Diesel is a flammable and environmentally polluting liquid.

Transportation is regulated to minimise the hazard diesel poses.

FLAMMABLE LIQUID: The governing regulations in the UK are: The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009. S.I. 2009 No. 1348.

These regulations enforce the European-wide agreement on the carriage of dangerous goods by road set out in the document known as ADR. This document is revised every 2 years and the current edition was issued in 2013.

ADR is highly prescriptive in all matters connected with diesel transport on the road.

MINIMISING HAZARD RISKS: Diesel must be carried in approved tanks or intermediate bulk containers (IBC). More details on these are discussed under packages.

FUEL STORAGE

Labelling to indicate the hazard is detailed in ADR ch.5. These labels include the flammable liquid label and the environmentally hazardous substance mark. The transport unit should be equipped with fire extinguishers and other equipment for personal protection (ch.8.4).

PACKAGES:

Also in ch.5 of ADR the consignment procedure is laid down, including the documentation to be carried (5.4). All participants in the carriage of dangerous goods are responsible to take “appropriate measures” to avoid damage or injury.

In ADR terminology, an Intermediate Bulk Container (IBC) is a packaging which could be up to 3000 litres which is designed for mechanical handling and resistant to stresses produced in handling and transport. This resistance to stresses is determined by a series of tests which are laid down in ADR and carried out by an organisation approved for this function by the competent authority (Department for Transport in the UK).

The participants include anyone who could be described as Filler, Packer, Loader, Operator, Consignee, Carrier and Consignor. Each have their own responsibilities (ch.1.4).

Particular account should be taken of mixed loads consisting of diesel and other goods classified under ADR to ensure that carriage together is not prohibited, and to ensure that if exemption from some provisions of ADR is claimed under a small load threshold, this threshold is not exceeded.

The personnel involved should receive general awareness training of the requirements for the carriage of dangerous goods (ch.1.3). More detailed training should be given to each participant directly appropriate to their duties and responsibilities. Details of this training shall be kept by the employer and employee.

The training of drivers of vehicles carrying dangerous goods in quantities above the small load threshold must hold a Certificate issued by the competent authority (ch.8.2).

ADR regards a package as the receptacle and its contents. The packaging is the receptacle itself and any other components necessary for the receptacle to perform its containment and safety functions. A packaging is treated quite separately from a Tank, and this distinction must be observed.

TANKS: If more than 3000 litres of diesel is carried, then it must be in a tank (Under ADR). A Tank that is mounted within a framework complying with the specification for Containers is a particular type of tank under the regulations. The construction, inspection and testing has to be in accord with internationally recognised specifications and the whole procedure is subject to independent approval by government appointed bodies. ADR details the requirements.

Tank kidneys are ideal for maintaining your liquid assets in top condition, by recirculating fuel within the tank helping to prevent a build-up of sludge and other debris. Top it off with a tank vent filter to catch airborne moisture!

With increasing pressure on engine manufacturers for engines to burn cleaner and more efficiently, manufacturing tolerances have become finer. Old engines would burn very dirty fuel (particles of around 10µm) without problems. New engine tolerances are so tight that fuel must not contain particles greater than 0.5µm! The consequences of dirty fuel are costly. An injector clogged due to contaminated fuel needs replacing – this could cost up to £1200 + fitting (if one is clogged you may need to replace them all). A fuel polisher then becomes very good value for money! We cannot achieve ultra clean fuel with the filter technology available, but we can ensure your tanks are as clean as possible.

FIXED PLANT TRAILERS: A generator or high volume pump is sometimes better on wheels.

It will often be more acceptable to the hire market if it is towable.

Western have a new range of multi-purpose trailers suitable for generators, water pumps and many other applications. You can even mount our fuel tanks on them!

Practice fuel tank health – keep the tank clean and the fuel quality will not deteriorate. Ensure that the filters on your plant and equipment are working efficiently without having to contend with particles from the bottom of your tank. The biggest cause of plant breakdowns is contaminated diesel from dirty and unmaintained fuel tanks which clog filters and fuel systems. This costs money on emergency call outs and downtime.

PROTECTING THE ENVIRONMENT The responsibility to protect every aspect of the environment from pollution is enforced by a large body of legislation. Naturally, the environment includes the water environment – both ground and surface water.

The burden of this responsibility falls heavily on construction and demolition activities where the major water pollutants are oil, including fuel and silt produced by ground disturbance.

MOST POLLUTION INCIDENTS ARE AVOIDABLE Whereas the correct assessment of pollution sources and planning of activities are essential to managing the pollution risk, the use of purpose built equipment is similarly essential to minimise pollution.

The TransCube range of bunded fuel tanks is fully described earlier in this catalogue (page 25). Used in conjunction with the oil trap tray, accidental spillages are contained.

The labels generally used are black symbols on orange/yellow backgrounds in association with signal words given above. (For details of the symbols, see standard sign catalogue).

A very important consideration in any storage system of hazardous substances is to carry out an assessment of the risks associated with mixed storage. Some substances must not be stored together.

PROTECTION SAFETY: To control and minimise risks associated with fire and explosion from the storage of flammable liquids in containers, there are five general principles to follow.

As we are considering outside storage only, we will assume that ventilation is adequate.

Another principle is to exchange a flammable liquid for one less flammable, or eliminate it altogether.

The other principles are: Ignition - Remove all sources of ignition from the storage area.

Separation – Store the liquids well away from other processes and general storage areas.

The recommended minimum separation distance is dependent on the quantity of flammable liquid stored. For example: Up to 1000 litres the distance from occupied buildings or boundaries should be at least 2m.

A suitable secondary containment system should be provided to meet the requirements of the Environmental Protection Act 1990.

Guidance on the storage and handling of drums and intermediate bulk containers is given in the Pollution Prevention Guideline No.26.

Drip trays used for drum storage should be capable of containing 25% of the volume of the container.

Spill Kits and personal protective equipment should be on site and located near the storage area.

Purpose built Drum Stores will ensure that rain water and general debris does not build up within the bund, and will also provide security.

REFERENCES: Apart from the references given above, there are others that need to be considered. The implications of these references are often more easily seen in guidance documents.

Between 1000–100,000 litres the suggested distance is 4m.

Containers of flammable substances should not be stored within the bund of a fixed flammable liquid storage tank or within 1m of the tank bund wall.

The other principle in storage of dangerous substances is containment.

ENVIROBASIN OIL TRAP TRAY Heavy duty drip tray designed for outside use to retain spilt fuel or oil from static plant or fuel tanks. This unique method of trapping and plugging the spilt hydrocarbons in a capsule gives many environmental advantages.

The interceptor acts as an oil- water separator and will effectively remove hydrocarbons [diesel and oils] from rainwater falling on temporary installations involving diesel storage such as tanks and generators when mounted on these interceptors. The interceptor removes the hydrocarbon pollution to below 5 mg/litre which is the performance level specified in BS EN 858 for Class 1 separators used in surface water drainage systems. The water from the filter may be safely discharged into the surface water drain.
