PGS Scorecard launched for Region 6

DEPARTMENT of Public Works and Highways (DPWH), thru the Stakeholders Relations Service (SRS) headed by Director Elizabeth P. Pilorin led the launching of “KONKRETO 2022, The DPWH Strategy Map” with the unveiling of Performance Governance System (PGS) Scorecard in Region 6, last February 6, 2020, along with Regional Director Lea N. Delfinado and Assistant Regional Director Jose Al V. Fruto, with various District Engineers in the region. Earlier in 2017, DPWH updated its PGS Strategy Map and Enterprise Scorecard in line with the department’s commitment to realize Ambisyon Natin 2040, the long-term vision of a better life for the Filipino family translated into specific goals and milestones as supported by the 2017-2022 Philippine Development Plan (PDP). DPWH has attained its Proficiency Stage on the PGS pathway with a functional performance management tool, using the Balanced Scorecard to effectively monitor its progress in operations. The Department has also established an office that shall drive the management of DPWH Strategic Plans in the Corporate Planning and Management Division acting as Office for Strategy Management. Three major outcomes were also set by DPWH that shall be its contribution in achieving the goal of sustainable development. These are: reduced travel time, improved road quality and safety, and, lives and properties protected from natural disasters. The Department saw an opportunity to significantly contribute to reducing travel time by increasing road capacity and by upgrading road and pursuing new highway projects. DPWH also aims to enhance roads quality and promote safety through a comprehensive maintenance process and engineering interventions to eliminate accident black spots. Further, DPWH undertakes flood control projects aimed to reduce damaged lives and properties and is focused on making public works resilient to others types of natural disasters.

Disaster-resilient evacuation center constructed in Bacolod City.

The P36-million Regional Evacuation Center (REC) in Brgy. Vista Alegre, Bacolod City, Negros Occidental was inaugurated and turned over by the Department of Public Works and Highways (DPWH), Region 6 to Bacolod City Local Government Unit (LGU) last February 14, 2020. Said inauguration and turnover was led by Regional Director Lea N. Delfinado and accepted by Bacolod City Mayor Evelio Leonardia, witnessed by officials from the Office of the Civil Defense (OCD6), Department of Social Welfare and Development (DSWD-6), Department of Health (DOH-6), Bacolod City LGU, DPWH Regional Office 6, and DPWHBacolod City District Engineering Office. This center, situated in a 3,000-square meter lot in Brgy. Vista Alegre can accommodate at least 30 families or 150 individuals,” Delfinado said. “And like other RECs we have turned over, this, too has 8 buildings composed of accommodation building, office and infirmary building, laundry/ drying area, male toilet and bath, female toilet and bath, pump room, generator room, and materials recovery facility. Also, part of the project is the provision of cistern tank and drainage system” she added. “DPWH is proud to have built a disasterresilient, gender-sensitive and compliant to standards of a Regional Evacuation Center to enhance response capabilities to our communities in times of disasters and emergencies such as

volcanic eruption, flooding, landslide, and other calamities,” she stressed. Delfinado also said the REC in Bacolod City is the 5th in Negros Occidental and 10th out of 11 centers completed and turned over by DPWH in the region. Other centers in Negros Occidental are located in San Enrique, and cities of Bago, Kabankalan and Sagay. District Engineer Abraham C. Villareal of DPWH, Bacolod City DEO added that this is the first evacuation center provided for Bacolod City that may be used as temporary shelter in times of calamities as well as venue for various social events and trainings. DPWH is continuously partnering with other National Government Agencies (NGAs), Local Government Units (LGUs) and other concerned groups and organizations in providing infrastructure programs and services responsive to the needs of the people. — dpwhr6/wvb/rpaio

Flood control, road concreting projects completed in central Iloilo towns By: Melanie M. Paluay

TWO new flood control structures along Jalaur River in central Iloilo were completed by the Department of Public Works and Highways (DPWH), Iloilo Second District Engineering Office – one in Brgy. Tabucan, Barotac Nuevo and the other in Brgy. Poblacion, Passi City. District Engineer Sanny Boy O. Oropel said the P46.9million flood control project in Barotac Nuevo involves construction of 254.8-lineal meter structure including drainage and 181-lineal meter groundsill (gabions), while the P23.2-million project in Passi City involves construction of 186.4 lineal meters concrete revetment wall. “These flood control projects aim to protect the lives and properties of the people living near Jalaur River, especially from the blistering impact of flood when heavy rains occur,” Oropel said. “The structures also help prevent erosion of soil and block water influx to the road that may damage residential areas and other properties situated near the river,” he added. Other than flood control, the District has completed the concreting of Gama Grande – Gama Pequeño – Malaguinabot Tahing – Sitio Agdayao Road in the town of Calinog.

Oropel said the project, in the amount of P29.39 million, involved concrete paving of 1.699-kilometer, 2lane, 6.1-meter wide, 280-milimeter thick road including cross drainage system, slope protection and thermoplastic pavement markings. “This concrete road will provide easy, fast and safe travel to hundreds of motorists and commuters toward establishments, recreational areas, health centers and schools. The proposed Two-Storey Building (DPWH Standard Design) of Iloilo 3rd District Engineering Office has a contract amount of Php 62,079,428.15. The construction is under contract with A.D Pendon Construction and Supply, Inc. represented by Engr. Julius Santiago and Engr. Libertine Santiago with contract duration of 300 calendar days. Engr. Flordelis C. Enriquez, OIC District Engineer, expressed her appreciation for the support of her staff and the NIPSC Barotac Viejo Campus as lot donor that made the project, Construction of Two-Storey Building (DPWH Standard Design) of this office realized. “With this new building, DPWH Iloilo 3rd DEO Personnel will be more effective and efficient in providing the public with the quality of service they rightfully deserve. This new building will not only serve as a mere structure but it will signify as an avenue for community partnership and stakeholders support as well as serve as tourist attraction,” Tupas said. “To the DPWH Iloilo 3rd DEO Personnel, now that we are going to have a new and well-equipped building, we will be expecting a much improved quality and efficient services for the people of 5th District,” ADE Renato H. DPWH repairs road in Binalbagan, Negros Occidental By: Tarsila Elsie V. Olivar BINALBAGAN, Negros Occidental - The concrete paving of 2.175 kilometers along BinalbaganIsabela Road in Brgy. San Jose, Binalbagan, Negros Occidental was completed by the Department of Public Works and Highways (DPWH), Negros Occidental 2nd District Engineering Office. District Engineer Randolfo A. Melosantos said the project, in the amount of P36.4 million, involved concrete re-blocking of the 2-lane, 6.7meter wide, 28-centimeter think Portland Concrete Cement Pavement (PCCP) along the national arterial road. The said road section was dilapidated since it is considered a major thoroughfare from the town of Binalbagan to the town of Isabela where a big volume of vehicles especially truck loaded with sugarcane, going to sugar factories in the province, hence, improvement work was undertaken to ensure safety of the motorists and the general public. “The improved road provides comfort to the riding public, beneficial to approximately 2,568 motorists passing the said road and road accidents due to poor road condition will also be minimized,” Melosantos said. “Considering that this road section provides access to various agricultural areas in the town to main cities and neighboring towns, this road concreting project will help the farmers in transporting their products with ease to bigger market,” he added. The project will provide access to people living in the mountainous areas, improving not only their economic condition but also helps in the faster delivery of social and health services to the communities in the highlands. — dpwhr6

Road in Pontevedra, Negros Occidental upgraded By: Ricelle Cubos BAGO City, Negros Occidental - Traveling along Bacolod South Road, particularly in Pontevedra, Negros Occidental is now more convenient and safer with the improved road condition with the completion of road concreting implemented by the Department of Public Works and Highways (DPWH), Negros Occidental 4th District Engineering Office. According to District Engineer Genaro M. Panganiban, the project, in the amount of Php9.9 million, involves improvement of the two inner lanes from asphalt to Portland Concrete Cement Pavement along Bacolod South Road in Pontevedra section, with the length of 970 meters. “With this road improvement, transport of goods and services from Bacolod City to the southern part of the province and vice versa, will be easier and faster, hence would help in boosting the province’s economic condition,” Panganiban said. “It will also bring ease of transportation especially for people who live within the city’s borders, securing a safe and functional road,” he added. Further, Panganiban said this project would benefit approximately 10,400 motorists everyday based on the annual average daily traffic. — dpwhr6

Road widening connecting Guimaras towns nears completion By: Gayle Candice Cañete THE road widening project connecting the towns of Jordan and Buenavista in Guimaras province is in full swing, according to the Department of Public Works and Highways (DPWH), Guimaras District Engineering Office. District Engineer Rhodora B. Nuñal said the widening from 2 lanes to 4 lanes of the 2-kilometer portion of Guimaras Circumferential road, along the boundary of Jordan and Buenavista, in the amount of P76.12 million, is expected to be completed in May this year.

Bakhaw Norte, Kalibo, Aklan is underway, implemented by the Department of Public Works and Highways (DPWH), Aklan District Engineering Office. District Engineer Noel L. Fuentebella said the project involves construction of 120-lineal meter long, 1.8-meters wide anchorage consisting high tensile steel cable frame, floor composing steel plate and structural metal frame as bridge formation. Once completed, the bridge will be a big help in enhancing traffic management from Brgy. Camansi in Numancia to Brgy. Bakhaw Norte in Kalibo, and vice versa, providing both communities with easy access for the delivery of goods and services. - dpwhr6/wvb/aklandeo

The project involved concreting of 3.35-meter wide on both sides of the road including provision of metal guard rail, grouted riprap, stone masonry, concrete curb and gutter, lined canal, chevron signs and other directional signs, and reflectorized thermoplastic pavement markings. “This widening project will provide safer roads to daily commuters traveling to schools, offices and other recreational sites in the province,” Nuñal said. “The widened road will also encourage more tourists to visit various destinations in the province like the Guimaras Mountain Resort and Marceily’s Point in the town of Buenavista, and San Lorenzo Wind Farm and Holy Family Hills in the municipality of San Lorenzo,” she added. Nuñal added that the increase in tourism activities would bring more employment and business opportunities among the people in the area, that could help improve their socio-economic condition. In addition, transport of basic goods and services would become easier and faster since wider roads can cater a bigger volume of vehicular traffic including big delivery trucks from Jordan Ro-Ro wharf to any point in the province. — — dpwhr6/wvb/guimarasdeo

LIMPYO ILOILO 2020 In an effort to transform Iloilo into a cleaner and healthier province, “Limyo Iloilo�,a province-wide convergence clean -up activity initiated by Iloilo Provincial Government was undertaken on February 22, 2020. Said initiative was participated by the Department of Public Works and Highways (DPWH), Regional Office and Iloilo 4th District Engineering Office along with other national government agencies, local government units and non-government organizations. Participants rallied along Sen. Benigno S. Aquino, Jr. Avenue in Sta. Barbara area to conduct cleaning and greening activities like garbage collection, weeding and planting. The clean-up drive aims to promote cleanliness and curb the emergence of various diseases like dengue. It likewise aims to promote awareness among the people on the significance of maintaining a clean environment. Said activity was also done to encourage proper solid waste management among the offices and communities.

DPWH-TESDA NC-II Assessment The Equipment Management Division of Regional Office VI recently conducted the TESDA Assessment for the NC2 certification of heavy equipment operators on February 21,2020. The DPWH VI prides itself in the quality of the work done by its employees in order to better serve the public. As such, it is imperative that assessments are made in order to ensure that the optimum quality is always produced. During the assessment, the hopeful employees took several exams to test their knowledge and skills as heavy equipment operators.

DPWH-DOT REGIONAL MEETING ON TRIP The DPWH Region VI, along with the Department of Tourism, attended the regional consultation on the Tourism Road Infrastructure Program (TRIP) on February 13,2020. The consultation was graced by the presence of the regional directors of both departments, namely DPWH VI Regional Director Lea Delfinado and DOT VI Regional Director Helen Catalbas. Also present during the consultation were the DPWH VI district engineers and various officials of the DOT VI. TRIP aims to build and improve access-roads that lead to tourist destinations. Through the consultation, the departments were updated on the progress of the infrastructures and consulted and briefed on the necessary steps that should be undertaken in order to improve the program.
