tain City Council is reviewing a proposal that could significantly alter how bulky waste and yard debris are collected throughout the city. At its September 23 meeting, city staff, including Director of Public Works Zacc Marcile, Inspections and Codes representative Clint Houser, and City Manager Todd Carpenter, presented a proposed update to the city’s solid waste ordinance aimed at streamlining operations, improving efficiency, ensuring fairness, and maintaining cleaner neighborhoods. Officials emphasized that the presentation was strictly for discussion pur-

One of the most notable changes involves reassigning responsibility for collecting bulky household and yard waste. Under the proposed ordinance, these items would move from Code Enforcement to the Solid Waste Department. This shift would empower Solid Waste crews to collect items without waiting for residents to pre-schedule pickups. Another significant update concerns how residents are charged for the removal of bulky waste. Instead of paying in advance, the fees would be automatically added to the monthly utility bill. Staff noted this approach ensures more consistent payments, speeds up service, and reduces administrative delays.

Under the proposed rules, residents must place items in a defined 6-foot curbside zone. If a sidewalk exists, all items must be placed behind the sidewalk.

• Bulky Household Waste includes furniture, appliances, mattresses, etc. You may place the item at the curb the day before your scheduled rollout day.

• Standard collection includes one 5’x5’x5’ pile (125 cu. ft.) for $20.

• Up to two piles (250 cu. ft.) can be collected for $40. However, the second pile is a code violation, subject to civil penalties.

• Anything beyond one pile, or 125 cu. ft. is also a code violation and may be handled through contractor abatement.

• Note: The proposed cost may increase to in the future to reflect rising costs.

• Yard Waste: (loose leaves, limbs, and grass)

• One 5’x5’x5’ pile will be collected free of charge.

• A second similar pile will cost $15 charge on the utility bill and could be subject to a civil penalty.

• Leaf piles can be larger. Leaves are not subject to this stipulation. Additionally, leaves should be loose, not in bags.

• Bulky Yard Waste includes trees, for example. This is the only category that requires advance notice to the city.

• Oversized piles—such as large tree limbs or excessive brush—will require a quote from the city. The resident must pay the fee in advance, and then the city will collect it.

• If the bulky yard waste remains at the curb unpaid, See WASTE, Page 8A

Ewa Szymańska Milewski

July 18, 1928 –September 23, 2025

On September 23, 2025, with her daughter by her side, Ewa Maria Szymańska Milewski was welcomed into God’s arms at the age of 97. She was born in Warsaw, Poland as the oldest daughter of Col. Antoni and Halina Szymański. After World War II, at a Polish officer social in England, she met the love of her life, Andrzej. Before she even turned to greet him, she said she felt an angel touch her shoulder and whisper, “Pay attention. This man is important to you.” Known for her honesty and spirit, she asked Andrzej after only three dates, “Is this just for fun, or is this going somewhere permanent?” And

came the office manager for Bill Brown PH & A/C Inc. to help her husband Bill run the business. She continued to work there until she retired due to Alzheimer’s. She struggled with Alzheimer’s for approximately 10 years. Linda was a member of First Baptist Church of Salisbury. She was a member of XI Alpha Delta Sorority. She was heavily involved in the Salisbury Elk’s Lodge and became the first female Exalted Ruler in the state of NC. She loved giving her time to the Elks, calling Bingo and helping the veterans anyway she could.

Linda loved her family, especially her grandchildren, Whitney and Michael. Linda was a NASCAR fan and belonged to the Speedway Club in Charlotte for years. Her love for football was even greater. She organized legendary bus trips to see the Falcons play for many years. Once the Panthers came to Charlotte, she and Bill were instant fans and never missed a home game, championship game, or super bowl appearance until Bill died in 2014. She was a force of nature when she put her mind to something. She will be remembered and missed.

it was permanent. The two married on February 2, 1950, and lived a love story of more than 72 years. They danced to La Vie en Rose, flirted to the end, and showed us every day that love isn’t just a feeling— it’s a commitment you make every day, again and again.

Ewa’s life was defined by faith and family. With Andrzej, she prayed daily—for those who asked and for those who didn’t even know they needed prayer. She blessed every child and grandchild— no matter their age—with a sign of the cross on their forehead when they left the house. She lived her faith in action, in service, and in love. She was also a maker of things: meals, sweaters, bread, clothes, and warm memories. Her chicken with lemon sauce was legendary—not just because it was delicious, but because it felt like a hug in a dish. She believed that love multiplies and the more you give the more it grows. And that’s how she raised a big family with an even bigger heart.

She poured that same spirit into her work and community. She volunteered in youth ministry and served as Director of Religious Education at her second home, St. Michael’s

In addition to her parents, she was preceded in death by her step-father, Neb Wilson who raised her; and her husband, William Lee “Bill” Brown.

Left to cherish her memory are her son, Allan Brown and wife Beth McLean Brown; grandchildren, Whitney Brown Jeffries and husband Brandon Jeffries, Michael Brown and wife Katie O’Neal Brown; and great-grandchild, Kyle Jefferies.

Visitation will be held from 12-1 PM, November 1, 2025 at Summersett Funeral Home. Memorial service will follow at 1PM in the Summersett Memorial Chapel with Rev. Brian Farmer officiating. In lieu of flowers memorials may be made to the Alzheimer’s Foundation, Western Carolina Chapter, 4600 Park Road, Suite 250, Charlotte, NC 28209 and Tunnel to Towers Foundation, 2361 Hylan Boulevard, Staten Island, NY 10306.

In lieu of flowers, donations can be made to the Sisters of Mercy in Belmont, NC, or Trellis Supportive Care in Winston-Salem, NC. The call of the Righteous to Heal America

Introduction According to the cycles of national, state and local news, América stands at a critical crossroad. Daily social media pundits and news reports convey the corruption of our country, in a land that is proclaimed to be free. We used to pride ourselves on the slogan as found in our National Anthem, “the land of the free and the home of the brave.” The stint of politics, self-will groups and secular ideology

has contaminated the desires to see our neighbor as our God given neighbor.

Our land has been shaken by division, injustice, violence, moral decline, and spiritual emptiness. What was once seemed as an unusual and unacceptable practice to be coldhearted toward humankind, has now become a norm in the day to day cycle of life when men and women go along their way with nonchalant attitude as if mankind has no value or nor purpose.

In moments like these, God’s Word does not merely whisper, but it shouts out loudly, “repent and turn.” The Old Testament tells us to “rend our clothes,” symbolizing one must be willing to shed his/her own way for His. God’s ancient promise of retribution as spoken to Solomon is still very much alive today. The prescription for nation’s healing has not changed. Just as God had provided a formula for the Hebrew people in returning back to Him in the event that they turned away from His presence, their return to Him would require the action of humbling themselves, re-

penting, returning, and acknowledging that they had exemplified wicked behavior despite being labeled the called people of God. As it was with the Hebraic people in Solomon’s day, everyone living under the name of Hebrew did not accept ownership of their sins and continued to do what seemed to be right in their own eyes. and They would not be guided governed by the law, statues, and commands of God thus causing a durst and a chastisement for the nation. Our power of existence today in founded in the will and way of God our Creator. We Need to See the People God Is Speaking To God did not say “If the government, if the politicians, if the kings who are called by my name would humble themselves…but He said: “If my people who are called by my name.”

That means the church, the believers, those who confess Jesus Christ as Lord and Savior are the ones being talked to and must be willing to help lead the way. America cannot expect healing from the White House, the courthouse, or the statehouse, but healing must

be allowed to flow and resonate from God’s house. The power of the church appears to have become dormant due to its constant blending with a wicked secular society. Today’s church members or confessing believers tend to exhibit no righteous separation in their morality and ethics that’s conducive to this world’s order. We were cautioned by the Apostle Paul “to come out from among them and be ye separate.” (II Corinthians 6:17 KJV).

My aim is not to exert one religion over another but to offer to us a pattern worth following as Yahweh gave instruction to Solomon at the dedication of the Temple. Since I am a baptized Christian believer in Jesus Christ, I want to raise a question that is often asked by many, What mark is true Christianity making on our society in which we live? On next week, I want to suggest to you according to II Chronicles 7:14, four conditions of Healing for America.

SASi art competition winners

The Southern Arts Society is celebrating the 100th anniversary of the historic Southern Railway Station, its home, with a special art competition titled "ALL ABOARD!" 100 Years of Trains and Travel. Artists were asked to create art that speaks to the history and power of moving by rail. From 1925 to the present day, the railway moved people, packages, mail, livestock, cars, coal, and more around the country, opening the vast regions of the US in a way never seen before. One hundred years later, we still rely on the rails to move and connect our country.

Artists from around the region submitted over forty works of art to be judged for cash prizes. Participating artists are Linda Alexander, Dee Basnett, Kristin Blank, Jeffrey J. Bowers, Ellen Devenny, Janet Dyer, Darlene Godfrey, Anne Harkness, Timmy Hord, Dennis Huntley, Kimberlye Joyce, Carolyn Kemp, Robert ‘Robin’ Klar, Emma Kay Lewis, Kathleen Marie Pope, Bertie McClain, Janie McVay, Martha Moore, Alex Pietersen, Patricia Pietersen, Jerry Pruitt, Rebecca Rowe, Jill R. Shuford, Taylor Stump, Lucy Warlick, and Natylie Zolo.

Ashley Lathe, an artist and educator in Charlotte, NC, was asked to judge the artwork and select the awards. Lathe graduated with a BFA from East Carolina University and an MFA from Maryland Institute of Art. He is a full-time instructor at Central Piedmont Community College in Charlotte, N.C., and previously taught at UNC-Charlotte and other community colleges in the state. Lathe’s artwork has expanded over the years, encompassing mixed media, printmaking, oil painting, and, lastly, watercolors. His work has been featured in multiple publications, including New American Paintings, and exhibited in several galleries and museums, including the North Carolina Museum of Art. Lathe has also been a several-time resident of the McColl Center for Visual Arts in Charlotte, N.C. Most recently, he participated as a guest instructor for the Airy Knoll Project.

Lathe was tasked with selecting first, second, and third place prizes, along with three merit awards. In the end, he chose an additional award of merit, totaling four altogether.

Winners were announced at a public reception on Saturday, September 20, 2025.

Awards with comments are as follows: First Place went to Jeffrey J. Bowers of Gastonia, NC, for his acrylic painting, “Sunrise Southbound,” which features a locomotive coursing through current-day downtown. Lathe commented, “There are rather obvious references here to the history of travel, from the earlier days of rail to the contemporary automobile. What struck me about this particular

piece was more Edward Hopper-esque; a blink-and-miss-it moment that, upon reflection, captures something deeper and more meaningful. His economy with his medium feels spontaneous while his subject reminds us that there is beauty, especially when we are not looking for it.”

Second Place went to Ellen Devenny of Kings Mountain for her photograph “Boxcar 314” taken at the Metcalf Station in Lawndale. Lathe said of Devenny’s photo, “Personification. Boxcar 314 is the bulldog, the prize fighter past his prime that just wants one more bout in the ring. Past the end of the road (or in this case at the end of the rail), he still believes in himself despite the world having moved on and forgotten.”

Third place went to Carolyn Kemp of Matthews for her watercolor “On Track”. Describing her painting, Lathe said “Beautiful in its simplicity, it takes the details and presents them in an abstract, Piet Mondrian way. The rusted rail against the mirrored rail at the train track version of a crossroads; what is and what was given so simply and poetically.”

Merit Awards were presented to four artists in recognition of their outstanding efforts. (In alphabetical order)

One was given to Kimberlye Joyce of Iron Station for her watercolor “Inspiration Depot”, a watercolor depicting her vision of Kings Mountain’s Southern Railway Station. “Train rails are steel mirrors that reflect the world above them, tying earth to sky,” said Mr. Lathe.

Another went to Patricia Pietersen of Lake Wylie for her photograph “Out in Front” of a modern train car, seemingly abandoned in a tunnel. Lathe commented, “Shimmer, text, and wear presented in geometric glory harkening a past and, perhaps, a forgotten future."

Thirdly, one was given to Jerry Pruitt of Bessemer City for his photo “Tagged”, showing a graffiti-tagged railcar taken along the tracks in Bessemer City. “This is the reality of today’s trains, mobile showcases of amazing street art,” observed Lathe.

The fourth merit award was given to Taylor Stump of Kings Mountain for her marker and pen illustration “Railway Valley” of a train on a high trestle. Lathe noted, “This stunning rendition reminded me of the detail that pen and ink can provide in the style of Charles Addams and many more.”

Lathe made overall comments on viewing the exhibition. “I am an American. Therefore, it is almost my patriotic and civic duty to love trains. And I do.”

“As a child, I would play with my father’s electric train set. As a young adult, I treated train tracks as an alternative walking path, which gave me new insights into familiar places. Today, living in an urban environment, I find

train tracks to be a quiet, private respite from an otherwise busy, loud, and often cramped environment. I have too many memories from these experiences to share here.”

“Today, I would argue that just the idea of trains carries a diaspora of ideas and emotions, from the sentimental and mythological to the practical underpinnings of our economy. It was with great joy to see this same diaspora in the Southern Arts Society All Aboard! exhibition through a diaspora of approaches; painting, photography, 3D printing, embroidery, illustration, gestural, and more.

“Hopefully, it is obvious that taking the responsibility of judging an excellent exhibition of creative choices like this requires the burden of subjectivity. I was moved by every individual work I witnessed. So much talent is provided in one space, and every work moved me in different ways. At the end of the day, here are the works that inspired me the most.”

McVay’s captivating acrylic painting, titled L&C, submitted to the Southern Arts Society’s "ALL ABOARD! 100 Years of Trains and Travel” competition, was unfortunately mislabeled in last week’s Herald. Her work captures a nostalgic moment in American rail history, depicting a powerful locomotive crossing a towering trestle bridge as thick plumes of smoke rise dramatically into a clear, bluebird sky. The scene is warmly bathed in the rich, vibrant hues of autumn, with golden and crimson foliage framing the composition in a stunning display of seasonal beauty. Pullman cars trail behind the engine, evoking a sense of timeless travel and the elegance of a bygone era. McVay’s evocative use of color brings both energy and serenity to this dynamic, historically inspired landscape. We regret this error.

Town of Boiling Springs announces new Police Chief Brian DiYorio

promotion of Lt. Jonathan Gantt

Submitted by Tracy Holland

The Town of Boiling Springs is delighted to announce Brian DiYorio as the Town’s next Police Chief. DiYorio will join the Boiling Springs Police Department beginning in October 2025. A graduate of Appalachian State University, DiYorio began his career as a Patrol Officer in South Carolina before joining the City of Gastonia Police Department. Having served in various capacities with the City of Gastonia Police Department (GPD), DiYorio has led multiple specialized units including crisis negotiations, tactical units, and community-oriented policing units. Immediately prior to his transition to Boiling Springs Police Department, DiYorio served as a Lieutenant and Watch Commander with GPD. DiYorio will be joined by long-time Boiling Springs Police Department Detective Sergeant, Jonathan Gantt, who has been promoted to Lieutenant. As the Department’s Lieutenant, Gantt will serve as second-in-command of Police operations, notably

including the Department’s community-oriented policing strategy. Town Manager Zachary Parker stated “I could not be more excited to welcome Chief DiYorio to this position. Additionally, the promotion of now-Lieutenant Gantt to a critical leadership role within the Department will bring valuable institutional and community knowledge to the leadership team. Both DiYorio and Gantt are excited about the direction of the Town, care deeply about the community-oriented approach to police philosophy, and understand the needs of modern police departments.”

“Chief DiYorio’s back-

ground made him a unique, stand-alone candidate who could step in to this role ready to hit-the-ground-running” Parker stated. “My excitement is only bolstered by the addition of Lieutenant Gantt’s new role.” Gantt has been a stalwart Officer of the Department, having worked for the Town since the early 2000’s. Parker added “everyone knows Jonathan, he cares deeply for this community—his community. He understands the unique characteristics that make Boiling Springs a special place.” DiYorio and Gantt will begin their new roles with the Boiling Springs Police Department in October 2025. The Town is planning a meetand-greet with both the new Chief and Lieutenant. More information on this event will be published through the Town’s social media account. For more information or media inquiries, please contact Town Manager Zachary Parker at Zachary.Parker@ boilingspringsnc.gov or 704434-2357.

CROCKPOT ROAST WITH VEGETABLES

3-4 lb chuck roast

1 tablespoon minced garlic cloves

5 potatoes, cut into large chunks

5 large carrots, large chunks

1/2 yellow onion, sliced

4 cups beef broth 2-3 tsp Italian seasoning

tsp pepper

tsp sea salt

Tbsp corn starch

Tbsp water

WASTE

From Page 1A the city could perform the cleanup and place a lien on the property.

Addressing Repeat Offenses: To encourage compliance, the ordinance includes civil penalties for repeat violators:

• First violation: $50

• Second: $250

• Third and fourth: $500 each

Why It Matters: City officials say the proposed changes will deliver faster and more reliable service, since Solid Waste crews are already active on every street each week. This approach also aims to:

• Reduce the wait times for bulky pickups.

• Clarify collection rules, making it easier for residents to understand what can be placed at the curb—and where.

• Improve fairness by

1/3 cup red wine or 2 Tablespoons balsamic vinegar

• Add beef broth and red wine (or 2 Tablespoons balsamic vinegar) to slowcooker. Sprinkle roast with spices and put into slowcooker, add vegetables.

• Turn the slow cooker to low heat and cook for about 8-10 hours or until meat falls apart easily and the carrots and potatoes are soft. Cook time can still vary or take longer

ensuring that only those who use the service are billed for it.

• Reduce costs, with the city citing a dramatic difference in cleanup expenses. While contractor abatement currently averages $225 per site, the city estimates it can do the job for just $51 under the new system.

Council & Community Feedback:

• During the discussion, council members raised concerns about potential property damage from heavy equipment, like knuckle boom trucks.

Questions concerned how the ordinance would apply to vacant homes and rental properties—staff clarified that charges would go to the utility account holder or property owner.

• There was also a suggestion to add language from state statutes to allow stronger enforcement of civil penalties, possibly including criminal violations.

sometimes, cook until it falls apart! You can wait to add the carrots and potatoes until about 2 hours in if you want them to be firmer.

• When meat is ready, stir to allow the meat to fall apart into chunks.

• To thicken the juices , whisk together water and corn starch and slowly pour in the crock pot and stir to combine about 30 minutes before serving.

• City Manager Todd Carpenter reiterated that the focus of the ordinance is not revenue collection, but rather "quick cleanup to beautify the city." Staff are also committed to a robust public education campaign prior to implementation, including the distribution of flyers and notices in utility bills. The proposed ordinance will not affect regular household trash, can pickups, or leaf collection schedules. Those services will continue as usual. What’s Next?

Council members expressed general support for the initiative but indicated more refinement is needed before moving forward. No timeline has been set for a vote. The proposed changes represent a delicate balance between efficiency, fairness, and accountability, aiming to enhance neighborhood cleanliness while controlling costs for both residents and the city.

Police Chief, Brian DiYorio

Iryna’s Law sent to Gov. Stein for review

Both chambers of the North Carolina General Assembly passed House Bill 307 (“Iryna’s Law”) on September 22 and 23.

The measure was named after Iryna Zarutska, who was fatally stabbed on August 22, 2025, while riding a Charlotte LYNX light rail commuter train. Zarutska was a 23-year-old Ukrainian refugee who had fled the war in Ukraine. Her death shocked the state and quickly became a catalyst for criminal justice reform debates.

Decarlos (Dejuan) Brown Jr., age 34, is accused of committing the murder. Brown is facing first-degree murder charges in Mecklenburg County, as well as committing an act causing death on a mass transportation system, a federal charge that makes him eligible for the death penalty.

Brown has a lengthy criminal history with at least 14 prior cases in Mecklenburg County, including robbery with a dangerous weapon. A grand jury formally indicted him for mur-

der in September 2025.

Brown’s family has reported that he suffers from paranoid delusions and schizophrenia, and his attorney has requested a competency evaluation.

Despite his record, Brown had been released before the attack, which raised public outrage and questions about North Carolina’s bail and pretrial release system.

Core Provisions of the Iryna’s Law include:

• Stricter bail and pretrial release rules for repeat or violent offenders

• Expanded mental

health evaluations for defendants

• Provisions that could restart executions in North Carolina after a long pause

• Victims’ rights expansions and increased oversight of magistrates

Speaker Destin Hall emphasized that the Bill was a direct response to the tragic killing of Zarutska and underscored bipartisan cooperation in moving the measure forward, saying, “Today, the North Carolina House has acted decisively to protect our communities and honor the memory of Iryna Zarutska. Iryna’s Law strengthens pretrial release standards, expands mental health evaluations, and ensures that repeat violent offenders are no longer given the chance to harm innocent people. This legislation is about accountability, justice, and restoring public trust in our system.”

The bill was sent to Governor Josh Stein, who said he supports some pretrial reforms but is still reviewing the complete package as of September 28.

Justice for murder victim Alan Johnson

Late last week, the Gastonia Police Department (GPD) helped serve justice in the homicide case of Alan Johnson, who was killed on May 31, 2021, on East Ozark Avenue in Gastonia. Johnson was shot and killed while sleeping in his vehicle, which was then set on fire in an attempt to cover the crime.

On April 4, 2023, the co-defendant Lewis Detter pled guilty to accessory after the fact and received a sentence of 7 to 10 years in prison.

Five Below tabletop fire pits recalled

On September 18, Five Below Inc., of Philadelphia, Pennsylvania, recalled two tabletop fire pit products (Recall #25-467).

The recall was initiated following reports that alcohol fuel can splash or leak out of the fire pit reservoir during use and/or ignition, causing a flash fire that can spread and create larger, hotter flames that can escape the unit, presenting risk of serious burn injury from flame jetting and fire hazards.

This recall involves two models of tabletop fire pits, manufactured in China, one with a smooth black base and the other with a beveled gray base. Both include a stainless-steel fuel cup, a lid, and a flame cover. The smooth black fire pits come in blue, yellow, and white box packaging, with “Tabletop Fire Pit” printed in white lettering on the

front of the box. The UPC is “1922343012788” and the tracking number is FO031124, printed on the back. The beveled gray fire pits are packaged in green boxes with “Outdoor,” “Easy Modern,” and “Cement Tabletop Firepit” printed on the front, and the UPC” 1922346316838” and tracking number “FO011925” printed on the back.

Five Below has received one report of flames escaping from a tabletop fire pit. No injuries have been reported.

The products were sold in Five Below stores nationwide and online at fivebelow.com from April 2024 through August 2025 for between $2.50 and $5.

Consumers should immediately stop using the recalled tabletop fire pits and contact Five Below to See FIREPITS, Page 5B

New NC Bill aims to reduce in-person visits to DMV

North Carolina drivers will soon have fewer reasons to stand in line at the Division of Motor Vehicles (DMV). Governor Josh Stein is expected to sign into law Senate Bill 245, titled “Expand Remote Driver’s License Services,” after it cleared both chambers of the General Assembly with overwhelming bipartisan support.

The measure, ratified on September 23, and sent to the Governor the following day, will allow the Department of Transportation (DOT) to expand online and remote services for driver’s license renewals, replacements, and certain testing functions. The law is set to take effect January 1, 2026, giving the DOT three months to implement new systems and publicize the changes.

Senate Bill 245 lets residents renew their driver’s license or state ID online twice in a row, unless they have a REAL ID. Currently, standard licenses require an in-person renewal every 16 years; the new law increases this to 24 years for nonREAL IDs. REAL ID holders

must still visit the DMV for a new photo every 16 years due to federal rules.

For years, North Carolina residents have voiced frustration over long wait times at DMV offices. Senate Bill 245 aims to address those concerns by authorizing broader use of

online platforms and remote verification tools.

“This legislation is about bringing the DMV into the 21st century,” said Sen. Ben Newton (R-Cleveland), one of the bill’s primary sponsors. “By expanding remote services, we’re cutting down on unnecessary trips to crowded offices and giving people back their time.”

The bill directs the DOT to upgrade its digital infrastructure, expand secure identity verification methods, and allow more transactions to be completed without an in-person visit. This includes license renewals, address changes, and in some cases, knowledge testing for new drivers.

Rep. Diane Wheatley (R-Cumberland), who supported the measure in the House, emphasized the customer-service benefits: “Our constituents have been clear — they want efficiency, not red tape. This law ensures that the DMV meets people where they are, whether that’s at home, at work, or on their phone.”

The bill passed the Senate

unanimously, 46–0, in April, and later cleared the House with a strong 109–7 vote in July. Lawmakers from both parties framed the measure as a commonsense modernization effort.

Sen. Michael Lazzara (R-Onslow), another primary sponsor, said during floor debate: “This is not just about convenience. It’s about equity. Rural residents, seniors, and working families often face the greatest barriers to accessing DMV services. Remote options will help level the playing field.”

Democrats also praised the bill’s potential to reduce congestion at DMV offices. Rep. Vernetta Alston (D-Durham) noted, “We’ve heard from our communities about the hours lost waiting in line. This law is a step toward restoring public trust in how government delivers basic services.”

The North Carolina DOT has already piloted limited online renewals in recent years, but Senate Bill 245 significantly broadens the scope. Key

improvements include:

• Expanded Online Renewals: More drivers will be eligible to renew licenses online, including those who previously had to appear in person due to age or prior renewal history.

• Remote Testing Options: Certain knowledge tests for learner’s permits and license upgrades may be offered online with secure proctoring.

• Digital Identity Verification: The DMV will adopt enhanced verification tools to ensure security while reducing the need for in-person document checks.

• Reduced Office Congestion: By shifting routine transactions online, DMV offices can focus staff resources on complex cases and first-time applicants.

DOT officials estimate that the changes could reduce in-person traffic at DMV offices by as much as 30 percent in the first year of implementation.

The law specifies that the new provisions will take effect on January 1, 2026. Between now and then, the DOT will be tasked with updating its IT systems to handle expanded online transactions, training staff on new digital verification protocols, and launching a public awareness campaign to inform residents of the expanded services.

Rep. Frank Brinson (R-Wayne), a co-sponsor, said the timeline is realistic: “We’ve given the DOT the resources and the runway to get this right. By the start of 2026, North Carolinians will see a DMV that works for them, not against them”.

While the law has been widely praised, some lawmakers cautioned that digital expansion must not leave residents behind without reliable internet access. To address

this, the bill includes funding for mobile DMV units that will travel to underserved communities. “This is about balance,” said Sen. Lazzara. “We’re embracing technology, but we’re also making sure no one is left out of essential services.”

As North Carolina prepares for the rollout, residents can expect a DMV experience that is faster, more flexible, and less frustrating. For many, the days of spending hours in line may soon be a thing of the past.

FDA announces new shrimp recalls

On the heels of a nationwide shrimp recall by Walmart in August, AquaStar (USA) Corp of Seattle, WA recalled approximately 8,000 bags (net wt. 1.25lbs) of AquaStar Raw Peeled Tail-on Shrimp Skewers, imported from Indonesia, on September 23, because they may have been prepared, packed, or held under insanitary conditions whereby they may have become contaminated with cesium137 (Cs-137).

Cs-137 is a man-made radioisotope of cesium. Traces of Cs-137 are widespread and can be present in the environment at background levels, as well as at higher levels in water or food grown, raised, or produced in areas with environmental contamination. The primary health effect of concern following longer-term, repeated

low-dose exposure (e.g., through consumption of contaminated food or water over time) is an elevated risk of cancer, resulting from damage to DNA within living cells of the body.

The affected AquaStar Raw Peeled Tail-on Shrimp Skewers; net wt. 1.25 lbs. was sold in Food Lion stores in Delaware, Georgia, Kentucky, Maryland, North Carolina, Pennsylvania, South Carolina, Tennessee, Virginia and West Virginia, between July 7, 2025, and Sept. 20, 2025. The recalled item is packaged in a printed bag with a black top and blue bottom, along with a printed image of the skewers inside. It is labeled with the following UPC, lot codes and “Best If Used By” dates, which can be found on the back of the

The FDA is actively

investigating reports of Cesium-137 (Cs-137) contamination in shipping containers and frozen shrimp products processed by PT. Bahari Makmur Sejati (doing business as BMS Foods) of Indonesia. No illnesses have been reported to date. As noted in the FDA statement issued on 8/19/25: “At this time, no product that has tested positive or alerted for Cesium-137 (Cs-137) has entered the U.S. commerce.”

“FDA is working with distributors and retailers that received product from

PT. Bahari Makmur Sejati, after the date of first detection of Cs-137 by Customs & Border Protection (CBP), but from shipments that did not alert for Cs137, to recommend that firms conduct a recall. In conjunction with other information, the FDA determined that the product from PT. Bahari Makmur Sejati violates the Federal Food, Drug, & Cosmetic Act in that it appears to have been prepared, packed, or held under insanitary conditions whereby it may have become contaminated with

Cs-137 and may pose concern.”

Consumers who have purchased affected shrimp products should not consume the product and should dispose of or return it to the place of purchase for a full refund.

Consumers with questions may contact the company at (800) 331-3440, Monday through Friday, 8:00 a.m. to 5:00 p.m. PST. These recalls are being made with the knowledge of the U.S. Food and Drug Administration (FDA).

Is Social Security Still Taxable?

Dear Savvy Senior, Do I have to pay taxes on my Social Security retirement benefits? I heard that President Trump’s big, beautiful bill eliminated that. What can you tell me? About to Retire

Dear About, No, the new law, better known as the ‘One Big Beautiful Bill Act’ did not eliminate Social Security taxes. It did, however, provide a temporary “senior bonus” deduction (starting in 2025 through 2028) of up to $6,000 that will apply to taxpayers, age 65 and older, who earn up to $75,000 for singles or $150,000 for joint filers. If you earn over that amount, the deduction starts phasing out.

Also note that the senior bonus is a deduction, not a refundable credit, so it will not help lower-earning seniors who owe no income taxes.

Who Owes SSA Taxes?

Whether or not you’ll be required to pay federal income tax on your Social Security benefits will depend on your income and filing status. About 40 percent of Social Security recipients have total incomes high enough to trigger federal income tax on their benefits.

To figure out if your benefits will be taxable, you’ll need to add up all of your “provisional income,” which includes wages, taxable and non-taxable interest, dividends, pensions and taxable retirement-plan distributions, self-employment, and other taxable income, plus half your annual Social Security benefits, minus certain deductions used in figuring your adjusted gross income.

To help you with the calculations, get a copy of IRS Publication 915 “Social Security and Equivalent Railroad Retirement Benefits,” which provides detailed instructions and worksheets. You can download it at IRS. gov/pub/irs-pdf/p915.pdf or call the IRS at 800-829-3676 and ask them to mail you a free copy.

After you do the calculations, the IRS says that if you’re single and your total income from all of the listed sources is:

• Less than $25,000, your Social Security will not be subject to federal income tax.

• Between $25,000 and $34,000, up to 50 percent of your Social Security benefits will be taxed at your regular income-tax rate.

• More than $34,000, up to 85 percent of your benefits will be taxed.

• If you’re married and filing jointly and the total from all sources is:

• Less than $32,000, your Social Security won’t be taxed.

• Between $32,000 and $44,000, up to 50 percent of your Social Security benefits will be taxed.

• More than $44,000, up to 85 percent of your benefits will be taxed.

If you’re married and file a separate return, you probably will pay taxes on your benefits.

You can also find out if any of your benefits are taxable through the IRS online tax tool that asks a series of questions that will help you determine your status. To access this tool, go to IRS.gov/Help/ITA – click on “Social Security or railroad retirement tier I benefits - Are mine taxable?”

To limit potential taxes on your benefits, you’ll need to be cautious when taking distributions from retirement accounts or other sources. In addition to triggering ordinary income tax, a distribution that raises your gross income can bump up the proportion of

your Social Security benefits that are subject to taxes.

How to File

If you find that part of your Social Security benefits will be taxable, you’ll need to file using Form 1040 or Form 1040-SR. You also need to know that if you do owe taxes, you’ll need to make quarterly estimated tax payments to the IRS, or you can choose to have it automatically withheld from your benefits.

To have it withheld, you’ll need to complete IRS Form W-4V, Voluntary Withholding Request (IRS.gov/pub/irs-pdf/fw4v.pdf), and file it with your local Social Security office.

State Taxation In addition to the federal government, nine states – Colorado, Connecticut, Minnesota, Montana, New Mexico, Rhode Island, Utah, Vermont and West Virginia – tax Social Security benefits to some extent too. If you live in one of these states, check with your state tax agency for details.
