Welcome Dear Members, From Member Guest and the Boat Commissioning to the Docktails Oyster Roast and the Halloween Spooktacular, October continued the upward trend of member participation and social vibrancy across all Wexford amenities. Our team continues to focus on ways to maintain the fun and camaraderie and keeping our offerings fresh and exciting to provide programming for all demographics. As we enter this season of gratitude, I want to extend thanks to the Wexford employees and staff. First, spearheaded by CFO Michele Scott, the leadership team has worked tirelessly with many iterations to complete the operating budget for 2022. The budget development process entails an extensive level of detailed analysis and forecasting to identify and reach our goals. Each department head was tasked to examine their respective departments as it pertained to revenue enhancing opportunities while being fiscally responsible for their expenses including payroll. While management is always vigilant in holding down increases in operating expenses, there is a real upward pressure on costs especially with the nation’s current inflation rates. I would like to thank all the department heads for their hard work and dedication in completing the 2022 budget for the membership to vote on this December. Second, I’m also grateful we now have a complete team in place at the Clubhouse. With the addition of Chef Goetz, we are fully staffed and looking forward to the next culinary chapter for Wexford. Please make sure to make reservations for the upcoming holiday events and experience first-hand the new and reimagined menus.

And finally, many of our fine staff are seldom seen due to the nature of their work — golf maintenance, grounds and facilities maintenance, accounting and administration, housekeeping and kitchen staff. Each and every employee is committed to making member and guest experiences at the Club extraordinary and are essential to providing operational support to those at the “front of the house” interacting with members. I invite you to share your gratitude and appreciation of the Wexford employees by participating in this year’s Employee Holiday Fund. Whatever you decide to give expresses your personal appreciation for the services of the loyal employees who make the Club function so well. Information on how to make a contribution will be included with your November statement and can be found on the homepage of the website. Letter from the Board President Hello Neighbors, Facilities Plan Survey – The Facilities Plan survey is out and I encourage everyone to make your opinions known by participating in this survey. A lot of work behind the scenes has taken place with multiple versions of each proposed facility or upgrade developed for consideration along with estimates for construction costs and operating costs. This survey is another important piece in development of the plan to take to the owners for vote, David Jackson likely sometime early in 2022. We know President this has taken longer than most of us would have wished, but something this important to our community should be properly vetted with all interested given a chance to participate. Cooking at the Pool Bar — Perhaps by the time you are reading this, if not shortly afterward, the grill at the pool bar will be operational. It’s been a long road to this point for various reasons, so please come and enjoy this new addition to a very popular spot on campus. Don’t worry if it’s a little chilly, we have radiant heaters and a fire pit to warm you up while you’re enjoying the special menu items just for that location. The Budget is Final – At our October meeting, the Board of Directors approved the proposed 2022 budget to be sent to the owners for consideration. The final version of the operating budget proposes an increase

of 4.50% or $640 for the full year. We recognize it’s more of an increase than the past few years but the budget is reflective of the reality we all see every day of increasing price pressure on both labor and supplies. For comparison, we have information that comparable communities in the Lowcountry are proposing dues increases for next year anywhere from 5% to 9% for their members. While it may be a little more than we would have wished, the budget is practical and realistic. Our Treasurer, Sue MacCormack, has prepared a highly detailed document explaining the reasoning and numbers behind next year’s budget that will accompany the ballot you will receive in the coming weeks. Holiday Fund – You will receive a separate note asking to consider supporting our Employee Holiday Fund this year. Whatever is collected goes to the employee support staff to help them and their families enjoy the holiday, department managers do not participate. I can say from personal discussions with several of our employees that they truly appreciate your support and do not take your generosity for granted, so whatever you can do, thank you.

Members will receive an email from Vote-Now that will contain credentials to access the platform and instructions on how to cast your vote electronically. Vote-Now will work directly with Jones, Simpson & Newton, P.A. on the collecting and tabulating of votes. The HOA and Board of Directors will not have access to individual ballots or results. Voting will open no later than November 20th.


Meet the Candidates RICK ANDERSON

In 2011, Shari and I moved to Hilton Head and settled on Wexford as our permanent residence. “Settled”, however is not the correct description of what we encountered — we didn’t have to settle for anything. Everything we wanted was here: new and numerous friendships, golf, boating, tennis; and, yes — the beach. I am a graduate of Villanova University with a BS in Economics. Shari and I have been married 54 years and have two children and four grandchildren. Following graduation, I entered the United States Army and served in Vietnam as an Infantry Lieutenant, advising the South Vietnamese on logistics, training, and combat operations. After spending time in the wine industry, I joined my family’s chauffeured services business in New York City. Eventually we merged our company with Carey, the world’s largest limousine network. During that time, I served on numerous industry boards and received awards as an industry leader. I subsequently founded a consulting business to assist limousine companies in the operation of their business, including saving one from bankruptcy. Wexford’s Strategic Plan states emphatically that our locked inland harbor is our most unique asset and a key differentiator from other gated communities in our area. I have been a consistent supporter of ways to maximize the utilization of the harbor. As President of the Wexford Yacht Club, and with assistance of the WYC and HOA boards, I oversaw the successful merger of the two entities in 2015. I have served as the Commodore of the Yacht Club, coordinating our boating, education, and safety events. Additionally, I have served on the ASC, House & Social and Long-Range Planning Committees.

For these reasons, I have decided to run for another term on the HOA Board. I enthusiastically look forward to addressing these challenges and respectfully ask for your vote.

STEPHEN CARTER Liz and I became full time Wexford residents in the summer of 2014. We have two adult children, Alex and Simon, who currently live in Houston and Boston respectively and a one-year-old dog, Layla (yes, we are Eric Clapton fans!). Both born in London, we have lived in the United States for the last 31 years and are dual citizens of the US and the UK. I hold an MBA from the Business School of the City of London University, am a Fellow of the Institute of Chartered Management Accountants in London and am a Chartered Global Management Accountant. In 2013, after 10 years as Chief Executive Officer, I retired from Superior Essex, a multi-billion-dollar world leader in communications. Prior to that I was the President and Chief Executive Officer of Cingular Wireless and have also held a number of senior level positions with AT&T (previously SBC) including the CEO of SBC Wireless. Since retirement, I have been active as an independent board member and advisor to both public and private companies and am still involved in the industrial sector as a board member of a Tennessee-based manufacturing company. Throughout my career and in retirement, I have always been active in the community, volunteering for many charitable causes and holding positions on a number of non-profit boards. This included almost 20 years on the International Board of Special Olympics as a member of the Executive Committee, Chair of the Audit Committee, a Member of the Compensation Committee and ten years as Lead Director and Vice Chairman. Until last December, I served as a Board Member of our HOA in Atlanta. While at Wexford, I have served on the Governance Committee, the Finance Committee and since 2016, have been a member of the Board of Trustees of Wexford Foundation serving as the Chair for the last 18 months.

During my tenure on your Board, I have served as liaison to the Yacht Club and Marketing committees and on the committee for a GM replacement. I have advocated for numerous initiatives that ultimately benefited our membership financially and improved quality of life in Wexford. For example, I championed the leasing of slips on Pier 9, an initiative that has provided boat slip access for members not living on the harbor. This monetized an underutilized harbor asset and has generated over $100k in revenue since inception. I successfully lobbied the Board for funds to replace the aging, unsafe shore power pedestals and hazardous aged wiring on our harbor piers. I have tackled numerous other areas where change enhanced the Wexford member experience in a financially prudent manner, and have demonstrated leadership that has resulted in improvements to our infrastructure and operations.

I have a strong interest in the implementation of our Strategic Plan. I believe that revitalization of our facilities, in particular the replacement of the Harbour Center with a Yacht Club facility consistent with the high standards of Wexford, will bring opportunities for member engagement and result in sustained and increasing property values for members of Wexford.

I enjoy many of Wexford’s amenities including golf, tennis and pickleball. Liz and I both like traveling, enjoy good wines, good food, and of course soccer. I am a firm believer that work on a board and committees must be approached very differently from managing a company. You have to be capable of compromise, while being assertive enough to move things forward without being offensive. Collegial pragmatism with just a touch of humor might sum that up. In particular, you have to remember that you are not there to further a personal agenda, but rather to act on behalf of the membership as a whole, and to provide diligent oversight and governance. Thank you for your consideration.

DAVID HAY I am running for the Wexford Board to provide leadership, experience and knowledge during this important time in Wexford’s evolution. The recent influx of new and younger residents provides a unique opportunity and challenge to implement the long-range planning recommendations for additional amenities and improvements to existing ones. Once the membership has spoken, I want to be part of the process that brings these projects to a successful conclusion on time and under budget.

I am a graduate of Duke University and the College of Law at Ohio State University. My legal practice was concentrated in corporate, real estate and financial services law and included General Counsel positions at MetLife Bank, Chemical Mortgage Company and SunTrust Mortgage Company. I served as the Corporate Secretary for several companies, both public and private, and worked closely with those boards of directors. My family has been visiting Hilton Head since 1975 and more frequently after my parents moved to Hilton Head in 1991. My wife Marisa and I were attracted to the beauty and pace of life in the Lowcountry. In 2014, we purchased our home in Wexford and four years later we became full-time residents. What attracted us to Wexford was the friendliness of the members and staff, as well as the broad range of amenities including the golf course, boating, swimming, and fine dining. We appreciate the opportunity to meet and get to know neighbors through clubs and activities and enjoy the Event and Travel Club, Wexford Yacht Club, 3D, Men’s Golf, and the Thursday Night Happy Hour. Following my retirement in 2018, I became more active in Wexford beyond its fine amenities. I’m serving my third year

as a member of the Governance Committee and second year on the Grants Committee of the Wexford Foundation. Now I would like to serve on the Wexford Board and contribute my legal knowledge and management experience as Wexford develops and implements its infrastructure plans and successfully manages the organization in these challenging times. I would be honored to represent all members of our community on the Wexford Board and respectfully ask for your support.

LYNN LOOBY My husband Larry and I have been Wexford members since 2015. We are both attorneys and prior to our respective retirements, we were senior members of the Legal Department of The Dow Chemical Company. While we spent most of our tenure with Dow at its headquarters in Midland, Michigan, we were also fortunate to have lived in Zurich, Switzerland and Philadelphia, Pennsylvania. I grew up in New Jersey outside of Philadelphia and Larry is from Ohio. We have two adult children, Josh in Chicago and Caitie in New York, and we all enjoy the many Wexford amenities including tennis, pickleball, golf, boating and Clubhouse activities. Wexford is our only residence and we love living here. If elected, I am committed to keeping Wexford one of the premier residential communities in Hilton Head. Qualifications I retired from Dow as a Managing Counsel in 2018. During my 20-year career with Dow, I held positions in litigation (senior case manager and Director of E-Discovery), commercial and general corporate law. Prior to Dow, I was a partner in private practice in Midland. After retirement, I followed my passion for animal rescue with The Humane Society of Midland County, a no-kill shelter in Midland. We had one of the highest adoption rates in Michigan and worked with other local, state and international rescues to bring dogs to our shelter. During my tenure, I was Vice President and chaired the Communications, Grant Writing and Membership Committees. I also initiated and authored our monthly Newsletter and served as Committee Chair of our annual fundraising gala. Within Wexford, I previously served on the Marketing Committee and the Planning and Amenities Committee. I am currently a co-captain of our Ladies USTA 6.5 Combo Team. I have previous HOA board experience serving as the Secretary of The Hemingway Pointe Club Board of Directors which was the home association of our prior

vacation home on Lake Charlevoix in Northern Michigan. I also have extensive non-profit and board experience with organizations including: Big Brothers Big Sisters of Midland County, Visiting Nurses Association, Leadership Midland, Youth Leadership Midland, Midland Bar Association and the Midland County Hospital Advisory Board. Education Villanova University of Law, Villanova, PA, J.D. University of Pennsylvania, Philadelphia, PA, BA in English Personal Statement My strengths are governance, financial accountability, pragmatism, consensus building and follow-through. Although there are other attractive communities nearby, we chose Wexford based on the wide-ranging amenities and the welcoming attitude of the members we met. Over the last several years, Wexford’s demographics have changed and in order to keep our community vibrant, we need to acknowledge changing needs while also preserving our history and culture. My family is committed to Wexford and I believe that all members have a vested interest to continue the best attributes of Wexford. As a member of your Board of Directors, I would use my skills, experience and enthusiasm to help continue, enhance and promote the best qualities of Wexford while simultaneously identifying and proactively addressing our future needs.

HARRY MELLON My wife, Beverly, and I have been full time residents of Wexford since 1997. We have been active participants in all phases of Community life and have truly enjoyed this very special community. My primary goal if elected to the 2022 Board of Directors: To provide my expertise and experience in helping to successfully refine and implement Wexford’s Strategic Facilities Plan.

I believe that my major accomplishments on behalf of Wexford Homeowner’s Association demonstrate my ability to successfully accomplish complicated issues. • Proposed and successfully amended the Covenants to incorporate the New Property Owners Initiation Fee • Successfully prevented the Town of Hilton Head from annexing the 16th hole of Wexford’s golf course for construction of a storm water pumping station. Provided planning and oversight of the construction of a multi-million dollar pumping station that did not impact the golf course • Provided the planning and oversight of the construction/ repair of the Wexford Flushing Structure #1, and the Harbour Lock Doors • Successfully oversaw the completion of 98 infrastructure improvement projects including the Wexford Tennis Center and the New Security Gatehouse • Negotiated a bankruptcy settlement that obtained Wexford Homeowner’s Association ownership and control of Pier 9 • Developed the first 10 Year Reserve Analysis and Infrastructure Funding plan for Wexford • As Chairman of the Long-Range Planning Task Force responsible for developing the basis of the current Strategic Facilities Plan. My other goals if elected would be: • To protect the Property Owners rights of due process from erosion by proposed changes to our Covenants and ByLaws • To listen and be respectful of all the concerns and needs expressed by the Property Owners. I would be honored to again serve on the Board of Directors for Wexford and would welcome the opportunity to help Wexford remain “The Premiere Golf and Yachting Community.”

I believe that I possess several unique qualifications for achieving that goal. • I am retired from the United States Army Corps of Engineers. My 21 years of commissioned service included 18 months in combat. • I have over 50 years’ experience in the construction industry. My experience will greatly benefit Wexford in the implementation of Wexford’s Strategic Facilities Plan. • I earned a Master’s degree in Civil Engineering from Princeton University, a Master’s in Business from George Washington University and a Bachelors in Mathematics from San Diego State University

• I started my own construction services business and grew it into a $750M firm. The firm now has the largest and most comprehensive construction cost database in the world.

4th Quarter New Donor Fundraising Challenge on our experience from the McEvoy challenge last year, this offer should raise over $75,000 and enable us to achieve our goal this year.

The Wexford Foundation goal this year is to raise at least $250,000 to support sustaining grants to over 30 local charities in 2022. With the cancellation of our annual fundraising Gala, the fourth quarter is critical and the Foundation will once again rely on the generosity of contributions from the Wexford community.

We hope that every prospective donor will respond positively to this most generous challenge by the Carters and the McEvoys.

To ignite this fourth-quarter push, the Foundation is pleased to announce that Stephen and Liz Carter and Paul and MC McEvoy have each offered to match every contribution from new donors through the end of the year up to $25,000 each or $50,000 in total. This means a new member donation of $500 will result in a contribution of $1,500 to the Foundation. Based

f you and your partner are having trouble holding serve, mix up your positioning. There are many ways to position the server and the net man to make it harder for your opponents to return your serve, creating easier opportunities for free points. Try lining up Australian to take away a strong cross court return. Start both back for returners that hit strong hard returns. Try crossing sides after the serve has been hit to confuse the returner. Don’t be afraid to try new and different ways to hold serve! While returning serves, try two back to take away time from opponent’s attacking net play or use lob returns to put the serving side on the defense.

Pickleball Trivia Q: If my serve hits the kitchen line is it in? A: NO! Your serve is good if it hits the baseline, centerline or sideline, but NOT the kitchen line. Once the serve has been successfully made, the ball can land on any court line, and will always be good.

Boat Commissioning & Bridge Change The 11th Annual Wexford Boat Commissioning, which is Wexford’s way of welcoming new boats into the Harbour, was held on Sunday October 10, on a beautiful early fall afternoon. A record number of 43 boats participated and all “new to Wexford” boats and their owners were presented with a ceremonial bottle of bubbly to break over their anchor/bow.

The event kicked off with cocktails on the docks followed by the ceremony, which included introduction of the new Commodore and Vice Commodore. Officers of the Wexford Yacht Club serve two-year terms. The outgoing Commodore, Peter Carlson, gave a summary of the Yacht Club activities under his guidance and thanked Harbour staff, Mark Dryden and Wanda Marshall, for their efforts throughout a very busy year with more than three times the number of prior year lock-ins & outs. Peter also recognized the WYC Committee and thanked them for their efforts and contributions in making the Yacht Club activities so successful. Peter stated that with 43 new boats this past year, and 31 the year prior, the boating and Yacht Club amenities of Wexford are more popular than ever and are major reasons for attracting new potential property owners to Wexford. Yacht Club events such as the Festival of Lights, Blessing of the Fleet and Boat Commissioning have become as popular as Member-Guest golf tournaments and the Member Holiday party and these events have “sold out” for the past two years. Wexford now has the highest

percentage of members than ever who are here because of the Yacht Club, the marina and the boating lifestyle. Lastly, Peter suggested that with this new momentum, the Wexford membership embrace Wexford’s Long-Range Plan and invest in a new Yacht Club facility – a facility commensurate with the interest and participation being shown by the boating members of Wexford. In true maritime tradition, Peter then presented his Commodore badge to the new Commodore, Cathy Sumpter. Cathy thanked Peter for his contributions over the past four years as Vice Commodore, then Commodore. Commodore Sumpter presented Peter with a small token of appreciation by the Yacht Club Committee and proceeded to introduce the new Vice Commodore, Steve Duvall. With the business portion of the program completed, then came the fun part. As names of the boats

were called, owners came forward and received a bottle of bubbly then proceeded to their respective dock and waited for the horn to sound whereby the bottles were broken simultaneously. Attendees then went to the Clubhouse and enjoyed a fabulous evening of food and drinks.


Vice Commodore Mr. Steve Duvall Steve Duvall developed a love for boating while exploring the Mid-Atlantic waterways near Washington DC and Baltimore where he was a member of Carefree Boat Club. He and his wife Cyndi moved to Wexford nine years ago where they quickly became immersed in golf, tennis, and boating. Steve has been a member of the Yacht Club Committee for the past three years and aside from introducing and running

Wexford’s Fourth of July Family Scavenger Hunt, he serves as the liaison for marketing initiatives to promote and monetize our harbour and yacht club facilities. He is also a member of the Greens and Grounds Committee and former member of the Golf Committee. When not on the golf course, you can probably find Steve fishing or cruising aboard Cyn Seeker, a 32-foot Boston Whaler.

2021 Wexford Inshore Fishing Tournament The 2021 Wexford Inshore Fishing Tournament hosted the largest field of competitors in Wexford history with a total of eight boats heading out into the local waters for the day. This year’s tournament was “blessed” with a 9.4’ high tide just before noon which left most tournament entrants staring at the 1-2’ of water that flooded the marshes from the safety of the deeper water in the tidal creek channels knowing that the fish they were after were themselves chasing smaller fish up into the grasses. After hours on the water, three boats found what they were looking

for. Steve Timperman and his son Ethan demonstrated how years of Lowcountry fishing experience coupled with the proper boat for entering the flooded marshes can lead to a fun-filled day with over two dozen fish landed. The Timpermans took first in this year’s tournament with a combined weight of 2.8 pounds from their largest two fish, a redfish and a spotted sea trout. Second place was captured by Gary Fisher with a 1.2-pound spotted sea trout. John Minter placed third with a single 0.8-pound spotted sea trout.

UPCOMING EVENTS Festival of Harbour Lights

Beaufort: November 10-11 | Bohicket: November 12-13

December 5 | 6:00pm

The Wexford Yacht Club is once again visiting historic Beaufort for a two-night stay followed by an optional twonight stay at Bohicket on Seabrook Island. Several rooms have been set aside at “The Anchorage 1770”, a bed and breakfast directly across the street from the Beaufort Marina, for non-boaters and boaters who choose to not sleep aboard. Participants may decide to only attend the Beaufort portion of the trip or continue on to Bohicket.

Enjoy a Wexford holiday tradition and join us for the 2021 Festival of Harbour Lights. This display of lighted boats showcases the holiday spirit and creativity of our Wexford Yacht Club and is a magical way to kick off the season. All boat owners are invited to participate by decorating your boat — with prizes being awarded in several boat size categories. All decorated boats will be judged on Saturday, December 4th at 6:30pm. The official lighting of the boats and announcement of the winners will be on Sunday, December 5th. Cocktails on the docks start at 5:00pm, followed by the official lighting ceremony at 6:00pm. Dinner will be served in the clubhouse immediately following, so make your reservations soon.

Holiday Safety Tips

ith the decorations all set up and the excitement of the holidays in the air, it’s easy to forget about safety precautions and careful behavior but knowing how to stay safe is just as important now as it is during the rest of the year! Here are a few safety issues you may not have considered.

TRAVEL TIPS If you’re traveling this holiday season, make sure to keep travel plans off social media networks. Don’t post where you’re going, when you are leaving, or when you will be back because you’re making a thief’s job easier. Let Security or a trustworthy neighbor know if you’re planning to go out of town for so that they can keep an eye on your house. Have a neighbor grab your mail and newspapers while you’re away. Don’t hide a key outside the house! Security can maintain a key for your home.

FIRE SAFETY As we head into the cooler months, heating equipment like furnaces and fireplaces can cause house fires if mismanaged. Make sure to have a licensed professional inspect your furnace and clean the chimney before you heat your home.

Be safe with small flames and fires this holiday. Don’t leave candles unattended and don’t put stockings near a heat source (chimney/fireplace). Be sure to install or check smoke alarms and unplug your Christmas tree or other lit decorations during sleeping hours, and while you’re away.

For those who are cooking this holiday, please take extra precautions with turkey fryers (be sure the oil used to fry the turkey is the right temperature and always fry outside in a well-ventilated area). Remember, don’t use water to extinguish a grease fire — instead, douse the fire with baking soda.

DECKING THE HALLS Be careful as December is the deadliest month for electrical fires! Wexford has seen previous ground fires close to the home from holiday lights being laid in dry pine straw. Before you string lights on your house or trees, inspect the strands, to make sure there aren’t any frayed cords or cracked bulbs. Also, don’t use indoor lights outside and vice versa. Check the tag on the string of lights to be sure.

SLEIGH SAFELY If you’re operating a golf cart or riding a bicycle through Wexford to look at the many decorated homes at night, please ensure that your mode of transportation has required lighting. As family and friends come to visit, please remember that golf cart operation requires the operator to be 16 and have a driver’s license in their possession. Happy holidays!

It’s the Event and Travel Club’s (ETC) annual membership drive! ETC is a way for Wexford residents to spend time together, share experiences and meet other members. Our planned activities over the years have ranged from scavenger hunts, theater experience in Hilton Head and Savannah, bowling, wine tastings and travel both domestic and international. We’re gearing up for an exciting year ahead, with our committees planning and proposing exciting activities and places to visit and enjoy together in the upcoming months. If you’re a current member we ask you to renew your ETC membership and pay the $60 per household dues for 2022.
