The Laboratory Clinical Board is responsible for providing advice on best practice regarding Laboratory testing in the Bay of Plenty.

Recently, the board has gone into hiatus with the various demands of the system, however there is now capacity to restart and refresh this governance group. Past members have been acknowledged and advised of the intention to resume this advisory function. You as executive leads of your organisation are now asked to consider the make-up of Laboratory Clinical Board in terms of membership, and to identify and confirm members of your team to form part of the Board.

The terms of reference for the Board are attached for your information. We are looking to close nominations on 8 November 2021.

BOPDHB LABORATORY CLINICAL BOARD TERMS OF REFERENCE

To advise on best practice regarding laboratory testing.

Functions

Aims

The aim of the Laboratory Clinical Board (LCB) is to contribute to the improvement of health outcomes for the residents of the Bay of Plenty by identifying and advising on best practice guidelines for accessing, ordering, reporting and monitoring laboratory tests.

The LCB plays an advisory role to the funder, referrers and providers of laboratory services. The board is sub-committee of the Clinical Board of the BOPDHB.

The members of the LCB are responsible for encouraging communication, cooperation and acceptance amongst the stakeholder groups they represent with regard to best practice in accessing, ordering, reporting and monitoring lab tests.

The LCB will work to:

This appointment is to be approved by the Chair of the Clinical Board.

Membership

Expressions of interest to become a member of the LCB will be sought. Nominees will be appointed by the Chief Executive Officer of the Bay of Plenty District Health Board on the interests of achieving fair and representative membership Membership must include:

Secondary Service Representatives Laboratory Provider Representatives Referring Practitioner Representatives Primary Health Organisation Representatives A member of the BOPDHB Clinical Board ex-officio

Each appointment will be for a specified term of up to 1 year (although members are eligible for reappointment).

The LCB will number between 8-12 members. A process will be developed whereby experts can be co-opted for short, specified periods to assist where required.

Parameters

Of prime interest to the LCB will be identifying and agreeing best practice in accessing, ordering, reporting and monitoring laboratory tests against which current practice can be evaluated, and if necessary, modified by referrer/provider organisations.

The outcomes of the Board’s efforts in its advisory capacity will fit within the requirements of the Health and Disability Commissioner Code of Health and Disability Services Consumer Rights.

Scope

The LCB has a broad requirement to work on defining clinical best practice in relation to accessing, ordering, reporting and monitoring laboratory tests.

The LCB is also responsible for giving active advisory support to referrer and provider organisations in the development of options to ensure the optimal number of laboratory tests are ordered within the BOP region.

Such advice can include comment on: • what tests are appropriate to order • what tests are appropriate for the BOPDHB to fund • what constitutes efficient access to Laboratory Services • what tests should not be funded • the most appropriate testing facilities • further training or education of referrers in order to optimise test ordering practices in the region.

• optimal collection, labelling and transportation practices for laboratory testing • optimal reporting and results interpretation.

The LCB will initially meet frequently as business or workload require, but no less than quarterly. The Board may decide with

Clinical Director agreement that it is necessary to meet more often to undertake its work.

The timing of the meetings is set for the last Thursday of the month.

The chairperson may call an extraordinary meeting to consider matters arising which are within the scope of the Board’s mandate.

An attempt will be made to provide lead time for Board members of one working week.

The Board will meet with a minimum number of members being agreed as five of which three must be members in a clinical role.

In the event that Board members are unable to attend a meeting, They may delegate their authority to another representative from their organisation for that specific meeting.

The LCB may from time to time hold workshops and planning sessions involving team members and/or other interested parties.

Provision of reasonable administrative and secretariat support to the LCB will be the responsibility of the BOPDHB Clinical Board.

Reporting Requirements

Performance

Where required, the LCB will report its decisions to stakeholders as a single coordinated body.

The Chair of the Bay of Plenty District Health Board will annually review the performance of the team and make recommendations to the CEO of the BOPDHB about any changes to the team’s functions or membership that the CEO considers should be made.

People who are self employed.

Remuneration

Any member who is employed by an organisation that is funded by the District Health Board or supported by their organisation to participate in the Group (and would therefore be being paid for

attendance at meetings by their organisations) will not be eligible to be paid fees.

Costs associated with travel to and from the meeting Cost of one meal, if not provided, for an all day meeting Compensation for loss of income if participation in the LCB is required during normal working hours Cost of backfilling attendees role if participation in the LCB is required during normal working hours
