The City of Westminster offers a free after school program for youth at the park locations noted below Monday through Friday from 2:30 p.m. to 5:00 p.m.
This program offers a safe, fun & positive environment where youth, ages 6-12 years old, can participate in a variety of activities in a recreational setting. Activities include arts & crafts, sports, outside play, homework help & much more.

The Mendez Historic Freedom Trail and Monument was officially unveiled on December 1, 2022, featuring the larger-than-life statues of the key figures in one of the most historically significant civil rights cases in the nation’s history.
The monument tells the story of the landmark Mendez vs. Westminster case, which led to the end of segregated schools in California and laid the groundwork for the Brown vs. Board of Education case seven years later, making segregated schools illegal throughout the nation.
The artist said he was honored to be selected to create the sculptures for the Mendez memorial.
“There is a lot of history behind all this,” said Gomez, who grew up in Boyle Heights in Los Angeles. “People don’t know about this case.”
Along with the statues, a series of interactive panels, photographs, and statues are included in the freedom trail and monument to pay homage to the case and the Mendez family. The memorial employs an augmented reality feature that will allow visitors to log on with a smart phone as they view several interpretive panels. Visitors can view photos and taped interviews that correspond with each panel.
“It’s essentially a guided tour,” Westminster City Manager Christine Cordon said.
The Freedom Trail will go on for two miles along Hoover Street and feature interactive signage along the route, describing the history of the case.
Bronze statues of Gonzalo and Felicita Mendez are positioned on one pedestal. Felicita stands in front, her arms at her waist, holding a court dossier with the words “Mendez vs. Westminster, 1947” inscribed on the front. Gonzalo stands behind and slightly to the left of his wife, his hands on her shoulders. Both are smiling.
“I wanted for sure to have them together as a couple, making physical contact and then Mrs. Mendez holding that book to document the fact that the book and 1947 symbolizes the case,” said artist Ignacio Gomez, who sculpted the statues. “I wanted them to be seen with a smile so that they are happy about what they accomplished.”
Sculptures of a boy and girl holding hands, smiling, and walking to school are mounted on the second pedestal. The girl is clutching a book with the word “College” inscribed on it. The children are not meant to depict the Mendez children specifically, Gomez said, but represent all non-white children who were now allowed to attend schools formerly reserved for white students.
Gomez also sculpted the Cesar Chavez Memorial statue in downtown Riverside, which stands as a monument to the American farm worker, civil rights activist, and labor leader Cesar Chavez.
Several years ago, then-Westminster City Councilman Sergio Contreras had envisioned a monument as a way to memorialize and commemorate the Mendez case. The City partnered with the Orange County Department of Education on the project and, in 2017, the City was awarded a $1.4 million grant from the California Department of Parks and Recreation which enabled project organizers to construct a nicer memorial than what was originally imagined.
Students came up with the idea of incorporating augmented reality.
Sylvia Mendez, daughter of Gonzalo and Felicita Mendez, was also involved in the process. The Orange County Department of Education set up a studio for Sylvia to film interviews and researched much of the history which was then scripted on the panels.

The West Orange County Community Emergency Response Team or CERT Program is comprised of those who live or work in Buena Park, Cypress, La Palma, Los Alamitos, Rossmoor, Seal Beach, Westminster and their attached communities. The CERT Academy is a 20 hour course and fills up quickly so reserve your seat early by pre-registering at www.westcountycert.com.
The West County CERT Program’s primary purpose is to educate people about disaster preparedness for hazards that may impact them at home, at work, or at play. The CERT Basic Training covers basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members are better able to assist their family, neighborhood or workplace following an event when first responders (paramedics, fire, and police) are not immediately available to help. In an emergency, CERT teaches you to take care of your personal safety first, then your family, and then those around you. It is important to know what to do to protect ourselves and our family members before, during, and after an emergency event.
Once the basic CERT training has been completed CERT members are also encouraged to support emergency response agencies by taking an active role in emergency preparedness projects, bi-monthly Team pot-luck dinners and other events like the Westminster Tet Parade. These events help to build Team comradery, keep members up to date, and refine the skills taught in the basic training.

What’s a Westminster Water Warrior? A Westminster Water Warrior is a resident who is determined to save as much water as possible and spreads the message to their friends and neighbors. Water Warriors save water at home, work, school, everywhere they go!
Here are some of the Top Water Warrior Tips: Reduce your shower time by two (2) minutes. Just • a two minute reduction results in a saving of almost 3,000 gallons a year for a household of four. While waiting for your shower to heat up, save the • water in a bucket and use it on plants or for your pets.
Repair leaks, especially toilet leaks. A • leaking toilet can waste 20 gallons of water a day. Try replacing the flapper, it’s usually the water wasting culprit.
Identify your risks and have multiple barriers in place to keep children and adults safe from all water sources. Barriers buy time and offer protection if they are installed correctly and are in good working condition. The more barriers you install and maintain, the safer your family will be.
Water safety starts at home. Keeping yourself and others safe in and around the water is as easy as ABC. Follow the safety tips below to make sure you know how to be water safe!
A is for ACTIVE ADULT SUPERVISION
• Keep infants and toddlers within an arm’s reach.
• No one should ever swim alone, including adults.
• Install a 4-sided isolation fence tall enough (4-5 feet) to prevent children from climbing over.
• Never rely on water wings, rafts, or other swimming aids in place of U.S. Coast Guard approved life jackets.
• Assign an adult to be a Water Watcher, actively keeping their eyes on the water without ANY distractions.
• Make sure the bottom of the fence is close enough to the ground to prevent a child from crawling under.
• Ensure patio furniture is kept away from the fence so a child cannot use the items to climb.
• If a child or adult is missing, every second counts! Check the water FIRST!
No single barrier provides 100% protection.
Children and adults drown without a sound. No one should ever swim alone.
Multiple barriers must be in place so that if one fails, there is another to slow or prevent a child from reaching the water alone and unsupervised.
B is for BARRIERS
• Install a self-closing or self-latching gate with a locking mechanism.
• Install and maintain proper fencing around the pool and spa to isolate swimming areas.
• Use multiple layers of protection, such as fences, gates, doors, alarms, and safety covers.
• Gates should be installed so that they open outward, away from the pool.
• Regularly inspect gates for damages to ensure a child’s safety.
• Use self-closing, self-latching gates that open outward and away from the pool.
• Remove items such as chairs or tables that a child could use to climb over a fence.
• Purchase and use a pool and spa cover to protect children and pets.
C is for CLASSES
• Learn to swim by taking lessons.
• Covers for the pool and spa act as a horizontal fence should children or pets get near the water.

Programs and services at the Westminster Family Resource Center are funded in part through Families and Communities Together (FaCT). FaCT receives funding from federal, state, and county agencies including U.S. Department of Health and Human Services-Promoting Safe and Stable Families, the County of Orange, as well as volunteer, in -kind support and private donations. FaCT is a program administered by the County of Orange Social Services Agency, in partnership with the FaCT Coalition of Charitable Ventures.
