PLANNING FOR THE FUTURE

When City Planner Adriel Montalvan joined the team in late 2024, Webster’s Community Development Department welcomed a wealth of knowledge and leadership.
With over a decade of planning and code enforcement experience across two states, Adriel brings a unique and well-rounded perspective, a passion for service, and a drive for excellence to the role.
Adriel’s career began in 2011 as a Permit Clerk in a small town in southwest Kansas. He was promoted to Building Inspector and Code Enforcement Officer within three months. Adriel’s professional path led him to Texas in 2013, where he began a new chapter with the City of Galveston. He served in multiple planning roles there, ultimately rising to the Planning Manager position before moving to Webster.
As a City Planner, Adriel’s key responsibilities include reviewing
development plans for compliance with the City’s Code of Ordinances, presenting planning and zoning cases to boards and commissions, and working closely with contractors, design professionals, elected officials, and residents. His commitment to precision is evident in his approach.
“I believe that attention to detail is essential and one of the most critical skills to possess to succeed as a City Planner,” says Adriel.
Since joining the City, Adriel has already made a strong impact by streamlining planning procedures and increasing transparency. He’s introduced new application forms and created userfriendly step-by-step guides to help other departments, developers, and the general public better navigate the City’s processes.
“I believe having served in various roles within the department in my previous experiences provides a unique element and contributes to the success and
effectiveness of the team because I can understand how the entire department functions,” says Adriel.
Beyond the technical aspects of the job, Adriel is a strong advocate for collaboration and a positive workplace culture. His prior experience in various roles within municipal departments gives him a deeper understanding of team dynamics and enhances his ability to support staff.
“Each team member is respected, and their voices are heard and valued,” says Adriel.
With a strong foundation in planning, a collaborative spirit, and a commitment to public service, Adriel is helping shape Webster’s future—one thoughtful decision at a time.
FUN FACT:
Before building communities through planning, Adriel Montalvan served his country as a U.S. Army soldier. He was deployed to Iraq in 2006 in support of Operation Iraqi Freedom.

A LEGACY BUILT TO LAST
HONORING DAVID GLASCO’S YEARS OF SERVICE
After nearly two decades of dedicated service, Engineering and Construction Manager David Glasco will officially retire from the City of Webster in May 2025.
Since joining the Public Works Engineering Division in 2006, David has played a vital role in shaping the community’s infrastructure and supporting his fellow team members with a work ethic rooted in service, skill, and a passion for problem-solving.
“I love construction and engineering-related issues and am proud of the projects I helped build throughout the City,” says David, “But what I am most proud of is helping a coworker accomplish their projects—no matter what that project may be.”

Over the years, David has contributed to a long list of impactful developments, including the Orchard Street expansion (2006), the Wastewater Treatment Plant upgrade (2007), the FM 270 sign monument (2008), Fire Station #1 upgrade (2013), Flyway Drive (2017/2018), Webster Animal Shelter upgrade (2019), and most recently, the NASA Parkway improvement project (2024) and the upcoming NASA Bypass Extension (2025).
“When I first started here, Webster was this sleepy little City, and now it feels like it is busting at the seams,” says David.
David credits his successful career to the unwavering support of many people. A special thank-you goes to his Public Works family, who he describes as a daily source of knowledge, assistance, and friendship.
“I would like to thank my wife for her love and support. I’d also like to thank the Mayor and City Council for their trust and the many City personnel—past and present—who’ve supported me along the way,” says David.
What David enjoyed most was the variety in his work, which involved solving challenges ranging from construction coordination to community concerns.
“Something new is happening every day. One day, I’d be working with a contractor, and the next, helping a resident understand a drainage or signal timing issue,” says David.
As retirement approaches, David looks forward to traveling, woodworking, and spending more time with family. However, he shares how much he will miss working alongside his Public Works team. Reflecting on his time in Webster, David is grateful for the knowledge he gained and the experiences he had while working with the City.
“I’ve enjoyed a good life and a good ride here,” says David. “I’ll be cheering the City on and look forward to stopping by to say hello.”
“I will miss the camaraderie of working with my coworkers throughout the City, helping and laughing with each other. I know I have learned a lot from my coworkers, and hopefully, I have imparted some knowledge back to them.”

The City will host its beloved Easter Egg Hunt at Walnut Park on Saturday, April 19, at 10 A.M. This fun-filled tradition offers activities the whole family can enjoy!
Separate egg hunts will be held for different age groups, ensuring every child has an egg-citing time. Plus, there will be a special egg hunt for our Senior citizens!
After the hunt, hop over to the gazebo to meet the Easter Bunny and snap a photo with everyone’s favorite springtime friend!

WEBSTER LAUNCHES IN-HOUSE EMS DIVISION
A NEW ERA OF EMERGENCY CARE
The City of Webster has officially launched its own Emergency Medical Services (EMS) division—marking a significant milestone in the City’s continued commitment to providing the highest level of public safety and emergency care.
This new department reflects a strategic move to bring EMS operations in-house, allowing the City to manage and elevate all aspects of pre-hospital medical care directly.
For years, Webster has contracted out EMS services. Now, by operating its own EMS division, the City gains full command and control over protocols, equipment, staffing, and most importantly—patient care. This shift means enhanced responsiveness, higher standards, and the flexibility to adapt quickly to the community’s evolving needs.
“Establishing a municipal EMS department is an enormous responsibility, and one we take very seriously,” says Fire Chief Dean Spencer, “This new division allows us to command and control all aspects of emergency medical care and provide exemplary service.

The decision to implement an in-house EMS department followed a multi-year process, which included a feasibility study, costbenefit analysis, licensing requirements, operational planning, and staffing considerations. With approval from City Council, the journey spanned roughly two years before officially launching in 2025.

CITY COUNCIL RECAP
• City Council approved “No Parking” zones on Water Street and Marina Drive.
• City Council accepted the City’s Investment Report for the December 31, 2024 quarter.
• City Council called a General Municipal Election for May 3, 2025, for Council Positions 3, 4, and 5.
• The Mayor was authorized to sign an agreement with BGE, Inc. for engineering services to improve the City’s water distribution system.
• City Council awarded Bid 24-07 to McDonald Municipal and Industrial for disinfection upgrades at the Magnolia Water Plant.
• City Council approved an agreement with The Longhorn Project at Johnson Space Center, allowing them to use City facilities for training, fundraisers, and other events at no cost.
• City Council declared March 24–28 and October 6–10, 2025, as Clean-Up Weeks, and set Saturday, October 4, 2025, as the City-Wide Garage Sale Day.
