Input sought on Budget

THE Warrnambool community is encouraged to have its say on the council budget for 2024-2025.

“We really want the community to get involved in the development of the budget for the 2024-2025 financial year,” Warrnambool mayor Cr Ben Blain said. “We need to hear from residents to find out how they want council to allocate its resources.” People can have their say online at yoursaywarrnambool.com.au or attend one of two drop-in sessions. “We’ll present information online and at the drop-in sessions that will provide some background,” Cr Blain said. “We’ll be clear about what parts of the budget are core business and which elements the community can influence.” The other major variable over the budget is the rate cap which is set by the Victorian Government and typically announced in December each year.

“While we’re gathering feedback on the budget we’re also asking people to check over the council plan’s key objectives to make sure they align with community expectations and that they are still relevant,” Cr Blain said. “We’re engaging with the community earlier than we normally do so that we have more time to develop the budget and to make sure we get it right with the resources available. “This is different to the way council has consulted before, getting in earlier than usual and trying to get more engagement in the process.” Council plans to present a draft budget to the community in May next year where there will be another opportunity for the community to provide feedback that can be used to fine tune the document. The second and final drop-in session will be held at the Civic Centre, 25 Liebig Street Warrnambool, next Tuesday, November 28 from 6pm to 8pm.

Fire Danger Period begins RESIDENTS are reminded the Fire Danger Period (FDP) will begin at 1.00am next Monday, November 20 for CFA’s South West region, including Warrnambool City, Corangamite and Moyne shires. The El Niño weather pattern means Victorians can expect a hotter and drier summer than recent years, and communities should begin preparing their properties and creating a Bushfire Survival Plan. CFA deputy chief officer south west Adrian Gutsche said the Fire Danger Period was being introduced due to the drying conditions in the forest areas of

South West Region. “This includes all the areas associated with District 4, 5, 6 and 7,” he said. “Communities may still see some green conditions across grassed areas however the underlying grass conditions are conducive to carrying fire. “With the dryness of the forest, there is the risk that if fires start they will take hold in forested areas hence the implementation of the Fire Danger Period.” While CFA’s 52,000 members are poised to respond and support communities this bushfire season, the CFA has urged people to use common sense and take responsibility for preventing fires. Residents in the South West region are

asked to take this opportunity ahead of the FDP to clean up their properties and for landowners to conduct safe private burn-offs where possible. Those conducting burn-offs must notify authorities online at the Fire Permits Victoria website (www.firepermits.vic.gov. au), or by calling ESTA on 1800 668 511. By registering your burn-off online, you allow emergency call takers to allocate more of their time taking calls from people who need emergency assistance immediately. No burning off is permitted during the FDP without a Permit to Burn, which can be applied for through the Fire Permits Victoria website.

Council last week voted to release details of the ‘Flagstaff Hill Re-Imagined: Vision and Opportunities Plan’ for community feedback. The plan describes a preferred option for the future use of the prominent site that includes public and private investment in activities that could include a geothermal/wellness facility, accommodation, a function and event space, a First Nations experience and hospitality and dining attractions that could include a distillery or brewery. “Flagstaff Hill Maritime Village, created by the community and council, has operated as a visitor attraction since the 1970s,” Warrnambool mayor Cr Ben Blain said. “Over the past decade we have seen attendances fall away despite investment and changes including an upgrade to the sound and light show.” Visitor numbers to the attraction has seen a decline of around 30,000 annually from 2009 to 2019.

Resealing works begin WARRNAMBOOL motorists will soon enjoy a smoother ride around town as resealing works get underway this week. About 13 kilometres of Warrnambool streets will be resealed over the coming weeks as part of council’s 2023 road reseal program. Warrnambool mayor Cr Ben Blain said that the annual program was a simple measure council could take to keep its road network in the best possible condition. “Road resealing is one of the best things you can do in order to extend the life of a road and prevent more expensive repair work in the future,” he said. “As roads age, small cracks begin to form in the bitumen surface and eventually this can lead to a pothole. “The roads we are due to reseal might seem perfectly driveable, and we want to keep them that way. Like anything, a little bit of maintenance at the right time can make a big difference going forward.” Cr Blain said road sealing would help to prevent potholes – saving money in the long term. “Another way this program helps to save money is via our partnership with Corangamite Shire Council,” the mayor said. “We combine the roads we need resealed with those in Corangamite and advertise them as a single tender. This means there are lower costs involved in delivering the same output, and this in turn means a saving for ratepayers.” For residents whose street is being resealed, contractors will be in touch in the days prior to let them know the scheduled date. It’s important that no vehicles are parked on the street being resealed while the reseal in under way, but it’s a quick process and traffic usually re-opens within minutes of the reseal being completed. Recently resealed roads will have loose stones on their surface. Excess stones are required to ensure a good cover is achieved in the resurfacing process. Over time these will become embedded into the pavement surface or be removed by the street sweeper which attends each road that has been resealed. Some of the roads to be resealed, either in part or in full, include Barries Rd, Boiling Down Rd, Carlyle Ct, Carrolls Rd, Golden Spring Ct, Ian Rd, Iona Avenue, Murdoch Ave, Rodgers Rd, Sadler Ct, Sharpe Ave, Station St, Wangoom Rd and Whites Rd. The full list of streets to be resealed is available on the Warrnambool City Council website.

District pays tribute AS the wind blew gently and the sun appeared from behind the clouds, crowds gathered to remember and pay their respects at Remembrance Day services across the district last Saturday morning.

At the Warrnambool War Memorial veterans, school children, families and representatives from various community and service organisations stood side by side to remember the fallen and pay tribute to all those who had served, and continue to serve, our nation. The moving ceremony also included a traditional smoking ceremony prior to wreaths being laid and two minute’s silence observed. A small crowd gathered at Dennington for what was also a special time of reflection. According to Graham Conn, a member of the town’s community association, the morning ceremony was a moving one. “It was lovely to see some local residents join members of our association to reflect and commemorate on Remembrance Day,” Mr Conn said. “It was also an opportunity to pay tribute to and thank one of our locals, David Kelson, who did a great deal of research to uncover the names of former locals who served in war. “Thanks to his efforts we have a special memorial in town that lists all those brave soldiers and acknowledges their service.” Two minutes’ silence was observed following the playing of The Last Post. RENOWNED Australian designer and former Warrnambool resident Lisa Gorman will showcase some of her recent works at a special exhibition at the Warrnambool Art Gallery.

The cabins, officially opened by Moyne mayor Cr Ian Smith on Monday afternoon, represent a $2 million re-investment of revenue raised from caravan parks. The five, three-bedroom, twobathroom cabins feature fully equipped kitchens and decks overlooking the ocean. The cabins can sleep up to nine guests, making them perfect for a family or group getaway. One cabin also meets accessibility requirements for those using mobility aids. It is hoped the new cabins will fill a gap in the local tourism offering, between a standard cabin and a holiday house to sleep multiple guests.

The summer blockbuster exhibition will feature some of Lisa’s new neon sculptural works alongside fellow Australian designer and artist, the late Mirka Mora. Titled ‘To breath with the rhythm of the heart’ the exhibition will open to the general public tomorrow, Saturday November 18. Lisa grew up in Warrnambool, studied as a nurse and then went on to establish one of Australia’s biggest fashion labels ‘Gorman’ which she sold in 2021. Lisa is now returning to her roots, working in sculpture and design. In this unique exhibition, Lisa draws from her love of colour and experience with textiles, specifically in the process of weaving, to create a series of exquisite and illuminating acrylic sculptures. These sculptures will immerse visitors in a neon colour bomb of bouncing light and playful shapes. The exhibition will run until March 17, 2024.

Switch to Nudies A RECENT drop in lamb prices, coupled with labour shortages and product oversupply has resulted in farmers needing to reevaluate where they spend their money (and time). For lamb producers, the current challenging market position serves as a stark reminder that we cannot take our income for granted. After 15 years of continuous growth, farmers have experienced a dramatic drop in prices, due to labour shortages in the processing industry, an oversupply of product, and changing seasonal conditions – all factors that lie beyond our control. Inflation, initially triggered by the COVID pandemic and perpetuated by global conflicts and political tensions, has steadily driven up costs and interest rates over the past three years. Shearing has also become significantly more stressful due to labour shortages and increasing costs; with many producers left feeling they have little control over the day to day running of their sheds. According to Matt Kelly from ‘Low Footprint Lamb’ simplifying your lamb production system will allow you to “control the things you can control.” “Redesigning your sheep flock through genetics to permanently reduce or eliminate these challenges and risks is within your control,” Mr Kelly said. “Making the switch to Nudies will reduce labour costs, reduce chemical requirements and reduce your exposure to changing climatic conditions.” Nudies don’t require shearing or crutching, massively reducing workload, costs and stress. Minimal drenching and zero footbathing or jetting also reduces labour and risk if these jobs are not done correctly or on time.

“Our Nudies receive their last drench at 1.5 years of age and are never footbathed,” Mr Kelly said. “Our farm is just east of Hamilton, with an average rainfall of 730mm. Over the last three years we have received well over 800mm of rain annually, experiencing green summers, with active barbers pole worm and our sheep have coped well.” In terms of climate, each year is different, presenting its own unique challenges, and livestock managers need to be prepared for all possible outcomes. Wet seasons increase the chance of fly waves, worm burdens at irregular times, foot problems and reduced access to shearers. “Dry seasons strain incomes, increase feed costs, and demand additional labour for feeding stock.Our Nudies aren’t susceptible to fly strike, are highly resistant to worms and footrot, and don’t require shearing.” Additionally, Nudies are positive for genetic fat so will store more energy during times of excess feed and as they don’t grow much wool, they require 15 per cent less feed to maintain condition, reducing feed costs. Low Footprint Lamb started producing lamb and mutton from shedding sheep run in bluegum forestry blocks in southern Victoria, where they were mustered twice a year. A simple system with robust sheep requires lower inputs and is at less risk. The flock is now fully pedigreed and performance recorded in Lambplan and benchmarked against all maternal breeds. Quarry transformation celebrated

HUNDREDS of people gathered in the revitalised Warrnambool Community Garden Quarry last weekend to celebrate its transformation.

After countless hours of hard work and dedication to complete the initial stage of the revitalisation, Warrnambool Community Garden was thrilled to host its first major event in over five years. Last Saturday’s celebration was testament

to the rich history and beauty that had been restored to the once-abandoned quarry. Rob Lowe Senior, Peek Whurrong Elder, shared a deeply moving Welcome to Country which highlighted the sad history of the site and the transformation of the garden. He guided the development of the Indigenous acknowledgement area in the garden and expressed his ongoing support for the garden and its work to create a culturally inclusive place.

The glorious weather provided the perfect backdrop for the gathering of nearly 500 attendees. Talented local musicians and vendors added to the relaxing style of the event, creating an atmosphere filled with joy and warmth. Laughter, song and dancing echoed through the air, creating a magical setting for families with many young children getting up for local talent Flynn Gurry. Children were kept well entertained, with seven different activities on offer. “We are delighted with how this space has been embraced by the community; it’s been a long time coming so it was wonderful to see so many smiling faces,” Courtney Mathew, deputy convenor said. Dreams of repurposing the old quarry, a vision that dated back to the start of the garden in 2007, finally materialised. Concept plans were completed in 2016 and work on the amphitheater began in 2019, with funding support from the Fletcher Jones Family Foundations, Warrnambool City Council’s small infrastructure fund, and state government Pick My Project funding. Ms Mathew highlighted the garden’s

gratitude for community support. “This is a truly incredible space, so we are grateful to be able to say thank you to everyone who helped get us to this stage,” she said. “We can’t wait to start work on the next part of the redevelopment, the rainforest gully, next year and host an even bigger event.” The project garnered recognition at both state and national levels through the Premier’s Sustainability Awards and the Banksia Sustainability Awards in 2022. This event was made possible through the generous support of the Warrnambool City Council’s event grants program. The generosity of volunteers played a crucial role in making the event a success. This tour will celebrate the end of Urban Agriculture Month with the first-ever National Community Gardening Day being marked across the country. Water your garden efficiently

WITH the warm summer months just around the corner our thoughts turn to how to best water our garden and lawn to ensure they thrive – and survive.

When it comes to watering your garden efficiently there are several techniques that can be followed to ensure you get the best results without wasting this precious resource. To prevent your plants from drooping they need plenty of water – but when and

how much should they be watered? Most plants depend on even moisture but slight drying out before watering can promote root growth. In the flower bed, one or two watering sessions per week is usually enough – it’s often better to water occasionally with plenty of water rather than a little water often. It’s best to water cool soil in the evening as less water evaporates than when watering hot soil during the day. It also allows the plants to supply

themselves with water before the next day’s heat. Wet leaves can become diseased leaves so if they’re kept wet overnight, leafmould may result. Irrigate in a way that saves water. Water as much as necessary and as little as possible. Avoid waterlogging as this suppresses

the breathing air of the roots out of the soil and the root cells will drown without oxygen. Plant soil rich in clay minerals has better expanding properties and can therefore hold water in the soil much better and in a more even way. In wet summers, ensure adequate water drainage to prevent waterlogging.

A Century of Service WHEN it comes to a long-standing tradition of offering outstanding customer service and quality products, Ponting’s Timber & Hardware is at the forefront. This Warrnambool-based business is this month celebrating 100 years. The company’s roots date back to 1923 when brothers Walter and Len Ponting purchased Dawkins & Sons Ironmongers and set out to provide outstanding service and a wide range of products for builders and farmers across the region. Prior to the purchase, Len was working at Dawkins & Son Ironmongers and Walter was a carpenter. They moved to the current site (in Kepler Street) soon after and renamed the company Ponting Brothers. By 1944 all of Walter (Snr) and Len’s children were working in the business and 13 years later, in 1957, plans were drawn up to move into a larger space to increase their product range. This two-storey building still stands on the corner of Kepler and Lava streets. In 1967, following the deaths of Walter (Snr) and Len, James, Alex and Walter (Jnr) – Walter Senior’s sons – took over the business. As second-generation owners they continued to expand the business by purchasing adjoining properties as they came on the market. Today the store is operated by third-generation owners Pamela Madner and Walter ‘John’ Ponting (Walter Jnrs’ two surviving children). While John can be found in the timber yard serving customers, Pam works closely with operations manager Jordan Evangelista and finance manager Lisa Bartlett. One staff member recently said she refers to John as the ‘face’ of Pontings and Pam as the ‘voice’. During a special 100-year celebration dinner recently, John noted that he could not have imagined 35 years ago that he would be running the business today. “Dad dragged me out of the surf to work in his sawmill,” John recalled. “I then came to work at Pontings with two uncles, a sister, cousins, brother-in-law and an ex-wife. Later my children would also do stints in the business. “Being in a family business is like being on a roller coaster ride; lots of different opinions to be considered and lots of personal highs and

lows.” Mitre 10 has played an important part in Pontings recent history. In November 2019 Pontings celebrated the opening of its new Mitre 10 Sapphire Store, making it perfectly placed to support its customers through Covid. And the accolades have continued coming for this busy Warrnambool store. Pontings Mitre 10 won ‘Store of the Year – Medium Format’ in 2020 and was awarded it again in 2022 at the IHG Awards of Excellence held on the Gold Coast earlier this year. This year the store has been awarded IHG’s Trade Store of the Year for Victoria and Tasmania and will be in the running for the national award in February 2024. “The business continues today because of our dedicated and experienced staff and the support of our loyal customers in the community for which we’re very grateful,” Pam said. “It’s our goal to continue to supply the region with the highest quality products and exceptional service, to continue the values on which the company was founded.”

Final repair cafe for ‘23 PORT Fairy’s famous repair café will tomorrow open its doors for the final time this year. Last Wednesday’s round attracted another quality field, with George Beasley finishing on 37 to take the men’s scratch from Eion McLeod 38, Trevor Blackley 39 and Craig Lee 39. The men’s handicap saw Trevor Blackley finish ahead of Billy Edis and Brett Worall. The men’s handicap scratch went to Rhys Raymond on 40, followed by Bailey Kavenagh 44 and Billy Edis 48. The non handicap went to Billy Edish 48-13.5-34.5. Joe Crispe finished on 51-16-35 while Darren Hansford was 51-1635.

The men’s longest drive went to Rhys Raymond while nearest the pins were won by Eli McLeod on the first and second holes (eagle), George Beasley on the third, Mick Kenna the 4th, Riley Scanlon on the 5th, Tony Kenna on the 6th, Trevor Beachley 7th, Rhys Raymond 8th and Alex White on the 9th. The ladies scratch went to Julie Mahney 55 and Cathie West 59. The ladies’ handicap went top Cathie West 59-18-41, followed by Julie Mahney 55-11-44. Paddy Scanlon won the junior under 16 handicap followed by Darcy Hutchins. The scratch went to Leo Beasley on 54, from Ted Kenna 54, Paddy Scanlon 55, Darcy Hutchins 55 and Paddy Scanlon 55.
