Souper Bowl V held at Sweden-Clarkson Recreation Center
Abe’s Restaurant came out on top at Souper Bowl V with their Bacon Cheddar Burger Soup.
About 160 hungry folks were looking forward to the soup tasting at the SwedenClarkson Recreation Center on Saturday, January 20. Listening to conversations on site, they weren’t disappointed. The event, which was sponsored by the Sweden Senior Association, Inc. (SSAI) and staffed by 40 member-volunteers, raised funds for producing and donating quilts and sleeping bags (300 per year), dresses and knitwear to help those in need in Rochester area hospitals, battered women’s shelters, nursing homes and foreign countries. The Sweden Senior Singers, who perform at area locations, also benefited from the Souper Bowl proceeds. Who wouldn’t want to sample hot soup on a winter day? SFD holding public meeting about paid Fire Chief position by Tami Raco On Thursday, February 8, at 7 p.m., the Spencerport Fire District will hold a public hearing regarding the possibility of creating a paid Fire Chief position at the department. According to Joe Muniz, SFD Commissioner, this hearing will take place at the start of the district’s regular monthly meeting. The hearing will open the meeting and will outline the plan, share where this request came from, as well as discuss the budgetary considerations. There will be a brief question and answer opportunity open to the public following the presentation. “We hope to answer the main questions and concerns during the presentation but will also provide time to answer questions to the public before we move forward in the monthly meeting,” said Muniz. The meeting will be held at Fire Station #1, 175 Lyell Avenue, Spencerport, and all are welcome to attend.

Nine Hilton High School studentartists, and four student-artists from Merton Williams Middle School had their work on display at the annual Start Here Exhibition at RIT’s Bevier Gallery. Start Here is an exhibition of outstanding student work from high schools and middle schools in the Rochester and Finger Lakes region. At its January 23 meeting, the Hilton Board of Education adopted a set of Cadet Intentional Values that will replace the district’s mission and vision statements. “We continue to move forward in our work to improve organizational culture as part of our five-year Strategic Plan,” said Superintendent Dr. Casey Kosiorek. “This organizational culture includes the development of intentional values using the input we collected from students, teachers, and community members.” The intentional values will be embedded into every aspect of district operations. For example, the district will hire, teach, and build budgets based on these values; and support students, staff, and community members in becoming these values. “The goal in replacing the mission and vision is to have authentic values that sincerely resonate with people – articulate, explicitly stated values that glue and connect our entire learning community,” added Kosiorek.

Brockport CSD audit report findings The Office of the New York State Comptroller conducted an audit to determine whether the Brockport Central School District (District) Board of Education (Board) and District officials effectively managed fund balance and reserves. (2023M-107). The comptroller’s key findings and recommendations are printed below. Key Findings The Board and District officials were not transparent with taxpayers and did not effectively manage fund balance and reserves. From the 2017-18 through 2021- 22 fiscal years: •The approved budgets made it appear as though the Board needed to appropriate fund balance and reserves and increase real property taxes by 13 percent to close projected budget gaps. However, the District incurred operating surpluses in each of those five years, totaling $20.9 million. •The Board overestimated appropriations by more than $30 million (8 percent) and underestimated revenues by a total of $8.7 million (4 percent).

•Five reserves had unreasonably high balances totaling $24.5 million that were not needed or used in many years, and the debt reserve in the debt service fund had $700,000 in unidentified money that should be returned to the general fund. •The District did not have comprehensive written reserve reports or plans, or written multiyear financial and capital plans, inhibiting effective financial management. Key Recommendations •Adopt budgets that include reasonable estimates and reduce overfunded reserves. •Provide an adequate annual reserve report and adopt written multiyear financial and capital plans. District officials generally agreed with the recommendations and indicated they will take corrective action. Brockport Superintendent addresses audit findings You may be aware that our District was recently audited by the New York State Comptroller. The comptroller regularly conducts audits of school districts. While not every district audit has the same focus areas, our audit focus area contains similar findings and language as other districts across New York State. First, it is important to clarify that some news agencies inaccurately summarized the audit findings using phrases such as, “hid money” or “pocketing a surplus.” At no time did our District hide money or pocket a surplus. Furthermore, all school districts in New York State are required annually to report detailed financial information in multiple formats throughout the year. Brockport complies with required reporting and at no time did any New York State agency ever respond with any concerns. Our official audit response underscores our commitment to a conservative budgeting approach, a strategy aimed at ensuring fiscal responsibility towards our taxpayers while safeguarding against fiscally driven staff reductions, program cuts, or an inability to maintain and enhance our facilities. Over the past 17 budget years, there has been an average levy increase of 1.97 percent, with two years (2010-11 and 2016-17) experiencing no tax levy increase. It is important to note that the audit did not acknowledge the financial challenges posed by the COVID-19 pandemic. During the 2020-2021 school year, New York State school districts were required to strategically plan for an anticipated 20 percent reduction of state aid. This coupled with unexpected, significant one-time federal funding received during the pandemic was a crucial factor that influenced our financial landscape. Similar to numerous other school districts, the budgetary complexities arising from unfilled staff positions, encompassing both teaching and non-teaching roles due to this unique event, were and continue to be challenging. In addition to the pandemic financial challenges, the New York State school district foundation aid controversy has contributed to aid predictions being tumultuously uncertain over the past several years. This past spring, it became clear that we fiscally navigated the pandemic uncertainties in a manner that supported addressing some of our District’s growth areas. These areas include but are not limited to the following: •Provided school supplies for all students in grades PK-12. •Added back building based subs to offset sub shortages. •Increased staff in Grades PK-5 to lower class size. •Provided free meals for all students in grades PK-12. •Purchased teacher selected ELA instructional materials in grades PK-8. •Implemented 5 Full-Day Pre-K classes.

•Expanded our Pre-K program through increased community partners from 4 to 6. •Purchased teacher selected Math instructional materials in grades PK-8. •Implemented salary increases (above and beyond the annual contractual increases) for all employees to address employee retention and hiring challenges. •Installed interactive display devices in every learning space. •Added high school classes for students. •Approved 2021 Capital Improvement Project (with no additional taxpayer impact as a result of using established reserve funds). •Approved 2023 Capital Improvement Project (with no additional taxpayer impact as a result of using established reserve funds). This year, our District experienced a significant student enrollment increase for the first time in many years. We believe this increase is a result of the dedication of our entire staff as well as our recent improvements. Not only is this student enrollment increase a point of pride for our District, but it has also stabilized our foundation aid for the upcoming school year. Prior to the audit, District Administration, the Board of Education and District auditors engaged in discussion on how best to utilize reserves to close a potential $20 million gap in building aid to minimize taxpayer impact on future capital projects. The most challenging future capital improvement work, which is quickly becoming a priority, is our District’s swimming pool. While located at our high school, our District’s swimming pool is utilized for swim instruction in grades 1-12, our athletic teams extracurricular clubs, and our community. Our pool’s current state necessitates replacement at a projected cost exceeding $62 million. The maximum aid from NYSED is $44 million. As you may know, New York has mandated that by 2027, any new school buses must be zero emissions; and by 2035, the school bus fleet statewide should be all-electric. In addition to the buses costing more than double the cost of our current buses, this transition requires significant construction to provide additional electric power to our transportation facility as well as to each bus for charging. This New York State electric bus requirements comes with a projected cost for our District that exceeds $40 million for buses alone. Looking ahead, it is imperative that our future budgets continue to prioritize continuous improvement in student programming, adequate staffing, resources, professional development, and competitive salaries for employee retention and hiring. Countdown to the 2024 Solar Eclipse in Ogden by Mike Zale, Ogden Town Supervisor It’s never too early to begin planning for what will surely be an extraordinary and memorable occasion coming up this year, the 2024 Solar Eclipse. Eclipses have held cultural significance throughout history. Some cultures feared eclipses, interpreting them as a terrible crisis or an existential threat. Others celebrated and regarded them as an act of creation. Today, we count down the days to a solar eclipse with excitement and anticipation for this natural phenomenon. This year, Western New York is in the path of totality for this historic event, taking place on April 8. The duration of the totality will be up to four minutes and 27 seconds. That is nearly double that of the eclipse that occurred in 2017. Due to our prime viewing location, Visit Rochester estimates we will see 350 to 500 thousand visitors to the Finger Lakes region for this breathtaking experience. This presents a tremendous opportunity to promote the businesses in our community and everything our region has to offer. A Rochester Solar Eclipse Task force has been formed and many municipalities and businesses are already planning to host events during the eclipse event. Here in
the Town of Ogden, we are meeting with officials from the police and fire departments, EMS, businesses and other local stakeholders to plan and prepare for this spectacular occasion. We want our residents and visitors to have a safe and enjoyable viewing experience and we are committed to ensuring just that. Leading up to the eclipse, the Town of Ogden will be creating and distributing a map to highlight local businesses in the town. This map will notify residents about the events and activities being offered during the eclipse event and help them make an informed decision about where they would like to view this unforgettable spectacle. Enrollment continues to rise at SUNY Brockport The spring semester has begun at SUNY Brockport and the university continues to see a spike in its enrollment. Brockport’s overall enrollment totaled 6,567 when the semester began on Januay 29. This is an increase of 591 students (roughly 10 percent) from the start of the Spring 2023 semester. Brockport’s undergraduate student enrollment has increased by 7.5 percent compared to last spring, due to increased first-time, transfer, and continuing student counts. Spencerport appoints new elementary special education coordinator Nicole Hamelin has been appointed the new elementary coordinator for special education at the Spencerport Central School District. Hamelin has been a faculty member in the district since 2015, serving as a special education teacher at Canal View for seven years and as a special education teacher on special assignment (TOSA) at the district level for the last two years. She is filling an open position. “Nicole has a genuine connection to and love of special education,” Superintendent Ty Zinkiewich said. “She has demonstrated a deep understanding of the unique needs of our students, and with her knowledge and experience, is the ideal leader to guide our inclusive efforts into the future.” Hamelin has earned bachelor’s and master’s degrees and will be completing her certificate of advanced study

Sweden Assessor will conduct 2024 update The Sweden Town Assessor has been notified by the New York State Office of Real Property Services (NYS ORPS) that a 2024 assessment update of residential, commercial and vacant properties is necessary in order to re-achieve an equalization rate of 100% and become eligible for assessment state aid. The Town of Sweden last conducted a town-wide reassessment in 2022; previous town-wide reassessments were conducted in 2020 and 2018. Property values continue to rise sharply across the region. Last year, the Sweden Town Board decided against conducting a 2023 town-wide reassessment despite property value increases. Subsequently, Sweden was assigned an equalization rate of 93%. Without an update in 2024, the equalization rate will fall to the mid-80s. Maintaining a 100% equalization rate is important both to the town and to taxpayers. Besides the NYS assessment aid to the town, the town’s share of sales tax and other aid is calculated in part upon assessed valuations. Some of that share of sales tax is applied as a credit against a property owner’s town tax bill. Additionally, when a town is assigned a lower equalization rate, it creates inequities across multi-jurisdictional taxing authorities like the Brockport Central School District, the
Brockport Fire District and Monroe County. Finally, equalization rates affect bond ratings and a municipality’s fiscal stress score. In order to reach the values calculated by NYS ORPS, Assessor Tammy Baker will be increasing most residential property values by about 22%. All commercial and vacant land properties will also be reassessed. Baker will mail notices to all property owners in mid-March notifying them of their new assessment. Following the notification, informal reviews will be held by appointment. Assessment challenges that cannot be resolved informally will be heard by the Board of Assessment Review on Grievance Day, Tuesday, May 28. An increase in assessed valuation does not mean an increase in property taxes. Increases in property taxes happen when a taxing authority increases the tax levy. The taxing authorities that use Sweden’s assessments are: the Town of Sweden, the Village of Brockport, Monroe County, the Brockport Central School District and the Brockport Fire District. Questions regarding assessments should always be directed to the Assessor; however questions regarding the actual taxes levied should always be directed to the appropriate taxing authority. Income tax filing season is underway Income tax filing season has begun. The New York State Department of Taxation and Finance and the IRS began processing income tax returns on January 29. The deadline to file returns and pay any tax owed (or request an extension of time to file) is midnight on April 15, 2024. The Department urges taxpayers to explore submitting their taxes using Free File software available on the Tax Department website at www.tax.ny.gov (search: free). Taxpayers who meet income and other qualifications may be eligible to file both federal and New York State returns with private online tax preparers at no cost through the Tax Department website using Free File. Many New Yorkers take advantage of this free service each year, saving them hundreds of dollars and more in tax preparation fees.

In addition to his siblings, nieces, and nephews, he leaves Beth McNall, the mother of his children. Mac will be dearly missed by his faithful four-legged companion, Mr. Buddy Oscar. Mac loved life and was an amazing family guy. He built a cottage on Lake Alice so family and friends could gather to make memories and enjoy life. Countless hours were spent boating, waterskiing, tubing, and fishing. He loved singing with his family and “The Terribles.” More recently, Mac and his brother would sing at Open Mic nights. Mac was the eternal salesman, starting with his family furniture store, McNalls, in Albion, Hilton, and finally, the Spencerport store. He also enjoyed his time at Stickley Furniture and Henredon before becoming a real estate agent. He was a people person and great lover of ice cream. The family will receive friends at the Christopher Mitchell Funeral Homes, 21 West Avenue, Albion, Sunday, February 4 from 1 to 4 p.m. His Celebration of Life will be at the Albion Presbyterian Church at 1 p.m., Monday, February 5. Edmund was involved in supporting his local community, whether it was coaching a little league team, community outreach, or mentoring, he strived to help people achieve their goals in life. CCCSD sending 35 students to All County Music Festival Thirty-five students from Churchville-Chili Central School District music programs will be participating in the Monroe County School Music Association All-County Music Festival this March. Students from the elementary, junior high and senior high school levels will be performing in band, chorus and orchestra ensembles. The students participating were selected based on their performances during the January MCSMA SoloFestivals where students performed a prepared solo and short sight reading excerpt for an adjudicator. They will join students from throughout Monroe County for a weekend of music-making led by guest conductors. The Jazz performances will take place March 1 and 2 at Spencerport Central School District. The Senior High All-County performances will take place March 8 and 9 at Nazareth University. The Junior High performances will take place March 15 and 16 at Webster Central School District. Churchville-Chili Central School District will host the Elementary performances March 22 and 23. Hilton girls basketball team focused on earning their first brick by Warren Kozireski Ranked seventh in Class AA by the New York State Sportswriters Association with a 13-3 overall record, the Hilton girls basketball team has four games remaining in the regular season before trying to accomplish what previous squads have come close, but never won a Section V championship. “I think we’re just more collected as a team and are more in it together and positive and we know if a girl messes up, we need to pick them up instead of tearing them down,” senior Ella Clark said. “And our bench is more excited, everybody is happy and ready to see the whole team succeed.” One year ago, the Cadets were the sixth seed for the playoffs and made
it through the first round before being eliminated by Bishop Kearney in the quarterfinals. They appear to be at least a second seed this season. “I think last year we really built up confidence and this year we’re really showing that you can’t play with us in Section V and we’re a force to be reckoned with,” junior guard Mallory Heise said. “I think this year we have five girls on the court that are putting all their effort into the game at the same time,” senior forward Leah Thompson added. Riding a five-game winning streak after a 78-59 win over Edison setting a season high for points, the Cadets are battling with Victor and Canandaigua for playoff seeding. They split their season series with the Braves and defeated the Blue Devils on their home court with the rematch coming next week on the road. The Cadets are well-balanced offensively, both inside and outside, and with depth scoring from the bench and several different class years. Heise is leading scorer at 19.1 points per game with Clark at 14.8. Ella Simonelli and Thompson are both scoring 11 points per game with freshman Maddi Murphy at 6.8. Thompson
and Clark are the top rebounders at 7.2 and 6.8 per game, respectively. The team is shooting a respectable 42% from the field and 29% from behind the three-point line. Clark became the fourth player in team history to eclipse the 1,000-point career mark after Heise was the third earlier this season. “We have three seniors and a whole lot of juniors plus a freshman and one sophomore,” Thompson said. “And the future looks really bright for us,” Mallory Heise added. “Besides our three girls that people are quite familiar with, you’re starting to see some other girls that are really athletic, game ready, and we have really good fourth, fifth and sixth options whether they’re starters or girls checking into the game,” head coach David Heise said. “Every girl is a threat and ready to score and then they’re also buying into defensive principles. We like to press and open up the game a little bit, but also in half court they anchor into team principles and help each other out a lot.” In Class AA, there are five teams currently ranked in New York State in Bishop Kearney (4), Hilton (7),
Victor (8), Webster-Schroeder (13) and Canandaigua (14), so the path ahead is not an easy one. That is why the coaching staff scheduled games against two ranked teams from outside the area in Syracuse in early December. But it is still one step at a time for the Cadets. “Sectionals are big for us, and we want to go far since we haven’t won a brick in Hilton girls basketball history. So that’s definitely the goal; we just can’t look too far ahead – we just need to keep going game by game and it will take us there as we continue to practice and win games,” Clark said. Paul Fillion was also named to the All-Tournament team. Roberts is the eighth program to ever win the NCCAA Invitational Championship. “It was a huge honor to be able to host and then to eventually win the tournament,” said head coach Mike Dedee. “I am incredibly proud and happy for the team to have them rewarded for their continuous hard work. I am thankful to the NCCAA for agreeing to let us host the event and very appreciative of so many people behind the scenes who helped make this happen.” In order to win the championship, the Redhawks had to defeat a Redeemer University team that they had lost to in five sets just the day before, but the team was up to the challenge, led by an offense that was clicking. Monrad led the attack with 14 kills and five aces.
Fillion and Jonah Grbic each had 13 kills while Fillion hit an impressive .611 with only two hitting errors. Riley Green dished out 32 assists in the title match. With Roberts holding a 24-16 set point advantage in the fourth set, freshman Kaidan Krchniak stepped up to serve and buried a top-spinning ace to give the Redhawks the win. “When we got to 24 and a somewhat comfortable lead, I was just praying for our guys to achieve this success after fighting so hard over the course of two days. Roberts pole vaulter qualifies for Olympic Trials The Redhawks competed at the ‘Golden Eagle Winter Welcome Back’ meet hosted by SUNY Brockport on January 20. It was the first team meet since December 8. The meet was highlighted by Brynn King clearing 4.60 meters (15-feet 1-inch) in the women’s pole vault. King’s new personal best is the top mark in the nation among all collegiate divisions and qualifies her for the United States Olympic Trials and U.S. Indoor Nationals. King secured a spot to compete at the U.S. Olympic Trials with her 15-1 clearance. The trials will be held in June at Hayward Field in Eugene, Oregon. She ranks No. 3 this year among American female competitors which is equal to No. 8 in the world. “Going into the meet I was feeling pretty good,” said King. “I have been jumping well in practice so I have been just waiting for it to come together when it counts. I was so excited when I realized I cleared 4.60. I have been chasing that bar since I cleared it at practice and was really excited to be able to do it in a meet. King also recently Brynn King became the first NCAA DII female athlete to be named the M-F Athletic National Athlete of the Week three times during the indoor season. Assemblyman Steve Hawley (R,CBatavia) recently joined his colleagues in the Assembly to oppose Gov. Hochul’s proposed plan to close up to five New York state prisons within the next year. On January 31, members of the Assembly Republican Conference held a press conference to discuss the dangers this initiative would present for correctional facilities, their staff and inmate populations. Correction officers across the state have been speaking out in recent weeks about the poor working conditions due to understaffing and low pay. Over the last year, New York’s prison population has grown by roughly 1,400, making these issues all the more apparent. Hawley has multiple prisons within his district including Albion and Orleans Correctional Facility and nearby Attica & Wyoming Correctional Facility. Hawley is frustrated
the governor is moving forward with this proposal and is calling on his colleagues in the Legislature to push back against this policy. “This decision by the governor is unnecessary and unreasonable,” said Hawley. “Correction officers should not have to worry about being out of a job and unable to provide for their families. Closing prisons like this will only make the current staffing crisis worse and push prospective officers out of the field. Inmates will be crowded into smaller prisons, making it a more dangerous environment for staff members. We’ve already seen numerous officers sustain injuries due to overcrowding and increased violence. The Barn Cat is bummed! by Joe Reinschmidt Thanks to the many folks who commented on my Barn Cat story, which appeared in the July 30, 2023 issue of this publication. This is a follow-up to bring you up-to-date on the cat’s status. A few months ago, I made a comment that since the cat is aging, I probably should be looking for another one. Our granddaughter, Emily, heard that and, a few weeks later, obtained two kittens for us. They were also placed in the barn, which definitely upset the older resident there. Although they checked each other out, she decided it was time to move out. I tried to tell her we still loved her, but it is hard to communicate that to a barn cat. She apparently went apartment shopping and took up residence in the former pig pen, where she is shown in the picture. There are a lot of hiding places in the four pig stalls and the old rabbit coop in there, so like the barn, I have yet to see where she hides out. She does still have access to the hayloft on the second floor of the barn, which she can enter via the outside ladder. The interior access has been blocked off, so the new residents can’t get up there.
The pig pen itself has a story. It was built in the early 1940s by my father and friends, who wanted us to raise pigs, for pork, for them. Although a young boy at the time, I distinctly remember one of the men forming and finishing the drain trench in the wet concrete with a one-quart beer bottle (empty, of course). Besides watching, my job was to get them things they needed, which included more beer. That was plentiful since at least one or two of them worked at a brewery. The three-inch-wide board siding is old boxcar lumber that could be obtained from the railroad shops in East Rochester where boxcars were rebuilt. When it was first put on, there were paint markings that identified which railroad line it came from. It has served us well for one purpose or another since it was built. At some point, we decided to raise rabbits, so a rabbit hutch was built in one corner, and for a few years, we raised and sold rabbits to folks who wanted them for eating. It was around 1975-76 when we last had pigs in there. Now, the pig pen serves as storage for some old farm implements, empty produce crates, and a variety of scrap wood and other still useable items. Maintenance has been limited to replacing the old sheet tin roof with new painted metal roofing.

Brockport’s Hill School hosts 10th annual Mock Newbery Celebration The Mock Newbery Club celebrates the joy of reading and unites students from various school districts in a collaborative virtual reading project. This is the tenth year the Fred W. Hill School has participated and joined with students from Iber Holmes Grove Middle School in Raymond, New Hampshire. Students read five selected books while sharing their thoughts and reflections through both in-person and virtual discussions. Upon finishing, each student voted for their favorite book. All 18 eager Hill School club members attended a reveal celebration on January 24, joining the 22 members from Iber Holmes Grove through Zoom. Students were able to enjoy treats donated by Wegmans and received a certificate of recognition for their participation. Following their votes, the 2023 Mock Newbery Medal winner, The Labors of Hercules Beal by Gary D. Schmidt, and
the 2023 Mock Newbery Honor, The Lost Library by Rebecca Stead and Wendy Mass were announced during the celebration. This year’s additional book selections included, When Sea Becomes Sky by Gillian McDunn, The Eyes & the Impossible by Dave Eggers, and Simon Sort of Says by Erin Bow. Dual eclipse-themed exhibitions fill Tower Fine Arts Center Gallery and Lobby With the total solar eclipse that will be traversing Western New York just around the corner, SUNY Brockport’s Tower Fine Arts Center Gallery will be hosting not one but two exhibitions that are thematically linked to the astronomical phenomenon. Sun and Moon, an invitational exhibition featuring solar and lunar-inspired photographic and print works will fill the Gallery itself, while The Art of the Eclipse: Works by Tyler Nordgren, will fill the Tower Lobby with Nordgren’s WPA-inspired works. Both exhibitions opened on February 1. The Nordgren show runs through February 25 and Sun and Moon runs through March 3. The Gallery is located at 180 Holley Street, Brockport, and the exhibitions are free and open to the public. Gallery hours are Monday through Friday, noon to 5 p.m.; and Sunday, 1 to 4 p.m. On the subject of Sun and Moon, Gallery Director Tate Shaw reminds us that “humans have forever interpreted the skies, beginning with moon cycles being notched in stone. As a lead-up to the Eclipse itself, this show will feature works from national and regional contemporary artists bringing together their own experiments with astronomical interpretation in digital prints, photograms, pinhole prints, lumen printing, film, video, printmaking, and photo books.” The Tyler Nordgren exhibition has been touring around the Rochester region since last spring, to highlight the works of this astronomer/ “Punched Stars” by Aspen Mays artist. Nordgren created posters for the

He has worked for more than a decade with the National Park Service to turn the national parks into the single largest source for public science and astronomy education. Nordgren has “photographed our national parks at night with exquisite night sky photography, given countless astronomical tours to the public, and advocated for us all to learn more about the astronomical wonders in the sky. The bright colors of summer and autumn have long faded, but the backbone of the landscape remains, and it can be quite beautiful and compelling whether dusted with snow or left bare.
