CHELAN COUNTY

Wenatchee Mayor

What motivated you to run for Mayor?

I have enjoyed serving the local community as your City Council Member I was raised in Wenatchee, went through our school system, married a local girl, started my insurance business 30 years ago, and now watch my family and work life thrive here.

It’s our responsibility to be concerned and I have always been very concerned about the Wenatchee community and ensuring its success for our future generations. As Mayor, I will bring forth the qualities needed to build upon our opportunities. I believe in moving local government into a relationship with its community that offers honest communication, transparency of issues and a hard work ethic.

I am humbled to work with you and help move Wenatchee forward We will act with a sense of urgency and oneness in our efforts; we will celebrate our diversity and rally around our common causes Let us create a local government exemplifying the best in serving residents with care, competence, and compassion Our strength will be how we unite around our common values and shared priorities We all know we can make the changes we envision

What leadership traits, experience, and skills establish you as the best candidate?

I am involved in many local organizations both on a personal level and as Wenatchee City Council member (having served as Board President of Hospitality House, Board President of Retired Senior Volunteer Program, Board Member of the Haven of Hope, Board Member for Together for Youth, Board Member of Tourism and Promotion for the City of Wenatchee, Board Member of Chelan Douglas Community Action, Board Member of Wenatchee Downtown Association, Chelan-Douglas Local Homeless Housing Task Force, Chelan Douglas Transportation Council, Rivercom Board Member, Council for the Finance Committee, Tourism Promotion Area Advisory Committee) I began my insurance career 30 years ago, and am currently the President of CPW Northwest Premier Insurance, and hope to continue to use my strong business and leadership skills representing the citizens of Wenatchee

What is the biggest issue facing your constituents?

One of the biggest issues facing our city is affordable housing. We need to relook at the tax incentives and eliminate the eight-year tax exemption for apartments. The tax incentive was justified at the time and it worked with many apartments that were built. The climate has changed, It’s time to have only tax incentives for a percentage to be used for affordable housing. We also need to more outreach in our community. This includes all City Council members, departments and police, we need to listen to our community, by participating. We need to be accountable.

Mike Poirier 5

How will you influence or affect policies and regulations to attract and expediate new businesses, plus boost existing businesses?

As Mayor, I would ensure that the city continues with the highly successful regional planning efforts through Our Valley Our Future, which provides the focus to shape the region’s vision through game changer initiatives; continue working through the Reimagine Wenatchee Master Plan for the downtown/riverfront connection for new business/entrepreneurial opportunities, and facilitating the Wenatchee Urban Area Comprehensive Plan to implement the goals and policies for continued economic growth, land use, housing and population needs for the future of Wenatchee All of these things together will assist in attracting new businesses to the region and help boost existing businesses.

How will you measure your success leading the City of Wenatchee?

My success will be measured by the continued success of the City. The City of Wenatchee continues to be a great place to work, live and raise a family. I appreciate the small business climate, the educational opportunities we have here, and the incredible diversity that Wenatchee offers. We want to ensure that these qualities of our city remain and explore ways to enhance what we have (such as the Reimagination Wenatchee Master Plan which will attract new businesses in the downtown core)

Bryan Campbell

What motivated you to run for Mayor?

I was born and raised in Wenatchee and love our community and its very special people. After retiring from the banking industry in 2009, I started Pro Active Business Solutions, LLC and provided consulting services and alternative financing to local citizens When the Greater Wenatchee Regional Events Center Public Facilities District was past due on their $41 77 million in bond anticipation notes guaranteed by the City of Wenatchee, I knew I needed to run for Mayor in 2011 and employ my skillset to solve this financial disaster Following multiple discussions with mayoral candidate Frank Kuntz, I agreed to run for City Council and then run for Mayor in 2016 The regional events center defaulted on the bond anticipation notes in December of 2011.

The City of Wenatchee had tremendous success in subsequently issuing Bonds and avoiding the potential bankruptcy of the city After leaving the City Council in 2016, my passion to help our community didn’t leave I’ve continued to attend City Council meetings for the past 8 years and have been engaged with our citizens through multiple community service organizations

I decided to run for Mayor again because I’m very concerned about the rising crime, homelessness, lack of Affordable Housing, cost of living, and our children’s future. I have the unique set of skills and leadership style that’s needed to solve our problems and unite our incredible community as ‘One Wenatchee’.

What leadership traits, experience, and skills establish you as the best candidate?

I have a collaborative leadership style that will engage and empower department heads to work together towards a common goal. Setting benchmarks and monitoring progress ensures that the mission is achieved in a timely and cost effective manner and provides accountability. I believe that celebrating the attainment of our goals, strengthens and motivates the team to attain even bigger and better outcomes. Team building, problem solving, and error resolution have been my strengths and a win-win outcome is always the goal. I’ve acquired my leadership traits through my 27 years of banking in 3 geographic markets with 4 separate financial institutions. I’ve also established and ran multiple businesses since 2010. My passion for Wenatchee and the lives of our citizens makes me ready and excited to lead us into the future.

What is the biggest issue facing your constituents?

Public Safety is a cornerstone of my platform and will be a huge and necessary undertaking in order for our citizens to feel safe again My 14 years in Police service and 32 years in Fire service have me well prepared to meet the challenge and enhance Law and Order The Public Safety issue needs to be tackled on 2 fronts. Citizens are greatly concerned with the increase in graffiti and crime. I’ve had a well refined graffiti abatement plan since I started Crime Stoppers-Wenatchee Valley in 2001. When I’m Mayor, the plan will be immediately implemented and I’m looking forward to seeing the results. Reducing other crimes that have been allowed to grow out of control, will prove more difficult. While the City has grown through net In-migration and Annexation, the police patrol staffing level has been stagnant at around 40 officers.

7

Getting crime back under control may require an increase in staffing The community has expressed that they’re more than ready to feel safe again

The second front that must be addressed is the impact on our business community Small businesses are not only the backbone of our nation, they’re the backbone of our magnificent city Mandates and regulations have severely hurt our businesses and driven many companies out of business Now that our surviving businesses are starting to get back on their feet, they’re having to deal with rapidly rising retail theft and people sleeping, urinating, and even defecating on their premises. We must support our small businesses and our brave law enforcement officers.

How will you influence or affect policies and regulations to attract and expediate new businesses, plus boost existing businesses?

I was the Director of Legislative Affairs for the North Central Washington Association of Realtors for several years. We worked in concert with the local home builders association on issues that affected our citizens, such as property rights. We traveled to Olympia at least annually, to meet with Legislators and our association representatives to influence proposed legislation and/or controversial existing legislation. When local proposed legislation to restrict the rights of property owners to build on their land was proposed, we notified property owners, attended council meetings, and stopped the legislation from being implemented. Restrictive land use regulations can have an effect on businesses considering relocating here. Recruiting new business to the Wenatchee valley is important to the growth and vitality of our community Wenatchee works closely with the Chelan Douglas Regional Port Authority, Tourism Promotion Area and Lodging Tax advisory committees, North Central Washington Economic Development District, Wenatchee Downtown Association, and Wenatchee Valley Chamber of Commerce in order to bring people and businesses to our valley Businesses considering a move to our valley will analyze our demographic base, quality of life, culture, technology and recreational opportunities, healthcare facilities, transportation, educational facilities, agriculture and wine industry, cost of living, income potential, and the cost and availability of utilities and infrastructure. I will work with the leaders of the previously mentioned entities in order to make it attractive for businesses to start or relocate here. Some of the tools needed to assist in that effort are tax incentives, a skilled labor force, infrastructure, low utility costs, zoning, and funding options. Existing businesses can be boosted through policies and regulations that reduce crime, increase available parking, slow tax increases, expedite the permitting process, increase the labor pool, and increase consumer purchasing power.

How will you measure your success leading the City of Wenatchee?

I will increase transparency and accountability through public engagement by encouraging attendance at our City Council meetings and other activities I will increase public access through our phone system that will make it easier for the public to express their concerns and receive answers to their questions

Interacting and engaging with the public provides ongoing transparency and a measurement of success I will be the voice of the people and they will ultimately measure my success. I’m anxious to receive my first report card and find out where I need to improve!

Wenatchee City Council Position 5 Anthony “Electrify” Williams

What motivated you to run for City Council?

The need for better youth services, better, senior care, better publicly My proven deep love for the City of Wenatchee and all of it citizens; regardless of race gender, especially youth and families And also, my ability to deliver real time change that honors Wenatchee and moves the city of Wenatchee forward with meaningful, positive progress on vast fronts with true outstanding service and not just lip service.

What leadership traits, experience, and skills establish you as the best candidate?

When it comes to leadership, I am a history maker and a trendsetter. My experience in dealing positive with civic engagement issues and serving on diverse boards has prepared me to be the ultimate Team player. My intangible people skills are relevant and motivating and successfully fuse my educational realm, administrative and entrepreneurial management skills together; this is a winning combination that will honor the voters but getting things done

What is the biggest issue or opportunity facing your constituents?

Issues and opportunity are on the opposite spectrum’s. But, Gang violence, homelessness, landlocked issues are some. The opportunities that I will champion are, funding youth related agendas, fulfilling seniors citizens needs that provide better quality of life, maximizing the relationship between city and county, as well as working more closely helping shift the opioid crisis and promoting addiction resources through partnerships with companies like center of drug and alcohol.

9

Civic engagement and transparency are key aspects of effective governance. How will you encourage community participation in decision-making processes and ensure that residents are well-informed about city policies, projects, and developments?

The way to encourage more community participation is to garner more feedback through district specific issues, initiatives and information that relates directly to the district lived in And letting those voters vote on the needs within the district lived And, also creating more opportunities for youth to have a seat at the table and for them to have final say in things that pertain to youth needs Seeking to allocate more funding and resources for families also on needs.

With the evolving landscape of technology and business practice, how do you envision adapting our city’s regulations to encourage, simplify and support innovation and entrepreneurship?

By doing just that- keeping it simple and executing in every area mentioned The key is to find out the specific needs and create a solid foundation that fosters nimbleness and a willingness to make real time adjustments from the city that benefit all areas mentioned. And creating more resources for innovation and entrepreneurship; through city, grants and resources.

Charlie Atkinson

What motivated you to run for City Council?

I am running for City Council to advocate for strong community engagement, sustainable and careful development, and policies that will enhance the quality of life for all residents. I believe a solid financial position makes it possible for our community to grow and dream, so I will work diligently to keep Wenatchee fiscally sound into the future.

If elected I will view this as an opportunity to give back to the place that has given so much to me and my family. I am excited to continue to build on the efforts of those who have served this city well in the past and to steward the trust of those who call Wenatchee home. Drawing from the words of an ancient prophet I want Wenatchee to continue to be a great place to grow up and a great place to grow old

What leadership traits, experience, and skills establish you as the best candidate?

During my career, I’ve had the fortune of working for several different companies and organizations in both business, education, and the non-profit sector My roles have ranged from teaching and leadership development, to serving as the controller for a large orchard/ vineyard operation I have been responsible for cash flow management, financing, government compliance and permitting I feel this background equips me to serve well as a member of the Wenatchee City council

What is the biggest issue or opportunity facing your constituents?

Certainly, one of the big issues facing Wenatchee is the need for more affordable housing. I believe that the city, along with the business community and nonprofit organizations need to work collaboratively to explore all possible solutions. The best options then need to be implemented so that people who work in Wenatchee can also live in Wenatchee.

Civic engagement and transparency are key aspects of effective governance. How will you encourage community participation in decision-making processes and ensure that residents are well-informed about city policies, projects, and developments?

I will work to encourage civic engagement knowing that government is better when it hears from many voices representing a diversity of experiences. Personally, I enjoy being out in the community hearing from people. I will continue to look for ways to increase community involvement and explore the best ways to communicate with the residents of Wenatchee.

11

With the evolving landscape of technology and business practice, how do you envision adapting our city’s regulations to encourage, simplify and support innovation and entrepreneurship?

Although I spent considerable time as the controller of an orchard/vineyard operation, technology has certainly moved on rapidly since that time I will lean heavily on those who are abreast of the best practices which can help us chart a way forward toward reasonable and sustainable growth in Wenatchee I will be open to hearing from the business community about the need for changes to city regulations knowing that a diversified, innovative, and growing economy will make for a quality of life that serves all residents I will be guided by a commitment to continuous improvement, efficiency and effectiveness that serves the common good

Wenatchee School Board Position 2

Maria Iniguez

What motivated you to run for School Board?

I was appointed to the board in January 2020 and retained in the 2021 election. I am running to retain my seat on the Wenatchee School Board because I believe that every student has the right to receive rigorous instruction, meet grade-level standards, and graduate on time and futureready.

As board directors, we are responsible for the education of the young people in our community. Experience matters – as the only current board member with an education background (over 18 years of professional experience), has a child that attends the Wenatchee School District and over three years of experience serving on the board, I know firsthand the impact that a high-functioning educational system can have on our students and community

During my tenure on the school board, I have charged the administration to make data-driven decisions, identify ways to close the opportunity gap, serve students with diverse learning needs, and push students eager to move forward I will continue to hold my fellow board members, the superintendent, and the district accountable for the achievement of all students by asking difficult questions and identifying areas of growth while celebrating successes I also led the hiring process of our new Superintendent, Dr Kalahar, as the district transitions into its new phase, stability and continuity on the board will be more critical than ever.

Describe the role of a school board member.

My role on the board is to work collaboratively with other school board members to oversee the district. The main responsibilities of the board include supervising and evaluating the superintendent, setting the vision, mission and strategic goals, monitor the progress towards the goals, review, revise and adopt policies, establish and approve the budget and serve as a community representative. I currently serve as the board president, and previously served as vice-president, two years on the policy committee and the 2022 District 7 Legislative Representative.

School board meetings and committees are just one small part of the job. I spend considerable time connecting with students, teachers and district staff through one-on-one meetings, attending district and community events as well as volunteering in district programs and among the community

What is the most important characteristic for an effective school board?

Commitment to the vision of having high expectations for student achievement and a shared belief that all students deserve a high level of instruction regardless of their personal or social circumstances. Accountability and data-driven. There is a need to understand and analyze data and make decisions based on the data. Praise the good data but also not be afraid to confront bad data and use it to improve and find solutions.

Strong collaboration and trust among district leadership, staff, students, parents and the community improve district climate, strengthen relationships and create a sense of collective ownership

13

How do you plan to involve parents and residents from your district in the decisionmaking process?

We, as board members, need to have honest conversations with community members, parents and students It is my duty and honestly, my privilege to reach out and connect with families This has been one of my favorite aspects of being a school board member, getting to know our families, and listening to their needs and concerns I am fortunate to be bilingual and able to communicate with my constituents in Spanish and English

Currently, the district provides many opportunities to get involved and be involved in the decision-making process For example; it conducts yearly needs assessment surveys available to the community, students and parents Stakeholders are also an essential component for district and school committees, administrator interviews, policy reviews, and curriculum implementation to name a few.

I also know that we need to find different ways to engage our community outside of board meetings. The community will show up when we go into their environment, whether that be listening and learning sessions, town halls, community events, etc. I have attended meetings being hosted at community centers where the dialogue and engagement are extremely successful.

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

We are all stakeholders in our children's education

The work the school district does is directly tied to the community It is essential that board members and the school district have a positive relationship with its community When an issue in a school district affects the community just like what happens in the community affects the district The relationship is interdependent

Our district is fortunate to have established partnerships with many local businesses, civic groups and non-profit organizations however, there is always a need for more volunteers, projects and partnerships

For example, more students could benefit from having lunch buddies in all of our elementary schools and not just the schools with the highest need. Civic engagement opportunities would allow students to get out in the community to make a change in their own community. Incorporating local expertise into the instruction would add to the subject area and create a more personal learning experience.

We also need to continue to grow and cultivate the partnerships that the district has established.

14

Randy Smith

What motivated you to run for School Board?

Others mostly, It wasn’t even on my radar. Once I started looking to see what was going on in the school system I became more interested and decided that if no one else was going to run for the position I would I do not believe that I am the best person for this position, I know there are others that could do a much better job but refused to step up so that’s why I am running I do believe however that I’m the best candidate for District 2 on the ballot It seems to me that the focus right now is on the differences of the students which only creates division I would like to focus on bringing the kids together, show that there are common interests that unite and bond them together rather than divide them.

Describe the role of a school board member.

A school board member is the board of directors, the representatives of the parents, taxpayers They approve all curriculum and budget. They are also responsible and an important link between the parents the teachers and the children. They are responsible for the safety of the students, the teachers, and the staff. School board members should make themselves available at every opportunity for comments from the community whether it be teachers, staff or parents. They should take an active role in visiting the schools and seeing first hand how the schools are being run and the issues facing the administrators there.

What is the most important characteristic for an effective school board?

The success of the students! Higher than average grade scores. Better than average attendance. A feeling of security while at school or going or coming from school. An effective school board must have unity within the board A board that’s does not have a common goal is not going to function well It is also very important that the school board is fiscally responsible for all the spending done in the school district

How do you plan to involve parents and residents from your district in the decisionmaking process?

By having an open forum for them to contact me and expressed their concerns When needed have an open meeting where they can come and meet with me personally to discuss the issues at hand This would be in addition to the bimonthly Tuesday night meetings I believe very strongly in listening to other people’s opinions and ideas on how to improve our students experience in school I would also like to have an active PTA in every school, All 14 of them

15

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

The most obvious answer is by the monetary support that the community can give the school system. However it is difficult to get behind asking for more money from the residence of the community when the schools are doing such a poor job educating the kids. Other ways of supporting the kids is to actively attend the events the kids are involved in whether it be sporting or academic events. For the parents to be involved in their children’s educations is extremely important. The parents should know what is being taught to every student at every school without exception and without any bureaucratic hurdles to get the information. I would encourage every parent to be engaged with their student.

16

Wenatchee School Board Position 4

What motivated you to run for School Board?

My motivation to run for Wenatchee School Board is because I want to make a difference in my community Since I was in high school I have engaged in a variety of volunteer events, organizations, and club activities for this diverse community I have had the opportunity to take part in organizations such as Campfire NCW, Volunteer in Police Services (VIPS), an intern for Wenatchee Police Department as a Community Outreach Coordinator, coach for the Special Olympics, tutor for AVID and GEAR UP, and Finding Finnegan to name a few. With a strong example of leadership from my mother, who was a law enforcement officer and military cumulatively for 40 years, she has

Miranda Skalisky inspired me to be who I want to be, and strive to give back to our community. In addition, recognizing the work my husband’s family has done to make Wenatchee School District a positive place to be through academics and athletics; influence me to continue on advocating for our students, educators and families.

Describe the role of a school board member.

A school board member is an individual who can provide transparency and advocacy for their community and colleagues of current issues the district is facing Furthermore, an individual serving as a board member can hold themselves accountable for their actions not only for themselves, but also on behalf of the board I believe by holding accountability and providing transparency of the ongoing or current issues the board is facing, will continue to build a trusting relationship with the student body, educators, families and community members. As a board member, providing the students, educators and local families community tools and resources for improvements with the board can improve the overall well-being of our community and schools combined.

What is the most important characteristic for an effective school board?

One characteristic that comes to mind is the board being open-minded, and providing an unbiased judgment of any situation that may come before the board The board does encounter a multitude of issues at hand and it is important to provide a non-judgmental approach of the current concern and identifying what is needed or wanted from the board and providing those resources or providing solutions to the members of the school district.

How do you plan to involve parents and residents from your district in the decisionmaking process?

I plan to involve parents and residents from my district by minimizing communication and language barriers between myself, families and community members. To include the programs Wenatchee School District already has in place such as the recent transition from “Remind Me” to “Bloomz '' to improve the process of having parents or guardians involved with their child’s education and extracurricular activities,

17

and make it more inclusive for English as a Second Language families I plan to engage with parents or guardians in-person before, during or after school following up with their students' academics and extracurricular activities, asking them what can be improved by the district to help them and their students

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

I am proud to be a part of a community that hosts numerous activities and events to endorse our students within the school district I believe there are many ways to continue to improve on how we can engage with our students and families in the community The district can continue on building stronger support for our students and community members by having additional hands-on learning events focusing on our high school and middle school youth in businesses or services in our local community Having this support for our Technological Center, providing additional resources for students to have the ability to meet with community members who currently work in the prospective field (construction, automotive, agriculture, food, beauty or healthcare) This opportunity helps the student build a community networking resource and build a long-term relationship with the business and community members and in the future will give back to our community.

18

Kendra Martin

What motivated you to run for School Board?

My motivation for running for school board stems from my desire to see Wenatchee School District become a leader in education in Washington State Our district has experienced quite a few trials and tribulations over the last four years Some of these obstacles and hurdles are common denominators across the state and nation, and some of them are very centrally located to our district and our community. I have worked for Wenatchee school District for the last seven years. I resigned at the end of August, because I felt that my strengths can better serve the district as a school board member rather than a staff member. As a

school

board

member, I will have an opportunity to ask questions, challenge, and support overall learning and education for all students in the district, as well as upholding and protecting and recognizing the diligent work that our staff members put in every day to provide those services for students.

Describe the role of a school board member.

A school board member’s primary responsibility is to hold the superintendent and school district leaders accountable to the responsibilities of maintaining commitment to our strategic plan. Additionally, the school board is responsible for supporting decisions that promote a safe and healthy educational environment while challenging decisions that don’t meet the needs of the overall student body of our district. From fiscal responsibility to curriculum to social emotional support, educating our students encompasses a wide spectrum of components to consider. However, we must not lose sight of academic rigor, as we navigate through the other components of learning.

What is the most important characteristic for an effective school board?

Simply put, I believe the most important characteristic for an effective school board is open communication. Open communication starts with laying the groundwork from the very beginning by establishing meeting norms. Establishing and agreeing upon norms allows everyone to feel included in the conversation and keeps us accountable to maintaining our focus on what’s important. Open communication also requires active listening skills. Everyone must come to the table, ready to learn from each other and collaborate respecting all ideas and opinions. It also means that we invite voices to the table We must hear from our community members, parents, students, and other stakeholders in order to get a full encompassing picture of what the issues are, and how to address them

How do you plan to involve parents and residents from your district in the decisionmaking process?

Parent and community involvement in decision making is an important aspect of making sure we are hearing the voices of our community and meeting the needs of our students to the best extent possible. In order to garner input and assistance with the decision making process all available tools should be considered From surveys to townhall meetings to regular school board meetings and community events

19

the school board has an opportunity to have a presence, and be known and visible through all of these avenues. Additionally, providing easy methods of contact and communication with the school board is critical to making sure that we are removing barriers in access to collaboration.

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

Our community encompasses, a wide variety of people from different backgrounds, educational and professional experiences. As we have already begun to do at the high school, we should continue to expand our efforts to invite these community members in for job shadowing opportunities, career fairs, mentoring, and tutoring services. While these opportunities and services are in full affect at the high school and growing every day, we must not forget that education starts in elementary school and even prior to that. Getting our community members involved with volunteering, educating, and bringing their experiences to our schools are critical component to connecting the community When the community feels connected, and our students feel connected in the community and recognize the school as part of that community, we promote healthy, positive interactions, which cultivate healthy positive relationships, and create an environment where the community feels safe and students feel safe within the community and at school

What motivated you to run for School Board?

K-12 EDUCATION is the INVESTMENT in HUMAN Capital on which THE FUTURE OF WENATCHEE depends. My board member mission is to use all my skills and effort to help guide the Wenatchee School District’s performance and improvement for ALL students

My priority when elected to the board in 2019 was for the board to achieve governance that is respectful and collegial, with open-minded and independent behavior that meets the standards expected of non-partisan office I believe that the sitting board reaches these objectives

Now, in 2023, the Wenatchee School District is led by a new Superintendent and all 5 board positions will be filled by election in November. I have been convinced that I am particularly equipped to provide useful continuity and stability to the district through these transitions. Finally it has been incredibly rewarding to work with and for students, Wenatchee School District employees, families, and our community partners. This gives me energy and motivation. I have the support of my family.

Describe the role of a school board member.

School board directors are not executives. That authority is held by the Superintendent. The members together are the non-partisan governing body accountable for oversight and guidance. Decisions are taken by the whole board, by consensus or majority vote.

I define my duties by the Oath of Office to promote the interests of education, to think open-mindedly with independence, tackle each question on merit and impartially, then act respectfully and collegially to achieve healthy board governance.

A single board member has no decision authority, but can serve as a catalyst and be a source of coaching, advice, and ideas

Essentially a board member works with and through others: fellow members of the board, where jointly completing the annual board self-assessment is a must-do team-building action; the Superintendent, teachers, administrators, and all 1100 school district employees where the task is to encourage high performance and know how to say thank you; students, families, and the wider community where listening is the essential responsibility After listening, respect the differing needs of all Be involved so that you are able to connect to student learning and the lives they lead

A good school director knows the job is to make us better together.

What is the most important characteristic for an effective school board?

The combination of characteristics is what matters. Each one adds power to the others, so there is no single most important characteristic.

School boards are collaborative bodies so my answers to the role of a good board member, if adopted by

21

the board as a whole, describe much of what is needed for an effective school board Act collegially to promote the interests of education

Much research has been done on what is needed for a successful board The characteristics that are most commonly identified make sense to me and are:

Focus on student achievement, have high expectations

Make sure the data you receive is good data and use it intelligently.

Relating to budgetary authority, match resources to needs.

Engage with the whole school district community. They are all partners, so foster a sense of belonging and mutual benefit. Include students and families, the superintendent, be supportive to the work needs and performance of employees, be open with community institutions as they interact with the school district. Accountability. Make sure that goals are clear and well defined.

The pandemic disrupted learning but also generated new educational methods and technology. Data has also been disturbed so needs calibration and careful interpretation. Data and student achievement are where to begin in terms of timing priority.

How do you plan to involve parents and residents from your district in the decisionmaking process?

What I do directly is a very small part of the involvement process. Wenatchee has many civic organizations which have pathways to provide input to decisions in different places and at different levels. Board decisions come at the end after accumulating input. What is critical is to make sure that input has access and flows freely.

Some input comes from people directly related to schools, like PTAs and school committees. Much more comes from the wide and diverse range of other social and economic interests which interface in variable ways with the school district.

I try to observe and pay attention to whether the whole system of pathways is healthy and 2-way exchange

is encouraged

Outward communication from the district to families and the wider community needs to be timely and transparent so that parents and residents have good information Feedback, which can be via a board member, needs to be secure with prompt forwarding to a responsive person Clear publication of policies, plans and goals helps to improve the quality of information

Opportunities for partnership, such as job shadowing, mentoring, and volunteering, reinforce involvement

By volunteering, listening, and sitting in with groups I am better able to understand and connect to all ages and many groups.

Citizen comment and surveys provide a formal mechanism. Modelling that community input is welcome, and inviting the community to participate is very important behavior.

22

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

I see this as 2-way with a common goal to motivate students by being relevant to their real world I normally reverse the question: How can the school district invite and welcome the community as partners? The school district’s part is to provide tools, information, and access

Start with kindergarten ready. Recommendations can be offered on ways to read with children, use mathematics in daily activities, prepare children socially for the classroom. Ideally parents will see the value of the effort to give their child a good start. If not, both sides will have to catch up. Next parent teacher conferences. Perhaps a grandparent or other mentor can substitute. Prepare beforehand. Definitely be welcoming and build a schedule that accommodates parents’ work obligations. Before and after 9th grade, make sure students’ credit and coursework graduation plans are good. Sponsorship or volunteer staffing for extra-curricular activities is invaluable, from individuals and group organizations. Come to school events: ticketed for revenue support or just to share the joy and uplift the students.

Career and technical education. Everything from job shadow and mentor opportunities, to technical advisors to students, to input of career advice for curriculum and practical experience programs

At the Skill Center and elsewhere, partnering in courses that offer professional certification

Contributing practical content for the High School and Beyond program, and demonstrating the importance not just of career planning but of students finding careers that are a good fit

Be a budget supporter

Tricia Cleek

What motivated you to run for School Board?

I was made aware of the current state of the Wenatchee School District after some friends told me about the Wenatchee School District Report Card on the Office of Superintendent of Public Instruction (OSPI) website. I couldn’t believe what I was seeing. The students in our school district are failing to meet standards in Math (71% failing), Science (65% failing), and Language Arts (54% failing). I am running for a position on the school board because I believe that we can change this!

Describe the role of a school board member.

The primary role of a school is to oversee the education of the students in the district. This means that the board members must work as a team to set goals and establish performance markers for student achievement. They must also monitor the performance of each school in the district and address any failures to meet the district performance standards. The school board establishes and implements policies for the school district that will ensure that the educational goals of the schools will be met. In addition, the school board is responsible for hiring the superintendent and overseeing the progress of the superintendent in his or her duties within the district.

The school board also controls the annual budget and oversees how the funds are allocated to best achieve district goals while maintaining transparency and accountability to taxpayers that their hardearned dollars are being invested wisely

The school board is responsible for approving the textbooks and curriculum that will be used in the district They also approve the school calendar for each school year, ensuring that there are sufficient days to meet the educational needs of the students in the district

All these tasks require collaboration and effective communication with fellow board members, parents, teachers, and community members to ensure that the schools in the district are the best they can be

What is the most important characteristic for an effective school board?

An effective school board will involve the local community in a shared vision of safe and effective schools that produce well educated students who are prepared to pursue their life goals. Because school boards are the primary link between the public schools and the community, a school board must be willing and able to communicate effectively and transparently with the community members. They must be able to work effectively as a team toward the shared goal of excellence in education for the students in the district.

How do you plan to involve parents and residents from your district in the decisionmaking process?

I am hoping to establish a regular (most likely monthly) open forum where parents, students, teachers, and community members can share their concerns, frustrations, thoughts, and ideas for improvement of our local schools I also hope to see much improvement in the attendance at school board meetings

24

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

There are many ways the Wenatchee community can help our local schools. At the grade school level, parents and community members can volunteer to listen to students read, serve as after-school tutors, volunteer time and resources for the classrooms. In the middle and upper grades, community members can serve as student mentors and tutors, also. At the high school level, community members can share about their profession in the classroom, provide opportunities for after-school jobs and/or job shadows for interested students.

Local businesses and organizations can sponsor athletic teams, and sponsor, promote and attend school performances and student events.

Because student absenteeism is a significant challenge in the local public schools, parents and teachers can collaborate with family friends/neighbors, etc. to ensure that students are attending classes and getting the help they need to be successful

At all grade levels, students, parents, and community members can show appreciation for the teachers who are daily working hard to educate our children!

These are only a few ideas from nearly endless options for communities and community members to get involved in their local schools to provide support and help students to be successful

25

Port Commissioner District 2 Janet “JC” Baldwin

What motivated you to run for Port Commissioner?

As I look back on nearly 3 terms of service as Port Commissioner, seeing the positive impacts of projects I have worked on is a big motivation for me to see things through.

What leadership traits, experience, and skills establish you as the best candidate?

Building a small business from the ground up, I learned to be adaptable, resilient, and how to lead my team through challenges and uncertainty. Experience serving on local and state boards has given me additional tools and experience needed to analyze complex situations, evaluate options, and make informed decisions under pressure I am humbled and honored to have been recognized by peers and organizations for building strong relationships, resolving conflicts, and inspiring and motivating others

What type of businesses should the CDRPA recruit to enhance the prosperity and quality of life for residents in Chelan and Douglas counties?

It’s important to focus on businesses that align with our community’s goals, values, and economic development strategies. Considerations include: 1) job creation – in the form of family wage jobs, 2) industries compatible with our infrastructure, resources, and expertise, 3) Companies that promote innovation, research, and development, 4) Companies that actively engage in the community, support local initiatives, promote diversity and inclusion, and that will have a positive impact on our overall quality of life.

What current

CDRPA Economic Development activities are urgent priorities?

The CDRPA is focused on several high priority activities, but I believe that Pangborn Memorial Airport is the most important factor in the continued economic growth for north central Washington. Our regional airport serves as a catalyst for tourism, trade and business investment boosts local economies and creates job opportunities It’s why we continue to invest in airport improvements The CDRPA is actively engaged with the airlines in addressing existing pilot shortages while continuing to explore new markets and airline partnerships

What do you believe is the greatest obstacle to economic growth in Chelan and Douglas counties?

Housing. Adequate and affordable housing is a fundamental component of a thriving economy. Addressing the housing challenge requires a multi-faceted approach involving collaboration between governments, private sector stakeholders, and community organization I believe the CDRPA has a role to play in the facilitation of these conversations

26

Doug Miller

What motivated you to run for Port Commissioner?

I became a pilot and have utilized our airport facilities on several occasions since 2008. I am running for office this term to offer this expertise as a community leader and current user of our public airports With the combined regional port, approved by the voters, the airports have become more expensive to operate and have fewer daily airline flights I am also a former port employee, with experience in airport operation

As a regional airline pilot, I recognized many challenges facing our airports The difficulties of travel with only one air carrier, occasional poor weather, and limited daily flight schedules have negatively impacted the business

travel options. I want to hear from our Port Commissioners and staff, how they contribute to an airport schedule expansion and improved customer service.

What leadership traits, experience, and skills establish you as the best candidate?

I served as a City Council member in Wenatchee during some of our best and worst economic years since 2000. I voted regularly against proposals that put our City at risk of financial hardships and reduced core services to the business community. I have participated in elected board decisions that benefited our school system as a Wenatchee school board member I am retired now, having served as Assistant Fire Chief and Fire Commissioner, with over 33 years of service Born in Wenatchee, I have been privileged to live here in Chelan County and travel throughout our region

I opened my own wireless communications business in 1988, having come from a background of family run small businesses My parents owned Mid-State Electronics (Later United Radio Supply) on Wenatchee Avenue, where I learned as a young man the value hard work, meeting goals, setting expectations, and providing great customer service

My father was an orchardist and worked in sales. My first job was climbing a ladder and picking fruit during the Summer break from school up on Red Apple Road. I recognize the important role the Port will play in our future agricultural growth. Partnerships with our major industries, like commercial agriculture are critical.

What type of businesses should the CDRPA recruit to enhance the prosperity and quality of life for residents in Chelan and Douglas counties?

The airline industry has identified a number of problems impacting air travel, with the pilot shortage often on the top of the list Our area is very well suited to hosting a flight academy at Pangborn Memorial or any of the four Port supported airport facilities, currently offering suitable runways Data storage facility built to promote artificial intelligence advances and training center for an

educated workforce

The trucking industry (including commercial agriculture) is hampered with a driver shortage This region would benefit from a fully accredited commercial driving academy operating from land currently owned by the Regional Port

27

Three staff positions at the Regional Port are focused on identifying partners for overall economic benefit to the Region through Port funded employment. I envision a scenario where they will individually have benchmarks, strive to bring in proposals, lease options, and revenue projections to the manager, for presentation at regular board meetings on a monthly basis.

What current CDRPA Economic Development activities are urgent priorities?

Malaga Community Land development and sale

CTC vacant space

Explore parcel sales in Malaga and Cashmere.

Establish fully funded improvements in cooperation with City of Chelan for long term use of the Chelan Airport.

What do you believe is the greatest obstacle to economic growth in Chelan and Douglas counties?

Interstate highway system access and limited travel capacity on two lane roads

28

Port Commissioner District 3

Richard DeRock

What motivated you to run for Port Commissioner?

I decided to run because I thought I could make a difference in the effort to restore and expand commercial flight services at Pangborn. I’ve believed that better service options are critical for our long term economic success.

What leadership traits, experience, and skills establish you as the best candidate?

My 21 years in the Valley has demonstrated my creativity and vision in my roles as the Link Transit CEO, a member of the Chelan Douglas Transportation Council and a past board member and President of the Chamber My ongoing leadership with Rotary is also a strong indicator of my leadership

What type of businesses should the CDRPA recruit to enhance the prosperity and quality of life for residents in Chelan and Douglas counties?

Our area needs more employers that provide family wage jobs and benefits, particularly for recent high school and college graduates We want to make sure we can provide opportunities for children to succeed Employers that represent growing industries with the potential to provide long term stable employment are vital to attract

What current CDRPA Economic Development activities are urgent priorities?

The most vital issue currently is facilitating the successful integration of Microsoft and other data centers into the fabric of our community. The potential benefit of these businesses is extraordinary as long as work to ensure that a broad swath of our community shares in the benefits.

What do you believe is the greatest obstacle to economic growth in Chelan and Douglas counties?

Clearly our housing situation is something that limits our ability to show that we have a trained and capable workforce. Similarly, the lack of childcare options is also limiting our workforce. Employers won’t come if we don’t have good employee candidates.

29

Port Commissioner District 3

Mark Spurgeon

What motivated you to run for Port Commissioner?

I’ve served three terms as a Port Commissioner and believe it’s my opportunity to give back to the region.

What leadership traits, experience, and skills establish you as the best candidate?

Ability to listen to all constituents, recognizing they have broadly different points of view. My professional career required me to listen and make decisions based on what was best for the entire group as a whole.

What type of businesses should the CDRPA recruit to enhance the prosperity and quality of life for residents in Chelan and Douglas counties?

We’re interested in businesses that will be sustainable, provide family wage jobs, and positively contribute to the region

What current CDRPA Economic Development activities are urgent priorities?

Transportation remains an urgent priority for the region’s economy whether by land or air. This is especially important given that our region is one of eight major regions in the United States that does not sit on an Interstate. Likewise, it’s important to plan for future infrastructure and to be technologically fluent for businesses. Recruiting good, skilled employees is always an important part of economic development.

What do you believe is the greatest obstacle to economic growth in Chelan and Douglas counties?

Transportation, both by land and air, remain a challenge for us. Likewise recruiting and maintaining a skilled, dependable, and knowledgeable workforce is required for economic development

Chelan County Assessor

Wes Cornelius

What motivated you to run for Chelan County Assessor?

When our former assessor, Deanna Walter, stepped down to become the director of community development for the county, I knew the best decision that I could make for our team in the assessor ' s office as well as the property owners of Chelan County was to run for office. The driving force behind my desire to serve as your county assessor has been part of my life’s journey, which began straight after high school with my service to our country in the US Army. My career after the Army led me to serve the property owners of our county through the real estate industry and my time in the assessor ' s office For the past 12 years, Deanna and I have worked side by side in our

commitment to keep the office transparent and available to the public We have worked hard to cultivate an environment in which our team continues to provide our property owners with exceptional customer service while also continuing to improve and update our assessor data for accuracy to ensure fair and equitable assessments. I am dedicated and committed to ensuring that the assessor ’ s office continues to provide every property owner with the opportunity to become involved and engaged in the assessment process by continuing to disseminate accurate information and respond to concerns and questions.

What leadership traits, experience, and skills establish you as the best candidate?

Knowledge and experience in all aspects of the office are extremely important, as you want a county assessor that not only understands the appraisal process but also market sales analysis, the levy process for calculating your property taxes, and exemption programs, just to name a few of the responsibilities of your assessor. This responsibility requires an experienced leader who has a strong understanding of Washington law, strong mathematical and analytical skills, and the ability to work well with every tax district and the state to ensure that assessments and calculations are accurate. I have over 36 years of assessment-related experience, with the first 20 years of my career working my way from a real estate agent to a broker in the real estate industry I joined the assessor ’ s office in 2007, where I started as a residential appraiser and worked my way up to Chief Deputy before the County Commissioners appointed me as assessor this April I am a consistent, fair, and trusted leader who has the knowledge and skills to ensure that our office continues to be available, transparent, and provides the courteous and thorough customer service that our property owners have come to expect I will continue to work with other elected officials and our legislature when they propose legislation that would raise property taxes or implement new exemption programs that will result in our property owners paying more in property taxes.

31

How do you ensure that assessments are fair and equitable across different types of properties?

The best way to ensure that assessments are fair and equitable is to make sure that our assessor data for each property is accurate We physically inspect a fourth of the county every year to ensure that our assessment data is current Washington law requires the assessor to value all taxable property at 100% of its true and fair market value in terms of money, according to the highest and best use of the property Fair market value is the price most people would pay for your property in its present condition We statistically update all taxable properties using adjustments derived from the analysis of recent sale data for comparable properties within a neighborhood or area to establish the fair market value for that area. This sales analysis dictates the statistical adjustments for different types of properties, which we typically identify as personal, residential, commercial/industrial. Residential properties are typically valued using market sales analysis, while most commercial/industrial properties are valued using the income approach by analyzing the property’s value based on its capacity to generate revenue for the owner. By Washington law, our office is required to use sale data from the previous year to set the fair market value for your property’s current assessed value, which is set on January 1st.

How do you handle situations where property owners disagree with their assessment?

Information is knowledge, and I encourage all property owners to get in touch with our office to review the valuation of their property anytime they may have a question or concern regarding their assessed property value or the property tax system You can call our office at (509) 667-6365, visit us in person at the courthouse, or send us an email at assessor@co chelan wa us Our team will go over the details of the property to verify that our assessment records are accurate, explain how the market sales analysis was conducted, and go over the sales that we used for market adjustments to derive your assessed value If our team discovers an error in our data, we will correct your assessed value and can go back three years if the error existed then Manifest errors allow us to make corrections without a hearing If, after consulting with our team, you still believe that your assessed value does not reflect market value, you may file an appeal with the Chelan County Board of Equalization (BOE) by July 1st or within 30 days of the mailing of the Notice of Value to petition for a hearing.

32

Explain the importance of uniformity in property assessments.

Chelan County has been revaluing all properties on an annual basis since 2010 to reflect current market values for tax purposes Prior to this, we were only reviewing a fourth of the county annually, which meant that three-quarters of the county was not revalued and did not reflect the current market conditions An annual revaluation of all areas of the county ensures uniformity, equity, and predictability with your assessed property value Uniformity in property assessments ensures that tax responsibility is distributed more equitably among our property owners, as the assessed value of your property determines the share of the property taxes for which you will be responsible. An annual revaluation means that all properties are reviewed annually, so all property owners pay a more equitable share in each tax year. This is particularly important for the state school levy and other countywide levies. Uniformity in property assessments also creates predictability because property owners and taxing districts know what to expect. The intent of an annual revaluation is to reduce the large fluctuations in assessed values that sometimes result from a multi-year cycle. Changes in assessed value should be predictable; however, in a rapidly changing market, it makes the valuation process more sensitive to highs and lows, contrary to the legislature's intent.

33

Mark C. Miller

What motivated you to run for Chelan County Assessor?

I am honored to be running for County Assessor mainly to fill a leadership void. I was motivated by people inside and outside the office encouraging me to run to fill that void. I want to serve my community and have a positive impact on it. I want to make the Assessor’s office even more transparent and accessible to all taxpayers. I will work to minimize any excessive tax burdens. I want to ensure fair and accurate property assessments and to make them understandable to all taxpayers. I want to promote more office collaboration and some cross training that will lead to a better experience for the public when contacting the Assessor’s office. I will have an open-door policy for the public and staff.

What leadership traits, experience, and skills establish you as the best candidate?

I have been with the assessor ’ s office for over 11 years as a property appraiser and have found that my Bachelor’s Degree in Public Relations has been an asset in building relationships with the community I serve. First and foremost, I am a good listener who is respectful of others opinions and is willing to encourage active dialog with the public. I know that excellent customer service is paramount to establishing trust with county taxpayers. Traits that I have built as an experienced leader in the office include a high level of ethical adherence, problem solving, adaptability to changing priorities and customer needs, attention to detail, and finally clear communication and guidance within the office I will grow the professional development opportunities for staff with both ongoing education and enhancing networking with other counties to help Chelan County establish best practices and streamlined procedures I will build on the individual strengths within the department and enhance stronger collaboration of the team

How do you ensure that assessments are fair and equitable across different types of properties?

Ensuring fair and equitable assessments is achieved by using consistent assessing methods, regular revaluation (current state law is annually), maintaining accurate property data, using comparable sales analysis to determine fair market value, and having a transparent assessment process that is accessible to all taxpayers so that they may have a better understanding of how their assessment is determined. Consideration of adjustments that may affect properties differently such as environmental issues, zoning or any other unique features based on clear criteria should be evaluated. Continually reviewing our methods and processes and adjusting as necessary is also important to maintain fairness and equity.

34

How do you handle situations where property owners disagree with their assessment?

I believe in being respectful, transparent, and objective with any customer who has questions or concerns regarding their assessment I would start by listening to the property owner, then reviewing the appraisal with them, which would allow me to provide clear information to make sure they understand the assessment process If the property owner still disagreed or had concerns about their valuation, I would discuss next steps which could include either a reassessment request, or an appeal (which includes mediation with the Board of Equalization).

Anytime there is a concern or question I believe it allows for continuous improvements to help reduce errors and disputes in the future. Our office would welcome questions and concerns and will always provide transparent communication.

Explain the importance of uniformity in property assessments.

Maintaining uniformity and good internal communication within the Assessors Department ensures that similar properties are assessed and taxed in a consistent, fair manner. Uniformity in property appraisal is vital for maintaining fairness, equity, and predictability in the property tax system. When property assessments are uniform it supports revenue generation, reduces disputes, fosters market confidence, and ensures compliance with legal requirements This gives taxpayers peace of mind that they are only paying their fair share of taxes that benefit us by paying for schools, public safety, and infrastructure

35

East Wenatchee Mayor

DOUGLAS COUNTY

What motivated you to run for Mayor?

Four years ago I decided to run for Mayor of East Wenatchee because I believed my community connections and desire for a strong city representation in the region was the next best opportunity for the community. Over the last 4 years, in coordination with our Chief of Police, we ' ve made many improvements to the police department including moving the police into a larger, more efficient building, adding two School Resource Officers, equipping all officers with body cameras, piloting the BlueBridge program, and beginning the accreditation process. We have a strong, community focused police department that is committed to public safety and the health of our community.

Since becoming Mayor, we ' ve received millions of dollars in transportation grants and have already made significant improvements such as sidewalks near schools, better street lighting, stormwater repairs, and complete reconstruction of some roads

We have also found new opportunities to partner with other jurisdictions to streamline processes and offer consistency in the region such as building codes and application processes We've partnered with the City of Wenatchee to help those experiencing homelessness and we partner with all area law enforcement to maximize training opportunities We now also work together with the Regional Port Authority to offer a new, popular event, Pangborn's Festival of Flight.

Together with the City Council, we developed a strategic plan that drives our priorities and focus for the community. During my next term as Mayor, I'm looking forward to accomplishing more of the goals we ' ve set out to do and to continue to build on our partnerships.

What leadership traits, experience, and skills establish you as the best candidate?

Prior to becoming Mayor, I facilitated and coordinated Community Leadership Wenatchee Valley program for 20 years This helped me to see the potential in every person in our valley I believe everyone is a leader in our community in some shape or another and my goal is to tap into all of those skills for the benefit of our region As Mayor, I seek to bring people together to solve problems, share ideas, and develop programs and services that meet the needs of our community

I served 4 years on the East Wenatchee City Council prior to becoming Mayor Previously I was Deputy Director of the Wenatchee Valley Chamber of Commerce and I have served on many boards over the years as well as volunteering for multiple programs and projects.

36

What is the biggest issue facing your constituents?

Housing is definitely a major focus right now. The City of East Wenatchee is partnering with Wenatchee on Accessory Dwelling Unit options to make it more affordable We are also offering incentives for affordable housing and streamlining the building process to make it easier to get housing units built for individuals and families

Rising crime rates such as car thefts and retail theft across the state is also a concern and our police department is finding creative opportunities to work around some of the police restrictions that have been put in place by the State recently There is also a heavy focus on drug use in our community and finding ways to keep drugs out of our community

Another area of concern for the city is revenues are not keeping pace with expenses. Since the COVID pandemic, prices for materials has increased way beyond our sales tax and property tax. We strive to increase efficiencies and will continue to maximize our partnerships to share expenses and expand our services.

How will you influence or affect policies and regulations to attract and expediate new businesses, plus boost existing businesses?

As a small City, we are able to offer individualized attention to business needs. City staff is knowledgeable of opportunities, resources, and ideas to help current businesses or new business prospects. Our partnership with the NCW Economic Development District, NCW Tech Alliance, and the Regional Port is because we desire to have a strong economic base in East Wenatchee We will continue to work with our businesses to help them be successful and to encourage new business growth

How will you measure

your

success leading the City of East Wenatchee?

Many times, success is measured by how people feel. Do they feel safe, protected, and healthy? Are they able to live a comfortable quality of life? Do their kids have parks to play in and have safe sidewalks to get to school? Is homelessness rare? Are there programs and services readily available and easy to access?

Many of these services are outlined in our strategic plan and goals will be tracked and measured to make sure we continue to reach those targets.

What is the biggest issue or opportunity facing your constituents?

Biggest Issue: I believe one of the biggest issues for the City of East Wenatchee, and the entire Wenatchee Valley, is affordable housing. While there is progress in building more units, homes and apartments are still being priced at current market rates. The median home price in July 2023 was $450,000, lower than last year but still out of reach. The median income for the Valley hovers around $65,000, which is down from 2020. People who live in our community do not have a median income to support current market rates.

Greatest Opportunity: Since I have been a council member, the administration has focused on building relationships – with the School Board, East Wenatchee Water and Douglas County Sewer, Douglas PUD, Douglas County, City of Wenatchee, Eastmont Parks and Recreation District – all of which have greatly enhanced our ability to move forward and save costs on projects for all of us We have added 2 School Resource officers for the Eastmont School district which not only builds a relationship with the City but with the students and faculty at the schools We are continuing to enhance these relationships We have an opportunity to build more Working together in relationship we can accomplish much more

Civic engagement and transparency are key aspects of effective governance. How will you encourage community participation in decision making processes and ensure that residents are well – informed about city policies, projects, and developments?

One of our City Values is Transparency. We want to operate and manage in an open and transparent atmosphere. All our City Council meetings are open to the public. Anyone can come and listen to what is going on, the issues we are having and actions we are taking.

We have a Public Comment period in every meeting; constituents may come and speak to the council about their issues or concerns, items not on the agenda. Of course, the public can always speak about items on the agenda when discussed Since COVID, these meetings are also held through Zoom and all meetings are recorded and posted on our website after each meeting

Any actions taken, such as approving the budget, change in city code, new ordinances can be found on our website

There are actions that require a public hearing at which the community is always welcome The times for these are posted on our website, through notices in the newspaper and posted on City Hall’s front doors

We have enhanced our social media presence using Facebook, Instagram, City notifications Our Police Department also has a Facebook and Instagram Page

One thing I did initially – before becoming a council member – was to sign up for notifications for the City Clerk, public works, city events, police, agendas, council meetings. I encourage all our citizens to do this as it keeps one abreast of what is happening in the city.

When major projects are taking place a specific notice for that project is sent to all those who may be affected.

With the evolving landscape of technology and business practices, how do you envision adapting the city’s regulations to encourage, simplify and support innovation and entrepreneurship?

We currently participate in economic development planning with others by participating in the North Central Washington Economic Development District and other agencies that foster economic development in the region. We have also taken the community’s input through Our Valley Our Future and are working towards streamlining our services to align with other jurisdictions for a consistent process for our community.

Our technology has been upgraded – it was necessary during COVID – so that we could continue to connect with our constituents/businesses when City Hall had to be closed This now allows us to continue using the technology for all connectivity whenever it is needed

We have enhanced our systems so citizens can reach other agency websites from ours – East Wenatchee Library, Eastmont Metro Parks and Recreation, Online Services, East Wenatchee Water, Douglas County Sewer, Waste Management, WV Chamber of Commerce, Misawa Sister City and more This access helps businesses as well There are many forms that can now be completed online

A current project development is the Trades District at the Chelan-Douglas Port Authority This is specifically focused on entrepreneurs who need a place to get started - focused on workshops for metal/woodworking/cabinets; specialty trades - HVAC/electrical/plumbing/contractors; and production businesses - bakeries/microbreweries/wineries.

What motivated you to run for School Board?

I have 3 students in the Eastmont school district, and they are a major factor in my motivation But bigger than that is my belief in the impact that great schools have on a community as a whole. I believe that one of the best ways to make a positive difference in our community is to ensure that we have high quality education for our young people.

Describe the role of a school board member.

I have learned so much over my first term, through both experience and training And while I don’t think one ever stops learning the intricacies

involved in education or public service, I have come to a better understanding than I started with I believe a board member’s role and responsibility is to set the expectations of excellence and respect in the district We do this through policy and setting district priorities It is our responsibility to ensure student success and responsible use of stakeholder resources though oversight and involvement in the district I also believe that it is the board member’s responsibility to advocate for the needs and rights of our students, staff, and community. That is why I have worked as part of the state school director’s legislative committee to advocate on a state level for our community.

What is the most important characteristic for an effective school board?

Communication and listening First the board must be willing to listen to understand rather than to respond. Then the board must be able to communicate with, and between the community stakeholders, parents, students, staff, administration, each other, and legislators.

How do you plan to involve parents and residents from your district in the decisionmaking process?

The stakeholders in our community are imperative to the success of the school district. As a board member, and collectively with the board, it is my job to seek out and respond to the feedback we receive from the community. While I highly encourage everyone to attend board meetings, send emails, and make phone calls. I also work to stay active in the community to gain feedback. On a larger scale, I see our failed bond measure as part of a larger conversation with the community. The board brought what we thought we had heard the community wanted to the community for a vote The community responded We got it wrong I am hopeful that as the district and board use new tools, such as Thought Exchange, we will continue to gain a better understanding of what the community is looking for It is this community involvement, and back and forth discussion, using all our resources, that will keep the community involved

Community support is a shared characteristic of high performing schools. How can the community support the school district and deliver students a positive, inspiring, and uplifting environment?

Community support is so important! I believe the most valuable thing any of us have is time We can give of our time by attending student games, events, plays, carnivals, or volunteering at the schools We can just as importantly give of our time by slowing down driving through school zones, reading the district newsletter, and voting. Each role is a vital part of building a community of positive support for our community.
