Budget 2013 to hit citizens hard Written by John Bodkin

AS expected, Budget 2013 is going to leave Irish citizens feeling the pinch in their pocket, as several heavy tax increases and benefit cuts are set to be implemented in the coming year. Overall €3.5bn euro has been cut in Budget 2013, which the areas of basic tax and social welfare rates coming out as the least heavily hit in the aftermath. The Government has stated that income tax revenues in Ireland over the past year came in at just over €230 million or 1.6 per cent behind the predicted figure it had given after Budget 2012. Overall tax revenues were also behind €171 million or 0.5 per cent on the expected figures. These figures have meant that the Government was given little room to manoeuvre and tough choices needed to be made to made up for these disappointing figures Some of the key features of Budget 2013 include the fact that the property tax will be reduced as a result of the late addition of the mansion tax for properties worth over €1 million. The new figures for the tax, which will come into effect in the beginning of next year, come in at 0.18 per cent of the value of the property, with a rate of 0.25 per cent for properties worth over €1 million. Minister for Finance Michael Noonan added a €1 increase on every bottle of wine sold, whilst the price of pints and cigarettes has increased by only 10c. From July the 1st 2013, maternity benefit will be treated as taxable income. This measure has been labelled as “regressive and unfair” by

critics, who say that young families will face an even tougher struggle to meet the large costs of caring for a new-born baby in today’s society. Budgetary measures also mean that the current 50 cent per item prescription charge for medical card holders being increased to €1.50. Citizens over 70 will also have their medical cards replaced with a GP only card if their weekly income exceeds €700 for a single person or €1400 for a married couple. Tánaiste Eamonn Gilmore has said that Budget 2013 is a “very tough” one but necessary in order to improve the country’s overall deficits. “It is a budget that is going to get us to 85 per cent of the adjustment that has to be made and will therefore put the end in sight for these type of measures and these type of budgets,” he said. “What we’re seeking to do is to protect the most vulnerable and to have those who have [the] most [will]contribute [the] most,” he continued. The child benefit is set to be cut by up to 10% in 2013. The PRSI rate will be extended to all income which is labelled “unearned”, such as rent, and the threshold for the payment is also set to drop. Some of the other key increased which Budget 2013 presents include: an increase in carbon taxes which includes gas and petrol; increases of up to 15% of motor taxes; a sizable cut on the tax relief on pensions from the 40% rate which it stood at in 2012; increases to DIRT, Capital Gains Tax and a new tax on fatty foods.

This is the company to which Dublin City Council management sold the waste collection service for Dublin City last January, despite several votes by the elected councillors against such a move. Now 7,000 tonnes of waste collected by Greyhound has been found illegally stored on three farms during the course of 2012. Once again this highlights the disaster of waste privatisation, with waste collection and disposal in the City of Dublin now in the hands

of a company with a bad environmental record. Citizens are paying more not only for a poorer service but also for one which cannot be trusted to dispose of waste safely and legally.” Greyhound are currently facing penalties for the illegal storage of waste in the first two cases with appropriate measures still being considered and there is an on going investigation in to the third case. In January 2011, the district court found that Greyhound had breached the terms of its licence in a number of areas. Penalties of fines can be imposed and /or a term of up to 12 months imprisonment.

€178,000 Grant for Clondalkin’s Round Towers

LOCAL Minister Frances Fitzgerald has confirmed that a grant of €178,000 was approved for the Clondalkin Round Towers GAA Club. The announcement came as part of the Sports Capital Grant Programme and local members of the hugely successful club are said to be thrilled with the news. “This funding is a huge boost to the Round Towers and builds on the massive voluntary efforts and fundraising already done by the Club. This is the first Sports Capital Grant Programme in

four years and it is fantastic news that the Round Towers are set to benefit to the tune of €178,000. This money, together with the member’s contributions and their fundraising will enable the club to complete the development of the Monastery Roads Grounds,” explained Minister Frances Fitzgerald. “I attended the Towers launch of their plans for this €750,000 all-weather floodlit pitch just over two years ago. From day one of this project it’s been a really exciting venture.

This development will prove a fantastic resource for the local community as well as members of the club and young people throughout Clondalkin. I am delighted that Fine Gael’s Minister Ring has approved funding to help complete the project,” said Minister Frances Fitzgerald. The Minister paid tribute to her colleague Tony Delaney, Chairman of the Round Towers and his committee for their leadership on this exciting project. “The Round Towers has a record of over a hundred years of community involvement and delivers quality training and playing facilities for its members. It’s great that this money will go towards developing its new facilities right here in theheart of Clondalkin. Its committee and team of committed volunteers have made the club aprominent feature in Clondalkin’s community and I will continue to support it. The future of Round Towers is intrinsically linked to the youth of Clondalkin

Lights out for Psychic Written by John Bodkin TV3’S late-night flagship programme Psychic Readings Live has been cancelled after a controversial run of months on air. The programme’s final broadcast was aired on Monday the 3rd of December after a six-month run on Irish screens. Psychic Readings Live proved to be a troublesome show for TV3 after numerous complaints were submitted to the Broadcasting Authority of Ireland (BAI) about the validity and content of the programme, with several of these complaints being upheld, forcing the broadcaster to release an official apology. No official reason for the cancellation has yet been released, however it is believed that the growing number of complaints that the show was receiving as well as a falling viewership were the key reasons for its departure from Irish TV screens. TV3 announced that Psychic Readings Live would be replaced with standard scheduled programming beginning on the 5th of December, but it was unclear as to whether the broadcaster was planning on launching a new live, phone-in programme to fill its empty spot on the schedule in 2013.

It is not the first time that TV3 has come under fire for its live late-night broadcasting as in 2010, Psychic Readings Live’s predecessor Play TV was similarly axed due to falling viewership and heavy criticism from the general public. Many complaints of Psychic Readings Ireland centred around the validity of many of the claims made by the psychics who presented the programme. It was also revealed that the images which were used to display its “off-screen” psychics were stock images that could be found on the internet. This led to claims of false of advertising. In November of 2012, four complaints from the general public were upheld by the BAI. These complaints included predictions which involved pregnancy and another which claimed that a woman’s house would burn down. It was also discovered that despite assurance that the programme was being broadcast live from Ireland, it was actually being transmitted live from a TV studio in Budapest. This claim was backed up by two of the show’s presenters Erik Revi and Rene Flathan Heurter.

Eircom launches wifihub in 110 topaz stations across the country EIRCOM has partnered with Topaz to rollout eircom WiFiHub in 110 Topaz petrol stations across the country. The service allows people who call into an eircom WiFiHub enabled Topaz petrol station to access the internet from their smartphones, tablets or laptops. Users can use the service to access the internet to check emails, look up directions, access files, surf the net or chat online as they move around the country. To access the services customers simply need to log on to the eircom WiFiHub page. First time users need to register to use the service, once this has been completed users can automatically log on at any eircom WiFiHub hotspot. Users can also download the free eircom WiFiHub app which is available from the Android and Apple stores. Elaine Robinson, Director of Products and Strategy, eircom said “We are delighted to partner with Topaz to bring the eircom WiFiHub service to people as they travel around Ireland. This service will not only benefit the large workforce of reps, drivers and those travelling for business meetings but also the recreational traveller who wishes to use the internet to help break up a long journey, access information on the destination they are travelling too or look for

Charities Act provides opportunity to legislate chugging FINE Gael Senator for Dublin South East, Catherine Noone, has welcomed the announcement by the Minister for Justice, Alan Shatter TD, that there would be a consultative process undertaken in the coming months in order to facilitate the implementation of the Charities Act 2009. “Up until now, the Charities Act has laid dormant because of a need for resources to be reallocated in order to facilitate its proper functioning. As such, I am delighted with this news from the Minister, which means that we are on track to implement this Act in the coming months. “A number of people have contacted me in relation to so called chuggers and the

annoyance they cause on streets. Indeed, it was recently raised and acknowledged by the Joint Policing Committee that chugging is a real problem on Dublin streets. “It negatively impacts tourist’s views of Dublin, it negatively impacts shoppers in Dublin and it negatively impacts the people who are being harassed on their way to and from their workplace. As such, I propose that we take the time to consider how we can make these practices better. The voluntary code of conduct regarding street fundraising is clearly not enough as people still feel pestered by these practices. “I believe that legislation can help improve the situation for members of the

public without negatively impacting the bottom lines of charities. The legislation needs to look at areas such as the number of fundraisers allowed on any given street and a limit to how long the fundraisers can follow a person for. These steps would be practical without intruding on a charity’s need to fundraise. “I welcome this Act, and the reform that it will bring. I know from consulting with several charities that have met with me that reform is needed in the charity sector when it comes to on-street fundraising. Good charities feel they are all being tainted by association with those who use inappropriate practices in their on-street engagement.”

Zoning of Ramona ready to St. James’ glam-up new series Hospital of Dragon’s Den Written by Phillip O’Shea

LAST year the Religious Sisters of Charity took a legal case to the High Court against Dublin City Council in relation to all the lands zoned Z15 in the current City Development Plan 2011-2017. The High Court concluded that there was an absence of reason to support the Z15 zoning policy as contained in the City Plan and concluded that it had no option but to quash the zoning. It should be noted that the High Court considered that the overall policy approach for these Z15 lands was justified in principle and that it was appropriate and proper for the City Council to provide sufficient lands for institutional purposes. The High Court ordered Dublin City Council to follow a specific public consultation procedure to develop an appropriate planning policy for

The zoning of land for particular uses, e.g. Housing, Industry etc, is a mandatory objective in the making of a Development Plan and sufficient land must be zoned to meet the future land-use needs of the city. Z15 Zoning in the City Development Plan enabled the City Council to provide sufficient lands for institutional purposes including hospitals close to large centres of population. As a result of the High Court judgment Dublin City Council has carried out a comprehensive review of all former Z15 lands in the city, and concluded that these lands, including those forming the St James Hospital campus, are an important resource for the city in the provision of health, education and other community services.

AN exciting new face is set to spice up the new panel of the Dragon’s Den in 2013, as glamorous Irish businesswoman Ramona Nicholas will be the new ‘Dragon’ on the RTE television series. Nicholas, who is the head of the Irish pharmaceutical chain Cara Pharmacies, will follow in the footsteps of fellow female entrepreneurs such as Sarah Newman to take a leading role on the panel, alongside the likes of businessman Gavin Duffy. In recent weeks, the show’s panel has undergone a major re-shuffle as last season’s ‘Dragons’ including Coffee King owner Bobby Kerr, Black Tie owner Niall O’Farrell, and publisher Norah Casey informed producers that they would not be returning to the reality television programme in the new year.

Regarding her new role as ‘Dragon’, Nicholas said: “I just see this as a further development in my career, an opportunity to experience new things but also an opportunity to pass on some of my own experience to budding entrepreneurs and at the end of the day hopefully create some new and sustainable jobs. “I would regard myself as ‘feisty’ and when people make their way up the stairs to the Den, I will be looking out for confidence, passion, self - belief and the ability to work under pressure and it goes without saying, a credible business plan. Nicholas grew up in Dungannon in Co. Tyrone amidst the Troubles. After studying Pharmacy at Queen’s University Belfast, she set up her first pharmacy with her husband Canice, which grew rapidy into the booming

success that it is today. Back in September of this year, the chic businesswoman also made an appearance in RTÉ’s version of The Secret Millionaire. In the process, Ramon was required to live on a budget of €90 a week in Galway, whilst helping out alcoholics, drug addicts and the poor. The Irish version of Dragon’s Den began in 2009, and is currently heading into its fifth series. A previous ‘Dragon’ on the programme was former presidential candidate Seán Gallagher before his departure after three seasons on the panel.

Launch of christmas & new year road safety campaign THE Road Safety Authority (RSA) and An Garda Síochána have launched their Christmas and New Year Road Safety Campaign in collaboration with the National Spinal Injuries Unit in the Mater Hospital. The focus of this year’s campaign is serious injuries as a result of collisions as statistics showed that 19,681 people were seriously injured in a collision in the period 1996 to 2011. A further analysis of the statistics shows that the number of serious injuries has decreased in recent years, in line with the reduction in road fatalities, with the lowest number of serious injuries recorded in 2011 (440)*. Speaking at the launch today, Minister for Transport, Tourism and Sport, Mr Leo Varadkar TD said: “Last year we had the lowest number of deaths and serious injuries on our roads since records began. Nevertheless, we must continue with efforts to reduce the toll even further. Today I visited the National Spinal Injuries Unit in the Mater Hospital, where the members

of staff are doing extraordinary work to support patients recovering from spinal cord injuries. This visit puts into perspective the simple things we all take for granted. And it serves as a sharp reminder of why we should all strive for road safety, particularly over the festive period.” In his presentation, Mr Keith Synnott, Consultant Orthopaedic Surgeon, Mater Hospital also presented hospital data from the past two years which showed a considerable reduction in the number of spinal injuries presenting themselves to the Unit as a result of road collisions. “We are delighted to be able to collaborate with the RSA and An Garda Síochána by hosting this launch at the Mater Hospital and the National Spinal Injuries Unit. Spinal cord injuries have a devastating and truly life changing impact on people who suffer them and their families. Unfortunately in many cases the damage to the spinal cord and its consequences are irreversible,” said Mr Synnott.

“The highly skilled multidisciplinary team that work with these patients in the Mater are dedicated to helping patients survive these injuries, to prevent further injury and disease in these complex and challenging cases and to help them begin the often long and difficult road to rehabilitation. The goal of treatment is often to help patients maximise the function that remains following their injury. In spinal cord injury the old adage that prevention is better than cure is never more apt and it is with this in mind that we hope that this launch will encourage people to take care on the roads over Christmas and heed the message of the RSA and An Garda Síochána.” A total of 154 people have been killed in road collisions to date in 2012 compared to 174 deaths to the same date in 2011. This represents 20 fewer deaths this year compared to last. When broken down by road-user, this represents 78 drivers, 25 passengers, 23 pedestrians, 16 motorcyclists and 8 cyclists who have died on Irish roads to date this year.

Síolta Plaque for Dominic’s Community Centre THE Minister for Social Protection, Joan Burton, T.D. unveiled a Síolta plaque at Dominic’s Community Centre (Young Explorer’s Pre-school) in Tallaght recently, which it received in recognition of the quality of the services it delivers for pre-school and school-going children of the area. Síolta is a Department of Education and Skills quality framework for all services working with children aged up to six years in the Early Childhood Care and Education sector in Ireland. Minister Burton congratulated all involved in achieving the Síolta plaque for Dominic’s Community Centre saying: “I am delighted to unveil this plaque which reflects the efforts and achievements of the staff involved in delivering a quality service for the very young and school going children living in St. Dominic’s parish in Tallaght. Their work involves providing children with a quality preschool education which enables them to explore their world by interacting with each other, with adults and with the wider community. The children receive quality experiences through play that meet the Aistear Curriculum guided by the Síolta standards and endorsed by the Department of Education and Skills. Commenting on how the Department of Social Protection

supports the work of Dominic’s Community Centre, Minister Burton said: “I am also very pleased that people are gaining this most worthwhile work experience through schemes operated by my Department which includes Community Employment and Tús. It is a credit to the leadership of Dominic’s Community Centre that, in the past year, the scheme has a progression rate into employment of over 40%.” The Community Employment Preschool which moved to Dominic’s Community Centre in April 2009 provides preschool education for 2½ to 5 year old children, two sessions per day, 5 days a week. It also provides afterschool care for children from 5 – 12 years, 5 days a week catering for over 50 children per day, including children with special needs. Dominic’s Community Centre has developed a mentoring programme for all childcare workers whereby they have the opportunity to learn the skills of an ‘Early Years Educator’ in a practical way, with on the job work experience certified training. Participants gain qualifications at FETAC Level 4, 5 and 6. There are opportunities for the Community Employment Participants to work in study groups and support each other so that they are better equipped to progress to employment or further education. Minister Burton concluded her visit to Dominic’s Community Centre by again paying tribute to the staff saying: “I congratulate all of you on your achievements in delivering such a quality childcare service and I wish you continued success with your programme of work.”

Crowe meets Bruce Morrison to discuss undocumented Irish and immigration reform SINN Féin spokesperson on Foreign Affairs, Trade and Diaspora, Seán Crowe TD, met former American Congressman and long-time Irish-American lobbyist Bruce Morrison to discuss the situation of the illegal Irish in American and future immigration reform for Irish people. Bruce Morrison was briefing an all-party joint Oireachtas meeting in Leinster House. The former Congressman has lobbied on immigration reform for decades, particularly focusing on Irish-American issues. He also played a very active role in the Irish peace process. Any legislation that is passed on this issue will of course benefit the many Irish people who are living in America illegally. “There is also the issue of legislation which will reform immigration laws for Irish citizens who want to work and live in America in the future. Bruce spoke at length about how legislation for the socalled E-3 B Visa is progressing. The E-3 B Visa, if created, would make 10,500 two-year American work visas available to Irish citizens every year. The E-3 B Visa can also be renewed when they run out for a further two years and they can be renewed an unlimited amount of times.” “While at the briefing I suggested that we form an allparty joint Oireachtas group

on Irish immigration reform in America. This group would work with Irish-American organisation to lobby the American Government on legalising illegal immigrants and the E-3 B Visa. This proposal was welcomed by other TDs and Senators at the meeting and we will work together to form the group as soon as possible.” There are an estimated 50,000 Irish illegal immigrants in the U.S.; 30,000 of them are thought to live in New York City. There are 40 million Americans of Irish descent who are sympathetic toward the plight of illegal Irish immigrants and they may play a big role in the introduction of legislation to make legal those who have overstayed their visas in America. Immigration reform is at a critical stage for the Irish-American community and with the current economic

situation of Ireland forcing more people to emigrate to America illegally, it means the need for a bill similar to the Morrison and Donnelly bills of the 1980’s is much needed. Of the almost 1 million green card visas given out each year, about 2,000 go to the Irish. Since 1995, the Diversity Visa Program, which was intended in part to help old seed countries, Ireland has been successful in obtaining one half of one per cent, or 2,800 visas out of half a million. As President Bush has stated, “Throughout our history, America has been greatly blessed by the innumerable contributions of the Irish.” Hopefully that praise will continue well into the future with the support of politicians both domestic and international.

Are You Winter-Ready? THE Minister for Justice, Equality and Defence, Mr. Alan Shatter, T.D., and Mr. Leo Varadkar T.D. Minister for Transport, Tourism and Sport, launched the ‘Be Winter-Ready’ 2012 - 2013 Information Campaign at the National Emergency Coordination Centre in Dublin. Also in attendance were representatives from the various Departments and Agencies tasked with emergency response. The launch coincided with a meeting of the Government Task Force on Emergency Planning, Chaired by Minister Shatter, which dealt with winter-preparedness issues.

Through a dedicated website www. winterready.ie, advice is being made available from a number of sources including Government Departments, An Garda Síochána, the Health Service Executive, Local Authorities and the transport providers. The advice has been categorised under various headings including: the Home, Road Safety, Schools, the Farming Community and the Business Sector. A synopsis of the information available has been compiled into a booklet which can be downloaded from the website.

The main objectives of the campaign are: • To provide practical advice on how best to prepare for the coming winter. • To ensure the public are aware of where advice and help can be found, if needed. • To reassure the public that preparations are being made and arrangements have been put in place to ensure that there will be a coordinated response to severe weather events.

BizBlitz Exclusive Local 16 year old, signs for Barnsley Football Club Written by Phillip O’Shea

LOCAL lad Conor Mackey has signed a 2 year scholarship agreement with Barnsley F.C. The former Peamount United player, signed to Barnsley last September and has said “I have quite a long way to go still, however, I am enjoying every minute of my time here at Barnsley. The club and coaches are absolute quality and they are completely dedicated to making sure I and all the players here fulfil our potential.” Conor started playing football at the age of six with Peamount United with whom he spent the majority of his time. He was always a midfielder and was voted player of the year consistently during his time with the club. The first year of 11 a side football, on the first game of the season, Peamount’s Keeper failed to turn up so Conor’s coach Niall Whelan asked him would he play the game for them in goal. Conor agreed to play the first half as keeper and had an excellent game. There and then he decided that this was the road he wanted to take. Three Weeks later he was playing a game for Peamount and was noticed by Joe Donohoe who was at that time the goalkeeping coach for South Dublin Football

Academy. Joe saw his obvious talent and made sure to bring in a goalkeeping coach to help both Conor and the other keepers within the club develop their skills. Over the next few years Conor developed strongly and came to the notice of the FAI emerging talent squad and with their help developed Conor’s natural ability. Throughout the next couple of years Joe Donohoe was constantly training and developing Conor’s ability and strength. Joe had become Longford Town FC’s first team goalkeeping coach and he and Tony Cousins the first team manager allowed Conor to train with Longford’s first team keepers to build his fitness and strength. Conor impressed during his time with Longford and was noticed by Andrew Cousins who is an agent in England. Andrew arranged for some trials with teams across the water. Conor spent time with Birmingham, which he really enjoyed, however on his first visit to Barnsley Something clicked and on his second visit he was offered a two year scholarship. Even though there was interest from many more teams including premier league teams, Conor without hesitation accepted Barnsley’s offer.

Cinema Releases Seven Psychopaths(2012)

Seven Psychopaths is a comedy film written, co-produced and directed by Martin McDonagh. Seven Psychopaths stars Colin Farrell (who keeps his Irish accent), Sam Rockwell, Woody Harrelson, Christopher Walken and Tom Waits. This is the second collaboration between McDonagh and Farrell following the hugely popular In Bruges. In Seven Psychopaths, Marty (Farrell) is a struggling writer who is trying to finish his screenplay “Seven Psychopaths.” All he needs is some inspiration and a little focus, so his friends Billy (Rockwell) and Hans (Walken) try to help him out. By the way, did I mention Billy is a dog kidnapper, who kidnaps a dog who happens to belong to a psychopath called Charlie (Harrelson)!? In cinemas now.

Life Of Pi(2012)

Life of Pi is an adventure drama film, directed by Ang Lee. Life of Pi is adapted from the 2001 novel of the same name written by Yann Martel. Life of Pi tells the story of a 16-year old Indian boy named Piscine Molitor “Pi” Patel, who gets stranded in a lifeboat after a shipwreck in which his family dies. Pi is not alone and is accompanied by a Bengal tiger named Richard Parker. Visually, Life of Pi is stunning, and Ang Lee masterfully uses 3D to tell this story. In cinemas on the 20th of December.

Brave also stars Julie Walters, Kevin McKidd, Craig Ferguson, and Robbie Coltrane.

Les Misérables is a musical drama directed by Tom Hooper. Les Misérables is based on the musical of the same name by Alain Boublil, Claude-Michel Schönberg and Herbert Kretzmer. Les Misérables has an ensemble cast led by Hugh Jackman (Jean Valjean), Russell Crowe (Inspector Javert), Anne Hathaway (Fantine) and Amanda Seyfried (Cosette). The film tells the story of Jean Valjean, who agrees to take care of Cosette, the illegitimate daughter of Fantine, and must avoid being captured again by Javert, a police inspector. In cinemas 11th January 2013.

In Brave, the protagonist Princess Merida defies her parents and an age old custom by casting a spell with the help of witch. This spell could change her family forever, so Princess Merida (who is forced to undo the spell herself) sets out to change her family’s fate before it is too late. Brave is Pixar’s first fairy tale, and is somewhat darker and more mature in tone than its previous films. Saying this, Brave is perfect for settling down with family members of all ages to watch this Christmas, as it is a feel good family film. Which also teaches some life lessons to the younger viewers, such as realising that your parents are only trying to do what they think is best for you. I personally think Brave captures the relationship between a mother and teenage daughter extremely well. Brave is available to rent or buy now and is rated PG. The DVD/ Blu-ray is accompanied with La Luna and a new short film The Legend of Mor’du

Irish co-production ‘Ripper Street’ will air on BBC One on Sunday nights at 9pm, with the first episode being aired on December 30. ‘Ripper Street’ is set in the East End of London in 1889 and is about the London police precinct trying to keep order during the aftermath of the Jack the Ripper murders. ‘Ripper Street’ was filmed in Dublin during this Summer so you may recognise some familiar places. ‘Ripper Street’ was mainly shot in Clancy Barracks in Island Bridge. Our very own Charlene McKenna (Raw, Breakfast on Pluto) and David Wilmot (Intermission, The Guard) also star in ‘Ripper Street’.

Central Bank publishes Strategic Plan 2013-2015 DON’T TOY WITH SAFETY THIS CHRISTMAS

THE Central Bank of Ireland has published its new Strategic Plan. The Plan sets out the key strategic priorities for the three year period 2013 to 2015. These objectives relate to the Bank’s mission of safeguarding stability and protecting consumers. The Central Bank (Reform) Act, 2010, and other legislation, define the Central Bank’s statutory objectives which correspond to the eight high level goals described in the Plan. The Plan is set in the context of continuing financial stability concerns and challenges to government finances, difficult economic conditions for consumers, businesses and regulated firms and an increasingly international policymaking environment. Santa’s top tips:

Shop for toys with a CE mark. All toys for sale in Ireland must have the CE mark, which shows that the toy complies with European safety standards. Always look out for warnings on toys and check the age suitability warnings labelled on the toy. For example – ‘Not suitable for children under three years’. This is a warning, not a guide. Never throw out instructions and always make sure you read them carefully as they warn of any possible dangers when using the toy. For example, toy scooters should be accompanied by instructions that they are only to be used ‘under adult supervision’. Take care that you buy from reputable traders and choose toys that are suitable for the child’s age and skill level. Always make sure to remove and discard all toy packaging like plastic bags, plastic wrap, foam, staples and ties. A child can suffocate or choke on these items.

Tis the season for: 1. Avoiding toys with small parts for younger children under 3 years of age. Take time to examine toys before you buy. Check to see if there are any removable or detachable small parts, which could lodge in a child’s ears, nose or throat. Check that the toy has no sharp edges, parts that stick out, fastenings, long cords or cables. 2. Decorating Be careful to keep small children away from festive decorations and ornaments. These may not meet the stringent safety standards required for toys and could pose a safety risk. Check product labels to see how the product is described. For example, if it’s meant for the top of the Christmas tree, it’s not meant to be played with. 3. Electrics/Fire hazards Take extra care to read the safety instructions when buying toys with electrical parts. Keep an eye out for the miniature batteries used in watches and musical toys - these could be swallowed by curious toddlers. Keep all toys, especially plush and soft toys, away from heat sources like stoves, fireplaces and heaters. The toys could catch fire and burn a child.

After a period of significant growth in resources, a gradual reduction in resources in 2015 is envisaged due to efficiencies and completion of key initiatives.

Space and technology in the stars for Ireland’s future

Written by John Bodkin ACCORDING to Government reports, investments which will be put into European Space Programmes are expected to increase jobs in Irish space and technology companies as well as growing exports by €56 million by 2015. The Minister for Research and Innovation, Mr Sean Sherlock, during his presentation to the European Space Agency Ministerial Council announced details of Ireland’s strategic investment in ESA Space programmes saying: “The Irish priority for the 2012 Ministerial Council is to invest in those ESA programmes that best serve our national strategy. “ESA, with the support of the Department of Jobs, Enterprise & Innovation and Enterprise Ireland, is enabling rapid expansion and growth in established Irish space companies, as well as supporting emerging and established high potential start-up technology companies,” he stated. It has been announced the Irish Government will invest over €17 million per annum in ESA space programmes in the next few years, which is projected to yield a sizeable increase in exports from €27 million at the end of 2011 to €56 million by the end of 2015. Employment in the space and technology sector in Ireland is also expected to increase within this time period. At the end of 2011, employment figures within this sector stood at 1,570, and this number is expected to grow to over 2,000 in four years’ time. During the European Space

Agency Ministerial Council which took place in Naples on 20th & 21st November 2012, it was decided that there would be increase investment into areas such as the development of commercial space launch vehicles, telecommunications and Earth observation satellites, and advanced technologies for human spaceflight and space exploration. Minister Sherlock has said that this investment is a very positive move for the Irish economy as the space and technology sector could prove to be one of the most lucrative in the coming years. “Over the past 5 years, in excess of 40 Irish companies, with the support of Enterprise Ireland, have secured ESA contracts with a value in excess of €10 million per year. In the past three years alone, 12 Irish companies have secured their first ESA contract to develop commercial products in a range of technologies including advanced materials, optoelectronics, software and bio-diagnostics,” he said. Jean-Jacques Dordain, ESA’s Director General has agreed with the claim that this sector will prove to be a pivotal one for the Irish economy stating: “Irish companies are gaining increased recognition for their technical competence and innovation. Space is playing an increasingly pivotal role in society and economic development. As new fields of space applications emerge additional opportunities for innovative Irish companies will arise.”

What you need: 2 cups of Plain Flour - 1 cup of warm water 1 cup of salt - Bowl - Wooden spoon - Baking Tray Rolling pin - Greaseproof paper - Non Toxic Paint Optional Glitter spray or varnish - Paintbrushes

Instructions:

1) Mix together your plain flour, water and salt in a bowl with a wooden spoon. This is a great baking task for kids! 2) Add more water or flour to your liking. Continue until you get a nice soft dough. Knead it until its smooth on a floured surface. If you dont want to use the dough immediately you can cover it in clingfilm and keep in the fridge for up to 3 weeks. 3) When you are ready to create the ornaments, prepare your baking tray by covering it in greaseproof paper 4) With a small lump of dough, flatten it out to about 2cm thick and press your handprint into the dough. With a blunt knife then cut around the handprint. Alternatively, you could make a circle and press the handprint inside the circle of dough, or cut out hearts with a cookie cutter. 5) Make a hole so you can tie ribbon through the ornaments later 6) When you are happy with your designs place them on your tray and place in the oven at 50-75 degrees for approx 3hours until they are rock hard and sound hollow when you tap them... the time will vary depending on the thickness of each shape 7) Once cool paint and hang the ornaments on the tree with ribbon! 8) If you keep them dry they will last forever!!
