Lifesavers season begins

LAST weekend saw the launch of Victoria’s volunteer lifesavers and lifeguards summer season.

The familiar red and yellow flags were raised last weekend, marking the start of a critical patrol season.

Last summer saw the highest number of drowning fatalities on record, including the most drownings among culturally and linguistically diverse (CALD) communities and young males in coastal settings.

Over 6,000 volunteer lifesavers and lifeguards patrolled for 250,000 hours, performing 850 rescues – a 40 per cent increase on the five-year average.

This season’s launch underscores the urgent need for water safety awareness, as Victoria faces a critical challenge to reduce these tragic losses.

Illegal abalone poachers caught

fisheries officers responded to reports of a number of fishers taking abalone near the Passage at Port Fairy over the weekend.

The information came from the public through the 13FISH reporting line and from local commercial fishers.

Details of a vehicle were provided to officers, who observed the group driving through Warrnambool before intercepting the car at Allansford.

Twenty-seven blacklip abalone were believed to have been found in the boot of the vehicle.

The daily bag limit in Victorian waters outside of Port Phillip is five, of which only two can be greenlip abalone.

All of the located abalone were under the 13-centimetre minimum legal size for the Port Fairy area.

The four fishers were issued with infringement notices of $600 each for taking undersize abalone.

A Victorian Fisheries Authority spokesperson said “size and bag limits help keep our word-class fisheries healthy and sustainable and the vast majority of fishers do their bit and stick to them”.

“We thank the members of the public who rang 13FISH, and local commercial fishers, who provided valuable information to help protect our valuable abalone stocks,” the spokesperson said.

“Anyone who suspects or sees illegal fishing at any time, anywhere in Victoria, can ring our 13FISH (13 3474) reporting line to speak to a fisheries officer.”

‘Wheelie’ good fun on Promenade

WARRNAMBOOL’S first

‘Wheelie Convoy’ will take to the Promenade on Wednesday, November 27.

People with wheelie walkers, wheelchairs, mobility scooters or trikes are invited to join the convoy, which aims to encourage people to get social, get active and make the most of the accessible infrastructure along Warrnambool’s foreshore.

Leading the convoy will be gold medalist Paralympian Josh Hose, the former Camperdown resident who was part of Australia’s all-conquering wheelchair rugby team at the 2012 and 2016 Paralympics.

Participants in the Wheelie Convoy can choose to start from two locations, either at the Pavilion (full course) or Worm Bay (short course).

The full course will cover 960 metres while the short course will cover 410 metres.

Both groups will finish at McGennan car park where a bus will transfer participants and their wheels across Pertobe Road to the barbecues and amenities near the Lake Pertobe Adventure Playground.

Participants can also choose to walk or roll the full distance from the Pavilion to the barbecue area.

The convoy will finish with a free barbecue lunch, live music and spot prizes for best decorated hat and scooter/wheelchair/walker.

The driver of the other car was transported to hospital with non-life-threatening injuries.

The exact circumstances surrounding the collision are yet to be established.

The investigation remains ongoing.

Town ‘character’ named festival ambassador

THE Koroit Irish Festival will once again use its reach to shine a spotlight on one of the town’s most beloved characters.

Billy Dwyer has been announced as the 2025 Koroit Irish Festival Ambassador.

The festival, which will run from April 25-27, will once again draw thousands of visitors to the town.

Mr Dwyer has lived in Crossley, just down the road from the Koroit township, all his life.

He has many and varied claims to fame, all of which are celebrated by the Koroit Irish Festival.

He is a legend in the Koroit and district spud picking trade, being regarded as one of the fastest and best pickers back in his prime.

Mr Dwyer was one of the few who could regularly pick over 100 bags (50 kilos) in a day.

He was also a successful spud grower, dairy farmer, and was a star footballer for Tower Hill ‘back in the day’, winning a

senior Warrnambool and District Football League best and fairest in 1968, aged just 19.

Mr Dwyer is also a former winner of the league’s top award in the under 17s competition - a tough and skilful ruck-rover he also played senior football for Koroit.

A father of four and proud grandfather, Mr Dwyer has a rich Irish heritage.

The Dwyer family emigrated from County Limerick in Ireland in the 1850s.

Mr Dwyer’s farm is on the land his ancestors first settled when they came to Australia.

He is one of six children to Jack and Katie Dwyer, with siblings Mary (O’Brien), John, Tom, Carmel (Hughson) and Cornelius.

Mr Dwyer served his country in the Vietnam War, his two-year stint in the army including active service.

Koroit Irish Festival president Adele MacDonald said Mr Dwyer was a deserving ambassador.

“We are so happy to be able to honour Bill,” Mrs MacDonald said.

“He is someone we have had in mind for ambassador for a while now and 2025 was the perfect fit.

“Not only is Bill the perfect Koroit and Irish fit, his service to his country is incredible. Given next year’s festival’s first day is Anzac Day, honouring Bill gives us a chance to also pay the respect our service men and women deserve on their special day.”

Mr Dwyer will be the guest of honour at the opening night concert on Anzac Day.

For the man himself, being selected as the festival ambassador came as a big but welcome surprise.

While he is a humble man who lets his hard work and actions do the talking, Mr Dwyer is excited about his new role.

“It’s great to be chosen as ambassador,” Mr Dwyer said.

“We always go up to Koroit for the festival, it’s a great thing for the town.”

Tickets to this year’s Koroit Irish Festival are now on sale and can be purchased from the event’s website.

Work underway on Viaduct Road

ACCESS to Stingray Bay is expected to be restored ahead of the summer peak season.

Work begun this week following approval from the Department of Energy, Environment and Climate Action (DEECA) to carry out repair works.

The works will include a geotextile sand container revetment wall to protect the road from future storm events and repairs to the timber groyne wall to protect the dune from future storm events.

Repairs will also be made to the car park and road infrastructure that was undermined.

Warrnambool City Council chief executive officer Andrew Mason said he was pleased to see works underway.

“Access to Stingray Bay has been closed, along with a number of car parks on Viaduct Road following a destructive storm in September,” he said.

“As this is Crown Land that is also within a marine park, council required approval

from Parks Victoria, Eastern Maar Aboriginal Corporation and DEECA prior to the works being able to commence.

“Because the storm was listed as a Declared Disaster by the Department of Home Affairs, we can hope to be able to access Disaster Recovery Funding for this project.”

He said the repairs were aimed at reestablishing defence against similar storms in the future.

“Viaduct Road and Stingray Bay are popular spots, especially in the peak summer season, so it’s a very good outcome to be able to carry out these works prior to Christmas.”

The works are expected to take approximately four to six weeks to complete, subject to weather.

While access to Stingray Bay will soon be restored, everyone is reminded that Middle Island is permanently closed to the public. This is to protect the vulnerable bird species that inhabit it, including little penguins and short-tailed shearwaters.

Public forum this weekend

HOMELESSNESS, emergency food relief and regional planning will be among several issues on the agenda at a public forum in Warrnambool this weekend.

The forum, to be held at the Warrnambool Bowls Club this Sunday (November 17), will see a number of guest speakers address a variety of issues.

The roll out of alternative energy projects in south west Victoria, and the importance of planning for employment continuity, will be discussed by Carl Millard from the South West Trades and Labour Council.

Regional planning issues will be the topic of discussion led by Victorian Minister for Regional Development and Planning Gayle Tierney and Minister for Planning and Suburbs, Sonia Kilkenny. Discussions will also centre on regional indigenous priorities relating to the relationship between indigenous identity and habitat/wildlife stewardship.

This discussion will be led by Ms Yaraan Bundle Couzens, a prominent Gunditjmara advocate.

The final session of the day will centre around issues related to homelessness and emergency food provisions across the region.

Guest speakers will include Amanda Hennessy from Western District Foodshare, and Brophy Family and Youth Services.

The public forum will run from 10am until 4pm, with light refreshments provided.

East Beach redevelopment continues

WORKS on stage one of the East Beach redevelopment project is progressing well.

According to Moyne Shire Council, it is anticipated that by Christmas this year, all stage one footpaths will be completed and road asphalting and linemarking of new angle car parks will be well underway.

It is also expected that by Christmas, turf will be laid for a new expanded open space area, solar streetlights will be installed, new drinking fountains and outdoor showers will be installed at the Bourne Avenue end of the precinct, and landscaping and planting will also be complete at that end.

Over the 2024-25 Christmas and New year school holiday period, there will be full vehicle access along Hughes Avenue, Beach Street and Bourne Avenue.

New angle parking will also be available for use during that time and access to the beach (via the Bourne Avenue ramp) will be fully open.

It is planned that the current amenities block will be fully available, while site restrictions will be in place around the permitter of the new lawn area.

It is anticipated that works will stop from Friday, December 20 and will recommence on Monday, January 13.

Lest We Forget.

District pauses to remember

AS the wind blew gently and the sun appeared from behind the clouds, crowds gathered to remember and pay their respects at Remembrance Day services across the district last Monday morning.

At the Warrnambool War Memorial veterans, school children, families and representatives from various community and service organisations stood side by side to remember the fallen and pay tribute to all those who had served, and continue to serve, our nation.

The moving ceremony also included a traditional smoking ceremony prior to wreaths being laid, two minute’s silence observed and The Last Post played.

Generations stood side by side for what was a special time of reflection.

In Port Fairy, crowds also gathered to pay their respects and remember those who fought and those who paid the ultimate sacrifice.

RSL president Mick Clifford led the service. Mr Clifford, an Australian Navy veteran of 37 years, spoke of the recent changes made to the memorial before the Marine Surf and Rescue helicopter flew overhead.

Several organisations laid a wreath, including representatives from the Port Fairy RSL, Rotary club, St Patrick’s and Port Fairy Consolidated schools and the Moyne Shire. Several Vietnam veterans from Frankston also made the trip to Port Fairy to attend the service.

Field day to reduce rabbit impact

PARTS of south-west Victoria are being overrun by rabbits but a free control field day at Illowa next week will present ways for the community to tackle the problem.

The field day will feature Tim Bloomfield from the Victorian Rabbit Action Network who will join local land managers and community group representatives to discuss their experiences with rabbit control.

Megan Hammond of Parks Victoria will speak about rabbit control at Tower Hill Wildlife Reserve and the Good Neighbour program, while Illowa Rabbit Control Group members will talk about rabbit control on private and public land.

There will also be an in-field demonstration of control options.

The event will run from 10am to 2pm next Monday, November 18 at the Illowa Community Recreation Reserve.

It is part of the Partnerships Against Pests South West Victoria project established by the Warrnambool Coastcare Landcare Network.

The project also involves 15

community-based organisations and government agencies who are working collaboratively on an education program to address regional pest plant and animal issues.

Warrnambool & District Landcare

Facilitator Danielle Nipe said the field day would be for landholders, conservation groups, contractors, local government and state government agencies.

“It’s an opportunity for people to get up to speed on a range of tools, best practice technologies and strategies for rabbit control,” Ms Nipe said.

She believes some parts of the region were being overwhelmed by rabbits, particularly along foreshore areas and in and around Tower Hill where there is ample cover and food.

“It’s an overwhelming problem for some farmers because it is difficult to eradicate them. Their breeding cycle and being so quick to reproduce makes eradication very tricky.”

Ms Nipe said the field day would look at the best control methods supported by Agriculture Victoria and the Victorian Rabbit Action Network, which was established in 2014 to promote community-led action

for more sustainable and effective rabbit management.

“You have to stay on top of the control and it is recommended you use multiple methods one after the other, starting with baiting, then destroying burrows and using chemicals to fumigate them.

“The other issue is that you need to do it as a community. If you’re doing work and your neighbour isn’t, it’s a waste of time and money so it needs to be a collaborative effort.”

To register for the field day (which will include morning tea and lunch), email Danielle Nipe at facilitator2@wcln.org.au or call 0455 265 762.

The project has been funded by the state government.

Project participants include Warrnambool Coastcare Landcare Network, Glenelg Hopkins CMA, Warrnambool City Council, Moyne Shire, Agriculture Victoria and DEECA.

Parks Victoria and community-based groups Friends of Pallisters Reserve, Kurri Kurri Coop, Belfast Coastal Reserve Action Group, Friends of Tower Hill, Killarney Coastcare Group and Warrnambool Community Garden will also take part.

BUSINESSES in Port Fairy are gearing up for a busy summer season and Moyne Shire Council is helping them attract the staff they need.

Council has launched the Work and Play initiative, providing local businesses with an opportunity to house workers in affordable short-term accommodation.

Moyne Shire chief executive Mark Eversteyn said Southcombe Lodge has been made available for participating businesses to use over an eight-week period.

He said businesses could lease a spot for workers at a

discounted price, which they could then bundle up as a working holiday package to help attract staff.

“Following COVID, many businesses in Port Fairy had to reduce hours or their offering over the busy summer holiday period because they couldn’t attract staff, with lack of accommodation being a major factor,” Mr Eversteyn said. He believes if businesses have staff and can offer their full services, Port Fairy will be at its best for locals and visitors to enjoy.

It will also help ensure Port Fairy remains a premier summer holiday destination.

Mr Eversteyn said there was a great response from both

people seeking employment and businesses registering for the program and making plans to secure seasonal staff.

“This program, like our key worker cabins in Koroit and Mortlake and the work we have done on the key worker housing project across the region, are all about thinking differently.

“Moyne Shire is a leader in this space, we are thinking about how we can use the resources we have to support our communities in an area that traditionally isn’t a core responsibility of council.”

He added that while council was not a housing provider, it was able to use the levers it had available to do what it could to make a difference.

THOUSANDS of locals and visitors headed to St John’s Primary School last weekend to enjoy Dennington’s Day Out.

The annual event once again drew large crowds on Sunday, with visitors young and young at heart enjoying a huge range of activities and entertainment.

According to event chairperson, Sarah Howley, crowds far exceeded the expected 3,000 – with people staying “for hours” to enjoy all that the event had on offer.

“We had an absolutely amazing day on Sunday, with perfect weather and a large number of people staying right until the end,” Ms Howley said.

“Usually people start heading home around 2.30pm but this year, with so much to see and do, people were there until the end.”

The rides were extremely popular, including the Super Scrambler (cha cha), chair swing, mini ferris wheel and several inflatables.

“The animal farm is always a hit and definitely didn’t disappoint this year,” Ms Howley said.

“The food trucks and school cake stall were all kept busy throughout the day and we had great support from many community groups and emergency services who came along and offered free kids activities.

“The cutting of a car by the SES gained a lot of interest and

the Warrnambool Fire Brigade members who squirted water were also popular on a warm day.”

Visitors of all ages also braved the Haunted House while face painters were kept busy.

“Many people also took the

opportunity to do some Christmas shopping at the pop-up shops which was terrific,” Ms Howley said.

Free green waste disposal DOWN AND DIRTY in the Garden

IN preparation for the upcoming fire season, Moyne Shire residents are being offered free green waste disposal over the weekend of November 23 and 24.

As the fire season approaches, Moyne Shire Council’s fire prevention officers will be out and about supporting fire readiness across the shire.

Chief executive officer Mark Eversteyn said officers would be conducting fire hazard inspections across November and issuing clean-up notices to property owners where required.

Mr Eversteyn said the most effective approach is when fire safety is accepted as everyone’s responsibility.

“There are predictions of a high-risk fire season after a dry winter in our region, so we are asking the community to work together to reduce the risk of fire,” Mr Eversteyn said.

“Council has a defined role to play in fire

prevention and property owners also have a responsibility to make sure their properties are clear of excess vegetation and flammable items.

“Through collaboration, we can help prepare our region for the coming fire season and reduce the risk of property damage or loss.”

He said there were some simple ways to get fire ready which included clearing long grass and weeds, trimming trees and shrubs, cleaning gutters on buildings and removing flammable items away from buildings.

Mr Eversteyn said council would offer free green waste disposal at its transfer stations next weekend, November 23 and 24, to assist residents in their preparations.

“The intent is to support residents in their effort to get rid of excess garden waste they may have when preparing their properties,” he said.

“The free disposal weekend coincides with the CFA’s declared Fire Danger Period coming into force across Moyne at 1am on Monday, November 25.”

Initiative promotes water efficiency in Koroit

KOROIT will become Wannon Water’s first Water Smart town.

This new initiative aims to get an entire community thinking about how they can become more water efficient.

The program was launched at the Replenish Our Planet Association’s seminar at the Koroit Theatre last Sunday afternoon.

Wannon Water planning and development professional Jess Quinlivan said that Koroit was at the western end of the Otway Water Supply System.

Residents relied on groundwater supplied from local bores until the town was connected to the Warrnambool Water Treatment Plant in 1999.

“The Otway system is our largest and most complex system, providing 7,814 million litres of water, which represents two-thirds of our region’s needs,” Ms Quinlivan said.

“The water flows by gravity from streams in the Otways or is pumped from the Gellibrand River. It’s then treated and supplied to residences, businesses and industries in 13 towns along the way.”

The Warrnambool Water Treatment Plant treats water for the city and for Koroit and Allansford customers.

Currently, 90 per cent of the drinking water treated by the plant comes from

the Otways, with the remainder supplied by the Warrnambool Roof Water Harvesting System and bores at Albert Park.

Ms Quinlivan said this meant most of the water was pumped more than 90 kilometres along the pipe network.

“There are huge financial and environmental costs to pump water such a large distance. Energy is a significant cost and we’ve been working hard to decrease our emissions.

“We want to be net-zero by 2030 and ensure our systems are resilient to climate change.”

She said reducing reliance on the Otway supply would help.

This would also reduce pressure on upper-catchment streams and the Gellibrand River.

“That’s why we’re planning to expand our roof water harvesting system, which has zero carbon emissions, and investigate other sources of water, including bringing a bore at Curdievale online in the next few years,” Ms Quinlivan said.

“With the Replenish Our Planet Association’s interest in sustainability, we’re also keen to enlist the Koroit community in a case study for a wholeof-town water efficiency campaign.”

In 2023/24, Koroit’s 900 customers used more than 358 million litres of water.

Of these, 834 were residences, 61 businesses and industry, and five were rural customers.

“As the demand for water increases, it’s important we all work together

to manage and save our precious supplies,” Ms Quinlivan said.

The Every Drop Counts campaign will run over summer and autumn with the entire community encouraged to join in to save water and money on their bills.

Netball moves outdoors while new floor installed

WARRNAMBOOL indoor netball matches will move outdoors for the remainder of the current season to allow the installation of new flooring.

The netball courts at Caramut Road’s Val Bertrand Stadium will receive new flooring over coming weeks, resulting in games being moved outdoors.

This week saw the final round of indoor games played, and it is now hoped the work will be complete by February next year.

According to Warrnambool City Netball Association’s Marg Morgan, the relocation of games from inside to out will see the 13 and under and 15 and under teams play one game of their regular season outdoors before starting outdoor finals.

The 11 and under competition will have three games outside.

“It’s certainly a very exciting project and we have been working with Rod Sanderson, the ARC manager, to make

alternate arrangements for the remainder of our season,” Ms Morgan said.

“Our Net Set Go program, which runs on Friday nights, has been able to move to the Arc show court for the remaining rounds of the 2024 program.”

The biggest change will be to the existing senior ladies and mixed netball competitions.

Moving outdoors from next week, games will start slightly earlier to accommodate the light – and, given there are more courts outdoors, more games will be played at the one time.

“The mixed competition will finish its 2024 season outdoors, with the grand final on December 11, while the ladies’ will carry over to resume on February 5 next year,” Ms Morgan said.

A reminder to all players, officials and supporters that there will be no access to the netball stadium from the end of this week.

Toilet access will be in the Arc (northern end of the corridor).

All senior players are asked to complete their game fee payments, prior to the start of play, in front of the building windows.

“We thank the entire netball community for their flexibility over this period,” Ms Morgan said.

Warrnambool City Netball Association has funded a free NetFit clinic for current juniors this Sunday, November 17 between 9am and 12 noon.

The clinic will be run by local Sarah Wall along with Melbourne Maverick player Kristiana Manu’a.

The association hopes to return to indoor play once work on the new surface is complete.

It is also gauging interest for a possible 17 and under competition to run in term one next year.

“A boys competition across a variety of levels is something we’re also hoping to introduce and would love to hear from anyone interested.

“There are player pathways for male netball players at all levels.”

Summer bowls season rolls on

THE summer season of indoor bowls is off to a flying start in Warrnambool, with 112 bowlers on the mats each Monday night.

There are now eight teams competing in division one, and 10 teams in both divisions two and three.

The competition recently welcomed new bowlers from Camperdown and organisers hope they are enjoying their games in Warrnambool.

After five rounds, Heytesbury Honeys (comprising Peter Baker, Lara Mungean, Cherie Mungean and Brett Mungean) are currently undefeated and sitting on top of the ladder in division one.

The next four teams of Allansford Cats, Dennington Hot Shots, Allansford Cougars and Wannon Park Racers are all tied on 12 points, so it will make an interesting next few weeks.

The division two ladder leaders are the Port Fairy Seagulls, who had a handy skipper last week in Rodney Wilson (who has represented Australia in indoor bowls in the past).

The regular team of Gill Phillips (skip), Maurice Mahony, Colin Wilson and Des Phillips also notched up another good win last Monday, to also make them five wins from five rounds.

Anne Slattery, John Carey and Dawn McDowell. They remain on top at present, despite a loss this week to the Wannon Park Hounds, led by Gilmore Bates.

Last Monday was the last night of pennant at the ARC stadium due to major works being undertaken to improve the floor surface.

The competition has been lucky enough to secure a suitable venue at St Johns school in Dennington where bowlers will continue the Monday night challenges.

The competition will return to the ARC next year.

Legacy program helps keep score

PURNIM Recreation Reserve is now home to a new electronic scoreboard thanks to a generous donation from Saputo Dairy Australia (SDA).

SDA recently contributed $10,000 towards the cost of the scoreboard through its Legacy Program, furthering its ongoing commitment to supporting local communities and promoting healthy lifestyles.

SDA’s regional operations manager (west) Grant Hutcheson said Purnim was an ideal location for support through Saputo’s Legacy Program, which had contributed to 12 regional projects since 2018.

“Located just north of Warrnambool, approximately 15 minutes from our Allansford dairy processing facility and in the heart of SDA’s milk supply region, Purnim Recreation Reserve is widely utilised for sport, recreation and local events by the surrounding community,” Mr Hutcheson said.

“We are delighted to contribute to Purnim’s new modern electronic scoreboard that integrates with laptops and can display images, movies, animations, live feeds and more.

“This initiative forms part of our ongoing commitment to improve sport and health facilities that deliver broader community

benefits across SDA’s operating and milk supply regions.”

Speaking at the launch event for the new scoreboard, Purnim Recreation Reserve president Mick McKinnon said the reserve was run by passionate volunteers and he was thankful for the support from Saputo and other businesses to ensure the facility’s ongoing success.

“The new scoreboard will be used on game days and weeknight training sessions by sports clubs and local schools,” Mr McKinnon said.

“Trainings will be enhanced, with the new scoreboard able to demonstrate coaching tips and game simulations.

“Being transportable, it can be used at both reserve ovals and hired out for wider community needs.”

He added that Purnim Recreation Reserve had been around for 70 years and remained a valuable recreation hub to those in Purnim, Grassmere and the surrounding Moyne Shire district.

In south-west Victoria, other projects supported by SDA’s Legacy Program include the Cycling Without Age initiative; wayfinding signage along the Warrnambool foreshore promenade and Lake Pertobe, and a cricket training facility for the Allansford-Panmure Cricket Club.
