Improving Together: Advisors A quality improvement education programme 2022 - 2023 What is the Improving Together: Advisors programme?

The Health Quality & Safety Commission (the Commission) is supporting health and disability organisations to develop quality improvement capability through its Ako tahi hei whakapai ake i te kounga: Improving together education programme. As part of this, the Improving Together: Advisors programme builds on prior quality improvement skills and knowledge and extends them to enable participants to lead quality improvement activities in their organisations.

This programme has been developed specifically for the Aotearoa New Zealand health and disability sector and will be delivered by the Commission from October 2022 through to July 2023.

Aim of the programme The Advisors programme aims to develop and expand the quality improvement skills and knowledge required to become an effective facilitator of change.

Who should apply?

The curriculum is designed for health care professionals who have a major portion of their work focused on improvement and who will be viewed by senior leadership as vital assets for quality improvement in their organisations.

Learning principles for the Advisors programme The Advisor programme is based on the following learning principles and expectations.

Previous knowledge and skills of participants This course is designed for participants who already have some foundational knowledge and experience in the application of improvement tools and methods.

The programme will: • expand on this foundational quality improvement knowledge • provide experience in the application of improvement tools (e.g., tools for understanding the problem, consumer and team engagement, co-design, process mapping, idea generation and plan-do-study-act cycles) • provide education and training in structured improvement methods, primarily the Model for Improvement and including aspects of Lean in the context of a health or disability setting.

Applied learning The programme is designed to help you integrate the knowledge, methods and tools learned with real-life applications. You will use the skills and knowledge gained to undertake an improvement project that is of value to your organisation with a scope that is realistic for the timeframe. In addition, you will be stimulated to use your critical thinking and reflection as we move through the content of the programme.

Results With the full support of faculty, you will focus on learning and getting results for your project. We anticipate that each participant’s project will deliver measurable improvements in the system or process on which you are working, and that plans to monitor and sustain these improvements are in place by the end of the programme.

Expectations for attendance and participation The programme has been carefully designed so that every session delivers learning that is essential to becoming an effective improvement advisor. As such, we expect full attendance and participation for the entire duration of the programme.

Time commitment The Improving Together: Advisors programme will require a commitment of approximately 0.25 full time equivalent (FTE) per week on the part of each participant over ten months – approximately 400 hours in total.

This includes: • 10 days in person workshops (in Wellington) • 12 fortnightly online (via Zoom) sessions (Wednesdays 10am-12pm) • Project work • Self-directed learning and course work between workshops and Zoom sessions.

Completion requirements The following activities are required to complete the programme: • Commission eLearning modules (to be completed prior to the in-person workshop 1): o Improving Together: Introduction o Introduction to co-design: Module 1 • Pre- and post-programme assessment survey of skills and knowledge • Project charter • Storyboard outlining your quality improvement project • 90% attendance and participation in the learning sessions (outlined in the table over the page). This includes the completion of online modules.

A comprehensive schedule of activities and submission dates will be provided when the programme commences.

Live participation is required for the majority of Zoom sessions. Some Zoom sessions that contribute to attendance will be recorded so that participants may catch these up if necessary – this is only considered suitable for a few sessions to cover for extenuating circumstances.

Participants monthly reporting requirement Participants are required to provide monthly reports on their project. This requirement: • gives the faculty insight into your progress with the project and an opportunity to discuss and provide feedback • builds a good habit of reflecting on progress on a regular basis.

Participant’s organisations are likely to have their own reporting requirements for the project. This should include the opportunity for face-to-face meetings with senior leaders to provide updates, discuss any barriers and receive feedback and support. The programme reporting requirements do not replace this.

Improvement project • Each participant will undertake an improvement project to apply the theory and methods learned in the programme. This project should be important to the organisation and scoped so it can be completed within the ten-month programme.

• Each participant will devote a minimum of 8 hours a week to working with their improvement project in their organisation. Participants will run many tests of change and implement some of these changes for system and process improvements in their organisation.

• Participants will be required to present project progress at each in-person workshop (or as required) including charters, data analysis and process observations, tests of change and a final project presentation. Any data presented during workshops will not be shared outside the programme.

Participants are expected to regularly share progress updates with their manager and the project sponsor. This includes alerting them to any issues or concerns with the project and reflecting this in project reports.

Workshop logistics A number of faculty members from the Commission facilitate this programme over the course of the ten months to allow participants to engage with a variety of teaching styles, examples and areas of expertise. In addition, guest faculty will provide teaching in some sessions.

Technical requirements Essential equipment and technical arrangements Participants must bring their own laptops to all workshops.

Participants must: • have and bring their own laptop, power cables • have a stable internet connection • Note: it is preferable that you have your video on during Zoom sessions in order to interact with faculty and other participants.

QI Macros Statistical Process Control (SPC) software You will need access to QI Macros Statistical Process Control (SPC) software to create SPC charts, and ensure it is loaded and accessible on your laptop for all workshops.

QI Macros: http://www.qimacros.com/qi-macros/ LearnOnline All resources and programme activities are organised from the LearnOnline learning management system. You will need to set up a login for LearnOnline if you do not have one already. Instructions will be provided for this.

Textbooks and other resources You will be provided with a copy of the following texts: • Improvement guide – a practical approach to enhancing organisational performance • The Health Care Data Guide – Learning from data for improvement.

We will provide you with additional resources and readings throughout the programme.

Fees and expenses Programme fees: The fee to participate in the Advisors programme is $1,995.00 (GST inclusive) per participant.

This includes textbooks, readings and other resource materials, access to LearnOnline.

You will be invoiced once your application has been accepted.

The course fee does NOT include: • Travel and accommodation costs for the in-person workshops • QI Macros licence • Essential equipment such as laptop

• Time allocated for you to participate in all the programme activities: in-person workshop days, all Zoom sessions, quality improvement project work and selfdirected learning between sessions.

Scholarship applications: The Commission has a small number of scholarships available to cover the fees and expenses for prospective applicants whose project and organisation contribute to the Commission’s vision and strategic priorities, and also reflect the priorities reflected in the Interim Government Policy Statement on Health 2022-2024.
