terized by diarrhea and vomiting. Officials still aren’t sure what caused the illness, though tests performed by Elk Lake Resort found E. coli in the drinking water there. The resort has since flushed and chlorinated its water system. Tom Kuhn, the community health program manager at Deschutes County Health Services, said his department still needs to verify that E. coli
is what caused the illness. To do so, he said, specimens taken from the resort’s well must match those taken from the people who became sick. “We still don’t know for sure what caused the illness,” Kuhn said. “Until we see the lab results we’re not going to know.” Test results aren’t expected until mid-week. Even then, Kuhn said there might not be conclusive evidence.
Elk Lake Resort will remain open during the investigation. The county urges people who visit the resort to avoid drinking the water. The resort, on the Cascade Lakes Highway west of Bend, is a popular summer destination that can see between 500 and 1,500 visitors during a busy weekend. According to a recent study, Deschutes County’s health in- • Will insurance costs ever come surance plan is on track to bedown? Page A7 come insolvent by 2014. The county must find $3.8 million in savings and revenues to balance the health plan budget this year. To that end, the report makes a number of suggestions, including requiring employees to pick up a greater share of health service costs, rebidding administrative contracts that are a decade old and charging higher insurance premiums to cover spouses and families. The health of the county’s insurance plan has ramifications beyond employees’ costs for drugs or visits to the emergency room. See Insurance / A5

With more than 600 exhibitors and 700 horses, this year’s Oregon High Desert Classic will be the largest in the equestrian competition’s 22-year history. “We are sold out and have a wait list,” said show manager Dianne Johnson, who has organized the Classic since its inception. “I basically work on it all year, the organization part of it: hiring everybody, getting certified by the national organizations.” The two-week event serves as a fundraiser for J Bar J Youth Services, a nonprofit organization for at-risk youth that includes Big Brothers Big Sisters of Central Oregon, Cascade Youth & Family Center, The Academy at Sisters, and the J Bar J Boys Ranch. This year, the classic is at capacity with more than 780 horses stalled at the J Bar J Youth Ranch in Bend. “The most we’ve had before is 740 horses,” said Johnson. On Monday, horses and competitors from throughout the West and Canada moved onto the grounds, which will serve as home for the next two weeks. Each barn erected a display featuring logo-bedecked awnings and cus-

tom landscaping. As the show grounds were transformed, contestants headed to the show office to register for the week. Today, riders will have the opportunity to “school” their horses informally in various rings. “Schooling day,” as it’s known, allows horses to settle into their now surroundings and gives riders a chance to train and determine which competitions — or “classes” — to enter based upon their horses’ performance. The first week of the show begins Wednesday and runs through Sunday. The second week runs from July 27-31. Six rings will host competitors throughout each day. Competitors will show in a variety of classes, ranging from show jumping to hunters and equitation. Competitors jump different heights and are judged on specific criteria based on their divisions. Divisions are determined by age and experience of both the horse and the rider.
