motor Show, and this year was no exception. The stars on this stand were the much awaited New Megane Coupé Cabriolet, the car with a glass roof to give the open drive feeling at any time of year, and the sweet, cute Renault Wind, a two seater Roadster which, any person that’s young at heart would love to own! Other Renault cars present in Geneva were the Megane Sport range and the R8 Gordini Range and the electric concepts

Citroen, another French company also had some striking vehicles on their stand. The New Citroen DS High Rider is definitely an

Keeping to European brands, Alfa Romeo too had one car to want to ride home in presented on their stand. After having seen footage of the car with all its ‘curves’ and lights hidden under what may be called ‘car coats’, I was curious to see the final outcome of the New Alfa Romeo Giulietta and I am sure many would want to see this car on our roads too. The Alfa Romeo Giulietta is a car with a true Alfa soul. ‘Passione e Bellezza alla Italiana’! One car to tempt all Alfa lovers locally!

with large wheels and distinctive curves which give it an aggressive yet sexy look. Audi too had some new beautiful models amongst them the Audi R8 presented in a beautiful orangey colour which gives a completely new image to the brand. Also present on the Audi stand were other cars such as the Audi A1 Sport and A1 e-tron, the brands electric vehicle, and the A8 hybrid. The Mercedes Stand was not only attractive because of the vehicles presented but also because one of their most beautiful cars was presented by none other than Michael Shumacher and Nico Rosberg, the F1 Mercedes GP Petronas drivers for this season. After having seen Michael Schumacher on numerous occasions on the Ferrari stand, it was kind of strange to see him in a Mercedes vehicle which, he said, he will soon have in his own garage. The car the F1 duo presented

was the SLS AMG F1 safety car a dream vehicle to say the least. Another beautiful number presented by Mercedes was the E Class Cabriolet a four seater convertible which is sure to turn heads. BMW was not lacking in new models on its stand. The Brand presented the new generation 3 series convertible and coupé as well as the new 5 series sedan, the 5 series efficient dynamics and the 5 series Active Hybrid concept, a car that can operate on electric power, petrol or else a combination of both. BMW Group, through the Mini brand, presented the New Mini Countryman, a four door car which was also one of the most awaited cars at the show. The Mini Countryman is a car that, although loyal to the Mini image, is the first Mini with four side doors and a separate back door and also the

first Mini to offer all wheel drive. The car is obviously larger than a normal mini but nonetheless easily recognisable as a pure Mini. The Asian brands also had a strong presence in Geneva with some presenting a few of the most attractive designs equipped with the latest technologies imaginable. Subaru presented the World Premiere of the New Impreza XV which is somewhat bigger than its predecessor, as well as the utterly beautiful Subaru Hybrid Tourer Concept. Based on the brands Electric car technology, this concept includes a 2.0 litre turbo boxer petrol engine plus an electric drivetrain which means that this is the world’s only boxer-hybrid. Trust Subaru to achieve this milestone! Hyundai had an attractive hybrid World

From France to Italy and now to Germany for some other striking, alluring and somewhat regal presence vehicles. Let’s start with Opel and the new cars presented in Geneva. Opel is one company that has proved that when the going gets tough, the tough get going! The Meriva was certainly one awaited family car with a difference yet after having seen it as a concept car in last year’s show, my interest was captivated more by the Opel Flextreme GTE Concept. This car has a beautiful profile

9

Premiere which goes by the name of i-Flow. This new concept may just be the brands future D Segment vehicle. The car features a 1.7 litre turbo diesel hybrid powertrain, quite a feat for Hyundai since diesel hybrids are still quite rare. It has a six speed dual clutch transmission and has flexible solar panels on the roof whilst additional power can also be produced via the exhaust heat. The inside is very spacious and extremely futuristic plus the use of a light blue colour is somewhat calming. Keeping with Korean manufacturers, Kia too had a World Premiere at the Show. The Kia Venga EV concept car is the same size of a regular Venga and it is an all electric zero emissions vehicle which reaches a top speed of 140km/h. This was not the only star on the Kia stand but the brand also presented the Kia Ray, a concept plug in hybrid which features a 1.2 litre petrol engine producing 153bhp together with an electric motor which produces an additional 104bhp. Also present

10

on the Kia stand was the 2011 Kia Sportage with a new design which is longer, lower and wider than the previous model. Several other vehicles worth taking note of were present in Geneva. Honda presented as a European Premiere the new hybrid CR-Z coupĂŠ together with another concept three wheel vehicle which goes by the name of Honda 3RC. Ford presented the New Ford Focus and Ford Focus Wagon together with the New Ford C-Max and the Ford Grand C-Max. Mazda had the 20th anniversary edition of the Mazda MX5 and the all new Mazda 5 whilst the brand also introduced their New Sky technologies. Chevrolet had the European Premiere of the Concept Aveo RS whilst Fiat presented their new twin air engine technology. Geneva Motor Show, definitely a haven for all car lovers!

INCREASED Alfa Romeo traffic fines.. a step in the right direction? The Centenary in Malta

by Gerald Fenech

With the recent announcements by the Ministry for Justice and Home Affairs indicating that some traffic fines for particular offences will be increased, the news was met with skepticism by some and with relief by others. For it is obvious that with the number of cars on the road increasing by hundreds or even thousands every year, something really has to be done to rein in offences which are also increasing at an alarming rate. The fines To take a typical example of a fine which has been imposed but which has been crying out to be implemented one finds the classic case of using a mobile phone while driving. The fine imposed is quite steep at €100 for any offence but which is quite justifiable due to the ever increasing number of accidents occurring when mobile phones are arbitrarily used by drivers sometimes even in busy situations. Some may say that the fine will not be much of a deterrent but the fact that it is there definitely creates a certain sense of wariness to use a mobile while driving. Another offence which is quite common, especially in the dead of night is the jumping of a red light which apart from being lack of etiquette is another dangerous misdemeanor. Here the penalty has been increased from a mere €58 to a substantial €250, slightly more than the old Lm 100 The proposed penalties for drink-driving are also much harsher, and drivers who refuse to provide a sample for a blood/alcohol test when requested to do so by police will be deemed to be over the limit, unless they prove the contrary. The fine has more than doubled - from €465 to €1,200, surely a deterrent for those who remain resistant on this point.

the breathalyser test, avoiding the repeat of a case which happened last October where the Court of Criminal Appeal cleared a man of drink-driving after he refused to take a breathalyser test. The court had ruled the police had not managed to prove he was drunk. What happens abroad? The amendments are basically in line with measures already introduced in other European countries, although the penalties tend to be substantially higher in the EU. In fact, driving while using a mobile phone in the UK can cost a driver up to £1,000 (€1,150), and a conviction can cost a driver three penalty points, where 12 points can lead to a driving ban.

and lose six of the 12 points on their driving licence. Those drivers found to have drunk well over the limit risk having their licence taken and face a €4,500 fine, possibly also being sent to prison for up to two years. In Spain, offending motorists face fines up to €1,500, and a suspension of a driving licence for three months. The fine for driving while using a mobile phone is similar to Malta’s as it is considered a minor offence in that country.

100 years of glory and style! Yes, that’s how long Alfa Romeo has been around. Therefore, 2010 is a special year for the Italian car brand. UCIM Co. Ltd. is therefore associating itself with one of the year’s biggest events – the National Malta Fashion Awards 2010; as well as organising the Alfa Romeo Centenary Experience in conjunction with Centro Internazionale Guida Sicura of Italy (www. guidasicura.it). Centenary celebrations in true fashionable and Cuore Sportivo style just as an Alfa is! This year’s National Malta Fashion Awards is taking place at the MFCC on the 15th May

The Alfa Romeo Centenary Experience will take place on the 5th and 6th June at the Hal Far Karting Track. Centro Internazionale Guida Sicura of famous Italian TV personality and ex-F1 driver Andrea De Adamich, will be sending to Malta a professional racing

This neatly brings us to this new sensational version of the already sporting Alfa MiTo. Though still a very prestigious and exclusive car, the MiTo can now be spotted on our roads, but boy is it a head-turner in true Alfa style! Nevertheless, the Alfisti immediately

understand what this version stands for and is capable of, as soon as they hear the suffix ‘Quadrifoglio Verde’ behind the model name of an Alfa. 170bhp from a blown 1.4 engine sounds already sensational, add to that the fact that it is an Alfa, therefore yes you can put your expectations for this car very high indeed because it certainly promises to surpass them! Managed by Alfa’s new DNA electronic control system, the driver can at the flick of a switch alter the behaviour of the MiTo with 3 preset settings that intervene on several major characteristics of the entire car. Now with the Quadrifoglio Verde one can opt to also have the suspension set-up to be controlled electronically by the DNA and truly bring out the max of the MiTo. However there are other impressive figures about this top MiTo: a CO2 figure of a mere 139g/ Km (that translates to only €120 of Maltese road licence) and combined consumption of 6L/100km or 47mpg!!! Alfa Romeo Malta’s Centenary Celebrations: Exclusively Stylish - * Cuore Sportivo Performance - * New Sensational Car - * …just what the legend known as Alfa Romeo stands for! Happy Birthday Alfa!

Conclusion: It remains to be seen whether these amendments will actually reduce the number of accidents on our roads or will lead to more responsible driving. However they do initially appear to be a step in the right direction if they eventually are approved by Parliament.

Although there are some restrictions on police powers to require breathalyser tests, the police are entitled to stop any vehicle. By introducing harsher penalties for drinkdriving, the Justice Ministry apparently wanted to eliminate the possibility of drunk drivers evading penalties by refusing to take 12

Drunk driving in the UK carries a maximum penalty of six months’ imprisonment, a fine of up to £5,000 (€5,760) and a minimum 12month driving ban. In France, any driver found to be above the permitted alcohol limit can be fined €135 13

Sheer Driving Pleasure

Oh how I wish I were a new driver in this day and age!

small in size but the features it has make it one big package.

Why? Simple! Small cars are not like they used to be. I remember a few years back, a basic small car was just that, basic with no thrills and frills to make it appealing. Things have definitely changed and nowadays small cars have a lot of the comforts previously considered extras and only seen on bigger cars.

The model I was driving was the 1.2 litre Spark LT with full extras and when I say extras, I mean this car has it all. The trip computer, steering wheel audio controls, CD mp3 player, climate control, alloy wheels, back parking sensors, six roof airbags and side airbags, electric and heated mirrors, alarm system, engine immobiliser and so much more. The inside of this vehicle definitely gives you the feeling of being in a larger, more expensive vehicle. The touches of aluminium silver on the dashboard and side doors make it truly attractive, the digital instrument panel give

I had the opportunity to drive the sweet Spark on a warm spring day and did this car sparkle and not only because of the colour of car given to me! This car from Chevrolet may be

the inside a feeling of calmness whilst the outside is cute and dazzling, with sculpted headlights and beautiful modern tail lights. One small car that’s big on style, design and youthfulness. Well, now that we’ve looked at the image of this car, let’s see what the drive is all about. This car may not have a sporty performance and yet, for a city car, it is certainly surprising. Initially, whilst in traffic the power was fine though not spectacular yet, once on a straight road, the car certainly outdid my expectations. The Chevrolet Spark produces 81bhp and reaches a top speed of 164km/hr, not bad for a car this size. Being a warm day, 15

Stylishall-Rounder

I also tried the speed whilst making full use of the climate control and the car still responded well alas having to use a smaller gear when driving slightly uphill. The CO2 emissions are also quite low, just 119g/km and at 5.1 litres per 100km, this car is certainly one economical baby.

by Fleur Balzan

Being so small, the car is also agile, handling very well and manoeuvring brilliantly even in tight spaces. Swerving at curves and roundabouts is steady and not once did I get the feeling of the car giving way to body rolls. The suspension is quite flexible therefore giving a comfortable ride even on Maltese roads, definitely a plus for local drivers and all this at a very competitive price of €11,450 for the Spark LT and €10,600 for the Spark LS (1.0L, less extras). Not as cheap as anywhere else in Europe but one of the best prices locally for such a package.

Lately I have been looking at different cars with the word practicality in mind. The reason is that, although most times I am lucky enough to try out various cars and love them for their drive, performance and aesthetic appearance, recently I have been looking out also for what’s practical for a changing lifestyle. Like everyone who loves automobiles, sporty vehicles are towards the top of my wish list but how practical are they when one has a family in tow or with aging parents?

My only question after driving this car: Why don’t the authorities give some kind of incentive to people opting for these small city cars in exchange of some old bangers that should have been scrapped decades ago?!!

Well, I had the opportunity to drive the new Peugeot 3008 recently and does this car fit the bill of practicality!! This new model from Peugeot, a brand well renowned for comfort and safety, is exactly what it states to be, a crossover which is neither small nor large. The 3008 is just slightly longer than the Peugeot 308 hatchback yet shorter than the 308 SW version. The vehicle is very spacious inside offering the driver a cockpit sensation, due to the centre console dividing the front seats, and much comfort for all the rear passengers, also thanks to the flat floor at the back. The materials used inside are of high quality making the inside of this vehicle quite beautiful whilst the six airbags and electronic stability control which come as standard are an assurance that safety was considered diligently. Standing at 10cm higher than both the 308 hatchback and SW, this 3008 offers excellent road vision, handles exceptionally well even at roundabouts and curves, and with a somewhat soft suspension still offers the sporty drive desired by all those who look for a car other than to go from A to Z.

allowing a completely flat floor, made larger once the rear seats fold down. And there is no need for a lot of pulling and shoving for this as the seats fold down flat thanks to a push button situated in the boot itself. The model I drove is the 1.6 litre diesel which produces 110bhp and as little as 137g/km of CO2. Even with such an engine, the car delivers well and the performance is never lacking whilst economy wise, this model does 55.3 miles per gallon which is also very good. The Peugeot 3008 is also available in a 1.6 litre petrol producing 120bhp and another turbocharged 150bhp version. A 2 litre diesel engine is also available, with this last one producing either 140 or 163bhp. The Peugeot 3008 only comes in rear wheel drive and maybe the only reason for Peugeot not giving a 4 wheel drive option was to keep the price of this car down. In fact the starting price for the Comfort version is €23,800, not bad at all for such a package. Practical, fun drive, spacious, comfortable, safe, how much more convenient can this car be! If you’d like the opportunity to test drive this car you can do so by calling 79406607. Enjoy the drive. I know I did!!

Aesthetically, the Peugeot 3008 is not loud but stylish with smooth curves, a high waistline, which puts emphasis on the nicely shaped windows with chrome trims, and muscular wheelarches. Definitely MY style! The front grille is large and wide whilst the windscreen is long, giving the feeling of open driving. At the rear, the tail lights curve around the back windscreen and the tailgate is split with part opening upwards whilst the bottom part opens flat to allow easier loading. After the recent revelations that Toyota had some problems with accelerator pedals and their braking systems in several cars, it had to take a number of tragic deaths to bring the huge multinational company to its senses and admit failure with a promise of redressing. Still the attitude of some of the company’s representatives in the United States as well as in Japan has left much to be desired showing considerable insensitivity to those who have lost their loved ones through what can only be termed as great greed and cars incompetence if the stories being written are to be believed. The president of the Toyota Motor company has apologised for his firm’s handling of safety issues that led to the recall of nearly eight million vehicles worldwide. Akio Toyoda, the head of the Japanese car maker, issued the apology in a written statement as legislators in Washington, DC, began hearing testimony from company executives. Toyoda said he was “deeply sorry” for accidents caused by acceleration and braking problems in Toyota vehicles and he pledged to implement a set of reforms to shift control of recall decisions away from the company’s Japanese headquarters. “We pursued growth over the speed at which we were able to develop our people and our organization, and we should sincerely be mindful of that,” he said, a day before he was to appear before the congressional hearing. Rhonda Smith, the driver of a Toyota Lexus involved in a 2006 incident in which her car accelerated to 160kph, told lawmakers that she felt Toyota had dismissed her belief that the vehicle’s electronics were to blame.

26

“Shame on you, Toyota, for being so greedy,” she said. 27

The recalls over potentially faulty accelerator pedals and brakes have badly damaged Toyota’s reputation for quality and reliability. But James Lentz, the head of Toyota’s US operations, repeated the company’s position that electronic problems did not contribute to the sudden acceleration of cars. He said stuck gas pedals in some of the company’s most popular models were caused by misplaced floor mats and sticking accelerator pedals. This is undoubtedly highly insensitive towards the victims of Toyota’s crass incompetence and continues to throw bad light on the manufacturer whose reputation in the United States has taken a considerable beating. Thankfully the situation in Europe does not appear to be the same as in the US as there have been no reported accidents on the continent. The strict safety standards prevalent in the EU undoubtedly make it much more difficult for accelerator and braking defects such as the ones which have plagued Toyota to come out in European markets as the models have to undergo stringent EUROCAP tests which would definitely detect such major problems.

Toyoda, who is the grandson of the carmaker’s founder, said he would take the company “back to basics”, pledging that “Toyota will set a new standard for transparency and speed of response on safety issues”. His editorial appeared on the same day that the car manufacturer was presented with a subpoena from a US federal grand jury ordering it to handover documents related to the recalls. Depending on the evidence the grand jury probe reveals, the case could lead to eventual criminal charges being brought against Toyota. Billions in lawsuits As well as two congressional investigations, Toyota is facing a host of US class-action lawsuits potentially costing billions of dollars that link defects in its vehicles to more than 30 deaths. Critics, including some members of the US congress, have attacked Toyota’s response to complaints of sudden, unintended acceleration, accusing it of trying to cover up defects, which also extend to the brake systems of its flagship Prius hybrid cars. News of the US grand jury investigation came hours after the release of a document apparently showing Toyota knew of accelerator safety problems in its vehicles as early as 2007.

‘New standard’ Writing in the Wall Street Journal, Toyoda said the company had not responded quickly enough to reports about vehicle defects and promised “transparency” in the way it handles customers’ concerns. He said: “It is clear to me that in recent years we didn’t listen as carefully as we should or respond as quickly as we must - to our customers’ concerns”.

28

defects from consumers and regulators. This unforgivable detail now shows that cars which were manufactured during those years could surely have been defective and there are probably millions of these still being used worldwide.

The internal memo appears to show Toyota executives gloating over their success in limiting a 2007 recall on some cars where the driver’s foot mat interfered with the accelerator. The memo is among thousands that a congressional committee has requested in a subpoena of Dimitrios Biller, who worked as a US lawyer for Toyota from 2003 to 2007. Biller, who is now in a legal dispute with Toyota, said the internal company documents show the firm was hiding evidence of safety

The local angle Locally it does not appear that the safety issue has much provenance although it appears that some cars were indeed recalled. The local agent has asked new owners to bring back their cars for testing but at first glance (at least so far), there does not seem to have been any car which was found defective in the accelerator or braking systems. However this does not mean that we are completely out of the problem yet as there could be cars which were purchased years ago and which eventually develop defects which could prove fatal if not detected beforehand. So it is imperative that every Toyota owner should keep his/her car up to scratch and take it for regular servicing to eliminate any problems which can be solved to avoid any tragic consequences. Still as already mentioned European markets appear to have been accident and fault free with regard to Toyota cars but the issue of Japanese imports which still make up a considerable share of our second hand car market needs to be taken into account when safety issues such as these are concerned.

More uncertainties from Brussels

CAR REGISTRATION IN MALTA by Fleur Balzan

by Gloria Mizzi

17 months after the introduction of the current car registration scheme, it seems that Brussels is still analysing the system and it may not be convinced that this much discussed method of taxation is in conformity with EU legislation. So what are they waiting for? For those of you who have not followed this issue, in 2007, soon after Malta became part of the European Union, it was warned that its ‘old’ car registration system infringed on European law as it discriminated against second hand cars bought from other EU Countries. It was also informed that the car registration on new vehicles was in breach of legislations seeing that VAT was being charged not only on the value of the car but also on the registration tax itself which meant that buyers were being taxed twice on the same ‘product’. (This last issue is currently in the courts after both the Labour Party and Alternativa Demokratika took legal proceeding against the government asking for it to pay back the money to those who had been wrongly charged.)

Gloria Mizzi’s first ever recipe book. Delicious home cooking at its very best. 150 recipes, in English and Maltese, in one beautifully illustrated volume.

In January 2009, the government introduced a new system which meant that car registration on new vehicles was calculated on CO2 emissions and length of car whilst 2nd hand

vehicles were taxed on CO2 emissions, length, production year of vehicle and mileage. For a car not to be considered new, it would have to have travelled over 6,000km. Well, with the depreciation of vehicles abroad and with easily doctored mileage in this digital age, it is not difficult to understand why, in a matter of weeks after the introduction of the new system, our country became packed with imported 2nd hand vehicles. To add insult to injury, the guidelines of this ‘new’ legislation were changed a number of times and always in favour of 2nd hand imported vehicles. Can anyone ever understand the reasoning behind this? I sure as hell can’t!! Although the 2nd hand market is a very important one, I cannot understand a legislation which, in my opinion, takes us back to the early 80’s. Many are purchasing older 2nd hand cars because new cars, although much, much more environment friendly, are still way to expensive when compared to prices in other European Countries. This is no wonder when the amount paid in registration on new cars is approximately 50% of the value of the car. Therefore if a car costs €10,000 there is an additional €5,000 paid in registration tax. EU taxation Commission please take note!!

New car importers have, in my opinion way too politely, tried to reason with the government but these discussions seem to have fallen onto deaf ears! An industry employing over 750 workers is being ruined, not to mention the hundreds of other businesses relying on the same industry. And what hurts the most is that Malta has become just one big junk yard with old cars running for over 25 years with most of them being some other country’s hand me downs! And it seems it’s not only individuals who are opting for the cheaper alternatives to new, clean cars. The Police force has also taken the opportunity to buy 2nd hand vehicles previously used by British police. Oh but with the low crime in England these cars were probably hardly ever used!!! Yes right, convince yourself your 2nd hand purchase is practically new and the first time it fails you, probably weeks after you’ve bought it, it may just fix itself. Wishful thinking!!

monologues Rants from Stuttgart and beyond - Part 2 by Jan Karl Farrugia More goodies for new Boxsters and Caymans Following the introduction of the Boxster Spyder as an additional model to the current Porsche range, Porsche Exclusive has just released new modules for buyers of new Boxsters and Caymans which reflect certain elements stolen from the Spyder. The “Design Sport Package” includes 19” black gloss star-style alloys wheels, black gloss sprayed external mirrors, side air vents and roll bars, and matte black twin tailpipes (a’ la GT3). Other upgraded packages include the new “Infotainment Package” which includes a revised PSM system, a universal interface for hooking up your Ipod, MP3 player and other toys as well Bluetooth connection and 9 speaker system. The all new Cayenne The buzz word in Porsche circles recently is the new development language that Stuttgart calls “Porsche Intelligent Performance”: more power on less fuel, greater efficiency and lower CO2 emissions. This new direction is highlighted especially by the new Cayenne Hybrid. The Cayenne S Hybrid, with its 3.0 litre supercharged 333bhp V6 and 47bhp electric motor focuses on maximum efficiency from the overall system. Depending on driving conditions, the vehicle reaches this target

34

with either only one drive unit operating by itself or with both drive units working together. Together, the two drive units deliver maximum system output of 380bhp and peak torque of 427lb-ft at just 1,000 rpm, with the same kind of performance as the Cayenne S with its V8. The completely new, sporting and elegant design of the new model integrates the 2010 Cayenne even more closely into the overall current range of Porsches. The sports car-like character of the Cayenne comes out even more from all angles, just as the highlights in the shape and design of the car so typical of Porsche are also clearer than ever before.

with its 240bhp, 405lb-ft 3.0 litre V6 likewise reduces fuel consumption by 20%, up to 38.2 mpg on the combined cycle. The new Cayenne S delivers 400 bhp from its 4.8-litre V8 whereas the updated Cayenne Turbo dishes out 500bhp through the stonking 4.8-litre V8 biturbo.

Extra space inside and greater variability is ensured by the wheelbase now almost 1.6” longer. The most significant eye-catcher within the brand-new, high-quality interior is the centre console rising up to the front with its upright selector or gearshift lever, giving the interior the typical character of a cockpit upfront. The rear-seat bench moves fore-andaft by 6.3”, with the backrest angle adjusting to three different settings.

Gobsmacking 918 Spyder The awe inspiring Porsche 918 Spyder prototype recently unveiled is the first super sports car revealed since the demise of the Carrera GT, to which it owes many of its design attributes. The 918 Spyder is a celebration of contemporary Porsche design inside and out as well as under the skin. This mid-engined two-seater stunner combines the performance of a super sports car with the CO2 emissions of a small hatch back, an innovative plug-in hybrid concept reducing emissions to just 70 grams CO2 per kilometre and fuel consumption to 94 mpg. Within this concept Porsche combines a racing-spec 3.4 litre V8 power unit delivering more than 500 hp and three electric motors with overall output of 160 KW.

The range starts with the 3.6 litre V6 Cayenne. Despite the increase in engine power to 300bhp, fuel consumption in conjunction with the optional eight-speed Tiptronic S transmission is down from the former model by no less than 20%. The Cayenne Diesel

Reminiscent of legendary racing cars such as the Porsche 917 Le Mans and the current Porsche RS Spyder, the 918 Spyder with its design concept so typical of Porsche arouses powerful emotions. The combination of racing car dimensions, clearly structured design with

perfectly balanced surfaces, and innovative details all round creates an overall pattern

is provided to maximize performance. The sport suspension is designed for high level

of aesthetic, perfectly balanced harmony in design full of power and dynamics. This indeed is the ideal synthesis of form and function following Porsche’s design DNA. The control units relevant to the driver are concentrated in particular on the three-spoke multifunction sports steering wheel, while the variable driving modes, again so typical of Porsche, are supplemented by a map switch enabling the driver to call up various drive programs and serving as the push-topass button for E-boosting, for example when overtaking. Instrument illumination, finally, varies from green for the consumptionoriented running modes to red for the performance-oriented driving programs. One just hopes that this bombshell will some time actually grace our roads!

based on any existing mid engine Porsche model. It is aerodynamically designed for high speed. The body is constructed in steel, aluminium and Kevlar-carbon. Galvanized steel is used for the front structure and the passenger compartment. The engine and transmission are fixed in a space frame and modular tubular frame construction. The passenger compartment is protected by the latest version of the famous RUF integrated rollcage which is integrated into the A pillar and tube frame. The doors, with integrated side impact protection beams, and the front hood are made of aluminium. The body shell is made of Kevlar-carbon composite.

driving dynamics and safety. The front axles use McPherson struts and an anti-roll bar. The rear axles utilize motor sport technology with horizontal coil over shock absorbers fixed over pushrods connected to the wheel carriers.

RUF Automobile: the CTR 3 Exactly 20 years after the legendary CTR “Yellowbird” based on the 911 and 10 years after the second CTR, RUF announced the third generation CTR which is the wildest Porsche interpretation that RUF Automobile have come up with to date. The mid engine design provides exceptional balance and agile handling, while the longer wheel base provides better driving stability at

The CTR 3’s twin turbo charged 3.8 litre Porsche flat six engine has an output of 700 bhp at 7,000 rpm. The maximum torque is 657 ft/lbs at 4,000 rpm. This engine design combines a compact construction with high performance. Each turbo charger is provided with an intercooler which is placed in front of each rear wheel. The sequential shift 6 speed transmission in the CTR 3 is transversally mounted and is designed to manage volumes of torque up to 855 ft/lbs. A shift indicator on the dashboard shows the gear in use. A limited slip differential

The CTR 3 rolls on forged aluminium wheels with centre lock. At the front 255/35 ZR 19’’ tyres are mounted on 8.5’’ x 19’’ wheels, while at the rear 335/30 ZR 20’’ tyres are mounted on 12.5’’ x 20’’ wheel. The interior is a bespoke affair designed to the customer’s taste, from a functional lightweight finish to a sporty luxury finish with leather and alcantara. The aluminium gear shift lever for the sequential shift transmission is a central unit to the interior. In addition, the 260 mph speedometer shows the driver that the CTR 3 is made for high performance. The performance of the CTR 3 is naturally astonishing. The acceleration from 0-62 mph takes only 3.2 seconds. The maximum speed is 375 kph (235mph).

Upholstery - A lifting...

RESTORING A CLASSIC CAR by Mark Attard

Although upholstery is just the cherry on the cake when it comes to classic car restoration, and it is usually the last to be installed before one starts to enjoy the pleasures of a restoration success story, it is also the fist thing to be dismantled when starting up the whole venture and therefore could be worked upon from the start. Some might want to keep the original upholstery even if it is a tad far from pristine, and some might want to fork out a good chunk of their budget to buy it from an auction.. ouch! For all the others, there are a few different ways how to get away with some compromises.

workmanship: find yourself a reputable auto upholstery specialist. (His reputation should include completion of the works in a finite time‌ ). They would know a great deal on fabrics, leathers and vinyl available and can steer you in the direction of original parts or something that is cheaper, but of similar quality. A good auto upholsterer, with a little help from your research, would usually know where to get all of these materials, new and old, and how to cut, trim and sew them in to something that looks like it did when new from the factory. Remarkably, they are often less expensive than buying the materials already sewn into shape and installing it yourself.

The hitches of interior restoration are many. It is relatively easy to buy some seat covers and a carpet kit for even the rarest cars. But the difficulties lie in the more unusual parts. Like those moulded foam panels inside most of the classic German and Italian cars, no one makes them new, and the used ones you find in popular online auctions are usually high priced and of dubious reputation.

When it comes to carpets one should also do some homework before purchasing. Some versions of carpet are of very low quality, and soon you will find these versions shedding themselves all over your new shoes. As a quick test, try to pull a small strand out from the backing. It should be fairly difficult to do with your fingers.

As usual, the first thing you must decide is how you plan on restoring the car. Is it going to be an all-original restoration? Or are you going to have it as a daily driver that sees a lot of wear and tear? Either way, here’s the path to saving money and getting better quality

Very often door panels use the same material used in the seats, although moulded parts are very hard to reproduce. Here you can compromise by searching for a good bargain, and taking your time to do so, as usually one is tempted to fall for the first available Godsend.

36

If part of the upholstery or interior is still intact but has faded in the sun, or is just the wrong colour, then another option is available to you. Paint. Yes, paint. There are special paints designed just for plastics and vinyl for car upholstery. It actually penetrates into the material, so that it is nearly impossible to wear off or chip or scratch. In reality it is more like a spray-on dye. Regular use and even sanding will not wear through to the original colour because it has soaked into the plastic, re-colouring it. Make sure to match colours before trying this option. Once you have sprayed it, there is no going back!

rather than trying to assemble it yourself. Now go on and enjoy your refurbished upholstery and use the saved money wisely! That’s it, road licence and insurance, you guessed it! mattard@b.rightnewmedia.com

Hopefully there is some information here that will make your interior restoration more tolerable and less expensive. Shop around for a good upholstery shop, and ask to see some of the work that they are doing. Make sure to communicate exactly what you want done with the car. (e.g., full factory restoration, or low-budget quality). Being specific will help the business to order the correct materials that you want without having to guess as to your intentions. Unless you are skilled at working with fabrics, plastics, paint, special adhesives and industrial sewing machines, then you are often money ahead to find a reputable upholstery shop 37

Heaven A trip to

by Pierre Vella

Heaven is a place that we all hope to go after passing away from this earth, we strive to lead a good life, be kind and patient and pray to God Almighty. Everyone believes in his own heaven and imagines that in heaven one finds all that pleases us. I cannot agree more on this assumption however we too do believe that heaven could be on this earth even though for a very limited time. I did find my heaven on earth, a small village in Italy, an hour or so away from Bologna. A village that is quite normal with its few thousand or so inhabitants, but a village that is known all over the world, Maranello. What is so special about the place is that, in this village, all Ferrari road and race cars are conceived and born. I guess the same Enzo Ferrari who came from nearby Modena never believed that he would state such a landmark that would stand out as a place known to many. I have been fortunate in visiting Maranello quite a few times, and every time I get the shivers down my back, not because of the cold weather but the atmosphere that lives in the streets. Over the years, this village retained its characteristics. Nothing much has changed other then the new factories that the same Ferrari has constructed. Maranello is quite a normal place, however one realises that every shop, clearly illustrates a badge, a prancing horse depicting the great brand of Ferrari. These cars are for the privileged few and I am sure that few are the people in Maranello who own Ferraris. Yes it is true that wondering around the roads you are bound to see Ferrari cars heading out towards the motorway for a test drive but these are all coming from one of the factories where these prestigious cars are constructed. Then there is the racing pedigree, every one in Maranello has a story to tell, pictures proudly stand on walls relating a story. The owner will be more than happy to tell you the story of the picture. It could

have been Niki Lauda stopping for a coffee or Jean Alessi stopping for a meal. Many are these small coffee shops where various drivers stopped for a traditional home made meal. Not much has changed. These shops are all there and can be looked at. The church in the middle of the square sends out a special bell toll once the Ferrari racers win a race to the delight of the local parishers. Besides the various factories, there is the Fiorano track where most of the cars are tested out on this unique race circuit. Ferrari is the only manufacturer that boosts of a race track in the backyard of its factories, used to try out cars from the racing division to the road cars. Coming through the gates of Fiorano, is like coming in through the gates of heaven! A few metres and you arrive where it all started, even though Enzo Ferrari’s original workshop was in Modena. The original buildings with the legendary no 27, next to the main office door which up to a few months ago housed Michael Schumacher’s track residence. The garages now converted into a conference room still attain the small statues of patron saints including a statue of the Blessed Virgin. Passing through the courtyard, heading towards the track, there is a covered pit lane which houses the race car to be tested on the Fiorano circuit. An unusual exhibit is the F104G Starfighter 40

in red livery coming from the air squadron that displayed the original prancing horse. The place gives those passionate the time to think and imagine the cars that raced on this circuit. The silence is soon broken with people heading towards my direction. I look over my shoulder and there were both Felipe Massa and Fernando Alonso heading towards the track. With the amount of sun for sure there was no intention of bringing out the 2010 F10 Ferrari race car! Leaving the race track at Fiorano, the roads around all bear the names of Ferrari drivers, a short walk and we arrive at Galleria Ferrari, the museum dedicated to Ferrari, a magnificent shrine where old meets new. All the models on show are in working and even racing condition. The place has been updated over the years resulting in a more complex and detailed exhibit area. In the square outside the Galleria Ferrari, you come across various dedicated shops selling Ferrari models and merchandise. A short walk and you will arrive in front of the Ferrari workshop which houses part of the present production cars. Facing the factory entrance on the left hand side is the restaurant il Cavallino, worthwhile visiting as the memorabilia is incredible at this place. Across the road is Ferrari’s official merchandise shop where all the latest in Ferrari brand items are on sale. The day is coming to a close and the snow on the payment is turning to ice, it was the 28th

January 2010, a fantastic day! Well you do not always get the chance of paying a visit to heaven to then return to earth. A MEETING WITH CHAMPIONS by Fleur Balzan Some time before the start of the current Formula One Grand Prix season, the Wheelspin team was invited for the unveiling of the new F1 Mclaren Mercedes vehicle the MP4-25, and what an experience that was! The launch was held in the UK at Vodafone House in Newbury and besides witnessing the unveiling of this beautiful new car from the Vodafone Mclaren Mercedes team, we also had the opportunity to speak with team representatives as well as drivers Jenson Button and Louis Hamilton. Being in a room with Formula One drivers is already one feat in itself yet having the opportunity to interview the two last World Champions was one beautiful experience that won’t be easily forgotten.

and are very down to earth. Especially Louis Hamilton whose humility and politeness clearly show that fame and fortune have not tampered what is surely one genuine character.
