The ballot measure was more popular on the West Side than the city as a whole

The Bring Chicago Home measure on the March primary ballot caused quite a bit of discourse, and survived challenges in circuit cour t, Illinois Appellate Court and the Illinois Supreme Court.

But that didn’t necessarily sway voters.

Of over 347,000 votes, over 47% approved the measure and 52% opposed it.

On the West Side, where issues of af fordable housing and homelessness have long been impacted by a housing crisis, the measure was more popular

In the 29th Ward, more than 50% voted “yes” for the ballot question. In the 37th Ward, over 53% of voters approved the referendum, while in the 28th Ward, more than 56% of voters indicated they wanted Bring Chicago Home to pass.

A “yes” vote would have amended the one-time transfer tax on real estate transactions in Chicago, estimated to generate an annual $100 million to fund resources for the unhoused community, like af fordable housing, subsidized rentals, updating shelters and other services.

In today’s world of Chicago real estate, those who buy a property pay a 0.75% transfer tax. If passed, the referendum would have placed a 2% tax on properties sold for $1 million to $1.5 million, and a 3% tax on those sold for more than that. At the same time, Bring Chicago Home would have decreased the transfer tax for properties sold for under $1 million to 0.6%.

Communities United receives $2 million grant

Philanthropist MacKenzie Scott donates to fund youth leadership e or ts across Chicago and the West Side

Communities United, an organization promoting racial justice in Chicago since 2000, received a $2 million grant last week to continue developing youth leadership and advancing issues like af fordable hous-

ing, immigrant rights, police accountability and restorative justice.

The organization, based at 4600 West Palmer Street in Chicago’s Hermosa neighborhood, works throughout Albany Park, Austin, Belmont Cragin, Roseland and West Ridge — all through its Healing Through Justice model.

The model is “how we organize our community. It’s how we provide solutions to the different issues that our leaders face,” said Maria Degillo, Communities United’s youth director since 2006. The organization is survivor-led, meaning that those who are impacted by an issue are a part ofthe effort to find and implement a solution to it.

“We had found that folks who do this work, the community organizing work, and the justice-centered work, in turn, actually get a lot ofhealing,” Degillo said. This work often includes organizing conversations about narrative change, heading community-led research and building coalitions to educate policymakers.

Communities United is one of361 organizations that MacKenzie Scott, co-founder of Amazon, donated $640 million to last week through Yield Giving, a fund that has gifted more than $16 billion to nearly 2,000 nonprofits that prioritize community effor ts to improve local lives.

Yield Giving’s open call received more than 6,000 applications, but only 82 nonprofits are receiving $1 million, and $2 million will go to 279 nonprofits, of which Communities United is one.

“We are thrilled about the investment in the leadership ofour young people in Chicago,” Degillo said in a statement. “We are thankful to MacKenzie Scott for supporting the ef for ts to create new leadership opportunities for young people of color, who, in their turn, are creating healing-centered communities.”

Communities United plans to use the grant money to broaden and strengthen its work with schools and community organizations, all led by young people.

“This money is really about spending it and investing it in the leadership ofour young folks, the way that the organization had invested in me when I was a young person,” Degillo said. Along with Degillo, several other staf f members started with Communities United as leaders, searching for justice for the issues that impact them.

Degillo’s family is from the Philippines and waited 13 years to come to the United States.

West Side pop-up brings skaters of all ages to Gar eld Park

The Gar eld Park Skate Meetup debuted in November and hosts monthly open skate at the park’s gymnasium

Roller skating has a long history on the West Side, and it’s enjoying a resurgence thanks to a pop-up event in Garfield Park inviting people of all ages to lace up.

The Garfield Park Skate Meetup debuted in November and hosts a monthly open skate at the park’s gymnasium, 100 N. Central Park Ave.

The pop-up is organized by the Garfield Park Advisory Council, the West Side Cultural Arts Council and the Humboldt Park Skate Meetup.

The next open skates are 5:30-8 p.m. Thursday and April 18 at the Garfield Park gym. Skating is free and open to the public, with food and drinks available and raffles for skates. Skates are free to rent; participants are also welcome to bring their own.

And around the same time, Davis joyously entered the conference room to McFadden & Whitehead’s “Ain’t No Stoppin’ Us Now,” making his way to the stage as he stopped to shake hands and hug attendees, cameras flashing in his face.

The celebration for Davis began well before results were announced at the Westside Baptist Conference Center in East Garfield Park at 7:30 p.m., only a halfhour after polls closed. More than 70 people milled about with excitement, greeting each other and giving hopeful updates about Davis’ vote counts.

When Davis reached the podium, he first thanked the seniors who voted for him: “I want to thank everybody, but I really want to thank the senior citizens,” he said.

According to the Chicago Board of Elections, ofthe over 340,000 ballots cast by Tuesday, 65-to-75 year olds accounted for over 70,000 ofthem, more than any other age group.

“They’ve lifted up this country on their shoulders, but folks want to write them of f,” Davis said.

In the primaries, challengers ofDavis, 82, questioned his age, arguing that it was time for someone younger with a newer perspective in his position.

But his seniority, as the 24th longest standing member of Cong ress, was a major asset in winning the race, since he understands the system, having sponsored nearly 7,000 bills and voting over 16,000 times in cong ress.

“I am so af fir med that the people know the wo rk that we ’ve d one in healthcare, know the wo rk that we ’ve d one for those individuals who need assistance to bring their way back i nto society, those wh o didn’t have a p lace to live, those wh o p eople scorned at, the senior citizens,” Davis said.

Davis has also served on the powerful Committee on Ways and Means and its Worker and Family Support Subcommittee

“When we take the house back, I am going to become chairman ofthe subcommittee on Worker and Family Support,” he said. “In 2021, we reduced child poverty in this country by 50%.”

Competitive race

Supporting working class families was one ofthe big talking points for Melissa Conyears-Ervin, Chicago City Treasurer since 2019, who ran against Davis and received 23% ofthe vote, despite recent controversy about her ethics

In November, the city released a letter revelaing that two ofher employees were re portedly fired in 2020 for questioning her behavior, like having staf f plan her daughter’s birthday party and run her personal errands. To resolve the lawsuit filed by those employees, Chicago taxpayers paid $100,000.

“I wish him the best because the residents ofthe 7th District need all the help they can get from their leaders in Washington and I’ll be behind him this November as I have been in the past,” Conyears-Ervin said in a statement, conceding to Davis just after 9 p.m. Tuesday.

Davis’ other top challenger in the race was activist Kina Collins. This was Collins’ third r un for the 7th District seat. In the 2020 primaries, she gar nered around 14% ofthe vote, following that with nearly 46% in 2022 – setting her up to be a strong contender for the seat this year However, only 16% of voters cast their ballots for her

In the West Side’s 29th Ward, Davis got over 63%, while Conyears-Ervin picked up around 27% ofthe vote and Collins got just over 7%. Conyears-Ervin performed slightly better in the 28th Ward, where her husband, Jason Ervin, is alderman, bringing in around 33% ofthe vote. Davis pulled over 51% and Collins got over 11% ofthe vote. In the 37th Ward, Davis agai n pulled ahead with around 67%, ConyearsErvin with over 24% and Collins with around 6%.

Kouri Marshall, a for mer Obama campaign staffer who also worked for Gov. JB Pritzker, picked up under 3% ofthe vote in the citywide election, while principal and teacher Nikhil Bhatia received around 5%. In the Nov. 5 general election, Davis will run against Republican Chad Koppie.

By the time they were approved, her brother was 21 and had to apply for his own visa.

“When we left, my brother had developed a drinking problem and depression because of the family separation,” Degillo said. Her brother got liver cancer and, when she was in middle school, passed away two days before his U.S. visa was delivered.

“I was incredibly hopeless and didn’t really know how to navigate my own healing,” Degillo said. But what helped her in the process was talking about the impact of family separation in immigration. “When I was doing this work with Communities United, I was put in a lot of positions where it gave me a lot of hope,” she added. “I was able to inter nalize a lot of the healing that I needed.”

Derrianna Ford, now 20 and Communities United’s office associate, started working with the organization as a sophomore at Mather High School on the North Side of Chicago. She wanted to help create safe schools and promote students’ mental health. After becoming a leader, she worked to eliminate School Resource Officers from Chicago Public Schools, a success when

they were removed from Chicago Public Schools last month.

“Being able to work with other youth to bring health-centered approaches to safety in schools, having a platform to share my story, and being able to be at the decisionmaking table, allowed me to grow as a leader and have real impact on the lives of others,” Ford said in a statement.

Along with various other schools, Communities United hosts a few yearly meetings with students from schools in Austin to discuss which resources in their schools and communities would make them feel safer and more invested in.

The $2 million grant will continue opportunities for the empowering work that Degillo and Ford did as young Communities United leaders.

“When we talk about investing in leadership development, it’s about helping to fund our efforts into making sure that those who are impacted by different injustices are actually a part of these collective actions and community building ef forts,” Degillo said.

She added, “How do we make sure that young people who are involved, who are part of their neighborhoods, are actually part of the conversations about what their neighborhood should look like and what their neighborhood deserves?”

Keep moving no matter what

Acouple of weeks ago, I was in a mad dash to get somewhere. I was in such a hurry to get to my ca r, that I didn’t pay attention, tripped over the curb and landed face down in the street. At my ag e, f alls can be a death sentence. Fo r tunately, I did not break anything. But the landing was hard and I think I pulled the Achilles heel tendon muscle in my right foot and definitely bruised my right shoulder bone

Now I am a hard-headed woman. I admit it. So I didn’t go to the doctor immediately. Instead I decide that, for me, moving so that my joints didn’t stiffen, was the best way to deal with the pain/injuries. I finally decided to visit the emergency center two weeks later because the healing pain is something that I have never experienced before. It would come in waves and radiate the pain. After a number of X-rays, the doctors didn’t see anything wrong other than old bones and ar thritis. So I’m grateful for that.

One of the mistakes people make in aging is to stop moving because of the pain. My philosophy has always been “no pain, no gain.” So even though moving the right arm and shoulder were a challenge, I still climbed the ladder and hung a couple of pictures. For me, kee ping mobile is the way to heal.

just doing things a lot slower. I’ve written in the past about my attempts to g et my basement and first floor in order. And it is truly coming along. I had a number of cedar closet liner planks that needed to be installed So I took everything out of my first-floor closet and am slowly putting the planks in place. But because that closet is probably just 2 feet wide, it’s a slow go. Plus I didn’t want to bring or I can’ t bring the saw upstairs, so every cut I make, I have to mark it, take it down to the basement, cut, and then come back upstairs. It’s a slower way of g etting something done, but my philosophy is that it’s movement. And moving is the secret to kee ping an aging body functioning

Although I still probably have threefour ths of my million things still to do, I’m seeing minor progress. My defense has always been that if I got everything installed I wouldn’ t have so much stuf f lying around. And it’s true, especially when one organizes as pa rt of the process.

I reco gnize that my healing will probably take twice as long as someone half my ag e. But the more I move, the more I keep flexibility going for my bo dy. I am also noticing that I prefer to use my left ar m more to compensate for the pain in my right shoulder. So I am now more conscientious about moving the right arm and

I recently decided to put all of my board g ames in one location. And boy do I have a bunch of g ames. So now when I look for them, they’re all in one spot. And I even found duplicate g ames, so I gave away the extra ones.

I will be alter nating between taking things to Goodwill and donating reusable building materials to Habitat for Humanity as my quest to get things org anized comes to fruition. T he light at the end of my tunnel right now is barely a pinprick, but I know over the next couple of months I will make significant progress.

This two-fold referendum sparked controversy among real estate and development groups, who successfully filed a lawsuit against Bring Chicago Home in the Circuit Court of Cook County. Cook County Judge Kathleen Burke invalidated the measure Feb. 23 because it violated Illinois law against logrolling, or combining a popular proposal with an unfavorable one so that both pass

Among the plaintiffs were the Southland Black Chamber of Commerce and Industry, the Building Owners & Managers Association of Chicago, the Chicagoland Apartment Association, and the Neighborhood Building Owners Alliance. The referendum remained on the ballots, since they’d already been printed.

But the Chicago Board of Election Commissioners appealed the circuit court’s decision, and on March 6, the Illinois Appellate Court reinstated the referendum. Plaintiffs appealed the suit, sending it to the Illinois Supreme Court, which rejected the challenge March 13. All votes for Ballot Question 1 were counted.

Those who were for the referendum say that Bring Chicago Home would shift taxes from working class families.

“If you are buying a million-dollar property, you can af ford to pay a tax that will address homelessness or prevent homelessness, versus the working families that have had the tax burden on them for decade s,” Crystal Gardner previously told the Austin Weekly News. Gardner, who’s lived in Austin for 38 years, is a deputy political director at SEIU Local 73 and a founding member of the 290 IPO, an independent political organization that organizes weekly canvassing ef for ts for Bring Chicago Home on Chicago’s West Side.

Danny Davis, who won the 7th District congressional seat Tuesday, endorsed Bring Chicago Home just five days before the primary election as a way to build more af fordable housing. But the referendum would also have made it cheaper to purchase existing housing since, according to supporters, about 93% of properties sold yearly would have a decreased real estate transfer tax.

“Folks that are interested in purchasing homes and want to remain on the West Side, they actually will benefit from this ballot referendum,” Gardner said. “Those million-dollar properties are not nestled in Austin or on the West Side.”

Others say that a lot more expensive properties exist on the West Side than expected.

“A lot of the le gacy owners that are in Austin, who have been there for years providing af fordable housing, their profit margins are tight,” said Ri Prasad, president of commercial real estate at Option Realty Group. “You’re taking people who have been a huge part of the community for their entire lives, and provided housing that’s adequate and in amazing condition, and you’re penalizing them because now they have to offset those costs and they

have to pass it down somewhere, which is going to be to the renters.”

“I’ve gone to many of the meetings with building owners, specifically in Austin, and there’s a huge concern,” Prasad adds. “They’re saying that they’ve owned these buildings for 20, 30 years, and now that they might have to sell if this goes into effect because they’re barely hanging on. ”

Conceding the referendum

The final decision won’t be official until the Chicago Board of Elections releases its results April 9, but Friday night, the Associated Press re ported that Bring Chicago Home had failed.

Max Bever, director of public information at the Chicago Board of Elections, said in a video update March 19 that the number of voters this year was lower than in past years – it was the lowest turnout in Chicago for presidential primaries in 80 years – which affected how quickly Bring Chicago Home of ficially threw in the towel.

“With this low turnout that we see, if those races are close, campaigns, candidates, other officials may not feel comfortable ultimately conceding or making a decision tonight,” Bever said Tuesday afternoon, specifically mentioning the citywide referendum question.

“While tonight’s election results are disappointing, we are nowhere near the end of our journey,” organizers of Bring Chicago Home said in a statement March 19.

“But whatever the final count, one thing is abundantly

clear tonight: how determined our opponents are to continue profiting from displacement and inequality.”

Jeff Baker, CEO of Illinois Realtors, also issued a statement addressing the ballot question during the evening on election day.

“Whatever the result, this is not a time for celebrations. Everyone in Chicago deserves housing stability – this is what the 17,000 realtors throughout the city advocate and work for every day,” the statement read.

As one of these realtors, Prasad said that there’s a better way to address the issue of homelessness, like Chicago’s zoning re gulations.

“We have one of the most strict codes in the country,” Prasad said. “Maybe we need to look at that instead to open it up, to take away a few of the bureaucratic processes to make sure that people are investing in communities and building more af fordable properties. I just think taxation is not the way to go about it.”
