BP with government oversight has promised to cover all costs of the spill and has set up claim centers and phone banks to process “documented” claims. It will take months and in some cases years to determine exactly what “documented” means and who ultimately will judge if sufficient documentation has been provided and claims paid.

NOAA AND THEIR ROLE IN THE OIL SPILL

A

s the nation’s leading scientific resource for oil spills, NOAA has been on the scene of the BP spill from the start, providing coordinated scientific weather and biological response services to federal, state and local organizations. We have mobilized experts from across the agency to help contain the spreading oil spill and protect the Gulf of Mexico’s many marine mammals, sea turtles, fish, shellfish and other endangered marine life. NOAA spill specialists are advising the U.S. Coast Guard on cleanup options as well as advising all affected federal, state and local partners on sensitive marine resources at risk in this area of the Gulf of Mexico. 8

Overflights are conducted on a daily basis (weather permitting) to provide field verification of model trajectories. NOAA’s Office of Marine and Aviation Operations (OMAO) is supporting the response work in the Gulf with NOAAowned ships and aircraft. Currently, NOAA has deployed six NOAA owned vessels in response to the Deepwater Horizon oil spill. Additionally: NOAA is predicting the oil spill’s trajectory and the path of the layers of oil floating on the surface. OR&R experts are conducting aerial surveys to update trajectory maps and visually track the movement of the spill. NOAA’s National Weather Service is providing regular weather forecasts to a joint federal command center in Louisiana to facilitate operations planning and response efforts.

Experienced marine mammal spotters from NOAA’s Southeast Fisheries Science Center are participating in surveillance flights flown by the Office of Marine and Aviation Operations to assess the species and populations that may come in contact with the spill. NOAA also is using experimental satellite data from their Satellite Analysis Branch to survey the extent of spill-related marine pollution. As a major partner in the federal response to this evolving incident, NOAA will continue to provide the necessary coastal and marine expertise required for sound, timely decision-making and help protect the affected Gulf Coast communities and coastal marine environment.

DEEPWATER HORIZON INFORMATION

O

n Tuesday, April 20, 2010 an offshore oil drilling platform, Deepwater Horizon, exploded in the Gulf of Mexico near Louisiana. The rig, owned by Transocean Ltd, was under contract to BP. Submerged at the bottom of the Gulf, the rig continues to discharge in the range of 35,000 to 60,000 barrels per day. BP, the United States Coast Guard and the Minerals Management Service are the lead response agencies on the oil spill. For information, please visit www.deepwaterhorizonresponse.com. BP has claimed they are committed to paying all legitimate claims for damages resulting from the oil spill and necessary response costs. This includes: • Property damage • Net loss of profits and earning capacity • Subsistence loss and natural resource damage • Removal and cleanup costs • Cost of increased public services • Net loss of government revenue BP also will evaluate all claims for bodily injury even though they are not payable under the Oil Spill Pollution Act of 1990. To file a claim against BP for your losses you can visit http://www.bp.com/claims. BP has established a process for individuals and businesses to file claims to cover losses and/or damage. File a claim by calling the toll-free number, 1-800-440-0858 (TTY device 800-572-3053), or by submitting a form online.

Team Blue Heron edged out defending BBC champion team Double Dog he Bahamas Billfish Championship (BBC) launched it’s 37th season with the Central Abaco Championship. With three days of perfect spring weather and ideal sea conditions, the fleet of twenty-nine of the world’s top sport fishing boats caught forty-one billfish during the three-day event at Treasure Cay Resort & Marina.

The first leg of the five tournament series was won by Blue Heron, a

Hatteras 50 based out of Key West, Florida. The Blue Heron team, led by Mark Knowles, gathered 1,400 points by catching and releasing two blue marlin and one white marlin on days one and two of the tournament. Team Blue Heron edged out defending BBC champion team Double Dog which also achieved 1,400 points catching and releasing five white marlin and four sailfish. In BBC competition, when two teams get the same point total, the winner is determined by the team reaching the point total first.

The win garnered Knowles of Blue Heron a Randy Rich designed trophy presented by tournament sponsors Gulfstream International Airlines and Hatteras Yachts. As the Top Release Team for the Central Abaco Championship, team Blue Heron was presented with a Randy Buck original bronze trophy sponsored by Murray Products, High Seas Technology and PipeWelders. Captain Shannon Fountain and the Blue Heron crew each received a Randy Rich designed trophy presented by Steve Lewis of the Lewis Marine Group. Second Place honors at the Central Abaco tournament went to Don McKinney’s Fort Lauderdale based Double Dog, a 66 Hines Farley. McKinney was also awarded a Randy Rich trophy from Gulfstream

Luis Isaias’ Jichi, a C&L 58 from Coral Gables, Florida finished in Third Place with 1,256 points. Team Jichi caught and released a blue marlin and boated another blue on day one that weighed 656 pounds. For the BBC’s first tournament of the 2010 season, 41 billfish were caught – 8 blue marlin, 25 white marlin and 8 sailfish. As with all BBC tournaments, all catches are validated using time and date stamped digital images. Affidavits signed by all participants fishing on each team further confirm that the fish was released in accordance with IGFA and Bahamas Billfish Championship rules. Gulfstream International Airlines and Hatteras Yachts were the sponsors of the Central Abaco Championship. Social functions during the tournament were hosted by Epice’ Skin Care Products and CAT Marine Power.

Second place was taken by Double Dog.

All BBC tournaments are goverend by a uniform set of rules. The benchmark minimum length for blue marlin is 115 inches as measured from the tip of the lower jaw to the fork of the tail. The benchmark at each tournament remains 115 inches until two (2) fish over 115 inches have been weighed in that tournament. or team Day Money, day two of the Cape Eleuthera Championship showed that the 80 foot Merritt was appropriately named. Country music legend George Strait released two blue marlin and one white marlin on day two and Day Money coasted to a win at the second leg of the 2010 Bahamas Billfish Championship (BBC) with 1,400 points.

Bill Gardner of Hartford, Wisconsin finished second based on time with a blue marlin release on day one aboard his 68 Hatteras, Our Dream. Gary Angel’s Sea Angel from Baytown, Texas finished third with a blue marlin release on the last day of the threeday event hosted by the Cape Eleuthera Resort & Yacht Club. For the win, George Strait and Day Money was awarded a Randy Rich designed trophy presented by the BBC and, as Top Release Team at the Cape Eleuthera Championship, Day Money received a Randy Buck original bronze trophy sponsored by Murray Products, High Seas Technology and PipeWelders. In addition, Top Crew trophies, sponsored by the Lewis Marine Group, were presented to Capt. Chris Lindell and Mate Kevin Bertram of the Day Money. The fishing action was slow compared to last year’s tournament when the BBC fleet saw the best bluemarlin fishing of the entire five tournament series. This year, the twenty-eight participating boats caught and released a total of thirteen billfish; five blue marlin and eight white marlin. As with all BBC tournaments, all catches are validated using time and date stamped digital images. Affidavits signed by all participants fishing on each team further confirms that the fish was released in accordance with IGFA and Bahamas Billfish Championship rules. ig Win at Harbour Island Moves New Jersey Team to the Number one position.

Barry Weshnak’s Miss Annie scored an impressive 2,400 points during the Harbour Island Championship to handily win the tournament and jump to the lead in the 2010 Bahamas Billfish Championship. The Allenwood, New Jersey team caught and released two blue marlin and six white marlin during the tournament which is the third leg of the BBC’s five tournament Series. Miss Annie, a Viking 52, caught qualifying billfish each day and five of the six white marlin were caught on day two of the three-day event. Dr. Michael Spicer, developer of Epice Sunscreen, the tournament’s sponsor, presented the Randy Rich designed

Blue marlin accounted Miss Annie jumps to the top of BBC standings for 15 of the total along with 18 white marlin and 4 sailfish. At all BBC tournaments, catches and releases are validated using time and date stamped digital images. Affidavits signed by all participants fishing on each team further confirms that the fish was released in accordance with IGFA and Bahamas Billfish Championship rules.

BBC Harbour Islands was the third event in this five tournament series. This time WBS Top Angler went to Barry Weshnak and Miss Annie snagged coveted Top Team award.

The opening reception, Anglers Meeting and dinner, hosted by Epice Sunscreen, was held at the Coral Sands Resort overlooking Harbour Island’s world famous ‘pink sand beach.’ With the win at Harbour Island and accrued points from the two earlier tournaments, Miss Annie, took over the lead in the overall standings for 2010 with 3,500 points. Likewise, Ticket’s accumulated points coupled with bonus points for the Second Place finish at Harbour Island moved Ticket into Second Place Overall with 3,200 points. Team Blue Heron, winner of the Central Abaco Championship, caught a blue marlin at Harbour Island but dropped to Third Place overall with 2,900 points. HMY is the founder of one of the most popular and successful fishing tournaments in the US and Caribbean. The Billfish Blast tournament is packed with plenty of exciting activities for the whole family, onboard and onshore.

A beautiful location, great fishing and family fun always draws happy participants to the annual HMY-Boat Harbour Billfish Blast. On the first morning, the wind was pumping as the boats lined up to depart the marina. With an eclectic mix of music vying for the best departure song trophy, the fleet headed to sea for what would prove to be an uncomfortable day on the rip. Jason Suzor, aboard Aquaholic, released the first blue of the tournament an hour or so ahead of Cruiser Crews aboard Cowpoke. As it turned out, those were the only scoring fish of the day, except for a 28 lb. dolphin weighed in by 5 year old Zachary Biddex on Lookin Back. Fortunately, the voice of the Blast, radio goddess, Beth Davis kept the fleet amused, entertained, positive and satisfied with hourly giveaways.

n a recent flight to Marsh Harbour for the Boat Harbour - HMY Billfish Blast, I had the good fortune to be traveling with magician and balloonist extraordinaire, Karl Koppertop. As we collected our bags and passed through Customs, Karl began creating and passing out balloon sabers and flower wrist bands and the smiling officials whisked us through and wished us good fishing! The Billfish Blast is a joint venture between HMY Yacht Sales and Abaco Beach Resort & Boat Harbour Marina. The tournament, as always, kicked off on Memorial Day and ran through June 4. Welcoming 14 boats to this years edi-

tion was a very pregnant but still very energetic and effervescent Tournament Director, Laurie Bass. Every year, the family oriented Blast gives away gifts, goodies, freebies and trophies. Any more and the volunteers would have to wear red lined Santa suits! They even added a new trophy this year in honor of Chester Wolfe, the Sea Wolfe Good Neighbor Award. HMY owner, Steve Moynihan and his family were also on hand to greet old friends, make new friends, and like everyone else, generally enjoy themselves. Following the Memorial Day themed opening dinner, the traditional fireworks extravaganza exploded over the marina and the Blast was officially underway.

That evening, anglers gathered under the tournament tent for a sports night dinner. Team colors most in abundance included Dolphins, The U, Gators, Seminoles, Blackhawks and one old timer in a rather snug fitting South Africa Gamefish shirt! As the boats lined up for the departure on day two, the usual ingenuity and quest for a trophy was on display; one Captain clad in a red lobster suit (unforgettable); one crew raising their T-shirts (forgettable); one crew mooning the Committee (regrettable). Perry Osman wasted no time putting Sea-N-Double on the board with a blue marlin release 17 minutes after lines in. The morning action continued but was plagued by pulled hooks. In the afternoon, the Cowpoke took the lead with a blue marlin release and the Intents released a blue shortly before lines out. Billfishing Magazine

present them with the trophy at the opening meeting and everyone can just fish for fun?! I’m just saying…

When all was said and done Cowpoke was the BIG winner of the event. They have gotten progressively more successful for the last three years gaining from third to first place. The Cowpoke also impressed at the weigh in scales as Greg Jones put a 58 lb. dolphin on the score board. Young Zachary Biddix was back at the scales with a lovely 66 lb. yellowfin tuna. At the Billfish Blast, the Rockstar Talent night always amuses and often entertains. Following another sumptuous meal by the talented chefs at Abaco Beach, DJ Scot Lehr took the stage and limbered up the crowd with a “pass the orange” and “pass a life saver candy with a swizzle stick” contest and he put feet on the floor with an impromptu conga line. That was followed up by the traditional karaoke contest. While anyone and everyone is encouraged to participate, it seems that only the truly talented actually do. The tournament committee was well represented by Laura Dougherty who sang Patsy Cline’s “Crazy,” Laurie Bass who belted out Melissa Etherdige’s “Come to my Window,” and Steve Moynihan who crooned a three song set. Once again, however, it was the Bam-Boo’s Alan Colantuono who truly entertained with a medley of Elvis songs. The final song of the evening was a solo rendition of Amazing Grace, by Abaco Beach’s Della. The following day was a scheduled lay day and TD Laurie Bass had her fingers crossed for good weather. Her pool party/cookout had occasionally been interrupted by passing thunder boomers and squally weather, but not today. The weather was, in fact, so perfect, the mockingbirds were chirping

island music so loud that the potcakes (those loveable island dogs) were on their feet, swaying to the tunes! You could almost hear anglers whistling as they went to work on the lay day contests: preparing blood mary’s, Iron Chef, Board Shorts, Bean Bag Toss, and new this year, knot tying. Eventually, everyone gathered poolside for rum punches and a luncheon buffet.

Following the sit down, surf & turf dinner, a mountain of gifts, awards, and trophies were presented. The Top Three boats were: Cowpoke, with 4 blues and 1 white; Sea N Double, 2 blues; and Aquaholic, 1 blue. The Jim Schaeffer Memorial Sportsmanship Award was presented to Big Whoop; the Sea Wolfe Good Neighbor Award was presented to Princess Lily; the Spirit of the Blast Award was won by Lookin Back and the Doc Austin Memorial Top Junior Angler was presented to Van Wichers for his blue marlin release aboard Outlaw. Christy Crews not only won the Top Female Angler, but Top Overall Angler as well and was presented with a Steve Goione original. The win also qualifies her for a chance to fish in the WBS Grand Championship.

Prior to all the activities, Laurie and Karl Koppertop visited the Island’s special needs school for the Every Child Counts charity. Karl not only performed magic but also thrilled the children juggling flaming ten pins. The ideal weather continued for the final day. The Volunteer committee was clearly in a good mood as they gave their first ever perfect score for a Departure Song to the Outlaw for their custom choreography of Baby Got Back. Alas, the award was won by Bam Boo for their combined three day effort. The good vibes aboard Outlaw continued as they released the first blue of the day shortly after the “Lines In” call. Fishing remained hot throughout the day and blues were also released by Deguello and Coastal Angler. The Cowpoke really had the good vibes going as angler Christy Crews released two blues and a white to win the tournament in style. In fact, during the past three Billfish Blast’s, the Cowpoke captured Third, Second, and now First. Perhaps next year, the Committee will

The Blast always has a grand finale following the awards and this year it was Taylor Hicks, the American Idol winner from season six.
