Rental housing code nears expiration Michael Geheren The Volante
Health and safety for residents of rental properties is a concern for the City of Vermillion. The city is enforcing changes made by the city council in 2011 after giving landlords time to bring their properties up to code. On Aug. 1, 2011 the city council adopted changes to the Rental Housing Code that included the need for hard-wired smoke detectors, HVAC improvements and egress windows in all bedrooms. City Manager John Prescott said the reason for the changes is the safety and health of the occupants. “We understand there is a cost for (the changes), but we look at the health and safety,” Prescott said.

South Dakota college students going into medical, criminal justice, education and social work need to know what they will face once they get out into the field. Elizabeth Talbot, associate professor of social work, said these students will be on the front lines dealing with victims of human trafficking. “The individuals who are trafficked are not treated well,” she said. “First of all, if they have any pre-existing conditions, such as diabetes, cancer, asthma or hypertension, those things don’t go away when you’re trafficked. They don’t get medication, they don’t get proper nutrition, and those create a lot of physical
problems for individuals.” To provide knowledge about the issue, a human trafficking conference will be held at the University of South Dakota from 9 a.m. to 4:30 p.m. Thursday at the Muenster University Center ballroom. Rodney Hair, director of the Government Research Bureau at USD, has organized the event in order to provide students with the education they need. “Students need to be aware of the possibility of things that can happen out there. Students at the University of South Dakota will not see a direct impact from the partial shutdown the United States federal government is experiencing, as day-to-day operations of the university are state and tuition funded. “There is no immediate impact on (South Dakota Board
of Regents institutions),” said Janelle T o m a n , director of communications for South Dakota Board of TOMAN Regents. Federally funded financial aid should not see an imme-
diate impact according to the U.S. Department of Education Contingency Plan released Friday. The memo said Pell Grants and Federal Direct Loans would still continue to be funded and operational with the minimal number of employees. Jenski said there are some research projects that work with agencies such as the National Park Service. The NPS shut down all 401 national parks in the country.
