ember for Lowan Emma Kealy has pinpointed the Wimmera River as a potential driver for a fresh economic and cultural development project in Horsham.
Ms Kealy said it was time for the many concepts, ideas and discussions about using river frontage for ‘something special and visionary’ that people had raised for years, to come to fruition.

“I often sit down with people in Horsham or others passing through for a chat and the question in casual conversation invariably gets asked: ‘So, why hasn’t Horsham capitalised more on the river – it’s such a natural asset’. And I agree,” she said. “It tells me there is another major project waiting to happen in Horsham that involves everyone from the average person in Horsham to the corporate visitor. “Importantly, it would be a project that could influence and tick all the
right boxes for political decision makers.” Ms Kealy said her personal vision was for a multi-purpose function centre that overlooked the river, perhaps as part of a major precinct redevelopment on the southern edge of Horsham Showground. “It could include a function centre to attract interstate conferences, perhaps incorporating a café and restaurant that might have an open area the community could use for all sorts of public events,” she said.
“It would have the potential to work alongside Horsham’s nearby proposed Wimmera Sports Stadium development and the existing open entertainment area of Sawyer Park. “If this project could get some momentum from community input and brainstorming, it is the type of development that I would certainly champion. “It’s an idea that has been sitting with me for a while and I’m confident it could be one of the ways we could build the Wimmera as a ‘destination’
that would also produce local economic benefits and jobs. “Let’s be honest, the idea of Horsham using the river as a social and cultural asset is nothing new. “You only have to look into the history books to see the Horsham community has used the waterway for everything from a community swimming pool and all sorts of sports and community activities.
