RATTAN’S RUMBLE: The politics of press releases: How NOT to write them!

RATTAN'S RUMBLE AS it is, media are always cynical about politicians who will say anything just to please voters.

Nowadays we expect statements from politicians of all stripes to say how great South Asians, who are a force to be reckoned with in Ontario and B.C., are – and how important India is and so on.

And, of course, we expected the usual greetings on the independence days of Pakistan (August 14) and India (August 15) as usual.

BUT what I did NOT expect was the way the BC NDP handled their press releases.

The greetings for both Pakistan and India were IDENTICAL except, of course, for the words “Pakistan / India” and “Pakistani / Indian” and the dates “August 14 / August 15.”

Here, read for yourself and wonder how exactly sincere was the NDP about the greetings if that is the kind of effort that went into the press releases?

Just a FORMALITY, I guess!

Press Release 1: B.C. New Democrat statement in celebration of Independence Day in Pakistan Bruce Ralston, the New Democrat spokesperson for International Trade, Immigration, and Multiculturalism, released

Abbotsford Police install security cameras at key locations as deterrents in South Asian youths’ ongoing dispute ABBOTSFORD Police on Thursday said that in recent days there has been increased tensions between the two groups of youths involved in an ongoing dispute in West Abbotsford. This dispute had subsided, particularly through the end of July, but began to show signs of volatility again in early August.

As a result, the Abbotsford Police Department responded with high visibility enforcement in the area and coordinated meetings with community leaders and family members behind the scenes.

resulted in interdicting and suppressing potential incidents before they could occur.

This week police installed security cam-

eras in key locations to act as additional deterrents.

Constable Ian MacDonald said:

“Enforcement and partnership with the community will continue as our primary means to diffuse this conflict. We sincerely appreciate the assis-

tance we have received from concerned citizens and community leaders regarding this public safety matter. The APD continues to encourage people to immediately report any suspicious activity believed to be connected to this conflict.”

IN July, The VOICE reported: “Abbotsford Police are urging parents and families to cooperate with them to end an ongoing conflict between two South Asian groups of males aged 15-25 in Abbotsford that has caused massive damage to homes and vehicles and that could result in serious injuries sooner or

later.

“Since May 11, there have been over 25 reported incidents involving conflict between two groups of youths and young adults in the area of West Abbotsford. Thousands of dollars damage has been done to homes and vehicles in a dispute involving males aged 15 to 25. The majority of persons involved are South Asian.

“Constable Ian MacDonald told The VOICE on [July 7] that there is, however, no gang involvement.

He said: “We have recommended assault charges against two young men but otherwise we are largely without

These incidents have predominantly taken place late at night and it appears that the conflict involves two groups comprised of 20 or more associates. There have been a small number of actual face-to-face confrontations between members of each group.

activity to date has involved damage to homes or vehicles connected in some way to participants in the conflict. This includes property belonging to family and friends.

It also appears that there is a pattern of incidents and retaliations over this twomonth period.”

Kids are getting recruited in grades as low as eight and nine.”

LAST March, Vancouver Police seized a large quantity of drugs, money and ammunitions in an investigation from Vancouver to Chilliwack, Abbotsford and Surrey and announced: “Project Trio was a targeted enforcement initiative aimed at disrupting the supply of drugs coming into the South Slope area of Vancouver. Members of the group are known to be violent and are involved in gang activity in the city.”

Police sources said that this involved one of the two major players in the ongoing conflict.

They told The VOICE this week: “We’ve been seizing lots of weapons and stuff.

It’s ridiculous how much violence we deal with.”

They said: “This conflict started over the last few

years and it just progressed.

This conflict also involves the murder of that kid Akalirai. [January 23 death of Manraj Akalirai, 19, of Vancouver, was brutally slain on January 23, 2013.

He had just graduated from Gladstone High School and was attending Langara College.] ... They are the same groups that are involved ... because that murder happened on the front steps of the house of [one of the chief players in the ongoing conflict].”

They added: “It’s not just your school fight anymore – this is violence where we’ve had a murder, we had shootings, we’ve had assaults, we’ve had arsons, we’ve had all these violent acts in retaliation and basically it’s going to continue – it’s volatile.

“Basically the community needs to know the violence that the kids are causing.”

They added: “They are volatile groups. The parents don’t get it. We’ve told them to stop giving their kids their cars and all the money they need to go and do this stuff. Keep an eye on them and be strict.

“The parents’ response is quite ridiculous – they are basically saying ‘well, you know a fight is a fight’ or ‘we can’t control them.’”

A South Asian police officer said: “The community needs to know who’s involved. The community needs to know the seriousness of the violence. The community needs to know that they don’t need to be afraid – please help us. The biggest thing is that nobody wants to help us because nobody wants to be known as the family or the kids that helped us. But they are ready to have their houses lit on fire, their cars broken but they don’t want to help us. They say ‘oh, it’s just kids being kids’!”

He warned: “They are recruiting in schools ... parents need to be vigilant that their kids are at school and they are selling marijuana.

It starts with marijuana and always ends up with hard drugs like heroin and cocaine. Kids are being recruited in schools because they wanna be cool. They wanna hang out with the cool people but what they are doing is they are driving around and getting caught in violence.

Harper’s positive speech in Brampton just days after horrible racist flyers showing the face of a Sikh man with a turban with a red cross through it and carrying the words: “Say ‘NO’ to the Massive Third World Invasion of Canada!” comes as a welcome morale booster for Indo-Canadians.

The flyers also showed a group of multicultural people and stated that government policy has ruined the country.

But Harper snubbed those racists when he declared loud and clear: “Look we all know that immigration enriches this country, and our Government’s ongoing reforms mean that more immigrants will be able to contribute to their maximum of their capacity, and that is good for everyone.

“Today, India is Canada’s top source country for immigrants.

“And of course, this explains why Canada’s Indo-Canadian community is more than 1.2 million strong and continuing to grow.

“The Indo-Canadian community has a proud and rich history in our country.

“This community – the Indo-Canadian community – is comprised of ordinary people doing extraordinary things in business and in finance, in academia and medicine, in technology and agriculture, to list just a few areas.”

HARPER said: “You should also know that our Government’s efforts to strengthen Canada-India relations go beyond expanding bilateral trade and investment, for example, through immigration reform.

“Canada’s past has been shaped by the millions who came from elsewhere and Canada’s future will depend on the millions yet to come.

“Yet, for far too long, previous governments, as you know, chose to ignore problems in Canada’s immigration system as if they would just fix themselves.

“Instead, the problems only intensified and the wait times got longer.

“Back then, if you had applied to become a permanent resident from India you could

expect to wait five or six years for your application to be processed.

“It was that bad.

“As the immigration backlog grew, so too did the irritation of those patiently waiting their turn.

“Worse still, economic opportunities were denied not just to individuals from India, to immigrants, but to Canada itself.

“When our Government took office, we immediately got to work and tackled those problems head on.

“And I should tell you, ladies and gentlemen, that our Government’s reforms have been working and they have been working well.

“Today, the permanent residency approval rate for applicants from India is more than 85 per cent.

“I should add that these men and women don’t have to wait another four or five or six years for their residency because our Government has reduced processing times for recent applicants down to just one year.

“In 2005, fewer than 2,500 student visas were granted to Indian students.

“Last year, our Government granted more

than 14,000 such visas.

“More Indian students than ever before are studying at Canadian universities, and because our Government has made it easier for these bright young minds to qualify for permanent residency and to work, we hope these students, many of them, will stay and put their Canadian degrees to use right here in Canada.

“Our Government has also made the CAN+ program in India a permanent feature of our immigration system, meaning that persons who have travelled to Canada or the United States in the recent past can be fast-tracked for a visitor visa.

“Our CAN+ program has a 95 per cent approval rate, making more Indians able to visit Canada as tourists or to do business.”

Harper noted that this newest change to the immigration program was just announced

by Chris Alexander last month in New Delhi, during his first trip to India as Canada’s new Minister of Citizenship and Immigration and congratulated him.

Thieves target property of former gurdwara president Baldev Kalsi, Surrey RCMP say they’re actively investigating THIEVES have repeatedly targeted the property of former president of Surrey’s Brookside Sikh Temple Baldev Singh Kalsi, 66, who is in custody on a seconddegree murder charge in connection with his wife Narinder’s death, since last month.

The first break-in took place at the house and out buildings located in the 19400 block of 32 Avenue while Narinder was on life support in hospital home.

She was airlifted to hospital on July 13 after being found with life-threatening injuries and was taken off life support on July 20. The family told Global BC TV that the thieves have struck six times. Last Thursday, the family managed to capture images of two suspects with a hidden camera.

Family members allege jewelry, TVs, computers, a tractor and a new van were stolen and supplied Global BC with pictures of the alleged suspects.

SURREY RCMP Cpl. Bert Paquet told The VOICE on Tuesday that they had also been supplied pictures of the suspects. He said: “The two individuals we see in the pictures are definitely subjects of interest at this point. We are looking to identify and question them.

Again, we see them in the yard, but there are no pictures of them inside the

residence. They are trespassing on private property and definitely looking as suspicious as one can look.”

Paquet said the investigators had the assistance of the Forensic Identification Section to see if any of the physical evidence that was recovered or examined can lead to the identification of a suspect.

Although the family told Global BC that thieves had struck six times, Paquet said only two incidents had been reported to them.

He said: “The first one was July 22 where the house was broken into. Several items were stolen as well as a vehicle from the location. That vehicle was recovered six days later on July 28 in Langley. We are following up with forensics to see if we can identify any suspect that might have been in the vehicle.

“The other break and enter report, the most recent

one, was August 5. ... There is no report that anything was stolen but there was evidence that the residence had been illegally entered and again we are following up with forensics to see if we can locate anything that can assist us in identifying any suspect.”

Paquet said the incidents were being actively investigated. He noted: “We believe the residence was targeted just based on the circumstances of July 13 homicide. [The thieves] knew the circumstances surrounding the location and based on that targeted [the property].”

He added: “It’s something we take seriously and we want to investigate successfully if only to bring some peace to the Kalsi family. They certainly do not need to be victimized twice. We understand that and we are working hard to make sure that this is not going to happen again.”

Efforts to improve Punjabi signage at Vancouver International Airport in Punjabi. We will wait to hear from them.

In the meantime, PLEA will be pursuing with Canada Border Services Agency and Destination (Tourism) BC the issue of Punjabi signage at entry points from Alaska, Alberta and Washington State.

For quite some time PLEA has been approached about poor translation of English materials into Punjabi. This relates to all three levels of

RECENTLY, the question of Punjabi signage and a lack thereof has gained prominence in our community.

Some questions have been raised with respect to the signage at Vancouver International Airport (YVR).

With this in mind, representatives of Punjabi Language Education Association (PLEA), in co-operation with Surrey-Newton MLA Harry Bains, arranged to meet with officials of YVR. The meeting was held on August 7 in the administrative offices of the airport. Our delegation included three PLEA members, Sadhu Binning, Parvinder Dhariwal and I. In addition to that we had three representatives from gurdwaras. They were

Sohan Deo, President, Khalsa Diwan Society, Vancouver, Chain Batth, President, Gurdwara Nanak Niwas (#5 Road), Richmond, and Narinder Singh Walia, President, Gurdwara Dukh Nivaran and spokesperson for eight Metro Vancouver gurdwaras.

Former World Sikh Organization president Prem Singh Vinning and Harry Bains were also present. The YVR was represented by Reg Krake, Director, Customer Care, and Kathy Nyfors, Manager, Customer Care (Guest Relations).

The meeting took place in a very respectful and cordial environment. Bains and I conveyed our concerns regarding the status of

Punjabi language signage at YVR.We requested YVR officials to look into this matter and take appropriate measures to ensure that Punjabi, the third-most spoken language in Canada and Metro Vancouver, gets its rightful place at YVR and around the province. Other members of the delegation reinforced our concerns and requested quick action in this regard.

YVR reps were very receptive to our concerns and assured us they would look into this carefully. As a result of these discussions, it is likely that in the next few weeks Binning and I will be invited for a guided tour of YVR (including the secure area) and make suggestions for improved / more signage

government – local, provincial and federal. It has been noticed that a number of these translations are of very poor quality. In this context, on behalf of PLEA, I would like to urge all three levels of government to enlist the services of well qualified and duly certified translators to do the translation for them.

PLEA would be more than pleased to assist in this regard. Also, I would request members of our community

After Brampton, racists target York University with anti-immigration flyers NOW anti-immigration flyers have appeared in at Toronto’s York University.

The flyers - titled “The Changing Demography of York University” - carry the York University logo and show two photos of York sports teams: one is black and white and shows white men only and the other, a more recent picture, shows students of various ethnicities, the Toronto Star reported on Friday.

The flyers state that if “mass third world immigration continues, Canadians will be reduced to a persecuted minority, not only at York, but in their own country!! It doesn’t have to be this way!!”

The Toronto Police is investigating.

It upsets me deeply that these blatantly racist and atavistic views are being propagated anywhere in this country. Such hate and fear-mongering has no place in today’s Canadian society, a society that has flourished due to the contributions of immigrants of all ethnicities. It is especially disheartening that the group behind this would distribute such trash at a university, a place where a diversity of experiences and backgrounds is of utmost value.

“It is important to remember that the vast majority of Canadians do not share these backwards views. I am extraordinarily proud of the residents of Brampton and the students and administration of York University who have taken a strong stands against these flyers, and denounced the authors of these hate-filled pieces of narrow-minded propaganda.

“I am also disturbed by the government’s silence on these despicable acts of hatred. I call on the government to immediately and publicly denounce the small-minded individuals behind these flyers, and reaffirm to all Canadians that such behavior has no place in our society.”

MEANWHILE, Ontario’s Progressive Conservatives condemned the racist pamphlets that were distributed in Brampton.

Monet McNaughton, MPP for Lambton-KentMiddlesex, said in a statement on Monday: “Yet again despicable racist pamphlets have been distributed throughout the City of Brampton. These pamphlets demonstrate unacceptable hate mongering. Their distributors do not represent or understand the cultural mosaic of the Ontario that I love.

“On behalf of the Ontario PC Party and the people of Ontario, I most strongly condemn the bigoted content of these pamphlets and hope that the individuals distributing them step forward and are brought to justice.

“Ontario is a province that allows for all communities, languages and cultures to co-exist equally. The Ontario PC Party will continue to fight to make sure that these intolerant politics of division cease to exist.”

IMMIGRATION Watch Canada, whose name appeared on the flyers and who had produced such flyers in April, claimed they had nothing to do with it.

The single page flyers show the face of a Sikh man with a turban with a red cross through it and carry the words: “Say ‘NO’ to the Massive Third World Invasion of Canada!” It also shows a group of multicultural people and states that government policy has ruined the country.

Peel Regional Police said last week that they “strongly oppose this type of messaging and we remain committed to identifying possible hate crime within the Region of Peel and investigating identified instances to the furthest extent.”

They added: “Peel Regional Police have initiated an investigation into the content and nature of the flyer in question and its author.

At the completion of the investigation, as matter of legislative requirement, investigators will be consulting with the Ministry of the Attorney General to seek the authorization, if applicable, to lay hate crime related charges.”

Khalsa Wrestling Club’s Amar Dhesi only Canadian to win medal at Junior World Championships

KHALSA Wrestling Club and Oregon State University heavyweight wrestler Amar Dhesi of Surrey was the only Canadian to win a medal at the Junior

World Championships in Zagreb, Croatia, last week.

He is the first Indo-Canadian to win a silver medal at the Junior World Championships

in freestyle wrestling. This is Canada's first ever silver medal at the Junior World Championships since 1989.

Dhesi, wrestling for Team Canada, won three matches to advance to the final where he wrestled against Geno Petriashvili of Georgia.

On the way to the finals, Dhesi had victories over Korea’s Kim Seongsu, Turkey’s Yusuf Dede, and USA's Adam Coon (former Cadet World Champion).

Dhesi also won the Pan American Championships earlier this year in Toronto, Ontario. He has been attending Oregon State University on a full-ride scholarship since September 2013.

Dhesi is coached by his father, Balbir Dhesi, an outstanding former wrestler of India.

Amar's brother Parm was a Youth Olympian for Team Canada, and is currently still Amar's training partner.

Transit Police looking for South Asian sexual assault suspect

THE Metro Vancouver Transit Police are hoping the public can assist in the identification

of a sexual assault suspect who aggressively groped a young woman on a Coast Mountain bus at about 1:15 p.m. on Friday, July 11 when a young woman boarded the #319 bus at the Scottsdale Exchange and moved to the back of the bus.

A short while later the young woman saw another passenger yelling at a man to stop staring. As the bus pulled into the Newton Exchange, the young woman stood up to get off the bus and suddenly felt herself being groped from behind by two hands. It was the same man the other passenger had yelled at a short

time earlier.

The woman ran off the bus to her place of work and police were called.

The suspect was later seen on video leaving the Scott Road SkyTrain Station, where he was again staring at a young woman.

He is described as a South Asian male, about 35 years old, wearing a faded red baseball cap, long sleeved dark blue cotton shirt, jeans and brown casual shoes.

Anyone with any information as to the identity of this suspect is asked to call Transit Police at 605-515-8300 or Text 87 77 77.

South Asian Community Coalition’s forum on relationship between family dysfunction and youth gang violence THE South Asian Community Coalition Against Youth Violence (SACCAYV) has been working for more than 12 years to address the issues of youth violence, gangs, and drugs in the community. Its main objectives have been to support and advocate for various programs intended to assist families and youth in making positive life choices.

An August 5 meeting of SACCAYV’s steering committee resulted in a plan to host a forum that would include representatives from all of the Metro

Vancouver’s Sikh temples, and those who work with youth and families, including psychologists, social workers, counselors and other professionals.

The event, planned for October 2014, will engage participants in a dialogue to examine the intersectionality between family dysfunction and youth gang violence. The objective of the forum will be to develop a strategy to empower youth and strengthen families within the community.

The SACCAYV feels there are many challenges which

our youth and their families experience.

Balwant Sanghera, chair of SACCAYV and retired school psychologist, said that the South Asian community must acknowledge and tackle the issues of violence, both within the home and outside of it.

He said: “As our community has grown so have the problems.

Youth and domestic violence are just some of these problems.

We must collectively, as individuals and as a community, take the responsibility and ownership to address these issues head

Saturday, Aug. 16, 2014 | Indo-Canadian Voice THE Surrey RCMP are requesting the public’s assistance in identifying four subjects involved in a serious aggravated assault which occurred over a year ago.

On April 28, 2013, just after 1:30 a.m., RCMP officers responded to a report of assault at the Secret Resto Lounge near Scott Road and 72nd Avenue in Surrey.

The victim, a 39 year old Surrey resident, suffered several serious injuries including multiple deep lacerations, contusions and a

Kelowna’s Dr. Gurmeet Singh Randhawa Seniors Society receives about $25,000 KELOWNA’S Dr. Gurmeet Singh Randhawa Seniors Society is receiving close to $25,000 in federal funding through the New Horizons for Seniors Program (NHSP) for a building renovation project that will foster social participation and inclusion.

This program supports projects led or inspired by seniors who want to make a difference in the lives of others and in their communities.

The announcement was made on

Wednesday by Alice Wong, Minister of State (Seniors).

Through this project, the society will install a new furnace, heating controls, and flooring. A pool table will also be replaced. The facility renovations will help continue to provide seniors with a social gathering place to support social participation and inclusion.

The Government of Canada is providing more than $33.4 million in fund-

ing for over 1,770 community-based projects across Canada. These projects were approved through the New Horizons for Seniors Program 20132014 Call for Proposals for Community-Based Projects. NHSPfunded projects help ensure that seniors maintain a good quality of life and are able to be active, participating members of their communities.

Taranveer Dhillon inspires Summer Ball Hockey Tournament in Kamloops by Tka’s Eternal Life Society THE inaugural Tka’s Eternal Life Ball Hockey Tournament is being held at Westsyde Centennial Park in Kamloops on August 23 and 24.

The tournament is celebrating the life of Taranveer (Tka) Dhillon, who had a love for sports, especially hockey. He played house and rep with Kamloops Minor Hockey for over 12 years.

He was living in Surrey when he unexpectedly passed away last summer at the age of 32.

Taranveer was a vibrant, loving man who loved his sports and kids. He was constantly playing as much hockey as he could as he loved the game so much.

He spent his life living

between Kamloops and Surrey. He loved traveling and exploring the world.

His best attribute was his heart. He made everyone feel special and loved.

The tournament is a fundraiser for Kidsport that provides support to children in order to remove financial barriers that prevent them from playing organized sport.

The tournament invites

the community to participate in the kid’s block party, beer gardens and great games to watch.

Tka’s Eternal Life Society is a not-for-profit society created to support children in sports. The mandate of the society is to ensure all children have the opportunity to play sports so they can have increased confidence, physical and emotional well-being.

“OMNI TV’s multi-ethnic programming is essential to many families across Canada,” said NDP Multiculturalism Critic Andrew Cash. “I’m pleased to see the CRTC reaffirm Canada’s commitment to multiculturalism that exists in the Broadcasting Act.” Rogers, the owners of OMNI, had applied with the CRTC to alter conditions of its license which would reduce multicultural and non-English programming. Along with other community groups, Cash had written a letter to the CRTC in February this year to oppose the reduction of diversity programming.

“CRTC’s decision is a good first step and is reflective of our efforts. We will continue to work on ensuring multicultural programming is available to Canadians.”

www.newtondentures.ca THE Sikh Research Institute (SikhRI) concluded its twelfth annual summer program, Sidak – Faith, Courage, Discipline, on August 9. The program commenced on July 27 at the Khalsa Center in Miracle Valley, B.C. This two-week program was attended by 40 participants from all over the United States, Canada, and the United Kingdom. The participants included high school and college students, as well as young professionals.

Mandeep Singh, Sidak Coordinator, said: “Three separate programs were offered simultaneously: Sikhi 101, Sikhi 201, and Gurmukhi 201. All three tracks explored Sikhi thru the confluence of bani (scripture), tvarikh (history), and rahit (discipline) by participating in lectures, presentations, workshops, and group discussions.”

Sikhi 101 participants studied an overview of Sikh history and theology through structured learning, while Sikhi 201 students delved deeper into the same subjects thru rigorous reading and discussion. Gurmukhi 201 focused solely on language, grammar and lexicon of Guru Granth Sahib as well as the secondary texts.

Sikhi 201 was taught in an approach comparable to college seminars. Each day, participants were assigned extensive readings on topics such as Gurus and Revolution, Guru Granth Sahib, Guru Khalsa Panth, Sikhi via Poetry, 1984 and Beyond, Panjab issues and Diaspora today.

Morning divans consisted of singing Asa ki Var and the interpretation and singing of Gurbani, followed by collectively interpreting the hukam of the day. Some notable features of Sidak and the requirements of the program include speeches, sabads, and a Degh making lab. On speech night, each participant delivered a five-minute speech on the topic of their choice. Every participant was required to perform a sabad and to discuss their interpretation of the sabad in divan. Each participant learned how to make and distribute Degh to the sangat.

“I have learnt so much, from my Gurmukhi 201 classes and from my fellow Sidakers.

From these two weeks I have learnt to take gurbani and go into depth with the meaning of it - taking the translation and connecting it to my life, and to history. I would recommend this to everyone,” says Jasdeep Kaur from British Columbia.

Baljinder Kaur Narang, President of SikhRI Canada, said she was delighted that Sidak had come to Canada for the first time since its inception. She attributed the success of Sidak to the hard work and dedication of the many volunteers who put in tireless hours ensuring the retreat ran well and was fun. She also appreciated the hard work of SikhRI staff who were on hand at all the times offering advice, support and assistance to all attendees.

Anu Kaur Bal, a high school teacher in the Surrey School district, B.C., wrote: “This has been a great experience. I’ve learnt an incredible amount not only about Sikhi but also how I could potentially fit into the greater Panthic picture.”

Jasbir Singh Bir appeals to Punjabis in Canada to help Prabh Aasra take care of the downtrodden

DEEP-ROOTED corruption may have become a "brand name" for India and Indian society which inevitably makes life much harder for honest government officers like Jasbir Singh Bir, who as a career civil servant had to take on his political masters on more than one occasion in Punjab and he lives to tell about the price he paid for standing up to what he considered wrong under government rules and the constitution.

"My philosophy has been to never compromise in my life over principles and that has been the case in my work as well," said Bir, who was in Vancouver this week to talk about his work on behalf of Prabh Aasra organization which provides shelter for the homeless, helping everyone from orphaned kids and the downtrodden to the sick and those that have been neglected by society in general and the government in particular.

Since retiring, Bir has worked as an advisorconsultant for private corporations including hotel chains, but his passion has been his work on behalf of Prabh Aasra, where he serves in the capacity of advisor, helping to raise awareness among the government and bodies like the SGPC that they need to fund organizations like these which help the people of Punjab who are desperately in need of help.

"The SGPC has a budget of Rs.905 crore [1 crore = 10 million] and we are requesting them to allocate even a very small amount of that budget to Prabh Aasra as this organization is truly doing the work that the government and even the SGPC should be doing," Bir said.

The organization, which consists of doctors, former officers and other wealthy and professional individuals, has been helping the homeless, the helpless, the mentally ill, the handicapped, orphans and destitute children since December 2003. They have treated 1,078 destitute individuals of which 745 have been reunited with their families after getting treatment.

They currently provide shelter for 241 people on an ongoing basis and are looking to expand their facilities to accommodate more as the need keeps growing with so many needy knocking on their door for help.

Bir said he would be delighted if Punjabis in Canada could also help with the cause of Prabh Aasra by making whatever donations they can. Donations can be made to Universal Disabled Care Taker Social Welfare Society.

“There is no question that we do not have enough police officers patrolling the City and parks and gathering areas.

Simply put, there are not enough police “boots on the ground” considering the population and geography of Surrey. A greater police presence is a must, but it is not the only solution to the very complicated and complex situation we have in Surrey. We cannot just add police and watch our problems disappear.

“Dealing with crime and public safety requires fundamental changes in our community to address the social infrastructure deficits and the significant growth we have expe-

“In my view, all residents of Surrey should be provided with the opportunity to participate equally in community life. Every one of you should have equal access to services and resources and opportunities within the borders of our city. By building more inclusive, stronger neighbourhoods, we can more effectively address the root causes that

permit crime to flourish, and the marginalization that often limits opportunity and limits hope.

“Words cannot be the only weapons used to address public safety. What Surrey needs is a long-term, collaborative plan where prevention sits squarely at the forefront. An effective strategy will require us to face our problems “head on” with candid and clear communication between the City, the RCMP and the residents of Surrey. Anything less is not okay.”

Solar Panel Roads: An Interesting Idea

ABOUT an hour’s drive south of the British Columbia border town of Creston is Sandpoint, Idaho, population 7,365.

Recently named the "Most Beautiful Small Town" in the United States, Sandpoint boasts a healthy mix of economic activities: forest products, light manufacturing, tourism, recreation and government services carried on in a pristine setting where the summers are warm and sunny and the winters cold and snowy.

The attractions of Sandpoint may also have inspired another burgeoning activity that recently originated here—a research and development project— that this past July raised $2.2 million dollars of online ‘crowd sourced’ funding from sources all over the world inspired by the project’s objective of creating roadways that create the power for the vehicles that use them.

The project is the work of Solar Roadways Inc., a

company formed by Sandpoint resident Scott Brusaw, an electrical engineer, and his wife Julie.

The Brusaw’s came to the view that the untold thousands of miles of America’s paved road surfaces could support a solar panel system that on a scale might produce sufficient electricity to power all vehicles using the roads and render unnecessary the use of combustible fuels.

Mr. Brusaw began thinking about embedding solar voltaic cells in or on the roads and searching for a way of protecting the cells under a surface that had to be both clear—to allow the sunlight through, very strong—to withstand the crushing force of huge—80,000 lbs. plus-size trucks, and in texture and malleability, asphalt-like.

This search for a suitable surface material soon focused on ‘tempered glass’, which is four to five times stronger than non-tempered glass which is already harder than steel. (Asphalt is much lower on the ‘hardness’ scale.) The ability to shape the glass over curved, undulating or irregular road surfaces was solved by dividing it into small hexagonal ‘sandwich-like’ tiles containing the photo voltaic

cells and their distribution system, and microprocessors to identify each tile and connect it to its surrounding tiles.

Other ideas for beefing up the tile system followed quickly: programmable LED lights that could generate contextual markings, signage and lighting on the road surface, and internal heating elements to keep the tiles ice and snow-free. This in turn necessitated some means of collecting and moving the melt waters, which, when matched with the need to collect and move the generated power called for an adjacent corridor, one part dedicated to capturing and filtering the melt or storm water and the other housing utility and power cables.

What started as ‘merely’ a power generating road idea has thus changed into a futuristic, interactive, contextually adaptive smart grid also with the potential to charge electric vehicles both as they move over its surface and when stopped on or nearby via plug-ins.

Though by all appearances this idea is in large part technologically viable, the one obvious negative is the cost.

Creating highways from tiles like some colossal mosaic suggests an

expense that is unimaginable. Also, with respect to the use of solar panels generally, it should be noted that they work when they are clean, but their performance is significantly degraded or eliminated when they are

dirty. Solar panel roads may melt snow, but they will not clean themselves.
