Businesses Either Grow or Die

That may sound a little harsh, but anyone who owns their own company understands, as soon as you take your foot off the gas, you start losing momentum. That loss of momentum not only impacts your financials in the near term, but it can have outsize impact on the long-term health of your company, too.

But I’m Happy Here Reaching a goal feels amazing. For some it can feel like they have “arrived at their destination.” After all, you got what you wanted: you have a certain number of clients or sales or locations or whatever you measured to define success. You feel comfortable at this level and have no desire to grow larger.

You tell yourself you don’t want to be one of those overly ambitious people who’s never satisfied and always wants more. It seems like they don’t even bother to take the time to acknowledge smashing a goal that once felt unattainable. Once they climb a mountain, they already have their sights set on that next mountain. It’s never enough.

There’s something to be said for appreciating and enjoying your successes. You should definitely take some time to celebrate achieving important milestones. Looking back gives you a sense of accomplishment and boosts morale. After all, you’ve come a long way, baby! But you’re not the same person who started out with that goal that once felt unachievable. Humans are designed to change and adapt to situations.

The wild goal becomes the predictable norm. If nothing changes, life becomes boring and monotonous. Not to mention, resting on your laurels leaves you flat-footed if (real talk: when) some ingredient to your current business model changes.

The Essential Growth Mindset - Whether you own a company, lead a team, or want to make a positive impact as an individual contributor, a growth mindset is essential. It directly contributes to the health and longevity of an organization.

1. Attract and Retain Top Talent - Most quality job candidates are risk averse and want to feel confident they can depend on getting a paycheck from an employee. That’s why growing companies are so attractive to them: they look like safer bets for the future. Growing companies that invest in (you guessed it) the professional development of their people are more likely to attract and keep rock-star employees who see a viable career path for themselves there.

2. Maintain High Standards - Your reputation rides on the quality of the products or services you provide. If you become complacent, inevitably quality and production suffer. Once things start slipping, it becomes

harder and harder to maintain your brand reputation, healthy team morale, and effective customer service. When you focus on continuous improvement, your operations yield better results, which can allow you to set the bar on what quality looks like.

3. Stay Relevant in Your Industry - Technology changes constantly, impacting your industry in countless ways. There was a time when people “allergic” to using technology could find ways to avoid it. Now, try to find a single industry that doesn’t in some way rely on robots, handheld devices, or computer programming. Every day, young, scrappy come-up companies slice away market shares from established institutions that either can’t or refuse to embrace the latest technology in their sector.

4. Weather Rough Economic Seas In recent memory, dot-com deaths, housing bubble bursts, and cryptocurrency catastrophes have demonstrated how quickly things can go sideways in once-profitable industries. Those financial disasters have ripple effects throughout the economy in sometimes unexpected ways A company that embraces a growth mindset will be better equipped to weather these storms because they’ll be ready to pivot when leaders detect trouble brewing on the horizon.

5. Fail Forward - Having a growth mindset means having the courage to cultivate wild ideas. Those trying to create the “what’s next” in their field know this cold, hard fact: more often than not, those wild ideas lead to failure rather than groundbreaking innovations (sorry if the truth hurts). But that’s okay! Having a growth mindset helps you reflect, learn, and grow from mistakes by failing forward. By understanding what did and didn’t work in your last experiment, you start out farther ahead on the next wild idea.

Governor Josh Shapiro 2023/24 Budget Proposal What’s In It & What’s Relative to Our Business Community

If you’re wondering what key items are in the Governor’s budget, which includes a total proposed spending bill of $44.4 billion, that represents an 8 percent (or $3.3 billion) increase over last year, I summarized 9 key items that reflect the business community throughout PA. As a reminder, this is only a budget proposal, which will be examined/vetted throughout the House and Senate over the next 3-4 months. Most importantly, I will be working with the PA Chamber, which will be communicating with us and all chamber executives on a weekly basis throughout the entire budget process. We will keep all members posted of potential wins, concerns and more. Thanks Dan

(1.) Public Safety and Transportation Funding

The governor proposed establishing a roughly $1 billion new fund for the State Police, funded through existing General Fund revenue sources. In doing so, the governor would also reduce the amount of motor license fund money going to support the State Police by $100 million a year, until it is eliminated in FY2027-28. According to the Governor’s proposal, this provides for the full matching requirements over the next five years for additional federal funding for highways and bridges made available by the bipartisan Infrastructure Investment and Jobs Act and will allow PennDOT to bid $2.5 billion of work each of the next five years. The Governor’s proposal does not contemplate any changes to the structure of the state’s tax on sales of motor fuels.

(2.)Proposed Changes in PA Tax Structure

The governor noted the bi-partisan efforts last session to phase down the Corporate Net Income Tax (CNI) from 9.99 percent to 4.99 percent by 2031, and said that “while the work that you began is critically important, we need to speed up these cuts.” While his budget document does not reflect an accelerated phase down of the CNI, he asked the legislature “to work to together to do just that.” The governor called for a refundable tax credit program for newly certified nurses, police, and teachers equal to $2,500 per year for three years to attract and retain workers in these fields. While he called for eliminating the sales tax and gross receipts tax on cell phones, which would save $62 million, he also called for increasing the 911 surcharge from $1.65 to $2.03, which would generate an additional $54 million. He also called for an increase in the income limit for Property Tax Rent Rebates from $35,000 or less for homeowners and $15,000 or less for renters to $45,000 or less for both, which would expand the program to an additional 173,000 seniors and persons with disabilities. The income limits would also be indexed for inflation.

(3.)Permitting Reform The Governor is requesting additional funding to support staffing and operations of his one-stop shop for permitting key projects, the Governor’s Office of Transformation and Opportunity. The Governor also noted in his remarks that the permitting process takes too long, and that he is charging agencies to define by May 1 expected responses times for all permits to establish a “money back guarantee” if a decision is not made by then. The Governor is also seeking increased funding for DEP and DCNR to hire more permitting staff as well as to develop modeling for carbon capture sequestration in support of securing federal funding for a hydrogen hub in the state.

(4) Education Spending Total PreK-12 education spending would increase by almost $900 million or 5.6 percent. That includes a $567 million increase in basic education funding, an 8 percent increase, as well as a $104 million increase for special education, a new $100 million block grant to provide mental health services in schools, and a new $100 million grant program for school environmental improvement capital projects.Higher Education would receive a $60 million increase with a 7.1 percent increase for Penn State, Pitt, Temple and Lincoln Universities and a 2 percent increase for the State System of Higher Education, the Thaddeus Stevens College of Technology, and community colleges.

(5.) Workforce Development Increased funding for existing workforce development programs, including a $14 million, or 13.3 percent, increase for career and technical education and a $2.5 million increase to the apprenticeship training program through the Department of Labor and Industry (L&I). He also proposed two new programs. A $3 million appropriation to the Foundations in Industry program through the Department of Community and Economic Development would increase apprenticeship and pre-apprenticeship programs and a $3.5 million appropriation to the Schools-to-Work program through L&I would support partnerships between career and technical education students and employers.

(5.) Proposed Mandated Minimum Wage Increase Increases the minimum wage from $7.25 to $15/hour effective January 1, 2024. The proposal does not include any other detail, including any references to the tip credit.

(6.) Recreational Marijuana Legalizes adult use cannabis and assessing a 20 percent wholesale tax, which he projects would generate $28 million in the first year, increasing to $250 million by FY2027-28.

(7.) Labor Law Compliance Increases funding by $1.28 million to hire additional labor law compliance investigators within the Department of Labor and Industry to investigate more cases, allow for more strategic enforcement of current laws, and provide additional education for businesses.

(8.) Unemployment Compensation Reauthorizes the Service and Infrastructure Improvement Fund (SIIF), which was established in 2013 and provided for a temporary diversion of employee taxes in order to fund technology infrastructure upgrades. This new authorization is intended to fund 50 new UC Service Center positions.highways, roads and bridges are adequately funded. I can assure you that our Chamber will continue to increase their level of advocacy to ensure Westmoreland County’s funding needs to help sustain, and regrow our region are being heard.

Tajz’s Hope Foundation

Antonette Dues of Scottdale

The Tajz’s Hope Foundation was established to continue the work of Antonette Dues son, (Tajz) who collapsed and died at his workplace on June 9, 2018, from an apparent severe asthma attack.

Tajz worked/applied therapeutic and/or fulfillment initiatives through the education and/or creation of ART by working with adults that have intellectual and developmental disabilities in residential homes. In addition of helping people with disabilities, Tajz spent countless hours teaching basic life skills, which helped bridge the gap for many people to live and thrive in the everyday norm/s of society. According to Antonette, “Tajz not only worked hard to help the disability community, but he helped anyone in need.”

Antonette has kept Tajz’s work and passion alive by assisting others from children to adults through various art programs and activities in correlation of writing, music and dance. Antonette developed additional programs to help many communities, which now includes food, clothing and furniture drives to the assistance with home projects with the ultimate goal of keeping families together.

Most importantly, Antonette wants to continue Tajz’s overall goal and mission, which always included his love and stand for the evangelizing of Jesus Christ through his work and love for everyone.

The Tajz-Mahal Makerspace is located in Mt. Pleasant at the YMCA of Laurel Highlands and the second site is located at the Immanuel Lutheran Church in Irwin Pa. The Foundation is seeking and in need of additional locations and/or space, which would help more children, residents and more communities.

To support the learning an career advancement of early learning professionals, Trying Together offers a combination of in -person and virtual courses, coaching, and mentoring. Advocating Together- Trying Together is a committed advocate mobilizing for policy change alongside communities to elevate the needs of young children, families, and educators for an equitable early care and education system. In order to achieve our policy priorities at the state, federal, and local level, Trying Together collaborates with public, private, and philanthropic stakeholders to mobilize for meaningful systemic change.

As a principal partner of the Start Strong PA campaign, Trying Together advocates for access to and affordability of highquality child care. Research shows that the most rapid period of brain development occurs in the first five years of life. Early care and education not only provides a safe and nurturing environment for children when their parents/caregivers go to work, it also provides a foundation for our future leaders and workforce.

Trying Together Continued

A recent report from our partners at ReadyNation and the Pennsylvania Early Learning Investment Commission shows an annual economic cost of $6.65 billion in lost earnings, productivity, and revenue for the Commonwealth. Specifically, productivity problems cause Pennsylvania employers to lose $1.52 billion annually due to child care challenges faced by their workforce.

The most pressing challenge for families needing to access child care: the current workforce shortage. Across Pennsylvania, early childhood teachers earn an estimated $12.43 per hour or less than $25,844 per year. In Westmoreland County the estimated hourly rate is even lower at $10.44 per hour or less than $22,000 annually. More than 1,100 programs across 54 counties responded to the Start Strong PA survey. According to respondents:

1. Programs need to fill nearly 4,000 open staffing positions.

2. Nearly 35,500 children currently sit on child care waiting lists.

3. More than 30,000 additional children could be served at respondents’ sites if they were fully staffed.

4. The 28 Westmoreland County programs that responded collectively have 118 open positions resulting in 49 closed classrooms and 844 children on the waiting list.

Child care is the workforce behind the workforce. Throughout the past few years, child care has been thrust into the national spotlight as a critical support for working families. Trying Together is committed to working with partners like the Westmoreland Chamber of Commerce to deepen our understanding of how the business community and families are being impacted by the early educator staffing crisis and to find solutions forward.

Month of The Young Child—n April, Trying Together celebrates the Month of The Young Child. This is a time where the dedicated work of early educators can be promoted for the essential role that it plays in our society. The events of the last few years have demonstrated just how important it is to fund, support, and elevate the work of child care. In addition to early care and education experiences providing an opportunity for young children to grow and learn, programs also ensure parents and caregivers are able to get to work.

The Westmoreland County Chamber of Commerce will host a briefing to discuss the current state of child care for working families in Westmoreland County. Panel discussions will highlight the current challenges facing the child care sector and the implications for working families trying to find and afford care; the impact of limited child care options on area businesses, and potential solutions to increase the availability of high-quality care and stabilize the child care sector.

The Westmoreland County Chamber of Commerce Education Foundation (501c3), working in partnership with the Workforce Investment Board of Westmoreland and Fayette Counties and the Commonwealth of PA is excited to announce Leadership Westmoreland Youth Academy 2023. The experience will be a five-day leadership development program offered June 19-23, 2023 from 8AM-3:30PM. The participant investment in Leadership Westmoreland Youth Academy is $175.

Students will learn leadership concepts and interact with local business, government and community leaders. Participants will be Westmoreland County rising juniors and seniors with a GPA of at least 2.5. Much of the week will be spent observing leadership in action at various County locations. The program is in its sixth year.

To apply, students will complete an application, sign a Code of Responsibility & Commitment Form and secure a letter of recommendation. All forms can be found on the Westmoreland County Chamber website at westmorelandchamber.com.

LONG TERM DISABILITY BENEFITS REVIEW

Although long term disability (LTD) benefits may lack the appeal of other more often utilized programs in a company’s benefit portfolio, for an employee who becomes disabled due to an accident, injury or illness, it becomes a critical and much appreciated safety net. Designed to replace lost income when an employee is unable to work for an extended period of time, business owners have a choice to provide coverage to all employees as part of an employer-paid core benefit or make the program optional and employee paid, often as part of the company’s voluntary benefits portfolio. However, most insurance companies require a minimum level of participation when underwriting an LTD plan, providing an incentive for employers to automatically enroll all employees in the plan and make it a 100% employer paid benefit.

• It should be noted that the upside for employees paying for the program with after-tax dollars or paying through a voluntary program is that if they become disabled and receive benefits, the payments will be tax-free.

• LTD plans typically have a waiting period of 90 or 180 days, pay 50-60% of the disabled employee’s monthly income up to a stated maximum length of time, based on a very specific definition of “disability”. The carrier may or may not include commissions and bonuses in an employee’s income. Of particular importance is the carrier’s definition of disability. The most liberal definition of the term is “own occupation”, which allows the employee to collect benefits if they are unable to work due to illness or injury, in their current profession. On the other end of the spectrum is a definition requiring an inability to work in “any occupation”, making it much more difficult for the employee to collect benefits.

• The pricing for the benefit program is based on the level of benefits provided, and the demographics of the company’s workforce, among other factors. Larger companies and those with prior coverage will usually be required to submit past rate history or utilization information.

• For the business owner, it is worth shopping carriers on a regular basis to compare not only pricing but the specific benefits offered by each insurance company, including any exclusions and limitations. Brokers and benefit consultants typically know the best carriers in each region for various industries and can more effectively shop and compare programs for the business owner or designated benefit manager.

Looking for a way to share your expertise and help grow small businesses in your community? Volunteer with SCORE Westmoreland, a nonprofit organization that offers no-charge workshops, counseling, and mentorship to those seeking assistance and guidance in the business world.

SCORE Westmoreland is searching for volunteers from a variety of backgrounds to serve as mentors for the many entrepreneurs and small businesses seeking counseling and advice. SCORE accepts volunteers with life experience in all fields from accounting, engineering, educations, health care, sales to military service and beyond.

SCORE offers a rewarding experience for anyone willing to take the time to mentor small businesses. As a SCORE volunteer, you will be part of a network of over 10,000 individuals dedicated to the growth of small businesses across the country.

Mentors do not need to have direct experience in the industry of their mentee or any formal training in mentoring. SCORE will provide you with adequate training in how to capitalize on your real-life experiences when guiding your mentee.

And as the world of business evolves, SCORE is adapting for the virtual world. For those not ready to be in-person just yet, SCORE’s no-charge services and mentorship program can be accessed fully online.

SCORE Westmoreland is affiliated with St. Vincent College, with the local office located in downtown Latrobe.
