“We had an absolutely terrific day,” he said. “We couldn’t be happier; the weather was kind and people really came out in numbers to enjoy everything that was on offer. “There was a lot to look at and the Orford grounds really make for the perfect bush sitting; we’re thrilled with how the weekend went.” Mr Bartlett believes this year’s event was “up there among the best” in the event’s 27-year history. Members of the Hamilton Re-enactment Society provided plenty of entertainment throughout the day, while apprentice blacksmiths also showed off their skills and a tractor pull attracted interest among young and old. “The committee is very grateful to all those who came along and had a look around, and to everyone who contributed towards the event’s success,” Mr Bartlett said.

focus but I’ve really embraced leading an agency that does a tremendous job for the community,” Mr Powell said. “I’ve enjoyed the opportunity to help influence change and the ability to connect with the community, other agencies, peak bodies and departmental heads which doesn’t happen so much in a clinical role but has been a real benefit.” Mr Powell said he was enjoying the opportunity to talk to local community groups about the role of WRAD Health and to build on the organisation’s positive reputation. “That has been rewarding because we want to get a message to the community that change is possible,” he said. “I get a lot of good questions about what we do and the services we offer and people appreciate the services we offer.” Mr Powell said he was keen to continue delivering a service that meets the complex health needs of people across the region. “We’re constantly looking at ways we can grow our service offerings,” he said. “We now offer psychological services, dietitian, dual diagnosis programs as well as expanded bulk billing medical

Mr Powell, who had been interim CEO since July 1 last year following the retirement of Geoff Soma, was officially appointed to the position late last week. Board chair Helen Taylor said Mr Powell brought a wealth of experience in drug and alcohol treatment and mental health. “During his period as acting CEO, Mark has displayed an ability to enthusiastically foster a positive team and introduce further network connections for WRAD Health,” she said. “His work in family liaison has been immensely positive and supportive. Mark has a wonderful compassion for humankind and works tirelessly to achieve the best outcomes.” Ms Taylor said Mr Powell was continuing to strive for the establishment of the Lookout Rehabilitation facility. “Mark communicates regularly with the Department of Health, local members, other residential rehabilitation centres, philanthropic groups, VAADA and collects data to drive our dream.” Mr Powell, who had worked in the role one day a week in the lead-up to Mr Soma’s retirement, and has been acting in the position full-time since July 1, said he embraced the challenge. “For many years I have been a

Calls for disability support funding CALLS for government funding support to keep Tasty Plate open, and support other disability service providers, reached Parliament this week. As the Warrnambool Weekly reported in January, Brophy Family and Youth Services confirmed the closure of social catering enterprise Tasty Plate, which had provided employment opportunities to those living with a disability. At the time Brophy cited concerns surrounding financial viability, a lack of NDIS participant-funded packages and a decline in participant numbers. South-West Coast MP Roma Britnell and Wannon MP Dan Tehan called for an independent review, however Brophy rejected this offer. The member for South-West Coast continued her push to save the service through a consistency question in the Legislative Assembly on Monday. Ms Britnell raised her concerns surrounding the shock closure during the first Parliamentary sitting date for 2024, questioning Minister for Disability Lizzie Blandthorn MP on what funding options were available to ensure the future of the social enterprise. “Minister, the sudden and unexpected closure of Tasty Plate by Brophy Family and Youth Services has deeply impacted so many across South-West Coast,” she said. “Tasty Plate gave individuals of all abilities the opportunity to participate in society, to feel empowered, to be employed and to contribute, with a successful local cafe that was strongly supported by many.” Ms Britnell said Brophy’s decision had left the community reeling, and seeking answers on what could be done to save the service. “Since (the closure announcement) interested community members have contacted me about what can be done,” she said. “One provider is willing to restart a social enterprise in a similar format to Tasty Plate. “I know how well this will be received, so I ask: Minister, what state government funding sources are available for Tasty Plate and other South-West Coast disability service providers that employ and train participants?”

Moyne Shire Council Community Update

Annual Community survey underway

From the Mayor: It’s been a busy start to the year right across Moyne Shire with our caravan parks at capacity and people enjoying everything this great part of the world has to offer. It’s been fantastic to see so many people out and about enjoying our local shops, cafes, bars and restaurants and attending the varied events that have been happening. At our recent Council meeting, we appointed Peter Brown as Acting CEO following the resignation of Brett Davis, who is leaving Moyne to take on a new role with the State Government as cross-border commissioner. While we are saddened by Brett’s departure, Council understands and respects his decision and we wish him all the best as he takes on a role with the State Government,” Cr Smith said. Brett has made significant contributions during his time as both Director and CEO over the past four years. He has been instrumental in driving positive change, implementing key initiatives, and fostering collaboration among various government departments and Councils to enhance Moyne Shire’s reputation. Peter will join us on February 19 and has acted as Moyne’s Director Community and Corporate Services previously. He has a long resume in local government, having served as Chief Executive Officer at Colac Otway Shire Council and Horsham Rural City Council He will provide and experienced and steady hand as we move through the budget process and in the recruitment of a new CEO. We are pleased he has agreed to return to Moyne and look forward to working with him again. At the council meeting we also adopted planning scheme amendment C75 – Rivers Run Estate, which will create 63 new residential lost in Port Fairy. This amendment was proposed by the developer and public feedback was sought from December 16, 2021 until January 31, 2022 – a total of 89 submissions were received which were heard by Council and then an Independent Planning Panel who made the recommendation to proceed. The amendment will now be sent to Minister for Planning Sonya Kilkenny for her final approval.

From 30 January to mid-March, Moyne Shire households may receive a survey call from independent market research agency National Field Services asking them to Answer questions about Council. The Community Satisfaction Survey, organised by Local Government Victoria, provides an opportunity for residents to provide feedback on Council’s performance across a range of measures such as customer service, community consultation and overall council direction. Last year 30,000 rate payers were surveyed across 66 Victorian local government areas. Participating councils receive reports which include comparisons to previous years, the state-wide results and the results grouped by similar councils.

Mayor, Cr Ian Smith said the survey is a great opportunity for residents to tell Council how it’s performing. “Residents are selected randomly, and details and responses are kept confidential,” said Cr Smith. “Only the overall results are shared with Council, which help us understand where improvements can be made, and what we’re doing well,” he said. “When released later in the year, the results will be shared with the community via our email newsletter, social media and website.” The survey takes around 15 minutes. National Field Services will make the call from a landline, and if required, residents can request to speak to someone in their language to assist with completing the survey.

Nominate an inspiring woman

Moyne Shire residents are being encouraged to nominate women who make meaningful contributions to the community - whether it be through their work, studies, families, relationships or community involvement. The annual Inspiring Women of Moyne Awards are now open for nominations and aim to recognise, reward and celebrate women who make meaningful contributions to the Moyne Shire community. Deputy Mayor Cr Karen Foster said the awards are a chance to thank women in the community who contribute and make a difference to the lives of others. “These awards are now in their fourth year and have become a highlight on the calendar,” Cr Foster said. “We are looking for nominations for women

from all walks of life and I’d encourage anyone who knows a woman who makes an outstanding contribution to submit a nomination. “International Women’s Day is a fantastic opportunity to champion women and the enormous contributions that they make while we continue to take steps toward greater gender equality.” The award winners will be announced at a community event on International Women’s Day, Friday 8 March. Nominations are open until Sunday 25 February to nominate women over the age of 18 who are residents of the Moyne Shire. Nominations can be made online or at Council’s customer service centres in Mortlake and Port Fairy.

Where trains and art combine TIM Baulch is somewhat of a legend around the Warrnambool train station. A self-confessed train buff who spends “every minute possible” on the platform, talking to staff and watching trains come and go, Tim has recently begun putting his thoughts and impressions of trains onto canvas – and several pieces of his artwork now adorn the interior walls of the ticket box. “I just love trains; I always have,” he said. “People say I’m mad about them and they’re probably right. The VLine trains and the heritage trains are my favourite.

“I’ve been coming to this station for years and now, when I’m not working mowing lawns, I do paintings of trains for friends. I’ve got a few hanging up here (at Warrnambool) and I’m also going to do some for the Geelong station.” While he doesn’t get to board trains as often as he would like, Tim is just as happy to sit and watch other passengers come and go. “His knowledge of trains, and in particular the train timetable is pretty remarkable,” support worker and fellow artist Elizabeth Dwyer said. “It’s nice for him to be able to paint something that he enjoys so much and for everyone else to be able to see his finished works.”

Scholarship for Brauer leader PERSERVERENCE and the dedication to make a better life for himself in Australia has seen Warrnambool’s Rain Lai earn the 2024 Salt Creek Scholarship.

The scholarship will support Rain as he begins his studies at Monash University in Melbourne. The $30,000 scholarship will cover his accommodation expenses at Monash Urban Community, an expense which otherwise may have proven insurmountable. Salt Creek Wind Farm proprietor Peter Coy, having supported his daughters through university, was inspired to launch the scholarship as he felt regional students faced a disadvantage with the cost of accommodation when pursuing a degree not available locally. Salt Creek Wind Farm developer Tilt Renewables jumped at the opportunity to support the scholarship, offering to pay half of the total cost with Mr Coy. Rain could not agree more with the scholarship’s importance, saying it would take all of the pressure off his family to financially support him through his higher education. “This is amazing; it will mean a lot to myself and my family,” he said. “The scholarship is going to take so much stress off my mum. “As someone from an immigration background, my mum has worked in a factory for seven years and my dad has been in China taking care of a family member “She is really the only one earning money, so having the opportunity to go to university would have put so much financial pressure on us. “This will help so much.” The scholarship selection panel, consisting of Mr Coy's daughters Rosa Coy and Sally Towell, and Salt Creek neighbour Susan Bosch, came to an easy and unanimous decision to award this year’s scholarship to Rain. “Rain arrived in Australia with his parents in 2016,” Mrs Towell said. “The family left behind a life of extreme financial hardship in China with the hope of a brighter future. “They settled in Warrnambool, speaking no English and with no money. “Both of Rain's parents secured employment at Midfield Meats, and Mr Rain attended Warrnambool's Brauer College.” Mrs Towell said what Rain had accomplished in just seven years, particularly overcoming further difficulties due to the COVID-19 pandemic, was an inspiring example of a young man who richly deserved an opportunity. “Rain speaks English with only a trace of an accent, he was DUX of Brauer College last year with an ATAR of 99.10 and was chosen by his peers as school captain,” she said. Rain will attend orientation at Monash University this Sunday before he begins studying a Bachelor of Engineering (Honours) in the Masters Accelerated Pathway later this month. Rain said he aspired to pursue engineering after being inspired by his father’s resourcefulness to support the family in China. “I was from a poor household in China and, as a kid, there were not many resources available to us, but my father was very resourceful,” he said. “We would gather resources as best we could to get by, including making a water pump. “We made our own water supply for our house in China. “That experience made me fascinated by the engineering and inspired me to pursue this type of career.”

“What I really like about Australia is there is greater freedom to do what I want to do, and I think that’s one of the reasons I’ve done so well for myself.” Rain said he could not thank those involved with the scholarship enough. “I can’t thank Mr Coy and Tilt Renewables enough,” he said. “This is a really great opportunity to be awarded this scholarship, and it has given me a lot of confidence in what I can achieve at university.”

Music diversity draws crowds AN estimated crowd of well over 300 music fans enjoyed last Saturday’s Ignite Music Festival in Warrnambool.

A diverse range of bands and performers converged on Civic Green to provide audiences with an afternoon and evening of music and song. “We had hoped for a crowd of about 200 but looking at the figures we had about 350 attend throughout the day on Saturday and there was hundreds more standing outside the fence having a look,” Convict Class’ Shane Stenhouse said. “We are absolutely ecstatic with how the day went; couldn’t have asked for anything more. “The diversity of the bands and performers, the set-up, the sound, the location, it was all brilliant.” “As the organising band we are hoping to hold the event again next year but that will rely on grant funding and community support.” Mr Stenhouse said organisers were grateful for the support of many local volunteers, businesses and organisations who got behind the event and helped make it happen. “Everyone who performed was extremely grateful for the opportunity and they all received rave reviews,” he said. “We don’t like to single anyone out but Lisztomania was the real surprise packed of the day. The girls were really good and they have a new EP coming out soon which is exciting. “Our short-term plans are to continue advocating for local venues to give performers who played on Saturday the opportunity for increased local exposure.” Mr Stenhouse encouraged all local musicians to “chase their dreams” and think big. “Anything is possible in the music industry,” he said. “The Ascended kicked off its national tour at Ignite Music Festival and our band, Convict Class, is about to release a new single before we head to the UK and Europe in July/August. That trip culminates inp laying at the Rebellion Punk Music Festival in Blackpool.”

Buskers to shine in Port

ARE you a busker who would love to perform at this year’s Port Fairy Street Fair? Organisers are now looking for buskers to enter this year’s competition. To be held across the March long weekend during the Port Fairy Folk Festival, the competition is a unique opportunity to perform on the street among thousands of music fans. Litter concerns continue

PERSISTENT litter at the Warrnambool Breakwater has become a growing concern for locals and members of the Beach Patrol group. Thirty-eight volunteers took to the sand last Sunday in a quest to remove as much litter as possible – and finished the day with an incredible 53.5kg of litter, which comprised more than 4500 items. The impressive turnout reflects the community’s collective commitment to preserving the local environment. However, the breakwater remains a significant litter hotspot and a continual source of ocean pollution. Beach Patrol has run an annual clean-up

event at the Breakwater since 2021 and has recorded all litter collected. Disappointingly the amount of litter recorded has not decreased. “One positive thing this year was there was no New Year’s Eve fireworks litter on the breakwater. In previous years fireworks litter has been an issue,” reflected organiser Genevieve Bale. Despite ongoing efforts, the breakwater continues to pose challenges due to various factors. Litter, including cigarette butts, fishing line, and food packaging, directly enters the ocean, posing environmental hazards. The dredging of the breakwater’s oceanfloor in November 2022 highlighted the severity of the issue, unearthing 148kg of

both recent and historical rubbish. During the dredging event, volunteers recorded 30 clean-ups in Beach Patrol’s Litter Stopper App and database, collecting 5264 items, including 867 shredded cans. The dredging issue brought attention to the need for sustained action, as the litter problem persisted despite previous clean-up initiatives. The lack of bins and inadequate maintenance have been identified as contributing factors to the litter issue. Despite efforts, the Container Deposit Scheme has not significantly reduced the number of beer stubbies and alcohol cans collected. Cigarette butts and fishing line remain the most common litter items, with 2500 butts and 679 fishing line pieces collected during

the recent clean-up. Beach Patrol has consistently advocated for improved infrastructure along the breakwater, including more bins, recycle bins, fishing line bins, and anti-litter signage. According to Beach Patrol leaders, the ongoing litter problem at the breakwater underscores the urgent need for proper infrastructure and signage to encourage responsible behaviour and curb littering habits. Top handlers and dogs head to Port

SHEEPDOGS and their handlers travelled to Port Fairy from all over the country last weekend for the first day of the 2024 Commonwealth Championship Sheepdog Trials. The week-long trials kicked off on Saturday at Gardens Oval, with spectators treated to an entertaining display of high-quality workmanship between handlers and their dogs. The trials, which have been running for 44 years (having moved from Koroit to Port Fairy in 2006), will culminate in the Bill Paton Australian Sheepdog of the Year final. The novice trial dogs were judged on their ability to move three sheep through the course within a 15- minute time frame. All dogs started the course with 100 points which were then deducted based on performance. This week will include the Trans Tasman and Improver Open Trials, along with the Bill Paton final – an award which, according to committee president and event organiser Michael McNamara, is the highlight of the competition. “The Bill Paton Australian Dog of the Year Final will see the best sheepdogs from each state compete at 3pm Friday,” Mr McNamara said. “It’s our aim to also raise as much as possible to support Community Health Services.”

The 2025 Commonwealth Championship Sheepdog Trials will again take place at Gardens Oval in Port Fairy, commencing on Saturday, February 1. Competitor Shane Beauglehall praised the location and the running of the event. “The trials are set in an ideal location and the camaraderie, socialisation and community spirit among everyone involved with the event is also terrific,” Mr Beauglehall said. “In addition to this, we get to see the best dogs in Australia at work and for us that’s something really special.”

THE distribution of free Rapid Antigen Tests (RATs) is about to end. Following an announcement by the state government last week, the program to distribute the free COVID-19 tests, via Warrnambool City Council facilities, will end this month. Tests will be available at the Civic Centre and the Archie Graham Centre while supplies last, or until remaining tests expire on February 15. Residents are welcome to collect two free boxes per adult per household. Warrnambool mayor Cr Ben Blain said the distribution program had been a successful partnership. “Councils are the level of government with the closest connections to their communities, so we were happy to play our part in the distribution of the free COVID tests on behalf of the state government,” he said. “Since the program began in January 2023, we have given out over 30,000 COVID tests to members of the community.” Residents are encouraged to plan ahead and ensure they have a supply of RATs available at home to use in the event they develop COVID-19 symptoms, and to always check the expiry date before using a RAT. Mortlake agents yarded 2,873 cattle at today’s market representing an increase of some 640 head on last week. Overall it was an excellent yarding of prime cattle covering most categories with a small tail of crossbred trade weights. The grown cattle and bullocks displayed good weight with the dairy bred manufacturing types showing freshness. The offering of cows was of exceptional quality with a good mix of beef and dairy types with the number of cows offered totalling 840 along with 1,260 grown cattle, 730 trade weights and 43 bulls. There was an additional interstate operator present along with the regular buying panel that provided an active fully firm market over most categories. Good milk vealers gained 5 to 10c/kg driven by quality with cows gaining 5 to 8c/kg over most categories with bulls easing 20c/kg in places. Vealers were making from 295 to 352c/ kg with the trade weight steers and heifers selling from 280 to 318c/kg. Grown cattle topped at 325c/kg with manufacturing steers selling up to 278c/kg. Heavy beef cows sold from 240 to 277c/ kg with the medium weights between 200 and 240c/kg. Dairy cows were generally selling form 200 to 260c/kg with grown beef bulls topping at 250c/kg. Hamilton agents offered reduced numbers this week with 15,000 lambs offered being a reduction of some 8,000 head. Despite the fall in numbers it was another very good quality yarding of well finished trade weight lambs which included a small tail along with a smaller number of lambs offered in the wool. Regular processors operated but not all were fully active along with strong restocker and feeder interest from local areas and South East South Australia. The market was fully firm over most categories with lambs destined for the paddock dearer by $10/head. Friday night footy to kick off season

The competition heats up each Monday night at the ARC stadium in Caramut Road, where the teams represent 10 different clubs. Members from Dennington, Koroit, Port Fairy, Allansford, Wannon Park, Heytesbury, City Memorial, Grangeburn, Cooramook and Lawn Teams compete in three divisions each week. More than 100 bowlers hit the mats each week, producing some great results. The last week of regular season play was completed on Monday, February 5. The semi-finals begin next week, with preliminary finals on Monday, February 18 and the grand finals to be played on Monday, February 26. In division one, Heytesbury Honeys,(skipped by Allen

Armistead) finished on top with Rob McCrabb’s Allansford Cougars in second spot;, giving each of them the double chance. Third was Maureen Drennan’s Wannon Park Dogs and fourth place, Barb Draffen’s Allansford Panthers. On top in division two was Koroit Hornets, ahead of second-placed Allansford Jaguars, third Dennington Dashers and in fourth, Port Fairy Seagulls. The minor premier in division three was Dennington Devils, second Allansford Pumas, third Koroit Jets and fourth was Grangeburn. Stewart wins Classic TEEN cycling sensation Lucinda Stewart has bounced back from injury to win this year’s Lochard Energy Women’s Warrnambool Classic.

Despite breaking her collarbone just a month ago, Stewart put on a brave performance to take line honours from Josephine Pepper and Amanda Poulsen in third. Having sat all of January out nursing her injury, she said she was in “absolute disbelief” to have won. “I’m more of a sprinter but I didn’t want to wait to the end for a sprint so I dug my heels in and give it everything and held on,” Stewart said. The women’s classic, which began in Colac early last Sunday morning, took the pack through Timboon, Port Campbell, Peterborough and Allansford before heading into Warrnambool to complete the 160km race.

Inaugural fun run hailed a success

Clear skies and a slight breeze greeted participants in last weekend’s inaugural fun run/walk along the highway in Warrnambool.

Organised by members of the Warrnambool Athletics Club, the 2.5km event attracted a field of well over 80 particpants. Club president Peter Molan said he was thrilled with the response and the turn-out. “Because it was a free event and results weren’t recorded we can only get an estimate of how many people entered,” he said “We had about 80 registrations but there was probably quite a few more than that. “It was great to see so many families out there taking advantage of the chance to run or walk along a stretch of the highway that was closed to traffic - we even had a lady with her dog and our secretary Gerard Atkinson ran in a penguin suit which was entertaining.” The Warrnambool Athletics Club holds weekly runs around Flagstaff Hill each Wednesday throughout January with proceeds donated to a charity or a group of their choice. This year the money will be donated to the Middle Island Penguin Project.

O’Brien storms home MARK O’Brien has taken out the 2024 Powercor Melbourne to Warrnambool Cycling Classic.

Thirty-six year old O’Brien, a self-proclaimed ‘journeyman’ finished the 267km race in six hours, 24 minutes – crossing the finish line solo after breaking away from the pack six kilometres earlier. Now in its 108th year, Australia’s oldest bike race — nicknamed ‘the Warrny’ — was once again proved a crowd pleaser, with hundreds gathering along Raglan Parade to watch riders cross the line. Connor Sens held on to second place while last year’s winner, Tristan Saunders, claimed third.
