Message from Chief Eric J. Merkel The Warren Police Department, which was established in 1867, continues in performing its function of serving and protecting the citizens to the best of its abilities. Our dedicated, professional police force of 61 men and women recognize that the people in our community are our most important customers, and they work in partnership with all people to solve problems that affect public safety.

This is also accomplished by collaborating with citizens and neighborhood and community groups to better understand the needs of the community so that we may develop solutions to problems and provide efficient responses.

Through a cooperative working relationship with our local, state and federal law enforcement agencies, we take a proactive approach to law enforcement knowing that partnerships and cooperation are needed to ensure protection of persons and property.

As Chief of Police, it is my responsibility to ensure that our community is provided the best possible law enforcement services. To this end, I am dedicated to making sure that all police related services are provided in an efficient, effective and professional manner.

I am proud to serve with these dedicated, professional co-workers to complete our police mission in order to “Protect & Serve” our community for those who live and work here.

Biography of Eric Merkel Chief Merkel is a 21-Year Veteran of the Warren Police Department starting his employment with the City of Warren in January of 1995. After being promoted through the ranks, he was sworn in as Chief of Police in June of 2013. He holds a Bachelor’s Degree in Criminal Justice from Kent State University and a Master’s Degree in Police Administration from Youngstown State University. Chief Merkel is also a graduate of the Federal Bureau of Investigation’s National Academy (FBINA) Session #227, the Law Enforcement Foundation’s Police Executive Leadership College (PELC) Class 59 and one of less than 400 Police Officers in the State of Ohio who have successfully completed and achieved the designation of Certified Law Enforcement Executive (CLEE) Class 20 through the Ohio Association of Chiefs of Police.

Internal Affairs Division INTERNAL AFFAIRS DIVISION The Internal Affairs Division (IAD) is responsible for processing all complaints and investigations regarding the conduct of Warren Police Department employees.

Any person may file a public complaint against a Warren Police Department employee. Public Complaint Forms are available at the Warren Police Department, City Hall, Warren Public Library and the City of Warren, Ohio website. Each officer of the Warren Police Department can also furnish Public Complaint Forms upon request.

Once a complaint is filed, it is forwarded to the Internal Affairs Officer who will then begin an investigation. In some instances, the complaint can be resolved with the Emergency Services Division Turn Commander.

All complaints received by the Warren Police Department are taken seriously, and the Internal Affairs Division will conduct a thorough investigation of the complaint. It is the policy of this department that the investigation can take up to forty (40) days for completion.

However, depending on the severity of the incident, the investigating officer can request an extension from the Chief of Police to ensure the investigation is properly completed. If a complaint is found to be true, the discipline can range from a verbal reprimand up to discharge from service. It is the responsibility of the Chief of Police to determine punishment for all Warren Police Department employees.

During the year of 2015, the Internal Affairs Division conducted forty-five (45) investigations of alleged misconduct by police department employees. While the majority of the investigations were conducted based on public complaints, only three (3) of those investigations were initiated by the Warren Police command staff.

The Internal Affairs Division is also responsible for managing the Early Intervention System (EIS) for the department. This computer software system monitors the activity of each police officer, allowing the Internal Affairs Division and police department supervisors to track arrests, use of force, vehicle pursuits, discharge of firearms, officer-involved traffic accidents, public complaints, lost/damaged/stolen property, awards and commendations, and counseling sessions for each officer and intervene if necessary. This is a valuable tool for both the supervision, and the officers alike.

Annual In-Service Training Report In 2015, the Warren Police Department, in cooperation with the United States Department of Justice, presented their annual InService Training block consisting of 40-hours (1-week) for all commissioned personnel. Vehicle Inventory Status & Repairs The Vehicle Maintenance Division of the Warren Police Department consists one officer responsible for the upkeep of all Warren Police Department vehicles and for the maintenance on Mobile Video Recorders, Radio Systems and Internal Police Equipment for the cruisers. This officer is also responsible for the contracts with any outside vendors who work on the fleet of vehicles. Vehicle Maintenance collaborates with purchasing agents in making purchase orders for vendors. They also work with the agent when purchasing new vehicles and the equipment necessary to make them ready for Police Service, adding them to the City of Warren Insurance and removing units marked out of service.

Additional responsibilities include; Managing the Fuel Systems, ordering the fuel necessary for operation and processing all vehicles impounded by members of the Warren Police Department. Our current fleet consists of the following (next page) vehicles with their respective mileage, annual use and condition.

Description

Criminal Investigations Division The Criminal Investigation Division continued to maintain a commitment to provide the specialization of this unit to the citizens of Warren throughout 2015. Although the department’s work force has been reduced, it is still a priority to investigate most major crimes within the community. Close communication and maximum collaboration with our available resources will provide us with an opportunity to meet the community’s needs.

Recovery of property, gathering of criminal intelligence and preparedness of cases for trial are ongoing. The Criminal Investigation Division personnel have performed tasks associated with extraditions, intra-agency investigations, safety and security counseling, participation in crime related groups and associations. We will continue our participation with various task forces, as well as, State and Federal agencies. Selected city internal investigations continue, along with polygraph examinations and property disposal.

The Division applied a system of solvability factors to review the reported criminal incidents to be selected for investigation. In addition, division personnel meet personally with victims of crime concerning assigned follow-up investigations. Investigators are trained in interviews and interrogations. Furthermore, investigators continually receive advanced training as it relates to homicides, property crime, white-collar crime, cyber crime, sex crimes and crimes against children. CID also includes a Technical Investigator responsible for advanced forensic crime investigation.

The city suffered (4) homicides during 2015. Arrests were executed in three of the cases and several are scheduled for trial.

Detectives continued to follow-up on all possible leads regarding the cases. Extraditions were performed, search warrants executed and polygraph tests concluded.

The Criminal Investigations Division will continue to collaborate with our tech services in order to improve our case tracking program.

Goals and objectives for the coming year will include an emphasis on information sharing. A two-way flow of information is crucial within the community. It is necessary to collaborate with others and develop a partnership focused on problem solving with our city.

CID personnel have also constructed and implemented a process for tracking all criminal investigations.

CID will be in the process of upgrading cameras and acoustics in the interview rooms. Due to the onset of an epidemic of Opiate Overdose Deaths, CID will work closely with members of Street Crimes - as well as State Agencies – in an effort to combat this systemic problem. Our investigators and supervisors will continue to diversify their training to improve our skills and solvability ratios.

We will continue in our efforts to reduce crime in the community and therefore improve the quality of life and safety.

Environmental Enforcement The Geauga-Trumbull Solid Waste Management District and the City of Warren Police Department currently have entered into an agreement to enable a Warren Police Officer to enforce the Environmental Laws throughout the city. Detective Michael Krafcik is assigned the task under the command of the Criminal Investigations Division. The Enforcement Detective has statutory authority to enforce all Ohio Revised Code and City Ordinances with its main focus on: - Investigating and enforcement of the Environmental Laws within the City of Warren - Motor and Foot Patrols to monitor and apprehend Environmental Law Violators - Surveillance of areas suspected to be dump sites; and - Completing any duties specified by the district related to Environment Law Enforcement The unit has and will continue to work in conjunction with the City of Warren Health Department, Ohio Environmental Protection Agency (EPA) and the Ohio Bureau of Criminal Investigations & Identifications (BCI&I). This unit also works with other local non-law enforcement agencies such as the Trumbull Neighborhood Partnership (TNP) and Weed and Seed.

The goals and objectives for the coming year are to create a greater line of communication between the citizens of Warren and the Environmental Enforcement Unit along with the above mentioned agencies. We will continue to increase our efforts to better enforce the existing environmental laws and to create a higher quality of life for the citizens of Warren.

Emergency Services Division The Emergency Service Division (ESD) is comprised of one Captain, three Lieutenants, nine Sergeants and thirty-two Patrol Officers assigned to various sub-divisions (units). This is the only division that is schedule to work 24/7:365. ESD also provides services through the following units: -

Patrol Division (Primary) Court Security K-9 (Maxx, Czar) Student Resource Officers Trumbull Metropolitan Housing Authority

Our Court Security Detail is manned by two primary officers with a rotating alternate to ensure the safety of the personnel inside the Municipal Building. When Court is in session, these officers ensure that no one person may enter this establishment armed with a weapon and with intention on harming persons of the court. These officers are also tasked with the regular transport of all prisoners from the Trumbull County Jail to appear in Municipal Court.

Our Two K-9 Units, as further described herein, are assigned a schedule-detail in an effort to maximize their exposure for the potential need for a dog from Patrol Officers who are requesting assistance in narcotics detection, tracking, patrol and article searches. While their role may seem as if they remain in a support capacity, both officers utilize their partners proactively as well.

Both canine officers and their respective partners are continuously training as required in order to maintain State Certification.

Annually, they attend training held out of state where these officers and their partners are tasked with new challenges that they could face in a real-world environment.

Four officers, including a Supervisor, are assigned to the Warren City Schools District Buildings. All four officers assigned rotate throughout the schools in the City of Warren ensuring the protection of the City’s juvenile citizens and allowing them to receive a safe and uninterrupted education. Their presence is not only seen inside of the schools’ normal education hours, but outside as well.

Student Resource Officers are tasked with attending many School Events, Games, Dances, etc. that are outside of the regular schedule.

The Trumbull Metropolitan Housing Authority detail consists of two full-time Police Officers. This unit is responsible for patrolling all Trumbull Metropolitan Housing Authority properties that exist within the limits of the City of Warren. The officers enforce the Criminal Trespass Program along with State and Local laws. The unit’s primary objective is to combat the drug and violence problem within these areas making it a safe environment for its residents. The officers use the community policing philosophy when working the assigned area going door-to-door making contact with the citizens; asking them for their needs and concerns in the community.

Officers continue to form a partnership with the community and use problem solving skills, thereby forming a better partnership in solving the problems within the community as well as working closely with TMHA’s Representatives attending tenant association meetings and various functions throughout the year. In order to make this unit an effective one, these officers are afforded the opportunity to work a flexible schedule throughout the year which helps in meeting the needs of the housing authority and combatting the criminal element.

The Officers of ESD are the first responders to virtually all calls for service by the Warren Police Department. This year (2015) alone, ESD responded to over 39,000 calls for service. These calls ranged from the most mundane to the very dangerous, serious and emergency situations. A full detail of the calls for service is listed herein.

Warren Police Dog Warden The Warren Police Department employs a non-commissioned employee that services the City and answers animal complaints. Our Dog Warden is responsible for the handling of most animal complaints as they are received. Daily, the Dog Warden will follow-up with Citizen complaints that range from barking-dog nuisance to aggressive / violent canines in need of capture. Our Dog Warden maintains a strong relationship with the Animal Welfare League who also follows-up on cases that are active in the City. This concurrent investigation leads to a more thorough process in an effort to curb malicious behavior brought on by Citizens against their animals.

As part of the duties of the Dog Warden, they are tasked with the following – that includes but is certainly not limited to: -

Theft of Animals Recovery & Return Recovery & Retain Nuisance Complaints Welfare Checks Licensing Complaints

Like theft of property, individuals steal animals. Our Dog Warden is tasked with following-up with citizens and the recovery and safe return of the animal taken. In the event a nuisance complaint is received or complaint of an aggressive loose dog, our Warden is responsible for the safe investigation into the complaint that may lead to the apprehension of the dog to be transported to the pound.

Additional complaints are checking on the well-being / safety of animals (animals left our overnight in adverse weather) and the licensing of those animals.

Traffic Division The Traffic Division covers quite a variety of responsibilities. The Traffic Commissioner enforces all ordinances concerning traffic and vehicle matters, including the inoperable/junk vehicle ordinance. He must also approve all event requests, such as parades, runs/walks and festivals, to ensure that all ordinances are followed and there will be adequate security.

Every traffic crash is reviewed and studied by the Traffic Commissioner.

When hit-skip crashes are reported, the clerk notifies those involved by mail to report for a meeting with the Traffic Commissioner where some hit-skips can be solved. The Traffic Commissioner also interviews people involved in traffic violations, such as passing school buses while loading/unloading. Many of these interviews result in citations being issued.

Additionally, the Traffic Division is responsible for a number of duties. These include but are not limited to: - Breathalyzer Maintenance - RADAR / LiDar Maintenance - Traffic Trends / Crash Data - Serious / Fatal Investigations - Trumbull County OVI Task Force The Warren Police Department currently owns a stationary Breathalyzer Unit and the Traffic Commission is charged with the regular maintenance and upkeep of that Breathalyzer Machine so as to aid in the prosecution of OVI Offenders. This includes routine internal tests, maintaining supply of inventory and all logs kept current for the courts. Our Department has been afforded a large inventory of RADAR units as well as the handheld LiDAR (Laser) units. The Traffic Division is charged with the units’ annual calibration / certification and upkeep in the event one unit needs service. The application and enforcement through the use of these units ensures a greater reduction in speed violators which drastically reduce crashes throughout the City’s Streets.

With data obtained through prior years’ crash statistics and outside sources, the Traffic Division can designate target areas for officers to focus on with regards to traffic laws in an effort to help alter the trend for the following years. This same information is inherently useful when arranging locations for specific target enforcement such as OVI Check Points.

One of the major duties tasked of the Traffic Division is the investigation of serious and/or fatal traffic crashes. While the City of Warren’s maximum posted speed limit is 35mph, we still suffer from serious traffic tragedies that sometimes result in death.

Members of the Traffic Division are charged with the job of investigating these incidents and determining the events leading up to the crash and charging the offenders when applicable.

The Warren Traffic Commission holds meetings on the third Wednesday of every month. Not only are City traffic problems discussed, citizens are allowed time to express their concerns regarding Warren’s streets and its traffic.

The data entry operator enters into the computer and files all reports processed through this division. She also ensures that all crash reports are mailed to the Ohio Bureau of Motor Vehicles for processing each Friday in addition to the maintenance of the City of Warren’s Truck Permits. With each truck permit, we establish the route for the haulers to travel when hauling in the City limits. These routes are designed to avoid heavy loads traveling over the bridges with reduced load limits. Copies of each permit are kept on file with the Director of Public Service & Safety, the City Auditor’s office and the Warren Engineering Department.

Student Resource Officer / Juvenile Statistics The School Resource Officers (SRO’s) are dedicated to a continuing commitment for providing law enforcement and police services to all Warren City Schools. SROs investigate allegations of criminal incidents, as they relate to the Warren Police Department; Policies and Procedures. Officers will routinely make referrals to appropriate juvenile authorities and/or government agencies.

The department has continued its cooperation and planning with the Warren City Schools, through a designated supervisor. This liaison improves the districts capacity to address its safety and security concerns, as well as, a resource to turn to when immediate improvements need addressed. Along with the supervisory role, a system for tracking crime statistics has been on-going, for all Warren City Schools. This data will track all school based arrests and specific crimes charged.

SROs establish and maintain a close partnership with school administrators, in order to provide for a safe school environment. SROs assist administrators with conducting inspections to deter criminal or delinquent activities. Through the utilization of police K-9 dogs, sweeps of school grounds have been employed as one crime prevention strategy. The continuing presence of SROs on school grounds assists in making the school safer and more secure for students, teachers, and staff. SROs assigned to a permanent school, become part of the school community and can be utilized in safe school planning.

SROs are visible within the school community, attending school functions and establishing relationships with staff, students, and parents. SROs are positive role models for students, who may not be exposed to such role models in today’s society. Officers also provide guidance on law-related issues to students and staff, which afford a link to support services, both inside and outside the school environment.

Future and on-going objectives for the remaining school year will be the implementation of a yearly lesson plan, developed in partnership with the Warren City Schools. The implementation of a School Resource Officer (SRO) community policing plan will incorporate class presentations, throughout the district. Classroom and interaction activities encompass the main objective and core of the yearly curriculum for our SRO’s. The majority of the community policing plan will be geared toward the K-8 students, but the high school will also benefit. SRO’s serving in the K-8 schools adopt additional curriculum and projects, designed for the specific wants and needs of that particular school setting. School Resource Officer’s collaborated with the Visual Media students of Harding High School on converting an existing WPD cruiser into a themed SRO vehicle. SRO’s will continue attending the Freshmen Academy, hosted prior to the school year. This program was implemented by the district to assist incoming freshman with transitioning to High School. The event will provide the opportunity for the SRO’s to be introduced to the students and start the interaction process.

Street Crimes Unit The Warren Police Department Street Crimes Division was first created in 2012 after Chief Eric J. Merkel had been appointed Chief of Police. With the creation of this unit, the Police Department has been afforded the opportunity to see a reduction in crime attributed to narcotics and crimes of violence.

The Street Crimes Unit (SCU) is a specialized unit that’s purpose is to disrupt narcotic and violent crime through a multi-faceted approach that works with the Liaison to the ATF (Detailed further below). Through this mission, SCU has seen successful apprehensions of serious offenders that require long and thorough investigations into narcotics trade.

With the onset of what’s been dubbed – the “Heroin Epidemic,” the members of the SCU have put a priority on the investigation into the deaths of persons who possibly overdosed on narcotics supplied by unknown person(s). Their information into the narcotics network has afforded the Warren Police Department a clearer picture while attempting to seek prosecution to those who bear responsibility in the death of another.

Previous years’ stats have been combined with other units in the Department. As such, trending is limited. The below report details the work conducted through the end of year 2015.

In May of 2015, the Warren Police Department implemented the use of Naloxone, or what’s more commonly referred to as “Narcan,” a medication used to reverse the effects of opioids such as Heroin during an emergency situation where one believes that a narcotic overdose has or is taking place. During 2015 since its implementation in May, Officers have administered 20 doses of Naloxone to citizens within the City of Warren.

Alcohol Tobacco & Firearms (Liaison) In May 2006, the Warren Police Department signed a memorandum of understanding with the Bureau of Alcohol, Tobacco Forearms and Explosives with the purpose to develop a cooperative effort with federal and local law enforcement agencies to respond to crimes of violence by the investigation and prosecution of persons involved in the commission of violent crime. This joint law enforcement effort referred to as the Armed Criminal Enforcement Squad (ACES) investigates crimes of violence, specifically the armed violent offenders who are subject to prosecution under the Federal Firearms Laws.

The Warren Police Department assigned one officer full-time to ACES in July 2006 to work with the ATF Youngstown. OH field office to protect the public by detecting armed violent offenders, identifying and prosecuting criminal groups and individuals involved in armed violent crime and reducing armed violent crime in Warren by intensive and concentrated efforts. In 2009, the Task Force Position was reduced to a part-time/overtime basis. This position was reinstated back to full time in April of 2012.

The Warren Police Department recovered 125 Firearms during the year 2015 and 18 Firearms as of the end of February 2016. Of the 125 Firearms, 77 were either .22 caliber revolvers, rifles or shotguns and 48 firearms were test fired and entered into NIBIN. These firearms were recovered during the normal course of police activities in the City of Warren and all firearms are traced through ATF. These trace results can be followed up if necessary to determine if any illegal activities have occurred with the possession or transfer of the firearm.

Citizen’s Police Awareness Academy The Warren Police Department Citizens Police Academy was founded in October 2011 with the main objective of giving the citizens of Warren and Trumbull County a better understanding of the policies and procedures of local law enforcement and the Warren Police Department. The end result – better community and police relations.

The Academy is not designed to make any citizen a police officer; rather implemented as a learning tool that will give the public a better understanding of the dangers and decisions officers face on a daily basis. The academy is a free six-week course that covers the internal workings of the department by the men and women of the Warren Police Department. Members of the department offer their time to speak and help educate the students in areas within our organization. Since our inception in 2011, we have graduated 319 Citizens in 15 Classes.

In 2015, we held three (3) six-week classes: - Class 13 January 2015 - Class 14 March 2015 - Class 15 September 2015

Each student of the academy received a copy of the material covered in 2015. The material begins with the application process, Power Point Presentations, class schedule, topics covered and finally the graduate’s diploma.
