Pastoral Letter Regarding Abuse: a National Crisis M

y dear brothers and sisters in Christ,

I write to you today with a deep sense of sadness. I have felt anger, as you have, first regarding the allegations of years of abusive behavior by Archbishop Theodore McCarrick, followed soon after by the devastating report by the Pennsylvania Grand Jury.

We must recognize, in no uncertain terms, that the actions of abusive clerics and the bishops who sheltered them are not merely shameful, but evil. This is the face of sin, allowed to fester for years, and in far too many cases, these acts of evil were committed against children, the most vulnerable and defenseless among us. These survivors, who should have found a place of holiness and refuge within the Church, instead experienced horrific abuse and pain.

And with the recent revelations about Archbishop McCarrick, it appears that many knew of rumors or allegations, and nothing was done. When the American bishops created the Charter for the Protection of Children and Young People in Dallas in 2002, clear guidelines were given for the handling of abuse allegations against priests and deacons. But there have been no such standards yet given for allegations of abuse or mismanagement by bishops and cardinals.

We still have much work to do, especially we bishops, who are called to act as your shepherds but have, in many cases, allowed the wolves to run rampant among our flocks. Cardinal Daniel DiNardo, the President of the United States Conference of Catholic Bishops, has outlined a new plan to address abuse on all levels of the church. This plan will unite the efforts of laity, experts in law enforce-

ment, psychology, other disciplines and the Vatican, who will undertake a consultation and investigation in three major areas: 1. First, an investigation into the events regarding Archbishop McCarrick.

How many vulnerable persons – seminarians and minors – were harmed, and what can be done to prevent abuse from bishops and cardinals in the future?

2. The Charter does not clearly give an avenue for reporting or investigating abuse and misconduct allegations against bishops. Tools for reporting allegations must be made more readily available.

3. Finally, clear procedures will be set in place to resolve complaints against bishops, to make them more prompt, fair and transparent.

Cardinal DiNardo has also outlined three criteria for enacting these goals: 1. Independence – the process of resolving complaints and allegations against bishops must be free from bias and interference by a bishop.

2. Authority – only the Pope has the authority to discipline or remove bishops, and new measures must both respect his authority and protect vulnerable persons from abuse of a bishop’s power 3. Involvement of the laity – lay people with expertise in the areas of law enforcement, psychology, investigation, and other relevant disciplines will be involved and given the power to act independently of any one bishop’s influence I would like to express my support for this plan and the actions outlined within.

It will not erase the sins of the past, or take away the horrific experiences of survivors of abuse. But it is, I hope, the start of an effort to strengthen and build upon our policies to prevent abuse and respond

more effectively to allegations of abuse in the Church, even allegations against bishops and cardinals.

In the Diocese of Gallup, we hold to rigorous standards of training and reporting of any allegations of abuse. Our Victims Assistance Coordinator, Elizabeth Terrill, is a licensed clinical counselor who will treat all allegations with immediate action while respecting survivors’ confidentiality. The Diocese of Gallup remains committed to cooperation with law enforcement agencies – up to and including investigation and prosecution of criminal acts and misconduct - and to a culture that fosters a safe environment and protection of children and young people.

There is no place in the Church for ignoring sin, for caring more for our public reputation than for following Christ faithfully. Any complacency or silence in answer to misconduct must not be tolerated; any celebration of a culture of sexual immorality must end.

This summer marks the 50th anniversary of Blessed Pope Paul VI’s encyclical, Humanae Vitae, which is now more relevant than ever. We – the bishops, clergy, consecrated religious and laity – must strive anew to embrace the standards outlined in Humanae Vitae. We must remember the beauty of human sexuality, that the sexual act is reserved for marriage between one man and one woman freely giving of themselves to each other and always open to the gift of life. Every person is called to embrace chastity, ac-

cording to one’s station in life. Actions which deviate from this call to chastity lead to devastation and a culture within the Church and society that is willing to excuse and overlook sin.

I also support any efforts to reform policies in our seminaries to ensure that our future priests will live and study safely in an environment that fosters their vocations and does not tolerate sexual harassment or immoral behavior.

To remind us of our call to holiness, of the call to reject complacency and silence, I would like to ask each priest of the Diocese of Gallup – beginning in September - to offer and dedicate one Mass publicly, once a month, in reparation for the sins of abuse by cardinals, bishops, priests and deacons. I also ask all those who attend to undertake a deep examination of conscience during this time, and I include myself in these efforts. Have we overlooked misconduct?

Have we given in to the sin of despair – that, because of the evil actions of some within the Church, we have thought that there is no point in pushing for reform?

Have we undertaken an effort to serve God with all our heart, and all our mind, and all our strength? Have we fixed our eyes upon the living Christ, following after Him with every step, and striving for holiness?

Finally, I humbly ask for your prayers.

Pray for me and for our priests, that we be relentless in preferring nothing to Christ. Please also especially pray for survivors of abuse – those in our own Diocese, in America, and throughout the world – that they find healing, justice and peace.

Carta Pastoral Sobre el Abuso: una Crisis Nacional Q

ueridos hermanos y hermanas en Cristo,

Les escribo hoy con un profundo sentimiento de tristeza. He sentido enojo, como también ustedes, en primer lugar por las alegaciones de comportamiento abusivo de parte del arzobispo McCarrick, seguido inmediatamente con el informe devastador del Gran Jurado de Pennsylvania.

Debemos reconocer, con toda claridad, que las acciones del clero que abusaron, y de los obispos que los protegían, no son solo vergonzosas, sino también profundamente malas. Esta es la cara del pecado, permitida pudrirse por años, y demasiadas veces, estos actos fueron cometidos en contra de los más débiles y vulnerables entre nosotros: los niños y menores. Estos sobrevivientes, quienes tendrían que haber encontrado santidad y refugio dentro de la Iglesia, en vez, experimentaron abuso espantoso y dolor.

Además, con las revelaciones recientes del Arzobispo McCarrick, parece que muchos sabían de rumores o alegaciones y no se hizo nada. Quiero expresar mi apoyo a este plan y las acciones que están bosquejadas en ello. No va a borrar los pecados del pasado, ni eliminar las experiencias horríficas de los sobrevivientes del abuso. Pero será, espero, un inicio de un esfuerzo para fortalecer y construir sobre nuestras políticas para prevenir abusos para responder más eficazmente a alegaciones de abuso en la Iglesia, incluso alegaciones contra obispos y cardinales.

Acciones que desvían de la vocación a la castidad conducen a la devastación y hacia una cultura dentro de la Iglesia y de la sociedad que está dispuesta a excusar e ignorar el pecado.

También apoyo cualquier esfuerzo para reformar las políticas en nuestros seminarios para asegurar que nuestros futuros sacerdotes vivan y estudien de manera segura en un ambiente que fomente su vocación y no tolere el acoso sexual o el comportamiento inmoral.

Para recordarnos de esta llamada a la santidad, y a rechazar la complacencia y el silencio, quiero pedir a cada sacerdote de la diócesis de Gallup, comenzando en setiembre, de ofrecer y dedicar públicamente una vez al mes una Misa, en reparación por los pecados de abuso por cardinales, obispos y clero. President of U.S. Bishops’ Conference Announces Effort That Will Involve Laity, Experts, and the Vatican as U.S. Bishops Resolve to Address “Moral Catastrophe” Cardinal Daniel N. DiNardo of Galveston-Houston, President of the United States Conference of Catholic Bishops (USCCB), has issued the following statement after a series of meetings with members of the USCCB’s Executive Committee and other bishops. The following statement includes three goals and three principles, along with initial steps of a plan that will involve laity, experts, and the Vatican. A more developed plan will be presented to the full body of bishops at their general assembly meeting in Baltimore in November.

Cardinal DiNardo’s full statement follows: “Brothers and Sisters in Christ, Two weeks ago, I shared with you my sadness, anger, and shame over the recent revelations concerning Archbishop Theodore McCarrick. Those sentiments continue and are deepened in light of the Pennsylvania Grand Jury report. We are faced with a spiritual crisis that requires not only spiritual conversion, but practical changes to avoid repeating the sins and failures of the past that are so evident in the recent report. Earlier this week, the USCCB Executive Committee met again and established an outline of these necessary changes.

The Executive Committee has established three goals: (1) an investigation into the questions surrounding Archbishop McCarrick; (2) an opening of new and confidential channels for reporting complaints against bishops; and (3) advocacy for more effective resolution of future complaints. These goals will be pursued according to three criteria: proper independence, sufficient authority, and substantial leadership by laity.

We have already begun to develop a concrete plan for accomplishing these goals, relying upon consultation with experts, laity, and clergy, as well as the Vatican. We will present this plan to the full body of bishops in our November meeting. In addition, I will travel to Rome to present these goals and criteria to the Holy See, and to urge further concrete steps based on them.

The overarching goal in all of this is stronger protections against predators in the Church and anyone who would

conceal them, protections that will hold bishops to the highest standards of transparency and accountability.

Allow me to briefly elaborate on the goals and criteria that we have identified.

The first goal is a full investigation of questions surrounding Archbishop McCarrick. These answers are necessary to prevent a recurrence, and so help to protect minors, seminarians, and others who are vulnerable in the future. We will therefore invite the Vatican to conduct an Apostolic Visitation to address these questions, in concert with a group of predominantly lay people identified for their expertise by members of the Na-

The second goal is to make reporting of abuse and misconduct by bishops easier. Our 2002 “Statement of Episcopal Commitment” does not make clear what avenue victims themselves should follow in reporting abuse or other sexual misconduct by bishops. We need to update this document. We also need to develop and widely promote reliable third-party reporting mechanisms. Such tools already exist in many dioceses and in the public sector and we are already examining specific options.

The third goal is to advocate for better procedures to resolve complaints against bishops. For example, the canonical procedures that follow a complaint will be studied with an eye toward concrete proposals to make them more prompt, fair, and transparent and to specify what constraints may be imposed on bishops at each stage of that process.

We will pursue these goals according to three criteria.

The first criterion is genuine independence. Any mechanism for addressing any complaint against a bishop must be free from bias or undue influence by a bishop. Our structures must preclude bishops from deterring complaints against them, from hampering their investigation, or from skewing their resolution.

The second criterion relates to authority in the Church. Because only the Pope has authority to discipline or remove bishops, we will assure that our measures will both respect that authority and protect the vulnerable from the abuse of ecclesial power.

Our third criterion is substantial involvement of the laity. Lay people bring expertise in areas of investigation, law enforcement, psychology, and other relevant disciplines, and their presence reinforces our commitment to the first criterion of independence.

Finally, I apologize and humbly ask your forgiveness for what my brother bishops and I have done and failed to do. Whatever the details may turn out to be regarding Archbishop McCarrick or the many abuses in Pennsylvania (or anywhere else), we already know that one root cause is the failure of episcopal leadership. The result was that scores of beloved children of God were abandoned to face an abuse of power alone. This is a moral catastrophe. It is also part of this catastrophe that so many faithful priests who are pursuing holiness and serving with integrity are tainted by this failure.

We firmly resolve, with the help of God’s grace, never to repeat it. I have no illusions about the degree to which trust in the bishops has been damaged by these past sins and failures. It will take work to rebuild that trust. What I have outlined here is only the beginning; other steps will follow. I will keep you informed of our progress toward these goals.

Let me ask you to hold us to all of these resolutions. Let me also ask you to pray for us, that we will take this time to reflect, repent, and recommit ourselves to holiness of life and to conform our lives even more to Christ, the Good Shepherd.”

A continuación, el pronunciamiento del Cardinal DiNardo: “Hermanos y Hermanas en Cristo, Hace dos semanas, compartí con ustedes mi tristeza, enojo y vergüenza vinculadas con las recientes revelaciones del arzobispo Theodore McCarrick. Estos sentimientos se mantienen y se han profundizado a la luz del informe del Gran Jurado de Pennsylvania. Estamos frente a una crisis espiritual que requiere no solamente una conversión espiritual, sino cambios prácticos para evitar repetir los pecados y fallas del pasado que se han puesto en evidencia en este reciente informe. Nuestro tercer criterio es el involucramiento sustantivo del laicismo. Los laicos brindan experiencia a la investigación, aplicación de la ley, psicología y otras disciplinas pertinentes, y su presencia fortalece nuestro compromiso ante el primer criterio de independencia.

Finalmente, lamento y pido humildemente su perdón por lo que mis hermanos obispos y yo hemos hecho o dejado de hacer. Cualesquiera sean los detalles que surjan en relación al arzobispo McCarrick o de los muchos abusos en Pennsylvania (o en cualquier otra parte), ya sabemos que una causa arraigada es la falla del liderazgo episcopal. Dear Brothers and Sisters in Christ, The presence of the priest in our midst is a tangible expression of God’s love for each of us. The hands of the priest nourish us by the very Body and Blood of Christ. From his lips is spoken God’s very word and forgiveness of sins.

It is our responsibility, as the community of faith that is the Diocese of Gallup, to see to the comfortable and dignified retirement of our priests. This is not only an expression of our gratitude for the years of service they have given us, it is also our response to the complete dedication of their lives that they have offered for each of us.

The Diocese of Gallup has few resources to depend upon to secure the financial needs required to provide for the retirement of our priests. Fr. Brown grew up in Fr. Avella’s parish in Grants and discovered his vocation there.

Fr. Avella is one of three priests we speak with this in issue who benefits from the Good Shepherd Priests’ Retirement Fund.

Originally from Mexico, Fr. Avella worked hard to learn English and history of the Diocese before he was ordained to serve here. He is currently the pastor at St. Teresa Parish in Grants, NM and fill in throughout the extensive spread of missions in Cibola County.

Voice of the Southwest: Why is the Good Shepherd Fund so important?

It is the main means of living for the priests in their old age. Because you’re out of the parish - you’re on your own, for your own food, your own utilities, your own car maintenance, your own traveling, your own personal expenses.

Everything depends on it.

There are really three things that a priest has [for retirement]: pension, social security benefits, and his own personal savings. But if the priest can still move around, it’s essential that the generosity of the people will help to have this plan in good shape.

I know some priests, after retiring, are living in your rectory and helping with local parishes. How is that working out?

Right now, even though I’m receiving a pension, I’m still a full pastor with all the responsibilities. With these priests, I am able to serve the community - 7 parishes.

And how did you originally end up in the Diocese?

You know, in the beginning, I didn’t know about the Diocese, because I began in the seminary in Mexico.

I went to different places in Mexico, working in different Dioceses. Finally, one time I heard about Bishop Hastrich - he used to go to Mexico City once or twice a year in a pilgrimage. He had some seminarians in Mexico City studying for the Diocese of Gallup. [Bishop Hastrich was the only Bishop who an-

swered his inquiries about becoming a Diocesan priest, and invited him to the Diocese of Gallup] So I came in 1979 [along with a priest who has since returned to serve in Mexico]. It was February after Ash Wednesday. In the summer, we went for five classes of English, every day, with a sister from St. Michaels, a very good teacher.

She didn’t know anything in Spanish, we didn’t know anything in English (laughs). Bishop Hastrich always required of us: 20 new words, every day, that we have to learn in English.

We went to Mexico for Christmas and decided not to return - there was our decision. But then Bishop Hastrich sent us a letter with money to go to seminary in Kentucky, for a semester. So we went there, came back to Gallup...I was ordained as a deacon, until December, and then we went for ordination.

[After several assignments] I enrolled

myself in classes in college, for Navajo and also Child Psychology. I was there for one or two semesters, and then started really studying more about the Diocese.

I didn’t know anything about it. But I grew up into it, I can say. And I’ve been here since - 38, 39 years, and I’m still here.

Knowing what you do now about the Diocese - how it can be challenging to serve here, and still provide for your own needs - would you do it all over again?

Oh yeah. I have no regrets. I’m happy in that way, you know?

Anything else you’d like to add, regarding the Priests’ Retirement Fund?

No, except to say to those who are newly-ordained, to work hard and be interested in really planning, in a pastoral way, that this fund can really grow and be well-funded for the future. VoSW Voice of the Southwest | dioceseofgallup.org

Fr. James Walker, Teacher, Priest for 19 Years Originally from New Jersey, Fr. Walker was a late vocation, but has given an extraordinary amount of service to the Diocese since his ordination in 1999. He is currently the chaplain for the Little Sisters of the Poor home in Gallup, NM, and fills in locally where needed.

When I look back, myself and my three brothers, all [were] taught for all eight years of grammar school…we are extremely grateful for the education that those dedicated women gave us. And in those days they asked for so little, and they got so little.

Voice of the Southwest: How would you address a question of: why should I contribute to the fund when there are still problems in the Church?

Again, and again, and again, we’re just grief-stricken with all the victims out there, and we certainly can’t condone anything that has happened. But by the same token there are many more priests who have been faithful and have given us of their talents, their time, their energy over so many years, and set beautiful examples for us.

First of all, we never condone. The number of priests who have abused children is too many. But in comparison to almost countless other priests who have been faithful, I feel in faith we have an obligation to support them, just as we want to support retired religious in the annual collection for them every year.

What do most priests need the retirement fund for?

The reality is, we are still a poor diocese.

To take care of our elderly priests, we just don’t have the resources.

Individual priests, well, they use it for, you know, clothing, sometimes some medical bills have to be covered by the individual, personal needs, just like everybody else. A priest, even though he’s retired, is still active to a point in ministry. We’re hard-pressed now to find supply priests - very hard. The Bishop has been able to at least hold the fort so that the Eucharist is available in most places where it needs to be available. I think somehow we manage to cover, but it’s a real struggle.

A priest is responsible for his own housing. There are spaces available in some rectories around the Diocese. A common thing with a priest anywhere is being near a medical facility, and sufficient

medical care. You think about this a lot when you’re approaching retirement.

We’re fortunate to have the Little Sisters of the Poor here - what would happen to some retired priests if there was no home like this? Where would you go?

Good question. I don’t know where they would go. It’s case by case. [mentions some priests who move in with others] Some priests, on the books, are fully retired, but still fully active, for now. Then where do they go? I’ve heard some priests say “well, I’ll go to the Little Sisters”, like it’s an automatic. But I don’t see that it can be automatic - I don’t think it’s fair to the home. And some priests might be in a condition where they can’t take care of them here. So the Diocese will be obligated to take up the tab.

Do you think people would be surprised at how active even retired priests are? I mean, you’re “retired”, but it’s almost like it’s in name only.

I don’t think people really understand - some might, but the majority, I don’t think so. People in Bloomfield and Blanco might think “oh, Fr. Jim retired, he’s down in Gallup at the Little Sisters and that’s the end of it.” Perhaps I could be a lot more active. When some of the priests heard I was retired, they approached me,

you know “are you gonna be available for weekends?” I find it more and more difficult to drive, and as you get older, it only gets harder. So I can just help locally.

Do you think sometimes even the younger priests have a hard time?

Yes, clearly. Here at the home, Tuesday’s my day off. It’s a little different because you live in close quarters. When I was in full-time, active ministry, my days off were few and far between. Even the Bishop called me one time and said “Father, you’ve got to take your day off.”

Even with that, it would be so easy to excuse it away.

Things like funerals, parishioners who were dying, suicides, drug addiction cases, all kinds of things like that, it’s pretty hard to say “I’m sorry, tomorrow’s my day off.” Sometimes just the daily demands, like the last year up [in Blanco and Bloomfield], building the new family center. That took a lot of time.

It’s interesting, I would say no priest, in a parish, can tell you on Sunday evening what the rest of the week looks like and have it turn out just that way. Or people just dropping in - in the seminary they were always talking about the priest being available. Some priests are notorious for not being available - they shield themselves.

Knowing how difficult it can be sometimes, would you do it all over again - live in service to the Diocese?

Yeah. Yeah. Because I always enjoyed what I was doing, no matter where. Even administrative work…I feel very strongly about obedience to the Bishop. It might not be my druthers, but if he asks me… when he asked me to be Superintendent of Schools.

So if you only had a brief moment to convince someone that the priests’ retirement fund is worth donating to, what would you say?

The priest has no other support. The support for the majority of priests is pretty limited. Even in an area where the cost of living is reasonable, some priests would even struggle to do that. Some of our priests have had to go into low-income housing. I think we can do better than that.

We are one of the lowest-paying Dioceses in the country, no question. People say “you should have been investing all these years”. What does [a priest] have to invest? Not much. I come from a whole different set of circumstances because I came in so late. But the majority of the rank and file priests in this Diocese, who worked for years, it’s amazing how some of them get by. VoSW Voice of the Southwest | dioceseofgallup.org

Fr. Hugh O’Neil, Veteran, Priest for 41 Years Originally from Brooklyn, New York, Fr. Hugh currently resides at the home run by the Little Sisters of the Poor in Gallup, NM. At 86 years old, Fr. Hugh still celebrates Mass, hears confessions, and ministers to his fellow residents.

we got to know one another he okayed me.

Voice of the Southwest (VoSW): How did you end up out here?

I worked at a newspaper as a printer, also in magazines. I kept thinking about being a priest because I was an altar boy for years. When I was ten I thought “that’s what I want to do”, but I kept putting it off. I went out on dates and dates, went in the Army in Korea. They drafted me back in ’52. But I couldn’t get out of the idea of being a priest.

Fr. Hugh: Well, I was a late vocation because I kind of put things off. Over the years I would say “I still want to be a priest”, so I went to my spiritual director who said “well, you’re not getting any younger. Do you still want to be a priest?” I said “yeah. I’ve thought about being a priest with the Native Americans.” [he had heard a talk about ministry in the Southwest and was attracted to it] So I got ahold of Bishop Hastrich.

Bishop Hastrich wanted me to come talk to him in person so I flew over from New York and he showed me around. And as

So I got ordained by Bishop back in 1977. By the time I was finished, I was almost 44 when I got ordained.

VoSW: What was your job in the Army?

I was in the Infantry, and then they were afraid the Chinese and North Koreans would try to bomb the East Coast, so they put me in the Anti-Aircraft Artil-

lery. But they never came. [he stayed in the States] I did what they wanted me to do. They wanted me to stay in the United States, so I stayed in the United States.

Whatever they wanted me to do, thats what I did. Just follow the orders! (laughs) My younger brother was in Korea, though. He didn’t like it much.

But then when I was a priest, I thought “maybe I should be in the Navy.” These ideas come into my mind. I passed the test so I became a Navy Chaplain over in Rhode Island. Worked on ships but never got seasick. Maybe it was because I was an officer, but I liked it better in the Navy (laughs).

Then I got an infection in my leg and a medical discharge, so no more service after that. Then it was back out here, wherever they needed me. For 41 years as a priest they’ve moved me around, then I

became a hospital chaplain, prison chaplain, and then helping out in parishes.

Even though I was no spring chicken, they moved me here and there.

VoSW: So how long have you been officially retired for?

I think about 15 years? I was 44 when I got ordained, and I just celebrated my 86th birthday.

And the priest retirement fund, that helps you?

Oh yeah, it’s a big help. I wouldn’t make it without that. Because we live in a poor Diocese, if not the poorest in the United States. They don’t pay much here. In fact, one of my friends, when I was in seminary, said “you’re going out there?

You don’t get much money there!”

I said “I didn’t become a priest to get money, I want to help people!” (laughs) He thought that because I wouldn’t make much money I should go to where the pay is better. Money doesn’t interest me that much. I had all that fun, dating and dancing, but I said, “I’m still not really happy.” So this is what I tried, out here, in the Diocese. I like working among the Hispanics, the Native Americans, and Anglos.

So what do you do now? You help with saying Mass?

Oh yeah, I help out with Mass, I help out with Confessions, the sick, with the Last Rites or Anointing. So even though I’m retired I’m moving all over.

Diocese, if you had to do it all over, if you could choose a different order or Diocese, would you still choose to come here?

Why is it important to support retired priests?

Yes, I would. I like working among the poor people. Money doesn’t bother me.

I just wanna be with people. There’s a need for priests for these people. I’m gonna put myself to good use here, and it worked out very well. I was ordained, like I said, for 41 years, and they were some of the happiest years ever. It’s hard to put into words. It was the best thing I ever did. VoSW

Well, I would say, priests that retire - because of their health and age - they put in their time and they could use the money for the rest of whatever life they’ve got left. And they still can help the people.

NATIONAL AND LOCAL NEWS Obituary for Sr. Marie Brenda Vowels Jubilee for Sr. Charlene Cote, OP Maple Mount, Ky. -- Sister Marie Brenda Vowels, 92, an Ursuline Sister of Mount Saint Joseph, died July 27, 2018, at Mount Saint Joseph, in her 73rd year of religious life. She was a native of Louisville, Ky. She taught at St. Joseph School, San Fidel (1959-63), and was principal there from 1975-78; taught at St. Teresa School, Grants (1966-70) and was parish minister at St. Teresa Parish (1993-95); taught at Sacred Heart School, Farmington (1958-59); served as parish minister at San Estevan Indian Mission, Acoma (1978-86, 1989-91) and at St. John the Evangelist, Houck, Ariz. (1991-93). She was director of religious education for the St. Anthony Indian Mission, Zuni (1997-98). She also ministered elsewhere in New Mexico and in Kentucky.

Survivors include a sister, Barbara Whelan of Louisville.

The funeral Mass was held at 10:30 a.m.

Tuesday, July 31, at Mount Saint Joseph, with burial in the convent cemetery.

Announcement of the Death of Douglas McNeill, Former Priest of Sister Charlene (Mary Leonette) Cote, OP, the Diocese of Gallup

celebrating 60 years in religious life, was born in Chicago, graduated from Aquinas High School in Chicago in 1954, and entered the Adrian Dominican Congregation on September 8, 1957. She professed her first vows on August 5, 1959 and her final vows on August 5, 1964.

Sister Charlene spent the majority of her ministerial life as a teacher. After teaching at St. George in Roy, New Mexico, she came to the Diocese of Gallup to teach at St. Joseph in Winslow, Arizona, from 1963 to 1965. She then taught at St. Louis Bertrand, Oakland, California, 1965 to 1968; St. Elizabeth in Pompano Beach, Florida, 1968 to 1970; Holy Family in St. Petersburg, Florida, 1970 to 1972.

Sister Charlene switched her focus to high school, taught at St. Thomas Aquinas High School in Fort Lauderdale, Florida, from 1972 to 2003.

She ministered to the homebound at Cirrito Home in Plantation, Florida, from 2008 until her retirement to the Adrian Dominican Sisters’ Motherhouse in 2011. She remains there in active retirement.

The Diocese of Gallup has been informed of the passing of Douglas McNeill, found deceased in his home in Maryland on July 03.

When he was active in the Diocese, he was stationed in Winslow, AZ (1969-1970); Holbrook, AZ (1969, 1970-71, 1973-74); and was involved in founding St. Bonaventure School in Thoreau, NM (1974-1994).

He is survived by two siblings, and his funeral took place in Staten Island, NY. We ask for prayers for the repose of his soul and comfort for his family.

McNeill was a priest named on our Credibly Accused list. Prior to his death, his priestly faculties had been removed, and he subsequently retired and moved away from the Diocese of Gallup. Please also pray for survivors of abuse, as they seek healing.

Snowflake Community Gathers to Celebrate 50th Parish Jubilee On Sunday, August 5, parishioners and citizens of Snowflake, Arizona gathered to celebrate the 50th anniversary of Our Lady of the Snows parish.

“Fr. Blonski came and celebrated the Jubilee Mass, and then after the Mass we had a procession of the Blessed mother and we did that at different stations around our property, and did like little Gospel readings at each station and little hymns,” said Shannon Hutchins, the parish’s secretary. “And then after the procession we had a parish potluck, and games and festivities and things like that for the kids. We had a Dunk-a-Cop. That was fun.” These proceeds helped to support the family of a parishioner that was recently diagnosed with cancer.

Snowflake is a small community located in the south of the diocese in Arizona. Early residents were included on the visitation rounds of Father Pedro Badilla, stationed in St. Johns, AZ. Later, the area was visited by Father J. O. Barrett who traveled to Snowflake via the Apache Railway on his way to McNary. In 1930, a small mission was established in Snowflake

and priests were making regular visits there from Holbrook. Masses were held in rooms in private homes and when the congregation grew larger, a small chapel was constructed of ammunition boxes. Through the moneyraising efforts of the congregation, land was purchased and construction begun on a church which was eventually dedicated to Our Lady of the Snows on August 5, 1968.

Although the area’s local religious demographic is heavily Mormon, Hutchins spoke of the great support Our Lady of the Snows has received.

“When we had Fr. Bob [Mathieu’s] funeral, I think every church in the area there’s probably 6 or 7 Mormon churches here in town - they all brought food and everything for his luncheon after his funeral,” she said.

“We just have a really good, close-knit community.”

At the jubilee, parishio-

ners memorialized Fr. Mathieu, who died in a car accident soon after being assigned to Snowflake earlier this year, “One of the ladies from our parish had pictures of previous priests that had been here, and pictures of the church in the early days, and then some pictures of Father Bob, to remember him.”

Congratulations, Snowflake - and here’s to another 50 years.

Arizona Catholic Conference 2018 Candidate Survey The Arizona Catholic Conference (ACC) is the public policy arm of the Diocese of Phoenix, the Diocese of Tucson, the Diocese of Gallup, and the Holy Protection of Mary Byzantine Catholic Eparchy of Phoenix. The ACC is a nonpartisan entity and does not endorse any candidates.

The ACC Voter’s Guide is meant solely to provide an important educational tool containing unbiased information on the August 28, 2018 Primary Election. Pursuant to Internal Revenue Service requirements for churches and nonprofit organizations, this document does not endorse candidates or indicate our support or opposition to the questions.

It is, therefore, appropriate that families and communities make tremendous sacrifices so that our children are able to achieve their maximum potential.

We all want our children to succeed and agree that providing a quality education is absolutely essential. Toward this end, it is important to recognize that kids are different and that what works best for one child may not work well for another.

Parents are charged with a tremendous responsibility as the primary educators of their children. This responsibility includes the tough decision of where to educate their children, including the possibility of homeschooling. Ultimately, it is parents who best understand their children’s needs and where they are most likely to succeed.

A Refuge in the Desert:

Praying the Liturgy of the Hours

Benedictine Monks Work to Establish New Monastery For centuries, men and women seeking contemplative lives have withdrawn to the wilderness, to live apart from the distractions of the modern world. Early church fathers and mystics lived as hermits in deserts, purposely seeking isolation in order to remove all distractions from a focus on God.

Now, the high desert and pine forests of the Diocese of Gallup will soon host a new contemplative community of Benedictine monks, just as deserts and remote places have called to monastic communities for hundreds of years.

The priory in the Diocese of Gallup is part of the congregation of Benedictines at Clear Creek Abbey in Tulsa, Oklahoma, which was itself originally established as an American congregation of the Abbey at Fontgombault, France.

Nestled in the Zuni Mountains of the Cibola Forest is a brand-new house – or “priory” - for five monks, consisting of several small bedrooms (cells), a kitchen, and a modest chapel.

“Someday we will send a colony of twelve monks plus one superior, like the twelve Apostles and Christ - that’s how we usually do it at the beginning,” said Fr. Philip Anderson, the monks’ superior, known as an Abbot.

Once Clear Creek was named an official Abbey, Fr. Anderson was named as the first Abbot. Fr. Anderson is an alumnus of the University of Kansas, along with several Catholics who ended up starting families and moving to Gallup. One day, passing near Gallup, Fr. Anderson decided to visit, and stayed with Herb Mosher, one of his old classmates. Mosher currently runs the Catholic Peoples Foundation, the fundraising arm of the Diocese of Gallup, and commutes in from his home in the Zuni mountains. Fr. Anderson had expressed a worry to Mosher that the Clear Creek Monastery would soon have to turn away applicants due to a lack of room. Then, after a morning walk in the mountains one day, the Abbot came back and declared he had had an epiphany.

“He was walking around and saying

his rosary, and he came back and said ‘Herb, I think we’ve solved our problem. I think we’ve solved God’s problem.’ I said ‘What do you mean “we”, Father?’

‘I’m gonna build a monastery right over there.’

‘And I just blurted, without thinking that I was talking to a prior and a priest, I said “You’re crazy. We [people in the mountains] live up here by choice, but we struggle for the water, we struggle for the road, we could get burned out any summer. This is not the place.”

‘He said “I thought of all that. Who drills your well?” And just one thing led to another.’

Even with some initial obstacles, everything started to fall into place, as if by providence. Before the monks could build, they would need land, but the plots in the mountains were a patchwork, separated by empty lots.

“About that time, the developer of the land next to us, who had put in roads and power, he couldn’t make it work, couldn’t sell the lots. The market just wasn’t there,” Mosher recalls.

Roads and power: two necessities met. The developer’s land was purchased, and several other local landowners pitched in to donate portions of their property, ultimately leaving the monks with about 140 total acres.

“And they liked what I was pointing out as negatives,” Mosher said. “The isolation, they like that. The modern world, getting and spending, they don’t condemn it - they come from families where a lot of them did that - but they wanted to step aside, step back. St. Thomas and the traditional theologians teach that the contemplative life is superior. Not, you know, socially superior. Superior to the active life because it is the life ordered to our final destination. It’s the life ordered to seeing God face to face.”

His writings on monastic life, known as the “Rule of St. Benedict”, contain instructions and meditations on everything from how monks should take meals – when bread and beer are appropriate, and how much – to how monastery applicants should be received, and how an abbey’s day should be structured.

The monks follow this Rule even in the Zuni Mountains. Day and night, the motto of the Benedictine Order, “Ora et Labora” - “Prayer and Work” inspires their lifestyle.

Eight hours asleep, an early rise, with eight hours of work, interspersed with Mass and communal meals. The monks also pray the full Liturgy of the Hours, with prayers early each morning, during the middle of the day or afternoon, and each evening.

“Once people get a sense of the day - starting so early, doing so much, and still remaining in prayer for eight hours - people begin to see, it’s not a busy life in the way our lives are, but it is a full life,” said Mosher. “They’re up and doing, up and praying…they’re trying to get closer to Christ in everything they do.”

On a recent summer day in July of 2018, the monks formally held their first open house, with the newly-completed priory and future foundations proudly on display.

“I’m trying to get the next building going. So we’re in about the fourth year, starting building number two - we’re having to get permits and things,” Abbot Anderson said, in between giving tours to guests.

ditional responsibility for preserving and teaching Gregorian chant. Visitors to the Zuni Mountain priory may find themselves greeted by chants and Latin prayers passed on through generations, carefully preserved through time and across continents.

Fr. Philippe Lebouteiller has returned to the Zuni Mountains each year, serving as the monks’ architectural and building expert. Originally from France, he was sent by his superiors to Clear Creek, and now has been assigned to help form the new priory.

“This is a missionary country, here.

You feel a true need for evangelization. Of course, as monks, we do it by prayer and our contemplative life.”

Another tradition of the Benedictines: always having an open door.

“For St. Benedict, you have a great focus on hospitality,” Fr. Lebouteiller said. “We chant with the Gregorian chant, so everything is in Latin here.

We keep the tradition of Solesmes because we are from the congregation of Solesmes. Gregorian Chant has been ‘rediscovered’, if you can say, by Solesmes, so they are really the specialists of Gregorian chant.”

Although the monastery here is not complete, the monks felt it was time to hold an open house partially because, according to Mosher, they wish to be

announced and welcoming to their neighbors and to the Diocese, and not simply seen as “curiosities”.

“My neighbor gave me a call - my neighbor is a Mormon bishop,” Mosher remembers. “He called me up and said ‘I was out walking and I ran into the “Boys in Black” - are they yours?’

“Let all guests who arrive be received like Christ, for He is going to say, ‘I came as a guest, and you received Me’” - Rule of St. Benedict “I said ‘no, they’re not mine, they’re Benedictine monks.’ And he said ‘what’s a monk?’”

Mosher recalls that his neighbor’s only concept of a monk was an old Xerox commercial depicting two Franciscans trying desperately to make copies for their superior.

“So we got together and he met them. And Father Abbot said ‘it’s good that people have a chance to meet the

monks.’”

Soon the Benedictines will return to Clear Creek for the winter months.

Within the next year, they hope to establish the priory in the Zuni Mountains as an official foundation, with a community of monks who live here year-round. That community would eventually need to become self-sustaining. For centuries, monastic communities have been known for their beer-brewing capabilities. The Oklahoma climate supports cattle and oak woods, and the Clear Creek monks make cheeses, which sell out almost immediately, as well as hand-crafted pews and church furniture.

“What can they do at Oso Ridge that would keep them self-sufficient?”

Mosher reflects. “It’ll take a little while to figure that out. They see Gallup as a trading town. There’s a lot of things that can be bought and sold. So they’re gonna be careful about what they do to support themselves. And that may take a couple of years.”

By that time, the monks hope to gain official approval through Rome.

Abbot Anderson, with consultation and cooperation from Bishop James Wall, has already begun the process of turning the priory into an official foundation of Clear Creek.

And through it all, the monks con-

tinue to work, and pray, always.

“They are a great gift to our Diocese, along with the Benedictines we have in Gubernador, and Abiquiu, NM,” Mosher said. “They give you a wonderful look into eternity, and they are praying for this Diocese, our priests, our religious, our faithful, our schools, year round - not just when they’re here. They have a tradition of

calling down remarkable grace wherever they are.”

MAKING SENSE OUT OF BIOETHICS

Consenting to Sex Recent news articles exploring the post-#MeToo world of romance have noted the phenomenon of cell phone “consent apps,” allowing millennials to sign digital contracts before they have sex with their peers, sometimes strangers they have just met. Many of these apps are being refined to include a panic button that can be pressed at any time to withdraw any consent given. Lawyers reviewing the practice, as might be anticipated, have urged caution, noting that consent apps are not able to provide definitive proof of consent, because feelings may “change throughout an evening, and even in the moments before an act.”

When we look at modern views about sex, it’s not a stretch to sum them up this way: as long as two consenting adults are involved, the bases are covered. When it comes to “sex in the moment,” consent is touted as key, allowing for almost all mutually-agreed upon behaviors or practices.

Yet this approach to sex is fundamentally flawed, and it’s often the woman who is the first to notice. Even when consenting unmarried couples scrupulously use contraception, there remains an awareness, particularly on the part of the woman, that a pregnancy could follow, and a concern about who will be left holding the bag if that were to happen. Sex between men and women involves real asymmetries and vulnerabilities, with men oftentimes being, in the words of sociologist Mark Regnerus, “less discriminating” in their sex drives than women, eager to forge ahead as long as there appears to be some semblance of consent. Women often sense, rightly, that consent for a particular sexual act ought to be part of something bigger, a wider scope of commitment.

Consenting to sex, of course, signifies the surrendering of our self to another. Sex ultimately speaks of giving our self, and receiving another, in a total, rather than a fragmentary way. This is part of the reason why this unique human activity holds a perennial fascination for us; it goes far beyond other forms of communication, exchange, and bonding. To give our self fully to another, and to receive that person fully, forms a bond with them that extends beyond the morning dawn. Human sexual union is not a mere joining of bodies, but is preeminently a joining of human hearts. It is, at its core, consenting to share one of the deepest parts of our self with another. As Dr. Angela Franks has perceptively noted: Sexuality is not simply a matter of something that I have, as though my body is another possession just like my wallet or my car. If, as Gabriel Marcel said, I am my body, then sexuality has to do with my very person, which has a deep value. To use the language of Pope John Paul II, when a person is reduced to being merely an object for another’s desire, then the experience violates the core of one’s sense of self.

In casual sexual encounters, the consent we give each other may seem sincere and genuine, expressing our desires within the moment, but this kind of consent is largely transactional and temporary. By consenting to pre-marital or extra-marital

sex, we declare, in effect, that we are giving ourselves, our bodies and our hearts to each other, although in truth, our giving remains partial and conditional, and we may be out the door the next morning or the next month. Our consent, limited and qualified as it is, amounts to little more than an agreement to use each other as long as it’s convenient, and when the break up occurs, we are hurt, because we thought we had something special, even though we didn’t really want to commit to anything special.

In the final analysis, human sexual activity calls for something much deeper and more abiding than mere transactional consent, namely, the irrevocable and permanent consent of spouses. Professor William May describes it this way: In and through his act of marital consent…the man, forswearing all others, has given himself irrevocably the identity of this particular woman’s husband, while the woman, in and through her self-determining act of marital consent, has given herself irrevocably the identity of this particular man’s wife, and together they have given themselves the identity of spouses. …Husbands and wives, precisely because they have given themselves irrevocably to each other in marriage, have established each other as irreplaceable, non-substitutable, non-disposable persons and by doing so have capacitated themselves to do things that non-married individuals simply cannot do, among them to ‘give’ themselves to one another in the act proper and exclusive to spouses—the marital act—and to receive the gift of life.

Through the enduring commitment of marital consent, a man and a woman establish the foundation for personal sexual consent. In the absence of that larger marital commitment, all other consents, even with legalized authorization or electronic notarization, ring hollow.

St. Rose of Lima, Lay Member of the Dominican Order (1586-1617) Rose of Lima was born approximately fifty years after the arrival of the Spanish to the New World. Baptized with the name Isabel Flores de Oliva, she was called Rose by the family’s Incan housemaid who said she was as beautiful “as a rose,” and the name stuck. Like many other saints, Rose of Lima had to struggle to claim her vocation. At the age of five, she began to imitate Saint Catherine of Siena, building a small chapel for herself in her family’s garden.

From a young age Rose was besieged by suitors, thus encouraging the hopes of her parents that an eventual marriage would advance the (tenuous) family fortune. But Rose had a different plan. She was determined to consecrate herself to God. Since her beauty posed an obstacle to her vocation, Rose sabotaged her mother’s plans to arrange a marriage by cutting her beautiful hair and then disfiguring herself by rubbing her face with pepper and lime. This hurt the family financially, and was further compounded by the failure of a mining venture in which her father had invested heavily. Rose helped support them by sewing and selling flowers from their garden. But she longed for the day when she would live for God alone. Eventually, like her model Saint Catherine of Sienna, she was allowed to join the Third Order of Saint Dominic. She spent many years as a recluse and devoted herself to constant prayer. Eventually, however, she emerged to engage in works of mercy among the poor, the Natives, and slaves. Rose’s brothers built a cottage for her in the family garden, and her parents permitted her to open a clinic in one room of the house. The sick who came to Rose’s clinic reported that she healed everyone she touched.

age of thirty-one. Belief in her sanctity was so widespread that immediately after her death the bishops of Peru opened the process that led to Rose’s canonization in 1671. She was the first Catholic in the Americas to be declared a saint.

“If only mortals would learn how great it is to possess divine grace, how beautiful, how noble, how precious. How many riches it hides within itself, how many joys and delights!” - Saint Rose of Lima, pray for us!

When the Dutch pirate Jorge Spitberg entered Lima’s harbor and sending the city into a panic, the people gathered in the cathedral. Rose assured the people: “God provides, we trust to his providence.” When the pirates reached the altar, they found Rose guarding the Eucharist. At the sight of a woman prepared to offer her life to save the Sacrament, the hardened pirates retreated and left Lima immediately.

The citizens attributed the deliverance of the city to Rose’s prayers.

Rose also played guitar, wrote poems, and created collages to represent her mystical encounters with Christ. She was examined by several members of the Inquisition, who concluded that she was not a heretic. Her life was marked by frequent illness and periods of spiritual anguish. She had a strong sense of social as well as personal sin. In penance and in remembrance of Christ’s crown of thorns, Rose wore a circlet of silver, studded with sharp pricks. All who encountered her said that she seemed to glow with the love of God. And yet her reputation for holiness gradually won her the reverence of the entire city and she was regarded as a local saint.
