Friends of Hamlin Beach State Park receives grant to enhance park’s accessibility

The Friends of Hamlin Beach State Park (FOHBSP) was awarded a $135,000 grant from the Environmental Protection Fund’s Park and Trail Partnership Grants program to create accessibility in Area 4 in and around the hexagon building and nearby bathroom. It is phase one of a project that will lead to the public use and access to the old concession stand, which is earmarked for an accessible nature and visitor center for Hamlin Beach State Park. The FOHBSP will have to raise an additional $15,000 in matching funds for a $150,000 total project budget.

The Friends of Hamlin Beach State Park is a 501(c)(3) not-for-profit volunteer organization that supports and promotes the preservation, conservation, improvement and development of Hamlin Beach State Park and the former CCC/POW site located on park property for the benefit of the public and posterity. This is part of a multiphase project to create an educational and informational building and area easily accessible to the visitors of the park. This will upgrade the experience at the park by providing an area for park-led and self-guided educational opportunities. It will provide a place where the Friends can showcase their volunteer efforts with the planting and maintenance of the native pollinating gardens and trails in the park, as well as their monitoring of bird populations. It will also give the FOHBSP the ability to share the history of the CCC/POW site and the impact of their work on the park and in the community. Friends look forward to enhancing the park experience and welcoming all to enjoy the treasure of Hamlin Beach State Park.

The grant is one of 22 awards totaling $1.7 million for organizations dedicated to the stewardship and promotion of New York’s state parks and historic sites, trails, and public lands. The grants will be matched with private and local funding and will support projects to strengthen Friends groups and enhance public access and recreational opportunities.

Friends groups – nonprofit organizations often made up entirely of volunteers – are essential to the stewardship and promotion of New York’s state park system. These dedicated groups raise private funds for capital projects, perform maintenance tasks, provide educational programming, and promote public use through hosting special events.

The Park and Trail Partnership Grants are administered by Parks & Trails New York, a statewide non-profit organization, in partnership with the NYS Office of Parks, Recreation, and Historic Preservation and the Department of Environmental Conservation.

Grants ranging from just under $5,000 to $300,000 were awarded to groups across the state. Parks & Trails New York Executive Director Paul Steely White said, “In the program’s most competitive year yet, these groups rose to the top with compelling projects created to make a meaningful impact on the communities and individuals who need public lands most. These vital projects will attract millions of visitors by creating new trails and footpaths, developing educational programs, and constructing ADA accessible bathrooms, just to name a few. We’re proud to continue investing in the growth of park programming and infrastructure that lays the groundwork for long-term stability, so New Yorkers can enjoy our state’s protected lands for years to come.”

Fighting for his rights

Andrew dreams of being an emergency medical technician (EMT).

The Murray resident wants nothing more to help other people in his community, and with the shortage of EMTs in New York state alone, he saw the perfect opportunity.

“However, a lot of these commercial agencies, they don’t hire CFRs (Certified First Responders) to drive for them,” he said. “They claim the state has a protocol saying you have to be an EMT or higher to work on ambulance. The state has told me they do not have a policy in place you have to be an EMT or higher to work on ambulance.”

Determined to chase his dream, Andrew tried taking an EMT class in 2016, as well as a CFR class in March 2019. However, both times the New York State Department of Health, Bureau of EMS denied his testing accommodations. Not to be deterred, he took an EMT class in the summer of 2022, yet again the state denied his testing accommodations.

Andrew has an intellectual learning disability. He said there are things he may need repeated twice and sometimes showing tasks handon is helpful to him. Andrew has been with Arc GLOW since January 2024, receiving self-direction services.

The testing accommodations he was asking for was a separate testing location, the test read and extended time. The ability to have the test read to him is what the state was denying.

This directly violates New York state’s Reasonable Accommodations and Disability Rights, which defines reasonable accommodation as: “actions taken which permit an employee, prospective employee or member with a disability to perform in a reasonable manner the activities involved in the job or occupation sought or held and include, but are not limited to, provision of an accessible worksite, acquisition or modification of equipment, support services for persons with impaired hearing or vision, job restructuring and modified work schedules; provided, however, that such actions do not impose an undue hardship on the business, program or enterprise of the entity from which action is requested.

“Reasonable accommodations may include, but are not limited to: making existing facilities more readily accessible to individuals with disabilities; acquisition or modification of equipment; job restructuring; modified work sched-

although such a personal care assistant should be accommodated where provided by the employee at no cost to the employer; providing non-workrelated aids, such as a personal hearing aid or wheelchair, which are the employee’s own responsibility.”

“I was then pressured to file a case with the Division of Human Rights, which I did,” he said. “At that point the Division of Human Rights found probable cause against the New York state EMS for denying my testing accommodations.”

When Andrew took another CFR class in October 2023 with all his testing accommodations granted, he passed. Now, since February 2024, Andrew has his CFR card.

“People treat us differently. If they learn you have a disability, they’ll treat you differently,” he said. “My fire department I used to be part of, they treated me differently when they learned I had a disability. That’s not OK.”

Andrew suggests companies look at their policies and change them to be more accommodating and accepting. He said the shortage in EMTs is very significant, especially in Genesee and Orleans counties. With a policy requiring to have EMTs or higher working on ambulance bars people who might want to work.

Since December 2021, Andrew works as an independent contractor as a volunteer ambulance driver. His goal is to get enough experience under him before going again for his EMT certificate.

•Bartalo, Donald Brian “Bart,” died March 31, 2025, at age 82. Predeceased by his parents John and Theresa Bartalo. He is survived by his wife Denise Fowler Bartalo; son Brian (Marcia) Bartalo; daughter Kristin (Charlie Rosenberg) Bartalo Rapp; grandchildren Jakob (Audrey Di Matteo) Bartalo, Shealyn Rapp, Nathaniel “Rocky” Bartalo and Jesse Rapp; brothers Roger (Julie) Bartalo and Steve (Kathy) Bartalo; and several cousins, nieces and nephews. Bart was raised in Caledonia, and attended SUNY Brockport as an elementary education major, where he played basketball and lacrosse. Bart started his career in education as a 6th grade teacher in Victor and then Brockport. He soon ventured into administration. Bart held positions as a teacher on special assignment, assistant principal, principal, and then superintendent of schools. Most of his educational career was spent in leadership positions in the Dansville Central School District. Bart was a Paul Harris Fellow for Rotary and was involved as a staff member, Board member, and leader for the Genesee Valley Rotary Camp. Other than education, Bart loved theater, music and was an avid supporter of the local arts community. He was a fan of many local sports teams especially the Rochester Red Wings, Buffalo Bills, New York Yankees, and the Syracuse Orange.

A Celebration of Bart’s Life will be held on Sunday, April 6, 2025, from 2 to 5 p.m. with words and remembrances at 3 p.m. at Artisan Works, 565 Blossom Road, Rochester. •Neibel, John G., age 89, died March 28, 2025. He was born May 10, 1935, in Franklin County, IL, a son of the late Andrew and Frances (Roberts) Neibel. •Kosciolek, Peter (“Petey Pete”), died March 19, 2025, at age 45. He is preceded in death by his mother Barbara (Gawron) Kosciolek (2019), father Ted Kosciolek (2024), sister Christine Whitfill (2024), and close childhood friend Danny Taylor (2025). He is survived by his sister Kathy (Bill Vining) Kosciolek; sisters Stacey (Warrick) Lackner, Mary (Mike Laubach) Kosciolek; brother-in-law Jody Whitfill; nieces Nikki Kosciolek, Brittney (Cameron Adjout) Collins, Logan Whitfill, and Annika Lackner; nephews Mason Lackner and Ty Vining; many aunts, uncles, cousins and friends, and the love of his life, Kelly Hellems. Pete was one of a kind. He cherished family above all else and considered just about everyone in his life to be his family. •Hart, Dianne S., died March 24, 2025 at age 82. Dianne is survived by her husband Dale; children, Nathan, Benton (Sarah) and Jacob (Deborah); eight grandchildren: Henry, Warren, Jasmine, Madeleine, Vander, Charlie, Eva and Ethan. Dianne was the oldest of six girls, born to the late Benton and Marjorie Sneary of Versailles, OH. In 1964, Dale and Dianne joined the Peace Corps, where Dianne patriotically served her country for two years, assigned to the small city of Bouake, Cote d’Ivoire in West Africa. In 1971, after moving to Brockport, Dianne pursued a Master’s degree in Education and later taught English at Holley High School. Dianne went on to teach for 27 consecutive years at Holley HS. Dianne retired from teaching in 1996 and joined Classic Adventures’ bicycle excursions full-time. The addition of Dianne to this family-run adventure travel business brought the company to new heights of success. Leading small group bicycle tours in the country of Greece was a favorite destination. She completed coast to coast rides (USA) on more than one occasion. She enjoyed cooking, food preservation, gardening, camping, quilting and sewing.

•Lotzow, Kenneth K., died suddenly March 27, 2025 at age 88. Predeceased by his son Ronny. He is survived by his loving wife of 65 years, Joanne; daughter Julie (Bill) Maples; son Kenneth Jr.; grandchildren Andrea (Bob) Burley and Billy Maples; great grandson Joey; sisters-in-law Shirley Mercer and Bonnie Hatfield.

•Ball, Thelma (Midge) D., died March 30, 2025 at age 89. She was predeceased by her beloved husband, Donald Ball. She is survived by her daughter, Joni Kase (Ken Hilliard) and her son, Mark (Leslie) Ball; grandchildren April (Nick) Hamilton, Heather (Taber) Illardo, Jimmy (Katie) Kase, Molly Ball, Riley Ball, Sadie Ball, Haley Ball, Omoro Ball, Garrison Ball, Justin Ball, Yamilette Ball, and Rafael Ball; five great grandchildren and one great-great grandson. Midge had a deep faith and loved her church family at St. Paul Lutheran Church and School. Midge was a hard worker who most loved her final career at the Monroe 2–Orleans BOCES where she made many lasting friendships. She could be found walking often to the Parma Public Library, gardening in her yard, and enjoyed many years of golf and bowling.

Ronald S. Wilson

Hilton - Ronald S. Wilson passed away peacefully on Monday, March 24, 2025 at the age of 80. He is survived by his loving wife, Carol “Sweetie”; his daughters, Heather (Devon) Cory and Laura Wilson; Carol’s daughters, Laurie (Ed) Hoover, Pam (Craig) Crandall, and April (Mike) Scanlan; several grandchildren, greatgrandchildren, loving family members and many friends in the community. Ron was predeceased by his parents, Robert and Marie Wilson.

Ron was a Vietnam Veteran of the US Army and served from 1966-68. He was the first manager of the original Mark’s Pizza. From there he was the co-owner of Pleasure Lanes Bowling Alley in Hilton for many years. He ended his career as an HVAC technician. Ron was known as a great golfer and bowler. He had a love of dancing and traveling with his Sweetie. He treasured family time and all the food that came with it. He will be greatly missed by all those who knew him in the community.

Visitation was held Friday, April 4, 2025 at the Thomas E. Burger Funeral Home in Hilton. Ron’s Funeral Mass will take place on Saturday, April 5 at 10:30 a.m. at St. Leo the Great Catholic Church, 110 Old Hojack Lane in Hilton, where Military Honors will be presented. Interment will take place at a later date at the convenience of the family.

•Sanders, Helene C., age 84, died March 24, 2025. Mrs. Sanders was predeceased by her second husband, Joseph; the father of her children, Edward Swingle; daughter, Teresa McLaren and sister, Dorothy Towell. She is survived by her daughter: Deborah Renner of Holley; brother: Michael DelVacchio (Betty) of PA; sister: Nancy Lally (Mick) of PA; eight grandchildren: Michael (Seantel), David (Torey), Philip (Monica), Daniel (Holly), Alex, and Gregory McLaren, Hannah Waite (Dakota Wendt) and Olivia Waite (Jacob Marks); 12 great grandchildren; godson Scott Frearson (Karen) and his sister Wendy; several nieces and nephews. Helene was a medical secretary and worked for Dr. Sansocie and Dr. Boone in Brockport for over 20 years. She married Joseph Sanders in 1988 and relocated to Williamsville, NY where she worked for Amherst Dental for another 20 years. Helene enjoyed watching the birds and other wildlife in her back yard, tending an herb garden, traveling, cooking, and was an avid Buffalo Bills Fan.

The family will receive friends at the Christopher Mitchell Funeral Home, 16650 State Rt. 31, Holley, Saturday, April 12 from 11 a.m. to 1 p.m. where her Memorial Service will be held at 1 p.m. Private interment will be held at the convenience of the family. William F. Bopp (Bill)

William F. Bopp (Bill) born January 27, 1943 in Rochester passed away peacefully on March 23, 2025 in Palmetto, Florida. He was 82 years old. He was predeceased by his parents Henry and Virginia (Ginny Benthin) Bopp.

Bill leaves a legacy of his life through his survivors; mother of his children, Catherine Bopp and 5 wonderful children: William Jr. (Kathy) Bopp, Timothy (Donna) Bopp, Robert Bopp (Debbie Ferrante), Thomas (Valerie) Bopp, and Tammy (Randy) Smith. Additionally, he is survived by 14 grandchildren: Danielle (John) Escher, Christopher Bopp, Steven Bopp, Angela (Thomas) Marcellus, Jesse (Kayleigh) Bopp, Jayme (Brian) Woodin, Kevin Bopp, Jenny Bopp, Kyle Bopp, Daniel Bopp, Leigha Bopp, Gary Zittel, Cheyenne Kendrick, Dakota (Val) French; and 22 great grandchildren. Bill is also survived by his sister Debra (Robert) Lauber and several nieces and nephews.

Bill graduated Spencerport High School, retired from Kodak, and worked as a contractor/remodeler. He was a volunteer fireman for the Spencerport Fire Department and belonged to the Spencerport Exempts Club. He moved to Florida in 1992 and continued to work as a handyman, remodeling and providing helpful services to his neighbors.

A celebration for family and friends will be held June 8th, 2025 at the Gravelle Lodge at Pineway Ponds in Spencerport from 2 pm to 6 pm.

•Kuhn, Marilyn J. (Turpyn), died March 26, 2025, at age 83. Marilyn is predeceased by her husband, Richard Kuhn and sister-in-law, Janet Turpyn. •Stiehler, Wayne Edward, age 73, died March 26, 2025. Predeceased by his first wife, Patricia Ann (Walker) (2004). Survived by their two children, son Jason (Julie) Stiehler, and daughter Shannon (Jeremy) Smith; his wife, Rosanne (Gilmartin) who he married in 2006. He is also survived by his brother Daniel (Carol) Stiehler; sister Valerie (David) Goff; grandchildren Aiden, Bradley, and Anneliese; and several nieces and nephews. He was predeceased by his parents Daniel and Virginia (Kesel) Stiehler; sister Patricia Sanders; and brother Alan Stiehler. He was a veteran of the US Air Force. He had a distinguished career as a designer at Eastman Kodak Company, where his name can be found on 40 patents. He did volunteer work at Flower City Work Camp, where he would mentor high school students in doing home repairs and construction projects. He was a talented hobby woodworker, crafting everything from a wooden go-cart to beautiful furniture pieces. He was a train enthusiast, building intricate model train sets. He also found joy in camping, canoeing, skiing, hiking, bird-watching, and scenic motorcycle rides.

SUNY Brockport program offers tax assistance

For many Americans, tax season is a highly stressful time – even if you’re expecting a return. It can be especially overwhelming for young people, low-income families, and those who are still getting a handle on their finances. SUNY Brockport’s CASH/ Vita Program aims to help the local community feel more confident about their taxes.

“We literally do [the tax return] with them right next to us. We walk them through the entire thing. The communication is really good and they can feel comfortable enough to talk or speak up. I kind of feel like they’re learning with us,” said accounting student Haley Lozier.

The program was created to offer SUNY Brockport students valuable hands-on learning while giving back to the community. Accounting students earn IRS certification to gain real-world tax experience as they work with families and individuals filing their tax returns. The service is open to anyone who meets the income requirements – less than $67,000 a year for those with dependents in their household, or less than $37,000 without dependents. Clients range from local families to students at Brockport or other schools.

“Professor (Keith) Donnelly was pretty much the heart and soul of the program, and when he left it pretty much stopped,” said Dr. David Jacome. “We decided that it was time to get this program back in place.”

Dr. Jacome worked closely with Ellen Oberton, who runs the downtown CASH program, to help restart the initiative at Brockport. The fall semester focuses on preparing students for the IRS certification exam so they can do the hands-on work in the spring during tax season.

“Ellen would come in and she would go through everything, preparing us, and giving us all the information we needed to eventually take the test on our own. You take the test by the end of December, and then this semester you start meeting with clients,” explained Taylor Pawlenko, a student in the program. “It feels great being able to get certified by the IRS and to help people. I’m just a college student, I don’t have experience, but this is a great way to get started.”

Participants in the program understand how confusing and intimidating it can be to file your taxes, but the transparency of the program aims to bring their clients peace of mind.

“The focus is on helping these communities and getting their taxes done and making them feel confident. You know, a lot of these families are going through a lot of different things,” Dr. Jacome said. “This is something that we can help them with. We can at least take something off their plate and say, ‘Don’t worry about it. Your taxes are in good hands.’”

Monroe County holding mobile household waste and pharmaceutical collections

The Monroe County Department of Environment Services’ annual Mobile Household Hazardous Waste and Pharmaceutical Collections program is returning for 2025.

At these collections, held in partnership with local municipalities, residents can properly dispose of up to 30 gallons of chemicals such as paint, automotive fluids, fertilizers, household cleaners and pool chemicals at no charge.

Appointments are required for all household hazardous waste collections, and may be made by visiting www.monroecounty.gov/ecocpark. Any resident of Monroe County is welcome to schedule an appointment to dispose of household hazardous waste at any location.

The appointments available for municipal household hazardous waste collection are from 7:45 a.m. to 11:45 a.m. at the following dates and locations:

•April 26, Gates DPW, 475 Trabold Road

•May 17, Perinton DPW, 100 Cobbs Lane

•June 7, Ogden DPW, 2432 South Union Street

•September 20, Webster DPW, 1005 Picture Parkway

•October 4, Greece DPW, 647 Long Pond Road

In addition, Monroe County is providing four mobile pharmaceutical collection events, three of which will be in partnership with Wegmans Food Markets. Appointments are not required:

Proposed MultiGolf Project

The Town of Clarkson plans to install an 18-hole MultiGolf Course at Kimball Park, 8000 Ridge Road. This accessible, family-friendly course will bring three new recreational activities into the park, allowing families and teams to play disc golf, foot golf, and park golf in one area.

This is an exciting project for our Town! Avery Jenkins, DiscGolfPark, the designer of the course, will be a guest at the Town Board meeting on Tuesday, April 8th, 2025, to present the project. We encourage anyone interested to come to the meeting.

Blessing of Easter baskets at St. John the Evangelist Church

St. John the Evangelist Church will hold its annual Blessing of the Easter Baskets on Saturday, April 19, at 3 p.m. Father Sriram Sadhanala will preside.

According to the Polish tradition of Swieconka (pronounced “shvyehnSOHN-kah”) or “Easter lunch,” each food to be blessed in the basket symbolizes an aspect of the Easter story. The elaborately decorated eggs called Pisanki, for example, represent hope and new life. The molded butter lamb and its red banner represent Jesus and the victory of life over death. Other traditional basket items include bread, lamb-shaped cakes, yeast cakes, salt, horseradish, and meats including kielbasa (Polish sausages), ham and lamb.

While there are many regional variations on the contents and their meanings, the foods are almost always placed in a lined wicker basket and covered with a white linen cloth. The basket is then decorated with sprigs of boxwood, forsythia, pussy willows or daffodils. Children fill their baskets with jelly beans, candy eggs

All are welcome to bring their baskets of food to the church that Saturday afternoon for the Easter basket blessing. There will be a take home treat for the children.

How federal and state cuts could impact the Ogden Farmers’ Library

A library is a vital part of any community, including Ogden. It is our mission to provide everyone a space to discover and develop ideas, information, and imagination. Libraries are a welcoming space for all and work to avoid political commentary, but we must communicate when politics is threatening our ability to succeed in our mission. Changes at the national and state level now threaten that mission.

At the federal level, President Trump recently signed an executive order greatly reducing the services and funding provided by the IMLS, the Institute of Museum and Library Services. At the state level, Governor Hochul’s proposed budget includes cuts to library funding.

Neither of these cuts would impact Ogden Farmers’ Library immediately or directly. Ogden’s Town Board wisely allocates enough money to provide a well-funded library to the community. However, both of these cuts would affect the library system we belong to – Monroe County Library System – and the New York State Library.

These cuts could impact Ogden residents in a variety of ways. The system provides such popular services as Libby, Kanopy, mi-fi devices, even the book delivery from other local libraries. Cuts to the State library could affect things like grants, library construction, and database access to the NOVELNY databases.

A lack of funding does not necessarily require that services be cut or reduced but it could result in cost increases. For example, MCLS could increase our cost of membership, which would mean that we need to find more funding locally. This could mean cuts to local services such as open hours or the Hoopla platform, or increased funding requests from the town, which would directly impact your taxes.

It is difficult to determine what will happen if either of these funding alterations occur. But if both funders left well enough alone, we would not be facing cuts at all. I encourage you to contact your elected officials to let them know your feelings about how important libraries are to you, and your desire to see them fully funded.

After the nature walk, Will Macaluso, Preserve Manager for the Genesee Land Trust, will lead the group in removing invasive shrubs like multiflora rose and honeysuckle.

It is recommended that attendees wear long sleeves and long pants as some of the plants have thorns. Also, wear sturdy shoes that may get a bit muddy as there are some wet spots on the trail (but nothing that requires rubber boots). Those with their own gloves and pruners or small hand saws are welcome to bring them as well.

There are three benches at the Salmon Creek Nature Preserve for resting as well as an accessible observation deck with ramp, benches, and shade located about one-third of a mile from the parking lot. Please take any trash with you when you leave the preserve.
