There. Is. So. Much. Going on! Whew. Deep breath. We can do this! Since we last talked, some of the big banks have raised their posted mortgage rates. Deep breath again! Banks usually offer a rate that’s lower than what they post, but this is still worth factoring in as you time your mortgage pre-approval in the search for your next home. In this issue, we take a look at how much the average mortgage costs in Canada’s largest cities (page 18) and what those down payments might look like. Setting and saving for a realistic budget is key: A recent study by CIBC says many Millennials planning to buy a home haven’t saved enough for a down payment yet (page 34). If you’re considering using home equity, check out key considerations and alternative savings methods on page 46 first. There are a lot of numbers flying at us, and sometimes it can be difficult to figure out exactly what they mean for homebuyers. We talk to Cameron McNeill at MLA Canada to decipher Vancouver’s pre-sale stats (page 50) and to Andrew Ramlo to get his insight on what’s really going on in our real estate market – and what that might mean for you (page 30). It can be easy to get overwhelmed, so try breaking things down one step (one page!) at a time. MORTGAGE COSTS IN CANADA’S LARGEST CITIES

Depending on where you live, you might lament – or rejoice in – current home prices. You may be thinking: Man, if I had just found a job in a different city, I might have a better chance to afford a home. It’s easy to find average or benchmark sale prices for various cities, but it’s hard to determine affordability by looking just at what a home costs; after all, payments are usually amortized over 25 years and paid for monthly. With that in mind, we’ve taken a look at some of Canada’s major cities and crunched the numbers on what a typical mortgage would cost in each of those cities. For all mortgage affordability calculations, we’ll assume 20 per cent down, amortized over 25 years, and with a five-year fixed rate at the best available rate – currently 3.09 per cent. For context, the benchmark Canadian home sold for $652,400 in March, according to MLS Home Index Benchmark Price.

According to ratehub.ca’s mortgage payment calculator, the typical Vancouver home would cost $4,144 per month, amortized over 25 years at a current best mortgage rate of 3.09 per cent. Ouch. CALGARY

Those wishing to purchase a home in Cowtown will have a much easier time, however. The benchmark home price was $430,400 in March. That would make for a much more manageable mortgage payment of $1,645 per month, assuming a down payment of $86,080 (20 per cent). EDMONTON

VANCOUVER

Vancouver is beautiful. The ocean, the mountains – it’s a nature lover’s paradise. The home prices, though, mean many buyers will have little money left over for anything but hiking. The typical home price was $1.08 million in March.

Making our way to the heart of oil country, the benchmark home cost $333,500 last month in Edmonton. That would require a mortgage payment of $1,275 per month with a down payment of $66,700. TORONTO

Whatever you call it (I refuse to call it “the 6”), Toronto – or, as the locals pronounce it, Turonno – is home to some of the most out-of-reach home prices in the country. The benchmark home sold for $760,800 (and we won’t get into the price for a detached home) in the Greater Toronto Area in March. That would cost a buyer $2,909 per month. MONTREAL

Perhaps Canada’s worst-kept secret in terms of real estate prices, Montreal has a benchmark price of $338,200. So, a home here would cost a mere $1,293, according to our mortgage calculator – that’s much less than it costs to rent something similar in Toronto or Vancouver. Austin Heights in the Tri-City’s Coquitlam is a neighbourhood in transition. In April, we were pleased to hear the announcement that the Bank of Canada held its key interest rate at 1.25 per cent. Canadians, especially first-time homebuyers, have been greatly impacted by the mortgage stress test and rate changes, which have increased the cost of mortgages in the last year. What can consumers do to get into the housing market? I talked to Richard Woodhead, Regional Manager, Builder Marketing and Development of TD Canada Trust, about the current economic landscape. A new survey by the bank reveals that more than half (56 per cent) of Canadian firsttime homebuyers are anxious and afraid that they’ll forget to take a crucial step as they gain their foothold on the property ladder. To reduce anxiety and stress, Woodhead recommends managing any existing debt, understanding all homebuying costs, making your mortgage work for you and, lastly, having the right home insurance. A potential purchaser should meet with a mortgage provider and get an idea of their financial situation. The mortgage advisor will require background information, including verification of your job position and annual salary, and if you’re self-employed you will need to show your personal income tax return for the last three years along with proof of ownership of the business. 24  NextHome.ca  |  South Surrey / White Rock

Lenders are required to fully document the source of your down payment and will need to verify through your bank or investment statements. It’s also important to be prepared to share details of your assets, such as vehicle(s), stocks and RRSPs, and to disclose any liabilities such as loans and outstanding credit. “Take time to consider the many costs and steps associated with homebuying, and by anticipating expenses and adopting sound financial behaviours such as paying down your existing debts, you are setting yourself up for success,” explains Woodhead. “As soon as first-time homebuyers are able to get approved, they will have a better understanding of what they can afford. It’s wise to know what your capabilities are in terms of purchasing power.” This is sound advice, especially if you’re looking at buying presale. Get pre-approved for your mortgage as early as possible. Now that rates are starting to move, it’s wise to be proactive;

The Bank of Canada is expected to announce further hikes later this year. Often people don’t really know what they can afford – talking to a mortgage provider will help you identify that buying “sweet spot.” Woodhead’s final tip to home seekers is to make sure you thoroughly research the developer and understand their reputation. When it comes to numbers about real estate, Andrew Ramlo’s got them – lots and lots of them. So it came as no surprise that the house was packed for the second year in a row when Rennie Group’s vice-president of intelligence addressed the industry at the Urban Development Institute’s (UDI) April luncheon.

SUPPLY SHORTAGE

After what he described as a “whomping” year in 2016, Ramlo was hardly surprised that 2017 sales were down – a trend consistent throughout 80 per cent of major metro regions across the country. He noted that rising interest rates and uncertainty about government housing policies have contributed to more sellers sitting on the sidelines and will likely mean a continued slowish spring market. Slowish translates to 12,542 active listings throughout the Lower Mainland in March of this year – only 0.2 per cent below March 2017 but 37 per cent behind the 10-year average of more than 20,000. January saw a 36 per cent decline in listings relative to 2017. Demand, however, continues to climb, leaving many people ready to hand over their money but unable to find a product.

Don’t look to pre-sales for help either – despite the numerous cranes dotting the landscape. Of the 41,700 units coming via 398 developments that are scheduled for completion between 2018 and 2022, Ramlo noted that 91 per cent have already been sold. WHAT’S DRIVING UP PRICES

factor. His research reveals that only 5.4 per cent of February sales throughout the Lower Mainland went to foreign buyers. He added that last year, 91 per cent of Rennie Marketing sales contracts went to a Lower Mainland address, seven per cent to other Canadian locations, and only two per cent were international. Ramlo had no hesitation chiding media for creating a storm of inaccuracy around the controversial issue of vacant homes. He cited a recent study by the City of Vancouver showing that only 8,481 of the city’s 186,043 homes were vacant – the vast majority of them apartment/ condominiums – which is approximately 4.6 per cent. “Somehow that number got blown up to 25,000. But could it be that the owners had simply turned off their lights while they were out enjoying city life?” He also took aim at the misconception that speculators are running rampant and driving up prices. “The City of Vancouver did a study that identified that out of 58,900 sales in 2017, only 2,829 resold within 12 month – that’s 4.8 per cent. Pre-sales, which do not show up as MLS listings, had only 301 out of 7,059 sales flipped – 4.3 per cent. This is not a big market driver.” And Ramlo repeated his message of last year that the #donthave1million hype is exactly that – just hype. He crunched the numbers and found that in the Lower Mainland, the average price for a home is $845,565 – still below the million-dollar mark. Using the more realistic median benchmark, that number drops to $625,000. And by eliminating the super-rich, top quintile (20 per cent) where average prices run $2.1 million, the remaining 80 per cent of everyday people can expect average prices of $573,853. For condo buyers, the news is even better with an average price of $533,339 and a median price of $455,500. Take out the top quintile – which included a $21.5 million penthouse that was the single most expensive sale – and that number falls to $350,072. Referring to a recent 259-page report from the Canada Mortgage and Housing Corp., Ramlo said price increases are driven 34 per cent by increases in disposable household income, 23 per cent by young buyers getting into the market, and 18 per cent by favourable mortgage rates. And the remaining 25 per cent? “Unexplained – they just don’t know,” he says. “And in Greater Toronto, almost 60 per cent was unexplained.” INTEREST RATES ON THE RISE

Ramlo cautioned that the seven-year low interest rate party is over with yet another hike in prime anticipated this summer. Add in the new stress test that even buyers with a 20 per cent down payment must now take, and the impact on purchase power is significant.

A hypothetical household with an annual income of $100,000, $100,000 for their down payment, and 35 per cent gross debt service ratio (GDS) would, not so long ago when mortgages were available at 2.7 per cent, have qualified to buy a home for $730,000. Even a half point increase to 3.2 per cent reduces buying power to $696,000 – about a five per cent decrease. Today, that same household would need to qualify at 5.69 per cent and couldn’t look at homes worth more than $565,000 – all this in a market struggling with escalating prices. A bright spot, however, is Vancouver’s medium household income, which rose 11 per cent between 2005 and 2015 to $72,662 – the same rise in Victoria incomes and just above the national average. But the big surprise was Squamish, where incomes shot up 17 per cent to $88,366. THINGS TO FOLLOW

Looking ahead, Ramlo noted he’ll be keeping a watchful eye on the fall election – especially now that he’s hearing rumours that there might be also be a provincial election. Housing policy shifts, interprovincial migration, construction labour costs that are said to be rising at a rate of one to two points a month, and, of course, rising interest rates will also be on his radar. After all, as UDI pointed out, the truth is out there – or at the very least, it should be. MAY 11 - 25, 2018  31

DREAM ON MILLENNIALS HOPING TO BUY A HOME BUT FAILING TO PLAN FOR IT: CIBC Canadians aged 18 to 37 who rent or live with family still dream of owning a home – but few are on track to make it a reality, according to a new poll from CIBC. While nearly half (46 per cent) of those who intend to buy plan to do so within the next five years, 76 per cent haven’t started to save or have accumulated less than a quarter of their down payment. “Our survey reveals that few Millennials are taking the necessary steps to make the move to homeownership,” says Grant Rasmussen, senior vice-president, Mobile Advice, CIBC. “You can’t buy a home with intent and desire alone. It’s important to have a financial plan to make the most of your income and set yourself up with the right savings plan to achieve your goals now and in the years ahead.  “While most still dream of owning a home one day, higher house prices, the prospect of higher rates, and new qualifying rules are prompting some Millennials to pause and question whether being a homeowner is realistic or even desirable for them,” says Rasmussen. “The key is to understand your total housing costs and start planning early so you can consider your rent versus buy options in the context of your overall financial plan and desired lifestyle.” The poll findings show that while the top reason for owning a home is to provide “a place to set down roots and raise a family” (49 per cent), an almost equal number also feel that renting is a “waste of money” (46 per cent). are not taking advantage of the opportunity to save for their future. As many as 60 per cent of Millennials believe renting is just as costly as homeownership. However, the poll finds that Millennial homeowners spend as much as 50 per cent more per month on housing costs than their peers who rent, and more than half (51 per cent) of homeowners admit they didn’t quite understand the total costs of owning a house before making their purchase. Despite the higher expenses, Millennial homeowners still manage to save more each month than renters or live-at-homers, on average $566 compared to $368 or $360, respectively. Further, homeowners have amassed an average nest-egg of slightly more than $60,600 – more than double that of their peers who rent or live at home. “Deciding to buy a home is often the trigger for most people to get serious about their finances, cut spending and build the necessary

savings habits and behaviours to achieve that goal. But for Millennials who rent or still live with family, it’s easy to delay or put off savings and developing a financial plan,” says Rasmussen. “Remember, the earlier you start, the more your money will grow. Renting shouldn’t be a free-pass to spend.” Key questions for whether to rent or buy a home: Are you planning to live in this home for at least five years?  Do you have an adequate emergency fund to cover any unexpected costs?  Are you willing to do your own property maintenance and repairs?  Do you have enough saved to cover a down payment and closing costs? Are you clear about your total monthly costs beyond just your mortgage payments, including taxes, insurance, utilities and condo fees, if applicable? Will you have additional savings and be able to contribute regularly to them if you purchase a home?

Machine wash cotton blankets in warm water. Wash wool with laundry detergent on the gentle cycle in cold water. Spin blankets in the washer until all excess moisture is extracted. Gently stretch blankets back to their original size (measure first if you’re not sure what that is) before air drying. Since these are in close contact with your skin, wash them once a week – or more frequently if someone has been sick. Wash cotton, cotton blends, flannel, synthetics or bamboo in hot water to kill bacteria; dry them on low. Remember to fold sheets right away so wrinkles won’t set in.

COMFORTERS

Place them in the dryer for just a few minutes to fluff up, and then hang heavy comforters, quilts and wool blankets on several clotheslines to balance out the weight so they won’t stretch. Clean your clotheslines with a damp rag before each use.

Put these in the washer on the gentle cycle, but make sure to use cold water and laundry detergent. If you have a homemade quilt, you don’t want to wash it too often or it’ll show its wear. If your quilt is an heirloom, have it professionally cleaned.

CURTAINS

Cotton curtains can be washed in cold water. Air dry, then iron them when they’re slightly damp to get out those wrinkles before they set in.

Do you have a nest egg of equity built up in your home? Have you been tempted to access it because of cheap interest rates and the ease of dipping into that line of credit attached to your home? If so, take note: The top regulator in Canada is urging you and all Canadians to avoid treating your home as an ATM. In June 2017, the Financial Consumer Agency of Canada found that the number of households that have taken a home equity line of credit (HELOC) on top of their mortgage has increased almost 40 per cent since 2011. Lucie Tedesco, FCAC commissioner, was quoted as stating, “At a time when consumers are carrying record amounts of debt, the persistence of HELOC debt may add stress to the financial well-being of Canadian households.” HOW DANGEROUS IS IT TO TAKE EQUITY OUT OF YOUR HOME FOR, SAY, CONSUMER DEBT?

Sheila Walkington, Vancouverbased, fee-only Certified Financial Planner with Money Coaches Canada, says it’s smart to roll consumer debt to a HELOC to reduce interest costs “but it is not smart if you continue to run up debt on the line of credit. Many people think they will never use all that credit the bank is offering, but for some, it’s way too tempting and all too easy to dip into it.”

WALKINGTON’S TOP TIPS:

• Know your numbers! Be clear on what income you have coming in and what expenses you expect. Living within your means takes a conscious effort and planning. • Use a separate bank account (or several) to save for things such as property taxes, travel and gifts. • Don’t bury your head in the sand and “hope for the best.” Many folks are very optimistic about the future, and anticipate that their next bonus, raise or windfall will cover debt or unexpected expenses. • Reach out for help. Sometimes an impartial third party such as a Certified Financial Planner can provide an outside perspective on how to gain control and

PRE-SALES SLOW SLIGHTLY BUT

Sales absorptions for pre-sales in Greater Vancouver are expected to slow slightly over the next quarter compared to record sales rates in the past 18 months, but demand for new homes is still high, according to MLA Canada. “Vancouver’s pre-sale market over the last 18 months has been extremely active with heightened interest in new projects that have seen high absorption rates,” explains Cameron McNeill, executive director of MLA Canada. “With ongoing housing policy changes from government along with stricter borrowing regulations and two Bank of Canada rate increases last year, home seekers are reviewing their homebuying plan more closely. In the next few months, we expect steady interest in the pre-sale market, just at a less frenzied pace.” STRONG DEMAND FOR PRE-SALE

According to a new report by MLA Canada, approximately 70 per cent of new condominiums and townhomes that launched in February sold (about 1,280 homes out of 1,826 pre-sale units), and in March 60 per cent of the 1,572 new units sold. The April forecast called for 1,099 new pre-sale units, which is trending lower than this past February and March. But don’t let the numbers cause confusion – there is still a strong demand for pre-sale, just at a steadier pace. “Pre-sale will continue to have a strong demand, especially for entry-level homes from both homebuyers and investors,” says McNeill. “Typical peaks in the real estate market for

transactions are in the spring and fall as people prefer moving in before the summer/holidays. We are anticipating more units to be released in the upcoming months.” WHAT’S NEXT?

McNeill says that appealing projects in key communities with easy access to transit and nearby amenities will continue to be popular spots for homebuyers. “Developers and architects are designing more efficient floorplans to accommodate various buyers, including downsizers, families and first-time homebuyers,” McNeill says. “We’re seeing an increase in home options for one, two-, three- and even fourbedroom plans.” As for single-family homes, McNeill says prices have increased significantly. And although sales for single-family homes in west Vancouver have slowed slightly, McNeill says detached homes are still desirable. He adds that it may take longer to sell but “this is a more normal and expected pace for detached homes sales.”
