Shire issues hundreds of fire notices

CORANGAMITE Shire Council has urged the community to prepare their properties and practice bushfire plans with families as summer approaches.

The Fire Danger Period (FDP) started on Monday, November 20 and Corangamite Shire manager environment and emergency Lyall Bond encouraged residents to clear around their properties before summer arrives. “With a drier and hotter El Niño summer forecast, CFA have declared the Fire Danger Period earlier than previous years,” Mr Bond said. “The fire season has begun so it’s a good time

to start preparing now instead of leaving it until the last minute. “We live in one of the most bushfire prone areas of the country so even if you live in town, significant bush, long grass or coastal scrub is not far away.” Mr Bond said the pressure was on in an emergency situation and preparedness was key. “Having a written, and well-practised plan will help you remember what needs to be done during a crisis,” he said. “Everyone’s home and needs are different so it’s important to have a personalised plan. “What action will you take when the fire Danger Rating is high, extreme or catastrophic?

When will you leave? Where will you go? What will you take? “You might need to plan alternative exit routes in case a road is cut. You need Plans A, B and C for when parents are at work and children are at school, and other variables.” The Country Fire Authority ‘bushfire survival planning template – leaving early’ can be downloaded from cfa.vic.gov.au/plan-prepare/ before-and-during-a-fire/your-bushfire-plan. Council fire prevention officers have been inspecting properties around the shire to identify any dangerous fuel levels which need to be cleaned up and issued 277 Fire Prevention Notices (FPNs).

Property owners who received FPNs must comply with the notice by the date identified or face fine of more than $1923.10, as set by the State Government. “This date will be set for the end of November, so we encourage the community to contact council if properties have not been cut and fire fuels reduced after that time,” Mr Bond said. For further information about fire inspections please call Council on 5593 7100. To learn more on how to prepare your property for the bushfire season, visit www.cfa. vic.gov.au/plan-prepare .

Santa to visit Mortlake carols

THE Mortlake Lions Club’s annual Christmas Carols is ready to help families usher in the holiday season.

Mortlake’s Market Square, at the corner of Shaw Street and Officer Street, will again play host to the beloved family-friendly Christmas event on Friday, December 15 from 6pm-9pm. A wide range of music, entertainment and food options will ensure the event is one the wider community can enjoy. Mortlake Lions Club event organiser Heather Rowe said she hoped to see the carols follow current trends as many events across the district have recorded their biggest years yet. “We’re going to have the same format as we did last year which people seemed to enjoy,” she said. “We’ll have a wide range of singers including students from St Colman’s Primary School and Mortlake College, who will sing some of their favourite Christmas carols. “There will be jumping castles, a merry go round, face painting and an opportunity for everyone to get up close with some wildlife. “We’ll have plenty of food and a barbecue, fairy floss and trifle.” It would not be the Mortlake Lions Club Christmas Carols without a visit from Santa, who is expected to have some treats for the kids. “I think it’s going to be a really good night,” Mrs Rowe said. “We’ll have a giant raffle, with about eight to ten draws. “All the prizes have been donated by business, in Mortlake. “The event is sponsored by Moyne Shire Council and Hexham Wind Farm, so we’ve been able to get a few more things this year.” Mrs Rowe said all were welcome to attend the free event, and hoped to see the wider community come along on the night. “Hopefully this year’s event can draw a big crowd,” she said. “I know there are a lot of new people in town so hopefully they all come along. “We think the weather is going to be nice so it should be a great event.” The Mortlake Lions Club are hoping to attract a big crowd for this year’s Christmas Carols. 2022D

Letters to the Editor Refund rates Quality custom build kitchens, wardrobes, vanities, offices etc.

The November 2 edition of the Terang Express - see the front page report - has ignored Will the mayor please advise why a number of important facts about Corangamite Corangamite residents haven’t been refunded Shire’s 2023-2024 Budget. The shire has now recorded, unnecessarily, a the rates money we have been clearly overcharged in the shire’s 2023-24 Budget? $7 million surplus. Dear Sir,

The budget surplus was achieved on the back of a 3.5 per cent general rate increase even though Warrnambool City Council with a much bigger population than Terang, only increased their rates by 2.95 per cent and also refunded $250 to eligible residents. Corangamite Shire increased its waste management charges per household by 4.85 per cent even though it already had an operating budget surplus of $3.79 million at the time. At the same time, Corangamite Shire residents have seen reduced bulk billing services across the shire and increased rates and high fuel and gas prices for our homes. Not to mention the increasing cost of groceries. Corangamite Shire’s budget surplus is unnecessary and is based on a fallacy. The annual rate cap set by the Victorian minister for local government is only the cap (the upper limit) for a rate rise. It does not mean - and never has meant - that this is the compulsory level at which rates must be set. The fact is Corangamite Shire lied about its decision to increase property rates by 3.5 per cent when we were told at council’s budget meeting that the rate rise had to be in line with the minister’s rate cap of 3.5 per cent. Will the mayor now act to please partially refund our excessive rates hike for 20232024, or will more money be wasted on the multimillion walking track from Timboon to Port Campbell? Generous donation for health service

A DONATION from the Terang and District Lions Club will help hospital patients feel more comfortable.

The club has donated 10 new flat-screen smart televisions to Terang and Mortlake Health Service, at a cost of approximately $5000. The first five new TVs were installed at Terang hospital this week, with an additional five to be donated some time in 2024. Terang and District Lions Club members Wayne Saunders (president), Kerrin McKenzie (secretary) and Geoff Coverdale (service) visited the hospital this week to see the new additions now mounted. The concept behind the donation came about after Mr Coverdale’s mother-in-law, Doreen Suhan, received care at the hospital before her passing in September. “We were sitting in the room with her and went to turn on the TV, and noticed it was getting a bit older and dilapidated,” he said. “I thought it would be a good thing to see the televisions get a replacement, which would be the perfect job for the Lions Club to be part of. “We’ve lined up ten new televisions; five have been installed and we’ll get the rest installed sometime next year. “So, we’ve begun donating the 4K TCL smart TVs in rooms needing an upgrade, which TMHS has now installed.” Mr Saunders said the club was proud to support the Terang and Mortlake Health Service in giving members of the community added comfort when they need it most. “We’ve supported the health service for a long period of time,” he said. “It’s a win-win situation. “This is what we do, it’s what we work for.” Mr Coverdale said the opportunity to make such donations were a credit to the community supporting fundraising initiatives.

Artist to launch new home studio

GLENORMISTON artist Jess Fowler will unveil her new home studio to give the community a new avenue to explore her artistic offerings.

Western District Newspapers got a sneak peek of the new studio ahead of this weekend’s launch. Mrs Fowler, with the assistance of her handy husband, set about bringing a homestudio space to life to showcase her wide range of paintings which prominently feature vibrant, colourful wildlife. “This is a space I’ve had for many years but it was never built as a permanent studio,” she said. “My darling husband and I have been making it prettier and a nice open space for lots of paintings.” Mrs Fowler hopes to host an open studio each month between February and December moving forward, and will unveil the new space during an open studio this weekend, December 2-3, from 10am until 4pm each day. “The plan is for a big opening weekend and after that, with the exception of January, I’m planning on opening the first Saturday of every month,” she said. “It will give people an opportunity to come and have a look, see what’s new and say hello. “The way I work I try to have something new every month, so I love the idea that people who have always supported me can come and visit.” Mrs Fowler said she had explored the possibility of opening a studio in a shopfront but found herself gravitating

towards a greater sense of certainty with a home studio. “Logistically I figured I have a nice big space that I can utilise,” she said. “The light is magnificent so I can also paint in the studio and have it all condensed in to one spot. “I’m really looking forward to people coming out to have a look – I think it’ll be lovely.” Mrs Fowler has been a prominent figure throughout the region in cultivating a larger artistic presence. Earlier this year she completed an eye-catching repainting of the Terang Information Centre featuring native wildlife and in 2021 painted a large mural on the side of Fraz Family Pharmacy featuring kookaburras. Her artwork recently was a hit at the Noorat Show and she has regularly held pop-up stores at Johnstone’s Court in Terang with fellow creatives Rusty Spanner Studio owner Chelsea Pope and Once Upon A Chair owner Liz Gannon. Mrs Fowler said the growth of artistic presence in the region had been exciting to show the talent available locally. “There are so many amazingly talented people in the area,” she said. “I’d love to see more people jumping on board and seeing more open days and open studios. “The community have been so supportive of artists.” Mrs Fowler’s open studio will be held this weekend on Saturday and Sunday at 47 Kennas Lane, Glenormiston, from On display: Glenormiston artist Jess Fowler will host an open studio this weekend to unveil 10am-4pm. her new studio space for locals to explore. 2023D

Fire danger periods have already been declared in 12 council areas within Powercor’s network ahead of this summer. The aerial powerline inspections use Light Detection and Ranging (LiDAR) technology to accurately identify the distances of trees to powerlines. The data forms a 3D model of the network

the distance between trees and powerlines to within centimetres. Powercor has made significant investments towards improving its vegetation management in recent years, including bringing its aerial capacity and LiDAR data analysis in-house and implementing a new system to significantly improve delivery of the program. Powercor is responsible for the cutting of trees near its powerlines within the boundaries of private properties and on some parts of public land (typically in rural areas) as designated by the state safety regulator, Energy Safe Victoria.

Young students ask the tough questions TERANG College students took the opportunity to learn more about politics and government twith a Q and A session with their local MP. South West Coast MP Roma Britnell visited the school last Thursday to answer student questions and give them an insight in to the responsibilities of elected representatives. Ms Britnell said meeting with students was one of her favourite parts of the job. “It’s important for the kids to learn about democracy and understand they have the power, when they turn 18, to vote," she said. “One of the messages I always try to leave is how lucky we are to live in a country where we have a democratic process and democracy.” Terang College grade 5/6 teacher Emily Beauglehall said the visit from the region’s MP was designed to give students a better understanding of how government works. “It was fantastic for us to have Roma Britnell here to give the students some perspective on the concepts they have been learning through our humanities studies,” she said. “We visited Melbourne in term three as part of our school camp so it was fantastic to ask the questions we’ve generated throughout our studies and get closure. “We workshopped questions, did some reading and engaged in some role play to practice questions based on their own curiosity.” Students asked a wide variety of questions including how many people Ms Britnell

How it all works: Terang College students had the opportunity to ask questions and learn more about government from South West Coast MP Roma Britnell last week. 2023D represents, about her portfolio, what is most challenging about her job, how often her ideas are considered and fulfilled, how hectic (and boring) Parliament is, what happens if a mistake is made in a bill and how financial pressures can be alleviated on small business. Ms Britnell said she was impressed by the

questions the students had asked, ranging from her personal background through to her ambitions and hopes for her political career. “Every time I go to schools I am so impressed by how intellectual the students are, which I think shows what great teachers they have,” she said.

“Some of the questions are tricky, some of the answers I know and some I don’t, which I think is great to show how much work they have put in to thinking about what they would like to ask.”

V/Line punctuality remains low, upgrades ongoing

V/LINE recorded a slight improvement in punctuality performance last month as line upgrades continue to impact performance.

In October, the Warrnambool Line recorded a reliability result of 92.0 per cent, with the main cause of cancelled services due to infrastructure and rolling stock faults. The punctuality result for the Warrnambool line in October was 56.5 per cent, which is a slight an improvement on September’s result of 51.2 per cent. With performance targets of 96 per cent reliability and 92 per cent punctuality, the result marks the third occasion both monthly performance targets have been missed this year. Punctuality performance on the Warrnambool line has yet to meet or exceed the monthly target this year, however V/Line has attributed the performance issues to ongoing line upgrades. “Works on the Warrnambool Line are progressing well, with crews upgrading and improving multiple level crossings as part of Stage 2 of the Warrnambool Line Upgrade, which will enable VLocity trains to run on the line for the first time,” a V/Line spokesperson said. “We acknowledge recent delays on the Warrnambool Line have been frustrating and we thank passengers for their understanding,

while we continue working to balance operating passenger services with ensuring workers can also safely complete these critical upgrades at the same time.” Crews are currently completing level crossing works in Camperdown, Colac, Terang, Winchelsea and Warrnambool, which includes trenching, drainage and under boring, installing boom mast foundations, cable hauling, location box installation and maintenance access track construction. “Crews are currently working to upgrade train detection technology at more than 50 public level crossings along the line as part of Stage 2 of the Warrnambool Line Upgrade,” a V/Line spokesperson said. “Track Force Protection is in place to ensure the safety of these workers, meaning trains need to slow down during their journey. “This is having an impact on the punctuality of services, but these temporary speed restrictions are enabling trains to continue running while works are taking place. “Alternatively, the line would be shut and coaches would replace trains for extended periods. V/Line is continuing to review the current arrangement to see if any improvements can be made to help lift the on-time performance of Warrnambool line trains.”

Performance result: Services on the Warrnambool line have again fallen short of monthly performance targets as works continue on upgrades. 2023D Services on the Warrnambool line have experienced a large boost in travellers despite the impact works are having on performance. Since the launch of the regional fare cap, patronage on the V/Line network has increased by around a third and the Warrnambool

line continues to prove popular with 43,000 passenger trips taken during October. Upgrades delivered under stage two of the Warrnambool line upgrade, which has been underway throughout 2023, will allow government-promised VLocity trains to run on the line for the first time.
