Participants are asked to bring toys such as baby toys, dolls, games, books, radios, calculators and sports equipment. Parade organizers, who work year round to plan the event, ask that no one bring stuffed animals, toy guns, knives, whips, brass knuckles and handcuffs. Many thanks and well wishes went around the room at the Oak Lawn Village Board meeting on Nov. 22. The board began by wishing all the residents and staff of Oak Lawn a Happy Thanksgiving. No public comments were brought forward. New business was then brought forward by the trustees. Trustee Alex Olejniczak (2nd) congratulated the Oak Lawn Community Partnership leaf-raking program volunteers for all of their work. The leaf-raking program took place on Nov. 12 and 19. “We did a grand total of 163 houses,” said Olejniczak. He stated that they will be switching to the snow shoveling program during the month of December. continued on page 22

be gathered by the Marine Corps Reserve and distributed to needy kids. The history of the Toys for Tots Parade is interesting. It was begun by Vietnam War veteran Edward Wisniewski on Dec. 13, 1978, a very cold Chicago day. The parade started at Fantasy Choppers on 63rd Street, about two hours behind deadline. Wisniewski, who’s nickname was “Aminal,” and a few friends, had a van filled with toys and set out to bring toys to needy children. Wisniewski had been riding his friend’s motorcycle.

Local Leaders Recall Efforts of Maggie Daley By AMANDA DRAPIEWSKI

Much of Chicago came out to share their fondest memories and bid farewell to first lady Maggie Daley. Daley, 68, died on Nov. 24, Thanksgiving Day, surrounded by her family after a long struggle with cancer. “Our most sincere thoughts and prayers today are with the Daley family,” said David Vitale, president of the Chicago Board of Education, Jesse Ruiz, vice president of the Chicago Board of Education, and Jean-Claude Brizard, CEO Chicago Public Schools. “Daley’s dedication to enriching the lives of children across Chicago has been unmatched by any one individual during our lifetime.” In July 2006, Daley had surgery to remove a tumor in her right breast. In April 2009, she underwent a biopsy of a lesion on her spine, a sign that her metastatic breast disease had spread to the bone.

In March 2010, a footlong titanium rod was inserted in her right leg to support the bone, weakened by radiation treatments. “She was kind, generous and brave to the end, and while she valued her privacy, she was remarkably friendly,” said Cong. Dan Lipinski (D-3rd). “The perseverance, selflessness and love of life that she displayed after being diagnosed with breast cancer have been an inspiration to thousands, and I have no doubt that her story will continue to inspire.” Lipinski said he had the privilege to work with Daley. “As someone who shared her belief in the importance of education, I was proud to bring her to Washington two years ago to share some of her successful efforts in Chicago with a national audience at a congressional continued on page 22

With its new home up and running, Eva’s Bridal of Oak Lawn is expecting nothing but the best for the New Year. Eva’s Bridal, 5269 W. 95th St., officially opened its doors on Monday, Nov. 3. Just a little over a year after the fire destroyed her family bridal business in Oak Lawn, owner Ronia Gussein said that her customers “are so excited.” “The reaction from everyone has been incredible,” said Gussein. Because Eva’s just re-opened, the employees are still trying to settle in. Gussein said that throughout the month of January, the store will have in-store appearances on the weekends by several designers. “We’re trying to give back to the people, and especially our customers,” said Gussein. Even though they were only open for a few weeks, Gussein said the store still held a big Thanksgiving sale, to go along with the Black Friday shopping. “We had two designers send in dresses for the weekend,” said Gussein. “We try to stay competitive in our prices.” Oak Lawn Mayor Dave Heilmann cut the ribbon at the opening ceremony. Gussein thanked the village officials and the Oak Lawn first responders for their help in finding her a new home, that was started by her grandmother, Eva Sweis.

Hello, Villagers! Now that the first of the hectic holidays is over and we are filled with turkey, it is time to put up the holiday lights. Do you have broken or outdated holiday lights? Maybe you are cleaning out a room for guests for the holidays and have found broken, unused and outdated electronics? Maybe you are expecting a new phone or electronic gadget for the holidays? Bring them to Oak Lawn’s e-waste site. Please drop off only during open hours of operation. And don’t forget to bring the people who helped load the items into the vehicle to help unload the items. Workers at the site cannot assist in unloading because of a new state law. As of Jan. 1, electronic items may not be placed in your Dumpster. However, Oak Lawn offers the convenience to drop off your electronics for recycling at the facility at 5550 W. 98th St. The facility has been open since October 2010. Hours of operation are from 2 to 4 p.m. Tuesday to Thursday and from 10 a.m. to noon the second Saturday of the month. Oak Lawn is the only recycling site in the area. Oak Lawn gets to sell these items and lower its operating expenses. So even if you don’t have anything to recycle, call your friends and relatives to tell them to bring their recyclables to the site. Better to inform them of the new law and where they can bring their recyclables to save them the frustration of how to deal

with them. Please see the Web site at www.oaklawnil.gov for further details. Did you see Santa come to town last week? Well, a very good source tells me that he was invited by St. Gerald Holy Name Society for breakfast. He has accepted and will be there Sunday, Dec. 11 following the 8 and 10 a.m. Masses. If you would like to bring the kids, bring your camera. Or you may get a picture with Santa by an official Santa photographer. Come and enjoy a wonderful breakfast buffet with omelets. This is not just breakfast food. It is brunch. I went last year and it was delicious. You have to make reservations for the breakfast in person in the parish office at St. Gerald Church, 9310 S. 55th Court, Oak Lawn. Donations will be accepted at the door. Whatever you decide to donate will not be enough. It is equivalent to a brunch at any big name restaurant. It is that time again. I cannot believe it. My grand nephew, Atticus, is 5 years old, which means he will soon be going to school full-time. It doesn’t compute that that little baby came into our lives five years ago. So Happy Birthday, little man, from the Grand Aunt Merry Kway. And Happy Birthday to Susan Kuz. I won’t mention her age. Until next time keep those calls, cards, snail mail and e-mail (to marbar311@aol.com) coming!

Adult Online Book Club To Meet at Library A Young Adult Online Book Club is under way at the Oak Lawn Library, 5300 W. 95th St. New members may sign up at the library’s Help Desk. A new book will be chosen each month and the online discussion will be featured through www.goodreads.com. This site allows readers to keep track of books they have read, plan to read or are currently reading. Other features include book reviews and suggestions based on previous “library” selections. Registration on Goodreads is required for participation.

Lyle School Students Take Ray Hanania Photographs Southwest News-Herald Columnist

It Was Definitely One Black Friday Have the maniacs taken over the insane asylum? It seems that way. The holiday season isn’t supposed to be a fire sale at Walmart or Best Buy. It’s supposed to be a time when we gather our families together and we show some thanks. But not everyone is able to enjoy life. Many have real problems. No money. No jobs. No food. And, now, no dignity. And who is setting the example? President Barack Obama is stumbling. His Republican challengers are acting like idiots. And the economy is in a nose-dive. With role models like that, no wonder the public is acting stupid, too. All across America, consumers turned Thanksgiving and the Friday after into a real Black Friday. A woman in Orland Park who reportedly lost her job decided to leave her dinner table on Thanksgiving night in order to stand in line at Best Buy so she could be the first in line for the store’s Midnight Sale. They were selling garbage 42-inch flat screen TVs for $200. Her story wasn’t the worst. People were arrested for fighting in stores across the country, many of them were in Walmarts. There was the melee captured on video that took place among customers who battled over the last few $2 waffle irons at an Arkansas Walmart. In Los Angeles, a dozen Walmart customers had to be treated by paramedics after another customer shot them with pepper spray so she could grab one of the last Xbox video game systems. Pepper spray! At a Walmart in Rome, N.Y., two women were injured and one man was arrested when they got into a fight over another popular sale item. In Milford, Conn., police used a stun gun to subdue a Walmart shopper who was trying to grab a video game system, too. And a 54-year-old grandfather — 54 years old — was bloodied by police when he reportedly resisted arrest at a Walmart store in Phoenix, Ariz. We have soldiers dying in Iraq and Afghanistan fighting endless wars stemming from the Sept. 11 terrorist attacks. We have pro-Democracy protesters trying to bring elections to their dictatorships in the Middle East. We have record lines at area food pantries and spiraling unemployment. And we have the Communists making a comeback in Russia. Isn’t there enough insanity in the world already? Can’t we just be grateful for what we have rather than greedy for what we want? There’s no doubt that Walmart didn’t come out looking very good as Thanksgiving 2011 faded into the past — and faded not fast enough. But Walmart is just a company. The real victim, though, is the image of America, which took the biggest hit this past holiday season, a self-inflicted wound to our image. AND FINALLY I’ve known the Daley family for more than three decades, covering City Hall from Daley to Daley. It would not be right if I did not make room to offer my sincere condolences to the Daley family: Rich, Patrick, Nora, Lally and the families of Bill, Michael and John for the loss of a great woman, Maggie Daley, who succumbed to her decade-long battle with breast cancer. She was always a very kind and courageous person. The Daleys are good people and I wish them the very best at this tragic moment. Students in Room 112 at Lyle Early Childhood Daycare, 7801 W. 75th St., Bridgeview, experienced the changing of the seasons by photographing and comparing their own “special” spots around the school grounds. Each child was given the camera to take his or her own pictures. Over the course of eight weeks, they took four pictures and compared each to the previous one. Each child then made a poster for display. The children pointed out many differences, from the color of the leaves on the tree, to the trees that had lost all their leaves. They enjoyed comparing different color cars in the parking lot to the seasonal decorations in the widows. Along with the fun they had taking pictures and with seeing the sights, they also enjoyed a nice long walk around the school grounds pointing

Barack Obama: Don’t Put Women Back (This op-ed piece is written by Jon O’Brien, president of Catholics for Choice.) When healthcare reform was first proposed, you promised the American people that under your administration we wouldn’t lose the healthcare coverage we already had if we were happy with it. You said that we would get the healthcare coverage we wanted and needed. You promised that you would make decisions based on science and medically accurate information. When the Institute of Medicine recommended that family planning be added to the list of essential preventive services, women and men around the country were delighted. So were doctors and public health advocates who recognize the importance of allowing women and men to plan their families. Family planning can be expensive, and providing it at no cost to people makes sense. The United States Conference of Catholic Bishops has been lobbying hard, calling for you to include an expansive refusal clause that will ensure that millions of women and men are denied no-cost family planning coverage. Mr. President, • Providing no-cost family planning is good public health policy and an important advance under the Affordable Care Act. But if you grant the refusal clause the Catholic bishops want, you will be supporting discrimination against millions of Americans, both Catholic and non-Catholic, simply because of where they work or go to school. • The majority of American Catholics support affordable access to contraception for all women and men, especially during these tough economic times. Catholics themselves use contraception: 98 percent of sexually active Catholic women have used the family planning the bishops want you to exclude from healthcare coverage. • Two-thirds of Catholics, 65 percent believe that clinics and hospitals that take taxpayer money should not be allowed to refuse to provide procedures or medications based on religious beliefs. A similar number, 63 percent, also believe that health insurance, whether private or government-run, should cover contraception. • A strong majority (78 percent) of Catholic women prefer that their hospital offers emergency contraception for rape victims, while more than half (55 percent) want their hospital to provide it in broader circumstances. • Expanding refusal clauses to allow some institutions and universities to refuse to provide coverage for contraception is not what you promised in healthcare reform. Giving in to the bishops’ demands will mean preventive healthcare will cost more — not less — for millions of healthcare and social service employees, teachers and university students and their families. • American taxpayers’ dollars should be used for the common good and to enable people to exercise their conscience-based healthcare decisions. If you side with the Catholic bishops, it will be harder and more expensive for millions of American women to get family planning. You will also be rejecting the advice from medical experts that recommended its inclusion on the list of recommended preventive healthcare services for women. The U.S. bishops have completely failed to convince Catholics in the pews not to use effective family planning methods, so now they

Saluting Veterans And Recalling Pearl Harbor Editor: Reflecting on the sacrifices of all our veterans in service to their country on the 70th anniversary of Pearl Harbor, it is noteworthy that the newest heroes are being made in Afghanistan. A sense of duty to country and honor has always been a part of our dedicated servicemen. Heroes can be made on a moment’s notice, as when Pearl Harbor was attacked on Dec. 7, 1941. Untold numbers of servicemen were rescued by fellow sailors and Army-Air Force soldiers just doing their jobs amid the mayhem. Star football player Pat Tillman, 27, gave up a lucrative safety position on the Arizona Cardinals in May, 2002 shortly after the Sept. 11 attacks to become an elite U.S. Army Ranger. Though he was killed April 22, 2004 in a firefight in the mountains

of Afghanistan he was bravely performing his duty. On April 5, 2011, two soldiers — Marine S/Sgt. Jeremy Smith, 26 and Navy combat medic Benjamin Rast, 23 — were ambushed by Taliban forces in Helmand Province near Sangin, Afghanistan. Despite multiple ground commanders, pilots and analysts at various military bases analyzing video, data and voice communication, an Air Force drone plane released a Hellfire missile on them instead of the enemy forces, thus making Smith and Rast the first soldiers to be lost by drone attack in the “fog of war.” It was a case of “miscommunication.” Had analysts waited a little longer, no friendly fire casualties would have occurred. All of these young men

want you to impose their agenda on Catholics and nonCatholics alike. Mr. President, you have a choice — listen to the people who elected you or the Catholic bishops. If you want to do what’s right by American Catholics, don’t make this deal with the bishops. Listen to the majority of the 68 million Catholics who want contraceptive coverage for everyone, not the 271 active bishops in the United States who don’t.

State Gives Citations To Illegally Parked Cars Secretary of State Jesse White’s office has issued 41 citations to people who illegally parked in disability parking spaces. sults of the disability parking enforcement efforts,” said White. “Our mission is not to give tickets, but to ensure the accessible parking spaces are available to those who need them,” he said. The fine for illegally using a placard or disability license plates without the authorized holder of the placard or disability plates is a maximum of $500. Violators could also face a 30-day license suspension. If parked in a space without a disability placard or plate, the fine is $350. White says he has reached out to the Safe Driver Advisory Council to try to increase fines for those who take advantage of the disability parking issue. The police presence and ticketing will continue through the end of December.

Diabetes, Obesity Warnings Doctors at Advocate Christ Say that U.S. Faces Concerns The epidemic of obesity in the United States is linked to another rapidly emerging, serious disease — diabetes, and physicians at Advocate Christ Medical Center say projections from the federal Centers for Disease Control and Prevention (CDC) and American Diabetes Association indicate the number of American adults who develop the disease will likely double or triple within the next four decades. Further escalating the rate of diabetes are the increasing age of the general population and the growing proportion of persons of non-Caucasian origin who are at greater risk of developing the disease. Although nothing can be done about an individual’s age or genetic makeup, people can control their lifestyle, said Farah Akhtar Hasan, MD, head of endocrinology at Advocate Christ Medical Center. Improving eating habits,

reducing weight and exercising more frequently can go a long way toward limiting the incidence of diabetes in this country, Hasan said. Her comments come during the annual celebration of November as American Diabetes Awareness Month. November is when health care professionals, along with disease prevention and support organizations, work to raise the public’s knowledge of diabetes. About 26 million children and adults in the U.S. are currently living with diabetes; another 79 million (one in three adults) have blood glucose (sugar) levels that are higher than normal, putting them in a pre-diabetes state. Diabetes occurs when the quantity of glucose in the bloodstream becomes too elevated either because the body’s pancreas produces little or no insulin, which is necessary to move the sugar from

the blood to the cells where it can be turned into fuel for the body, or because cells are present that do not respond properly to the insulin being produced. Unless diabetes is properly managed, it can lead to such complications as kidney failure, heart disease and stroke, blindness, and amputations of legs and feet. Type 2 diabetes — the most common form of the disease — refers to the condition in which the body produces insufficient amounts of insulin or cells fail to utilize the insulin available. For people with diabetes or pre-diabetes, an ideal way to begin making the healthy lifestyle changes suggested by Hasan is to maintain a balanced diet. Carbohydrates, fat and protein must be balanced to ensure that blood-sugar levels remain as stable as possible, said Christ Medical Center dietitian Janel Hayden. Food-portion control also is important,

she said. Healthy eating tips recommended by Hayden include eating three, well balanced meals a day; eating at consistent times each day and spacing meals no more than five hours to six hours apart; avoiding concentrated sweets like those found in candy, cookies, cake, pie, chewing gum and soft drinks; and adding fiberrich foods, such as whole grain breads, cereals, beans, fresh fruits and vegetables, to a daily food plan. “Research has shown that type 2 diabetes can be prevented or delayed in people at risk for the disease through lifestyle changes,” Hasan said. According to the CDC, weight loss of 5 to 7 percent in overweight individuals and approximately 150 minutes of physical activity weekly can lower risk for the disease by as much as 60 percent.

SCHOLARSHIP HONOR—Financial Planning Association of Illinois-South Suburban Council has donated more than $1,000 to a St. Xavier University student scholarship named in honor of late business instructor Jim McCabe. On hand for the presentation were (from left) Financial Planning Association of Illinois-South Suburban Council President Lori Barone, CFP; SXU President Christine Wiseman, J.D.; and SXU Senior Associate Director for Leadership Jill Roggeveen.

SXU Scholarship Is Named for Jim McCabe A $1,096 donation from the Financial Planning Association of Illinois-South Suburban Council (FPA) has been granted to a scholarship for business students at St. Xavier University, 3700 W. 103rd St., Chicago. President Christine Wiseman, J.D., accepted the check for the Jim McCabe Scholarship, created in honor of beloved former Graham School of Management professor Jim McCabe, during a recent FPA meeting.

The group made another $1,000 gift to the fund in August. To date, SXU has raised nearly $19,000 of the $20,000 minimum endowment goal. Once endowed, the Jim McCabe Scholarship will become the second endowed scholarship available for business students. McCabe worked at SXU for more than 25 years before dying from cancer in 2010. He dedicated himself to serving students as an instructor in the manage-

ment and financial fraud examination programs, and served as assistant director of graduate and registered programs. He also was active in the FPA and founded its South Suburban Council. “We appreciate Financial Planning Association of Illinois’ generous support of this worthy cause, which honors Jim McCabe’s memory and lays the foundation for future generations of business students,” said Vice President for University Advancement Steven Murphy, Ed.D.

Moraine Valley To Host Lynn Peters Art Exhibit Moraine Valley Community College is hosting “Port Hope” by Lynn Peters, artist and Moraine Valley professor of Sculpture and Ceramics, in the Robert F. DeCaprio Art Gallery, in the Fine and Performing Arts Center, 9000 W. College Parkway, Palos Hills. The exhibit is partially funded by Palos Fine Arts and will run until Thursday, Dec. 15. “Port Hope” is an installation piece incorporating three elements in its construction: rearview mirrors, a roadside sign and book titles. The project began in 2009 when Peters was looking for an object to be a vehicle for writing words on, something she could make in multiples using clay. Peters wanted something ordinary, but that had a life of its own. She saw the Port Hope sign by chance on a road trip with her parents. Initially, Peters planned to inscribe the mirrors with extracts from her journals, but she wanted the work to honor her father and instead used book titles because he was never without a book. “I am interested in the ways our verbal communications can be made into art,” said Peters. “I journal conversations from everyday life, and I consider them a documentation of what is present in my community. “I work with the notion that who you are is totally

and only a function of the conversation you engage in, and I illustrate these moments in time with collages, a kind of visual diary of what took place.” Peters has a Master of Fine Arts degree in Sculpture from the Mason Gross School of Art at Rutgers University in New Jersey and a Bachelor of Fine Arts degree from Alfred University, New York State College, in Alfred, N.Y. Peters has owned a design studio and sculpture business, completed an international residency in Toronto, Canada, and is a published author who has been exhibited mostly on the East Coast. Exhibits in the art gallery are free to the public and

While reading my first Agatha Christie mystery, the craving to join Miss Marple in a comforting, bracing “cuppa” overwhelmed me. I have been an avid tea-drinker ever since and particularly like to indulge at mid-morning — “elevenses” — and in late afternoon. Enjoying a sweet is frequently part of this ritual. Usually it is a biscuit (cookie to non-Anglophiles) or slice of teacake. Tea loaves, in fact, got their name because they are a perfect choice. Including tea as an ingredient in these recipes adds a nice flavor. Ever since, I have tried to make true tea loaves enhanced with the tea flavor, and perhaps the health benefits, of this benevolent brew. For the holidays, when the aromas of cinnamon, clove and other warm spices reflect the season’s festive mood, this moist loaf is a favorite. It perfumes the house beautifully with orange zest and a generous measure of

chai, the Indian blend of tea and spice. Wrapped in foil, it also keeps nicely in the refrigerator, ready to share when guests drop by. This gingerbread-brown loaf contains whole-grain flour, applesauce, egg whites and walnuts. The combination minimizes a sugar rush, a good thing when the holidays are so full of sweet tempting confections. Its sweetening is even light enough to also let you enjoy an accompanying cup of chai, including its traditional drizzle of honey or agave. WALNUT CHAI TEA LOAF Canola oil cooking spray 1/ cup boiling water 2 3 chai teabags 11/4 cups unbleached all-purpose flour 3/ cup whole-wheat 4 pastry flour 1 tsp. baking powder 1/ tsp. baking soda 2 1/ tsp. salt 4 1/ cup unsweetened ap3 plesauce 1/ cup canola oil 4 3 large egg whites (can substitute 2 large eggs) 1/ cup sugar 4 /3 cup firmly packed brown sugar 1 tsp. grated orange zest 2/ cup chopped 3 walnuts Preheat oven to 350 degrees F. Coat 8-inch x 4inch loaf pan with cooking spray and set aside. In heatproof measuring cup, steep teabags in boiling water for 10 minutes. Remove bags, squeezing well. Cool tea to room temperature. In small bowl, whisk together flours, baking powder, baking soda and salt. In another bowl, combine

applesauce, oil and tea. Set both bowls aside. In mixing bowl, beat egg whites (or eggs) with electric mixer or whisk, 1 minute. Add white and brown sugars, beat together, then add wet ingredients. Add dry ingredients and zest and mix just until they are combined with other ingredients; there will be many small lumps. Use rubber spatula to blend in most small lumps, taking care not to over mix. Stir in nuts. Scoop batter into prepared baking pan. Bake for 45-55 minutes, or until straw inserted into center of loaf comes out clean. Cool in pan on wire rack for 15 minutes. Turn loaf out of pan and cool completely. This tea loaf is best when wrapped in foil for 8-24 hours, which allows flavors to ripen and loaf to become more moist. the street from the Southwest Side’s Clearing neighborhood,” said Fasano Pie Company CEO Peter Fasano. “We are pleased to say we are back with our delicious pies, just in time for the holiday season.” To introduce his new line of pies and other baked goodies to the area and show his commitment to local families and schools, Fasano is partnering with St. Joseph School in Summit to stage a Fasano Pie Party from 3 to 4 p.m. Sunday, Dec. 18. Apple, cherry and blueberry pies will be pre-sold and then picked up by customers at the event, and a portion of all sales will be donated to St. Joseph School, which has provided a Catholic elementary education to boys and girls in Garfield Ridge, Summit and other communities for nearly a century. Fasano said that he is using the event at St. Joseph as a test of demand in the area; and if he sells out of pies that day, he will offer Fasano Pie Party partnerships to all schools and churches in the area. “The Fasano Pie Party on Dec. 18 will benefit St.

Joe's; but this is the time for all our friends in neighboring parishes — St. Dan’s, St. Jane’s, St. Rene, St. Symphorosa, St. Camillus and so forth — to step forward, buy a couple of absolutely delicious pies and secure your chance to host a fun and easy fund-raiser for your school or church,” added Tim Hadac, St. Joseph School Director of Development. Only 500 pies will be sold for the Dec. 18 event. Pre-sales will occur on a first come, first served basis. For full details on the Fasano Pie Party, go online to stjosephschoolonline.blogspot.com.

Cook County Clerk David Orr on Oct. 13 released the 2010 TIF revenue report, which shows $807 million was collected in the 425 active tax increment financing districts in Chicago and the suburbs. Countywide, TIF revenue dipped 3.8 percent from 2009, when taxpayers contributed $839 million into TIFs. TIF revenue peaked in 2007 at $892 million and has declined each year since. The decline is the result of TIFs being closed and the real estate downturn, which yielded lower assessments that impacted the incremental value. The City of Chicago will collect $510 million in 2011 for the 2010 tax year — about a 2 percent decrease from the $520 million generated for 2009 — and has added seven new TIF districts, according to the Clerk’s data. Since 1986, more than $4.6 billion has been collected from all Chicago TIFs. “The TIF landscape is significantly different than a year ago,” Orr said. “For too long, the entire TIF program was mired in Chicago politics and conducted in secrecy. “I commend the reform proposals presented by Mayor Emanuel and his TIF Task Force, which include many of the suggestions I’ve advocated for years to improve TIF accountability and transparency.” Orr said he was gratified to hear Emanuel announce during his budget address on Oct. 12 that Chicago will now conduct annual reviews of all funds, bring TIFs onto the city budget and develop a systematic way for returning TIF surplus. “I have no doubt that if a serious audit is done, we will find Chicago TIFs with vague plans or projects that are frankly not in the public’s best interest,” Orr said. “Evidence of abuse, conflicts of interest and poor planning are mounting. It is time for the city to take action and revamp the TIF program to benefit a wider audience.” Orr urged the mayor, the aldermen and the task force to consider even greater measures: vetting all TIF proposals, contracts and expenditures in a public arena; allowing for public comment prior to the approval of any new TIFs; and developing an action plan for closing TIFs when goals have been met. “Such an overhaul takes time,” Orr said, “and it appears Mayor Emanuel is headed in the right direction on TIFs.” Tax increment financing (TIF) is a tool that a mu-

nicipality can use to generate money for economic development in a specific geographic area. TIF districts allow a city to reinvest all “new” property tax dollars in the neighborhood from which they came for a 23-year period. During that time, no tax revenue generated from increases in property values are allocated to schools, parks or other tax districts. Under state law, TIFs may be cancelled earlier or extended an additional 12 years. To view data on each TIF district, see these PDF sections of the TIF Report: Countywide summary, Chicago summary, Suburban summary, Tax Increment Agency Report. Last year, Orr called for a moratorium on new Chicago TIFs until new leadership could be installed and existing TIFs could be reviewed. All seven new TIFs added in Chicago were approved prior to the new administration taking office. The new TIFs are comprised of 6,907 parcels. The 2010 report shows that half of all Chicago TIFs saw revenue drop. Of those, 33 TIFs experienced double-digit declines over the prior year. The three TIFs with the greatest percentage revenue decreases are: Lakeside/Clarendon (-86 percent ); Little Village Industrial (-65 percent); and Hollywood/Sheridan (-60 percent). Other Chicago highlights from Orr’s report: • Since 1986, nearly $4.6 billion has been collected from all TIFs in Chicago; • Three Chicago TIFs were cancelled, all of which lasted a full lifespan: Chatham Ridge, Chinatown Basin and West Ridge/Peterson; • The largest Chicago TIFs are: Near South ($64.2 million); Kinzie Conservation ($19.3 million); and Canal/Congress ($19.1 million); • Only nine TIFs had double-digit revenue increases. Of those, the greatest percentage revenue gains over the prior year were found in the following TIFs: Weed/Fremont (197 percent); Michigan/Cermak (155 percent); and South Chicago (61 percent). TIFs in suburban Cook County also experienced an overall revenue decline of 6.73 percent, from $319.3 million in 2009 to $297.8 million in 2010. Revenue decreased for 111 of 263 active suburban TIFs, or about 41 percent. Other suburban highlights in Orr’s report: • Nine suburban TIFs were cancelled in 2010,

one each in Bartlett, Elmwood Park, Hodgkins, Homewood, Justice, Niles, Northlake, Orland Hills and River Forest. All of the closed TIFs lasted a full lifespan; • Eight new suburban TIFs were added, one each in Alsip, Countryside, Justice, Melrose Park, Midlothian, Olympia Fields, Skokie and South Chicago Heights; • Five suburban TIFs have 2010 revenue in excess of $10M: • Glenview — Naval Air Station ($27 million, up 4.37 percent) • Hoffman Estates-Sears ($26 million, up 0.10 percent) • Rosemont-1 ($17 million, up 4.41 percent) • Rosemont-River Road ($13 million, down 24.11 percent) • Cicero ($10.6 million, down 0.96 percent) The number of TIFs has grown steadily in both Chicago and the suburbs since the late 1970s. Of about 1.86 million properties in Cook County, about 12 percent or 217,253 properties are located in a TIF district. Orr’s Web site features an online tool that allows taxpayers to learn if their property is in a TIF district and, if so, what percentage of their taxes goes into that TIF fund. “Until every municipality includes TIF districts in their budget, the public will never have a real understanding of how TIFs impact their community,” Orr said. “I’m encouraged by Mayor Emanuel’s commitment to transparency and support the Chicago aldermen who are pushing for greater scrutiny of TIF expenditures.” Previous TIF reports, the TIF property search tool, and TIF maps may be found at cookcountyclerk.com.

Southwest Sports Lindelsee, Burns Lead Oak Lawn H.S. Athletes Two names have certainly become synonymous with Oak Lawn Community High School athletics in the fall sports season, and those names are Eric Lindelsee and Danielle Burns. Both of these seniors earned honors as All-Regional competitors. And they headline a host of Spartan athletes who were honored for their outstanding performances in the fall. Here’s how it all broke down. Lindelsee led the boys’ cross country team to a South Suburban Conference Red Championship, and the boys went on to advance to the Illinois High School Association Sectional. The sectional qualifiers consisted of Lindelsee, T.J. Michaels, Dan Powers, Joe Probst, Nick Minnella, Calvin Demski and Farid Khatib. Lindelsee earned team

Most Valuable Player honors and Powers got the Sportsmanship Award. In golf, Burns was named as the team MVP and Kyle Ferraro was the Sportsmanship Award winner. Both were AllConference selections as well. In football, The Offensive MVP was senior Sean Hayden and the Defensive MVP was Mike Calandriello. The Sportsmanship Award went to Jeff Emanuelson. Hayden and Calandriello were joined by Dan Townsend as AllConference selections. In boys’ soccer, the team MVP was Oscar Barragan and the Sportsmanship Award went to Mohammad Suleiman. Barragan and Charlie Alcantar were All-Conference selections, while Jakub Gil was Special Mention. In girls’ swimming, Caitlin Danforth was the team MVP and Angela Roti was the Sportsman-

ship Award winner. The all-conference swimmers were Danforth (200 Freestyle) and the 200 Medley Relay team of Danforth, Maria Vilarete, Maddy Heredia and Renata Gray. In girls’ tennis, Claudia Maka was the team MVP and Sarah Ghouleh was the Sportsmanship Award winner. In girls’ volleyball, the team MVP was Becky Bradshaw and the Sportsmanship Award winner was Katie Gulino. Bradshaw was an All-Conference selection and Olivia Lindner was an Honorable Mention choice. In girls’ cross country, the team MVP was the only All-Conference selection in Kasia Szczurek. The Sportsmanship Award went to Emma Roza.

Victory in Quarterfinals Highlights 20ll Season Battered and worn down by a tough schedule, the Moraine Valley Community College men’s soccer team prevailed all year and into the NJCAA Region IV semifinals before season’s end. They didn’t finish where they wanted, but still accomplished much in 2011. Moraine Valley had a rewarding season, highlighted by a win in the regional quarterfinals over undefeated Illinois Skyway Collegiate Conference champs, Oakton Community College. That game ended in penalty kicks, advancing the Cyclones to the semifinals on Oct. 26, when

they lost 4-2. In the end, the accumulation of injuries and fatigue from a grueling season proved too much for the team to continue their five-game winning streak. “This season was particularly difficult with the team playing the toughest schedule in Region IV,” said coach Chuck Bales. “At times we struggled, but a focus on the process, not the results, and vision that in the end the exertion would make them stronger, paid off with a determined march through round one of playoffs and the quarterfinal game.” Moraine Valley finished with a 9-5-2 overall record

and 3-2-2 conference record to take fourth place. A grueling schedule didn’t come without some games that defined the season, especially the playoff match against high-scoring Oakton in which the team was held to one goal. Moraine Valley had a game plan, mental focus in check, their execution set, and a bit of luck to give them the double overtime win. “We had the best defensive game of the season. It was awesome,” Bales said. “Injuries and fatigue in two overtimes forced the back line to be unrecognizable at the end, but the team performed unbelievably and prevailed. “This team, more than any, will be defined by their resilience, ability to come back, and never-saydie attitude. The toughest schedule of the region was laid down before us, but they responded by knocking off the top team and finishing as a well-de-

Senior guard Gilbert Munoz, a graduate of De La Salle Institute who is playing for the Lake Forest football team, has been named a second team all-Midwest Conference performer. Munoz has anchored an offensive line that has allowed just eight sacks in nine games, the second-best rate in the conference.

MVCC Volleyball Review

’11 May not Have Been Heaven, But Still Won 20 From the start, it was going to be an uphill battle to match the success of the 2010 Moraine Valley Community College women’s volleyball team. But this year’s squad stayed competitive all season-long and came one loss shy of advancing to the national championship for the second consecutive year. Moraine Valley ended their playoff run, and season, on Nov. 5 in the NJCAA Region IV championship match. Although the squad lacked height, the team still saw a 20-win record and second place finish in the Illinois Skyway Collegiate Conference. “It’s sad to finish with a loss in the regional championship match, but we are happy to have made it that far with the overall height of our team this year,” said coach Gloria Coughlin. “Our preview predicted new talent, strong ball handling and a competitive spirit to compensate for the loss of height, and we were who we thought we would be. “Our ball handling skills kept us competitive in so many of our matches, coupled with the inner fighting spirit that was a huge factor in our 20-win sea-

son.” Sophomores Bianca Hull and Kelly Stack were both named to the All-Region team and All-Conference first team. Stack and Danielle Donahue were named to the Region IV Final Four AllTournament team for their role in the playoffs. Donahue and Molly Duckwall received a nod to the All-Conference second team. In addition to the awardwinners, several Cyclone players made huge contributions, including sophomore Allison Pytko (Stagg) and freshmen Colleen Gardner (Mother McAuley), Akane Murao and Ashley Cunningham. Moraine Valley was also fortunate to have basketball players Jessica Contant (Stagg) and Raven Phillips join the team and aid in some pivotal wins. “We knew it was going to be hard to follow the accomplishments of the 2010 season, but we had a great time achieving new goals, making new friends, learning new skills, and making great memories this season,” Coughlin said.

served top four team in the region.” A number of MVCC athletes received awards for their outstanding performance on the field this season. Midfielder Erik Gomez was named to the All-Region and All-Conference first teams and nominated All-American. Forward Pawel Rychtarczyk (Reavis) and defender Zach Dahlman were named to the All-Region second team and All-

Conference first team. All-Region honorable mentions went to Miguel Rivera (Bogan), Ivan Lopez (Argo) and Rogelio Orozco. Lopez and Orozco, along with Jonathan Rodriguez (Oak Lawn Community), Micah Van Bruggen and Joel Pepala, were named to the All-Conference second team.

Students at Queen of Peace High School are on the fast track when it comes to firsthand interactions with the latest in technology. The school, which is at 7659 S. Linder Ave., Burbank, may be known for its liberal arts curriculum, but many people may not know that the school has some unique technological learning experiences that put students on the cutting edge. Two recent happenings underscore the emerging focus on technology for Queen of Peace students. A case in point is the school’s robotics team, known as RoboPRIDE, which has earned a reputation for achieving top performance at the annual FIRST Robotics Competition held at the University of Illinois Chicago each spring. On Nov. 2, members of the team were invited to demonstrate their robot named DeltaBOT at the FIRST (For Inspiration and Recognition of Science and Technology) event held at Google’s downtown Chicago headquarters. More than 50 representatives from area companies participated in this event. One team from each level (Lego, FIRST Tech and FIRST Robotics) presented their robotic projects. RoboPride was selected to be the FIRST Robotics (high school level) Team. FIRST was founded by Dean Kamen, who is the inventor of Segway and an entrepreneur and advocate for science and technology. people discover the excitement and rewards of studying science and technology are the cornerstones of FIRST. Through the FIRST event, the Queen of Peace robotics team had the opportunity to mingle with industry professionals and share the technology behind their award-winning robot. Another example of the Queen of Peace effort to broaden students’ horizons in the area of technology took place on Nov. 11 at the high school when members of the Best Buy Geek Squad visited a Computer Repair and Maintenance class. Geek Squad manager, Damian Zavala and techs Stephanie Patton and Francisca Aguero, a 2007 Queen of Peace graduate,

Click It or Ticket I was driving down the Interstate a couple of days ago, when I saw a brand new sign, so I put her into low. Well, as I continued to drive closer dropping down my speed, I could see the words much better, so I began to read. The words said “Click it or Ticket” while you’re in your car. You may not be able to see us, we have you on radar. They say if you don’t wear a belt you have a good chance to lose your life while driving, so we warn you in advance. That is when I started thinking the purpose of design was to saves people’s lives and best way to define. Well I don’t need those tickets they’ll be passing out and I will be wearing my belt of that I have no doubt. That also goes for passengers who ride in your car be sure and tell them buckle up,

gave a presentation on their roles in the repair center, careers in the tech field, and the training and certification required to work in the field. Students asked questions about hardware and software repairs, security issues, and everyday repair issues encountered at Best Buy. The speakers emphasized the importance of ongoing training, the need for excellent communication skills, and emphasized that technology is changing every day. The Computer Repair and Maintenance class offered at Peace enables students to acquire dual credits through a partnership with Moraine Valley Community College in which students are able to earn six college credits.

Content of this course includes hardware operations, diagnostics, troubleshooting and repair, as well as software installation and basic network procedures. Entrepreneurial skills including customer service, inventory management, and quality control. Class structure consists of theory and lab work and training in the Computer Maintenance Center during the school year. Gravity Stepped out of my shower and glanced in the mirror. And the reflection was quite clear. It seems my body went to pot. My once hourglass figure really is shot. My hooters point straight to the ground, All firmness is gone, nowhere to be found. My derriere has gone the same way, Lost is its haughty swing and sway. And I’ve got another scoop, I noticed that my eyelids droop. I guess it’s true that in the end, Gravity is not my best friend. I’m 79 now but can remember when, I was a young chick, but now I’m an old hen. Sue O. Amore Crest Hill (The Thoughts In Verse column is accepting and encourages poetry depicting the holiday season. TOWN HALL MEETING—Cong. Dan Lipinski (D-3rd) answers a question from a constituent at his Town Hall Meeting on Nov. 19 at Brother Rice High School, 10001 S. Pulaski Road, Chicago. The congressman discussed his five-point jobs plan, his effort to force the federal government to Buy American, his support for American manufacturing, the need to restore fair trade by standing up to China, and the importance of ending runaway spending in Washington, among many other matters. “Thanks to everyone who came out to my Town Hall Meeting at Brother Rice High School in Chicago on Saturday,” Lipinski said. “It was a great opportunity for me to hear directly from Third District residents, answer their questions, and discuss my work on their behalf. Iʼm going to continue to listen closely to my constituents, promote job growth, and stand up for the middle class, just as I have always done.”

hearing,” said Lipinski. “Those efforts are another aspect of her legacy, and a further reminder of the deep and lasting impact that Daley had on the people of Chicago.” Daley was president of the Pathways Awareness Foundation, a not-forprofit group working for disabled children. She was chairwoman of the Chicago Cultural Center Foundation and served on the board of the Terra Foundation for the Arts, a position she resigned from in 2002. She also worked for the Golden Apple Foundation and the Children at the Crossroads Foundation. “Her passion and commitment to providing children with laughter and hope through arts and education is a legacy that will be carried on every day in the hearts and minds of the thousands of children whose lives she touched,” said Vitale, Ruiz and Brizard. “The Chicago Public Schools will be forever grateful for all she has done on behalf of our students.” City Clerk Susana Mendoza said, “I am deeply saddened by the loss of such a vibrant woman who inspired everyone. “Her contributions to our great city were immeasurable, and her legacy will live on in the many programs she supported and created.” The funeral Mass was held at Old St. Patrick’s Church. The church’s main floor and balcony were filled with residents and guests.
