So what makes an ideal college town? The Volante spoke with leaders in economic development at the top college towns in the midwest as determined by the American Institute for Economic Research, which based its rankings off of 12 factors in the areas of student life, economic health, culture and opportunity. Vermillion did not place in the top 75.

The University of South Dakota Department of Athletics will now cover attendance stipends to student-athletes. On Friday, the department said in a press release that stipends will be available for athletes from all 17 sports beginning with the 2016-2017 season. In January, the NCAA adopted new rules which allow scholarships for athletes to include expenses beyond tuition and fees, including academic-related expenses, transportation and personal incidentals.

“Being a student-athlete at South Dakota is a full-time commitment and as such, it’s important that we support our athletes in any way we can,” said Herbster in the release. The values of these benefits will cap at $4,145 per athlete, USD Athletics Director David Herbster said. A total cost has not been decided upon, though he said the stipends will likely claim four to six percent of the athletics department $12-12.5 million budget. “We’re still working through See STIPEND, Page A7

The Vermillion Theater could be getting a significant boost from the USD Student Government Association for its renovations. Senate Resolution #5, which calls for the donation of $20,000 to the Vermillion Downtown Cultural Association, was referred back to the Finance Committee for further discussion during SGA’s Tuesday night meeting. Introduced by SGA President and VDCA board member Sami Zoss, the resolution would allocate the money from the SGA reserve fund to the VDCA to help with the purchase of a $42,000 new projector and sound system for the theater. The reserve fund is composed of leftover General Activities Funds that have not been used by student organizations. The average amount in unused funds is $20,000, but this year’s reserve fund has about
