f you’re planning to buy a home this spring, spend these last few weeks of winter doing some research to figure out the where, the what and the how of your purchase. Before you start shopping, visit your mortgage broker or bank to get your financing in order. This is the “how” part of the equation. Answer questions like: How much can I afford to spend on a home? How much do I have for a down payment? Will I be using my RRSPs toward my down payment? Will I be able to afford my lifestyle and still make my mortgage payments? Don’t forget to budget for closing costs and your other bills. A house is much better with electricity! With your budget defined, you can hit the streets. Location is the one thing about your home that you can’t change. It affects how much you’ll need to spend on your purchase and property taxes, your lifestyle while you live there, and the resale value when you sell the place. Drive, walk and surf the web to learn as much as you can. Map the amenities that matter most to you – schools and parks, shopping areas and banks, highways and public transit. How close do you want to be to your work, family and friends? Visit these areas at different times of the day and ask yourself, “Will I feel comfortable jogging early in the morning, or walking the dog alone after sunset?” Once you know how much you can spend, and have narrowed down your locations of choice, you can zero in on the “what” of your new home. Create a list of “must-haves” and “nice-to-haves.” If you’re purchasing a home with someone, you’ll have to take their wants and needs into consideration as well, which can make shopping a little more complicated. With spring just around the corner, and selling season fast approaching, a pre-listing home inspection can help with a smooth sale. Pre-InsPected LIstIngs | Home inspections have traditionally been for the benefit of the purchaser. However, pre-inspected listings benefit all parties – purchasers, vendors and realtors. deaLs Won’t FaLL through | Home inspections, performed as a condition of the offer, can kill deals. Sometimes this is because the purchaser gets cold feet; sometimes there’s a big problem no one knew about. Sometimes it is because the house has been misrepresented; sometimes it is because the home inspector scared the purchasers by not explaining that minor and typical problems are just that – minor and typical. If the home inspection is performed prior to the house being listed, all parties will be aware of the physical condition of the house before an offer is drawn. There will be no surprises after the fact. Deals will not fall through. Pre-InsPected LIstIngs avoId renegotIatIon | In a buyers’ market, most houses have to be sold twice. It takes a lot of work to get a signed Agreement of Purchase and Sale. Then the home inspection is done and the purchaser wants to renegotiate. If all parties know the condition of the house prior to the offer, there is no need for renegotiation. As most real estate agents know, renegotiation is very difficult. Vendors have already mentally sold the house; purchasers are suffering buyers’ remorse. Egos, pride and frustration can muddy the already emotional waters. A vendor who pays for a home inspection will be further ahead than one who has to renegotiate. He or she may even sell the house faster.

Pre-inspected listings afford purchasers, vendors and realtors the information and protection they all deserve.

unreaLIstIc vendors | An inspection at the time of listing can also help a realtor deal with a vendor who has unrealistic expectations. The inspection report is good ammunition for explaining why you can’t ask top bucks for a house which is not in top condition. rePaIrs PrIor to saLe | Sometimes, the home inspection will reveal items that should be repaired immediately. A pre-inspected listing allows the vendor to repair the problem prior to putting the house on the market. If the inspection occurs after the Agreement of Purchase and Sale, the purchaser could walk, renegotiate or, depending on the inspection clause, the vendor may have the option to repair. A repair done by an unmotivated vendor may not be the best repair and may not meet the purchasers’ expectations. This has caused more than one deal not to close. The future of home inspection lies in pre-inspected listings. Offers are cleaner and deals are less likely to be renegotiated or fall through. Pre-inspected listings afford purchasers, vendors and realtors the information and protection they all deserve.

There were 336 sales reported through the Toronto MLS system for Halton Region in January 2014. This result was up four per cent compared to 323 sales reported in January 2013. Over the same time period, new listings were down three per cent to 709, and month-end active listings were down two per cent to 963. “There was a strong start to the year in Halton Region in terms of home sales, as pent-up demand that initially resulted from the change in federal mortgage lending guidelines continued to be satisfied,” says Jason Mercer, senior manager of market analysis at Toronto Real Estate Board (TREB). The average January 2014 selling price for Halton Region sales was $598,553 – up nine per cent from the average of $550,325 reported in January 2013. “The increase in sales and the decline in the supply of listings indicates that there was more competition between buyers this past January compared to the previous year. When competition for listings increases and remains strong for a sustained period, robust price growth is generally the result. This is certainly what was experienced in the second half of 2013 and this trend has carried over into 2014,” Mercer continues.

Sales reported through the Toronto MLS system for Peel Region and Orangeville were down by six per cent on a year-over-year basis in January 2014 to 939. New listings entered into the system during the month and active listings at the end of the month were down by 19 per cent and 15 per cent respectively compared to the same month in 2013. “In many parts of the Greater Toronto Area, listings were down quite strongly in comparison to last year. With supply constrained, many would-be home buyers were not able to find a home that met their needs last month. The result was a dip in sales,” says Mercer. The average January selling price in Peel Region and Orangeville combined was $447,707 – up five per cent over the average of $426,168 reported for January 2013. “Market conditions are expected to remain tight from a historic perspective through 2014. This suggests that we will continue to see price growth above the rate of inflation,” Mercer notes.

City of toronto Home sales through the Toronto MLS system for the city of Toronto rose two per cent annually in January to 1,551 compared to 1,515 sales reported in January 2013. Following a GTA-wide trend, there were fewer homes listed for sale this past January compared to the same period in 2013. Active listings at the end of the month were down 15 per cent year over year to 4,871. New listings were down by 14 per cent to 3,610. “The January sales increase in the city of Toronto was driven by the condominium apartment and townhouse segments of the market. Of particular note was the condominium apartment segment. Last year this time, many were predicting a protracted downturn in condo apartment sales. However, in the second half of 2013 we saw a turn-around in condo sales, as buyers realized home ownership remained affordable,” says Mercer. The average selling price in January sales was $552,395 – up eight per cent from the average of $509,502 recorded during the first month of 2013. “Inventory levels for lowrise home types like singles, semis and townhomes remain low from a historic perspective. With the supply of listings expected to remain constrained in 2014 as well, the average selling price in the city of Toronto will increase further this year,” Mercer adds.

ne of the largest expenses we have tends to be the mortgage on our home. Following traditional rules, we are limited to deducting, at best, a small percentage of the interest where we use a home office for business purposes. However, using nontraditional planning, we are able to deduct potentially 100 per cent of the interest costs. Your tax savings will vary based on where you live in Canada, your income

level and the amount of interest you pay. As a quick example, though, with a mortgage of $200,000 at 4.5 per cent, your tax savings could be approximately $3,000 per year. While this may not by itself create financial freedom, imagine receiving these savings year after year – with minimal effort required. Imagine the impact of a higher interest rate or larger mortgage. A popular nickname for describing some of the possible techniques is the “Smith Manoeuvre,” coined by Frasor Smith. A variety of versions of the plan exist, and vary in aggressiveness and implementation to suit your needs and comfort. With a Supreme Court decision related in part to questions surrounding the appropriateness of interest

So, what do you do with this good debt? You invest. Traditionally, this was thought of as an excellent vehicle to acquire mutual funds and similar investments. However, this may be a great opportunity for you to go beyond that and invest in your business. deduction plans, tax advisers have largely been given the green light to help clients restructure their affairs in an optimal fashion. In its simplest form, these interest deductibility techniques allow homeowners the ability to convert the non-deductible portion of the interest on their mortgage to fully deductible over a period of time. The period is typically several years, however, your financial situation and aggressiveness may dramatically decrease this time. A variety of mortgage products provide the ability to divide your mortgage into at least two segments, which allows you to track the interest expense on these segments separately. Your total mortgage will typically be set at 75 to 80 per cent of the value of your home. If you are permitted a total mortgage of $200,000 on your home, you may start with the “bad” portion (non-deductible) of the mortgage at this $200,000 and the “good” portion (deductible) of the mortgage at zero. As you make payments on the mortgage, your principal on the bad mortgage will decrease, leaving you additional room to borrow on the good debt. In other

words, your total mortgage may still be $200,000, however, it is divided between good and bad debt. So, what do you do with this good debt? You invest. Traditionally, this was thought of as an excellent vehicle to acquire mutual funds and similar investments. You may be able to shorten the conversion time of your bad debt where, for example, you have non-registered financial assets that can be sold and the proceeds used to pay down some bad debt. Tax refunds, inheritances, unexpected sources of funds, and extra mortgage payments are further ways of speeding up the conversion. While restructuring must be done properly, your efforts will be rewarded. Talk to your tax, mortgage and investment advisers to determine whether such a plan can work for you and that you are comfortable with the full implications. Also, work closely with your mortgage adviser as you pay close attention to the features of the mortgage product that you use to ensure you have the required flexibility to accomplish your goals. There are significant differences between the products beyond the interest rates which command your attention. What’s available and What it Costs

Home sales reported through the Toronto MLS system for the city of Toronto rose two per cent annually in January to 1,551 compared to 1,515 sales reported in January 2013. Following a GTA-wide trend, there were fewer homes listed for sale this past January compared to the same period in 2013. Active listings at the end of the month were down 15 per cent year over year to 4,871. New listings were down by 14 per cent to 3,610. “The January sales increase in the city of Toronto was driven by the condominium apartment and townhouse segments of the market. Of particular note was the condominium apartment segment. Last year this time, many were predicting a protracted downturn in condo 28

apartment sales. However, in the second half of 2013 we saw a turn-around in condo sales, as buyers realized home ownership remained affordable,” says Jason Mercer, senior manager of market analysis at Toronto Real Estate Board (TREB). The average selling price in January sales was $552,395 – up eight per cent from the average of $509,502 recorded during the first month of 2013. “Inventory levels for lowrise home types like singles, semis and townhomes remain low from a historic perspective. With the supply of listings expected to remain constrained in 2014 as well, the average selling price in the city of Toronto will increase further this year,” Mercer adds.

recently sat down with Bryan and Sarah Baeumler of HGTV’s hit show, House of Bryan. Now filming their third season – and experiencing their third renovation as a family – the couple offers some sage advice on how to weather the storm of a major renovation.

Diane Duflot: What does the next season of House of Bryan have in store? BB: It’s going to be a crazy season. We moved to the country, into an older home with a terrible layout for a family with three kids – then we brought home a fourth! You’ll see a great adventure, along with the trials and tribulations (and there have been a lot of them!) that come with moving your family out of a custom-built home in the suburbs, to a forest in the middle of nowhere. Not only are we putting on an addition, but we’re also living in the adjoining house the entire time – something I never recommend, which means I’ve discarded my own advice. It’s been a challenge… but it’s going to be a great show.

DD: Can you explain what prompted your decision to move to the country? SB: It’s always been something that we’ve talked about, but never very seriously. It was definitely an impulse purchase. We took the scenic route home one day and saw a “For Sale” sign. I think two weeks later it was ours! 44

DD: What challenges did living through a renovation present? Would you ever do that again? BB: I think the decision to live through it has to be made very carefully. There are a lot of factors to consider. My goal initially was to (for the most part) avoid encroaching into the existing house at all until the addition was completed. But that hasn’t exactly happened. Our current living space gets smaller week by week. It’s tight, but there’s an end in sight so we’re managing. You really have to watch the show to see all the details, but let’s just say it’s not always a walk in the park! DD: It’s often said that a renovation puts a lot of stress on a marriage. What

People have to use their common sense: don’t hire the first guy that’s available, make sure you have a contract, don’t pay too much up front, don’t pay for things that haven’t been completed, don’t micromanage and, above all, realize that you get what you pay for in most cases. are your tips on minimizing this stress and emerging from a renovation as happy a couple (or happier!) than you entered it? SB: It’s true, there is a lot of stress. You are spending a lot of money, and making a lot of decisions very quickly. Anyone that thinks they can go through a major renovation or build together and not have a few good fights has their head in the clouds. You definitely have to pick your battles. At the end of the day, if building a house together ends your relationship, you probably didn’t need the house to begin with! DD: How do you handle the unexpected that invariably arises over the course of a renovation/ build? BB: I’m never surprised. You have to expect the unexpected, and just deal with any changes or problems that arise. Renovating or building is a fluid process, and you have to roll with the punches. If you’re managing the job properly, there will always be good surprises to balance out the bad. The key is to keep the destination in relative focus, while paying close attention to every twist and turn the journey throws at you.

The key is to make sure they have all of their important stuff: license, insurance, WSIB, experience, lots of good homeowner and trade references etc., etc., but the most important part is the communication and trust between the homeowner and contractor. People have to use their common sense: don’t hire the first guy that’s available, make sure you have a contract, don’t pay too much up front, don’t pay for things that haven’t been completed, don’t micromanage and, above all, realize that you get what you pay for in most cases. The sad thing is that we’ve all been saying this stuff for years, and everyone knows it, but someone reading this right now will go out and hire the first unlicensed, uninsured, lowest-priced guy they meet that will take cash with no contract to save a few bucks, and a few months from now they’ll be singing the blues about getting screwed over by a contractor.

What’s available and What it Costs In January 2014, the number of homes listed for sale was down year over year in York Region and South Simcoe County combined. New listings entered into the Toronto MLS system were down by 22 per cent and active listings were down by 19 per cent in comparison to January 2013. The dip in listings fed through into a dip in sales as some households were unable to find a home that met their needs. Home sales were down by eight per cent year over year to 896. “Market conditions in York Region and South Simcoe County mirrored those experienced in many parts of GTA in January. The shortage in supply has hampered sales and has also been the driver of strong price growth,” says Jason Mercer, senior manager of 56

market analysis at the Toronto Real Estate Board (TREB). The average selling price for York Region and South Simcoe County combined rose 10 per cent In January to $614,906 from the average of $556,627 reported during the same month last year. “Detached and semi-detached houses and townhomes accounted for over 80 per cent of transactions in York Region in January. The supply of these home types has not kept up with demand. This is in part due to the fact that we have not seen as much construction of these home types over the last few years. The result has been more competition for available listings leading to strong upward pressure on selling prices,” Mercer adds.

O

ne of the reasons so many people are up to their eyeballs in debt is that they’ve had access to gobs of credit. Whether lenders threw a dozen credit cards at us, offered us fat lines of credit, or let us buy now and pay later, we’ve been living a life where we could have whatever we want whenever we want. It’s been a life of abundance. Then came the economic change. Creditors stopped throwing credit at every Tom, Dick and Mary regardless of their ability to actually pay back that credit. The government got into the swim creating legislation that said lenders couldn’t just raise a person’s credit limit without telling them – further exposing them to credit risk. And people started losing their jobs.

The abundance of the previous years has turned to forced scarcity. Some people took steps to prepare for the worst and are holding on through the tough times. Others have found their debt loads too high and are headed to bankruptcy trustees to see what they can off-load. Still others are just drowning with no idea what to do next. I’m sad for all the people who can’t keep it together – people who are missing their rent or mortgage payments, falling behind on their car payments, pulling their kids out of sports or other extra-curricular activities. While things were good and they were constantly being offered more and more credit, they never imagined there would ever be an end to their ability to have what they wanted. I’ve worked with more than a few people who are totally astounded at the place they are currently in. How could this happen? You probably know a body or two who are scratching their heads.

If you’re the kind of creature who routinely spends every penny you make, maybe you need to implement the illusion of scarcity to keep yourself in check 62

I’m hoping that forced scarcity teaches an extremely important lesson about money: there may not be more money, and you better have some set aside just in case. It doesn’t take a world economic crisis to throw your budget into a tailspin if you have no money saved. It only takes a few weeks off work with a sick child, a call to jury duty, or a cut-back in your hours at work to make a house of cards fall down. I wonder how many people will actually learn the lesson. And I wonder if anyone has figured out that you can create your own sense of scarcity to keep you constantly on your toes when it comes to managing your money. Abundance has a way of permeating our very being and making us feel invulnerable. But we are all vulnerable, whether we want to accept that fact or not. And creating the illusion of scarcity may be what it takes to stay true to a sound financial plan. I’m not talking about creating such a sense of scarcity that you’re always whining about what you can’t do or can’t have. And I’m not suggesting you use the illusion of scarcity to cheap out on life. But if you’re the kind of creature who routinely spends every penny you make, maybe you need to implement the illusion of scarcity to keep yourself in check. And maybe if you move your money where you can’t touch it, leaving yourself with less to “blow” on stuff, you’ll actually end up achieving some of those goals that have always been so elusive.

How do you create the illusion of scarcity? Well… » FIrST, you make a budget that balances. You transfer all the money

that must be used to pay your fixed and variable expenses to a “house” account, so you know those bills are covered and you can’t spend that money on stuff. » SeCOnD, you set some goals you want to achieve. It may be paying

down your mortgage annually, taking a fabulous family vacation, or going back to school. » THIrD, you set up savings accounts for each of the goals you want to achieve,

and have the money you want to save moved automatically to those accounts so that money is out of sight. now you only have money left in your first account that you can actually spend on all that stuff you so love to buy: coffee, lunches out, another tool, magazines, DVDs, more clothes… name your weakness here. For me it’s houseplants and books. When I look at the money in my account, because I’ve made most of it disappear to places I don’t look regularly, I’m more cautious about just how I blow what’s left. I prioritize. I consciously decide to spend (or not to spend) the money. I don’t feel like I have so much money I’ll never run out so I can just have this one little thing. And that’s the point of creating the illusion of scarcity: to recognize that money is an exhaustible resource so you better be sure your spending isn’t just a knee-jerk reaction to your sense of abundance.

What’s available and What it Costs January 2014 sales in Durham Region were very similar to sales in January 2013: 484 this year compared to 493 last year. However, market conditions were much tighter because listings were down substantially on a year-overyear basis. New listings were down 18 per cent to 859, while active listings at the end of the month were down by 28 per cent to 919. “Seller’s market conditions have been common in many parts of Durham Region for a number of months. Demand has remained strong as buyers have been attracted to the comparatively lower price points for detached homes,” says 64

Currently, my wife and I are renting. However, we would like to buy a home and build some equity. Can you offer some advice for a young, upwardly mobile couple? Geoffrey and Diane, Toronto

There are many investment vehicles that can give you healthy returns. You do not necessarily have to buy a home to increase your wealth. However, a home is one of the only tax-free investments still available to the middle class. Buying a home is a long-term commitment and investment. Today’s historically low interest rates make purchasing a home extremely appealing – particularly if your rent paid is greater than $1,000 per month. Why should you pay someone else’s mortgage?

Consider the following: ›› Determine what you can afford and stick to that price. All too often, buyers tour

several homes and the only one they desire happens to be thousands of dollars over their budget. Remember, keep your head out of the clouds. Commit to a mortgage, not a stress asylum.

›› Take advantage of the first-time

Home Buyers’ Plan (HBP) to use your Registered Retirement Savings Plan (RRSP) as part of the down payment. An individual and spouse, provided they qualify, may withdraw up to $25,000 each from their RRSP, taxfree, for a total of up to $50,000 toward your home and other purchase-related costs. If you have never used the HBP, contribute your savings for the home into your RRSPs and take advantage of the tax deduction. Then, use these savings for a down payment. You will have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal. Continue to follow the real estate market trends and buy when you are ready. Only you can decide when it is the right time.

›› Shop and negotiate with several financial institutions for the best interest rate,

terms and conditions. You may be surprised at how competitive the banks are for your mortgage business. Shopping for a mortgage can be as easy as a few clicks of your mouse. ›› Set a formal plan to help save for a first home. Sit down, plan the steps necessary to

achieve your goals, and follow through! ›› Improve/maintain your credit rating by paying all your bills on time. One-day-late

payments are still considered late. This could influence your negotiating power for the best mortgage. ›› Make sure current monthly mortgage payments are manageable and will continue to

be so even when interest rates rise in the next several years and payments increase. ›› Put down as much as possible to avoid taking out a high-ratio mortgage that

incurs additional cost and interest. A five-per-cent down payment on a home leaves little equity. ›› Set aside an additional three per cent of the purchase price of the home for closing

costs such as Land Transfer Tax, legal fees and disbursements, moving costs and other incidentals. Speak to your lawyer who will be able to give you the heads up on what to expect.

Home inspection industry being inspected by province By Dia n ne Usher

A

qualified home inspector can be an integral part of a home purchase. They can provide invaluable input to help a homebuyer make an informed decision. Given this important role that they often play, it’s critical that homebuyers are able to trust the advice of their home inspector. That’s why realtors support the provincial government’s current review of the home inspection industry, which is intended to ensure greater consumer protection. The provincial government regulates many professions, including realtors. In fact, realtors must be licensed under the Real Estate and Business Brokers Act, which is administered by the Real Estate Council of Ontario, an arm’s-length agency of the provincial government. To maintain their licence, realtors must also adhere to a strict code of ethics, carry Errors and Omissions Insurance, and complete continuing education courses on an ongoing basis. The government’s strict regulation of realtors is, in part, a recognition of the important role that realtors play and the importance of a home purchase for consumers. So, it makes sense that the provincial government is also taking steps to recognize the important role played by home inspectors by ensuring that they are also appropriately regulated. Currently, home inspectors are not required to be licensed by the provincial government. In fact, anyone can offer home inspection services in Ontario. There are also no mandatory education requirements or qualifications, and no requirement to carry errors and omissions insurance. The provincial government has announced that it is consulting with stakeholders and the public to explore ways to increase the transparency of the home inspection profession, ensure a minimum standard of training, and improve consistency in home inspections. Realtors believe that these are worthy goals and we have been working closely with the provincial government to provide their input on how to achieve them. It is expected that the provincial government will be issuing a report with recommendations in this regard, shortly.

Information is power, especially when it comes to purchasing a home. So, a home inspection can play a very important role in your home purchasing decisions. But information is only as good as the source that provides it. Realtors are encouraged that the provincial government is taking steps to ensure that homebuyers are protected at each step of the home-buying process, including their home inspection.
