First-time homebuyers can benefit from the new exemptions

Introduced by the BC Government in 1987, the PTT applies a tax to every real estate purchase or gain on a property that is registered at the Land Title Office. The taxes are calculated based on the property’s purchase price (at fair market value) at a rate of 1% of the first $200,000 and 2% on the remainder of the value. For example, the current MLS composite benchmark price (for all residential properties in Metro Vancouver) is $609,100 which would result in paying $10,182 towards the PTT. hat is the Property Transfer Tax? Recent changes in this tax could benefit you. Taxes can be a difficult financial barrier when considering the purchase of your first home. But recently the provincial government announced changes to the Property Transfer Tax (PTT) that could make this easier! Let’s begin by understanding the PTT.

In recent years, the provincial government introduced the First Time Home Buyers’ Program which reduces or eliminates the PTT for those trying to enter the market. The most recent change, which occurred on February 19, 2014, makes a first time home buyer exempt from paying the PTT if the property is valued at $475,000 or less - instead of the previous $425,000 ceiling. Furthermore, if the purchase price is between $475,000 - $500,000, there is still an opportunity to qualify for a proportional exemption. FOR EXAMPLE:

HOW DO YOU QUALIFY?

Qualifying can be a simple process as long as you meet these requirements for the First Time Home Buyers’ Program: ›› You are a Canadian citizen or permanent resident (If you become one within 12 months of when the property is registered, you are eligible to apply for a refund of the tax.) ›› You have lived in BC for 12 consecutive months before the date of registration, or have filed two income tax returns as a BC resident within the last six years. ›› You have never owned an interest in a principal residence anywhere in the world at any time. ›› You have not have previously obtained a First Time Home Buyers’ Exemption ›› If you are purchasing property with another person, and if one only one of qualifies, a percentage of the eligible first time home buyer’s interest in the property will be exempt. Ask your realtor or mortgage broker to see if you are eligible for this program or any other provincial or federal home purchaser incentives offered. Public art’s growing place in our urban landscape Myfanwy McLeod’s “The Birds” in Southeast False Creek

IT WAS A STRIKING SIGHT IN 1998, CONTRASTING VIVIDLY with the surrounding concrete, asphalt and often overcast skies of downtown Vancouver. Called “Persian Glass Series,” this breathtaking art installation in blown glass is the work of the artist Dale Chihuly, and it still brightens up the side of The Residences on Georgia building, for everyone to enjoy. Recently, Westbank development company and the City of Vancouver unveiled another plan for an ambitious public art project. This time they’re re-imagining the underside of the north side of Granville Bridge, currently a dingy and slightly scary place attracting only disgruntled people retrieving their towed vehicles. A giant chandelier will hang from the underside of the bridge, illuminating the planned shops and markets that will reside in triangular buildings aligning the base of the project, which is attached to a 47-storey curving landmark residential tower designed by Danish architect Bjarke Ingels. There are also plans to showcase art in lightboxes running up and down the sides of the lower buildings. Westbank’s head, Ian Gillespie, is a well-known art collector, who brings this

passion to many of Westbank’s past and future projects (including the Chihuly installation). Taking into account Gillespie, Bob Rennie, of Rennie Marketing Systems, and Michael Audain, of Polygon Homes, it’s a fact that many of Vancouver’s real estate titans are as famous for their art collections as they are for their development projects. Bob Rennie became interested in accumulating art in the 1980s, beginning with a Norman Rockwell reproduction. Despite an inauspicious start, Rennie’s collection, now housed in the Wing Sang building in Chinatown, has grown into one of the most important and carefully-curated collections of contemporary art in North America, with pieces continually on loan to such galleries as the Tate Modern. Visitors can make an appointment to view the Rennie Collection at Wing Sang through the website www.renniecollection.org. Tours are conducted on Saturdays and Tuesdays, and admission is free. Michael Audain recently entered into an agreement with the Municipality

of Whistler to open a 56,000 square-foot public art museum, exhibiting much of his personal collection, previously only on display in his private homes. The museum is scheduled for completion in 2015 and will feature, among other things, his extensive collection of nineteenth-century Northwest Coast masks, works by Emily Carr, and “Vancouver-school” photo-conceptualist artists including Jeff Wall and Stan Douglas. But not all this art is confined to museums. “Public art” often conjures up images of bird poo-covered brass statues, or graffiti that people just decided to accept at some point. In the Lower Mainland there’s already lots of beauty surrounding us — mountains and ocean and forest and parks, and, because of art-appreciating municipal governments and real estate developers like Gillespie, Rennie and Audain, an increasing amount of public art. Art that is not always beautiful, but always interesting and thought-provoking. From Myfanwy McLeod’s “Birds” in Southeast False Creek to Stan Douglas’s “Gastown Riot” photo on the redeveloped Woodward’s site, public art comes in many forms and it’s making Metro Vancouver a more interesting place.

The city hall aspect is important, because even if a developer is not artisticallyinclined, Vancouver building permits require that for all rezoning applications over 100,000 square feet, $1.81 per square foot must be paid out for a public art process approved by the City. Developers have choices here: they can give the money directly to the city, which then directs it to a site and piece of art of its choosing; they can give 40 per cent of the money to the city, and then choose their own artist to provide a piece of art for a part of their property that is public; or they can take all of the money and hire a public art and development consultant to look at proposals for the property and then create a plan to be approved by the public art committee and the manager of the City’s Public Art Program. Richmond, Surrey, and many other municipalities have similar public art processes for developers. Following are just some of the thought-provoking and inspiring works currently on display, as well as some we can expect to see in the near future. Another of Westbank’s appreciable contribution to the public art scene in Metro Vancouver can be seen adorning the sides of Fairmont Pacific Rim. This piece is titled “lying on top of a building the clouds looked no nearer than when I was on the street” and was created by Liam Gillick. “Supernatural Eye” by Robert Davidson is currently on display at the Surrey Arts Centre, until it gets moved to Polygon’s Harvard Gardens upon its completion in 2015. Intracorp just announced the commission of “Shed” by Jacqueline Metz and Nancy Chew that will be displayed at their Silver building in Metrotown, and Cressey’s Meccanica building will host Cedrick Bomford’s

And to those who don’t believe that people take notice of public art, we advise you to take a visit to “Dude Chilling Park.”

IT’S A WARM, SPRING AFTERNOON HERE AT STORYBROOK in South Burnaby’s Edmonds neighbourhood. A soft breeze rustles through the massive, old-growth cedars that surround the property. This is the money you will have to borrow.

04 Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.) 05 Multiply this figure by the amount you need to borrow. Divide by 1,000.

06 Add to this your estimated monthly heating costs and monthly property taxes. 07 If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream condo.
