To cap off that week, please join us for our Easter weekend events with the Easter Egg Hunt on Saturday during the Easter Egg-stravaganza event and Easter Sunday Brunch. I would like to remind all Wexford owners that the New Property Initiation Fee (NPOIF) proposed covenant change voting is now live. Your support in this vote is crucial as our Covenants require two-thirds of eligible voters to approve a change. Not voting is equivalent to a “no” vote. If you need assistance with casting your ballot, please contact Member Services or visit the Member Services desk at the Clubhouse. The Planning and Amenities Committee and leadership team supported by the Board of Directors have been working diligently on the 2022 Facilities Enhancement Plan. By reviewing the key findings of the owner survey conducted last October, we have attempted to understand where the Wexford community would like to evolve to in the next 10 to 20 years.

We are preparing to host several Listening Sessions in the month of April and May. We encourage owners to sign up to attend one of these via online registration which will open soon. If you are unable to attend one of the smaller information sessions, we will also be hosting a Town Hall meeting later in May. Thank you to the many owner volunteers that have worked diligently on this very exciting Facilities Enhancement Plan. Our 2022 infrastructure and capital projects continue with the grand opening of the long-awaited pickleball courts taking place last month. In addition, lights were added to tennis courts 5 and 6 for enhanced nighttime tennis, a new turf stairway was built providing a safer path between the playground and pool complex and the harbour wall repairs have commenced. We look forward to another great year of continuous improvement or our amenities and infrastructure that supports those amenities.

Letter from the Board President Hello Neighbors, April has historically been one of the busiest months on Hilton Head and within Wexford. This year it’s taking on a new dimension. Here are some updates of the things “on our plate” during April and, as you can see, many topics tie directly into our top 5 Board Objectives.

• Heritage Week is here, the Island will be busy, and tournament sponsor RBC hosts a private golf event with many touring PGA pros at Wexford showcasing our beautiful golf course and community to their high-net-worth clients. • A revised proposal to increase the new property owner initiation fee (NPOIF) has been finalized for consideration by Wexford owners. • Approximately 8-10 Listening Sessions will be held by our Planning and Amenities Committee, the Board and Staff members to discuss the 2022 Facilities Enhancement Plan for the Clubhouse renovation and Harbour Center & Yacht Club project. The sessions will be small, organized and have good dialogue and Q&A on all aspects of the project. This will lead to a Town Hall

Underpinning continued growth and success at Wexford is open, forthright communication with owners and staff, our third stated Board priority. I believe a good example of executing this was the Town Hall discussion held in February with Brandon Johnson of the Arnold Palmer Design Group and Chris Neff, Wexford’s Director of Grounds and Greens. They were informative, prepared, provided good insight on plans for future golf course maintenance and improvements, and led an open dialogue to collect input and suggestions and answer questions from Wexford’s owners. We look to see more of this communication throughout 2022 as we share progress toward our longer-range plans and objectives. Thank you all for welcoming our new residents and staff to our vibrant Wexford community, the best place to live and work on Hilton Head!

How to cast your ballot for NPOIF Covenant Voting to amend Covenant 9.11 New Property Owner Initiation Fee (NPOIF) is now open. Members should have received an email from elections@vote-now. com on Monday, March 21st. If you did not receive the email, please check your spam or junk folders before contacting info@wexfordhiltonhead.com. As a reminder, there is one vote allowed per property. The Board asks for you to consider approving increasing Wexford’s NPOIF to $35,000 for an improved property and $17,500 for a lot. The current NPOIF is $22,260 for an improved property and $11,130 for a lot. For more details, please visit the member website.

Members can expect the following with online voting:

• Each Voter will receive an email invitation in their personal email account. • The invitation includes a link to the secure site with the Voter’s personal registration code embedded. Once a ballot has been cast using this code, it will not work again. • Wexford HOA Administration will be able to assist in the following situations: email address change, resend invitation email, and verify vote submission (but cannot see any details of the vote). All electronic votes and paper ballots will be submitted to the Wexford Legal Team for official counting. Any technical questions may be directed to info@wexfordhiltonhead.com. If you would like additional assistance, a voting kiosk is at the Member Services desk in the Clubhouse.

Wexford Facilities Plan Listening Sessions

Wexford owners are invited to attend one of the Facilities Plan Listening Sessions being held over the next few weeks. Attendees will have the opportunity to view the proposed facility designs, financial and funding information and ask questions.

Safety reminders for the Spring With the spring season arriving, we wanted to take this time to remind owners, members and guests of some rules and best practices that are relevant during this time.

So please be attentive while near our waterways, keep a distance and remember to adhere to the laws regarding no feeding of the alligators. Be aware of your surroundings. An alligator may attack because it is protecting their territory, it is angry or identifies your pet that is being walked as a source of food. An adult male is territorial during mating season, which is early-to mid-summer. If he feels threatened or startled, he may attack. A female with her young may attack if she views a human as a threat to her offspring. If you do notice an aggressive alligator on property, please contact Mark Dryden at mdryden@wexfordhiltonhead.com to file a report.

GOLF CARTS

An immediate concern is the operation of golf carts on our roadways. Golf carts must be registered with security, requires the operator to be at least sixteen (16) years of age with a valid driver’s license on their person, be equipped with working headlights and taillights while operated during the nighttime hours and are subject to the same rules as an automobile which include obeying all traffic signage.

The feeding of deer, alligators, racoons, or similar wildlife in Wexford is prohibited. Most experts agree an alligator that attacks a human is an alligator that has been fed by humans. An alligator that has never been fed by humans may attack if it is teased or feels trapped, but that is uncommon. Most alligators would

‘Scott you should remind people to... ’ Every week, day and some days every hour, I get friendly suggestions on what we should communicate to the golf membership. While I don’t disagree with the suggestions, it can be difficult to convey all those messages. Therefore, let’s take a moment to convey those friendly suggestions and add some of mine: • Care for Golf Course – Please remember to repair all ball marks and replace your divots. While your shot may not have come to rest on the green, it may still have made a mark – and don’t be shy about repairing more than just yours. • Pace of Play – Please keep up with the group in front. If there are faster players behind, let them play through.

• Check-In – Each member, even if you already have a tee time, is required to check-in with the Golf Shop. This helps eliminate billing errors, manage play on the tee sheet, and much more. • Dress Code – Members and their guests are required to dress appropriately on the course and practice facility. It’s nice to dress like your favorite tennis star but it’s not permitted on the range or course. • Etiquette on Course – No cursing, damaging equipment, slow play, yelling (unless it’s “Fore”) or driving your golf cart wherever you wish. • Rules of Golf – Sorry, but players should follow the rules of golf.

Lock and Wexford Channel Procedures

Another boating season is upon us! I think it’s helpful for everyone to go over a few basics of how we operate the lock and a couple of reminders. The guidelines below are designed to make the transit of the Wexford lock as trouble free as possible and to ensure that everyone knows the proper procedure for entering and exiting Wexford Harbour. • All in-bound traffic must establish contact with the Harbour Center before entering the channel. This should be done via VHF channel 14. Do not enter the channel unless directed by the lock operator. Many times, there could be boats you are not aware of or unable to see. • After Hours: Contact Security via phone at 843-6868818. They will contact you via VHF once they are at the lock and will advise when you can enter the channel. Please keep in mind Security has many responsibilities and are not always able to attend the lock immediately. Please stay outside the channel allowing you more room to maneuver and ensure your vessel is safe. • Do not contact Wexford lock till you can see Wexford lock. This applies to either lock-in from Broad Creek or lock-out from the Harbour. • Please use the floating docks by the lock entrance for emergencies only and not for tying up overnight. Pick-up and drop-off from the docks is acceptable but if you are going to be longer than 30 minutes, please pull into the Harbour and use the guest dock inside. Even if you are just coming in to pick someone up, please contact the Harbour Center on 14 to get clearance. • When the operator is at the lock, they will either direct you via VHF to enter the approach channel or give you instructions if there is a vessel ahead of you. If you do not have a VHF radio, the lock operator will fit you in when space is available, boats with proper communication will take priority. If you do not have VHF and need to access the lock after hours, please make sure the Security guard you speak with is aware and has your contact information to pass along to the lock operator. • Once in the channel try to keep as close to the center as possible. The channel depth is uniform, but some shoaling naturally occurs between dredging. • The marked channel, from the flashing red light to the lock, is a no wake zone. Please proceed at a speed that will not create a damaging wake. This no wake zone extends for the entire channel behind Wexford Island.

• The entire harbour is also a no wake zone. Some boats will create a wake even at low RPM. To avoid making a wake that will disturb other vessels, you can engage and disengage your engines to better control your speed. • As you approach the lock gates, a flashing yellow light indicates the gates are fully open. This light warns you to approach the lock with caution. If this light is not flashing, do not approach and contact the lock operator on 14 and await verbal instructions. • If you see a constant red light, then the lock gates are either closed or are still moving. The red light only turns off after the gates are fully open. • If you do not see either of the lights, do not proceed to the lock, there could be a malfunction. Please wait outside the lock and contact the lock operator for instruction. Once contact with the operator is established, you will be guided via VHF radio as to your next set of actions. Once again it is imperative that your vessel have a VHF radio on board. • Once in the lock, take direction from the operator. If they instruct you to take a line, please do so. This will minimize the buffeting from water entering the lock and ensure a safe passage with no damage. • Once the water level has been equalized, the lock operator will direct you to leave the lock. If lines have been used, the operator will retrieve the lines first and then direct you to leave the lock. • When departing the lock, if the yellow flashing light is not visible obtain confirmation from the operator before proceeding. Do not attempt to leave the lock before the doors are fully opened as indicated by the yellow light.

Continued from Page 12 • When a Security officer operates the lock, they have certain constraints upon them – imposed by the Harbour Master – to ensure the safety of everyone. Security officers are not to operate the lock with more than one boat in the lock chamber. The only exception to this is PWCs, Security may put two PWCs through at the same time. This does not stretch to one PWC and a boat. • Do not turn your VHF off channel 14 until you have cleared the Wexford Channel. Please always monitor Channel 14 while in the harbour. As you enter the lock, outbound, the lock operator will ask the following questions: 1. Who is in command? 2. What is the name of the boat? 3. How many people are aboard? 4. Where you are heading? 5. Do you have a time of return? These questions provide a simple “sail plan.” Wexford has a protocol that if you are two hours overdue from an expected time of return, we will try to contact you. If we cannot contact you, the Harbour Master will contact the Coast Guard and report an overdue vessel. The Coast Guard will ask the above questions and for a description of the boat. The Coast Guard will then try to contact you via VHF and put out a notice on Channel 16 that there is an overdue boat. This may seem a bit extreme; however, if you have engine trouble and are in the Calibogue Sound with the tide going out, there is a pretty good chance you may end up headed to the open ocean. Or you may have run aground somewhere and are not able to get help. At least everyone is looking for you.

UPCOMING EVENTS Docktails | April 5 & May 3 All Wexford members are invited to attend the monthly Docktails event. Bring your favorite drinks, hor d’oeuvres to share and enjoy an evening at the Harbour Terrace with old friends and new. Harbour Seminar Series April 20: Collision Regulations and Rules of the Road May 18: Guide to Local Waters and Wexford Harbour Seminars are held at 3:00pm at the Harbour Center. They are free to attend and registration is not required. Georgetown/Charleston Overnight | May 3-8 Georgetown is the third oldest town in South Carolina with a large preserved historic district. The marina we will visit is in the heart of the downtown area with possible activities to include a historic tour and a trip to the South Carolina Maritime Museum. Several meals are planned and the many dining options available. On this trip, we will be stopping at Charleston on the way up as well as the way back. The Coast Guard likes this protocol for one very good reason, usually they are contacted eight to 12 hours after someone is missing and they have to start from scratch with minimal information. This two-hour window means they can usually find you pretty quickly. In the past, I have reported two vessels overdue and, in both cases, they were found within the hour. Neither were in any great danger, but they could have been. One last thought: If you are having work done on your boat and a service technician will need to take the boat out of the lock, please contact the Harbour Center.

He was a top 10 ATP player, winning three singles titles and one doubles title. Pernfors was also a finalist in the 1986 French Open. Hors d’oeuvres and a cash bar will be available. PICKLEBALL TRIVIA Q: When was the first permanent pickleball court built? A: 1967 in Bainbridge Island, Washington. As of 2021, there were almost 39,000 permanent pickleball courts in the United States. Wexford added four more courts to this count in March!

Take your time. You have 20 seconds in between points – use this time to slow down, take a few breaths and create a plan for the next point. Create a plan. Based on your opponent’s strengths and weakness create a strategy. When you prepare, it reduces stress and cuts down hitting without a purpose. Don’t change your game. Many players play the big points very defensively waiting for their opponents to fail. Make sure you put pressure on your opponents every point of the game.

Board of Trustees elected, two added Each year the Wexford Foundation elects its Board of Trustees for the upcoming year. With Stephen Carter’s term ending in March, the Trustees elected previous Foundation Treasurer Fred Noonan to serve as Chairperson for 2022. Cyndi Duvall, previously co-chair of the Grants Committee with Mark Brown, will assume the role of Treasurer and Mark will continue to chair the Grants Committee. Dick Garner, co-chair of the Development Committee is also completing his term and the Trustees are deeply grateful to Stephen and Dick for their commitment and dedication to the Foundation’s work. In his new role as Chairman, Fred Noonan announced the addition of two new trustees

who will join the Foundation Board this year. Kurt Grindstaff, a recent Wexford resident and supporter of the Foundation, and long-time Wexford member Bob Cherichella who will cochair with Paul McEvoy on the Development Committee. These new Trustees join current Trustees Shari Anderson, John Cunningham and Andi Purple in rounding out the 2022 Board. The new Board is looking forward to another successful year and the continuing opportunity to support those in need in our community. From its modest beginnings in 2012, the Wexford Foundation through the generosity of its members, has become recognized as a major force for charitable giving in Hilton Head and the surrounding area.
