Stretching from the Tararuas in the west to Flat Point in the east, Carterton District offers plenty of room to stretch and unwind. Carterton’s history is reflected in the Hurunui-o-Rangi Marae, the last remaining Pa in the district and its many fine colonial buildings. Originally known as Three Mile Bush, the village was established to house and support workers building the road between Greytown and Masterton.

In 1857, in recognition of Charles Rooking Carter, settlers chose the name of Carterville for the new village, later changed by the Government to Carterton in 1859. Carter was seen as a great developer and advocate for Wairarapa. Carters Reserve, a rare remnant of Wairarapa lowland forest lies on the former Carter property to the east of the settlement, near Gladstone.

Dairy, wool, beef and lamb were once the mainstay of the economy, with many residents working at the Waingawa freezing works north of the town at the end of Norman Avenue lined with rare oak trees. The freezing works closed in 1991, but traditional farming remains, along with new agricultural ventures such as deer, dairy goats and the Manuka Honey industry, Today the population reflects a large

number of people who commute to Wellington on a daily basis for work, choosing to enjoy their leisure time in the country setting offered in the Carterton District. On the drier lands to the east of the town, in the Gladstone and East Taratahi areas, a number of vineyards have been established since the mid-1980s. Other crops such as olives are also finding favour, particularly with newer residents living on lifestyle blocks. West of Carterton lies Forest and Bird’s 48 hectare Fensham Reserve, a remnant kahikatea swamp forest and important wetlands with a one-hour walking track. In the furthest northwest corner of the District lies Mount Holdsworth, one of several entrances to the Department of Conservation’s Tararua Forest Park. Major events are held in the Carterton District throughout the year. The stateof-the-art Events Centre caters for a wide range of community services and events. With a large resident arts community there are a number of private galleries to visit as well as groups to join from a wide variety of crafts to serious art groups. Art displays and exhibitions can also be seen at the Events Centre and Heart of Arts on High Street as well as an annual national art competition. Every spring since the 1920s people have been coming to pick daffodils from a field on the Booth family farm, “Middle Run”. This has grown into the annual Daffodil Festival held every September.

The district is also home to the Scarecrow Festival held every November with Scarecrows lining the roads from Gladstone to Longbush, and activities including Scarecrow Fair and Scarecrow Scamper. Every autumn the Wairarapa international Balloon Festival has a number of events held in the Carterton District. A stunning array of hot air balloons from around the world take part in this week-long festival other events around this time include the popular Harvest Festival and Gladstonebury. Stonehenge, on Ahiaruhe Road, southeast of the town, is open to the public May to November every year. A number of events are celebrated through the year such as Winter Solstice and Matariki. In the countryside you will find unique wetlands, glow-worms, English style gardens and great swimming holes. There’s also bush walks, mountain biking, kayaking, fishing and horse riding to enjoy. Other highlights include the Parkvale Mushroom Factory 4km east of Carterton, Paua World in Kent Street and a range of beautiful gardens that are open to the public. Carterton’s main street has retained its unpretentious character, offering plenty of opportunities for great bargains and interesting shops. Many of these shops have managed to retain some of their historic character with tongue and groove timber floors and classic old verandahs,

some held up by the original moulded cast iron poles. A total of six primary schools serve the District, along with an extensive medical centre and two dental practices. With increasing numbers of visitors coming to Carterton to enjoy weekends and extended holidays there’s a wide choice of accommodation available including homestays, B&Bs, a motel, hotels, a holiday park and camping sites. The town has great dining and cafes for visitors to enjoy.

Mayor of Carterton - John Booth I am incredibly proud to introduce this edition of the Carterton Residents Guide. The inaugural edition was published in 2015, and has been a huge success. The guide a manual of sorts, arms the residents of Carterton, old and new, with up to date information about our wonderful district. Our mission statement, Carterton – A Welcoming and vibrant community where people like to live; sums up our district perfectly. People love to live here and that is why our district is experiencing phenomenal growth. It has been incredibly exciting welcoming the ever growing numbers of new residents to our small provincial district. Located in the heart of the Wairarapa, bordered by mountains and sea, Carterton provides endless activities for not only the adventurous but to families and friends, young and old. Golf, tramping, kayaking, diving, and mountain biking are just a few of the outdoor activities which can be catered for within the district, however if a more laid back lifestyle is needed, Carterton comes into its own with its internationally and nationally acclaimed wines, food and festivals. Home to the award winning Carterton Events Centre, local residents have an abundance of local community events and performances, providing a platform for budding thespians; to international touring stage shows, showcasing the talents of

Local Government affects you daily Many of your everyday activities are dependent on services provided by your local district council. These range from water flowing freely from your taps, applying for a building consent, finding a car park so you can borrow books from the library, taking your children to the park, putting out the rubbish for collection, to walking your dog at night along well-lit streets. Other important local government activities include:  Writing and managing plans for your area’s development, including management of the natural and urban environment.  Making by-laws and enforcing them  Participating in community partnerships and initiatives such as reducing crime, increasing jobs.  Civil Defence planning and emergency preparedness.

Council Structure Councils are made up of members of the public elected in local authority elections held every three years. Each Council decides how to structure itself to work on behalf of its community. The Council is led by the Mayor, who provides leadership and direction to the Council and community and chairs meetings. They are often seen as the public face of the Council. Councils generally establish committees to look at areas of their work. Our main committees are infrastructure and Services, Policy and Strategy and Audit and Risk.

These committees will either make recommendations for consideration and approval by Council and make decisions under their delegated powers. Councils may also convene subcommittees to examine specialist areas. Some activities must be approved by the full council. These include:    

Setting rates Borrowing money Buying or selling some types of land Adopting major council documents such as the long term plan and annual report.

CARTERTON DISTRICT COUNCIL meetings

The 6-weekly meeting of Council is held on Wednesdays. Meetings are held in the Hurunui O Rangi room at the Carterton Events Centre and commence at 1.00 pm. The infrastructure and services committee and the Poilcy and Strategy Committee are also held six weekly and the Audit and Risk Committee are held four times a year. Agendas for all Council and Committee meetings are available for public inspection two days prior to the meeting, with the exception of any emergency meetings of Council where agendas are available at the meeting. Public excluded items are not included. Copies of agendas and minutes with the exception of public excluded items are available to members of the public at the Council Office, Library or can be viewed on the council website www.cdc.govt.nz

Members of the public are welcome and encouraged to attend meetings of Council and Committees. A public forum is provided for at the

start of the meetings, where anyone can address elected members. Details about how to arrange to participate in the meetings are on our website.

WAIRARAPA COMBINED DISTRICT PLAN the three Wairarapa District Councils combined plan

Wairarapa Combined District Plan The three Wairarapa District Councils (Masterton, Carterton and South Wairarapa) have prepared a Combined District Plan, under the Resource Management Act. It is the first Combined

Volume 2: Maps Hard copies of the District Plan are available for viewing at the Council offices and public libraries. The two volumes of the Plan can be purchased for $125.00 (incl GST). Resource Consents The Resource Management Act requires us to ensure that effects on the environment are well managed. One way we do this is to decide whether to grant resource consents to people wanting to do things that might affect the environment on neighbours. Every day, people apply for resource consents for activities such as building a new house, subdividing their property, moving earth or setting up a new business. The three Wairarapa Councils are moving to a more consistent approach to processing resource consents and the use of standardised application forms.


EMERGENCY MANAGEMENT

in the event of a natural disaster or civil defence In the event of a natural disaster or civil defence emergency, Carterton District Council are responsible for the coordination of emergency management procedures. Carterton District Council is assisted by the Wellington Region Emergency Management Office (WREMO), which was formed in 2012. It is a semi-autonomous organisation that co-ordinates Civil Defence and Emergency Management services on behalf of the nine councils in the Wellington region.

Carterton Community Hub

(Formerly Civil Defence Centre) In the event of a significant event Carterton’s Community Hub is operated out of the Carterton Events Centre on Holloway Street. The Hub will operate as an emergency information and co-ordination centre, responsible for communicating between the Emergency Operation Centre (EOC) and the community. The volunteer group will help co-ordinate needs and resources within the community.

Carterton District Council, WREMO, Resilient Carterton and Neighbourhood Support, are working together to create a detailed Emergency Management plan.

Maori history Carterton District is the traditional homeland of many Maori entities that established themselves within the area before European exploration. Some of those entities continue to have a presence within the Carterton District today including, Hurunui O Rangi Marae; hapu units including, Ngai Taneroa, Ngai Tahu and Ngati Kahukuraawhitia; mandated iwi like Rangitaane o Wairarapa and Kahungunu Ki Wairarapa. The exciting Post Treaty Settlement era will bring many new developments that will allow Maori to develop within the Carterton District. Many of these initiatives will benefit the wider community also. Hurunuiorangi Marae, this traditional, pre-European marae was used often for the famous komitinui as a place between the power bases in the north and the power bases in the South. The urupa of Ngai Taneroa and Ngai Tahu uphold the mana of ancestors. Many Maori names throughout the district are references to events that occurred traditionally. There is an informative and colourful depiction along the Event Centre hallway describing many of the heritage, environmental and cultural aspects of Carterton which is well worth looking at.

Built from native timbers in the Vogel Style, the Carterton railway station was threatened with demolition by New Zealand Rail Ltd in 1990. A group of concerned people formed a steering committee to save the station which had been completed and opened in 1880. Over time the station developed into a museum of railway memorabilia, housing an archive of railway history which also covers aspects of some railway staff. The station has recently undergone earthquake strengthening & been repainted. It still retains its original features. Carterton railway station and marshalling yard was the first in New Zealand to be recognised

awards, citizenship, community spaces Charles Rooking Carter Awards The Charles Rooking Carter Community Awards was created by the Carterton District Council in 1994 to publicly acknowledge and celebrate the outstanding volunteer work, business innovation and achievements of members in the community. The Awards are named after Charles Rooking Carter who was a strong advocate for Wairarapa settlers and was instrumental in developing many public services in Carterton including the library, an astronomical observatory, cemetery, post office, court-house and police station. To date, over 130 Charles Rooking Carter Community awards have been given to people who generously provide time, passion and commitment to making Carterton a caring and thriving place to live. Carterton Friendship Club The Friendship Club is a community group of active retirees who enjoy regular opportunities to keep their minds active, expand their interests and enjoy the fellowship of new friends. DAFFODIL FESTIVAL

held in Carterton every second Sunday in September Located in the heart of Wairarapa, Carterton’s popular Festival offers an abundance of activities ranging from the famous Daffodil picking at Middle Run, Street Markets, Horse Drawn Surrey Rides, the Big Wai Art Sale in the Events Centre and loads more. What is now for many a time-honoured tradition, the festival includes the picking of daffodils at Middle Run an historic property at Gladstone. There are FREE buses throughout the day starting at 10am from Broadway Street, to shuttle people to and from Middle Run. A small fee is charged to pick the daffodils with all proceeds going to the local charities Plunket and St John. The Festival’s Street Market boasts dozens of stalls featuring local arts & crafts, yummy treats, children’s rides and live entertainment. The Festival incorporates the Daffodil Express, an historic steam train that brings visitors from Wellington. Operated by Steam Incorporated, the train will depart Wellington Railway Station and arrive around 10.30am. Visit Steam Incorporated’s website or facebook for further details. The Kourarau Dam

Fensham Reserve is part of a total of 50 hectares gifted to the Royal Forest and Bird Protection Society. With a well established forest canopy and a walking track it makes for an ideal family outing. The reserve is located on the junction of Cobden Road and Haringa Road.

Mount Holdsworth is the main entrance to the eastern side of the Tararua Forest Park. Set against the backdrop of some of the highest peaks in the Tararua Ranges, Holdsworth offers short walks and longer tramps through forest and alpine environments.

The Kourarau Dam is a water supply lake that has been a popular fishing location for many years. A great location for a family outing, the dam holds impressive sized rainbow trout and perch.

Waiohine Gorge

Carters Reserve nestled alongside the Ruamahanga River 12km southeast of Carterton in the Gladstone District. The reserve is a rare mix of grassland, wetland, shrubland and lowland forest which was once typical of Wairarapa.

Mount Dick situated at the end of Dalefield Road leads into the valley of Kaipaitangata Stream, which flows from the Tararua Forest Park. Featuring a 3.7km 4x4 vehicle track which leads to the Mount Dick lookout. At about 400m above the Wairarapa Valley floor this provides fabulous elevated views.

Waiohine Gorge is a popular camping and recreation area; it’s also the southeastern entrance to the Tararua Forest Park. A long swing bridge spans the gorge, inviting you to venture into the forest. Several excellent walking adventures begin here, including the track to Cone Hut.

Millennium Park was redeveloped in late 2015 and was reopened alongside the unveiling of the Charles Rooking Carter Statue which now takes pride of place in the park. Sparks Park comprising 7.5 acres is located on Belvedere Road. The Sparks Park Trust develops and enhances the land on behalf on the council. Sparks Park is a favourite for dog walkers and local children catching tadpoles and frogs.

A very warm welcome awaits you in Carterton District Library where the staff pride themselves on their excellent customer service. Carterton District Library provides library services to the members of the Wairarapa Library Service along with Featherston, Greytown and Martinborough Public Libraries. Our mission is to deliver a comprehensive professional service that is consistent, equitable and user-friendly. All the libraries of the Wairarapa Library Service function together as one library. A library card issued at any one of the libraries can be used at any of the libraries. Books can be ordered from any of the libraries for a small fee. Items borrowed from one library can be returned to any of the others. We have a wide range of resources to interest all the family; from picture books to large print novels. A good selection of DVDs and talking books are also available for loan to all library members. You can even borrow games and jigsaws for those rainy days or long journeys. Do you have mobility problems? Had an operation? Live in urban Carterton? Just contact us and we will organise a delivery of books to you at home on either a permanent or a temporary basis. School Holiday Programmes The Council provides free holiday programmes at the Carterton Events Centre during the mid-year school term breaks for children aged 5 – 12 years. Each day runs from 9am – 3pm with children choosing their own daily programme from a wide variety of workshops. The programme closes with a disco party on the last day. programmes, services and elder neglect Age Concern is a charitable organisation dedicated solely to people over 65. They promote dignity, well-being, equity and respect and provide expert information and support services in response to older people’s needs. They are active and vocal on relevant issues and work to ensure older people stay connected with their family, friends and community. Age Concern Wairarapa offers many services including an Accredited Visiting Service to socially isolated older people in their homes. There are also social trips to shows and events, and activities including choir, aquarobics, writing group and speakers. A mobility scheme also assists with transport. Carterton is a wonderful district to be a dog owner. With wide open spaces, parks and reserves, Carterton offers many areas for exercising your doggy companion. However, there is always the need for regulations, please see below information for dog owners.

Dog Control Fees All dogs over the age of 3 months must be registered. Additional penalty fee for all dogs not registered by 1st August, each year will be 50% per dog. Owners in the Urban Ward are reminded that the Council’s by-laws preclude the keeping of three or more dogs over the age of 3 months without written permission being first obtained from the District Council. An application fee of $50.00 (in addition to the registration fee) is to accompany all applications for such permission. In all public places other than those in which dogs are prohibited or required to be on a leash, dog owners must use or carry a leash and dogs must be under continuous control of a person at all times. Dogs found in a contravention of these rules may be seized or impounded by an authorised officer forthwith. Dogs shall, unless restrained on a leash, be prohibited in those areas of the District specified as: The Central Business area of Carterton in High Street from the Victoria/ Wakelin Street Intersection at the south end, terminating at

roads and cemetery Roads and Streets We maintain approximately 441km of local roads, 286km of which are sealed and the remaining 155km unsealed. Most of the roads in the Carterton District are managed by the Council; however State Highway 2 (High Street) is managed by the New Zealand Transport Agency. If you are planning road works or any kind of traffic or road-related activity that affects public roads, talk to us about what permissions you may need first. You will need to contact the Council if you want things like: Driveways designed to access our roads, Road closures for events, Excavation works, New roads or rights of ways to be built to the New Zealand standards.

Any excavation or physical works planned in the road reserve (the transport corridor) will require pre-approval from the Carterton District Council before work commences.  Excavate for Utility repairs or installation.  Temporarily close a road to traffic for an event.  Create a new driveway

Clareville Cemetery Clareville Cemetery is located on Chester Road on the outskirts of Carterton. It is administered by the Carterton District Council. The grave of Charles Rooking Carter, from whom Carterton derives its name, can be found at Clareville Cemetery. The first burial took place on 26 July 1866. The Cemetery has its own small chapel

WASTE MANAGEMENT kerbside recycling

How do you use What time will my Kerbside Recycling? bin be picked up? Place your recycling plastics and glass in your green bin, paper and cardboard in brown bin, and put them out by 7.30am Monday morning.

Each truck starts collecting at 7.30am each morning. You can generally expect your bin to be collected at a similar time each week. However, the time of collection may vary if the truck has a puncture or some other event occurs such as a Public holiday.

You must put out your bins at the kerb if you want the recycling truck to pick up your recyclables. If there is not a green or brown bin, then the truck will not stop. It helps to have lighter material (eg: plastic bottles) tied up in bags inside the bin so your recyclables don’t blow away in windy weather.

Please note that your rubbish bags are collected by a different truck so the time your rubbish bag is collected is no indication of the time your recycling bin will be collected.

WASTE MANAGEMENT kerbside recycling

Kerbside recycling is collected on Mondays What happens if I miss the collection? Council runs a Recycling Drop Off Centre at the Dalefield Road Transfer Station, with limited hours (see page 50). You can recycle here for FREE or you can hang on to your recyclables and put them out on time the next week. If they are clean then they should not smell at all.

Council urban refuse collection A domestic refuse collection is carried out once a week in Carterton on Mondays. Where a public holiday falls on Monday the collection will take place on the same day. Rubbish must be in an official bag which can be purchased from the Council Office, local supermarket and some dairies. The bag charge includes the cost of collection and disposal.

Why use plastic bags?

 Plastic bags are cheaper than conventional paper rubbish bags thus saving the cost to ratepayers.  The landfill volume occupied by plastic bags is 70 -75% less.  There is an assumption that paper decomposes rapidly. This only occurs if there is enough water. There are examples of 40-year-old newspapers from old landfills discovered unaffected by age.  Overall atmospheric emissions for plastic bag production are 60-70% less than for paper bags.  Plastic bag production contributes over 90% less waterborne wastes than for paper bags.

Carterton’s water and how to use it Where does our water come from? Water supply for the Carterton township comes from the Kaipatangata Stream and two underground bores. Carterton’s main water supply at the Kaipatangata Stream has relatively little storage capacity so daily collection and treatment of the stream water is closely linked to the volume of water being consumed. In 1990 the Council undertook the construction of its supplementary bore system. The main purpose of this system is to ensure that during times when the quality and quantity of the Kaipatangata Stream supply is not adequate, the supplementary system can be used to ensure that residents have water for domestic use and the township has sufficient water available for fire fighting purposes.

What increases our water consumption so drastically over the summer months? During the summer Carterton’s water consumption almost doubles that

consumed over the winter period. This can be attributed to high levels of garden watering, and other usage such as swimming pool filling and topping up. A garden hose can easily deliver 20 litres of water every minute; that is equivalent to a bath full of water every five minutes, so it’s easy to see how careless watering or leaving the tap on by accident can waste a lot of water.

Conservation tips for gardeners  Use a good mulch. This can prevent about 70% evaporation loss.  Avoid watering in the heat of the day or in windy weather. This reduces the loss through evaporation. A good time to water your garden is during the night when the demand is lower.  Don’t water paths and pavements.  Soak – don’t spray. A good soaking every third or fourth day encourages

the roots to go deeper into the soil.  Use a timer. A forgotten sprinkler can waste over 1000 litres of water every hour. Be aware how much water you use. Awareness is the first step in conservation.

How will you know that water restrictions have been imposed? The water restriction wheel located at the Fire Station will display the level of water restriction imposed.

Metered Water On 1 July 2008, Council introduced an element of user-pays for this water. Use above 225 cubic metres per year will incur an excess charge per cubic metres and will be invoiced separately. This applies to all users whether residential, rural, industrial or commercial.

Carterton’s sewage treatment Carterton District Council is moving into a new phase of a long-term plan to improve the treatment of urban waste-water in a sustainable way. Its vision is to improve fresh water quality by removing treated effluent from streams. Urban residents can help reduce the amount of water and pollutants going into the wastewater system by:  Conserving water throughout the household  Making sure downpipes are not illegally connected to the sewerage system  Ensuring low-lying gully traps are raised above ground level  Carefully disposing of wipes, nappies, sanitary goods, chemicals, fats, oils, medicines, plastics; through means other than the wastewater system  Using phosphate-free detergent Our objective is to put in place a regime that minimises the discharge of effluent to Mangatārere Stream, and achieves swimmable water flows downstream of the discharge point, at a cost that is affordable to the community. Council agreed a development plan that involves:  A three chamber 200,000m3 reservoir to provide storage of treated sewerage to be built in 2017/2018  Reshaping 22ha of land including

re-aligning an ephemeral water course before installing a second centre-pivot in 2018/19  Continued development of the treatment plant to improve capacity and capability.

project information memorandums (PIMs) If you are considering carrying out building work and need information on any relevant special land features and regulatory requirements, you can order a Project Information Memorandum (PIM). A PIM can help inform design requirements and reduce time and costs during the consent approval process. A PIM is not an authorisation to commence work. You must wait until the building consent has been approved before commencing any work on your project.

A PIM includes information on special land features, including:    

Erosion and avulsion Falling debris Subsidence Slippage

 Alluvion (the deposition of silt from flooding)  Inundation (flooding)  Presence of hazardous contaminants  Information we’ve been given by any statutory organisation – such as the New Zealand Historic Places Trust or the Department of Conservation  Stormwater or wastewater utility systems related to your proposed building work, or adjacent to your building site  Authorisations under other Acts that the council requires, and requirements to be met in the granting of these authorisations and the conditions they will be subject to. The most common authorisations will be resource consents required under the Resource Management Act 1991.

A PIM will also include either:  Confirmation that you may carry out the building work (subject to the requirements of the building consent and all other necessary authorisations being obtained), or  Notification that you may not undertake building work. A PIM does not give any form of approval under the district plan. It is your responsibility to determine that your proposal complies with the district plan by contacting us or your planning advisor. If it turns out that you need a resource consent, we strongly advise that you obtain this before seeking a building consent to avoid possible expensive changes to your proposal.

environmental health and noise control

The Council Environmental Health team is involved in a wide range of environmental health and liquor licensing work. They license and monitor a number of different types of businesses, including food premises, liquor licensed premises, camping grounds, hairdressers and offensive trades. They also undertake work in the investigation of infectious diseases, health nuisance, industrial noise and monitoring the district’s urban and rural water supplies. The licensing of food premises and liquor licensed premises are two major aspects of this work.

Food premises If you want to set up in the food business there are some important things you need to know. Food can only be sold to the public when it has been prepared in premises licensed under the Food Hygiene Regulations, 1974. Alternatively your food operation can be covered by an approved Food Safety Programme which will exempt

you from compliance with the regulations. There are some significant changes occurring in the food legislation. For more information visit the Ministry for Primary Industries website www.mpi.govt.nz/foodact An Environmental Health Officer undertakes inspection of restaurants, cafes and other food premises to ensure that food handlers manage the preparation of the food and the maintenance of premises in accordance with the regulations. The Council emphasises that it is the food industry’s responsibility to produce food that is safe to eat. If you want to establish or buy a food premises, always seek legal advice. If it is a new premises, you will need to ensure that the use of the site complies with the District Plan and that the premises, when constructed, comply with the Food Hygiene Regulations. It is also recommended that food handlers undertake recognised food safety training.

Liquor licensing Under the sale and supply of Alcohol Act 2012, the District Licensing Committee has the responsibility of managing applications for Liquor Licenses in the district, determining applications for special licences, issuing manager’s certificates as well as on, off and club licences. If an objection to an application is received, the outcome is then determined by the Alcohol Regulatory & Licensing Authority. Council’s Environmental Health Officer is also a Liquor Licensing Inspector and in this role he/she inspects licensed premises and reports, along with the Police and Medical Officer of Health, on a range of different licence applications; Including applications for Manager’s Certificates. Opening a liquor licensed premises (on, off, or club) requires a number of steps which can be explained in detail by Council staff. Environmental Health staff can help you through these steps.
