Westfield once again attracted visitors during the Christmas period for another spectacular display of Lights. Well done and thanks to everyone for their displays. The magnificent sum of £11,642.61 dropped into St Michael’s Hospice buckets thanks to the loyal band of helpers who stood out in the dark in all weathers. There were fewer people at Carols round the Christmas Tree, nevertheless, this annual event enhanced the seasonal mood. Thanks to Janice for organising the music and players, Jean for her hospitality and delicious home-made soup with particular thanks to her helpers, and Leah for supplying the mince pies. Most people drink tea, so why not put the kettle on whilst supporting our local St Michael’s Hospice? Their Big Tea event on Monday 24 April, their 30th anniversary, could be your opportunity to catch up with friends and family, or meet some new ones, at home or work. A cosy chat at home, with or without cake, to large gatherings with raffles or small games and competitions, all donations help. Fundraising packs are available, please contact Claudia on 01424 456371 or email fundraising@stmichaelshospice.com If you only collect a small amount, the New Inn and Westfield News have collection pots. Of course there are many other charities to support but Westfield residents feel such an infinity to St Michael’s. The WCA is also a charity, helping in the life of Westfield residents. Some of the fund-raising is in the form of the Westfield Draw when subs are due after the May newsletter goes out. Would anyone please be prepared to help take on some of the collecting? This is because people wish to hand over their £10 to a person on the doorstep rather than pay online or in Westfield News. I am still grateful that there are 40+ people willing to distribute this newsletter four times a year, whatever the weather. Thank you to them. HENRY HERBERT BAKER

Private – 116252 – 47th (British Columbia) Battalion, 10th Canadian Brigade, th 4 Canadian Division, Canadian Expeditionary Force Born on 13th February 1895 in Westfield the first son of James (general labourer) and Esther Baker. The 1901 census reveals Henry, more commonly known as Herbert, living with his parents and younger brother Frederick, aged 2 years, in four rooms at Mount Pleasant, New Cut, Westfield. The family later fell upon hard times as by 1911 the national census finds Frederick, then aged 12 years, an inmate of Princess Alice’s Orphanage, New Oscott, Erdington. By this date Henry had passed through the orphanage and had subsequently been sent to Canada. This was seen as both cheaper than supporting orphans and destitute children in England, and as a way of removing them from what was thought a corrupt or unhealthy environment. It would therefore appear that although their father was still living he was not in a position to care for his two boys. On 20th March 1916 Henry attested at Vancouver, British Columbia for the 11th Canadian Mounted Rifles. He was then aged 21 years, single and working as a groom. He stood 5 feet 5½ inches tall with blue eyes, brown hair and a fair complexion. Having completed his initial training at Willows Camp, Victoria, B.C. Henry embarked on 8th July 1916, on the SS Lapland for England. Seventeen days later he arrived at Liverpool. A journey south followed to Milford Camp, Surrey – the Artillery quarters – at Witley Camp, which had for quite some time been used as a Canadian Training Centre. During the next five months Henry was able to return to Mount Pleasant, New Cut to be reunited with his Grandmother Eliza and Uncle, Thomas Baker. The latter was to become his Best-man when Henry married Nellie Susan Munday of Whitegates, Westfield on Boxing Day 1916 at St. John the Baptist, Westfield. Toward the end of 1916 Henry was posted to the 47th (British Columbia) Battalion then serving in France. He served with them until his death on 13th April 1917. Although the official dates for the highly successful battle to take Vimy Ridge are the 9th -12th April 1917 the Allies continued to make good their gains. By the 13th April the Germans had withdrawn to the ‘Oppy-Méricourt line’ having been driven from a fortified knoll just outside the town of Givenchy-en-Gohelle known as the ‘Pimple’ by the Canadians the previous day. It was here that Henry was killed ‘by a direct hit from an enemy high explosive shell …’ Henry has no known grave and is therefore commemorated on the Vimy Memorial, France. His brother Frederick, also living in Vancouver and working as a liveryman, attested for the Canadian Expeditionary Force on 16th April 1918. He joined the 68th Depot Battery. Nellie Susan Munday was a relative of Ken Munday who up until recently cared for Westfield Village War Memorial.

Westfield Brownies Our numbers have now increased to 15 and most of the girls have gained 2 interest badges and 3 have completed part one of their adventure badge. This term they are looking at Brownie uniforms, food and customs around the world in preparation for our Thinking Day celebration on 22 February when we meet up with girls from other units. Westfield Guides ended last term completing their confectioners badge decorating a Christmas Tree for the church festival, ice skating and attending an end of term party at Peasmarsh. This term a five senses badge is being worked on which includes using their taste buds, listening, seeing. hearing and touching items made by them or brought from home. Later in the year the girls will have the chance to camp, canoe, go tracking and cook on open fires. We have places for girls from 10½ to 14 years of age so join us now or look out for our taste a day flyer in April.

The Royal British Legion Poppy Collection November 2016 Thank you Westfield for a generous record contribution of £2553.13. The funds are well used and much needed to support physically and mentally damaged servicemen and women and their families. This is the first opportunity I have in the WCA Newsletter since the collection to thank you and the occasion cannot be allowed to pass without making special mention of our superb primary school - children, parents and staff - who raised a total of £244.84. I appeal once more for more helpers, and in particular for someone to take over the management of the annual appeal, as I shall be stepping down after the 2017 collection. Westfield Horticultural Society The 2017 Show Schedule is now out! Collect a copy from Westfield News or ask any committee member. Inside you will not only find out what classes can be entered in the Spring and Autumn Shows but details of all the things we are planning for the coming year. Before we leave 2016 behind though, we are delighted to have won the Christmas Tree competition for the second time. We took the theme Christmas Feasts to construct a tree entirely using tinned food and decorated it with a Fairy Liquid fairy. After the competition the SPEAKER EVENING tree was dismantled and the food Wednesday 15 March 7 pm donated to the local Emmaus Community Hall, Workhouse Lane homeless charity. WHS is in the process of planting a decorative bed around the base of the Westfield village Millennium sign on the Main Road. For a while it may look a bit ‘under construction’ but bear with us as we are filling it with slow growing plants and shrubs that should look attractive throughout most of the year. Dr Tony Wright A Thanksgiving Service took place at Westfield Church on Friday 3 February on what would have been his 89th birthday. Though a sad occasion to say goodbye, it was wonderful to see the Church so full of old friends and patients. It was particularly lovely to see Dr Penny back in Westfield surrounded by her family, and so happy to be here. I was very sad to hear of the death of our friend Tony. The Wrights were part of Westfield life for such a long time, not only as our Doctors, here and in Sedlescombe, but also participating in village life which included tennis tournaments on their court. Tony served as Chairman of the Parish Council, the Westfield Community Association which he helped to establish, Westfield School and a Governor at Westfield and Claverham. He was an excellent Chairman, kept things on track, did not like waffle but always reliable, conscientious and had sound judgement and quick wit. I have very happy memories of good family times together, swapping children or enjoying good food and wine, as many friends will remember, he was the perfect host. Sadly the last few years have not been kind to Tony or Penny. Having spent so many years looking after all of us, in recent times they have had to be cared for themselves but at least they were able to stay together. Penny continues to live near Crowborough where she enjoys visits from family and friends. M.M. Tony was WCA Chairman in my early days editing the newsletter, always encouraging and appreciative. When we marked VE day 50th Commemorations in the Parish Hall the Drs Wright set up a stand with their collection of vintage/retro medical kit which drew great interest. P.F-P

Mabel Walters has passed away at the age of 94. The family moved into Westfield in 1960. Mabel was a keen bowler playing in Hastings and a good Whist player going, until recently, to Drives in the Parish Hall. She was part of the team who held Drives when fund-raising for the erection of the Community Hall. Mabel was cremated on 10 February.

Kind people have left knitting wool at Strawberry Fair. This has been passed on.

A er having a lovely meal with a friend at the Brickwall Hotel I was driving along Wheel Lane to take her home when I got a puncture. A lady stopped to find out my trouble then phoned her husband as she said he would change the wheel. He got to work while his wife ran my friend home. We get back to the car only to be told the ba ery is flat. Whilst the lady then runs me home, her husband acquires some jump leads and brings my car home and puts the ba ery on charge for the night. I call that a true good Samaritan situa on and I was extremely thankful to the lovely couple.

Jean at The Button Box, Workhouse Lane continues to receive jigsaw puzzles for resale at St Michael’s Hospice Shops. Used postage stamps may be left at the Doctors’ Surgery but please trim undamaged stamps leaving a 3cm border. There is a bin for Spectacles at Archers (Butchers) on behalf of the local Lions Club. Spare copies of this WCA Newsletter are held by Westfield News, Chapel Lane along with Westfield Horticultural Society’s Show Schedules.

Rother District Council has removed the recycling bins at Churchfield as households have their own which are emptied fortnightly. For the time being the British Heart Foundation bin will remain although there is another textiles recycling bin at the school. 11

Friends of Fia is a local fundraising group initially set up by a group of lovely school mums from Westfield School to help support Fia Kent who has a very rare neurodegenerative brain disease (Alexander Disease) with ongoing medical expenses and specialist equipment that is not available on the NHS as well as making lasting special memories for Fia's family Lian, Matt, Fraser, Freddie and Froggie (Florence!). Fia is one of 27 children across the world participating in The Children's Hospital of Philadelphia's leading research study. You may often see Fia out and about on the school and playgroup run either walking using her shiny green walker or wheelchair; do say ‘hi’, as she loves to smile and wave! Fia developmentally is progressing really well; however, physically she can no longer manage stairs safely and is unable to walk first thing in the morning. Fia has muscle spasms at night and regularly vomits. She is supported by a team of specialists and will soon begin to have support from The Chestnut Tree House children’s hospice as well as the Demelza Children's Hospice. September marks a huge milestone for Fia when she hopefully will start school alongside her friends at playgroup. This will be an amazing achievement for Fia, she is really looking forward to wearing her school uniform and joining her brothers and sister, watch out Westfield there be 4 Kent Children at school all together!! This year the Kent family is having their house adapted to enable Fia to have a ground floor bedroom and accessible bathroom. We hope to be able to raise funds to cover the parts of the build that aren't covered by the DFG grant. We are all very much looking forward to our events over the next six months. We invited all the children from Westfield School to Monkey Bizness (soft play centre in Lewes). We had an amazing night on 9 February with 120 children, 50 adults plus the head, Matt Jarvis, and staff from the school. It wouldn’t have been possible without 24/7's generosity (they provided three coaches free of charge, thinking Mrs Norris would be very proud!). School next day, although a mufti day, must have seen some struggling to stay awake, but buzzing. A celebration party to coincide with Fia's 4th Birthday is on Saturday 18 February 6.30 - 9.30 pm in the Community Hall when all the children of the village are welcome. For this we have had some very generous donations from Boogie Nights disco, Fantasy Face Painting and the WCA. In April we are holding 'Fia's Fairy Ball' at Bannatynes. This is a ticketed event and again so very grateful to our sponsors Trade Paints and Sparkle PR. We are really looking forward to putting on our finery and dancing the night away with some awesome entertainment. Finally, we have just confirmed with the lovely Freshwinds Farm in Pett to hold Fia's Funday again, however this year it's Fia's Fairy Festival with lots more exciting activities, food, camping and live music. Refreshed from all the holiday excesses, we returned to school on Tuesday 3rd January looking forward to the New Year and topics it will bring, still riding on the back of the events during our final weeks of term. Our topics this term range broadly from Nursery Rhymes and Fairy Tales to Ancient Egyptians and Uganda, Eggheads Scientists, Space City and Alien Attacks! With just 2 short terms before we break again, we are looking forward to cramming as much in as possible over the next few weeks. Egypt came to Westfield and our Year 6 class this term with an extra special workshop of all things Egyptian and our Year 1 class will be enjoying a day out with the Swan Princess at Leeds Castle. Year 5 have had an ‘out of this world’ experience in a visiting Planetarium, viewing stars, planets and galaxies, all from the safety of the community hall. As part of our Religious Education, everyone dressed in red on January 30th to celebrate the beginning of the Chinese New Year of the Rooster. The school was daubed in chinese decorations, lanterns and dragons and many classes tried out noodles and stir fry with difficult to handle chopsticks. Every child made a wish for the New Year which were written on red wish cards and displayed on the fences around the playground throughout the day. All our classes are now taking part in a weekly event of Run-a-Mile. With our new track which borders the field, come rain or shine, every class has a slot during the week to do their run. The children have been pleasantly surprised how their timings have improved with the continued efforts every week and Year 2 will be sharing their run a mile with their parents for a family run at the end of January. You may have noticed our hedge along the main road and down the path on Workhouse Lane has been cut back and replaced. This is because of a few bare patches which were appearing and have therefore been managed out by our grounds maintenance colleagues. Although it does not look very attractive at the moment, given time, sunshine and plenty of rain, we are assured it will be a hedge to behold. Easter will follow quickly at the end of Term 4 and before we break for our Spring holiday, our Year 3 & 4 classes will be performing an Easter concert at Westfield Church on Tuesday 21st March at 6.30pm. Please come along and join us for an evening of sweet song and celebrations. Term 3 closed on Friday 10th February and reopens on Monday 20th February. We break for Easter on Friday 31st March, returning on Tuesday 18th April.

n November the Church & School delivered sixty Christmas boxes for needy and traumatised children in Eastern Europe to a warehouse in Eastbourne with ÂŁ180 to pay for their transport. As usual many generous gifts were donated, including cash from individuals and the PCC to purchase items to put in the boxes. Special gifts included hand-knitted teddies. Thank you to everyone involved.

Why is it more difficult to see a GP at the Surgery than it was a few years ago? Four years ago this Surgery took on an extra doctor to cope with the increasing demand and complexity of general practice work. However, the workload continues to increase with GP consultations having risen by 15% in the last 3 years alone. Furthermore the average consultation is much more complex than it used to be and we now have an additional 200 patients registered. Why do we have to give 72 hours notice for repeat medications request? This practice now dispenses almost 11,000 items per month, a 30% increase from a few years ago with no increase in funding. All medications we dispense are bought by the practice from various wholesalers. Obtaining many of these drugs is proving more difficult as Pharmaceutical Companies will now only operate from certain wholesalers, its further exacerbated by the devaluing of the pound(£), as many medications are shipped abroad as a priority for increase in profit margins for the Pharmaceutical Companies. Meaning limited stocks for our patients. Furthermore, when a repeat request slip is put in to the surgery on many occasions it has to be reviewed by a GP before the medication requested can SAFELY and LEGALLY be dispensed; this again takes time with the increase in dispensing and the increase in general workload for the doctors. Patients are requested therefore to give us 72 Eyes Down: hours’ notice (3 working days) to ensure that the doctor has reviewed your medications where required and give the dispensers time Westfield Bingo Club to obtain the medications requested. Venue: The New Inn Friday mornings from 10am to noon There was a very popular but un-Christmassy quiz about cars in December, then Christmas was kicked-off with sing-along carols and an entry for the Christmas Tree Festival in the church again – all very modest but very friendly. Christmas lunch at the New Inn had been booked early so the choice of date was exactly as we wanted. Forty-two people were comfortably seated in the main bar and the food was, of course, plentiful and delicious. This went down so well that a warmweather alternative get together has been suggested for later in the year. After the Christmas closure the Hub started off the year with a visit regarding an initiative to raise awareness of cancer signs with the aim of saving lives by diagnosing cancers earlier. This was far too close for comfort, so painful listening for some of us, but a useful and interesting talk. Joyce Butler, who passed away suddenly very early in the new year, was key to the Hub meet and greet and she will be very sadly missed. A few new attendees have been welcomed in the first few sessions of the year and we hope they will continue to visit. In the meantime, January means the start of the next series of 50:50 draws, with the first draw being at the end of the month. It’s a bit early for Easter announcements but we can all be sure that something will be arranged. There are a couple of potential trips still being investigated, but any of the committee would be pleased for input if you have any suggestions. Sharron Bushell, Chairman 20

Westfield Friendship Club We have now settled in at The New Inn, meeting every 1st and 3rd Monday of each month from 2 pm to 3.30 pm. It is proving to be an ideal venue with easy access and Patrick has made us very welcome, taking away the chores of furniture moving and tea-making. Westfield Parish Church From the Vicarage …….. “You could have timed it better”, I said to God when the church boilers failed on the Monday before Christmas, but I was grateful to the plumber who came and spent time trying to get them to work, even taking a bit out of one to try it with the other, but to no avail. Thankfully the weather was quite mild and it didn’t seem to affect what we did and temporary heating meant that it was lovely to welcome so many people to the church over Christmas time for the many services and celebrations. By the time you read this, hopefully a new boiler installation will be taking place to enable us to use the church again. And our thanks must go to the Churchwardens and PCC for their work and the Friends of Westfield Church for financing it. On another note, we had some lead stolen from the church roof over the summer which was only discovered by our architect during the recent 5-year survey. You may see scaffolding going up around the church while this is being repaired. It makes you sad to think about the fact that for £50 worth of lead it is going to cost us and our insurers nearly £3,000 to repair. The New Year, therefore, has brought its challenges and it was decided that we would hold the services in our Hall for the time being. As I’m writing this we have just had our Plough weekend celebrations. I don’t think we could have squeezed any more people into the Hall for the Barn Dance on the Saturday, and our special Café style service on the Sunday. Our thanks go to the musicians Garry Blakeley and friends, led by our own Janice Bolton, Mad Jack’s Morris and Hannah’s Cat Morris who came to join in the celebrations, the East Sussex Ploughing Match Society who provided the plough, and the Church social team who provided the Ploughman’s supper then coffee and pastries on the Sunday. This year we had a smaller pony plough - Joan Downing told me that she remembers using one once in and around Westfield. There are pictures of our weekend on our Facebook page, do please have a look; this is also a great place to see what is happening in and around the church. We now look towards Easter when hopefully we will be back in the church for the services and Easter Egg hunt during our Good Friday workshop. When I see a sunrise I often think of Easter and wonder what it must have been like on the first Easter morning, the sadness and disappointment of the Friday left behind, and the joy that something new and glorious has dawned. As the sun rises on a clear day we often get a sense of the warmth and light that it brings, the sun helps things to grow and it cheers us up. And so it is with Easter Day, the wonderful news that Jesus is not dead but alive. For Christians this is the pinnacle of the Christian faith which is why our Easter festival is so significant. We rejoice because He is risen, the tomb where they laid Him is empty. In the words of the songwriter Stuart Townend See, what the morning, gloriously bright, With the dawning of hope in Jerusalem; Folded the graveclothes, tomb filled with light, As the angels announce Christ is risen! e completed 2016 with the Annual General Meeting in November and our Christmas party in December which was well attended with guests from other local W I’s joining us. The afternoon started with a quiz followed by an amusing sketch and team charades and was completed with a delicious tea. The new year started with an entertaining talk and photographs by Andrew Dinsdale on Australian Wildlife. Death and Taxes

Well, you don't really want to read about it and I don't want to write about death so let’s just stick to taxes. When my wife left me, taking our daughter, let’s see she was only about two years old then, I had to pay maintenance, set at £8.50 per week. To be fair I paid £10, a nice round sum. At work there was an "Admin" man who took care of the day to day administrative tasks. Over a cup of tea one day he said to me: "Don't forget to tell the tax man about the maintenance payments. You should not pay income tax on that money". So, at home that evening I penned a letter to H.M Inspector of Taxes. I had a swift reply to the effect that I most decidedly was not entitled to tax relief on ten pounds per week unless it was by order of the Court. Back at work I told the "Admin" man. He said: "They are trying it on. If they take tax which they are not entitled to they will earn interest on it. Even if they have to pay you back a fairly large sum after several years, think how much interest they have earned which should rightfully be yours. Write again, tell them that you have taken advice". I did so and, as if by magic, tax relief on the £10. A couple of years ago, over £900 was suddenly deducted from my pay, appearing alongside the "Income Tax" marker on my pay slip. I queried this and was told abruptly "It is your responsibility to pay the right amount of tax". As my pay was actually from no lesser person than The County Treasurer's Office, who also deducted the tax, I queried it again, more or less telling the powers that be that I considered this a "Try On". Yet again, the money was refunded without explanation. Check it carefully, folks. All right then, let’s get it over with. One bright summer's night, about 3am it was, I went with a colleague to a "Sudden Death". A lady who lived with her son had woken up her son and told him that she felt unwell. He sat her in a chair and went into the kitchen to make her a cup of tea. When he returned with the tea she had peacefully passed away. The family doctor was called and confirmed death. My colleague went into the kitchen with the son to write the Coroner's report. I remained in the living room and called the police station to request the undertaker. As I waited, looking out of the window at the moonlit garden I heard a faint voice behind me: "Hello". I turned around. The doctor had already attended but had he been wrong? I checked the body, no response to light in the eyes, no other signs of life. I continued to look out of the window, only interrupted by a call on the radio telling me that I had to wait twenty minutes for the undertaker. "Hello", louder this time. Again I checked the body. Still no signs of life. I considered calling my colleague for confirmation but decided that it was nerves maybe? Tiredness? I SAID “HELLO" Much louder this time. I switched on my torch and approached the body again, this time by walking round the back of the chair. As I passed the dark corner behind the chair I saw something tall, covered by a cloth. I lifted the cloth to reveal a grey parrot. As I did so, there was a knock on the door and I gratefully opened it to reveal the undertaker and his assistant. At the same time the kitchen door opened and my colleague and the son came out. I was rather relieved to have human company again. Happy new year. Best wishes, Richard Perchard. 29

Hastings Sierra Leone Friendship Link The theme for the Orange Quiz Sheet no 9 for cryptic crossword addicts was ‘In the Town Centre’. Many thanks to everyone who had a go! Prizes went to the first three names of the eleven out of the quizmaster’s woolly hat who submitted perfect answers. £450 was raised from sales of the 2016 quiz sheet. The Winter 2017 quiz sheet will be out in November! The Link’s Christmas Concert in Hastings Old Town in December was a great success, whilst being an entertaining event, £2500 was raised. Every penny will go towards the Link’s involvement in the Hastings area in Sierra Leone as work continues to help them rebuild their lives after the Ebola outbreak and the serious flooding in the area which followed. The Link has a new Strategy for their work over the next five years, developing action plans focussed on its key themes of Health, Education and creating employment which hopefully will help the community build a sustainable future for themselves. This February is the tenth anniversary of the Twinning of Hastings, UK with Hastings, Sierra Leone which formally recognised several years of hard work by the Friendship Link helping the community recover from the ravages of the rebel war which Bed and Breakfast in decimated the village. Tackling elder exploitation in our communities Katy Bourne, the Police & Crime Commissioner for Sussex, has made tackling elder exploitation one of her top priorities in a bid to protect older people in the county from financial abuse. She says: “We know that fraud against our older and more vulnerable residents is a growing issue as our population ages and criminals see that fraud is more profitable and less risky than other crimes. In Sussex, fraud has robbed some older people of their entire life savings and left others destitute. “I have been lobbying the Government to take account of demographics when calculating the amount of funding that is allocated to each police force and to acknowledge the rise in crimes against our elderly. “The operational response from Sussex Police has also been excellent. They have developed Operation Signature to help protect and support those most at risk of fraud; the model has been nationally recognised and is being adopted by other police forces. “The problem is that many people don’t realise that they’ve been a victim of fraud – they think it’s just a scam, or they feel foolish and don’t want to tell anyone. But scams are fraud and fraud is a crime so I really would urge anyone who’s affected by doorstep crime, postal fraud or nuisance calls to report it.” You can call the police on 101 or report fraud by speaking directly to the advisers at Action Fraud, the national fraud reporting centre, by phoning 0300 123 2040. They will also be able to give you help and advice about fraud and you can remain anonymous if you prefer. Westfield Cricket Club

Even though cricket isn’t played during winter months it has been a busy time for the club throughout the winter and in to 2017. In the summer of 2016 we worked with Westfield School and Sussex Cricket Foundation to promote cricket with the children at the school and to lay the foundations for a junior section for the cricket club starting in the 2017 season. This work restarted in January 2017 with Sussex Cricket Foundation giving free coaching sessions at an after school club. These began with a visit to the school assembly on Monday 9 January by the Sussex Cricket mascot, Sid the Shark, ably assisted by Natasha Newman who is a Development Officer with Sussex Cricket. The first coaching session, run by Alex Murray from Sussex Cricket, was held on Wednesday 11 January with fourteen children attending and a few more who registered to join these sessions, which is an excellent start. These coaching sessions will be running for 20 weeks and will be supplemented in the spring by our own experienced junior coach Trevor Ramsden holding coaching sessions at the cricket ground. This is an exciting development for the cricket club and necessary if we are to develop the club for future generations in the village. Any help with running the junior section from parents / guardians or residents will be well received, the club will even arrange to fund any courses for those interested in being involved with things like coaching. Another area that has kept us busy has been Westfield Cricket Club QUIZ the decision to build a much needed new pavilion. The Parish Council has agreed to Sunday 5 March take a lead on this project and a working party was formed in August last year to The New Inn progress this exciting development; the Arrive 6 to start at 6.30 pm working party consists of four cricket club Teams: no more than 6 people £5 p.p. members and two parish councillors. A frustrating season so far, but with opponents above us in the league still to play, we could still finish third in the table. The second team is in the East Sussex Premier Division, but still finding results hard to come by. Better performances but losing by the odd goal. East Sussex County Council The county council budget, which includes £17million of savings in 2017/18, was passed on Tuesday 7 February. Under the agreed budget residents will pay a Government approved 3% Adult Social Care Levy which will fund some of the shortfall for adult social care services, as well as a 1.99 % increase on the council tax precept. On average, households will pay a total of £5.21 extra a month to the authority from April. Despite the savings ESCC are still spending £365million in services in East Sussex for the coming year. The 2017/18 budget earmarks £95.5 million for capital projects including ensuring roads and buildings are well maintained and that there are sufficient school places. In addition further extra spending was agreed for highway drainage maintenance and investigation/remedy. There will be a programme to tackle hotspots throughout the county. ESCC are also spending more on pavements to try to help reduce harmful trips and falls; the existing £1.2 m budget is to be increased by £300000. The popular Community Match funding pot which I introduced that’s similar to Rother’s Community Grant Fund has been oversubscribed. We have therefore more than doubled the annual pot to £250000. This will ensure that local communities can achieve their aspirations if they can provide match funding and evidence community support for a particular project ! These are difficult times for local government but by being thoughtful and innovative in the way we deploy our resources we can still maintain quality core services and target problem areas, sometimes working effectively with public, private and voluntary sector partners. November In October, the Clerk, Kate Darbyshire visited the East Sussex Highways control centre in Ringmer, to gain a better understanding of how their contractors and workload are managed. Kate saw how the new on-line system for reporting problems works, and reported back to Councillors on how best to report ongoing issues. This can be done on www.eastsussexhighways.com So far, this new system has been used to report the line painting on Workhouse Lane outside the school, the damaged ‘Community Hall’ sign on Workhouse Lane, potholes on Cottage Lane and Vicarage Lane, and several broken bollards on Westfield Lane, all of which have now been completed. You can also view existing reports and scheduled works to include, roadworks, grass cutting, gully clearing etc on the new website. Kate and the then Vice-Chairman, Jackie Smith also attended an East Sussex Highways roadshow, where they learnt how severe budget cuts are affecting services such as urban and rural grass cuts, road sign cleaning, road resurfacing etc. Highways are introducing a ‘Community Extras’ scheme where Parish Councils can pay for additional services themselves. Kate and Jackie reported back to Council, and Council is currently considering the possibility of additional grass cut/s in 2017. December Council resolved to adopt the red BT phone box on Churchfield. Two councillors were appointed to manage the project and research ideas, which included a ‘Museum on Westfield’. Parishioners will also be consulted for ideas. Councillors agreed that the electronic road sign warning drivers of the Christmas Lights, was a great success. The Council will continue to liaise with the Police again this year to ensure suitable signage is in place for the duration of the lights. Council has been in consultation with the Principal Planning Officer at Rother District Council and District Councillor, Carl Maynard about the 41


Development and Site Allocations (DASA) Local Plan. The village is required to provide an additional 89 dwellings from large sites under the Local Plan Core Strategy, that was adopted in 2014. The proposed plan covers four areas: 39 dwellings at Westfield Down, approximately 40 retirement/sheltered housing units at the old Moorhurst site, approximately 10 dwellings on the land off Goulds Drive, and a green corridor pedestrian/ cycle connecting Moor Lane to the A28. The Parish Council resolved to give its support to the plan, and has done so through the public consultation page on the RDC website (save for some minor corrections). The public consultation period ends on 20th February. Comments can be made on the website www.rother.gov.uk/dasa Following concerns from a local resident about the possible development of the Parish Field, Council resolved to strengthen its policy on the Parish Field, which now includes the following statement, ‘since this land was gifted to the Parish for recreational purposes over 200 years ago, and is ultimately under the care and control of the Charity Commissioners, it is highly unlikely that any such challenge would succeed.’ You can view all the Council’s policies including the full Recreation Policy on the village website. www.westfieldvillage.co.uk January Jackie Smith was elected as Chairman, and Michael Edwards Vice Chairman. The previous Chairman, James Woodhead will remain a Councillor, and was thanked for his contribution to the Council as Chair and Vice Chair over several years. Two litter bins, one on the Parish Field, and the other in the Recreation Ground are beyond repair. Council agreed to purchase replacement bins which should be in place by the beginning of February. Council also agreed a quote to repair the traverse stepper in the Recreation Ground. The work is expected to be completed by mid-February. Council received an update from the Cricket Club, including proposed plans and elevations for the new Cricket Pavilion. The Westfield Cricket Pavilion Working Party (WCPWP) consisting of members of the Cricket Club and Councillors, have approved the design. They will continue to work with the Planning Officer to agree the materials to be used. They are exploring the idea of setting up a co-operative of local contractors to carry out the project. Council congratulated those involved with the Westfield Christmas Lights on raising more than £11,600 for St Michael’s Hospice. 42


The draft budget for 2017/18 was approved by Council, and it was agreed to raise the precept from £33,000 to £34,000. Council Tax and the Parish Precept 2017-18 Council tax demands are issued in March and include the sum that the Parish Council has decided is needed to look after the parish. For the last two years, this amount has remained the same at £33,000 pa. This bill is shared by all full rate council tax payers in the parish. If there are fewer people to share the bill, then each individual tax payer will pay a little more. Similarly, if there are more full rate tax payers, individual bills are lower. The number paying the bill is affected by how many people receive Council Tax Support benefits. In 2016/17 our parish precept of £33,000 resulted in a contribution of £31.71 per band D property. The council has reviewed its regular expenditure and decided that an increase in precept is now needed. Next year the precept is set to rise to £34,000 which will result in a contribution of approximately £32.69, an increase of £0.98 for the year. This increase is 4%, and is equivalent to an average of less than 2p per week per household.

Dog fouling is a serious health risk and must be cleaned up to prevent the spread of infection and distress to residents. Not everyone realises the extent of their responsibilities to pick up after their dogs. The whole of Rother District, including Westfield, is covered by a Dog Control order, formalised in law in 2008. Throughout Rother, owners must pick up after their dogs on: (a) Any highway, footways, footpaths, twittens, promenades, steps and towpaths within the area of Rother District Council and any adjoining verges or ornamental areas, which are maintained at the public expense. (b) All pedestrianised areas within the Rother District Council. (c) All Parks, Gardens, Recreation and Sports Grounds, Commons, Amenity Areas or other open spaces owned, occupied or maintained by or on behalf of any of: Rother District Council, East Sussex County Council, Hastings Borough Council, a registered social landlord/housing association, any town or parish council within Rother District, any other public authority or any charity. Westfield Village Fete 2017 Saturday 10 June The initial fete meeting is on Monday 20 February 7.30 pm at Annie’s when ALL interested parties are warmly invited. However, don’t worry if this is short notice and you are unable to attend, your help is welcomed at any time. There will be a wide range of jobs to cover. We are anxious to involve as many people as possible at this stage whether it be a club or personal stall holder, musician or business to work out strategy - all very welcome.
