VOTED ON BY RESIDENTS OF DOUGLAS COUNTY
Thanks to past community support, the Eastmont School District has numerous outstanding school facilities. In 2016, voters passed a 6 year Capital Levy that added cafeterias and 20 additional classrooms divided between Cascade, Lee, Kenroy and Rock Island Elementary Schools, as well as replaced Eastmont High School’s baseball restrooms. The work in Phase 1 is coming to a close, and it is time to consider the last phase of our current facilities plan.
The goals for Phase 2 that are included in Proposition No 1 Bonds to Improve Safety and Expand and Renovate School Facilities are:
Improvements to enhance safety and security, tending to district wide infrastructure, and critical building repairs. Examples are: eliminating outdoor ‘hallways’ at Cascade and Kenroy Elementary Schools, creating secure entry vestibules at every school that does not currently have one, providing video cameras at entrances, and selectively upgrading paving, fencing, and doorway access control hardware.
Eliminating our reliance on inefficient portable classrooms at Cascade, Kenroy, Lee Elementary Schools and at Sterling Junior High School. After using our portables to help with the staging of students while construction is ongoing, the portables will be replaced by new classrooms that will be connected to the rest of the school. The work at these four sites will also include replacing, expanding, renovating, improving and upgrading playfields, parking, student pickup/drop off areas. Expand Sterling Junior High School, including constructing permanent classrooms to replace existing portable classrooms; constructing additional locker rooms and weight room; expanding parking and student pickup/drop off areas
Enhancing our aging athletic complex at Eastmont High School Students’ physical safety will be safeguarded by the replacement of the track, upgrades to the football field, soccer field, tennis courts and the addition of softball fields The track at Eastmont Junior High will also be repaired and resurfaced
Relocation and building of a transportation and maintenance facility on land already owned by the school district, at the intersection of Grant Road and North Perry Avenue.
You may wonder, ‘Why now?’ We know that there is never a great time to ask our voters for money, and we take this responsibility to heart We believe that this timing makes sense because construction costs escalate the longer we wait, the physical safety of our students and staff cannot wait, we are ensuring that we have the capacity for more students as new businesses come to the Valley, and the state will give us an additional $14 million in construction match to get this work done
The Eastmont community has a legacy of looking out for its children. We thank you for your support of our past proposals. Please visit our website at www.eastmont206.org or call for an appointment (509) 884 7169, if you have additional questions.

What policies, processes, programs or services will you champion?
Some of my concerns include: public safety, medicaid reimbursement rates (especially for rural healthcare providers), forest health management, ensuring local governments are provided resources for fulfilling the expectations of the State, focusing on infrastructure improvement, and dealing with our housing shortage and affordability. There are more areas of focus but we also need to live within our financial means and not burden our constituents with more taxation.

What policies, processes, programs or services will you champion?
I will be working to fix the police reform bills that denied law enforcement the ability to purse criminal activity. Washington Cares Act or long term care policy will be reinstated in 2023. I will be working to end that failed policy. In addition, 2023 will bring the low carbon fuel standard that will raise our gas prices tremendously and be supplied by slave labor and rainforest deforestation. I will be working to end that policy. I hope to reduce sale taxes 1% and give our small businesses relief in the form of B&O tax reduction. Finally, put the control of education back to the parents.
Lonny Ray Williams
How long have you lived in Chelan/Douglas County?
I reside in Ferry County and have lived there going on six years. I have called Washington home since I was Honorably Discharged from Active duty in 1994. I have six children, two stepchildren, three grandchildren, and my wife and family currently homestead north of Republic. We raise pigs and other small livestock and engage in light farming. My wife and I produce The Pamphlet, a monthly publication about our true histor and how it applies today. Washingtons 7th Legislative District covers all or part of seven counties. Ferry County is relatively central to the district and my location ensures that I am strategically positioned to service the whole district.
What is your current occupation and educational background, and how will that benefit your potential elected role?
I am currently the lead author, publisher, and editor of The Pamphlet. A publication that requires extensive research into our founding era as a nation with a keen focus on rights and responsibilities. I will bring back True Representation and Real Leadership demonstrated by our Founding Fathers. I have dedicated large sections of my life to public service and have extensive business experience. Through that time, I acquired extensive experience working with the Executive Branch, Congressional and Legislative offices in the U.S. Army Presidential Honor Guard at Fort Myer, Virginia, at the Military District of Washington Emergency Operations Center in Fort McNair, Washington DC.
On the federal level I was the Executive Office Manager for the Republican Presidential Appointed Regional Administrator for Region 10 in the USEPA, which covered Washington, Oregon, Idaho and Alaska Executive Office Manager for the Superfund and Emergency Management Division, USEPA I also served as a federal employee in the Department of the Interior and Department of Commerce
6
In business I have extensive experience in the service and transportation industries as well as a background in construction Most of my positions were high stress results oriented positions and many involved national security and or emergency management in crisis situations I served in the US Army Infantry in an Air Assault Recon unit and have extensive agricultural experience from my upbringing and current endeavors I have four years advanced education in business and project management and on the job training as well
What professional experience do you have that qualifies you for the office you are seeking?
In my various capacities listed previously I worked extensively with elected officials throughout various branches of Federal and State government. I also have significant experience in management in the service, transportation, moving, and storage industries and have experience in construction as well.
My diverse field of training and experience along with my agricultural upbringing and lifestyle ensure that I am better able to connect with the diverse population within the Seventh Legislative District and represent their needs I am keenly aware of the regressive tax system and bureaucracy that is destroying our businesses, farms, and families and I know how to fix it
My unique skills and experience in business along with my service in government allows me the insight necessary to push back against aristocratic supremacy of the techno oligarchs while supporting common sense solutions for startups and middle class businesses and farms.
Why did you decide to run for office and what goals or objectives do you seek to accomplish in that role?
When thousands of Washingtonians were losing their jobs over private medical decisions, my representative stood by and did nothing I stand up for those people who exercised their liberty
When tens of thousands of parents pulled their children out of public schools because they found out about the radical racial indoctrination, social justice programming, and sexualization of our children, my representative voted to fund those empty seats in school I stand for the protection of children and the rights of parents to raise their children without government, educational, and medical oversight
When hundreds of thousands of parents, clamor for education options other than our failing radicalized public schools my representative passed an Outdoor School for All bill that provided no access to funds for anyone except the radial institutions that have been failing to properly educate our children. I will reroute the eighteen thousand dollars per student to parents, they can decide to educate their children in public, private, charter, co op or home school environment. Funding will follow the student not the building.
7
While thousands of businesses and farmers have suffered tyrannical fines nd the loss of their livelihood my representative stood by and did nothing. it does not take a bill in Olympia to get something done and it doesn't take a title to make a leader. I have been standing by the people and doing all that I can to teach the values of self sufficiency to weather the storm. I'm running for True Representation and Real Leadership.
What policies, processes, programs or services will you champion?
My number one goal is to enshrine the right of parents to raise their children in their own way without government intervention. We once held these truths to be self evident, yet radical Cheney Republicans and Socialist in the Democratic party are colluding to keep power over your children. I will enshrine your right b ensuring that your right to be the primary stakeholder in your children's lives in enshrined into law.
My second priority is to ensure that education dollars follow students and not failing institutions By ensuring that parents get to decide how best to educate their children we ill see a revitalization in the quality and diversity of education to fuel our future economy with students that have had access to the highest quality of education available and break the stranglehold that external organizations have on our education system
My third priority is to ensure that we make it through the current economic collapse and food shortages that are just beginning to take hold We have all heard the warnings, but current leadership is apathetic at doing anything about it We need to encourage everyone who is able, to plant berries, herbs, vegetable gardens to lessen the impact of supply line problems. In addition, small manageable livestock ensure a reserve source of protein. We need to organize local meetings with citizens, farmers, and ranchers to ensure that we will be able to maintain our agricultural critical infrastructure and at least ensure that we can feed our own people.

U.S. Representative District 4
Dan Newhouse
How long have you lived in Chelan/Douglas County?
I am a lifelong resident of Central Washington. I am a third generation Yakima Valley farmer from Sunnyside, I served as a state representative in Olympia for eight years, and then as the Washington State Director of Agriculture for four years. I have now represented the fourth congressional district, which includes Douglas County, for the past eight years.
What is your current occupation and educational background, and how will that benefit your potential elected role?
I currently serve as the U.S. Congressman for the Fourth District, and I am also a farmer and small business owner. I have a Bachelor’s Degree in Agricultural
Economics from Washington State University, and I am a graduate of the Agriculture and Forestry Leadership Program. Having served in Congress for eight years on various committees including the Agriculture Committee, the Natural Resources Committee, the Rules Committee, and the Appropriations Committee, I have gained critical knowledge on various policy issues and developed an even deeper understanding of budgeting and the appropriations process. I currently serve on the Appropriations Committee, the House's most powerful committee, which allows me to help protect taxpayer funds from being spent wastefully and support important Central Washington priorities such as agriculture, water storage, wildfire prevention, Hanford cleanup, the Pacific Northwest National Laboratory, and the Yakima Training Center
What professional experience do you have that qualifies you for the office you are seeking?
My life and professional experiences have given me the knowledge to understand the unique issues of Central Washington, because these issues are my issues: I've run a business, provided jobs, navigated through endless red tape, and served as a wise steward of our lands. Agriculture is the driver of our economy in Central Washington, and I am one of only about a dozen farmers in Congress. I believe it’s critical that we send a representative to Congress who understands our area and way of life.
Why did you decide to run for office and what goals or objectives do you seek to accomplish in that role?
I first ran for Congress because I believe unelected and unaccountable bureaucrats thousands of miles away, who do not understand the unique agriculture of the Pacific Northwest, shouldn’t be able to tell me how to run my farm, and they shouldn’t tell you how to run your business, either. In addition to eliminating job killing regulations, there are many other issues in Central Washington that I am working to solve.
9
For example, Congress must reform our broken immigration system, and I have advocated for immigration solutions that secure our southern border and keep American communities safe, humanely deal with the undocumented immigrant population currently living in the United States, and overhaul the H 2A program and create a lasting, legal, and reliable workforce solution for American agriculture. Other objectives of mine include eliminating the Death Tax and cutting taxes for the middle class, promoting sound fiscal policies that foster a healthy economy and business climate, advancing water storage solutions for our agriculture industry, and protecting the American Dream for generations to come
What policies, processes, programs, or services will you champion?
Right now, Americans’ number one concern is how to make ends meet and afford gas, heat their homes, and provide the proper nutrition for their families The Consumer Price Index was up by 8 3% year over year in August Food prices alone have risen by more than 13 5% from last year, according to the Bureau of Labor Statistics Inflation is a direct result of high transportation costs driven by high fuel prices, and it has been further exacerbated by the federal government, under one party rule, spending too much money and pumping too many dollars into the economy To lower inflation, we need to restore American energy independence to increase the supply of energy and lower its cost That’s why I introduced the Gas Prices Relief Act, which would prohibit the Biden Administration from enacting any new regulations that decrease production of domestic oil, gas or biofuels; increase gas prices; or negatively impact domestic energy production, domestic electricity generation, transmission of fuel or electricity, infrastructure development, or transportation fuels. I also introduced the Make Energy Affordable Act which, would require the Biden Administration to submit a report to Congress detailing how federal government actions and policies have created this crisis, a list of actions the federal government is taking now to address the spiking energy prices and shortages, and their long term plan to address rising energy prices that considers all energy sources, regulatory and permitting reforms, and ensures U.S. energy independence. By supporting the many American energy producers that we already have with an emphasis on baseload energy resources we can provide the energy our communities need all year long, lower energy costs, and in turn, make basic goods affordable for our families once more I am also working to advance my legislation to prohibit the Chinese Communist Party, and any of its affiliated investors, from purchasing anymore American farmland Chinese government officials have publicly stated their intentions to buy U S agricultural land, and their holdings have increased tenfold over the last decade This is an obvious food security and national security threat, and it must be stopped I am very encouraged that my bill got unanimous, bipartisan support in the House Appropriations Committee, and I am continuing to educate my colleagues in the House and Senate on the seriousness of this issue so we can get my bill signed into law. We cannot allow our adversaries to gain a foothold in our domestic food supply.
10
I will also continue to support our law enforcement officers and work to provide them the resources they need to keep our communities safe Law enforcement officers often put on their uniforms to respond to a number of different situations with no guarantee they will return home safely They take an oath to protect and defend their communities, and they do so with pride I am constantly in awe of the work these men and women are doing to engage with families in need, at risk children and students, and individuals in danger They do all of this with the goal of making our Central Washington communities a better, safer place to live and work, and for that, I am grateful.
And as your Congressman and Chairman of the Congressional Western Caucus, a group of 80 Members of Congress from across the United States who advocate for sound, commonsense policies that benefit rural America, I will never stop fighting to protect the Snake River Dams. We should not only reject calls to destroy our existing infrastructure, but we should be expanding the use of hydropower throughout the United States. Highlighting its benefits and encouraging its expansion have been a large focus of mine as the Chairman of the Congressional Western Caucus.
Doug White
How long have you lived in Chelan County?
Although I have not lived in Chelan or Douglas County, I was born and raised in Yakima My family has farmed Central Washington across four generations My family is like many others in central washington My great grandparents worked the railroad and raised hops My grandparents were fruit and cattle ranchers Dad retired from Hanford as a union pipefitter and my brother from the navy
What is your current occupation and educational background?
I graduated from West Valley High School in Yakima, and when I wasn’t in school, I worked on the family farm and orchard I picked lots of fruit I attended Yakima
Valley College and Western Washington University where I earned a degree in Psychology I worked on the NASA Ames project for Apple Computers My career was international business, technology and data science Working overseas as a global project manager gave me unique perspectives and powerful skills Learning how to quickly find common ground among people with different backgrounds and agendas will enable me to moderate the shifting currents in Congress I currently work the family farm in Yakima and own a Farm2Table restaurant
11
What professional experience do you have that qualifies you for the office you are seeking?
My experience in global business gives me unique qualifications for this role. I have a clear and keen understanding of global dynamics, particularly China, and how to increase our access to foreign markets which is greatly needed by our farmers. My technology background provides me the education to fully appreciate PNNL, Energy Northwest and our expansion into sustainable energy. We need to invest in our infrastructure, return manufacturing and expand our economy so that we have a tax base that will take care of the problems that damage our communities such as violence, housing, healthcare and drugs
Why did you decide to run for office and what goals or objectives do you seek to accomplish in that role?
In 2012, I was a business owner living in Hong Kong The citizens in Hong Kong at the time demanded democratic reforms! Chinese authorities responded by arresting protesters and imposing repressive measures to maintain communist control I watched police arrest and pull people from their homes and offices in handcuffs if they expressed any thoughts different from the “official party line ” Freedom and democracy was dead in Hong Kong and it was no longer safe I moved back to the Yakima Valley, I was happy to be back in the home of the free again I started White’s Farm2Table, a delivery only restaurant Then, on January 6th I watched my own country struggle to keep its democracy alive That’s when I knew I wanted to step up and help our country succeed at its democracy.
What policies, processes, programs, or services will you champion?
For decades, fundamental issues in our district have gone without any serious efforts to fix them: Water, Immigration, and Infrastructure. These are vital to the success of our district. As our communities and economy grow, our existing problems get bigger and new problems come up. These problems go unaddressed because our Congressman allows partisanship and special interest money to influence his priorities in Congress. We have so many opportunities in front of us to make the 4th district a better place to live. I stand in disbelief as to why the current Representative, and those that have come before, have done so little when, for generations, the needs have been clear. When elected I will represent the people of the Fourth District and put us on a path to a better future.
Getting Money Out of Politics
Congress has stopped getting anything done for the country and for Central Washington Partisanship, extremism, and special interest money have kept Congress from getting results, and our current Congressman has not shown the ability to get anything done for our area It’s time for change, I’m a Washington farmer and small business owner, not a politician!
12
Protecting Privacy and Reproductive Rights
I will always protect the right for individuals to have control over their body. I believe that women, like all people, have the right to bodily autonomy. It is imperative that we protect individual rights and freedoms. Government must be restricted from unwarranted invasion into our privacy.
Water Security
As drought worsens and threatens our agricultural livelihood, water security is critical to our success as a region. Each year we face a drought that could devastate the livelihood of thousands of families and businesses they support. We have sufficient water, but our representatives have chosen to ignore this threat. I am running to build sufficient water storage and secure the Odessa aquifer to protect us against drought
Immigration Reform
I believe we are, for the most part, a country of immigrants It is not acceptable that we approach immigration as an attack on our country Our current immigration progress is too complex and costly Amnesty for those that have invested their lives into this country, correct the gaps and open up the H2a visa process and, most importantly, have a clear path to citizenship Immigration is essential for our continued growth.
Infrastructure
Infrastructure in rural Central Washington is crumbling: our roads, bridges, internet, rail, dams, waterways, and power grid need critical investment now. I will work to ensure that more of our federal tax dollars stay in Central Washington to invest in our future.

How long have you lived in Chelan County?
46 years. My family landed here when our car broke down on Blewett Pass as my parents were moving back to Moses Lake after college. My sister and I were raised and graduated from Cashmere HS. After college at Northwest Nazarene University in Nampa Idaho, I returned to Cashmere with my wife of 29 years now, and raised four incredible children, 20, 18, 16 & 14
What is your current occupation and educational background?
I own the Wok About Grills in Wenatchee (1997) and Leavenworth (2014). Fresh out of college, I worked for Idaho Timber for two years and moved home to work
for Dovex Fruit for two years before opening the Wok I graduated High School in 1989 and Northwest Nazarene University in 1993 with a BA in Business Administration with and emphasis in Finance
What professional experience do you have that qualifies you for the office you are seeking?
My goal has always been to be self employed From a young age I realized that hard work and determination pays off Being a business leader in Chelan County for over two decades and employing 100’s of young people has been very rewarding. Some of the original employees that opened the Wok are still with me today as the General Manager and Managers in both restaurants. Treating people the way I want to be treated has always come back to me 10x! Chelan County runs like any other business, but on a grander scale. Being a good steward of people and finances is a leadership skill that I possess and want to bring to the families of Chelan County through the Commission.
17
Why did you decide to run for office and what goals or objectives do you seek to accomplish in that role?
Being a father of four children, I want to protect and provide opportunities not only for them , but also the families of Chelan County Our rural way of life is under increasing pressure and managing that pressure for responsible growth is my motivation to run for public office Protecting property rights and funding effective law enforcement will help insure that Chelan County is “ open for business” without sacrificing our lifestyle. Agriculture and tourism is our lifeblood and the opportunity for our children to work and live here need to be protected and cultivated for future generations, and that’s what I plan to do.
What policies, processes, programs or services will you champion?
In business, one needs to be creative and flexible. The failure rate of small business is close to 60%, and the failure rate of restaurants is even higher. My abilities to make decisions that are sometimes uncomfortable, have kept the doors open at my businesses for 26 years now, and I don’t indent to let the change anytime soon. 63 employees and their families trust me to make sound decisions to ensure that they will have a consistent paycheck and the opportunity to grow within our business. For the last four years I have sat on the Board of Director at the Town Toyota Center at the pleasure of the Chelan County Commissioners, and have helped guide it through the Covid Pandemic. That has been no small feat, and with the dedication of the TTC management and staff, it is on a healthy path to continue contributing to the economic health of our entire community for many years to come
How long have you lived in Chelan County?
I have lived in Chelan County for 22 years.
What is your current occupation and educational background, and how will that benefit your potential elected role?
Currently, I serve as a Family Law Court Facilitator, where I take pride in collaborating as a team player, being a quick learner, and being a detail oriented person. Through my work in the Clerk's Office, I have learned the role and inner functions of the Clerk’s position; additionally, I have leveraged my heritage, as a Spanish speaking American, to serve and assist all citizens in Chelan County, ensuring they receive proper guidance to suit their individual needs.
County Clerk
Sandra Arechiga
18
When elected as your next Chelan County Clerk, I will build bonds among the staff, jurists, and administration. My commitment is to serve all citizens with respect, courtesy, transparency, and professionalism. I pledge to work in good faith with the Chelan County Commissioners. I highly believe that my predecessor was also a good steward and I plan to continue utilizing her experience and knowledge going forward. I aspire to contribute my time and effort into making a positive impact on the Chelan County Clerk's Office and its citizens.
What professional experience do you have that qualifies you for the office you are seeking?
I’ve learned quite a bit in the last eight years at the Clerks' Office, but I’ve always been in customer service. Through my career, I have developed strong leadership skills and a high rapport with all my past employers, such as Wells Fargo Bank, Confluence Health, and Chelan County I have been employed at the Clerk's Office for eight years, and in that time, I have developed a passion for my community and public service The County would be best served by a smooth, seamless transition, and I believe I can provide that
In my years of service to the County, I have been the Jury Administrator for six years and a Court Facilitator assisting pro se litigants in family law matters for the last two I have also served as support for the Financial Officer, assisting with administrative reviews and the reviewing of documentation for requests to seal juvenile records, and the records manager with the scanning of pleadings. There's a good chance that many of you remember me from when I assisted you with your passport application.
Why did you decide to run for office and what goals or objectives do you seek to accomplish in that role?
I have a strong working knowledge of what the position entails. Success will be measured by the right candidate being able to step in without causing interruption to the functions of the office.
The current Clerk Ms. Morrison and her predecessor Siri Woods have set a high bar, and will be leaving very big shoes to fill. Our Clerk's office has a very fast turn around time for processing documents and information, and a reputation for amazing customer service.
The County has been planning to renovate the Fifth Floor for some time, and COVID set those plans back a bit As Clerk, I would want to ensure that any changes benefit public access Counter space is at a premium, and there are times when our customers are literally elbow to elbow It is important that this remodel makes the best use of available funding
19
What policies, processes, programs, or services will you champion?
This position comes with many challenges. Washington State Law and Local Court Rules are subject to change. We are all aware that technology is ever evolving. I am determined to stay current in all of these areas. Providing competitive salaries in order to keep quality staff has been difficult. My goal will be to maintain a positive and productive relationship with Human Resources and the County Commissioners to ensure the Clerk's Office can afford to keep the experienced staff we now have, not to mention new hires in the future.
I humbly ask for your support by voting for Sandra Arechiga as your next Chelan County Clerk
Marty Young
How long have you lived in Chelan/Douglas County?
My wife, Jackie, and I have lived in Chelan county on Blewett Pass nearly 25 years and raised 9 children. We also have 12 grandchildren now. This is our home and we are not planning to leave. I desire to serve and make the county better.
What is your current occupation and educational background, and how will that benefit your potential elected role?
I have a Bachelor's of Science (BS) degree in engineering from South Dakota School of Mines & Technology and a Master's degree in Business Administration (MBA) from the University of Oregon After 25 years in an engineering career, I began working for the Department of Social and Health Services (DSHS) at
Washington state almost nine years ago I am currently a WorkFirst Program Specialist assisting families and single parents with cash benefits The families receiving cash benefits must participate in the WorkFirst program to get a job or get a better job to allow them to thrive and no longer need assistance
DSHS must process documents timely per state law using multiple computer cross match systems I train annually on record retention procedures The Clerk must also manage the processing of documents on time per law and retain these records. My advanced degrees taught leadership, administration and processing skills that I have used in my engineering career. These will be valuable and relevant skills as County Clerk.
20
What professional experience do you have that qualifies you for the office you are seeking?
I have years of production and operations management and leadership experience overseeing 45 to 100 employees and supervisors These management positions also involved budgeting, quality control, safety, union negotiations and productivity My nine years at DSHS involve compassionately working with customers in need and dealing with constantly changing Revised Code of Washington (RCW) laws and Washington Administrative Codes (WAC). My WorkFirst job is now completely paper free and electronic documents are used exclusively.
Why did you decide to run for office and what goals or objectives do you seek to accomplish in that role?
I want the office to continue to be managed as it is by a fiscal conservative. The office has the right people in the right positions now. There will be no changes. I lead by example and manage by walking around to understand the front line work and utilize subject matter experts. Teamwork is used to successfully build morale and efficiency. I will humbly seek assistance from all resources to make the transition as seamless as possible. The office is running well now and will not be changed. My experience with lean techniques from engineering can bring new ideas into reducing any waste to improve efficiency over time.
What policies, processes, programs, or services will you champion?
I am a good steward of taxpayer dollars in my current position at DSHS I am detail oriented and meticulous in processing applications to ensure only those in need receive assistance. I am fiscally conservative and will continue to work for taxpayers in this manner.
Everyone I have spoken to states the County Clerk office is run very well. There will be no changes as the right people are in the right lead positions now. The challenge is keeping the trained clerks from leaving for better paying jobs. This will be championed in the budget development. We cannot afford to be a training ground for clerks. These valuable trained clerks should not be enticed to leave after two years of training. The compensation package must improve to keep them.

2014 2019 / Washington State Association of Sheriffs and Police Chiefs Executive Board
Why did you decide to run for office and what goals, or objectives do you seek to accomplish in that role?
I first ran in 2010 because I wanted to bring back community trust and accountability During the last 12 years as Sheriff I've restored relationships with the County Commissioners, Department Heads, Elected Officials and citizens alike
I've collaborated with other law enforcement agencies to bring regional training (Patrol Tactics Instruction, developed from I 940 de escalation) We grew the Columbia River Drug Task Force into a true regionalized Task Force by joining the Wenatchee Police Department Pro Act Team, Department of Corrections and Homeland Security, which gives us more staff and greater resources.
I've partnered with Public Works to implement a Traffic Enforcement Unit that focuses on aggressive drivers and county road safety concerns that helps reduce liability for the county in general.
I've partnered with four School Districts, implementing School Resource Officer programs in four school districts.
I've implemented in car cameras in 45 plus patrol vehicles.
I partnered with the County to implement a Behavioral Health Diversion Team that works directly with our deputies to assist people going through a mental health crisis, assisting with resources that help keep those individuals out of the criminal justice system and offer long term solutions
The BHU diversion team is growing from 1 3 employees as I type this with the plan to grow this to a regional program by adding a fourth employee in the future to help serve other agencies in our area
23
I'm currently working with Manson and Chelan School Districts to increase their School Resource Officer Program from a 1/2 time shared FTE to a full FTE for both schools for the 2023 2024 school year
I implemented a robust training program providing more and increasing the quality of the training and equipment by way of an annual 24 hour inservice training followed by a bi monthly training of 3 hours each training to build on the annual in service training program This training design saves the county a lot of OT pay by having non patrol staff cover shifts while the bulk of the 4 patrol squads complete their required training
We are just implementing an online Concealed Pistol Application process, streamlining the process and saving staff valuable work time.
We just implemented the first in the state online program for civil / Sheriff sales, eliminating the public having to be present on the courthouse steps for the sale / auction. This should increase activity, allowing more persons to participate, bringing increased sale prices and greater efficiency to the process
I orchestrated three facility upgrades to help with better efficiency and reduced liability for the county:
2014 Evidence expansion and retro fit This will allow the Sheriff's Office to manage and maintain proper evidence procedures years into the future
2017 Records, civil and conference room remodel This also helps with better employee work stations, workflow to assist with productivity in the workplace
2022 We just finished a detective's office remodel to include a state of the art audio / visual recording system for interviews that brings us into compliance with newly mandated legislation.
I am currently working the the County Board of Commissioners to purchase and build a new building to house our Emergency Management Staff (5) and all of our equipment to include the following:
Tactical / Armored SWAT vehicles, 2 Helicopters, Swift Water and Marine Patrol boats and equipment, Search & Rescue, High Angle Rope Rescue Equipment, Forest Service Patrol equipment such as snowmobiles, motorcycles, and UTV's.
I'm currently working with the Chelan / Douglas Port and the Range Association to relocate our current multi agency gun training range to accommodate Microsoft's purchasing of land in the Malaga area If this is successful we are likely to end up with a new facility that will better serve our local agencies in their training needs well into the future I'm excited to continue my role as Sheriff in leading our county and region to the best level of service as we strive to protect the quality of life in North Central Washington My command staff, 5 appointed positions, are truly an amazing group of individuals and operate on great integrity and work ethics as I have all the confidence for them to assist and lead our county into the future as I 100% believe that we will experience many challenges in our near future and a trusted and proven team is a must for future unpredictable and dangerous times.

Mike Morrison
25
Why did you decide to run for office and what goals, or objectives do you seek to accomplish in that role?
I am running to restore integrity to the Chelan County Sheriff’s Office We should not be spending our limited County budgets settling lawsuits and paying settlements; we should be demonstrating positive work environments that value all people I am further committed to ensuring we fulfill our commitments to the organizations we partner with to ensure service to the community remains the highest priority A failing traffic enforcement unit, a marine patrol division missing in action, short staffed investigative division, shrunken drug task force and school resource officers often absent from schools is unacceptable. Our focus must return to law enforcement and not politics. Under my administration transparency and accountability will be reestablished. I will also ensure all residents are treated with fairness, respect and dignity, while protecting constitutional rights.
What policies, processes, programs, or services will you champion? Current policies and procedures must be followed in order to establish consistency and transparency within our agency Efforts must also be prioritized to retain the employees we currently have These efforts will assist us in avoiding the repeat 45 + employees, over half our agency, departing the agency as we experienced over the past eight years Reference programs in need of championing we must focus on adequately and effectively running the programs we have now Several are currently understaffed and failing to meet the standards set for them The thought of expanding current programs or creating new ones before stabilizing the ones we have now is irresponsible. Effective and efficient service to our community must be our agency ' s highest priority. The approach we have seen over the past 12 years has not worked. It is time for change.

42 year fruit grower in Chelan County 2 years Community College Law enforcement Program During my fruit growing career, I have served on the board of directors of Leavenworth Fruit Co., Blue Bird Growers and the Washington / Oregon Canning Pear Association. My business experience is in budgeting, marketing, capital investments and HR.
What professional experience do you have that qualifies you for the office you are seeking?
Along with my business background, I was elected to the Chelan PUD Commission in 2008 and served for 8 years. During this period, I served on the board of directors of Washington Association of PUD’s (WPUD) and the General Board of Energy Northwest. In addition, I served on the Peshastin Water District and Peshastin Library/Cemetery boards. I also served on the Peshastin Urban Growth Task force for 2 years developing the UGA for the Peshastin area. My experience uniquely qualifies me to serve once again as Chelan PUD Commissioner.

My concern is in Wash, State Green New Deal and the consequences for Chelan County moving forward under this agenda
Over the next 8 years the Green Agenda calls for the accelerated retirement of 4800 megawatts of base load generation from the Northwest Grid without a clear path to replace this electric generation. Couple this with electrifying the Transportation sector with electric cars and the total removal of all fossil fuels; will create major problems for the Northwest Grid reliability which could compromise local control for Chelan PUD. 4800 megawatts represent about 5 cities the size of Seattle. Wind and solar or battery technology will not reliably cover the loss of generation.
My top priorities are local control and the public power benefit program. Embracing the accelerated green agenda without a clear plan to replace base load generation will cause blackouts throughout the Northwest and will most likely place these priorities of mine and Chelan County residents in jeopardy
What policies, processes, programs or services will you champion?
My top priorities in office will be to maintain public control of our facilities and procedures Low rates for services provided to customers and I will support policies that complement the environment and quality of life here in Chelan County

How long have you lived in Chelan/Douglas County?
I've lived in Douglas County my whole life, with the exception of my college years. I am married with two children. We have a seventh grade son and our daughter just graduated from high school and is joining the US Coast Guard.
What is your current occupation and educational background, and how will that benefit your potential elected role?
I have a B S degree from Washington State University I am a fourth generation wheat farmer on the Waterville Plateau
What professional experience do you have that qualifies you for the office you are seeking?
I've been serving as Commissioner at Douglas County PUD for six years For the last two years I've been President of the Commission. I have served six years on the Washington PUD Association Board of Directors, as well as being a member of the Telecom Committee. My agriculture background has helped prepare me for my first term on the PUD Board. I have been preparing annual budgets, financial statements, and balance sheets for our family farm since I graduated from college.

The Commissioner that I replaced on the board asked me to run in his place six years ago. At first, I was hesitant because I didn't know anything about the position, but now I'm glad that I made the commitment. I am proud that the Commission has been able to maintain a financially stable PUD while keeping rates low. My goal is to continue to be fiscally responsible while continuing to keep our rates affordable. I am committed to serving the ratepayers of Douglas County PUD and the best way to do that is to keep the PUD healthy.
What policies, processes, programs or services will you champion?
The simple answer is yes However, the PUD doesn't actually collect taxes The ratepayers are the owners of the PUD, it is my responsibility to represent them. As a Commissioner, I have a fiduciary responsibility to the rate payers to make the best use of their dollars. Douglas County PUD has some of the lowest cost power in the United States, so I feel like we have served our ratepayers well. I am committed to maintaining affordable rates for our ratepayers.

How long have you lived in Douglas County?
Basically, most of my life.
What is your current occupation and educational background? Technical degree in computer programming from ITT School of Peterson I have been a software developer for 35+ years and have had my own business for 30+ years I write complete accounting systems for businesses and quasi governmental agencies
I’ve been the Mayor of Rock Island for over seven years now. Prior to becoming Mayor, I served on the City Council for 5 years. Some of the boards I’m on, or have been on, are; Link Transit, Town Toyota Center, Chelan Douglas Transportation Council, Chelan Douglas Community Action Council, NCW Economic Development District Board, and Douglas County Solid Waste Board I am also a past Chairman of most of those boards PUD Commissioners are essentially a board governing the PUD So between being Mayor and years of sitting on multiple boards, I believe I have a lot of experience for this office

Why did you decide to run for office and what do you hope to accomplish in that role? Well, how far into the weeds do you want to go? J A couple of years ago (2020) the PUD adopted new rates and policies for “high load users ” such as datacenters Before they adopted them they held a few public meetings to get peoples perspective on the proposed changes Pretty much all of the main governmental agencies in Douglas County, including all of the County Commissioners, the Port District, myself and others repeatedly requested that if they changed things that they PLEASE keep Douglas County competitive with the alternative locations these businesses could locate in Unfortunately they ignored everyone ’ s request and, in the words of the Port District, they “Posted a big Businesses not Wanted Here” sign Those “high load” businesses bring a lot of high paying jobs, pay a ton of taxes, and provide high tech career options for our local youth that doesn’t require leaving the Wenatchee valley. All those high paying jobs also require more housing, more hotels, more restaurants, etc. They create a large economic boost to our local economy and can help reduce tax rates. (City of Quincy has lowered their property tax assessment rates by 60% over the last 15 years and has more money than they know what to do with). So I decided to run for PUD Commissioner when the PUD decided to ignore all of us elected officials I decided I needed to be willing to step up and be an agent of change rather than just sit back and complain. What I hope to accomplish in the role is to get those rates and policies changed to make Douglas County competitive again. I believe Douglas County needs all of the economic benefits those high load businesses can provide.
I have a great track record over the last 7+ years. The City of Rock Islands cash reserves have almost tripled since I became Mayor while at the same time keeping tax and rate increases to no more than the rate of inflation. As of 2020, Rock Island was the 5th fastest growing city in the state of Washington. One final example, because it’s such a burden, the City has intentionally not raised the sewer rate (even for inflation) for the entire time I’ve been Mayor and yet, due to our growth, the sewer fund cash reserves have increased dramatically.
I firmly believe that an elected official’s number one priority is to act in the best interest of the people that elected them. Unfortunately, my observation has been that virtually every elected official’s number one priority becomes the agency they were elected to rather than the public that elected them almost as soon as they get elected
Do you feel you could be, or have been, a good steward of taxpayer dollars? Why or why not?
