A SPECIAL tribute to the memory of the crew of the SS Casino will be held in Port Fairy next Monday morning.

At 11am the Port Fairy Historical Society will commemorate the sinking of the SS Casino at the memorial cairn in Gipps Street.

During the service, the bell will ring out for each of the 10 crew members lost and a wreath will be laid.

The cairn is the original propeller from the SS Casino and serves as a visual reminder of its importance to not only Port Fairy but the entire western district.

In 1882 the Belfast and Koroit Steamship Company purchased the SS Casino as a local trading vessel, sailing from the western district ports to Melbourne.

Built in Scotland, the Casino sailed up the Moyne River in Port Fairy on July 29, 1882 and faithfully served the town for close to 50 years.

On July 10, 1932 the Casino was wrecked at Apollo Bay, resulting in the death of 10 crew members.

PERSISTENT wet weather has seen a delay in Moyne Shire Council’s annual unsealed road grading program.

According to the council, unsealed roads across the shire are currently far too wet to grade and if work was to be carried out it would potentially create a more significant road hazard.

Director infrastructure and environment Edith Farrell said the

grading program would recommence as soon as conditions allow.

“It really is a fine art, you can’t have too much moisture and you also don’t want it too dry,” Ms Farrell said.

“There is a real sweet spot that is optimal for this type of work and the constant rain over the past month means everything is too wet and we can’t complete the program.

“Our crews are constantly monitoring the conditions right across the shire

and will recommence the grading program work as soon as possible.”

In the meantime, council is urging all motorists to drive to the conditions and obey any signage council places on unsealed roads.

Ms Farrell said council would also soon publish the planned grading program so residents can view where crews will be working across the shire.

Input welcome on ward review

WARRNAMBOOL residents are invited to have their say on the future electoral structure of the city.

An independent electoral structure review panel appointed by the Victorian Minister for Local Government has released its preliminary report for the Warrnambool City Council, with input now being sought from members of the public.

In its preliminary report, the panel outlined three electoral structural models for public consultation. All three models include the introduction of seven wards with a single councillor in each, with each model suggesting different ward boundaries. This is a shift from the current “un-subdivided” electoral structure.

“Warrnambool City Council is one of 39 municipalities undergoing a review of its electoral structure,” Warrnambool mayor Cr Debbie Arnott said.

“One of the changes introduced by the Local Government Act 2020 was that metropolitan, interface and region city councils must introduce single-councillor wards.

“As a council, we will be holding an additional meeting on July 24 to determine our position on the proposed models.

“I would also encourage everyone to read the report on the Victorian Electoral Commission website and to make their own submission if they wish to do so.” Changes will take effect at the October 2024 local council elections.

Public submissions will close at 5pm on Wednesday July 26.

They can be made on the Victorian Electoral Commission website, by emailing Warrnambool. ERAPSubmissions@vec.vic.gov.au or by writing to the Victorian Electoral Commission at Level 11, 530 Collins Street Melbourne VIC 3000.

Warrnambool mayor Cr Debbie Arnott is encouraging residents to have their say on the future electoral structure of the city.

Moyne Shire Council Community Update

Winter fun continues this weekend

From the Mayor:

The focus of Council’s deliberations and discussion for the past couple of months has been our annual budget.

After a period of community feedback, the document was adopted at the June meeting. There were more than 30 submissions to the draft budget which shows a significant level of engagement with council and its services. I thank everyone who took time to make a submission and those who then came a presented to Cocunillors in person during our workshop.

Following that period of consultation, we have added a further $125,000 towards the Koroit Football Netball Club’s lighting project – a key project for the community and follows on from our support of lighting projects at Mortlake’s DC Farran Oval and Port Fairy’s Garden’s Oval. We also included $20,000 to support Mortlake’s Aberlea aged care home in developing a masterplan for their site – another important project to ensure ongoing services for people in the Mortlake area.

There was also a request for a footpath along Ocean Drive in Port Fairy – we have committed to doing some more work on that in the hope of having it included in future budgets.

We had several submissions about the Koroit Township renewal and the progress on that project.

Council has $1 million allocated to the project and can allocate another $1.5 million from road and drainage budgets.

This is a large and expensive project; we need government support to implement it – as was the case with streetscapes in Mortlake and Port Fairy.

The Federal Government has released details for the Growing Regionsfund which would provide matched dollar for dollar funding.

We are now seeking some feedback about how we stage the works from traders and residents in the project area. This is not consultation on the design – it is presenting two options on how the work could proceed. More information about the options can be found on our website under the news section.

There’s no denying that we are facing a tough economic time and the budget we adopted reflects that and delivers a modest $300,000 underlying surplus.

The 3.5 per cent rate rise is in line with the Government cap. In the last year inflation levels have continued to rise which has had a significant impact on Council’s expenditure Costs are rising for councils, just as they have in the supermarket and at the petrol pump. We were facing significant increases in costs, well above the rate cap, but thanks to the hard work of our staff and budget restraint exercised by Councillors, we’ve mitigated those impacts while still maintaining our ability to deliver effectively for our communities.

We are committed to maintaining the service levels our community expects while maintaining our infrastructure, but we are determined to do that in a way that represents best value for money for our ratepayers.

Port Fairy’s Winter Weekend’s festival wrap up this weekend with a huge range of activities planned. Council has again partnered with the festival committee to deliver programs including NAIDOC week celebrations at Tower Hill.

On Saturday a Welcome to Country and Smoking Ceremony will be held at Tower Hill from 1pm which will be followed by children’s art workshops and a cultural walk. Bookings are essential for the art workshops and walk and can be made online at https://www.portfairywinterweekends.com.au/ tickets

On Friday, Saturday and Sunday nights, buildings around Port Fairy’s CBD will come alive with stunning 3D projections as part of

a Moyne Youth Arts Collective project.

Over the past month, a group of budding young visual artists have been mentored by an experienced professional in 3D mapping and design, through personalised guidance, workshops, and collaborative practices.

The culmination of this mentoring program will be 'Our Town Projected,' a mesmerizing lighting projection event where participants’ artworks will be projected on prominent buildings. 'Our Town Projected' Youth Visual Arts Mentoring program has been made possible with the support of the Victorian Government through its Engage! Fund and will be visible from sunset on building in Bank and Sackville Streets.

Act now for a healthier future

WITH professional support and guidance, coupled with a healthy lifestyle, there is hope for a better future for those living with diabetes.

Diabetes educator and practice nurse at Port Fairy’s Shearwater Medical Clinic, Linda McPherson, is working closely with patients to ensure they ‘live life well.’

“Patients with type 2 diabetes have a very real chance to lead a healthy, active lifestyle if they follow the low carb, healthy fat approach,” Linda said.

“Like so many diseases, prevention is certainly better than cure and we can all work together to not only improve a patients’ condition but, in some cases, reduce their dependency on insulin.”

With Diabetes Awareness Week just around the corner (July 9-15) Linda is hoping to encourage people to speak with their local GP if experiencing any symptoms.

“Feeling tired, lethargic, thirsty, not sleeping well and feeling constantly hungry is not normal and these are all possible signs of diabetes,” Linda said.

“Life is certainly getting busier for most of us, and that’s become the norm, but we need to take notice of our bodies and for those at high risk, a simple blood test can provide some answers.

“We all want to work towards a future where diabetes can do no harm but to achieve that we must act now to change the trajectory of diabetes in Australia and better support people living with or at risk of diabetes.”

Recent figures show more than one in 20 people are currently living with diabetes - a national average of 5.8 per cent - with rural areas only slightly better at 5.6 per cent.

“Sadly we’re seeing type 2 diabetes in younger people; those in their late teens and early 20s. It’s not an old person’s disease but it’s certainly something that we can help prevent through healthier lifestyle choices.”

Not to be confused with type 1 diabetes, which is an autoimmune condition where the body’s own immune system is activated to destroy the beta cells in the pancreas which produce insulin, type 2 diabetes is often associated with ‘modifiable lifestyle risk factors.’

“People may be able to significantly slow or even stop

the progression of the condition through changes to diet and increasing the amount of physical activity they do,” Linda said.

“So the future can and will look brighter if changes are made. A sedentary lifestyle and poor eating habits does not equate to a healthy life.”

At the peak of the COVID-19 outbreak, when people were encouraged to stay home, there was a dramatic downturn in the number of visits to GPs.

This, in turn, has often led to people neglecting their health and missed diagnosis.

“We were all told to stay home as much as possible and many people didn’t even visit their GP when they felt unwell or not quite right,” Linda said.

Diabetes..... the facts

• Diabetes is much more than a ‘sugar problem’

• Diabetes is a leading cause of death and chronic disease.

• People with diabetes are more likely to die at a younger age, much more likely to have heart disease, kidney disease, vision loss, foot problems and wounds that don’t heal and are more prone to certain types of cancer

• People with diabetes are more likely to require hospital admissions

Who is at risk of diabetes?

• AUSRISK assessment tool is designed to identify people at high risk of developing diabetes and only takes a few minutes—https://www.diabetesaustralia.com.au/risk-calculator/ (online calculator)

• Modifiable risk factors—lifestyle—smoking, diet, activity level and waist measurement

• Risk of diabetes increases with age—from aged 45-49 the incidence of diabetes diagnosis begins to increase and continues with advancing age.

• It is important for people age 45-49 to be assessed for diabetes or those at high risk

• Signs include being tired, thirsty, urinating frequently, often hungry, blurred vision, chronic infections or wounds that are slow to heal.

• Symptoms can be vague and attributed to a busy lifestyle such as being tired and hungry.

“The effects of diabetes can be quite devastating, including everything from heart attacks and strokes through to kidney disease, dialysis, wounds that won’t heal and even loss of limbs. I cannot stress enough the importance of early diagnosis and treatment if needed.”

Linda and the team at Shearwater – including doctors Cameron McPherson and Shen Lu – are encouraging anyone who may be suffering from any of the early warning signs to see their local GP.

“By promoting National Diabetes Week we want to kick start conversations about the impact of diabetes in the community and to drive change and create hope for the future,” Linda said.

Variety funds boosted

LAST weekend’s Variety fundraiser at Panmure has raised just over $4500 for the charity.

Organised by local Jake Dumesny, and supported by publican Annie Lenehan, Sunday’s afternoon of entertainment in the car park of the hotel attracted a steady stream of visitors and saw $4570 raised on the day for Variety the Children’s Charity. The event has lifted Jake’s fundraising total, to date, to just over the $20,000 mark – surpassing all expectations.

“We had a cracker of a day last Sunday and I’d like to thank everyone who turned out and showed their support,” he said.

“It was absolutely amazing. Every donation, big and small, counts and I’m very proud of what we’ve done so far.”

Jake is currently preparing to take part in this year’s Variety Club Bash where he will drive his late father Reg’s beloved HR Holden alongside his uncle’s Max and Bill. “Sunday was a great way to top up our fundraising, to promote the great work of Variety and for people to come out and look at the cars we had on display, enjoy a snag off the barbie and listen to some music.”

The Variety Bash will be held from August 16-25 – with participants driving from Melbourne to the Gold Coast – so there’s still plenty of time for people to donate.

This year’s theme – which is certainly fitting for the Dumesny family - is ‘All things Motoring’ and, as such, the route will incorporate a lap of the historic Winton Raceway. Beginning in Phillip Island, the cars will wind their way through Benalla, Shepparton, Yass, Dubbo, Nelson Bay and Coffs Harbour before arriving on the Gold Coast on August 25.

A roll-lot of fun

WHEN it comes to fast action on eight (small) wheels, Warrnambool Roller Derby League (WRDL) has it all.

From its home base at the showgrounds, this vibrant club offers people of all ages the chance to learn to skate in a friendly and safe environment, hone their skating skills and, if desired, the opportunity to enter the competitive and exciting world of roller derby.

According to club members, you’re never too old to learn, change your routine or pick up a new sport.

Team Regional Victoria (which comprises Mildura, Wimmera, Gippsland Lakes and Albury Wodonga) recently accepted WRDL into its team for ‘Statewide Stampede 2023’. This opportunity enabled modified contact for level three seniors Kirsty, Michelle and Chloe, and led to full contact for Rosie and Ash who graduated to join Genevieve in TRV’s bouting team.

Among the group, several MVPs were awarded including Chloe as jammer and Rosie as blocker in modified contact, while Genevieve has twice received the award in full contact as a blocker and Rosie as a jammer.

Adding to the group’s growing list of awards, Ash also received Team Regional Victoria’s internally-voted MVP for the recent game against Ballarat Roller Derby League.

Aged services under review

AGED

and disability services

across Moyne Shire will soon be reviewed.

Council has taken the first steps towards establishing a review of the services, including home and community care, by seeking quotes from suitable consultants.

The review is expected to be completed and recommendations presented to council in October.

Mayor Karen Foster said with changes to the Commonwealth Government’s in-home support program, the time was right for a review.

“Following the Royal Commission into Aged Care, the federal government has made significant changes to policies which will fundamentally change the sector,” she said.

“We need to ensure we understand exactly how these changes will impact how we deliver services. There will have to be change in this space, we cannot continue ‘as is’ because the current Commonwealth programs we deliver will no longer exist.

“We need to have all the information about what these changes mean and how they will impact the services we deliver so we can make informed decisions on how to move forward.”

Cr Foster said there would be no interruption to services during the review and clients and their families would be kept informed during the process.

“I want to stress that no decision has been made, we are doing this review to determine our next steps.”

Tenders will close on July 21, with the review to take place over August and September.

For further information simply head to www.moyne.vic.gov.au/tenders.

ROAR Lions honour Joe Bourke

PORT Fairy-Belfast Lions Club held its 46th changeover last week.

The new Lions leadership team for 202324 was installed by Lion Bruce Lowenthal.

In the absence of outgoing president Neal Hedger, the event was chaired by Keith Gibson who welcomed members and guests including representatives from the Port Fairy Rotary Club and Lions from Macarthur and Koroit.

A moments’ silence was held for three district Lions who had passed away over the last 12 months – Lion Bob Towler of the Port Fairy club, and Macarthur Lions Joe Burke and Bill Addinsall.

Joe was particularly remembered as a member of the Macarthur team that chartered the Port Fairy-Belfast club in 1977 and who was later made an honorary member of the newly chartered club. He only missed one Port Fairy changeover meeting since the club’s inception.

In his honour, the Port Fairy Belfast president’s award (presented annually to a local Lion) was renamed the Joe Bourke Memorial Award.

Lion Keith presented the President’s Award this year to Lion Geoff Hodgkinson for his outstanding work in all activities

Awards were also presented to Lion Gary Blain for 20 years’ service, and Lion Robert Blackmore in recognition of 45 years.

Lion Bruce installed the 2023-2024 team

reminding each of their responsibilities and duties while also stressing the Lions club ethics and the important role of Lions clubs locally, nationally and internationally.

The incoming team installed were president Henry Toller-bond, vicepresidents Gail McGregor, Neil McLaren and John Addinsall, secretary Graeme Munro, treasurer Neil McLaren, tail twister Jim Kent, Lion Tamer Chris Hetherington, membership Keith Gibson, welfare Geoff Hodgkinson, and club directors Anne Fry and Chris Hetherington.

In his address to the club, incoming president Henry said that he had not yet decided on a major project for the year but he wanted the club to continue in its role as the leading provider of community support and assistance in accordance with the Lions club purposes and ethics.

The Lions Club of Macarthur is one of the longest serving clubs in this district and will celebrate its 50 years of service within the next couple of years.

There are many local organisations and individuals who have benefited through the succour and support unselfishly provided by the club during its long service, and who regard the club as the beating heart of their town - and that without the beating heart survival was not a certainty.

So why not, to ensure the survival of your club and town, become a member? You will enjoy some great fellowship as well as the satisfaction of service.

T THE yellow b i ri k ck road i will lead t to W Warrna b mbool’s Li h gh h thouse e T Theatre this month with the staging of the always-popular ‘Wizard o of Oz.’

Everything about bees and their environment

BUZZ the B U Z Z Bees Appreciate Flowers, Even in Winter

What do bees need in winter?

Honey bees and Australian native bees need flowering plants to survive over winter.

Honey bees rely mainly on honey stores in their hive to stay warm, but will make the most of sunny days to forage on flowers if the outside temperature is mild.

Native bees found here in western Victoria are solitary-living species, with a hunter-gatherer lifestyle.

To cope with the cooler weather, these bees will sometimes enter a dormant phase called ‘diapause’, and may less active in winter, but may search for food when it’s fine.

One of the easiest ways to help native bees and honey bees during this difficult time of year is by growing winter-flowering bee-friendly plants in your garden.

Put your ‘bee goggles’ on!

Bees’ vision is specialized to see colours at the yellow and blue ends of the spectrum most easily, so they’re very attracted to white, yellow, purple, and blue flowers.

Bees can’t detect colours in the red part of the colour spectrum, but may still visit red flowers to feed if those flowers have a strong perfume. Honey bees are generalist foragers, and can easily access nectar and pollen in flowers that are broad and flat, with open petals.

Native bees, on the other hand, are often specially-adapted to many Australian plant species; some native bees have elongated tongues that can extend to reach nectar inside a flower, while other native bees are so small that they can fit right inside the flower.

Plant sweet treats for bees!

The cool, but mild winters in Western Victoria allows a range of native and exotic species to provide a source of food in winter. Some species loved by bees are:

Native Fuchsia / Correa reflexa

Long-tongued bees, such as native bluebanded bees, are especially attracted to flowers with long, tubular shaped petals, such as Correa or Lavender flowers. Include these compact shrubs in your winter garden for our Aussie bees.

Pot Marigold / Calendula species

Also known as pot marigold, this plant flower throughout the seasons, which means that they are a great source of pollen and nectar for bees throughout the year.

Grevillea species

An iconic Australian native plant popular to bees. Grevillea plants flower throughout the seasons and provide plenty of nectar sources. There are many species of Grevillea, but look for ones that are best for cool-temperate climates.

Yellow Gum / Eucalyptus leucoxylon

If you have room for a small gum tree, growing around 10m tall, then this is the choice for a winter garden. Large, showy blooms in rosered or cream attract bees and nectar-feeding birds all winter long, and brighten up the garden on gloomy days.

Flowering Quince / Chaenomeles speciosa

Winter-flowering deciduous blossom trees are also attractive to bees, such as the flowering quince with pink, white or red flowers. Established lemon and lime trees often bloom through winter, drawing bees to this source of nectar.

Footy clinic a hit

KICKS, marks and tackling were all on the school holiday agenda for a large number of kids earlier this week.

Merrivale Recreation Reserve was the place to be on Wednesday morning when well over 120 excited participants took part in a Footy 4 Fun event.

The free session proved a great way for locals to improve their skills, enjoy some time outdoors with friends and take part in a variety of mini-games.

“Footy 4 Fun events are a great way for our youngest footballers in the region to come and try the sport in a fun, inclusive and safe environment,” AFL participation coordinator for the western district Leah Woolfe said.

“Last school holidays we attracted around 80 kids from across the region, but this number has almost doubled across three locations – Portland, Hamilton and Warrnambool – these school holidays.”
