2019 Greece Town Tax Rate Decreases The Town of Greece released their proposed budget for the town which reduces taxes again this year. The proposed rate decrease will go down from the current $6.33 per $1,000 in property value to $6.29 per $1,000 property value. This will be the 4th year that the town tax rate has decreased.

Efforts to reduce taxes included not only focusing on reducing our costs, but also finding ways to develop new revenue streams and enhance current ones. The Town is now seeing the benefits of the cost-cutting measures.

The proposed 2019 budget and capital plan includes: ·A strong $1,000,000 below the tax cap. ·Enhancements and expansion of recreational programs at the Community and Senior Center. ·The planned rehabilitation of another park shelter. ·Improvements to our Town Hall Service Mall. ·A plan to install permanent generators in the remaining town facilities to ensure uninterrupted operation during emergencies. ·The final debt payment on the Greece Public Library facil-

ity.

“None of the improvements we are proposing will use any debt to finance them. Because we took action in 2014, we are able to finance more improvements through cash rather than debt. This continues to keep the town’s finances on a sound long-term footing,” Greece Town Supervisor Bill Reilich said.

The Second Annual Giving Tree Project in the Town of Greece is currently underway. This project provides an opportunity for community members to help families in need during the holidays.

The “Giving Tree” will be located at Greece Town Hall in the atrium from Wednesday, November 21st thru Monday, December 17th. Ornament tags will be placed on the tree indicating the specific item or items needed. Most needed items this year include new scarfs, hats, gloves/mittens, and sweaters. New/gently used coats are also needed.

Community members are invited to take a tag off the tree, purchase the item, and return the unwrapped item to the boxes located by the tree.

Residents may pick up ornaments from the tree in the atrium during Greece Town Hall regular business hours from 9AM to 5PM, excluding holidays. Please be informed that after 5:00PM on Weekdays and Saturday mornings, ornaments must be picked up at the Greece Community and Senior Center at 3 Vince Tofany Boulevard.

At the conclusion of the project, the donated items will be given to Mission Share Outreach Center of Greece, NY. Mission Share Outreach is a collaborative effort of 13 churches in the Town of Greece to serve those in need year round. Flood Control Berm Completed The Town of Greece has completed the installation of a flood control earthen berm along the shoreline of Round Pond, near Edgemere Drive in the Town of Greece. The berm was constructed using Town work crews in response to last year’s flooding event when the level of Round Pond rose along with Lake Ontario, causing several homes and the nearby section of Edgemere Drive to be flooded for several months.

“This location saw some of the worst flooding in the Town of Greece last year due to the extremely high lake level. Although our Public Works crews worked tirelessly around the clock using multiple pumps to try and keep the road clear of water, the amount of lake water flooding this area was simply too excessive. I knew we needed a permanent solution to protect our residents,” Greece Town Supervisor Bill Reilich said.

Lake Ontario and Round Pond sit in close proximity to each other with homes located in between and on both sides of the road. As the lake and pond levels rose, the low topog-

raphy in the area resulted in consistent flooding as pond water overflowed the pond bank and surged back through the storm sewers. Facing the possibility of another flooding event in 2018 it was determined that a permanent earthen berm structure and storm sewer shut off valves should be built to protect the homes and the road.

Shut-off valves installed near the berm can be closed to prevent the pond water from backing up through the storm sewer pipes that drain into Round Pond and cause flooding in the road. According to the U.S. Army Corps of Engineers, the current lake level of Lake Ontario is reported at approximately 245 feet and slightly below its long term average for the month of October.

“Never before in the history of the Town of Greece have we seen this level of flooding for such an extended period of time. This berm structure and the shut-off valves installed here and in numerous critical locations along our shoreline are proactive measures we took to better protect our residents who live near the lake, Braddock’s Bay, and our four major ponds,” Reilich said .

In response to last year’s flooding, the Town of Greece distributed over 250,000 sandbags to shoreline residents, managed forty-one pumps 24-hours/day, 7 days/week to keep flooded roads clear, maintained our thirteen sanitary sewer pump stations that service 1,500 homes to prevent sewer backups, and replaced a damaged sanitary sewer forcemain with a new pipe with increased capacity.

Loving the Country Music Life

by Barbara Burke For the past 31 years Hilton’s Josie Waverly has been doing what she loves, singing, writing and performing country music. In October 2018 Waverly was inducted into the New York State Country Music Hall of Fame, an honor that she says is very humbling. “A lot of people like what I do and they took the time to nominate me. It is a great feeling,” she said.

The Hall of Fame induction and awards ceremony was held at the Cortland Music Park at the New York State Country Music Hall of Fame in Cortland, New York. The process starts with 45 people being nominated each year. With voting the number is cut to seven nominees that attend the induction dinner, with three artists making it in the Hall of Fame each year.

At the awards ceremony Josie said in her acceptance speech, “I Won! Thanks to all of You. Thank you for your love and support over all these years. I accept this award on behalf of my very loving supportive husband, my treasured children, their beautiful wives, my adoring grandgems, my dearest extended family, all the musicians who I have had the privilege to work with over the years, all of you “the fans” and most of all my good Lord who blessed me with talent and then told me to share it with the world.

I love you all.”

Josie Waverly knew at a very early age that she wanted to sing. “As a child I was moved around quite a bit. I knew that when I had my own family and when I put down roots they would be deep,” she says. Growing up Josie loved singing along with records, and at age 10 she began singing publicly in her Church. It was a calling, she felt that the Lord had blessed her with a singing voice and that it would be wrong not to use it.

In 1989 she had a go with taking her talents to Nashville to pursue the next step in her career. She achieved moderate success in Nashville and recorded her first album “One Heart At Your Service” with the guidance of legendary singer and songwriter Razzy Bailey. She has performed all over the United States and has been the opening act for country music stars including Tim McGraw, Charlie Daniels, Loretta

Lynn, Rascal Flatts and Keith Urban. She has played to huge audiences and to small gatherings.

She has had huge successes and a few setbacks including a serious car accident in 2016 while on the way to perform a benefit show. “I am still working my way back from the accident, getting stronger each day,” she says.

Waverly has also written a series of children’s books called “Josie the Singing Butterfly.” It is a four volume picture book series of 20 short stories about a singing butterfly that meets different animal characters along life’s way. Each animal she meets has a problem that Josie the Singing Butterfly helps to resolve. The stories contain lessons that help children understand friends, family and the complexities of life in a colorful and upbeat way. Waverly travels around to schools and libraries and reads her stories to children.

As far as success in a career in the music business Waverly says, “You define your own success.

When people come up to me and say “too bad you didn’t make it big” I look at them and think what do you mean? If I were working the big stages I wouldn’t be here locally to sing for you. As far as I am concerned I have achieved personal success. I am doing what I love to do and have been able to make a career of it.” Her advice to those who are looking at a career in music is simple. She says, “They call it the music business for a reason. It is a business and there is a lot to deal with when you follow your dream. In order to make it you need to know about all parts of the business, it isn’t just singing. I tell young singers to make sure they are college educated so they have something to back them up.

But if you really want it, go after it, get involved, go where the music is and follow that dream.”

Waverly said early in her career she got some great advice from country music great Ricky Skaggs. She was opening for him at the Lilac Festival and he came up to her after she performed and advised her to “stay with it.” That meant a lot to her and she followed his advice. “I think my greatest continued on page 19

accomplishment is being able to hold my family together while doing what I love to do. Real success is achieving an inner peace with what you are doing with your life, that is success. My joy comes from looking out at the crowd and seeing their joy and knowing that it is something I am bringing to them by my performance,” she says.

As far as her personal style Waverly says, “I guess you would call me down to earth. I am the type of girl who goes to the sound check with the Charlie Daniels Band with rollers in my hair. If it is raining I will sing in the rain, it is really about performing for the people, not about me.”

Waverly is also quick to point out that the success she has achieved is not all her own doing. “My husband Bob and two sons have always supported and encouraged me in all that I have done. I also give credit to all the musicians that I have played with over the years. Without them there would be no Josie Waverly. Whenever I say Josie Waverly it is a whole ball of people that I am talking about,” she says.

Waverly is also the proud grandma to five grandchildren that she says brings her the greatest joy.

Currently Josie Waverly performs in several different shows locally. My Gal Patsy is a 90 minute self-penned musical journey into what a night at a Patsy Cline concert would have been like. The performance includes over 20 Patsy Cline signature hit songs.

The show includes songs from Kitty Wells, Dolly Parton, Tammy Wynette, Loretta Lynn, Dottie West and Reba McEntire and more. During the show Josie portrays nine country singers complete with authentic costume changes for each of the star portrayals. She says, “It is really a challenge to get into each of the unique characters, costume changes and singing styles all within one show.”

Another show Waverly stars in is Cash & Cline: A Tribute to Johnny and Patsy. Waverly, as Patsy Cline, is joined onstage by Terry Lee Goffee as Johnny Cash. Walverly also performs with The Josie Waverly Band which is described as a blend of classic to current country music. They also perform some of Josie’s original songs. The music is country, gospel, spiritual and patriotic songs all blended in.

Waverly is preparing a new show that will debut in February 2019. It is called America’s Sweetheart of Song - A Musical Tribute to Connie Francis. The show features a look back on the music of the 50s and 60s and features many of Connie Francis’ greatest hits including “Where the Boys Are,” Lipstick On Your Collar,” and many more. “People have been asking me for years to sing Connie Francis. I always hesitated because of my language barrier, many of Connie’s songs are sung in Italian. So I have been learning Italian for the show. It has been a challenge, but one I am truly enjoying,” Waverly says.

Quinn Ewell attained the rank of Eagle Scout through a project he completed at the Monroe County Seneca Park Zoo through making significant improvements to the area between the parking lot and the converted rail trail leading to the zoo. In order to complete this project, Quinn removed the abandoned cement railway poles, over 100’ of chain link fencing and steel supports, and all trash throughout the area. He also contacted multiple contractors in the community to cut the steel and cement poles into moveable sections for the removal. This intensive project spanned 16 months due to the multiple work phases involving contractors, scouts, community volunteers, and zoo personnel.

“It is an honor for me to be able to present these medals to the hard working and determined young men who have shown that commitment and perseverance lead to success,” Greece Town Supervisor Bill Reilich said during the medal presentation ceremony.

The Boy Scouts of America, one of the United States largest youth organizations, is dedicated to promoting selfreliance, courage, and patriotism among young men. The Eagle Scout Award is attained only after countless hours of hard work, sacrifice, and dedication to the scouting creed.

“No Shave November” Campaign in the Greece Police Department “No Shave November” is an annual campaign dedicated to increasing awareness of the fact that cancer patients lose their hair as a side effect of cancer treatment. The campaign is designed to raise funds through donations of the money typically spent on shaving. Money raised goes to organizations that educate about cancer prevention and help save lives. Thirty four police officers from the Greece Police Department participated in “No Shave November” and they raised over $3000. Funds raised by the Greece Police Department will benefiting Willow Domestic Violence Center and 13Thirty Cancer Connect.

New GPD Special Police Hybrid Cars The Town of Greece, in being consistent with keeping taxes low while being environmentally conscious, has begun introducing Ford Hybrid Vehicles to the Greece Police Department Special Police Force.

Three hybrid vehicles have been added to the force. They feature advanced fuel-saving technology which significantly reduces the amount of money that would otherwise be spent on gasoline.

Whether they’re operating in electric mode, gas mode, or a combination of both, these vehicles optimize efficiency and considerably reduce the amount of gas exhausted.

“I am constantly looking for new ways to save tax payer money, and am very happy to bring these cost-efficient vehicles to the Greece Police Department Special Police Force,” Greece Town Supervisor Bill Reilich said.

Funds are Still Available for Greece Residential Improvement Program (GRIP) Grant funds for the 2018 Greece Residential Improvement Program, otherwise known as “GRIP,” which began August 1, 2018 and runs until July 31, 2019 are still available.

This on-going housing improvement program, currently in its 44th year, is federally funded through the United States Housing and Urban Development (HUD) Community Development Block Grant Program, also known as CDBG, and allows the Town to help income-eligible homeowners repair and revitalize their homes.

The GRIP program provides grants for up to $4,800 to approximately 30 low-and moderate-income town residents for rehabilitation of single-family, owner-occupied homes.

The overall purpose of this program is to identify and address needed home repairs and rehabilitation activities to achieve safe and decent housing within the town. Therefore, GRIP grants will pay for only essential rehabilitation projects, including health and safety repairs, accessibility improvements, structural and major system repairs, and energy conservation upgrades. These include structural, weather-related, or safety issues that could create dangerous living conditions. Applicants must meet all program

guidelines in order to qualify for the program. Funding is limited and applications are processed on a first-come, first-serve basis and need to be fully approved and documented before projects can proceed.

Tiffani Gatson, Greece’s first female African-American Police Officer, graduated from Wilson High School with an interest in having a career in law enforcement. In 2015 she graduated from Rochester Institute of Technology with a degree in criminal justice.

Gatson began as a Monroe County Sheriff deputy working in the jail.

Greece Police hired Gatson on September 24, 2018, she was sworn in during a Greece Town Board Meeting in October. She is currently in the process of completing her training at the police academy.

Annual Shop-With-A- Cop Program Brings Christmas Cheer to Greece Children

The 20th Annual Shop-With-A-Cop Program is hosted by the Greece Police Uniformed Patrolmen’s Association. Officer William Murray, the program coordinator, works directly with the school administrators and counselors from the 12 Greece Elementary Schools to help predetermine underprivileged children who go shopping with Greece Police Officers at the local Walmart and enjoy a fun filled day.

The elementary aged kids are given a fixed dollar amount to spend on toys and clothing for Christmas. During the event kids are also provided breakfast, one on one time with Santa, lunch and craft time. The program is paid for with proceeds from the Union’s Annual Golf Tournament and with the help of corporate sponsors.

The purpose of the Shop-With-A Cop program is to help foster the relationships between children in the community and the police officers, as well as to help make the kids holiday brighter.

This year 37 Greece children benefited from the program which took place on December 8, 2018 at the Dewey Avenue Walmart.

There will be no parking allowed on any town roads or grass rightsof-way from November 1st until April 15th between midnight and 8:00 AM. This allows for safer and more effective plowing and salting of dedicated town streets and helps keep the cost of snow removal down, saving tax dollars for residents.

Residents may pick up ornaments from the tree in the atrium during Greece Town Hall regular business hours (9am – 5pm – excluding holidays). Please be informed that after 5:00pm on weekdays and Saturday mornings, ornaments must be picked up at the Greece Community and Senior Center at 3 Vince Tofany Boulevard. At the conclusion of the project, the donated items will be given to Mission Share Outreach Center of Greece, NY. Settlement Agreement with Uniformed Patrolmen’s Association The Town of Greece announced that a settlement agreement has been reached for a new collective bargaining agreement with the Uniformed Patrolmen’s Association, UPA is the union representing the Town’s police officers. The new agreement will be effective January 1, 2019 through December 31, 2023. The labor contract was settled with police officers before the current contract expires on December 31, 2018. After negotiations between The Town of Greece and the police officer’s union an agreement was reached in a matter of only a few weeks.

“The impact on taxes is a critical consideration in everything we do, including negotiating labor contracts. The agreement has been presented to the full union membership and has received a supportive vote of the Town’s police officers. The agreement was approved by the full Town Board at its meeting on November 14th, 2018,” Greece Town Supervisor Bill Reilich said.

The labor agreement provides for wage increases for employees that are well below the tax cap ceiling and also creates tremendous flexibility for the Town administration to put in place innovative health care solutions utilized more in the private sector than in the public sector. Specifically, the police officers’ union has agreed to convert all officers from costly co-pay health insurance plans into more economical and contemporary High

Deductible Health Plans. This labor agreement also provides for the Town administration to implement other management rights that had been succeeded to the union in the past.

This deal saves the taxpayers of the Town of Greece $85,000 to $142,000 per year, more than a million dollars over the contract term, when the wage packages in this settlement are compared to typical area public sector settlements of 3% to 4% increases.

Specific terms of the agreement include: ·1.5% wage increase for 2019, 2020, and 2021, and 1.75% wage increases for 2022 and 2023, keeping wage increases below 2% in each year of the agreement. ·Completely eliminating the high-cost co-pay plans. ·Converting all officers into high deductible health plans which cost the Town hundreds of dollars less per month per officer.

Additionally, as part of this settlement, the Town negotiated flexibility for the Police Department in a few key areas: flexibility to provide more training to new and experienced police officers without incurring overtime expenses and flexibility to fill vacancies based on performance and qualifications rather than by seniority, which was the typical practice under prior administrations.

Greece Church Hosts 7th Annual Feed My Starving Children Mobile Pack Event order to make this effort happen. The financial obligation is primarily met by their Making Waves program which is an annual campaign the Church uses to help with local and global mission efforts. Nearly 1.2 million volunteers packed more than 333 million FMSC meals in 2017. More than 90 percent of total donations go directly to feed kids in poverty stricken countries around the world. Feed My Starving Children (FMSC) is a Christian nonprofit dedicated to providing nutritious meals to children worldwide. FMSC meals are hand-packed by volunteers and sent to a network of partner organizations who in turn distribute the meals to those in need. Lakeshore Community Church hosted its 7th year as a mobile packing unit. At the event there were 900 volunteers from the church and community packing over 200,000 meals which will feed 553 kids one meal a day for an entire year.

Flu Season is upon us and on average up to 20% of the population can contract the Flu Virus. Most seasonal flu activity typically occurs between October and May. Flu activity most commonly peaks in the United States between December and February. Here are some ways to help you stay healthy during flu and cold season.

Vaccinate: CDC recommends a yearly flu vaccine for everyone 6 months of age and older as the first and most important step in protecting against this serious disease. People should begin getting vaccinated soon after flu vaccine becomes available. Sooner in the season is better to ensure that as many people as possible are protected before flu season begins. However, as long as flu viruses are circulating in the community, it’s not too late to get vaccinated.

Normally someone who receives the vaccine can reduce their chances by up to 70% from getting the flu.

Vitamin D: Vitamin D is a very important vitamin/hormone that helps with your immune system and fighting virus borne illnesses. This vitamin comes from sunlight, diet, and some supplements. It provides many health benefits including an improved ability to reduce risks for certain types of cancers. Recent research shows that Vitamin D may benefit our ability to prevent colds, the flu and other similar upper respiratory tract infections, which include viral symptoms like runny/stuffy nose, cough, and sore throat.

Avoid close contact with sick people: Influenza is spread through airborne pathogens and the best way to avoid being infected by it is to avoid close contact to those who are sick. When out in public areas be sure to wash your hands or use antibacterial solutions that are alcohol based to minimize contracting the virus from public contact places.

Exercise: In particular Aerobic/Cardio exercise speeds up the heart rate to help pump larger quantities of blood and transfer oxygen from your lungs to your blood. This helps increase your body’s natural virus killing cells.

A partnership with nCourt, the nation’s largest court fine processor, was announced. nCourt LLC is a government services and technology company that provides software that permits government agencies to collect citation, parking, and other court payments online via the web or mobile device.

The partnership with nCourt allows Defendants to make payments online at www.paycourtonline.com or by calling a toll free number (1-888-912-1541). The payment link can also be reached by visiting the Court webpage on the Town of Greece website: https://www.greeceny.gov/departments/court.

This new payment process provides a convenient service to Greece residents. It is also the best solution for out-oftown ticket holders. The service charge set by nCourt is 6.99% of the ticket fee + $1 service fee for payments made both online or over the phone. After the defendant submits their payment, the payment information is relayed immediately and the transaction shows up on their credit card statement as from Greece Town Court.
