Six months from now, the Watergate at Landmark Condominium Unit Owners Association (WALCUOA) will complete our 46th Annual Meeting. This event will culminate with the election of three board directors for three year terms of service. As the Elections Committee Chairperson for our 45th Annual Meeting, I am pleased to report that FY 2022’s 45th Elections Committee (EC45) exceeded the goals we set. Specifically, we:

It also marks Watergate’s unofficial end of summer with students going back to school. Let’s all enjoy Labor Day weekend as our successful Outdoor Pool season ends its daily schedule. In September, the Board will post a call for candidates to form the FY2023 Elections Committee (EC46). Stay tuned for the announcement and consider being a part of the Board elections processes and having a role in the selection of our future WALCUOA leadership.

EC45 consisted of a well balanced team of members with years of experience and knowledge of our election processes, as well as new members, all willing to take on our goals with enthusiasm and exceed them. I must admit it was an exhilarating experience this year, especially in those final days leading up to the Meeting.

Watergate is known for being a pet friendly community and that’s a positive attribute. The vast majority of our residents are responsible pet owners who adhere to Board approved rules and regulations and pick up after their dogs. In recent months, however, Management and the Board have received reports of problems caused by some residents who disregard Board approved pet rules. Some pet owners allow their dogs to urinate or defecate in unauthorized areas (even hallways, elevators, and staircases) and neglect to clean up after them. Some even ignore our pet registration requirements. Let’s work together so Watergate remains a pet friendly community and also ensures the best interests of the entire community. Enjoy September Get to know your new neighbors. Invite them to our various social events and cultural A&E outings. Cherish your friendships and take advantage of Watergate’s enviable amenities, as we get ready for the new fiscal year.

FY2023 Budget and Assessment Notices September is Watergate at Landmark’s last month of the fiscal year. It is incumbent upon your Board to approve a sound budget one that sufficiently funds the FY2023 Operating Budget, important Capital Repairs and Replacement projects and reserve contingencies. Faced with the highest inflation in 40 years, the members of the Budget Committee, Board and Management worked hard to curb costs and control assessment increases. Therefore, only essential projects and operational requirements were placed in the budget by our Budget Committee and approved by the Board. This month you will receive the letter detailing your monthly condominium assessment for the coming fiscal year October 1, 2022 through September 30, 2023. Watergate sends out the annual budget and coupon books (through FirstService Residential, our financial management agent) to owners in early September for use beginning October 1. Every October and November some owners find themselves dealing with late fees, notice fees, (and sometimes legal fees) charged to their accounts because the amount paid did not equal the amount for the new fiscal year. Please use the enclosed coupons to adjust your payment to avoid late fees and other charges. Note for owners who have opted to use Direct Debit with First Service Residential (FSR): You will receive your copy of the budget but will not receive the coupon book; FSR will automatically adjust your payment.

On behalf of the Association I want to thank the Budget Committee for its hard work and time put into the FY 2023 budget process. Without the Committee’s hard work and dedication, we could not have developed an efficient and effective budget. A special thanks goes to Budget Chair and Association Treasure, Susan Bouldin for her leadership throughout the year and ensuring our financial house is in order.

Our Board Meetings and other special meetings are open for owners to attend (e.g., Town Halls, Budget Joint Committee). These meetings have often been hybrid, with in person and virtual options for residents to attend. For Board Meetings, those are for owners only. To attend one of these meetings, either call the Association Office (703 370 2755) or email ea2bod@watergateatlandmark.com. Once your ownership status has been verified, you can then speak during the Resident’s Forum and attend virtually. WAL currently has 13 committees that help the Board and Management keep WAL moving forward. Occasionally, there will be ad hoc committees that gather for a specific purpose (e.g. Building Redecoration). To attend a committee meeting, either drop in as a guest in person or if it is a virtual only meeting, email the Executive Assistant to the Board at ea2bod@watergateatlandmark.com indicating your interest in attending. Your contact information will then be forwarded to the Committee Chair (or the Committee designee). For members and regular attendees, either the Chair or a designee will distribute the virtual link (if applicable) and other meeting related information.

To become an official Committee member, residents must attend three meetings unless it is a standing committee (Budget, Elections, Covenants). For those positions, you must be appointed by the Board after submitting an application. Additionally, some Committee memberships are restricted to owners only. There is not a limitation to the number of Committees one can join.

Oftentimes, there are questions regarding how to attend Committee, Board and special meetings that are announced via the Weekly Flyer, Wheel, CCTV, etc. The following are details on how to attend these meetings.

The Pet Rules also state that pet owners "who permit or allow their pets to defecate or urinate in buildings at WAL, including without limitation, hallways, lobbies, elevators, stairwells, garages, and all other indoor common element spaces, shall be deemed to be in violation of the Pet Rules and will be referred to the Covenants Committee. Repeated violations of this rule may constitute grounds for the removal of a pet from WAL property. In the event of inadvertent, accidental urination or defecation, the pet owner is responsible for the immediate removal and clean up of any waste or notification of the incident to Management."

When using such, just as with all our other amenities at WAL (e.g. Gazebos, Picnic Areas and Party Rooms), it is the responsibility of our residents to thoroughly clean up after you are finished using the Multi purpose Court!

Chalk is sometimes used to mark lines for games or for creative expression on the Multi purpose Court. While we encourage residents to take advantage of this amenity, when you are finished enjoying your work, it must be washed off before leaving the area. It is recommended that you bring a portable container of water and a large sponge to wash away the chalk before you leave! Please remember to only use washable sidewalk chalk on the Multi=purpose Court surface, as some chalk can leave stains that are not easily washed away. Greg Gardner, PCAM, General Manager

Management has received complaints about some residents failing to remove pet waste caused by an animal under their care. In accordance with Policy Resolution 14: Pet Rules, pickup and disposal of waste from an animal under your care while on WAL property is mandatory.

The Association has designated four (4) Pet Areas. Residents and pet walkers are directed to take their animals to these designated areas so that animals may relieve themselves. Residents are responsible for immediately remov-

The Multi purpose Court is a space for recreational use for all residents and guests. It provides residents with an opportunity to host a variety of activities, unlike the tennis courts which are exclusively used for tennis and pickleball.

Instead, I was still in my hometown in Massachusetts with two young children: Lindsey, 12, And Brett, 13. Adding miserableness to misery, we were constantly broke due to no alimony and way past due child support. How could I even think of going anywhere: A trip to Chicopee (look it up) was about all I could afford. I had come full circle and was living eight miles from the house I grew up in. In my eyes, this was not progress. Although we had talked about how “someday we would travel”, it had always just been wishful Onthinking.October 5, I made up my mind. I was so excited waiting for Lindsey to return from school. She was in the 8th grade and had no problem in school; she learned the education game early and easily got good marks. We found a “bucket shop” in New York City that could deliver us to England round trip for S175 per person. Then we collected, mostly outdated, travel books on Great Britain at our local library. Lindsey found a place in London where we could stay at Mrs. Ward’s Guesthouse for $10 a night. Great! As long as we had the first night all arranged, we felt assured that everything would be fine. Lindsey told her friends, none of whom had been any further than Boston and I told mine who, sadly, had never been past Boston either. It was a very provincial town. This is an excerpt from Karen’s book Travels with Lindsey. WHERE ARE WE GOING?

The first Yappy Happy Hour was held on Monday, September 24, 2012 in the Picnic Area near the Back Gate. Mondays were chosen since there were no other regular meetings that day; the back picnic area provided a quiet space in nature with some shelter from the elements.

“I still enjoy dropping by the YHH to spend time with furry creatures,” Mary shared, “[even though] my own dog is now long gone.”

Scarlet, September 2022 Pet of the Month

“You know, many communities don’t allow pets or at least not big ones. The pets who live here bring a new dimension to WAL,” he shared. “It’s what makes our community unique in Alexandria.” Don’t miss the last Yappy Happy Hour of 2022! Join the dozens of pet lovers, dogs and a cat or two on Friday, September 9 at 7 p.m. For pets to attend, they must be friendly to people and other pets. Also, all dogs must be on a leash no longer than 6 ft. Donations are always appreciated!

Marsha Brown, who was the Pet Committee Chair at the time, came up with the idea of a pet friendly social event.

YHH Today Currently, the event is held on the Upper Terrace on the second Friday of each month during the late spring and summer. Bridget Jaspart, current Pet Committee chair, says that “most people join in within the first 15 30 minutes and stay about an hour or until the end...There aren't any planned activities, just mingling, drinking, eating and enjoying the pups!”

Sam, a longtime Bldg. 3 resident, comes to YHH because of his love for pets and people, even though he doesn't have a pet of his own.

Although it’s much more people and pets than the early years. This year, dozens of people, dogs and a cat or two have joined in the event. Some are there for the first time, but the relaxed environment makes it easy to blend in.

At the time, YHH attracted up to 10 or so pets and their owners. A few drop ins would come here or there, with some stopping by as they walked their pets in or out of the Back Gate. The event also drew in pet lovers who didn’t have one of their own.

HAPPY YAPPY BIRTHDAY!

“It was all do it yourself,” resident and former Pet Committee Chair Mary Kruger recollected, “with participants bringing snacks and drinks to share, including some for dogs. There was lots of begging for treats, pulling at leads to chase squirrels and tangling of leashes as dogs played.”

I adopted Scarlet from the Alexandria animal shelter in 2015. It appears the shelter had difficulty finding a suitable home for Scarlet due to her temperament at times. My male cat, Hawkeye, needed a playmate so I decided to take the risk with Scarlet. As it turns out, she was just misunderstood and we have all been happy, as long as she is in charge. I'm not sure why the shelter named her Scarlet, but I suspect it had something to do with the "scars" she "let" everyone else have when she was not in the mood!

Although I have begun a new chapter in my professional journey (my last day was August 19), I hope that WAL’s communications channels will continue to grow to new heights. There are so many people past and present who’ve contributed to the success that this magazine has become. It has always been my desire to publish a community driven magazine that reflects the diverse aspects which make WAL a unique place. I would be remiss if I did not thank the residents and staff whom:

• Provided input on a cover or activity spread design
